  基層政務公開標準化規范化工作的實施意見

各地(di)級以上市(shi)人(ren)民政(zheng)府(fu),各縣(市(shi)、區)人(ren)民政(zheng)府(fu),省政(zheng)府(fu)各部(bu)門、各直屬機(ji)構:

  為貫徹落實《國務(wu)(wu)院辦公廳關(guan)于全面推進基層政務(wu)(wu)公開標(biao)準化(hua)規(gui)(gui)范化(hua)工(gong)作的指導意(yi)見(jian)》(國辦發〔2019〕54號),切實做好我省基層政務(wu)(wu)公開標(biao)準化(hua)規(gui)(gui)范化(hua)工(gong)作,進一步密切黨和政府(fu)(fu)同人民(min)群眾(zhong)聯系,加強基層行政權力(li)(li)監督制約,提升基層政府(fu)(fu)治理能(neng)力(li)(li),經省人民(min)政府(fu)(fu)同意(yi),結合我省實際,提出(chu)如(ru)下(xia)實施意(yi)見(jian)。

  一、總體要求

  以習近(jin)平新時代中(zhong)國(guo)特(te)色(se)社會主(zhu)義思想為(wei)指導,全(quan)面貫(guan)徹黨(dang)的(de)十九(jiu)大和(he)十九(jiu)屆二中(zhong)、三中(zhong)、四中(zhong)全(quan)會精神,深(shen)(shen)入落(luo)實(shi)黨(dang)中(zhong)央、國(guo)務(wu)院有(you)關決策部署和(he)政府(fu)(fu)(fu)信息公開(kai)條例(li),堅持以人民(min)為(wei)中(zhong)心的(de)發展(zhan)思想,堅持標準引領(ling)、需求導向、依法(fa)依規(gui)(gui)、改革(ge)創新的(de)原則,全(quan)面推進(jin)(jin)基(ji)層(ceng)(ceng)(ceng)政務(wu)公開(kai)標準化(hua)規(gui)(gui)范化(hua)建設(she),全(quan)面落(luo)實(shi)基(ji)層(ceng)(ceng)(ceng)政務(wu)決策、執(zhi)行(xing)、管(guan)理(li)、服務(wu)、結果“五公開(kai)”,規(gui)(gui)范公開(kai)行(xing)為(wei),提(ti)(ti)升公開(kai)質量,加快實(shi)現(xian)基(ji)層(ceng)(ceng)(ceng)政務(wu)公開(kai)標準化(hua)規(gui)(gui)范化(hua)全(quan)覆(fu)蓋,發揮廣東“數字政府(fu)(fu)(fu)”優勢(shi),推進(jin)(jin)政務(wu)公開(kai)與(yu)政務(wu)服務(wu)深(shen)(shen)度融合,增強基(ji)層(ceng)(ceng)(ceng)政務(wu)公開(kai)的(de)針對(dui)性(xing)、實(shi)效(xiao)性(xing),切實(shi)提(ti)(ti)升群(qun)眾對(dui)基(ji)層(ceng)(ceng)(ceng)政務(wu)公開(kai)的(de)滿意度及獲得(de)感(gan),為(wei)不斷(duan)增強政府(fu)(fu)(fu)公信力執(zhi)行(xing)力、深(shen)(shen)化(hua)“放(fang)管(guan)服”改革(ge)、優化(hua)營商環境、加快法(fa)治政府(fu)(fu)(fu)和(he)服務(wu)型(xing)政府(fu)(fu)(fu)建設(she)提(ti)(ti)供重要支撐。

