各(ge)區(qu)(新區(qu)、深汕特別合作(zuo)區(qu))教育行(xing)政部門(men),市(shi)局直屬各(ge)學校:

  為全(quan)面貫徹黨的(de)(de)教(jiao)育(yu)(yu)方(fang)針,落(luo)實立德樹人(ren)根本任(ren)務,規范普(pu)通(tong)中(zhong)(zhong)小學(xue)(xue)招(zhao)生(sheng)入(ru)學(xue)(xue)秩序,切實維護教(jiao)育(yu)(yu)公平,努力(li)讓每個孩(hai)子都能享有(you)公平而有(you)質(zhi)量(liang)(liang)的(de)(de)教(jiao)育(yu)(yu),根據(ju)《中(zhong)(zhong)華(hua)人(ren)民(min)共(gong)和(he)國義(yi)務教(jiao)育(yu)(yu)法》《中(zhong)(zhong)華(hua)人(ren)民(min)共(gong)和(he)國民(min)辦教(jiao)育(yu)(yu)促進法》《中(zhong)(zhong)共(gong)中(zhong)(zhong)央 國務院(yuan)關(guan)于深(shen)化教(jiao)育(yu)(yu)教(jiao)學(xue)(xue)改(gai)革(ge)全(quan)面提高義(yi)務教(jiao)育(yu)(yu)質(zhi)量(liang)(liang)的(de)(de)意(yi)見》《國務院(yuan)辦公廳關(guan)于新時(shi)代推進普(pu)通(tong)高中(zhong)(zhong)育(yu)(yu)人(ren)方(fang)式改(gai)革(ge)的(de)(de)指導(dao)意(yi)見》《中(zhong)(zhong)共(gong)中(zhong)(zhong)央 國務院(yuan)印發〈深(shen)化新時(shi)代教(jiao)育(yu)(yu)評(ping)價(jia)改(gai)革(ge)總(zong)體(ti)方(fang)案(an)〉》《廣東省教(jiao)育(yu)(yu)廳關(guan)于進一步規范普(pu)通(tong)中(zhong)(zhong)小學(xue)(xue)招(zhao)生(sheng)入(ru)學(xue)(xue)工作的(de)(de)指導(dao)意(yi)見》《深(shen)圳(zhen)市非深(shen)戶籍人(ren)員子女接(jie)受(shou)義(yi)務教(jiao)育(yu)(yu)管理辦法》《中(zhong)(zhong)共(gong)深(shen)圳(zhen)市委(wei) 深(shen)圳(zhen)市人(ren)民(min)政府(fu)印發〈關(guan)于推進教(jiao)育(yu)(yu)高質(zhi)量(liang)(liang)發展(zhan)的(de)(de)意(yi)見〉的(de)(de)通(tong)知(zhi)》等法律(lv)法規文件精神,現就做好我市2021年普(pu)通(tong)中(zhong)(zhong)小學(xue)(xue)招(zhao)生(sheng)入(ru)學(xue)(xue)工作通(tong)知(zhi)如下:

  一、規范義務教育招生行為

  (一)強(qiang)化屬地責任,落實(shi)“兩(liang)為(wei)主”

  1.落(luo)實(shi)“兩(liang)為主”職(zhi)責(ze)(ze)。各區(qu)(qu)(qu)(含新區(qu)(qu)(qu)、深汕特別合作(zuo)區(qu)(qu)(qu),下同)政府(fu)要(yao)落(luo)實(shi)好舉辦(ban)(ban)、管理和(he)發(fa)展義(yi)(yi)務(wu)(wu)教(jiao)育的主體(ti)責(ze)(ze)任,認真落(luo)實(shi)國(guo)家“兩(liang)為主”要(yao)求,進一(yi)步提高進城務(wu)(wu)工(gong)(gong)人員隨遷子女在公(gong)辦(ban)(ban)義(yi)(yi)務(wu)(wu)教(jiao)育學校就讀的比(bi)例,增(zeng)加公(gong)辦(ban)(ban)學位供給,統(tong)籌(chou)公(gong)辦(ban)(ban)民辦(ban)(ban)學校招(zhao)生,切實(shi)保障符合條件的適齡(ling)兒童、少年接受義(yi)(yi)務(wu)(wu)教(jiao)育的權利(li)。各區(qu)(qu)(qu)要(yao)加強組(zu)織領(ling)導(dao),成立以區(qu)(qu)(qu)領(ling)導(dao)為組(zu)長(chang)的義(yi)(yi)務(wu)(wu)教(jiao)育招(zhao)生工(gong)(gong)作(zuo)領(ling)導(dao)小組(zu),定期召(zhao)開招(zhao)生工(gong)(gong)作(zuo)聯席會議,完善統(tong)籌(chou)協調工(gong)(gong)作(zuo)機制(zhi),及時妥善處理本區(qu)(qu)(qu)義(yi)(yi)務(wu)(wu)教(jiao)育招(zhao)生中的熱點難點問(wen)題。

