為貫(guan)徹(che)落實(shi)黨的(de)十九大和十九屆二(er)中、三中、四中全(quan)會精神,進一步加(jia)(jia)強教(jiao)(jiao)育收(shou)費(fei)治理體系和治理能(neng)力建設,教(jiao)(jiao)育部、國家(jia)(jia)發展(zhan)改革委、財政部、國家(jia)(jia)市場(chang)監管(guan)總局(ju)、國家(jia)(jia)新聞出版(ban)署研(yan)究制定了(le)《關于進一步加(jia)(jia)強和規范(fan)教(jiao)(jiao)育收(shou)費(fei)管(guan)理的(de)意見》,現印(yin)發給(gei)你們(men),請(qing)結合實(shi)際貫(guan)徹(che)執行。
各地要充分(fen)認(ren)識到(dao),進(jin)一步加(jia)強和(he)規范教(jiao)育(yu)(yu)收(shou)費(fei)管(guan)(guan)理(li)(li)(li)是(shi)鞏固完善以政府投入(ru)為(wei)主(zhu)、多渠(qu)道籌集(ji)教(jiao)育(yu)(yu)經費(fei)的(de)體制和(he)非(fei)義務(wu)教(jiao)育(yu)(yu)培養成本分(fen)擔機制的(de)重要內容,是(shi)各級(ji)治(zhi)理(li)(li)(li)教(jiao)育(yu)(yu)亂(luan)收(shou)費(fei)聯(lian)席會議辦公室的(de)一項重要職責(ze)(ze),是(shi)加(jia)快(kuai)推進(jin)教(jiao)育(yu)(yu)財務(wu)治(zhi)理(li)(li)(li)體系(xi)(xi)和(he)治(zhi)理(li)(li)(li)能力現代化的(de)重要舉措(cuo)。要按照規定的(de)管(guan)(guan)理(li)(li)(li)權限(xian)全面落實教(jiao)育(yu)(yu)收(shou)費(fei)管(guan)(guan)理(li)(li)(li)主(zhu)體責(ze)(ze)任,正確處理(li)(li)(li)好政府與社會、受教(jiao)育(yu)(yu)者的(de)關系(xi)(xi),正確處理(li)(li)(li)好教(jiao)育(yu)(yu)收(shou)費(fei)與財政撥款(kuan)、學生資助的(de)關系(xi)(xi),正確處理(li)(li)(li)好簡(jian)政放權和(he)放管(guan)(guan)結合、優(you)化服務(wu)的(de)關系(xi)(xi),進(jin)一步完善教(jiao)育(yu)(yu)收(shou)費(fei)政策體系(xi)(xi)、制度體系(xi)(xi)、監管(guan)(guan)體系(xi)(xi),提升(sheng)教(jiao)育(yu)(yu)收(shou)費(fei)治(zhi)理(li)(li)(li)能力。
各(ge)地出臺教育(yu)收(shou)費(fei)政策,要(yao)綜合考慮經濟(ji)社會發展水平(ping)、教育(yu)培養成(cheng)本和群眾承(cheng)受能力等因素,認真履(lv)行成(cheng)本調(diao)查(或成(cheng)本監(jian)審,下同)、決策聽(ting)證、公(gong)開公(gong)示等有關法定程序,把握好政策出臺的時機(ji)和節(jie)奏,確保平(ping)穩(wen)有序推進各(ge)項工作。各(ge)省(sheng)教育(yu)收(shou)費(fei)政策出臺及(ji)執行情況,要(yao)及(ji)時報告全國治理(li)教育(yu)亂收(shou)費(fei)聯席會議(yi)辦(ban)公(gong)室(shi)。
各地要調整完善(shan)各級治理教(jiao)(jiao)育(yu)亂收(shou)(shou)費(fei)聯席(xi)會(hui)議制度(du),健全工作機制,認真履行(xing)職(zhi)責,加大治理力度(du),嚴(yan)肅查處損害群眾利益的教(jiao)(jiao)育(yu)亂收(shou)(shou)費(fei)行(xing)為。

關于(yu)進一步加強(qiang)和規范教育(yu)收費管理的意見(jian)
黨中央(yang)、國務院(yuan)歷(li)來(lai)高度(du)重視教(jiao)(jiao)育(yu)(yu)收費(fei)(fei)管(guan)(guan)(guan)理(li)(li)(li)工(gong)作,自全國治(zhi)理(li)(li)(li)教(jiao)(jiao)育(yu)(yu)亂(luan)收費(fei)(fei)部(bu)際(ji)聯(lian)席會(hui)(hui)議制(zhi)(zhi)(zhi)度(du)建立(li)以(yi)來(lai),在各有關部(bu)門、地方(fang)(fang)各級政(zheng)府的共(gong)同努力下,教(jiao)(jiao)育(yu)(yu)收費(fei)(fei)水平保持(chi)了基本穩定,教(jiao)(jiao)育(yu)(yu)亂(luan)收費(fei)(fei)現象(xiang)得到了有效遏制(zhi)(zhi)(zhi)。但(dan)隨著經濟社(she)會(hui)(hui)的發(fa)展(zhan),教(jiao)(jiao)育(yu)(yu)收費(fei)(fei)管(guan)(guan)(guan)理(li)(li)(li)工(gong)作在體(ti)制(zhi)(zhi)(zhi)機制(zhi)(zhi)(zhi)、政(zheng)策執行、監督(du)管(guan)(guan)(guan)理(li)(li)(li)等(deng)方(fang)(fang)面仍然存在一些問(wen)題,與教(jiao)(jiao)育(yu)(yu)改革發(fa)展(zhan)的需要和人民群眾的期待(dai)仍然存在一定差距。為貫徹(che)落實《中國教(jiao)(jiao)育(yu)(yu)現代化(hua)2035》《國務院(yuan)辦公(gong)廳(ting)關于進一步(bu)調整優化(hua)結構 提(ti)高教(jiao)(jiao)育(yu)(yu)經費(fei)(fei)使用效益(yi)的意(yi)見》等(deng)文件精(jing)神(shen),進一步(bu)加強(qiang)和規范教(jiao)(jiao)育(yu)(yu)收費(fei)(fei)管(guan)(guan)(guan)理(li)(li)(li),現提(ti)出(chu)以(yi)下意(yi)見。
一、總體要求
(一)指導思想