  二、工作目標

  2020年底(di)前,全面梳理細化基(ji)層(ceng)政(zheng)(zheng)(zheng)府(fu)相(xiang)關領(ling)域(yu)政(zheng)(zheng)(zheng)務(wu)(wu)公開(kai)(kai)事項,編制(zhi)完(wan)成基(ji)層(ceng)政(zheng)(zheng)(zheng)府(fu)政(zheng)(zheng)(zheng)務(wu)(wu)公開(kai)(kai)事項標準目錄,政(zheng)(zheng)(zheng)務(wu)(wu)公開(kai)(kai)專(zhuan)業(ye)隊(dui)伍向基(ji)層(ceng)政(zheng)(zheng)(zheng)府(fu)延(yan)伸,基(ji)層(ceng)政(zheng)(zheng)(zheng)府(fu)政(zheng)(zheng)(zheng)務(wu)(wu)公開(kai)(kai)工作(zuo)機制(zhi)基(ji)本完(wan)善,政(zheng)(zheng)(zheng)務(wu)(wu)公開(kai)(kai)制(zhi)度持續(xu)規范,組織保障更加(jia)有(you)力。

  2021年底前,建成一(yi)套公(gong)開(kai)(kai)事項科學全面、工作流程規(gui)范高效、平臺(tai)渠道豐(feng)富多元的基(ji)層(ceng)政務公(gong)開(kai)(kai)統一(yi)標準規(gui)范,政務公(gong)開(kai)(kai)培訓、考評以及(ji)協同聯動機制更加完善,基(ji)層(ceng)政務公(gong)開(kai)(kai)標準化規(gui)范化體(ti)系基(ji)本建立。

  2022年底(di)前(qian),建成(cheng)全(quan)省統一(yi)的(de)基(ji)層(ceng)政務(wu)(wu)(wu)公(gong)開(kai)(kai)標準體系,覆蓋基(ji)層(ceng)政府行政權力運(yun)行全(quan)過程(cheng)和政務(wu)(wu)(wu)服務(wu)(wu)(wu)全(quan)流程(cheng),基(ji)層(ceng)政務(wu)(wu)(wu)公(gong)開(kai)(kai)標準化(hua)規范化(hua)水平(ping)大幅提高(gao),基(ji)層(ceng)政府政務(wu)(wu)(wu)公(gong)開(kai)(kai)工作機制、公(gong)開(kai)(kai)平(ping)臺、專業隊(dui)伍(wu)進一(yi)步健全(quan)完善,政務(wu)(wu)(wu)公(gong)開(kai)(kai)的(de)能(neng)力和水平(ping)顯著提升。

  三、重點任務

  (一)編制基層政務公開事項標準目錄。基層(ceng)政(zheng)(zheng)(zheng)府(fu)(fu)(fu)(包括(kuo)縣、不設區的市、市轄(xia)區人民(min)(min)政(zheng)(zheng)(zheng)府(fu)(fu)(fu)和鄉鎮(zhen)人民(min)(min)政(zheng)(zheng)(zheng)府(fu)(fu)(fu)、街道辦(ban)事(shi)(shi)(shi)處)要組織相關部門(men)對(dui)照國務院部門(men)制(zhi)定的26個(ge)試(shi)點(dian)領域標準(zhun)指引(yin)(附(fu)件1),結合本(ben)(ben)級政(zheng)(zheng)(zheng)府(fu)(fu)(fu)權責清單和公共服務事(shi)(shi)(shi)項(xiang)清單(鄉鎮(zhen)人民(min)(min)政(zheng)(zheng)(zheng)府(fu)(fu)(fu)、街道辦(ban)事(shi)(shi)(shi)處結合實(shi)際行政(zheng)(zheng)(zheng)管理職能)全面梳理細(xi)化相關領域政(zheng)(zheng)(zheng)務公開(kai)事(shi)(shi)(shi)項(xiang),并(bing)于2020年底前編制(zhi)完成本(ben)(ben)級政(zheng)(zheng)(zheng)務公開(kai)事(shi)(shi)(shi)項(xiang)標準(zhun)目(mu)錄。事(shi)(shi)(shi)項(xiang)梳理堅持“應公開(kai)、盡(jin)公開(kai)”原則(ze),除有法律、法規、規章等明確規定不予公開(kai)的事(shi)(shi)(shi)項(xiang)外,其余事(shi)(shi)(shi)項(xiang)均應列入政(zheng)(zheng)(zheng)務公開(kai)標準(zhun)目(mu)錄,做到公開(kai)事(shi)(shi)(shi)項(xiang)分類科學、名稱規范。

