深圳市教育局關于做好2020年普通中小學招生入學工作的通知

各(ge)區(qu)(新區(qu)、深汕(shan)特別(bie)合作區(qu))教育(yu)行政部門,市局直屬各(ge)學校:

  為(wei)深(shen)(shen)(shen)(shen)入貫徹習近平(ping)新(xin)(xin)時(shi)代(dai)中國(guo)特色(se)社會主義(yi)思想(xiang)和黨的(de)(de)(de)十九大精神,全面貫徹黨的(de)(de)(de)教(jiao)(jiao)育(yu)(yu)方針,落實(shi)立德樹(shu)人根本(ben)任務(wu)(wu)(wu),進(jin)一步規(gui)范(fan)普(pu)通中小學招(zhao)(zhao)生入學秩序,切(qie)實(shi)維護教(jiao)(jiao)育(yu)(yu)公平(ping),努力讓每個(ge)孩(hai)子(zi)都能享有(you)公平(ping)而有(you)質量(liang)(liang)的(de)(de)(de)教(jiao)(jiao)育(yu)(yu),根據《中華人民(min)(min)共和國(guo)義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)法》《中華人民(min)(min)共和國(guo)民(min)(min)辦(ban)教(jiao)(jiao)育(yu)(yu)促進(jin)法》和《中共中央 國(guo)務(wu)(wu)(wu)院(yuan)關(guan)于深(shen)(shen)(shen)(shen)化教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學改革(ge)全面提高義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)質量(liang)(liang)的(de)(de)(de)意見》《國(guo)務(wu)(wu)(wu)院(yuan)辦(ban)公廳關(guan)于新(xin)(xin)時(shi)代(dai)推進(jin)普(pu)通高中育(yu)(yu)人方式改革(ge)的(de)(de)(de)指(zhi)導意見》《廣東(dong)省教(jiao)(jiao)育(yu)(yu)廳關(guan)于進(jin)一步規(gui)范(fan)普(pu)通中小學招(zhao)(zhao)生入學工(gong)作(zuo)的(de)(de)(de)指(zhi)導意見》,以及《深(shen)(shen)(shen)(shen)圳市非深(shen)(shen)(shen)(shen)戶(hu)籍人員(yuan)子(zi)女(nv)接受(shou)義(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)管(guan)理辦(ban)法》《中共深(shen)(shen)(shen)(shen)圳市委 深(shen)(shen)(shen)(shen)圳市人民(min)(min)政(zheng)府印發〈關(guan)于推進(jin)教(jiao)(jiao)育(yu)(yu)高質量(liang)(liang)發展(zhan)的(de)(de)(de)意見〉的(de)(de)(de)通知》等法律法規(gui)、文(wen)件精神,現就做好(hao)我市2020年普(pu)通中小學招(zhao)(zhao)生入學工(gong)作(zuo)通知如下:

  一、規范義務(wu)教(jiao)育招生行為

  (一)強化屬地責任,落實(shi) “兩為主”

  1.落實(shi)(shi)“兩為(wei)主(zhu)”職(zhi)責(ze)。各區(qu)(qu)(qu)(qu)(含新區(qu)(qu)(qu)(qu)、深汕特(te)別合作(zuo)區(qu)(qu)(qu)(qu),下(xia)同(tong))政府作(zuo)為(wei)發展(zhan)和管(guan)理義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)的(de)責(ze)任(ren)主(zhu)體(ti)和行(xing)為(wei)主(zhu)體(ti),要(yao)(yao)強化責(ze)任(ren)意識,認真(zhen)落實(shi)(shi)國家(jia)“兩為(wei)主(zhu)”要(yao)(yao)求,進一步提高進城務(wu)工(gong)人員隨遷(qian)子女(nv)在公辦義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)學(xue)校(xiao)就讀(du)的(de)比例(li),增加(jia)公辦學(xue)位(wei)供給,統籌公辦民(min)辦學(xue)校(xiao)招(zhao)生(sheng),切(qie)實(shi)(shi)保障符合條件的(de)適齡兒童、少年接受義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)的(de)權利。堅決防(fang)止將政府舉辦義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)的(de)責(ze)任(ren)推向市(shi)場。各區(qu)(qu)(qu)(qu)要(yao)(yao)加(jia)強組(zu)織領(ling)導(dao)(dao),成立義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)招(zhao)生(sheng)工(gong)作(zuo)領(ling)導(dao)(dao)小組(zu),主(zhu)管(guan)區(qu)(qu)(qu)(qu)領(ling)導(dao)(dao)為(wei)組(zu)長,及時(shi)妥善處理本區(qu)(qu)(qu)(qu)義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)招(zhao)生(sheng)中的(de)熱(re)點(dian)難(nan)點(dian)問題,定(ding)期召開招(zhao)生(sheng)工(gong)作(zuo)聯席(xi)會(hui)議,完善統籌協調工(gong)作(zuo)機制。

