一、規范義務教育招生行為
(一)強化屬地(di)責任(ren),落實(shi)“兩(liang)為(wei)主”
1.落實“兩為(wei)主(zhu)”職責。各區(qu)(含新區(qu)、深汕特別(bie)合作區(qu),下同)政府要落實好舉辦、管理(li)和(he)發展(zhan)義務(wu)(wu)教(jiao)育(yu)的(de)(de)主(zhu)體責任,認真落實國家“兩為(wei)主(zhu)”要求,進(jin)一步提高進(jin)城(cheng)務(wu)(wu)工人員(yuan)隨遷子女在公(gong)辦義務(wu)(wu)教(jiao)育(yu)學校(xiao)就(jiu)讀(du)的(de)(de)比例(li),增(zeng)加公(gong)辦學位(wei)供給,統籌公(gong)辦民辦學校(xiao)招生,切實保(bao)障符合條件(jian)的(de)(de)適齡(ling)兒童、少年接受義務(wu)(wu)教(jiao)育(yu)的(de)(de)權利(li)。各區(qu)要加強組織領導,成立以區(qu)領導為(wei)組長的(de)(de)義務(wu)(wu)教(jiao)育(yu)招生工作領導小(xiao)組,定期召(zhao)開招生工作聯席會議,完善統籌協調工作機制,及(ji)時妥善處理(li)本區(qu)義務(wu)(wu)教(jiao)育(yu)招生中(zhong)的(de)(de)熱(re)點難點問題。
2.落實區教育行政部門(men)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)管(guan)理職責。各區教育行政部門(men)要(yao)切實加強(qiang)(qiang)義務教育招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)(gong)(gong)作(zuo)的組(zu)織和管(guan)理,做好(hao)學(xue)(xue)(xue)位(wei)預(yu)測,及(ji)時公(gong)布學(xue)(xue)(xue)位(wei)供需情況,建(jian)立(li)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)預(yu)警機(ji)制,合(he)理引導家長(chang)預(yu)期。要(yao)積極(ji)探(tan)索(suo)研制招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)電子地圖,便于實時分(fen)析(xi)研判各學(xue)(xue)(xue)區學(xue)(xue)(xue)位(wei)供給動態變(bian)化(hua)情況,方便學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)家長(chang)便捷查詢各學(xue)(xue)(xue)校招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍及(ji)學(xue)(xue)(xue)位(wei)供給信(xin)(xin)息。要(yao)科學(xue)(xue)(xue)制定(ding)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)(gong)(gong)作(zuo)方案,做好(hao)網上招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)報名的組(zu)織工(gong)(gong)(gong)作(zuo)。要(yao)簡化(hua)入學(xue)(xue)(xue)手(shou)續(xu),加強(qiang)(qiang)部門(men)聯(lian)動,充分(fen)利(li)用現(xian)(xian)代信(xin)(xin)息技術手(shou)段實施多部門(men)聯(lian)網審核驗(yan)證(zheng),共同做好(hao)適齡兒(er)童、少年的就讀資格驗(yan)核工(gong)(gong)(gong)作(zuo)。要(yao)加強(qiang)(qiang)風險預(yu)判,制定(ding)完善應急(ji)預(yu)案,健全(quan)應急(ji)機(ji)制,及(ji)時發(fa)現(xian)(xian)并妥善處置(zhi)苗頭性、傾向性問題,快(kuai)速穩妥處理突發(fa)事件(jian),確(que)保(bao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)平穩有序(xu)。要(yao)加強(qiang)(qiang)對(dui)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)的監督檢(jian)查,建(jian)立(li)完善招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)(xue)監督工(gong)(gong)(gong)作(zuo)機(ji)制。多形式加強(qiang)(qiang)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)(xue)政策(ce)的宣講和解讀解釋(shi)工(gong)(gong)(gong)作(zuo),積極(ji)回應市民(min)群眾關切。