  2.落實(shi)區(qu)教(jiao)(jiao)育(yu)行政(zheng)部門招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)管(guan)理職責。各(ge)區(qu)教(jiao)(jiao)育(yu)行政(zheng)部門要(yao)(yao)切(qie)實(shi)加強義務教(jiao)(jiao)育(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)的(de)組織和(he)管(guan)理,做(zuo)好學位預(yu)測(ce),及時(shi)公布學位供(gong)(gong)需情況(kuang),建立招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)預(yu)警(jing)機(ji)(ji)制(zhi)(zhi),合(he)理引(yin)導家(jia)長(chang)預(yu)期。要(yao)(yao)積(ji)極探(tan)索研(yan)制(zhi)(zhi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)電子(zi)地(di)圖(tu),便于實(shi)時(shi)分析研(yan)判各(ge)學區(qu)學位供(gong)(gong)給(gei)動態變化情況(kuang),方便學生(sheng)(sheng)(sheng)家(jia)長(chang)便捷查詢各(ge)學校招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范圍(wei)及學位供(gong)(gong)給(gei)信息(xi)。要(yao)(yao)科學制(zhi)(zhi)定招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)方案,做(zuo)好網上招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)報名的(de)組織工(gong)(gong)作(zuo)(zuo)。要(yao)(yao)簡化入(ru)學手(shou)續,加強部門聯動,充分利(li)用現代信息(xi)技術(shu)手(shou)段實(shi)施(shi)多(duo)部門聯網審核驗證,共(gong)同做(zuo)好適齡兒童、少年的(de)就讀資(zi)格驗核工(gong)(gong)作(zuo)(zuo)。要(yao)(yao)加強風(feng)險預(yu)判,制(zhi)(zhi)定完善應急預(yu)案,健(jian)全(quan)應急機(ji)(ji)制(zhi)(zhi),及時(shi)發(fa)現并(bing)妥善處置苗頭性、傾(qing)向性問題,快(kuai)速穩(wen)妥處理突發(fa)事件,確保(bao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學工(gong)(gong)作(zuo)(zuo)平穩(wen)有序。要(yao)(yao)加強對(dui)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學工(gong)(gong)作(zuo)(zuo)的(de)監督檢查,建立完善招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學監督工(gong)(gong)作(zuo)(zuo)機(ji)(ji)制(zhi)(zhi)。多(duo)形式加強招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學政(zheng)策的(de)宣講和(he)解讀解釋工(gong)(gong)作(zuo)(zuo),積(ji)極回(hui)應市民群眾(zhong)關切(qie)。

  3.落實學(xue)校招生(sheng)職責。各義務教育(yu)階段學(xue)校要(yao)規范招生(sheng)行(xing)為,按要(yao)求(qiu)公開招生(sheng)計(ji)劃、招生(sheng)程序、招生(sheng)結果、咨詢投訴電話等,不(bu)得擅自跨片區(qu)招生(sheng),不(bu)得擅自接收學(xue)生(sheng)跨片區(qu)擇校就讀(du)。要(yao)指導(dao)適齡兒童、少年的家長按時申請學(xue)位,按要(yao)求(qiu)及(ji)時、準確提供(gong)就讀(du)信(xin)息。