  2.落(luo)實(shi)義務(wu)教育招(zhao)(zhao)生(sheng)管理(li)(li)職(zhi)責(ze)。各(ge)區教育行政部(bu)(bu)門要(yao)(yao)切(qie)實(shi)加(jia)(jia)強對義務(wu)教育招(zhao)(zhao)生(sheng)工(gong)(gong)作(zuo)(zuo)的(de)組(zu)織和管理(li)(li),做好學(xue)(xue)(xue)位(wei)預測,及時(shi)公布(bu)學(xue)(xue)(xue)位(wei)供(gong)需情(qing)況(kuang),建立招(zhao)(zhao)生(sheng)預警機制(zhi),合理(li)(li)引導(dao)家(jia)長預期。要(yao)(yao)積極探索研(yan)制(zhi)招(zhao)(zhao)生(sheng)電子地圖(tu),便(bian)(bian)于實(shi)時(shi)分析研(yan)判各(ge)學(xue)(xue)(xue)區學(xue)(xue)(xue)位(wei)供(gong)給(gei)動態變(bian)化情(qing)況(kuang),方便(bian)(bian)學(xue)(xue)(xue)生(sheng)家(jia)長便(bian)(bian)捷(jie)查詢各(ge)學(xue)(xue)(xue)校招(zhao)(zhao)生(sheng)范圍(wei)及學(xue)(xue)(xue)位(wei)供(gong)給(gei)信息。要(yao)(yao)科(ke)學(xue)(xue)(xue)制(zhi)定(ding)招(zhao)(zhao)生(sheng)工(gong)(gong)作(zuo)(zuo)方案(an),做好網(wang)上(shang)招(zhao)(zhao)生(sheng)報名的(de)組(zu)織工(gong)(gong)作(zuo)(zuo),指導(dao)所屬學(xue)(xue)(xue)校及時(shi)、妥善(shan)處理(li)(li)招(zhao)(zhao)生(sheng)工(gong)(gong)作(zuo)(zuo)中出(chu)現(xian)的(de)信訪問題。要(yao)(yao)簡(jian)化入學(xue)(xue)(xue)手(shou)續,加(jia)(jia)強部(bu)(bu)門聯動,充(chong)分利用現(xian)代信息技術手(shou)段實(shi)施多部(bu)(bu)門聯網(wang)審核驗證,共(gong)同做好適齡(ling)兒童、少年的(de)就讀資格驗核工(gong)(gong)作(zuo)(zuo)。要(yao)(yao)加(jia)(jia)強風險預判,制(zhi)定(ding)完善(shan)應急預案(an),健(jian)全應急機制(zhi),及時(shi)發(fa)現(xian)并妥善(shan)處置苗頭性(xing)、傾向性(xing)問題,快速穩妥處理(li)(li)突發(fa)事件,確(que)保招(zhao)(zhao)生(sheng)入學(xue)(xue)(xue)工(gong)(gong)作(zuo)(zuo)平穩有序。要(yao)(yao)加(jia)(jia)強對招(zhao)(zhao)生(sheng)入學(xue)(xue)(xue)工(gong)(gong)作(zuo)(zuo)的(de)監(jian)(jian)督(du)檢查,建立完善(shan)招(zhao)(zhao)生(sheng)入學(xue)(xue)(xue)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)機制(zhi)。

  3.落(luo)實義(yi)務(wu)教育(yu)階段(duan)學校招(zhao)生(sheng)職責。各義(yi)務(wu)教育(yu)階段(duan)學校要(yao)規(gui)范(fan)招(zhao)生(sheng)行為,應(ying)當公示招(zhao)生(sheng)政策、招(zhao)生(sheng)計劃(hua)、招(zhao)生(sheng)片(pian)區(qu)、招(zhao)生(sheng)程(cheng)序(xu)、招(zhao)生(sheng)結果(guo)、咨詢投訴電話,不(bu)得擅自跨片(pian)區(qu)招(zhao)生(sheng),不(bu)得擅自接收學生(sheng)跨片(pian)區(qu)擇校就讀。要(yao)指導適齡兒童、少年的家長(chang)按時申(shen)請學位,按要(yao)求(qiu)及時、準確提供就讀信息。