3.落實學校招(zhao)(zhao)(zhao)生(sheng)職責。各義務教育階段學校要(yao)規范招(zhao)(zhao)(zhao)生(sheng)行(xing)為(wei),按要(yao)求公(gong)開招(zhao)(zhao)(zhao)生(sheng)計(ji)劃、招(zhao)(zhao)(zhao)生(sheng)程序、招(zhao)(zhao)(zhao)生(sheng)結果、咨(zi)詢投訴電(dian)話等,不(bu)得擅自(zi)跨片(pian)區招(zhao)(zhao)(zhao)生(sheng),不(bu)得擅自(zi)接收學生(sheng)跨片(pian)區擇校就(jiu)讀。要(yao)指導適齡兒童、少年的家長按時申請學位,按要(yao)求及時、準確提供就(jiu)讀信息。
(二)堅持(chi)免試就近入學,合理確定招(zhao)生(sheng)范(fan)圍
1.堅持免(mian)試就(jiu)近(jin)入學(xue)。所(suo)有公辦(ban)(ban)(ban)(ban)民辦(ban)(ban)(ban)(ban)學(xue)校都(dou)要嚴格遵(zun)守并全面(mian)落實義務教(jiao)育(yu)免(mian)試入學(xue)規(gui)定。嚴禁公辦(ban)(ban)(ban)(ban)民辦(ban)(ban)(ban)(ban)學(xue)校通過面(mian)試、面(mian)談(tan)、人機(ji)對話、體驗活動、簡歷材(cai)料等(deng)方式為(wei)依據的“掐尖”招生(sheng)、提前招生(sheng)、違規(gui)爭搶生(sheng)源的行(xing)為(wei)。市局(ju)直屬(shu)學(xue)校義務教(jiao)育(yu)招生(sheng)工作納(na)入所(suo)在區教(jiao)育(yu)行(xing)政(zheng)部門(men)統一管理。
2.合理(li)確定(ding)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范圍(wei)(wei)。各(ge)區(qu)(qu)教(jiao)(jiao)(jiao)(jiao)育(yu)行政部門(men)要嚴格按照“學(xue)(xue)(xue)(xue)校(xiao)劃片(pian)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、生(sheng)(sheng)(sheng)源就近入學(xue)(xue)(xue)(xue)”的(de)(de)目標要求,綜(zong)合考慮適齡學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)人數、學(xue)(xue)(xue)(xue)校(xiao)分布、學(xue)(xue)(xue)(xue)校(xiao)規模、交通狀況等因素,為每所公(gong)辦義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)劃定(ding)服務(wu)片(pian)區(qu)(qu)范圍(wei)(wei),確保各(ge)片(pian)區(qu)(qu)之間(jian)教(jiao)(jiao)(jiao)(jiao)育(yu)資源大致均衡。在對(dui)學(xue)(xue)(xue)(xue)校(xiao)原招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范圍(wei)(wei)進行較大調整時,要充(chong)分聽取群(qun)眾(zhong)意(yi)見,審慎論證,提(ti)前(qian)公(gong)告。片(pian)區(qu)(qu)確定(ding)后(hou),應(ying)在一段時期內保持相對(dui)穩定(ding)。民辦義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)不得超出教(jiao)(jiao)(jiao)(jiao)育(yu)行政部門(men)核定(ding)的(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃和招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范圍(wei)(wei)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),在滿足本區(qu)(qu)符合條(tiao)件的(de)(de)適齡兒童、少年入學(xue)(xue)(xue)(xue)需求后(hou),仍(reng)有剩余招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃的(de)(de),經學(xue)(xue)(xue)(xue)校(xiao)申請(qing),區(qu)(qu)教(jiao)(jiao)(jiao)(jiao)育(yu)行政部門(men)審核,報市教(jiao)(jiao)(jiao)(jiao)育(yu)局同意(yi),可跨區(qu)(qu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。
(三)剛性(xing)實施入(ru)學政策,完善(shan)積分入(ru)學細則