  (二)堅持免試就近入學(xue),合理確定招(zhao)生范圍

  1.堅持(chi)免(mian)試(shi)就近入學(xue)(xue)。所有公辦(ban)民(min)辦(ban)學(xue)(xue)校都要(yao)嚴格遵守(shou)并全(quan)面落實義務(wu)教(jiao)(jiao)育免(mian)試(shi)入學(xue)(xue)規定。嚴禁公辦(ban)民(min)辦(ban)學(xue)(xue)校通(tong)過面試(shi)、面談、人機(ji)對話、體驗(yan)活動、簡歷(li)材料等方式為(wei)依據的“掐尖”招生、提前招生、違(wei)規爭搶生源的行為(wei)。市(shi)局直屬學(xue)(xue)校義務(wu)教(jiao)(jiao)育招生工作納入所在區教(jiao)(jiao)育行政(zheng)部門統一管(guan)理(li)。

  2.合理確(que)定招(zhao)生范圍(wei)(wei)。各區(qu)(qu)教(jiao)(jiao)育(yu)行政(zheng)部門(men)(men)要(yao)嚴格按(an)照“學(xue)校(xiao)(xiao)(xiao)(xiao)劃片(pian)招(zhao)生、生源就近入(ru)學(xue)”的(de)目標要(yao)求,綜合考慮適齡學(xue)生人數、學(xue)校(xiao)(xiao)(xiao)(xiao)分布、學(xue)校(xiao)(xiao)(xiao)(xiao)規模、交通(tong)狀(zhuang)況等因素,為每所公(gong)辦義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)學(xue)校(xiao)(xiao)(xiao)(xiao)劃定服務(wu)片(pian)區(qu)(qu)范圍(wei)(wei),確(que)保各片(pian)區(qu)(qu)之間教(jiao)(jiao)育(yu)資源大致均衡。在(zai)對學(xue)校(xiao)(xiao)(xiao)(xiao)原招(zhao)生范圍(wei)(wei)進行較大調(diao)整(zheng)時,要(yao)充分聽取(qu)群眾意見,審(shen)慎論證(zheng),提前公(gong)告。片(pian)區(qu)(qu)確(que)定后,應在(zai)一段時期內保持相對穩(wen)定。民(min)辦義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)學(xue)校(xiao)(xiao)(xiao)(xiao)不(bu)得(de)超出教(jiao)(jiao)育(yu)行政(zheng)部門(men)(men)核(he)定的(de)招(zhao)生計劃和招(zhao)生范圍(wei)(wei)招(zhao)生,在(zai)滿足本區(qu)(qu)符合條(tiao)件(jian)的(de)適齡兒童、少(shao)年入(ru)學(xue)需(xu)求后,仍有剩余(yu)招(zhao)生計劃的(de),經學(xue)校(xiao)(xiao)(xiao)(xiao)申(shen)請(qing),區(qu)(qu)教(jiao)(jiao)育(yu)行政(zheng)部門(men)(men)審(shen)核(he),報市教(jiao)(jiao)育(yu)局(ju)同意,可跨區(qu)(qu)招(zhao)生。

  (三)剛(gang)性實施(shi)入(ru)學(xue)政策,完善(shan)積分(fen)入(ru)學(xue)細則

  所有(you)公(gong)辦(ban)民辦(ban)學(xue)(xue)(xue)校(xiao)要嚴格按照(zhao)《深(shen)圳市(shi)非深(shen)戶籍人(ren)(ren)員子(zi)女(nv)(nv)接受義務教育(yu)管理辦(ban)法》等文件規定的(de)入學(xue)(xue)(xue)條件招生,不得招收不符(fu)合(he)(he)我(wo)市(shi)就讀條件的(de)學(xue)(xue)(xue)生。各區(qu)教育(yu)行(xing)政部門(men)要不斷優(you)化(hua)積(ji)分(fen)(fen)入學(xue)(xue)(xue)實(shi)施細(xi)則(ze),充分(fen)(fen)體現教育(yu)公(gong)平,合(he)(he)理設置積(ji)分(fen)(fen)類別、項(xiang)目、標準(zhun)(zhun)和分(fen)(fen)值,根據積(ji)分(fen)(fen)情況(kuang)和招生計劃安排(pai)學(xue)(xue)(xue)位,實(shi)施過程(cheng)中要做(zuo)到積(ji)分(fen)(fen)標準(zhun)(zhun)、積(ji)分(fen)(fen)結果、學(xue)(xue)(xue)位安排(pai)“三(san)公(gong)開”,公(gong)開過程(cheng)中應(ying)依法做(zuo)好未(wei)成年(nian)人(ren)(ren)隱私保護。積(ji)分(fen)(fen)入學(xue)(xue)(xue)細(xi)則(ze)要充分(fen)(fen)征求(qiu)轄區(qu)居民意見,在(zai)招生工作實(shi)施前(qian)報市(shi)教育(yu)局備案。2021年(nian)繼(ji)續全面取消各類特長生招生。對烈士、符(fu)合(he)(he)條件的(de)現役(yi)軍(jun)人(ren)(ren)及(ji)復(fu)退軍(jun)人(ren)(ren)、消防(fang)救援隊伍人(ren)(ren)員、公(gong)安英模和因公(gong)犧牲(sheng)傷殘(can)警察、高層次人(ren)(ren)才等享受優(you)惠政策(ce)人(ren)(ren)員的(de)子(zi)女(nv)(nv)實(shi)施教育(yu)優(you)待(dai)政策(ce),并(bing)向(xiang)社會公(gong)示。