  (二(er))堅持免試就(jiu)近(jin)入學,合理(li)確定(ding)招生范圍

  1.堅持免試(shi)就近入學。所有公(gong)辦民辦學校(xiao)都要嚴(yan)格(ge)遵守并全(quan)面(mian)落(luo)實義(yi)務教(jiao)育(yu)免試(shi)入學規(gui)定。堅決整治(zhi)公(gong)辦民辦學校(xiao)通(tong)過面(mian)試(shi)、面(mian)談、人(ren)機對話、體驗活(huo)動、簡歷材(cai)料等方式為依據的(de)“掐尖”招(zhao)(zhao)生(sheng)、提前(qian)招(zhao)(zhao)生(sheng)、違規(gui)爭搶生(sheng)源(yuan)的(de)行(xing)為。市局直屬學校(xiao)義(yi)務教(jiao)育(yu)招(zhao)(zhao)生(sheng)工作(zuo)納(na)入所在區(qu)教(jiao)育(yu)行(xing)政部(bu)門統一管理。

  2.合理確(que)定招(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)圍。各區(qu)(qu)教(jiao)(jiao)(jiao)育行政部門要(yao)(yao)嚴(yan)格按照“學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)劃片(pian)(pian)招(zhao)(zhao)(zhao)生(sheng)(sheng)、生(sheng)(sheng)源就近(jin)入學(xue)(xue)(xue)(xue)(xue)”的(de)目(mu)標要(yao)(yao)求,綜合考慮適(shi)齡(ling)兒童(tong)、少年人數、學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)分布(bu)、學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)規(gui)模、交通狀況等(deng)因素,采(cai)取(qu)單校(xiao)(xiao)(xiao)劃片(pian)(pian)或(huo)多校(xiao)(xiao)(xiao)劃片(pian)(pian)等(deng)方式(shi),為每所公辦義務教(jiao)(jiao)(jiao)育學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)劃定服務片(pian)(pian)區(qu)(qu)范(fan)圍,確(que)保各片(pian)(pian)區(qu)(qu)之間教(jiao)(jiao)(jiao)育資源大致均衡(heng)。在(zai)對學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)原招(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)圍進行較大調整(zheng)時,要(yao)(yao)充分聽取(qu)群眾意見,審(shen)慎論(lun)證,提前(qian)公告。片(pian)(pian)區(qu)(qu)確(que)定后(hou),應(ying)在(zai)一段(duan)時期內保持相對穩(wen)定。民辦義務教(jiao)(jiao)(jiao)育學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)原則上(shang)面向本區(qu)(qu)范(fan)圍內招(zhao)(zhao)(zhao)生(sheng)(sheng),在(zai)滿(man)足本區(qu)(qu)符合條(tiao)件的(de)適(shi)齡(ling)兒童(tong)、少年入學(xue)(xue)(xue)(xue)(xue)需求后(hou),仍(reng)有剩余(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃且有住宿(su)條(tiao)件的(de),經學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)申請,區(qu)(qu)教(jiao)(jiao)(jiao)育行政部門審(shen)核,報市教(jiao)(jiao)(jiao)育局同意,可跨區(qu)(qu)招(zhao)(zhao)(zhao)收少量學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)。民辦義務教(jiao)(jiao)(jiao)育學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)應(ying)在(zai)教(jiao)(jiao)(jiao)育行政部門核定的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)圍內招(zhao)(zhao)(zhao)生(sheng)(sheng)。

  (三)剛性實(shi)施(shi)(shi)入(ru)學政(zheng)策,完善(shan)積(ji)分(fen)入(ru)學細(xi)則。所(suo)有公辦(ban)(ban)民辦(ban)(ban)學校要(yao)(yao)嚴格按照《深圳(zhen)市非深戶籍人(ren)員(yuan)(yuan)子(zi)(zi)女接受義(yi)務教(jiao)(jiao)(jiao)育(yu)管理辦(ban)(ban)法》規定的(de)入(ru)學條件(jian)(jian)招生(sheng)。各(ge)區教(jiao)(jiao)(jiao)育(yu)行政(zheng)部門要(yao)(yao)不(bu)斷優化和完善(shan)積(ji)分(fen)入(ru)學實(shi)施(shi)(shi)細(xi)則,充分(fen)體現教(jiao)(jiao)(jiao)育(yu)公平,合理設(she)置積(ji)分(fen)類(lei)別、項目、標準和分(fen)值,根據積(ji)分(fen)情況(kuang)和招生(sheng)計(ji)劃安(an)排學位,實(shi)施(shi)(shi)過程中要(yao)(yao)做到積(ji)分(fen)標準、積(ji)分(fen)結果、學位安(an)排“三公開”。積(ji)分(fen)入(ru)學細(xi)則要(yao)(yao)充分(fen)征求(qiu)轄區居民意見,在(zai)招生(sheng)工作(zuo)實(shi)施(shi)(shi)前(qian)報市教(jiao)(jiao)(jiao)育(yu)局(ju)備(bei)案。2020年全面取消各(ge)類(lei)特長生(sheng)招生(sheng)。對烈(lie)士子(zi)(zi)女、符(fu)合條件(jian)(jian)的(de)現役軍人(ren)子(zi)(zi)女及復退軍人(ren)子(zi)(zi)女、消防救援隊(dui)伍(wu)人(ren)員(yuan)(yuan)子(zi)(zi)女、公安(an)英(ying)模和因公犧牲傷殘警察(cha)子(zi)(zi)女、高層次人(ren)才(cai)子(zi)(zi)女等享受優惠政(zheng)策人(ren)員(yuan)(yuan)子(zi)(zi)女實(shi)施(shi)(shi)教(jiao)(jiao)(jiao)育(yu)優待政(zheng)策,并向社會公示。