所有公辦民辦學(xue)(xue)校要嚴格按(an)照《深(shen)圳市(shi)非深(shen)戶籍(ji)人員(yuan)(yuan)子女接(jie)受(shou)義務(wu)教(jiao)育(yu)管理辦法》等(deng)文件規定的入學(xue)(xue)條(tiao)件招(zhao)生(sheng)(sheng),不得(de)招(zhao)收不符(fu)合(he)我市(shi)就(jiu)讀條(tiao)件的學(xue)(xue)生(sheng)(sheng)。各區教(jiao)育(yu)行政部門(men)要不斷優(you)化(hua)積(ji)(ji)分(fen)(fen)(fen)入學(xue)(xue)實施細則,充(chong)分(fen)(fen)(fen)體現教(jiao)育(yu)公平,合(he)理設置(zhi)積(ji)(ji)分(fen)(fen)(fen)類(lei)別、項目、標準和分(fen)(fen)(fen)值(zhi),根據積(ji)(ji)分(fen)(fen)(fen)情(qing)況和招(zhao)生(sheng)(sheng)計劃安排(pai)學(xue)(xue)位(wei),實施過程中要做到(dao)積(ji)(ji)分(fen)(fen)(fen)標準、積(ji)(ji)分(fen)(fen)(fen)結果、學(xue)(xue)位(wei)安排(pai)“三公開(kai)”,公開(kai)過程中應(ying)依法做好未成年(nian)人隱(yin)私(si)保護。積(ji)(ji)分(fen)(fen)(fen)入學(xue)(xue)細則要充(chong)分(fen)(fen)(fen)征(zheng)求(qiu)轄區居(ju)民意見(jian),在(zai)招(zhao)生(sheng)(sheng)工(gong)作實施前報市(shi)教(jiao)育(yu)局(ju)備(bei)案。2021年(nian)繼續(xu)全面取消各類(lei)特(te)長(chang)生(sheng)(sheng)招(zhao)生(sheng)(sheng)。對烈士、符(fu)合(he)條(tiao)件的現役軍(jun)人及(ji)復退軍(jun)人、消防(fang)救援隊伍(wu)人員(yuan)(yuan)、公安英模(mo)和因公犧牲傷(shang)殘警察、高層(ceng)次人才等(deng)享(xiang)受(shou)優(you)惠政策人員(yuan)(yuan)的子女實施教(jiao)育(yu)優(you)待政策,并向(xiang)社會公示(shi)。
(四)完善(shan)民辦學(xue)校(xiao)招生管理
各區教(jiao)(jiao)育(yu)(yu)行政部(bu)(bu)(bu)門要將民(min)辦(ban)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)學校(xiao)招(zhao)(zhao)生(sheng)納入統一管理(li),全(quan)面落(luo)實與(yu)公(gong)辦(ban)學校(xiao)同步招(zhao)(zhao)生(sheng)。民(min)辦(ban)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)學校(xiao)的(de)招(zhao)(zhao)生(sheng)計劃(hua)(hua)和(he)招(zhao)(zhao)生(sheng)方(fang)案,要報主管教(jiao)(jiao)育(yu)(yu)行政部(bu)(bu)(bu)門審(shen)核。面向全(quan)區招(zhao)(zhao)生(sheng)且報名人(ren)數超過(guo)招(zhao)(zhao)生(sheng)計劃(hua)(hua)數的(de)民(min)辦(ban)學校(xiao),全(quan)部(bu)(bu)(bu)實行電腦隨(sui)(sui)機(ji)搖(yao)號錄(lu)(lu)取(qu)。辦(ban)學層次同時包括小學和(he)初(chu)(chu)中(zhong)的(de)民(min)辦(ban)學校(xiao),應首先(xian)通過(guo)直升或電腦隨(sui)(sui)機(ji)搖(yao)號方(fang)式招(zhao)(zhao)收(shou)本校(xiao)自愿(yuan)報讀初(chu)(chu)中(zhong)的(de)小學畢(bi)業生(sheng),剩余的(de)招(zhao)(zhao)生(sheng)計劃(hua)(hua)應公(gong)開報名,實行電腦隨(sui)(sui)機(ji)搖(yao)號錄(lu)(lu)取(qu)。民(min)辦(ban)學校(xiao)電腦隨(sui)(sui)機(ji)搖(yao)號錄(lu)(lu)取(qu)工作(zuo)由各區組織(zhi)實施,搖(yao)號過(guo)程(cheng)(cheng)要做到(dao)全(quan)程(cheng)(cheng)錄(lu)(lu)像,并(bing)邀請(qing)公(gong)證機(ji)構人(ren)員、紀檢人(ren)員、人(ren)大代表、政協(xie)委員、新聞媒體(ti)代表和(he)學生(sheng)家長代表全(quan)程(cheng)(cheng)監督。受政府(fu)委托承擔義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)學位任務(wu)的(de)民(min)辦(ban)學校(xiao),報名及錄(lu)(lu)取(qu)辦(ban)法由區教(jiao)(jiao)育(yu)(yu)行政部(bu)(bu)(bu)門另行確(que)定。
(五)提(ti)高殘(can)疾(ji)兒童、少(shao)年入學率,提(ti)升特殊(shu)教育質量(liang)