  (四)完善民辦學校招生管理

  各(ge)區教育行(xing)(xing)政(zheng)(zheng)部門(men)要(yao)將(jiang)民(min)(min)(min)(min)辦(ban)義務(wu)教育學(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)納入(ru)統一管理,全(quan)(quan)面落實(shi)與(yu)公辦(ban)學(xue)校(xiao)(xiao)同步(bu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)。民(min)(min)(min)(min)辦(ban)義務(wu)教育學(xue)校(xiao)(xiao)的(de)(de)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃和招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)方案,要(yao)報(bao)(bao)主管教育行(xing)(xing)政(zheng)(zheng)部門(men)審(shen)核。面向全(quan)(quan)區招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)且報(bao)(bao)名(ming)人數超過(guo)(guo)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃數的(de)(de)民(min)(min)(min)(min)辦(ban)學(xue)校(xiao)(xiao),全(quan)(quan)部實(shi)行(xing)(xing)電(dian)腦(nao)(nao)隨機(ji)搖(yao)號(hao)(hao)錄(lu)取。辦(ban)學(xue)層次(ci)同時(shi)包括小(xiao)學(xue)和初中(zhong)的(de)(de)民(min)(min)(min)(min)辦(ban)學(xue)校(xiao)(xiao),應首先通過(guo)(guo)直升或電(dian)腦(nao)(nao)隨機(ji)搖(yao)號(hao)(hao)方式招(zhao)(zhao)(zhao)(zhao)收本校(xiao)(xiao)自愿報(bao)(bao)讀(du)初中(zhong)的(de)(de)小(xiao)學(xue)畢(bi)業(ye)生(sheng)(sheng),剩余的(de)(de)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃應公開報(bao)(bao)名(ming),實(shi)行(xing)(xing)電(dian)腦(nao)(nao)隨機(ji)搖(yao)號(hao)(hao)錄(lu)取。民(min)(min)(min)(min)辦(ban)學(xue)校(xiao)(xiao)電(dian)腦(nao)(nao)隨機(ji)搖(yao)號(hao)(hao)錄(lu)取工作(zuo)由各(ge)區組織實(shi)施,搖(yao)號(hao)(hao)過(guo)(guo)程(cheng)要(yao)做到全(quan)(quan)程(cheng)錄(lu)像(xiang),并邀請公證機(ji)構人員、紀檢人員、人大代表、政(zheng)(zheng)協委員、新(xin)聞媒(mei)體(ti)代表和學(xue)生(sheng)(sheng)家長代表全(quan)(quan)程(cheng)監督(du)。受政(zheng)(zheng)府委托(tuo)承擔義務(wu)教育學(xue)位(wei)任務(wu)的(de)(de)民(min)(min)(min)(min)辦(ban)學(xue)校(xiao)(xiao),報(bao)(bao)名(ming)及錄(lu)取辦(ban)法由區教育行(xing)(xing)政(zheng)(zheng)部門(men)另行(xing)(xing)確定。

  (五)提高殘疾(ji)兒童、少年入學率,提升(sheng)特殊教育質量(liang)