  省直相關部(bu)門要對本領域基層政(zheng)務(wu)公開標準指(zhi)引落實工作進行督促指(zhi)導和(he)跟蹤評估,形成本領域成果報告,于(yu)2021年2月底(di)前報省政(zheng)府辦公廳備(bei)案。積極配合國務(wu)院部(bu)門編制其(qi)他領域基層政(zheng)務(wu)公開指(zhi)引。

  (二) 推廣使用政務公開通用地方標準。我省(sheng)(sheng)已圍繞(rao)政(zheng)務(wu)(wu)公(gong)(gong)(gong)開(kai)術語、基(ji)(ji)本要(yao)求、目錄編制(zhi)指南、運行管理、公(gong)(gong)(gong)眾意見處置、公(gong)(gong)(gong)開(kai)程序等范(fan)疇(chou),制(zhi)定發布了六項(xiang)政(zheng)務(wu)(wu)公(gong)(gong)(gong)開(kai)通用地(di)方(fang)標(biao)準(附件2)。基(ji)(ji)層政(zheng)府要(yao)充分運用上述(shu)地(di)方(fang)標(biao)準,做好基(ji)(ji)層政(zheng)務(wu)(wu)公(gong)(gong)(gong)開(kai)標(biao)準化(hua)規范(fan)化(hua)公(gong)(gong)(gong)開(kai)平臺建(jian)設(she)(she)和(he)公(gong)(gong)(gong)開(kai)制(zhi)度建(jian)設(she)(she)。同時(shi),對標(biao)準應用中遇到的問題及時(shi)反饋省(sheng)(sheng)政(zheng)府信(xin)息與政(zheng)務(wu)(wu)公(gong)(gong)(gong)開(kai)辦(ban)公(gong)(gong)(gong)室。

  (三) 推進政府信息依申請公開工作規范化。認(ren)真落(luo)實《廣東省政(zheng)(zheng)府(fu)信息公開(kai)申請(qing)辦(ban)理(li)答(da)復規范(fan)》(粵辦(ban)函〔2020〕42號(hao))有(you)關要求,加強政(zheng)(zheng)府(fu)信息依(yi)申請(qing)公開(kai)業務培(pei)訓(xun),完善信息公開(kai)申請(qing)的接收(shou)、登記、審核、辦(ban)理(li)、答(da)復、歸(gui)檔等閉(bi)環管(guan)理(li)機制(zhi),規范(fan)答(da)復口徑,采用標準文本(ben),不斷提高(gao)答(da)復專(zhuan)業化規范(fan)化水平。

  (四)發揮試點單位示范帶動作用。廣州市海珠區(qu)、深(shen)圳市羅(luo)湖區(qu)、佛山市禪城區(qu)、梅州市平遠縣(xian)(xian)、惠州市博羅(luo)縣(xian)(xian)、肇(zhao)慶市高要區(qu)、云浮市新興(xing)縣(xian)(xian)等(deng)7家(jia)(jia)國家(jia)(jia)基層政(zheng)(zheng)務(wu)公(gong)(gong)開(kai)(kai)標準化(hua)規范化(hua)工作(zuo)試點(dian)(dian)單(dan)位(wei)要繼續深(shen)化(hua)有關工作(zuo),根據26個(ge)(ge)指引進一步調整完善本(ben)級政(zheng)(zheng)務(wu)公(gong)(gong)開(kai)(kai)事項(xiang)標準目(mu)(mu)(mu)錄,于2020年(nian)9月(yue)30日前公(gong)(gong)布(bu);深(shen)圳市龍華區(qu)、珠海市金灣(wan)區(qu)、惠州市惠城區(qu)、東莞市大朗(lang)鎮、中山市坦(tan)洲鎮、湛(zhan)江市廉江市、肇(zhao)慶市端州區(qu)、清遠市清城區(qu)等(deng)8家(jia)(jia)試點(dian)(dian)成果推廣應用單(dan)位(wei)要根據26個(ge)(ge)指引加快編制(zhi)本(ben)級政(zheng)(zheng)務(wu)公(gong)(gong)開(kai)(kai)事項(xiang)標準目(mu)(mu)(mu)錄,于2020年(nian)10月(yue)31日前公(gong)(gong)布(bu)。上述(shu)15家(jia)(jia)單(dan)位(wei)要積極發揮(hui)示(shi)范帶動作(zuo)用,精心編制(zhi)調整本(ben)級政(zheng)(zheng)務(wu)公(gong)(gong)開(kai)(kai)事項(xiang)標準目(mu)(mu)(mu)錄,及時制(zhi)訂、修訂政(zheng)(zheng)務(wu)公(gong)(gong)開(kai)(kai)工作(zuo)制(zhi)度,為我省(sheng)其他基層政(zheng)(zheng)府(fu)提供借鑒。