各區(qu)要(yao)按國家要(yao)求(qiu),確保2021年殘(can)疾兒童(tong)、少(shao)年義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)入(ru)學(xue)(xue)(xue)(xue)率達(da)到95%以上(shang)。按照“全覆蓋(gai)、零拒(ju)絕”的(de)(de)要(yao)求(qiu),根據(ju)適(shi)齡殘(can)疾兒童(tong)、少(shao)年的(de)(de)實際情況(kuang),制訂教(jiao)(jiao)育(yu)(yu)(yu)安置方案,落實“一(yi)人一(yi)案”,通過(guo)普(pu)通學(xue)(xue)(xue)(xue)校(xiao)就讀、特(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)就讀、送(song)教(jiao)(jiao)上(shang)門(men)等多種方式(shi),逐一(yi)做好入(ru)學(xue)(xue)(xue)(xue)安置工作。市、區(qu)特(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)科學(xue)(xue)(xue)(xue)設置招(zhao)生類(lei)別、學(xue)(xue)(xue)(xue)段(duan)(duan),錯位(wei)發(fa)展,協(xie)調發(fa)展。義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)階(jie)(jie)段(duan)(duan),視(shi)障教(jiao)(jiao)育(yu)(yu)(yu)、聽障教(jiao)(jiao)育(yu)(yu)(yu)主要(yao)由(you)(you)市屬學(xue)(xue)(xue)(xue)校(xiao)承擔(dan),智障等其他類(lei)型的(de)(de)特(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)(yu)主要(yao)由(you)(you)區(qu)屬學(xue)(xue)(xue)(xue)校(xiao)承擔(dan)。市屬特(te)(te)殊(shu)教(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)要(yao)擴大高(gao)中(zhong)階(jie)(jie)段(duan)(duan)招(zhao)生規模,讓完成義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)殘(can)疾學(xue)(xue)(xue)(xue)生都能接受(shou)適(shi)宜的(de)(de)高(gao)中(zhong)階(jie)(jie)段(duan)(duan)教(jiao)(jiao)育(yu)(yu)(yu)。
(六)加強招(zhao)生(sheng)計劃管理,嚴禁超標準班額(e)招(zhao)生(sheng)
各區教(jiao)育行政部門要結合學(xue)(xue)(xue)校(xiao)辦(ban)(ban)學(xue)(xue)(xue)規(gui)模、辦(ban)(ban)學(xue)(xue)(xue)條件,科(ke)學(xue)(xue)(xue)核定(ding)、及時公(gong)布公(gong)辦(ban)(ban)民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)招生(sheng)計劃(hua)。嚴格控(kong)制(zhi)存在超(chao)(chao)標(biao)(biao)準(zhun)(zhun)班(ban)(ban)額(e)(e)學(xue)(xue)(xue)校(xiao)的(de)(de)招生(sheng)計劃(hua)。各義務(wu)教(jiao)育學(xue)(xue)(xue)校(xiao)起始年級嚴禁超(chao)(chao)標(biao)(biao)準(zhun)(zhun)班(ban)(ban)額(e)(e)招生(sheng),堅決防止產生(sheng)新的(de)(de)超(chao)(chao)標(biao)(biao)準(zhun)(zhun)班(ban)(ban)額(e)(e)。嚴禁超(chao)(chao)核定(ding)辦(ban)(ban)學(xue)(xue)(xue)規(gui)模和超(chao)(chao)標(biao)(biao)準(zhun)(zhun)班(ban)(ban)額(e)(e)的(de)(de)學(xue)(xue)(xue)校(xiao)接收轉學(xue)(xue)(xue)插班(ban)(ban)學(xue)(xue)(xue)生(sheng)。
(七)落(luo)實控輟保學法定職責
各(ge)區(qu)教(jiao)育(yu)(yu)行政(zheng)(zheng)部門和學(xue)(xue)(xue)校要嚴格落(luo)實(shi)《中華人(ren)民共和國(guo)義(yi)務教(jiao)育(yu)(yu)法(fa)(fa)》《中華人(ren)民共和國(guo)未成年(nian)人(ren)保護(hu)法(fa)(fa)》等(deng)法(fa)(fa)律規定,依(yi)法(fa)(fa)保障適齡兒童、少年(nian)接受義(yi)務教(jiao)育(yu)(yu)的(de)權利,要嚴格履行控(kong)輟(chuo)(chuo)保學(xue)(xue)(xue)法(fa)(fa)定職責(ze),完(wan)善聯(lian)控(kong)聯(lian)保工(gong)作機制,落(luo)實(shi)失學(xue)(xue)(xue)輟(chuo)(chuo)學(xue)(xue)(xue)學(xue)(xue)(xue)生勸返復學(xue)(xue)(xue)、登(deng)記(ji)和書面報告責(ze)任制度,建立完(wan)善控(kong)輟(chuo)(chuo)保學(xue)(xue)(xue)工(gong)作臺帳,共同做好控(kong)輟(chuo)(chuo)保學(xue)(xue)(xue)工(gong)作。