以習近平新(xin)時(shi)代中國特色社會主義思想為指導,全面貫(guan)徹(che)落實(shi)黨的十九大(da)和十九屆(jie)二中、三中、四中全會精神,深入貫(guan)徹(che)落實(shi)全國教(jiao)育(yu)(yu)大(da)會精神,始終堅持把教(jiao)育(yu)(yu)事業(ye)擺在優先位置,主動(dong)適應教(jiao)育(yu)(yu)、財稅、價格等(deng)領域改(gai)革新(xin)要求,鞏固完善以政(zheng)府投入為主、多(duo)渠(qu)道籌集教(jiao)育(yu)(yu)經費體制(zhi)(zhi),逐(zhu)步完善各(ge)級(ji)各(ge)類教(jiao)育(yu)(yu)投入機(ji)制(zhi)(zhi)和非義務教(jiao)育(yu)(yu)培養成(cheng)(cheng)本分擔(dan)機(ji)制(zhi)(zhi),建立健全教(jiao)育(yu)(yu)收費政(zheng)策體系、制(zhi)(zhi)度(du)體系、監管體系,提升教(jiao)育(yu)(yu)收費治理能力(li),持續鞏固教(jiao)育(yu)(yu)亂收費治理成(cheng)(cheng)果,促進教(jiao)育(yu)(yu)公平而有質(zhi)量的發展。
(二)基本原則
——堅持公益(yi)屬性、分(fen)(fen)類(lei)管理。堅持教(jiao)(jiao)育(yu)的(de)公益(yi)性,充分(fen)(fen)發(fa)揮(hui)政府對教(jiao)(jiao)育(yu)事業的(de)主導作用。區(qu)分(fen)(fen)義(yi)務教(jiao)(jiao)育(yu)和非義(yi)務教(jiao)(jiao)育(yu)的(de)不同階(jie)段(duan),區(qu)分(fen)(fen)非營利性和營利性民辦教(jiao)(jiao)育(yu)的(de)不同屬性,正確處理政府與社會、受教(jiao)(jiao)育(yu)者(zhe)之間的(de)關系,合(he)理分(fen)(fen)擔(dan)教(jiao)(jiao)育(yu)培養(yang)成本。
——堅持分級審批、屬地(di)管(guan)理(li)(li)(li)(li)。教育領(ling)域(yu)行(xing)(xing)政(zheng)事業性收(shou)費(fei)(fei)項目(mu)(mu)、標準實行(xing)(xing)中央和省(sheng)(sheng)兩級審批,中央部門(men)所屬學校收(shou)費(fei)(fei)標準實行(xing)(xing)屬地(di)管(guan)理(li)(li)(li)(li)。各(ge)省(sheng)(sheng)、自治(zhi)區、直(zhi)轄(xia)市(以(yi)下簡稱(cheng)各(ge)省(sheng)(sheng))按照規定的(de)管(guan)理(li)(li)(li)(li)權限,科學制定收(shou)費(fei)(fei)政(zheng)策,加強收(shou)費(fei)(fei)項目(mu)(mu)管(guan)理(li)(li)(li)(li),合(he)理(li)(li)(li)(li)確(que)定收(shou)費(fei)(fei)標準,全(quan)面落(luo)實教育收(shou)費(fei)(fei)管(guan)理(li)(li)(li)(li)主體(ti)責任。
——堅持問題(ti)導向、改革創新(xin)。不(bu)(bu)斷健全教育(yu)收費(fei)(fei)(fei)管理(li)(li)體(ti)制,完善教育(yu)收費(fei)(fei)(fei)政策(ce),加強(qiang)重(zhong)點領域、重(zhong)點單(dan)位(wei)的收費(fei)(fei)(fei)治理(li)(li),著力(li)解決與(yu)(yu)教育(yu)改革發展不(bu)(bu)相適應的收費(fei)(fei)(fei)體(ti)制機制問題(ti),著力(li)解決群眾反映強(qiang)烈的收費(fei)(fei)(fei)問題(ti)。全面依法治教,堅持依法行政、依法理(li)(li)財,強(qiang)化事(shi)中事(shi)后監(jian)管,將日常監(jian)督(du)(du)與(yu)(yu)專項監(jian)督(du)(du)相結合,創新(xin)收費(fei)(fei)(fei)監(jian)管方(fang)式(shi)。
二、完善教育收費政(zheng)策
(三(san))堅持(chi)實(shi)施九(jiu)年義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)制度(du)。義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)全面納入(ru)財政保障范圍,公(gong)辦義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)校不收取學(xue)費(fei)(fei)、雜費(fei)(fei)。各地要嚴格(ge)執(zhi)行(xing)(xing)義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)法,鞏固完善城(cheng)鄉義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)經費(fei)(fei)保障機制,堅持(chi)實(shi)行(xing)(xing)九(jiu)年義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)制度(du),嚴禁(jin)隨意(yi)擴大免(mian)費(fei)(fei)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)政策實(shi)施范圍。對民辦義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)校學(xue)生(sheng)免(mian)除(chu)學(xue)雜費(fei)(fei)標準按(an)照(zhao)生(sheng)均(jun)公(gong)用經費(fei)(fei)基準定額(e)執(zhi)行(xing)(xing);對生(sheng)均(jun)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)培(pei)養成本不足部(bu)分,應嚴格(ge)落實(shi)非(fei)營利性法定要求,合理確定收費(fei)(fei)標準。嚴禁(jin)收取與招生(sheng)入(ru)學(xue)掛鉤的捐資助學(xue)款。按(an)照(zhao)國家有關規定招收義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)階段學(xue)生(sheng)進(jin)行(xing)(xing)文(wen)藝、體育(yu)(yu)(yu)等專業訓練的學(xue)校或其他(ta)社會組(zu)織(zhi),收取的學(xue)雜費(fei)(fei)不應包括學(xue)生(sheng)完成九(jiu)年義(yi)(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)課程按(an)規定免(mian)除(chu)的學(xue)雜費(fei)(fei)。