  各區(qu)要(yao)按(an)國家(jia)要(yao)求(qiu),確保2021年殘疾(ji)兒童(tong)(tong)、少(shao)年義(yi)(yi)務教(jiao)育(yu)入學(xue)(xue)(xue)率(lv)達到95%以上(shang)(shang)。按(an)照“全覆蓋、零拒絕(jue)”的要(yao)求(qiu),根(gen)據(ju)適齡(ling)殘疾(ji)兒童(tong)(tong)、少(shao)年的實(shi)(shi)際情況,制訂教(jiao)育(yu)安置(zhi)方案(an),落實(shi)(shi)“一人一案(an)”,通(tong)過(guo)普通(tong)學(xue)(xue)(xue)校(xiao)就讀(du)、特(te)殊教(jiao)育(yu)學(xue)(xue)(xue)校(xiao)就讀(du)、送教(jiao)上(shang)(shang)門等(deng)多種(zhong)方式,逐一做好入學(xue)(xue)(xue)安置(zhi)工作。市、區(qu)特(te)殊教(jiao)育(yu)學(xue)(xue)(xue)校(xiao)科學(xue)(xue)(xue)設(she)置(zhi)招生類(lei)別、學(xue)(xue)(xue)段,錯(cuo)位(wei)發展(zhan)(zhan),協調發展(zhan)(zhan)。義(yi)(yi)務教(jiao)育(yu)階段,視障教(jiao)育(yu)、聽障教(jiao)育(yu)主要(yao)由市屬(shu)(shu)學(xue)(xue)(xue)校(xiao)承擔(dan),智障等(deng)其他類(lei)型的特(te)殊教(jiao)育(yu)主要(yao)由區(qu)屬(shu)(shu)學(xue)(xue)(xue)校(xiao)承擔(dan)。市屬(shu)(shu)特(te)殊教(jiao)育(yu)學(xue)(xue)(xue)校(xiao)要(yao)擴大高(gao)中階段招生規模,讓完成(cheng)義(yi)(yi)務教(jiao)育(yu)的殘疾(ji)學(xue)(xue)(xue)生都能接受適宜(yi)的高(gao)中階段教(jiao)育(yu)。

  (六)加強(qiang)招(zhao)(zhao)生計劃管理,嚴禁超標(biao)準班(ban)額招(zhao)(zhao)生

  各(ge)區教(jiao)育行政部(bu)門要(yao)結(jie)合學(xue)(xue)(xue)校(xiao)辦(ban)(ban)學(xue)(xue)(xue)規模(mo)(mo)、辦(ban)(ban)學(xue)(xue)(xue)條件(jian),科學(xue)(xue)(xue)核(he)定(ding)(ding)、及時(shi)公布公辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)(xue)校(xiao)招(zhao)生計(ji)劃(hua)。嚴(yan)格(ge)控制存在超(chao)標準(zhun)班額學(xue)(xue)(xue)校(xiao)的招(zhao)生計(ji)劃(hua)。各(ge)義務教(jiao)育學(xue)(xue)(xue)校(xiao)起始(shi)年(nian)級嚴(yan)禁(jin)超(chao)標準(zhun)班額招(zhao)生,堅決防止產(chan)生新的超(chao)標準(zhun)班額。嚴(yan)禁(jin)超(chao)核(he)定(ding)(ding)辦(ban)(ban)學(xue)(xue)(xue)規模(mo)(mo)和超(chao)標準(zhun)班額的學(xue)(xue)(xue)校(xiao)接收(shou)轉學(xue)(xue)(xue)插班學(xue)(xue)(xue)生。