適齡兒童、少年(nian)因身體狀(zhuang)況確需(xu)延緩入學(xue)(xue)(xue)或者(zhe)(zhe)休(xiu)學(xue)(xue)(xue)的(de),其父母或者(zhe)(zhe)其他(ta)法(fa)(fa)定監護(hu)人(ren)應當提出申請,由所(suo)在(zai)區(qu)教(jiao)育(yu)(yu)行政(zheng)(zheng)部門批(pi)準。依(yi)法(fa)(fa)查(cha)處(chu)以在(zai)家學(xue)(xue)(xue)習、接受“私(si)塾”“讀(du)經(jing)班”等(deng)培訓替代(dai)國(guo)家統一實(shi)施的(de)義(yi)務教(jiao)育(yu)(yu)的(de)行為(wei)。嚴格外籍(ji)人(ren)員子女學(xue)(xue)(xue)校招(zhao)生管理,不(bu)得招(zhao)收中國(guo)籍(ji)學(xue)(xue)(xue)生。
二、加強普通高中招生管理
(一)剛性執(zhi)行高(gao)(gao)中(zhong)(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)(hua)。高(gao)(gao)中(zhong)(zhong)學校(xiao)要(yao)嚴格(ge)按照市教育(yu)(yu)局核定的(de)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)(hua)進行招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)(hua)下達后,不再受理(li)調(diao)整招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)(hua)的(de)申請(qing)。各級教育(yu)(yu)行政部門(men)、各高(gao)(gao)中(zhong)(zhong)階段學校(xiao)根據招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)(hua)的(de)要(yao)求,認(ren)真做好(hao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)各項準(zhun)備工作,確保學校(xiao)正常(chang)開學。民辦(ban)學校(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)納入統一管(guan)理(li),并與(yu)公(gong)辦(ban)學校(xiao)同步招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。各校(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)(hua)的(de)執(zhi)行情(qing)況,將作為學校(xiao)自(zi)主招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)(hua)安排、規范辦(ban)學、辦(ban)學水平、辦(ban)學效益(yi)評(ping)估以及(ji)評(ping)先、評(ping)優(you)等的(de)主要(yao)指標。全市公(gong)辦(ban)高(gao)(gao)中(zhong)(zhong)學校(xiao)應按照核定辦(ban)學規模招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。普通(tong)高(gao)(gao)中(zhong)(zhong)未(wei)經(jing)審批不得面向市外招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。
(二)落實指標到(dao)校(xiao)(xiao)(xiao)政策。認真落實指標到(dao)校(xiao)(xiao)(xiao)政策要求,每所(suo)優(you)質普通高(gao)中(zhong)(zhong)學校(xiao)(xiao)(xiao)要安排不(bu)低于(yu)50%的招生(sheng)(sheng)名額,主要按初(chu)中(zhong)(zhong)學校(xiao)(xiao)(xiao)在(zai)校(xiao)(xiao)(xiao)生(sheng)(sheng)數(shu),直接(jie)分配到(dao)全(quan)市各初(chu)中(zhong)(zhong)學校(xiao)(xiao)(xiao)(含(han)民辦(ban)),促進義務教育優(you)質均衡發展。