  (四)完善民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)管理(li)(li)。各區教(jiao)育(yu)(yu)行(xing)(xing)政部(bu)門(men)要(yao)將民(min)辦(ban)(ban)義(yi)(yi)務教(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)納入統一管理(li)(li),與公辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)同步(bu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)。民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)的(de)(de)學(xue)(xue)位由(you)政府(fu)統籌(chou)安排(pai)或者政府(fu)直接向(xiang)民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)購買學(xue)(xue)位的(de)(de),具體辦(ban)(ban)法(fa)(fa)由(you)區教(jiao)育(yu)(yu)行(xing)(xing)政部(bu)門(men)確(que)定。要(yao)進(jin)一步(bu)加強對民(min)辦(ban)(ban)義(yi)(yi)務教(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)工作指(zhi)導和管理(li)(li),統一規范學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)報(bao)(bao)(bao)讀民(min)辦(ban)(ban)義(yi)(yi)務教(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)(xiao)的(de)(de)方(fang)法(fa)(fa)和途徑。民(min)辦(ban)(ban)義(yi)(yi)務教(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)(xiao)的(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)和招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)方(fang)案,要(yao)報(bao)(bao)(bao)主管教(jiao)育(yu)(yu)行(xing)(xing)政部(bu)門(men)審(shen)核后實(shi)施。2020年對面(mian)向(xiang)全區招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)且報(bao)(bao)(bao)名(ming)人(ren)(ren)數超過招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)數的(de)(de)民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao),全部(bu)實(shi)行(xing)(xing)電(dian)腦(nao)(nao)隨機搖號(hao)(hao)錄取。辦(ban)(ban)學(xue)(xue)層次(ci)同時包括小學(xue)(xue)和初中的(de)(de)民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao),應首先通過直升或電(dian)腦(nao)(nao)隨機搖號(hao)(hao)方(fang)式招(zhao)(zhao)(zhao)收(shou)本校(xiao)(xiao)(xiao)自(zi)愿報(bao)(bao)(bao)讀初中的(de)(de)小學(xue)(xue)畢(bi)業生(sheng)(sheng)(sheng)(sheng)(sheng),剩余的(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃(hua)應公開報(bao)(bao)(bao)名(ming),實(shi)行(xing)(xing)電(dian)腦(nao)(nao)隨機搖號(hao)(hao)錄取。民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)電(dian)腦(nao)(nao)隨機搖號(hao)(hao)錄取的(de)(de)實(shi)施辦(ban)(ban)法(fa)(fa)由(you)市(shi)教(jiao)育(yu)(yu)局統一制(zhi)定,各區教(jiao)育(yu)(yu)行(xing)(xing)政部(bu)門(men)制(zhi)定操作細則并組織實(shi)施。電(dian)腦(nao)(nao)隨機錄取工作要(yao)做到全程錄像,并邀請公證機構人(ren)(ren)員(yuan)、紀檢(jian)人(ren)(ren)員(yuan)、人(ren)(ren)大代(dai)(dai)表(biao)(biao)、政協委員(yuan)、新(xin)聞媒體代(dai)(dai)表(biao)(biao)和學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)家(jia)長代(dai)(dai)表(biao)(biao)全程監督。