(四)堅持實施非(fei)義(yi)務教育(yu)(yu)(yu)培(pei)(pei)養(yang)成本(ben)(ben)(ben)分(fen)擔機制。非(fei)義(yi)務教育(yu)(yu)(yu)實行(xing)以政(zheng)(zheng)府投(tou)入(ru)為主、受(shou)教育(yu)(yu)(yu)者合理分(fen)擔、其(qi)他多種(zhong)渠道籌措經費(fei)(fei)的(de)(de)(de)投(tou)入(ru)機制。各(ge)省應根(gen)據(ju)辦學(xue)(xue)成本(ben)(ben)(ben)、經濟(ji)發(fa)展水平(ping)和財(cai)力狀況,落(luo)實并動(dong)態調整公辦幼兒園(yuan)、普(pu)通(tong)高(gao)中(zhong)、中(zhong)等(deng)職(zhi)業學(xue)(xue)校、高(gao)職(zhi)院(yuan)校、普(pu)通(tong)本(ben)(ben)(ben)科院(yuan)校生(sheng)(sheng)(sheng)均(jun)財(cai)政(zheng)(zheng)撥款標準或生(sheng)(sheng)(sheng)均(jun)公用經費(fei)(fei)標準。學(xue)(xue)校(包括(kuo)幼兒園(yuan),下同)按照年(nian)生(sheng)(sheng)(sheng)均(jun)教育(yu)(yu)(yu)培(pei)(pei)養(yang)成本(ben)(ben)(ben)的(de)(de)(de)一定(ding)比例(li)向(xiang)受(shou)教育(yu)(yu)(yu)者收取學(xue)(xue)費(fei)(fei)(保(bao)育(yu)(yu)(yu)教育(yu)(yu)(yu)費(fei)(fei)),綜(zong)合考慮實際(ji)成本(ben)(ben)(ben)(扣除財(cai)政(zheng)(zheng)撥款)等(deng)向(xiang)住宿生(sheng)(sheng)(sheng)收取住宿費(fei)(fei),家庭經濟(ji)困難學(xue)(xue)生(sheng)(sheng)(sheng)按照國家有關規定(ding)享受(shou)減免政(zheng)(zheng)策。各(ge)省應結(jie)合本(ben)(ben)(ben)地實際(ji),合理確(que)定(ding)公辦幼兒園(yuan)、普(pu)通(tong)高(gao)中(zhong)、中(zhong)等(deng)職(zhi)業學(xue)(xue)校學(xue)(xue)費(fei)(fei)(保(bao)育(yu)(yu)(yu)教育(yu)(yu)(yu)費(fei)(fei))占年(nian)生(sheng)(sheng)(sheng)均(jun)教育(yu)(yu)(yu)培(pei)(pei)養(yang)成本(ben)(ben)(ben)的(de)(de)(de)比例(li)。現階段,公辦高(gao)等(deng)學(xue)(xue)校學(xue)(xue)費(fei)(fei)占年(nian)生(sheng)(sheng)(sheng)均(jun)教育(yu)(yu)(yu)培(pei)(pei)養(yang)成本(ben)(ben)(ben)的(de)(de)(de)比例(li)最高(gao)不得超過25%,各(ge)地應根(gen)據(ju)經濟(ji)社會發(fa)展水平(ping)、培(pei)(pei)養(yang)成本(ben)(ben)(ben)和群眾承受(shou)能力等(deng)合理確(que)定(ding)。
軍隊舉辦(ban)的幼兒(er)(er)園(yuan)招收(shou)地(di)方人員子女,享受當地(di)人民政府補(bu)助(zhu)的,應按照公辦(ban)幼兒(er)(er)園(yuan)有(you)關(guan)規定收(shou)費;未享受補(bu)助(zhu)的,由軍隊依(yi)據國家(jia)有(you)關(guan)政策具體制定,合理確定收(shou)費標準。中外合作辦(ban)學和非全日制研究生教(jiao)育收(shou)費政策,由各省制定。
(五(wu))堅持實施(shi)民(min)(min)(min)辦(ban)教育收(shou)費(fei)(fei)(fei)分(fen)類管(guan)(guan)理。按照民(min)(min)(min)辦(ban)教育促進法有關(guan)規定(ding)(ding),非營利(li)性(xing)民(min)(min)(min)辦(ban)學(xue)(xue)校(xiao)(xiao)收(shou)費(fei)(fei)(fei)的具體辦(ban)法,由(you)省級人民(min)(min)(min)政(zheng)府(fu)制定(ding)(ding);營利(li)性(xing)民(min)(min)(min)辦(ban)學(xue)(xue)校(xiao)(xiao)的收(shou)費(fei)(fei)(fei)標(biao)準(zhun)(zhun),實行(xing)市場調(diao)節,由(you)學(xue)(xue)校(xiao)(xiao)自(zi)主決(jue)定(ding)(ding)。普惠(hui)(hui)(hui)性(xing)民(min)(min)(min)辦(ban)幼(you)(you)兒園收(shou)費(fei)(fei)(fei)標(biao)準(zhun)(zhun)根據各(ge)省級人民(min)(min)(min)政(zheng)府(fu)出臺的普惠(hui)(hui)(hui)性(xing)民(min)(min)(min)辦(ban)幼(you)(you)兒園認定(ding)(ding)管(guan)(guan)理辦(ban)法,統籌考慮公辦(ban)幼(you)(you)兒園和普惠(hui)(hui)(hui)性(xing)民(min)(min)(min)辦(ban)幼(you)(you)兒園收(shou)費(fei)(fei)(fei)水(shui)平,結合(he)經濟發展水(shui)平、群眾承(cheng)受能力、辦(ban)園成本和財(cai)政(zheng)補(bu)助(zhu)(zhu)水(shui)平等因素合(he)理確定(ding)(ding)。