(三)統籌(chou)規(gui)范全(quan)市(shi)高中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)生(sheng)工(gong)作。根據廣(guang)東(dong)省教(jiao)育(yu)廳關于進一步(bu)完善(shan)和規(gui)范自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)生(sheng)的(de)相關要求,市(shi)教(jiao)育(yu)局(ju)(ju)全(quan)面(mian)統籌(chou)高中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)生(sheng)工(gong)作,進一步(bu)優化我市(shi)普通(tong)高中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)生(sheng)布點,引導普通(tong)高中(zhong)(zhong)學(xue)(xue)校科學(xue)(xue)合理定(ding)位和分層分類發展(zhan)。自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)生(sheng)對象主(zhu)(zhu)(zhu)要為具有創新潛質和學(xue)(xue)科特長的(de)學(xue)(xue)生(sheng)。2021年(nian)(nian)全(quan)市(shi)普通(tong)高中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)生(sheng)按照市(shi)教(jiao)育(yu)局(ju)(ju)出臺的(de)《深圳市(shi)教(jiao)育(yu)局(ju)(ju)關于做(zuo)好2021年(nian)(nian)普通(tong)高中(zhong)(zhong)學(xue)(xue)校自(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)生(sheng)工(gong)作的(de)通(tong)知(zhi)》實施。
(四)規范學(xue)校招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)行為。積極探(tan)索基于初(chu)中(zhong)學(xue)業水(shui)平考試成績、結合綜合素質表現評價(jia)的(de)高(gao)中(zhong)階(jie)段學(xue)校考試招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)錄取(qu)模式(shi)(shi)。所有高(gao)中(zhong)學(xue)校(含民辦(ban)普通高(gao)中(zhong))需嚴(yan)格按照規定(ding)的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范圍、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)方式(shi)(shi)進行統(tong)一招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)禁違規爭(zheng)搶生(sheng)(sheng)(sheng)(sheng)(sheng)源、跨(kua)審批區(qu)域招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、超(chao)計劃招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)和提前招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)禁招(zhao)(zhao)收(shou)“掛(gua)讀生(sheng)(sheng)(sheng)(sheng)(sheng)”和“擇校生(sheng)(sheng)(sheng)(sheng)(sheng)”。
三、加強新生入學管理
(一(yi))規范學(xue)(xue)(xue)生分班(ban)(ban)管(guan)理。各義(yi)務教育階(jie)段學(xue)(xue)(xue)校(xiao)要實行均衡編(bian)班(ban)(ban),嚴禁舉辦重(zhong)點班(ban)(ban),包括(kuo)以特長班(ban)(ban)、快(kuai)慢班(ban)(ban)、尖子班(ban)(ban)、興趣班(ban)(ban)和“奧(ao)賽”班(ban)(ban)、國際班(ban)(ban)等名義(yi)的變相重(zhong)點班(ban)(ban)。普(pu)(pu)通高中(zhong)(zhong)學(xue)(xue)(xue)校(xiao)要根據普(pu)(pu)通高中(zhong)(zhong)課(ke)程(cheng)方(fang)(fang)案(an)和學(xue)(xue)(xue)生選(xuan)課(ke)情況,合理排課(ke)編(bian)班(ban)(ban),科學(xue)(xue)(xue)制訂(ding)選(xuan)課(ke)走班(ban)(ban)指(zhi)南和課(ke)程(cheng)實施方(fang)(fang)案(an)。