  (七)落實控輟(chuo)保學法(fa)定職責

  各區(qu)教育行(xing)政(zheng)部(bu)門和(he)(he)學(xue)(xue)(xue)校要(yao)嚴(yan)格(ge)落(luo)實(shi)《中華人(ren)(ren)民(min)共和(he)(he)國(guo)義務(wu)教育法(fa)(fa)(fa)》《中華人(ren)(ren)民(min)共和(he)(he)國(guo)未(wei)成(cheng)年人(ren)(ren)保(bao)護法(fa)(fa)(fa)》等法(fa)(fa)(fa)律(lv)規(gui)定,依法(fa)(fa)(fa)保(bao)障適齡兒童、少(shao)年接(jie)受義務(wu)教育的權利,要(yao)嚴(yan)格(ge)履行(xing)控輟保(bao)學(xue)(xue)(xue)法(fa)(fa)(fa)定職責,完善聯控聯保(bao)工作(zuo)機制,落(luo)實(shi)失學(xue)(xue)(xue)輟學(xue)(xue)(xue)學(xue)(xue)(xue)生(sheng)勸返復學(xue)(xue)(xue)、登記和(he)(he)書面(mian)報告責任制度,建立完善控輟保(bao)學(xue)(xue)(xue)工作(zuo)臺帳,共同做好控輟保(bao)學(xue)(xue)(xue)工作(zuo)。適齡兒童、少(shao)年因身(shen)體狀況確需延緩入學(xue)(xue)(xue)或(huo)者(zhe)休學(xue)(xue)(xue)的,其父母或(huo)者(zhe)其他法(fa)(fa)(fa)定監護人(ren)(ren)應(ying)當提(ti)出申請(qing),由所(suo)在區(qu)教育行(xing)政(zheng)部(bu)門批準。依法(fa)(fa)(fa)查處以在家(jia)學(xue)(xue)(xue)習、接(jie)受“私塾”“讀經班”等培(pei)訓替代國(guo)家(jia)統一實(shi)施的義務(wu)教育的行(xing)為。嚴(yan)格(ge)外籍(ji)人(ren)(ren)員(yuan)子(zi)女學(xue)(xue)(xue)校招生(sheng)管理(li),不(bu)得(de)招收(shou)中國(guo)籍(ji)學(xue)(xue)(xue)生(sheng)。

  二、加強普通高中招生管理

  (一)剛(gang)性執(zhi)行(xing)高中(zhong)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)。高中(zhong)學(xue)(xue)(xue)(xue)校(xiao)要(yao)(yao)嚴格按照(zhao)市(shi)教育(yu)局核定的招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)進行(xing)招(zhao)(zhao)(zhao)生(sheng)(sheng)。招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)下達后(hou),不再(zai)受理(li)調整(zheng)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)的申請(qing)。各(ge)級教育(yu)行(xing)政部門、各(ge)高中(zhong)階段學(xue)(xue)(xue)(xue)校(xiao)根據招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)的要(yao)(yao)求,認真做好招(zhao)(zhao)(zhao)生(sheng)(sheng)的各(ge)項準備(bei)工(gong)作(zuo),確保學(xue)(xue)(xue)(xue)校(xiao)正(zheng)常開學(xue)(xue)(xue)(xue)。民(min)辦(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)納入統一管理(li),并與公辦(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)同步(bu)招(zhao)(zhao)(zhao)生(sheng)(sheng)。各(ge)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)的執(zhi)行(xing)情況,將(jiang)作(zuo)為(wei)學(xue)(xue)(xue)(xue)校(xiao)自主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)安排、規范辦(ban)(ban)學(xue)(xue)(xue)(xue)、辦(ban)(ban)學(xue)(xue)(xue)(xue)水平、辦(ban)(ban)學(xue)(xue)(xue)(xue)效益評(ping)(ping)估(gu)以及評(ping)(ping)先、評(ping)(ping)優等的主(zhu)要(yao)(yao)指標。全市(shi)公辦(ban)(ban)高中(zhong)學(xue)(xue)(xue)(xue)校(xiao)應按照(zhao)核定辦(ban)(ban)學(xue)(xue)(xue)(xue)規模招(zhao)(zhao)(zhao)生(sheng)(sheng)。普通高中(zhong)未經審批(pi)不得面向市(shi)外(wai)招(zhao)(zhao)(zhao)生(sheng)(sheng)。

  (二)落實指(zhi)標到校(xiao)(xiao)政策(ce)。認真落實指(zhi)標到校(xiao)(xiao)政策(ce)要(yao)(yao)求,每所優質普通高中(zhong)學(xue)校(xiao)(xiao)要(yao)(yao)安排不低于50%的招生(sheng)名額(e),主要(yao)(yao)按(an)初(chu)中(zhong)學(xue)校(xiao)(xiao)在校(xiao)(xiao)生(sheng)數,直接分(fen)配(pei)到全市各初(chu)中(zhong)學(xue)校(xiao)(xiao)(含(han)民(min)辦),促進(jin)義(yi)務教育優質均衡發展。