各(ge)地(di)要加(jia)快(kuai)制定(ding)(ding)并落實普惠(hui)(hui)(hui)性(xing)民(min)(min)(min)辦(ban)幼(you)(you)兒園財(cai)政(zheng)補(bu)助(zhu)(zhu)標(biao)準(zhun)(zhun),落實義務(wu)教育階段(duan)民(min)(min)(min)辦(ban)學(xue)(xue)校(xiao)(xiao)生均公用經費(fei)(fei)(fei)補(bu)助(zhu)(zhu),加(jia)強(qiang)收(shou)費(fei)(fei)(fei)標(biao)準(zhun)(zhun)調(diao)控(kong),堅決(jue)防止過(guo)高收(shou)費(fei)(fei)(fei)。2016年11月(yue)7日以前設立(li)的民(min)(min)(min)辦(ban)學(xue)(xue)校(xiao)(xiao),在(zai)未完成分(fen)類登記(ji)相關(guan)程序前收(shou)費(fei)(fei)(fei)政(zheng)策按非營利(li)性(xing)民(min)(min)(min)辦(ban)學(xue)(xue)校(xiao)(xiao)管(guan)(guan)理。

(七)完善在內地(祖(zu)國大陸)學(xue)(xue)(xue)習(xi)的(de)港(gang)澳(ao)臺僑學(xue)(xue)(xue)生(sheng)收費政策。對于在內地(祖(zu)國大陸)學(xue)(xue)(xue)習(xi)的(de)港(gang)澳(ao)臺地區學(xue)(xue)(xue)生(sheng)以及海外華僑學(xue)(xue)(xue)生(sheng),在中小(xiao)學(xue)(xue)(xue)校和幼兒(er)園學(xue)(xue)(xue)習(xi)的(de),按照有(you)關(guan)規定執行與(yu)內地(祖(zu)國大陸)學(xue)(xue)(xue)生(sheng)相同的(de)收費政策;錄取(qu)到(dao)內地(祖(zu)國大陸)普通高(gao)等學(xue)(xue)(xue)校和科(ke)研院所學(xue)(xue)(xue)習(xi)的(de),按照有(you)關(guan)規定執行與(yu)內地(祖(zu)國大陸)同類學(xue)(xue)(xue)生(sheng)相同的(de)收費標準。
(八)完(wan)善國際(ji)(ji)學(xue)生收(shou)費(fei)政策(ce)。在公辦中小(xiao)學(xue)、幼兒園就(jiu)讀的國際(ji)(ji)學(xue)生,收(shou)費(fei)政策(ce)由(you)(you)各(ge)省(sheng)制(zhi)定(ding)(ding)。外籍人員子女學(xue)校(xiao)收(shou)費(fei)政策(ce),由(you)(you)學(xue)校(xiao)自(zi)(zi)主制(zhi)定(ding)(ding)。高等學(xue)校(xiao)接(jie)(jie)收(shou)的自(zi)(zi)費(fei)來華留學(xue)生收(shou)費(fei)標準(zhun)由(you)(you)學(xue)校(xiao)根據當地(di)經濟社(she)會發(fa)展水平和培養成本等因(yin)素合理(li)確定(ding)(ding),避免引發(fa)惡性競(jing)爭(zheng)。根據我國政府與派遣國協議來華接(jie)(jie)受教育的學(xue)生,收(shou)費(fei)政策(ce)按照有關規定(ding)(ding)執行。
三、健全教(jiao)育收費管理制(zhi)度(du)
(九)建(jian)立(li)健全教(jiao)育(yu)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)標(biao)準(zhun)(zhun)(zhun)動(dong)態調(diao)整(zheng)機制(zhi)(zhi)。各地應按(an)照(zhao)規定的(de)(de)(de)(de)(de)管(guan)理權限和(he)屬地化管(guan)理原則,綜合(he)考慮經濟社會(hui)發展水(shui)平、教(jiao)育(yu)培養(yang)成本和(he)群眾承受能力等(deng)因素(su),合(he)理確(que)定公辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)(保育(yu)教(jiao)育(yu)費(fei)(fei)(fei)(fei))、住宿費(fei)(fei)(fei)(fei)等(deng)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)標(biao)準(zhun)(zhun)(zhun),建(jian)立(li)與撥款、資(zi)助水(shui)平等(deng)相適(shi)應的(de)(de)(de)(de)(de)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)標(biao)準(zhun)(zhun)(zhun)動(dong)態調(diao)整(zheng)機制(zhi)(zhi)。學(xue)(xue)(xue)(xue)(xue)校(xiao)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)政策有變(bian)化的(de)(de)(de)(de)(de),應在招(zhao)生簡章發布(bu)前向社會(hui)公示。鼓勵各地適(shi)應彈性學(xue)(xue)(xue)(xue)(xue)制(zhi)(zhi)下的(de)(de)(de)(de)(de)教(jiao)學(xue)(xue)(xue)(xue)(xue)組織模式,探索實(shi)行(xing)高等(deng)學(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)分(fen)(fen)制(zhi)(zhi)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)管(guan)理。