(二)嚴(yan)(yan)格(ge)規(gui)范學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)管理(li)(li)。學(xue)(xue)(xue)校(xiao)(xiao)(xiao)應當從學(xue)(xue)(xue)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)之日(ri)起(qi)1個(ge)月內為(wei)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)建(jian)(jian)立學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)檔案,其中,殘疾(ji)程度較重(zhong)、無法進入(ru)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)習(xi)的學(xue)(xue)(xue)生(sheng)(sheng)(sheng),由承(cheng)擔(dan)送教(jiao)上門的學(xue)(xue)(xue)校(xiao)(xiao)(xiao)建(jian)(jian)立學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)。學(xue)(xue)(xue)校(xiao)(xiao)(xiao)要(yao)嚴(yan)(yan)格(ge)落實學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)管理(li)(li)“一(yi)人(ren)(ren)一(yi)籍(ji)(ji)(ji)(ji),籍(ji)(ji)(ji)(ji)隨(sui)人(ren)(ren)走”的要(yao)求,不(bu)得以虛假信息建(jian)(jian)立學(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji),不(bu)得重(zhong)復建(jian)(jian)立學(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji),不(bu)得擅自(zi)刪除學(xue)(xue)(xue)生(sheng)(sheng)(sheng)電子(zi)學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)信息。未經(jing)義務(wu)教(jiao)育招生(sheng)(sheng)(sheng)平臺報名(ming)錄(lu)取(qu)的學(xue)(xue)(xue)生(sheng)(sheng)(sheng)不(bu)予建(jian)(jian)立學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)。對(dui)(dui)于未經(jing)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)批準(zhun),不(bu)按學(xue)(xue)(xue)校(xiao)(xiao)(xiao)規(gui)定期限到校(xiao)(xiao)(xiao)辦理(li)(li)注冊者,不(bu)予建(jian)(jian)立學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)。各區教(jiao)育行政部門要(yao)加強(qiang)對(dui)(dui)學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)工作的核(he)查(cha),及時查(cha)處和糾正學(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)建(jian)(jian)檔過程中的不(bu)規(gui)范行為(wei),嚴(yan)(yan)禁“人(ren)(ren)籍(ji)(ji)(ji)(ji)分離”。
四、建立考核和問責雙機制,確保招生工作全面落地
市、區教(jiao)(jiao)育(yu)(yu)督導部門要將中(zhong)小(xiao)學(xue)(xue)招生入學(xue)(xue)工作(zuo)納入責(ze)(ze)任督學(xue)(xue)日常督導范圍,嚴肅(su)查處違反(fan)教(jiao)(jiao)育(yu)(yu)部“十項(xiang)嚴禁”紀(ji)律(lv)要求(qiu)和(he)省教(jiao)(jiao)育(yu)(yu)廳(ting)“六項(xiang)規定”等違反(fan)招生政(zheng)策和(he)紀(ji)律(lv)以及擾(rao)亂中(zhong)小(xiao)學(xue)(xue)入學(xue)(xue)招生秩(zhi)序的行為(wei)。對(dui)違規操作(zuo),查有實(shi)據(ju),造成不良影響的單(dan)位和(he)個人實(shi)行問責(ze)(ze)。對(dui)于未(wei)落實(shi)《中(zhong)共中(zhong)央 國(guo)務(wu)(wu)院關于深(shen)化(hua)教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學(xue)(xue)改革全(quan)面提高義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)質量的意見》中(zhong)義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)招生入學(xue)(xue)規定要求(qiu),或者出現轄區內義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)階(jie)段學(xue)(xue)校(xiao)違規考試招生行為(wei)的,視(shi)同(tong)為(wei)落實(shi)中(zhong)央和(he)國(guo)家(jia)重大政(zheng)策不力,納入政(zheng)府履行教(jiao)(jiao)育(yu)(yu)職(zhi)責(ze)(ze)評價(jia)。