  (五)提高殘(can)(can)疾(ji)兒童少(shao)(shao)年(nian)入學(xue)(xue)率(lv),提升特(te)殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)質量。各區要按國家要求(qiu),確(que)保2020年(nian)殘(can)(can)疾(ji)兒童、少(shao)(shao)年(nian)義務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)入學(xue)(xue)率(lv)達到95%以(yi)(yi)上。按照“全覆蓋、零拒絕”的(de)(de)要求(qiu),根據(ju)適齡(ling)殘(can)(can)疾(ji)兒童、少(shao)(shao)年(nian)的(de)(de)實際情(qing)況,制訂(ding)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)安置(zhi)方案,落實“一(yi)(yi)人一(yi)(yi)案”,通(tong)過普(pu)通(tong)學(xue)(xue)校(xiao)就讀(du)、特(te)殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)就讀(du)、送教(jiao)(jiao)(jiao)上門等(deng)(deng)多種(zhong)方式,逐一(yi)(yi)做好入學(xue)(xue)安置(zhi)工作。原則上各區要建(jian)設至少(shao)(shao)1所(suo)獨立設置(zhi)的(de)(de)義務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)階段綜合性特(te)殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)。招收殘(can)(can)疾(ji)學(xue)(xue)生(sheng)5人以(yi)(yi)上的(de)(de)普(pu)通(tong)學(xue)(xue)校(xiao)要按規定(ding)建(jian)設特(te)殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)資(zi)源(yuan)教(jiao)(jiao)(jiao)室(shi),按標(biao)準配備專職資(zi)源(yuan)教(jiao)(jiao)(jiao)師(shi)。市(shi)、區特(te)殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)科學(xue)(xue)設置(zhi)招生(sheng)類別、學(xue)(xue)段,錯(cuo)位(wei)發(fa)展(zhan),協調發(fa)展(zhan)。視力(li)障礙教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)、聽(ting)力(li)障礙教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)以(yi)(yi)市(shi)為主,智力(li)障礙等(deng)(deng)其他類型的(de)(de)義務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)以(yi)(yi)區為主。市(shi)屬特(te)殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)要擴大(da)高中(zhong)階段招生(sheng)規模,讓完(wan)成義務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)殘(can)(can)疾(ji)學(xue)(xue)生(sheng)都能接受適宜的(de)(de)高中(zhong)階段教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)。

  (六)加強招(zhao)生計劃(hua)(hua)管理,消(xiao)除(chu)大(da)(da)(da)班額(e)(e)(e)。各區教(jiao)育行政(zheng)部門要結(jie)合學(xue)校辦(ban)(ban)學(xue)規模、辦(ban)(ban)學(xue)條件,科學(xue)核定公辦(ban)(ban)民辦(ban)(ban)學(xue)校招(zhao)生計劃(hua)(hua),于招(zhao)生工(gong)作(zuo)啟(qi)動前1周向社會公布(bu)。嚴格控制存(cun)在大(da)(da)(da)班額(e)(e)(e)和大(da)(da)(da)校額(e)(e)(e)學(xue)校的招(zhao)生計劃(hua)(hua)。嚴禁超計劃(hua)(hua)招(zhao)生,各義務教(jiao)育學(xue)校起始年級嚴格按(an)照標準(zhun)班額(e)(e)(e)招(zhao)生,堅決(jue)防止產生新的大(da)(da)(da)班額(e)(e)(e),確保(bao)2020年基本消(xiao)除(chu)大(da)(da)(da)班額(e)(e)(e)。

  (七)落實控輟保學法定職責。各區教育行政部門和學校要嚴格落實《中華人(ren)民(min)共和國義(yi)務(wu)教育法(fa)》《中華人民共和國(guo)未成年人保(bao)護(hu)法(fa)》等法(fa)律規定(ding),依法(fa)保(bao)障適齡兒童、少年接(jie)受(shou)義(yi)務(wu)教育的(de)權利,要嚴格(ge)履行控輟保(bao)學(xue)(xue)(xue)法(fa)定(ding)職(zhi)責,完善(shan)(shan)聯控聯保(bao)工(gong)作(zuo)機(ji)制(zhi),落實失學(xue)(xue)(xue)輟學(xue)(xue)(xue)學(xue)(xue)(xue)生勸(quan)返復學(xue)(xue)(xue)、登記和書面(mian)報告責任制(zhi)度,建立完善(shan)(shan)控輟保(bao)學(xue)(xue)(xue)工(gong)作(zuo)臺賬(zhang),共同做好控輟保(bao)學(xue)(xue)(xue)工(gong)作(zuo)。適齡兒童、少年因身體(ti)狀況確需延(yan)緩入學(xue)(xue)(xue)或者休學(xue)(xue)(xue)的(de),其(qi)父母或者其(qi)他法(fa)定(ding)監護(hu)人應當提出申請,由所在(zai)區教育行政部(bu)門批準。依法(fa)查處以在(zai)家學(xue)(xue)(xue)習、接(jie)受(shou)“私塾(shu)”“讀(du)經班”等培訓替代國(guo)家統一實施的(de)義(yi)務(wu)教育的(de)行為。嚴格(ge)外籍人員子女學(xue)(xue)(xue)校(xiao)招(zhao)生管理(li),不得(de)招(zhao)收(shou)中國(guo)籍學(xue)(xue)(xue)生。