經批(pi)準(zhun)(zhun)(zhun)實(shi)行(xing)學(xue)(xue)(xue)(xue)(xue)分(fen)(fen)制(zhi)(zhi)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)的(de)(de)(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)校(xiao),學(xue)(xue)(xue)(xue)(xue)生按(an)學(xue)(xue)(xue)(xue)(xue)分(fen)(fen)制(zhi)(zhi)培養(yang)方案正(zheng)常完成學(xue)(xue)(xue)(xue)(xue)業所繳納(na)的(de)(de)(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)總額原則上不得高于(yu)實(shi)行(xing)學(xue)(xue)(xue)(xue)(xue)年(nian)制(zhi)(zhi)的(de)(de)(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)總額,加修(xiu)其他專業課程或重修(xiu)課程,學(xue)(xue)(xue)(xue)(xue)校(xiao)可(ke)按(an)所修(xiu)課程規定的(de)(de)(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)分(fen)(fen)收(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)標(biao)準(zhun)(zhun)(zhun)收(shou)(shou)(shou)(shou)取(qu)費(fei)(fei)(fei)(fei)用。學(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)、住宿費(fei)(fei)(fei)(fei)的(de)(de)(de)(de)(de)收(shou)(shou)(shou)(shou)取(qu)實(shi)行(xing)“老生老辦(ban)(ban)法、新生新辦(ban)(ban)法”,按(an)照(zhao)學(xue)(xue)(xue)(xue)(xue)年(nian)或學(xue)(xue)(xue)(xue)(xue)期收(shou)(shou)(shou)(shou)取(qu),不得跨學(xue)(xue)(xue)(xue)(xue)年(nian)(學(xue)(xue)(xue)(xue)(xue)期)預(yu)收(shou)(shou)(shou)(shou)。學(xue)(xue)(xue)(xue)(xue)生如因故休學(xue)(xue)(xue)(xue)(xue)、退(tui)學(xue)(xue)(xue)(xue)(xue)、提前結束(shu)學(xue)(xue)(xue)(xue)(xue)業或經批(pi)準(zhun)(zhun)(zhun)轉學(xue)(xue)(xue)(xue)(xue),學(xue)(xue)(xue)(xue)(xue)校(xiao)應根據(ju)實(shi)際學(xue)(xue)(xue)(xue)(xue)習(xi)時(shi)間合(he)理確(que)定退(tui)費(fei)(fei)(fei)(fei)額度(du)。各地要全面落(luo)實(shi)國(guo)家(jia)(jia)各項資(zi)助政策,幫助家(jia)(jia)庭經濟困難學(xue)(xue)(xue)(xue)(xue)生解決(jue)實(shi)際問題,不得因學(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(fei)標(biao)準(zhun)(zhun)(zhun)調(diao)整(zheng)影響學(xue)(xue)(xue)(xue)(xue)生的(de)(de)(de)(de)(de)正(zheng)常學(xue)(xue)(xue)(xue)(xue)習(xi)和(he)生活。
(十)加(jia)強教(jiao)育(yu)培(pei)(pei)養(yang)(yang)成(cheng)本(ben)調查。適時修訂完善(shan)《高(gao)等學校(xiao)教(jiao)育(yu)培(pei)(pei)養(yang)(yang)成(cheng)本(ben)監(jian)審辦(ban)法(fa)(試行)》,組織做好(hao)高(gao)等學校(xiao)年生均教(jiao)育(yu)培(pei)(pei)養(yang)(yang)成(cheng)本(ben)監(jian)審工(gong)作。各(ge)省按照定(ding)價權限根據價格法(fa)、《政府制定(ding)價格成(cheng)本(ben)監(jian)審辦(ban)法(fa)》等,結合本(ben)地實際,主動開(kai)展(zhan)幼兒園、普通(tong)高(gao)中、中等職業學校(xiao)教(jiao)育(yu)培(pei)(pei)養(yang)(yang)成(cheng)本(ben)調查工(gong)作,規(gui)范(fan)教(jiao)育(yu)培(pei)(pei)養(yang)(yang)成(cheng)本(ben)調查行為。各(ge)級各(ge)類學校(xiao)應當加(jia)強成(cheng)本(ben)核(he)算,完整準確記錄并(bing)核(he)算教(jiao)育(yu)培(pei)(pei)養(yang)(yang)成(cheng)本(ben)。
(十一)規(gui)范教(jiao)育(yu)收(shou)費(fei)決策(ce)聽(ting)證(zheng)制(zhi)度。各(ge)地要嚴格(ge)按(an)照國(guo)家規(gui)定的權限(xian)和程序制(zhi)定或調整政府舉辦的各(ge)級各(ge)類學校(xiao)學費(fei)等收(shou)費(fei)標(biao)準(zhun)(zhun),納入定價聽(ting)證(zheng)目錄并實(shi)行(xing)聽(ting)證(zheng),充分征求社會有關方面(mian)意見(jian),確保教(jiao)育(yu)收(shou)費(fei)決策(ce)的民主(zhu)性(xing)、科(ke)學性(xing)和透明度。降低教(jiao)育(yu)收(shou)費(fei)標(biao)準(zhun)(zhun),或教(jiao)育(yu)收(shou)費(fei)標(biao)準(zhun)(zhun)調整涉及面(mian)較小的,聽(ting)證(zheng)會可采取簡易程序。制(zhi)定其他(ta)的教(jiao)育(yu)收(shou)費(fei)標(biao)準(zhun)(zhun),認為有必(bi)要的,也可以實(shi)行(xing)聽(ting)證(zheng)。