  (五)加強基層政府信息規范管理。加(jia)強對政(zheng)(zheng)(zheng)府(fu)信(xin)(xin)(xin)息(xi)全(quan)(quan)生命周(zhou)期管(guan)理(li)(li),健全(quan)(quan)政(zheng)(zheng)(zheng)府(fu)信(xin)(xin)(xin)息(xi)公(gong)(gong)(gong)開(kai)(kai)屬性(xing)的(de)源頭(tou)認定(ding)機制(zhi),擬(ni)定(ding)公(gong)(gong)(gong)文(wen)時要提(ti)出公(gong)(gong)(gong)開(kai)(kai)屬性(xing)意(yi)見;嚴格執行保密審(shen)查制(zhi)度,印發公(gong)(gong)(gong)文(wen)時明(ming)確標注公(gong)(gong)(gong)開(kai)(kai)方式;建(jian)立健全(quan)(quan)政(zheng)(zheng)(zheng)府(fu)信(xin)(xin)(xin)息(xi)動態(tai)調(diao)整機制(zhi),每(mei)年度對不予公(gong)(gong)(gong)開(kai)(kai)的(de)政(zheng)(zheng)(zheng)府(fu)信(xin)(xin)(xin)息(xi)進行評估(gu),對因情勢變化(hua)可以公(gong)(gong)(gong)開(kai)(kai)的(de)信(xin)(xin)(xin)息(xi)予以公(gong)(gong)(gong)開(kai)(kai),對失效政(zheng)(zheng)(zheng)府(fu)信(xin)(xin)(xin)息(xi)進行清理(li)(li)規范,及時公(gong)(gong)(gong)開(kai)(kai)清理(li)(li)結果。積(ji)極依(yi)托全(quan)(quan)省(sheng)政(zheng)(zheng)(zheng)府(fu)網站(zhan)集約化(hua)平臺等信(xin)(xin)(xin)息(xi)化(hua)手段做好政(zheng)(zheng)(zheng)府(fu)信(xin)(xin)(xin)息(xi)管(guan)理(li)(li)工(gong)作,在集成(cheng)發布(bu)、精準推送、智能查詢、整合利用(yong)等方面(mian)加(jia)強探索創新。

  (六)推進政府網站規范化建設。充(chong)分發(fa)揮政(zheng)(zheng)(zheng)府(fu)(fu)(fu)網(wang)(wang)站政(zheng)(zheng)(zheng)務公(gong)(gong)(gong)開(kai)第一平臺作(zuo)用,按照《國務院辦公(gong)(gong)(gong)廳政(zheng)(zheng)(zheng)府(fu)(fu)(fu)信息(xi)(xi)與政(zheng)(zheng)(zheng)務公(gong)(gong)(gong)開(kai)辦公(gong)(gong)(gong)室關于規范政(zheng)(zheng)(zheng)府(fu)(fu)(fu)信息(xi)(xi)公(gong)(gong)(gong)開(kai)平臺有關事項的(de)通知》(國辦公(gong)(gong)(gong)開(kai)辦函〔2019〕61號(hao))要求,規范建設政(zheng)(zheng)(zheng)府(fu)(fu)(fu)信息(xi)(xi)公(gong)(gong)(gong)開(kai)專欄,集中發(fa)布縣(xian)級政(zheng)(zheng)(zheng)府(fu)(fu)(fu)及部(bu)(bu)門、鄉鎮(街(jie)道)應(ying)當(dang)主動(dong)公(gong)(gong)(gong)開(kai)的(de)政(zheng)(zheng)(zheng)府(fu)(fu)(fu)信息(xi)(xi),優化(hua)信息(xi)(xi)檢索和下載(zai)服(fu)務功能(neng),方便群眾及時了解工作(zuo)動(dong)態,共享工作(zuo)成(cheng)效。基層政(zheng)(zheng)(zheng)府(fu)(fu)(fu)要依托政(zheng)(zheng)(zheng)府(fu)(fu)(fu)門戶網(wang)(wang)站,整(zheng)合本(ben)級部(bu)(bu)門資源(yuan)與數據,設置統一的(de)辦事服(fu)務入口(kou)和互動(dong)交流入口(kou),搭建辦事和互動(dong)平臺。建立(li)健全網(wang)(wang)站意識(shi)形態安(an)(an)全和技(ji)術安(an)(an)全防(fang)護制(zhi)度,強化(hua)監測(ce)預(yu)警和應(ying)急處置,確(que)保網(wang)(wang)站運行穩定、可靠、安(an)(an)全。