  (三)統籌規范(fan)全市(shi)高(gao)(gao)中(zhong)(zhong)(zhong)自(zi)主招(zhao)(zhao)生(sheng)工作(zuo)。根據(ju)廣(guang)東(dong)省(sheng)教(jiao)育(yu)廳關于(yu)進(jin)一步完(wan)善和(he)規范(fan)自(zi)主招(zhao)(zhao)生(sheng)的(de)(de)相關要求,市(shi)教(jiao)育(yu)局(ju)(ju)全面(mian)統籌高(gao)(gao)中(zhong)(zhong)(zhong)自(zi)主招(zhao)(zhao)生(sheng)工作(zuo),進(jin)一步優化我市(shi)普通高(gao)(gao)中(zhong)(zhong)(zhong)自(zi)主招(zhao)(zhao)生(sheng)布點,引(yin)導普通高(gao)(gao)中(zhong)(zhong)(zhong)學校(xiao)科學合理定位和(he)分(fen)層分(fen)類(lei)發展(zhan)。自(zi)主招(zhao)(zhao)生(sheng)對(dui)象(xiang)主要為具有創新(xin)潛質和(he)學科特(te)長的(de)(de)學生(sheng)。2021年全市(shi)普通高(gao)(gao)中(zhong)(zhong)(zhong)自(zi)主招(zhao)(zhao)生(sheng)按照市(shi)教(jiao)育(yu)局(ju)(ju)出臺(tai)的(de)(de)《深(shen)圳市(shi)教(jiao)育(yu)局(ju)(ju)關于(yu)做好2021年普通高(gao)(gao)中(zhong)(zhong)(zhong)學校(xiao)自(zi)主招(zhao)(zhao)生(sheng)工作(zuo)的(de)(de)通知(zhi)》實施。

  (四(si))規(gui)(gui)范(fan)學(xue)校(xiao)招(zhao)生(sheng)(sheng)行(xing)為。積極探(tan)索基于初中(zhong)學(xue)業(ye)水平考試成績、結合綜(zong)合素質表(biao)現評價的高(gao)中(zhong)階段學(xue)校(xiao)考試招(zhao)生(sheng)(sheng)錄取模式。所有(you)高(gao)中(zhong)學(xue)校(xiao)(含民辦普通高(gao)中(zhong))需嚴(yan)格按(an)照規(gui)(gui)定的招(zhao)生(sheng)(sheng)范(fan)圍、招(zhao)生(sheng)(sheng)計劃、招(zhao)生(sheng)(sheng)時間、招(zhao)生(sheng)(sheng)方式進行(xing)統一(yi)招(zhao)生(sheng)(sheng),嚴(yan)禁違(wei)規(gui)(gui)爭搶生(sheng)(sheng)源、跨(kua)審批區域(yu)招(zhao)生(sheng)(sheng)、超計劃招(zhao)生(sheng)(sheng)和提前招(zhao)生(sheng)(sheng),嚴(yan)禁招(zhao)收“掛讀生(sheng)(sheng)”和“擇校(xiao)生(sheng)(sheng)”。

  三、加強新生入學管理

  (一(yi))規范學(xue)(xue)(xue)生(sheng)分(fen)班管(guan)理(li)。各義務教育階段(duan)學(xue)(xue)(xue)校(xiao)(xiao)要(yao)實行(xing)均衡編(bian)班,嚴禁舉辦重點(dian)班,包(bao)括以(yi)特長班、快慢班、尖子(zi)班、興趣班和“奧賽”班、國際班等名義的變(bian)相重點(dian)班。普(pu)通高(gao)中學(xue)(xue)(xue)校(xiao)(xiao)要(yao)根(gen)據普(pu)通高(gao)中課(ke)程方案(an)和學(xue)(xue)(xue)生(sheng)選(xuan)(xuan)課(ke)情況,合理(li)排課(ke)編(bian)班,科(ke)學(xue)(xue)(xue)制訂(ding)選(xuan)(xuan)課(ke)走班指南和課(ke)程實施方案(an)。