  二(er)、加強普通高中招生管理

  (一)剛性執(zhi)行高(gao)中(zhong)招(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)劃(hua)(hua)。各(ge)區教育行政(zheng)(zheng)部(bu)門和高(gao)中(zhong)學(xue)(xue)校(xiao)要提高(gao)政(zheng)(zheng)治(zhi)站位,響應市民(min)對于我市高(gao)中(zhong)學(xue)(xue)位供(gong)需矛盾關切,嚴格按(an)照教育部(bu)門下發的(de)(de)招(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)劃(hua)(hua)文件執(zhi)行招(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)劃(hua)(hua)和招(zhao)生(sheng)(sheng)(sheng)范圍,不得(de)隨(sui)意變更招(zhao)生(sheng)(sheng)(sheng)規模(mo)。招(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)劃(hua)(hua)一經(jing)下達(da),原(yuan)則上(shang)不再受理調整招(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)劃(hua)(hua)的(de)(de)申請,確保招(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)劃(hua)(hua)的(de)(de)嚴肅性。各(ge)級教育行政(zheng)(zheng)部(bu)門、各(ge)高(gao)中(zhong)階段學(xue)(xue)校(xiao)根據(ju)招(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)劃(hua)(hua)的(de)(de)要求,認真做好招(zhao)生(sheng)(sheng)(sheng)的(de)(de)各(ge)項(xiang)準(zhun)備工作,確保學(xue)(xue)校(xiao)正常開學(xue)(xue)。民(min)辦(ban)(ban)學(xue)(xue)校(xiao)招(zhao)生(sheng)(sheng)(sheng)納入統(tong)一管理,并與公辦(ban)(ban)學(xue)(xue)校(xiao)同步招(zhao)生(sheng)(sheng)(sheng)。各(ge)校(xiao)招(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)劃(hua)(hua)的(de)(de)執(zhi)行情況(kuang),將作為學(xue)(xue)校(xiao)自主招(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)劃(hua)(hua)安排(pai)、規范辦(ban)(ban)學(xue)(xue)、辦(ban)(ban)學(xue)(xue)水平、辦(ban)(ban)學(xue)(xue)效(xiao)益評估以及(ji)評先、評優等的(de)(de)主要指標。全(quan)市公辦(ban)(ban)高(gao)中(zhong)學(xue)(xue)校(xiao)應堅(jian)持滿規模(mo)招(zhao)生(sheng)(sheng)(sheng)。2020年全(quan)面取(qu)消直升生(sheng)(sheng)(sheng)。

  (二)落實(shi)指(zhi)標到(dao)校政(zheng)策。認真(zhen)落實(shi)指(zhi)標到(dao)校政(zheng)策要(yao)(yao)求,每(mei)所優(you)質普通高中(zhong)(zhong)學校要(yao)(yao)安排不低于(yu)50%的(de)招(zhao)生(sheng)名額,主(zhu)要(yao)(yao)按初中(zhong)(zhong)學校在校生(sheng)數,直接分配到(dao)全市各(ge)初中(zhong)(zhong)學校(含民辦),促進(jin)義務教育(yu)均衡發展和初中(zhong)(zhong)教育(yu)質量全面提(ti)高。

  (三(san))統籌(chou)規范全(quan)市高中(zhong)(zhong)自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)。根(gen)據廣東省教(jiao)育廳關于進一步完善和規范自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)的(de)相關要求,市教(jiao)育局(ju)全(quan)面統籌(chou)高中(zhong)(zhong)自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo),規范普通高中(zhong)(zhong)學校開展自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)改革(ge)試(shi)點(dian),自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)比例(li)原(yuan)則上(shang)不超(chao)過學校年度(du)招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃的(de)10%。自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)對象主(zhu)(zhu)(zhu)要為(wei)具有創新潛質和學科(ke)特長的(de)學生(sheng)(sheng)(sheng)。2020年全(quan)市普通高中(zhong)(zhong)自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)按照市教(jiao)育局(ju)出臺制定的(de)《深(shen)圳(zhen)市教(jiao)育局(ju)關于做好2020年普通高中(zhong)(zhong)學校自(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)的(de)通知》實施(shi)。