  (七)推動政務新媒體做優做強。充分(fen)發揮政(zheng)(zheng)(zheng)務新媒體(ti)傳播(bo)速度快、受(shou)眾面(mian)廣、互動性強(qiang)的(de)優勢,把(ba)基(ji)(ji)層政(zheng)(zheng)(zheng)務新媒體(ti)打造成(cheng)為政(zheng)(zheng)(zheng)府信息公開和政(zheng)(zheng)(zheng)務輿情回應(ying)、引導重要(yao)平臺,權威傳播(bo)黨(dang)和政(zheng)(zheng)(zheng)府聲(sheng)音,鞏(gong)固拓展(zhan)主(zhu)流(liu)輿論陣地。積極借助基(ji)(ji)層融(rong)媒體(ti)中心,做優做強(qiang)“兩微一端”主(zhu)賬(zhang)號(hao),為建設省、市、縣(xian)三級聯動、整體(ti)發聲(sheng)的(de)政(zheng)(zheng)(zheng)務新媒體(ti)矩陣夯(hang)實基(ji)(ji)礎,結合地方特色為群(qun)眾提供(gong)權威準確的(de)政(zheng)(zheng)(zheng)務信息服(fu)(fu)務和便(bian)民服(fu)(fu)務。

  (八)拓寬基層政府線下公開渠道。依托(tuo)縣(xian)(市、區)、鎮(zhen)(街道)政務(wu)(wu)(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)(wu)(wu)大廳、便(bian)民(min)服(fu)務(wu)(wu)(wu)(wu)(wu)中心、不動產(chan)登記(ji)中心等服(fu)務(wu)(wu)(wu)(wu)(wu)事(shi)項集中窗(chuang)口(kou)單位(wei)以(yi)(yi)及(ji)檔(dang)案(an)館(guan)、圖(tu)書館(guan)等公(gong)(gong)共服(fu)務(wu)(wu)(wu)(wu)(wu)單位(wei),設(she)立政務(wu)(wu)(wu)(wu)(wu)公(gong)(gong)開(kai)(kai)專區,提供政府(fu)信(xin)息查(cha)詢、信(xin)息公(gong)(gong)開(kai)(kai)申請、辦(ban)事(shi)咨(zi)詢答復(fu)等服(fu)務(wu)(wu)(wu)(wu)(wu),讓企業和(he)群(qun)眾辦(ban)事(shi)更明白、更便(bian)捷。將政務(wu)(wu)(wu)(wu)(wu)公(gong)(gong)開(kai)(kai)觸角(jiao)延伸到基(ji)層農村(cun)末端,完(wan)善基(ji)層政務(wu)(wu)(wu)(wu)(wu)公(gong)(gong)開(kai)(kai)與村(cun)(居)務(wu)(wu)(wu)(wu)(wu)公(gong)(gong)開(kai)(kai)協同發展機(ji)制,指導支持村(cun)(居)民(min)委員會(hui)完(wan)善法(fa)定公(gong)(gong)開(kai)(kai)事(shi)項和(he)依法(fa)自治事(shi)項公(gong)(gong)開(kai)(kai)清單,優化(hua)公(gong)(gong)開(kai)(kai)方(fang)式,綜(zong)合(he)利用村(cun)(居)民(min)微信(xin)群(qun)、益農信(xin)息社(she)、公(gong)(gong)眾號、農村(cun)(社(she)區)公(gong)(gong)開(kai)(kai)欄(lan)以(yi)(yi)及(ji)廣播、電(dian)視、報(bao)紙等媒介發布政務(wu)(wu)(wu)(wu)(wu)信(xin)息,方(fang)便(bian)群(qun)眾查(cha)詢獲取。