  (二)嚴格規(gui)范(fan)學(xue)(xue)(xue)籍(ji)(ji)管(guan)理(li)。學(xue)(xue)(xue)校(xiao)(xiao)應當從學(xue)(xue)(xue)生(sheng)入(ru)學(xue)(xue)(xue)之(zhi)日起1個(ge)月內為學(xue)(xue)(xue)生(sheng)建(jian)立學(xue)(xue)(xue)籍(ji)(ji)檔案(an),其中(zhong),殘疾程(cheng)度較重、無法(fa)進(jin)入(ru)學(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)習(xi)的(de)學(xue)(xue)(xue)生(sheng),由承擔送教(jiao)上門(men)的(de)學(xue)(xue)(xue)校(xiao)(xiao)建(jian)立學(xue)(xue)(xue)籍(ji)(ji)。學(xue)(xue)(xue)校(xiao)(xiao)要嚴格落實學(xue)(xue)(xue)籍(ji)(ji)管(guan)理(li)“一人一籍(ji)(ji),籍(ji)(ji)隨人走”的(de)要求(qiu),不(bu)(bu)得(de)以虛假(jia)信(xin)息建(jian)立學(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)籍(ji)(ji),不(bu)(bu)得(de)重復(fu)建(jian)立學(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)籍(ji)(ji),不(bu)(bu)得(de)擅自刪除學(xue)(xue)(xue)生(sheng)電子學(xue)(xue)(xue)籍(ji)(ji)信(xin)息。未經義務教(jiao)育招生(sheng)平臺報名錄(lu)取的(de)學(xue)(xue)(xue)生(sheng)不(bu)(bu)予(yu)建(jian)立學(xue)(xue)(xue)籍(ji)(ji)。對于未經學(xue)(xue)(xue)校(xiao)(xiao)批準,不(bu)(bu)按學(xue)(xue)(xue)校(xiao)(xiao)規(gui)定期限到(dao)校(xiao)(xiao)辦理(li)注(zhu)冊者,不(bu)(bu)予(yu)建(jian)立學(xue)(xue)(xue)籍(ji)(ji)。各區教(jiao)育行政部門(men)要加強對學(xue)(xue)(xue)籍(ji)(ji)工作的(de)核(he)查,及時查處和(he)糾正學(xue)(xue)(xue)籍(ji)(ji)建(jian)檔過(guo)程(cheng)中(zhong)的(de)不(bu)(bu)規(gui)范(fan)行為,嚴禁“人籍(ji)(ji)分離(li)”。

  四、建立考核和問責雙機制,確保招生工作全面落地

  市、區教(jiao)(jiao)(jiao)育(yu)(yu)督(du)導部(bu)門要將中(zhong)小學(xue)招(zhao)生入(ru)學(xue)工作納(na)入(ru)責任督(du)學(xue)日常(chang)督(du)導范圍,嚴(yan)(yan)肅查(cha)處違(wei)反教(jiao)(jiao)(jiao)育(yu)(yu)部(bu)“十(shi)項(xiang)嚴(yan)(yan)禁”紀律要求和(he)省教(jiao)(jiao)(jiao)育(yu)(yu)廳“六項(xiang)規(gui)定(ding)”等違(wei)反招(zhao)生政策和(he)紀律以及(ji)擾(rao)亂中(zhong)小學(xue)入(ru)學(xue)招(zhao)生秩序的(de)行(xing)為(wei)。對違(wei)規(gui)操作,查(cha)有(you)實(shi)據(ju),造成不良影(ying)響的(de)單位和(he)個人(ren)實(shi)行(xing)問責。對于未落實(shi)《中(zhong)共中(zhong)央 國務院(yuan)關于深化(hua)教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學(xue)改革(ge)全面提高義務教(jiao)(jiao)(jiao)育(yu)(yu)質量的(de)意見》中(zhong)義務教(jiao)(jiao)(jiao)育(yu)(yu)招(zhao)生入(ru)學(xue)規(gui)定(ding)要求,或者出現轄區內(nei)義務教(jiao)(jiao)(jiao)育(yu)(yu)階段(duan)學(xue)校(xiao)違(wei)規(gui)考試招(zhao)生行(xing)為(wei)的(de),視同為(wei)落實(shi)中(zhong)央和(he)國家重大(da)政策不力,納(na)入(ru)政府履行(xing)教(jiao)(jiao)(jiao)育(yu)(yu)職責評價。