(十二)嚴格(ge)(ge)執(zhi)行教育(yu)收(shou)(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)(gong)(gong)示(shi)(shi)(shi)制度。各地要(yao)嚴格(ge)(ge)執(zhi)行教育(yu)收(shou)(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)(gong)(gong)示(shi)(shi)(shi)制度,未(wei)(wei)經公(gong)(gong)(gong)(gong)(gong)示(shi)(shi)(shi)不得收(shou)(shou)(shou)費(fei)(fei)(fei)。各級各類(lei)學(xue)(xue)校應(ying)建立健全(quan)規范(fan)化(hua)的(de)(de)收(shou)(shou)(shou)費(fei)(fei)(fei)公(gong)(gong)(gong)(gong)(gong)示(shi)(shi)(shi)動態管(guan)理制度,主動接受社(she)會(hui)監督。應(ying)將收(shou)(shou)(shou)費(fei)(fei)(fei)項目和標準(zhun)在校內醒目位置向學(xue)(xue)生公(gong)(gong)(gong)(gong)(gong)示(shi)(shi)(shi),在招(zhao)生簡(jian)章和入學(xue)(xue)通(tong)知書中注明。義務教育(yu)階段(duan)民辦學(xue)(xue)校收(shou)(shou)(shou)費(fei)(fei)(fei)標準(zhun)應(ying)和學(xue)(xue)校獲得的(de)(de)生均公(gong)(gong)(gong)(gong)(gong)用經費(fei)(fei)(fei)補助(zhu)一并公(gong)(gong)(gong)(gong)(gong)示(shi)(shi)(shi)。對按規定應(ying)當(dang)公(gong)(gong)(gong)(gong)(gong)示(shi)(shi)(shi)而未(wei)(wei)公(gong)(gong)(gong)(gong)(gong)示(shi)(shi)(shi)的(de)(de)收(shou)(shou)(shou)費(fei)(fei)(fei),或公(gong)(gong)(gong)(gong)(gong)示(shi)(shi)(shi)內容(rong)與規定政(zheng)策不符的(de)(de)收(shou)(shou)(shou)費(fei)(fei)(fei),學(xue)(xue)生有權拒絕繳納。收(shou)(shou)(shou)費(fei)(fei)(fei)政(zheng)策變動時,學(xue)(xue)校要(yao)及時更新公(gong)(gong)(gong)(gong)(gong)示(shi)(shi)(shi)內容(rong),確保(bao)公(gong)(gong)(gong)(gong)(gong)示(shi)(shi)(shi)內容(rong)合法、有效。各地要(yao)嚴格(ge)(ge)執(zhi)行教育(yu)收(shou)(shou)(shou)費(fei)(fei)(fei)等行政(zheng)事業性收(shou)(shou)(shou)費(fei)(fei)(fei)目錄清單,不得擅自增加收(shou)(shou)(shou)費(fei)(fei)(fei)項目、擴大收(shou)(shou)(shou)費(fei)(fei)(fei)范(fan)圍。
(十(shi)三)加強教育(yu)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)支(zhi)(zhi)管(guan)理(li)。公(gong)辦(ban)普通高中和中等(deng)(deng)職業(ye)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)費(fei)(fei)(fei)、住(zhu)宿費(fei)(fei)(fei),公(gong)辦(ban)高等(deng)(deng)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)費(fei)(fei)(fei)、住(zhu)宿費(fei)(fei)(fei)、委托(tuo)培(pei)養(yang)費(fei)(fei)(fei)、函大電大夜大及短期(qi)培(pei)訓費(fei)(fei)(fei)等(deng)(deng)收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru),作為事業(ye)收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru),按(an)(an)(an)照(zhao)(zhao)“收(shou)(shou)(shou)(shou)(shou)支(zhi)(zhi)兩條線”要(yao)(yao)求,納(na)入(ru)(ru)(ru)財政專戶(hu)管(guan)理(li)。公(gong)辦(ban)幼兒園收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)管(guan)理(li)按(an)(an)(an)現行規定(ding)執行。服務性收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)由學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)按(an)(an)(an)規定(ding)列支(zhi)(zhi);代收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)由學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)全(quan)部(bu)(bu)轉交提供(gong)服務的單(dan)位(wei),不(bu)(bu)得計入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)。