  (九)完善基層行政決策公眾參與機制。完(wan)(wan)善(shan)民意匯(hui)集機制(zhi),對(dui)涉(she)及(ji)群(qun)眾切身利益、需要社會廣泛知曉的(de)公(gong)共政策措施、公(gong)共建設項目,要采取座談(tan)會、聽(ting)證會、實地走(zou)訪、書(shu)面(mian)征求(qiu)意見、向(xiang)社會公(gong)開征求(qiu)意見、問卷調(diao)查(cha)、民意調(diao)查(cha)等(deng)方式,充分(fen)聽(ting)取公(gong)眾意見,擴(kuo)大(da)公(gong)眾參與度,提(ti)高決策透明度。完(wan)(wan)善(shan)網絡問政處理機制(zhi)。依托政府網站、政務新媒體(ti)等(deng)載體(ti)建立(li)完(wan)(wan)善(shan)留(liu)言(yan)咨詢渠道(dao),建立(li)快速(su)高效的(de)留(liu)言(yan)辦理工作機制(zhi),認真辦理網民給地方領導(dao)各類留(liu)言(yan),及(ji)時釋疑解惑、引導(dao)預期。

   (十)推進辦事服務公開標準化。推(tui)行(xing)政(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)事(shi)(shi)(shi)項分級分層(ceng)管理,規(gui)范、準確(que)、及(ji)時(shi)公(gong)(gong)(gong)開(kai)(kai)和更新(xin)政(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)事(shi)(shi)(shi)項清單、辦(ban)事(shi)(shi)(shi)指(zhi)(zhi)南(nan)等(deng)信(xin)息(xi),確(que)保(bao)有服(fu)務(wu)(wu)(wu)必有指(zhi)(zhi)南(nan)、指(zhi)(zhi)南(nan)簡(jian)單易懂,實現(xian)線上(shang)線下一(yi)套標(biao)準;依托廣東政(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)網、“粵(yue)省(sheng)事(shi)(shi)(shi)”“粵(yue)商通(tong)”等(deng)平臺實現(xian)辦(ban)事(shi)(shi)(shi)過程信(xin)息(xi)公(gong)(gong)(gong)開(kai)(kai),方(fang)便辦(ban)事(shi)(shi)(shi)群眾及(ji)時(shi)掌握辦(ban)事(shi)(shi)(shi)進(jin)(jin)展情況;以高頻民生事(shi)(shi)(shi)項和涉(she)企事(shi)(shi)(shi)項為切入點,推(tui)行(xing)政(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)事(shi)(shi)(shi)項辦(ban)事(shi)(shi)(shi)指(zhi)(zhi)南(nan)標(biao)準化(hua)、簡(jian)單化(hua),并在廣東政(zheng)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)網專欄向社(she)會公(gong)(gong)(gong)開(kai)(kai)。各級主管部(bu)門要指(zhi)(zhi)導監(jian)督(du)教(jiao)育(yu)、衛生健(jian)康、生態環境、公(gong)(gong)(gong)共交(jiao)通(tong)、供(gong)水、供(gong)電、供(gong)氣等(deng)與基層(ceng)群眾利益密切相(xiang)關的公(gong)(gong)(gong)共企業(ye)事(shi)(shi)(shi)業(ye)單位,按照基層(ceng)政(zheng)務(wu)(wu)(wu)公(gong)(gong)(gong)開(kai)(kai)標(biao)準化(hua)規(gui)范化(hua)原則要求,推(tui)進(jin)(jin)相(xiang)關公(gong)(gong)(gong)共服(fu)務(wu)(wu)(wu)信(xin)息(xi)公(gong)(gong)(gong)開(kai)(kai),方(fang)便基層(ceng)群眾生產生活。