  (四(si))規(gui)范學(xue)(xue)校招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)行為(wei)。積極探索基(ji)于初中學(xue)(xue)業(ye)水平(ping)考試(shi)成績、結合(he)綜合(he)素(su)質表現(xian)評價的高中階段學(xue)(xue)校考試(shi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)錄(lu)取(qu)模式。所有高中學(xue)(xue)校(含民辦(ban)普通高中)需嚴格(ge)按照規(gui)定的招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范圍(wei)、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)方式進行統一招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴禁違(wei)規(gui)爭搶(qiang)生(sheng)(sheng)(sheng)(sheng)(sheng)源、“掐尖(jian)”招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、跨市招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、超計劃招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)和提前招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴禁招(zhao)(zhao)(zhao)(zhao)收“掛讀(du)(du)生(sheng)(sheng)(sheng)(sheng)(sheng)”、“擇校生(sheng)(sheng)(sheng)(sheng)(sheng)”和變相招(zhao)(zhao)(zhao)(zhao)收“借讀(du)(du)生(sheng)(sheng)(sheng)(sheng)(sheng)”。嚴格(ge)控(kong)制加(jia)分項目及(ji)分值,規(gui)范資格(ge)審查制度。

  三、加(jia)強新生(sheng)入學管理

  (一)加(jia)強學(xue)(xue)(xue)生(sheng)分班(ban)(ban)(ban)管理。各義(yi)務教育階段學(xue)(xue)(xue)校要(yao)實行均衡編(bian)班(ban)(ban)(ban),嚴禁舉(ju)辦重(zhong)(zhong)點班(ban)(ban)(ban),包括以特(te)(te)長班(ban)(ban)(ban)、特(te)(te)色班(ban)(ban)(ban)、快慢班(ban)(ban)(ban)、尖子(zi)班(ban)(ban)(ban)、興趣班(ban)(ban)(ban)和(he)(he)“奧賽”班(ban)(ban)(ban)、實驗班(ban)(ban)(ban)、國(guo)際班(ban)(ban)(ban)等名義(yi)的(de)變(bian)相重(zhong)(zhong)點班(ban)(ban)(ban)。普(pu)通高中(zhong)學(xue)(xue)(xue)校要(yao)根(gen)據普(pu)通高中(zhong)課(ke)程(cheng)方(fang)(fang)案(an)(an)和(he)(he)學(xue)(xue)(xue)生(sheng)選課(ke)情況,合理排課(ke)編(bian)班(ban)(ban)(ban),科學(xue)(xue)(xue)制訂選課(ke)走班(ban)(ban)(ban)指南和(he)(he)課(ke)程(cheng)實施方(fang)(fang)案(an)(an),確保(bao)課(ke)程(cheng)之(zhi)間、年級(ji)之(zhi)間的(de)均衡性(xing)和(he)(he)學(xue)(xue)(xue)科學(xue)(xue)(xue)習的(de)連(lian)貫性(xing)。

  (二)嚴(yan)格規(gui)范(fan)學(xue)(xue)(xue)籍(ji)(ji)管理(li)。學(xue)(xue)(xue)校(xiao)(xiao)(xiao)應當從學(xue)(xue)(xue)生(sheng)入學(xue)(xue)(xue)之日起(qi)1個(ge)月內為學(xue)(xue)(xue)生(sheng)建(jian)(jian)立學(xue)(xue)(xue)籍(ji)(ji)檔案,其(qi)中,殘疾程(cheng)度較重(zhong)、無法進入學(xue)(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)習(xi)的(de)學(xue)(xue)(xue)生(sheng),由承擔送教上門的(de)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)建(jian)(jian)立學(xue)(xue)(xue)籍(ji)(ji)。學(xue)(xue)(xue)校(xiao)(xiao)(xiao)要(yao)嚴(yan)格落(luo)實學(xue)(xue)(xue)籍(ji)(ji)管理(li)“一人一籍(ji)(ji),籍(ji)(ji)隨人走(zou)”的(de)要(yao)求(qiu),不(bu)(bu)(bu)得以虛假信息建(jian)(jian)立學(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)籍(ji)(ji),不(bu)(bu)(bu)得重(zhong)復建(jian)(jian)立學(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)籍(ji)(ji),不(bu)(bu)(bu)得擅自刪(shan)除學(xue)(xue)(xue)生(sheng)電子(zi)學(xue)(xue)(xue)籍(ji)(ji)信息。未(wei)經義務(wu)教育招(zhao)生(sheng)平(ping)臺報名錄(lu)取的(de)學(xue)(xue)(xue)生(sheng)不(bu)(bu)(bu)予建(jian)(jian)立學(xue)(xue)(xue)籍(ji)(ji)。對于(yu)未(wei)經學(xue)(xue)(xue)校(xiao)(xiao)(xiao)批(pi)準(zhun),不(bu)(bu)(bu)按學(xue)(xue)(xue)校(xiao)(xiao)(xiao)規(gui)定期限(xian)到校(xiao)(xiao)(xiao)辦理(li)注冊者,不(bu)(bu)(bu)予以建(jian)(jian)立學(xue)(xue)(xue)籍(ji)(ji)。各區教育行(xing)政(zheng)主管部門要(yao)加強(qiang)對學(xue)(xue)(xue)籍(ji)(ji)工作的(de)核查(cha),及時查(cha)處(chu)和糾正學(xue)(xue)(xue)籍(ji)(ji)建(jian)(jian)檔過(guo)程(cheng)中的(de)不(bu)(bu)(bu)規(gui)范(fan)行(xing)為,嚴(yan)禁“人籍(ji)(ji)分離”、“雙重(zhong)學(xue)(xue)(xue)籍(ji)(ji)”等(deng)情況出現。