學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)要(yao)(yao)將教育(yu)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)支(zhi)(zhi)全(quan)部(bu)(bu)納(na)入(ru)(ru)(ru)部(bu)(bu)門(men)預(yu)算管(guan)理(li),加大資(zi)(zi)金(jin)(jin)統(tong)籌力度;教育(yu)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)安排的相(xiang)關(guan)支(zhi)(zhi)出按(an)(an)(an)規定(ding)納(na)入(ru)(ru)(ru)項(xiang)目庫規范管(guan)理(li)。結合教育(yu)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)等(deng)(deng)其(qi)他收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)情況,統(tong)籌安排財政撥款預(yu)算,更(geng)好發揮財政資(zi)(zi)金(jin)(jin)使(shi)用(yong)效益。各地不(bu)(bu)得將學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)用(yong)于(yu)平衡(heng)預(yu)算,不(bu)(bu)得以任何形式擠(ji)占、截(jie)留、平調、挪用(yong)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)資(zi)(zi)金(jin)(jin)。民辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)應全(quan)部(bu)(bu)繳入(ru)(ru)(ru)經教育(yu)行政部(bu)(bu)門(men)備(bei)案的學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)銀行賬戶(hu),統(tong)一(yi)管(guan)理(li),主要(yao)(yao)用(yong)于(yu)教育(yu)教學(xue)(xue)(xue)(xue)活動(dong)、改善辦(ban)學(xue)(xue)(xue)(xue)條件和保障教職工待(dai)遇并依據有關(guan)法(fa)(fa)律法(fa)(fa)規提取發展基金(jin)(jin)。學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)取行政事業(ye)性收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)時(shi)要(yao)(yao)按(an)(an)(an)照(zhao)(zhao)財務隸(li)屬(shu)關(guan)系使(shi)用(yong)財政部(bu)(bu)門(men)印(監)制的財政票(piao)據,在(zai)收(shou)(shou)(shou)(shou)(shou)取服務性收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)時(shi)應使(shi)用(yong)相(xiang)應的稅務發票(piao),代收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)時(shi)應使(shi)用(yong)資(zi)(zi)金(jin)(jin)往來結算票(piao)據。
四、加強教育收費治(zhi)理(li)
(十四)落實(shi)教(jiao)(jiao)育(yu)(yu)收(shou)費(fei)(fei)監(jian)管(guan)責(ze)任。教(jiao)(jiao)育(yu)(yu)收(shou)費(fei)(fei)堅持“誰審批、誰負(fu)責(ze)”的(de)(de)(de)原則。治理教(jiao)(jiao)育(yu)(yu)亂收(shou)費(fei)(fei)聯席會議成(cheng)員(yuan)單位按照各(ge)(ge)(ge)自職(zhi)責(ze),將教(jiao)(jiao)育(yu)(yu)收(shou)費(fei)(fei)納入目錄管(guan)理,適(shi)時(shi)動態調(diao)整(zheng)并(bing)及時(shi)向(xiang)社會公(gong)布,依法對相關收(shou)費(fei)(fei)項目和收(shou)費(fei)(fei)標準(zhun)(zhun)(zhun)的(de)(de)(de)執行情況實(shi)施監(jian)督;加(jia)強教(jiao)(jiao)育(yu)(yu)收(shou)費(fei)(fei)成(cheng)本(ben)調(diao)查,建立健全收(shou)費(fei)(fei)標準(zhun)(zhun)(zhun)動態調(diao)整(zheng)機(ji)制;加(jia)強教(jiao)(jiao)育(yu)(yu)領域的(de)(de)(de)收(shou)費(fei)(fei)監(jian)督檢查,依法查處違法違規(gui)收(shou)費(fei)(fei)行為(wei);加(jia)強教(jiao)(jiao)材、教(jiao)(jiao)輔(fu)材料價格(ge)(ge)管(guan)理;指(zhi)導各(ge)(ge)(ge)級各(ge)(ge)(ge)類(lei)學校(xiao)落實(shi)教(jiao)(jiao)育(yu)(yu)收(shou)費(fei)(fei)政策,規(gui)范收(shou)費(fei)(fei)行為(wei)。各(ge)(ge)(ge)級各(ge)(ge)(ge)類(lei)學校(xiao)要嚴(yan)格(ge)(ge)執行規(gui)定的(de)(de)(de)收(shou)費(fei)(fei)范圍、收(shou)費(fei)(fei)項目、收(shou)費(fei)(fei)標準(zhun)(zhun)(zhun)和收(shou)費(fei)(fei)方(fang)式,建立健全學校(xiao)收(shou)費(fei)(fei)管(guan)理制度。