  (十一)健全完善政策解讀工作機制。認(ren)真落(luo)實(shi)(shi)《廣(guang)東(dong)省人民政(zheng)(zheng)府(fu)辦公廳關于印發(fa)廣(guang)東(dong)省政(zheng)(zheng)府(fu)系統政(zheng)(zheng)策(ce)解(jie)讀(du)(du)工作(zuo)細則(ze)(試行(xing))的(de)通知》(粵辦函〔2018〕360號)相(xiang)關規定,按照(zhao)“引導預(yu)期、同(tong)步(bu)解(jie)讀(du)(du)、跟蹤評估(gu)”總(zong)體要(yao)求(qiu)和(he)“誰(shui)起草、誰(shui)解(jie)讀(du)(du)”原則(ze),做(zuo)實(shi)(shi)做(zuo)精做(zuo)細解(jie)讀(du)(du)工作(zuo)。堅持解(jie)讀(du)(du)方案、解(jie)讀(du)(du)材(cai)料與政(zheng)(zheng)策(ce)文(wen)件同(tong)步(bu)組織(zhi)、同(tong)步(bu)審簽、同(tong)步(bu)部署,做(zuo)到政(zheng)(zheng)策(ce)公布(bu)時同(tong)步(bu)組織(zhi)開(kai)(kai)展(zhan)解(jie)讀(du)(du),解(jie)讀(du)(du)材(cai)料納入政(zheng)(zheng)府(fu)信(xin)息公開(kai)(kai)目錄。對涉(she)及企業發(fa)展(zhan)和(he)民生問題的(de)重(zhong)要(yao)政(zheng)(zheng)策(ce),要(yao)跟蹤評估(gu)政(zheng)(zheng)策(ce)實(shi)(shi)施效果,及時對相(xiang)關輿情和(he)社會關注點、誤解(jie)誤讀(du)(du)點進行(xing)回應,有針對性地釋疑(yi)解(jie)惑,必要(yao)時分段、多次、持續(xu)開(kai)(kai)展(zhan)解(jie)讀(du)(du)。

  (十二)健全政務輿情回應工作機制。結合本地實際(ji),推進建立政(zheng)務(wu)公開工(gong)作主管(guan)部(bu)門與宣傳、網信、公安、政(zheng)務(wu)服務(wu)、大數據(ju)(ju)管(guan)理(li)、融媒體中心等(deng)單位的(de)協(xie)同聯動機(ji)制,根據(ju)(ju)各自(zi)職責(ze)分工(gong),進一(yi)步強化對政(zheng)務(wu)輿(yu)情(qing)的(de)監測、研判(pan)和(he)(he)回應,共同做好基層(ceng)政(zheng)務(wu)輿(yu)情(qing)風險預(yu)警和(he)(he)應急處置工(gong)作。

  (十三)探索開展政府信息精準推送工作。探(tan)索建立信(xin)息定(ding)向(xiang)推送(song)(song)機制,對照政(zheng)務(wu)公開事(shi)項標準目錄,通(tong)(tong)過(guo)微(wei)信(xin)、短信(xin)、電子郵(you)箱、二維碼等(deng)方(fang)式向(xiang)特定(ding)服務(wu)人(ren)群精準推送(song)(song)政(zheng)府信(xin)息。充(chong)分利用(yong)數字政(zheng)府集約化建設規模(mo)效應,依托“粵省事(shi)”“粵商通(tong)(tong)”等(deng)數字平臺建立“政(zheng)策直通(tong)(tong)車(che)”機制,為企業、群眾定(ding)向(xiang)提供個性化政(zheng)府信(xin)息推送(song)(song)服務(wu)。