  (三)加強課(ke)程(cheng)(cheng)教(jiao)(jiao)(jiao)材(cai)(cai)管理(li)。各(ge)區教(jiao)(jiao)(jiao)育(yu)行(xing)政部(bu)門(men)要加強對教(jiao)(jiao)(jiao)材(cai)(cai)使用情況的檢查,嚴格遵照(zhao)《中(zhong)共中(zhong)央 國務院關(guan)于深化教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學改革(ge)全面提(ti)高義(yi)務教(jiao)(jiao)(jiao)育(yu)質量的意見》和《中(zhong)小學教(jiao)(jiao)(jiao)材(cai)(cai)管理(li)辦法(fa)》要求,不(bu)得以(yi)地(di)方(fang)課(ke)程(cheng)(cheng)教(jiao)(jiao)(jiao)材(cai)(cai)、校本課(ke)程(cheng)(cheng)教(jiao)(jiao)(jiao)材(cai)(cai)等替代國家(jia)(jia)課(ke)程(cheng)(cheng)教(jiao)(jiao)(jiao)材(cai)(cai)。義(yi)務教(jiao)(jiao)(jiao)育(yu)學校不(bu)得引進(jin)境外課(ke)程(cheng)(cheng)、使用境外教(jiao)(jiao)(jiao)材(cai)(cai)、使用未(wei)經審定教(jiao)(jiao)(jiao)材(cai)(cai)。普通高中(zhong)選(xuan)用境外教(jiao)(jiao)(jiao)材(cai)(cai),按照(zhao)國家(jia)(jia)有(you)關(guan)政策執行(xing)。

  四、建(jian)立考核和問(wen)責(ze)雙機制(zhi),確(que)保招生工作全(quan)面(mian)落(luo)地

  市、區教(jiao)育(yu)(yu)(yu)督導(dao)部門要(yao)(yao)將中(zhong)(zhong)(zhong)小(xiao)學(xue)招生(sheng)入學(xue)工(gong)作(zuo)納入責(ze)任督學(xue)日常(chang)督導(dao)范圍,嚴(yan)肅查(cha)處違(wei)反(fan)教(jiao)育(yu)(yu)(yu)部“十項嚴(yan)禁”紀(ji)律要(yao)(yao)求和(he)省教(jiao)育(yu)(yu)(yu)廳(ting)“六項規定(ding)”等違(wei)反(fan)招生(sheng)政(zheng)策和(he)紀(ji)律以及擾(rao)亂中(zhong)(zhong)(zhong)小(xiao)學(xue)入學(xue)招生(sheng)秩序的(de)行(xing)為(wei)。對違(wei)規操作(zuo),查(cha)有實(shi)(shi)據,造(zao)成重(zhong)大(da)輿情,引(yin)發社會(hui)不(bu)穩(wen)定(ding),造(zao)成不(bu)良影響的(de)單(dan)位和(he)個人實(shi)(shi)行(xing)問責(ze)。對于未落實(shi)(shi)《中(zhong)(zhong)(zhong)共(gong)中(zhong)(zhong)(zhong)央 國務院(yuan)關于深化(hua)教(jiao)育(yu)(yu)(yu)教(jiao)學(xue)改革全面提高義(yi)務教(jiao)育(yu)(yu)(yu)質量的(de)意見》中(zhong)(zhong)(zhong)義(yi)務教(jiao)育(yu)(yu)(yu)招生(sheng)入學(xue)規定(ding)要(yao)(yao)求,或者出現轄區內義(yi)務教(jiao)育(yu)(yu)(yu)階段(duan)學(xue)校(xiao)違(wei)規考試招生(sheng)行(xing)為(wei)的(de),視同為(wei)落實(shi)(shi)中(zhong)(zhong)(zhong)央和(he)國家重(zhong)大(da)政(zheng)策不(bu)力,納入政(zheng)府履(lv)行(xing)教(jiao)育(yu)(yu)(yu)職責(ze)評(ping)價。