(十五)完(wan)善(shan)(shan)教(jiao)(jiao)育(yu)(yu)(yu)收(shou)(shou)(shou)費(fei)(fei)(fei)治理(li)工作(zuo)(zuo)(zuo)機(ji)(ji)制(zhi)。各地要高度(du)重(zhong)(zhong)視教(jiao)(jiao)育(yu)(yu)(yu)收(shou)(shou)(shou)費(fei)(fei)(fei)管(guan)理(li)工作(zuo)(zuo)(zuo),建(jian)立健(jian)全(quan)領(ling)導(dao)體制(zhi)和(he)工作(zuo)(zuo)(zuo)機(ji)(ji)制(zhi),堅持系統(tong)(tong)推進教(jiao)(jiao)育(yu)(yu)(yu)收(shou)(shou)(shou)費(fei)(fei)(fei)管(guan)理(li)工作(zuo)(zuo)(zuo)。各地治理(li)教(jiao)(jiao)育(yu)(yu)(yu)亂收(shou)(shou)(shou)費(fei)(fei)(fei)聯席(xi)會(hui)議成員(yuan)單位要統(tong)(tong)籌協調,完(wan)善(shan)(shan)定(ding)期會(hui)商、信息發布機(ji)(ji)制(zhi),形成責任明確、協作(zuo)(zuo)(zuo)聯動(dong)、互(hu)相促進的收(shou)(shou)(shou)費(fei)(fei)(fei)管(guan)理(li)工作(zuo)(zuo)(zuo)格局,加強重(zhong)(zhong)點(dian)領(ling)域教(jiao)(jiao)育(yu)(yu)(yu)收(shou)(shou)(shou)費(fei)(fei)(fei)治理(li)。要把(ba)教(jiao)(jiao)育(yu)(yu)(yu)收(shou)(shou)(shou)費(fei)(fei)(fei)管(guan)理(li)納(na)入(ru)教(jiao)(jiao)育(yu)(yu)(yu)督導(dao)范(fan)圍。探(tan)索建(jian)立學(xue)(xue)(xue)校(xiao)收(shou)(shou)(shou)費(fei)(fei)(fei)專(zhuan)項審(shen)計(ji)制(zhi)度(du),重(zhong)(zhong)點(dian)加強對非(fei)營利(li)性(xing)民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)的審(shen)計(ji),嚴禁非(fei)營利(li)性(xing)民(min)辦(ban)(ban)學(xue)(xue)(xue)校(xiao)舉辦(ban)(ban)者和(he)非(fei)營利(li)性(xing)中(zhong)(zhong)外合作(zuo)(zuo)(zuo)辦(ban)(ban)學(xue)(xue)(xue)者通(tong)過(guo)各種方(fang)式從學(xue)(xue)(xue)費(fei)(fei)(fei)收(shou)(shou)(shou)入(ru)等(deng)(deng)辦(ban)(ban)學(xue)(xue)(xue)收(shou)(shou)(shou)益中(zhong)(zhong)取(qu)得收(shou)(shou)(shou)益、分(fen)配辦(ban)(ban)學(xue)(xue)(xue)結余(剩余財(cai)產(chan))或通(tong)過(guo)關聯交易、關聯方(fang)轉移辦(ban)(ban)學(xue)(xue)(xue)收(shou)(shou)(shou)益等(deng)(deng)行為(wei)。
(十六)加(jia)大違(wei)規收(shou)費(fei)行(xing)為的(de)(de)(de)查(cha)處力(li)度(du)。各地要(yao)加(jia)強對(dui)教(jiao)育收(shou)費(fei)的(de)(de)(de)日常監督(du)和定期檢查(cha),建立(li)完善教(jiao)育收(shou)費(fei)風(feng)險預(yu)警、信訪受理(li)、督(du)查(cha)督(du)辦(ban)、公開通報及約談機制(zhi),對(dui)發現的(de)(de)(de)違(wei)規收(shou)費(fei)問題要(yao)嚴(yan)肅處理(li)。建立(li)健全問責(ze)機制(zhi),對(dui)收(shou)費(fei)管(guan)理(li)主體責(ze)任不(bu)落實(shi)、措施不(bu)到(dao)位(wei),損壞群(qun)眾(zhong)切身(shen)利益,造(zao)成(cheng)惡(e)劣社會影響的(de)(de)(de)單位(wei)和相關責(ze)任人要(yao)嚴(yan)肅問責(ze)。對(dui)民辦(ban)學(xue)校違(wei)規亂(luan)收(shou)費(fei)造(zao)成(cheng)惡(e)劣影響的(de)(de)(de),依法依規扣減招生(sheng)計劃、財政扶(fu)持(chi)資金(jin)等,直至(zhi)撤(che)銷(xiao)、吊(diao)銷(xiao)辦(ban)學(xue)許可證。
(十七)加(jia)強教(jiao)(jiao)育(yu)收(shou)(shou)(shou)費(fei)治(zhi)理(li)基礎能(neng)(neng)力建設。貫徹落實(shi)《全國(guo)教(jiao)(jiao)育(yu)系統財務(wu)管(guan)(guan)理(li)干(gan)部培訓實(shi)施(shi)方案》,組織開展教(jiao)(jiao)育(yu)收(shou)(shou)(shou)費(fei)管(guan)(guan)理(li)培訓,提(ti)高教(jiao)(jiao)育(yu)收(shou)(shou)(shou)費(fei)治(zhi)理(li)能(neng)(neng)力和水平。各地要充(chong)分利用現(xian)代信息技術(shu),探(tan)索建立教(jiao)(jiao)育(yu)收(shou)(shou)(shou)費(fei)年度(du)統計報告制度(du),加(jia)強教(jiao)(jiao)育(yu)收(shou)(shou)(shou)費(fei)管(guan)(guan)理(li),進一步強化服(fu)務(wu)意識,提(ti)高服(fu)務(wu)能(neng)(neng)力和水平。
各(ge)級科研(yan)院所(suo)、黨校等教(jiao)育(yu)收費管理參照本意(yi)見執(zhi)行(xing),各(ge)級教(jiao)育(yu)部門所(suo)屬事業單位收費管理政策另行(xing)制(zhi)定。