  四、保障措施

  (一)壓實工作責任。省政(zheng)府政(zheng)務(wu)(wu)公(gong)(gong)(gong)(gong)開(kai)主(zhu)管(guan)部門(men)要充分發揮專業指(zhi)導(dao)(dao)作(zuo)用(yong),加強對(dui)全(quan)省基層(ceng)政(zheng)務(wu)(wu)公(gong)(gong)(gong)(gong)開(kai)標(biao)準化(hua)(hua)規(gui)(gui)(gui)范(fan)化(hua)(hua)工(gong)作(zuo)的統籌協調和(he)督促(cu)指(zhi)導(dao)(dao)。各地級(ji)以上(shang)市(shi)政(zheng)府政(zheng)務(wu)(wu)公(gong)(gong)(gong)(gong)開(kai)主(zhu)管(guan)部門(men)要做(zuo)好(hao)本市(shi)基層(ceng)政(zheng)務(wu)(wu)公(gong)(gong)(gong)(gong)開(kai)標(biao)準化(hua)(hua)規(gui)(gui)(gui)范(fan)化(hua)(hua)的指(zhi)導(dao)(dao)協調和(he)監督檢查工(gong)作(zuo),將推(tui)進基層(ceng)政(zheng)務(wu)(wu)公(gong)(gong)(gong)(gong)開(kai)標(biao)準化(hua)(hua)規(gui)(gui)(gui)范(fan)化(hua)(hua)作(zuo)為本級(ji)政(zheng)務(wu)(wu)公(gong)(gong)(gong)(gong)開(kai)領導(dao)(dao)小組重要工(gong)作(zuo)予以部署推(tui)進。各縣(市(shi)、區)政(zheng)府要切實(shi)負(fu)起基層(ceng)政(zheng)務(wu)(wu)公(gong)(gong)(gong)(gong)開(kai)標(biao)準化(hua)(hua)規(gui)(gui)(gui)范(fan)化(hua)(hua)工(gong)作(zuo)主(zhu)體(ti)責(ze)任,認真(zhen)抓好(hao)國(guo)辦發〔2019〕54號文和(he)本實(shi)施(shi)意見有(you)關工(gong)作(zuo)任務(wu)(wu)落實(shi),并(bing)對(dui)鄉鎮(街道)加強具體(ti)指(zhi)導(dao)(dao)。

  (二)加強工作力量保障。全(quan)省各級(ji)政府(fu)特(te)別是基(ji)層(ceng)政府(fu),要進一步強化政務(wu)公(gong)開工(gong)(gong)作(zuo)職責,明確承擔工(gong)(gong)作(zuo)的機(ji)(ji)構和(he)人(ren)員,確保基(ji)層(ceng)政務(wu)公(gong)開工(gong)(gong)作(zuo)有(you)(you)機(ji)(ji)構承擔、有(you)(you)專(zhuan)人(ren)負責;加大教(jiao)育(yu)培訓(xun)力度,把政務(wu)公(gong)開工(gong)(gong)作(zuo)交流(liu)和(he)《政府(fu)信息公(gong)開條例》納(na)入基(ji)層(ceng)領(ling)導干部和(he)公(gong)務(wu)員教(jiao)育(yu)培訓(xun)內容,每年至(zhi)少組織1次集中學習培訓(xun),切實提升依(yi)(yi)法依(yi)(yi)規公(gong)開能力。

  (三)加強監督檢查。各地(di)級以上市政(zheng)(zheng)(zheng)府(fu)要將基層政(zheng)(zheng)(zheng)務(wu)(wu)公開標(biao)準(zhun)化(hua)(hua)規(gui)范(fan)(fan)化(hua)(hua)推進情(qing)況納入政(zheng)(zheng)(zheng)務(wu)(wu)公開工(gong)作(zuo)評價內(nei)容,尚未納入的應(ying)在2020年年底前納入。省政(zheng)(zheng)(zheng)府(fu)政(zheng)(zheng)(zheng)務(wu)(wu)公開工(gong)作(zuo)主管部門將把基層政(zheng)(zheng)(zheng)務(wu)(wu)公開標(biao)準(zhun)化(hua)(hua)規(gui)范(fan)(fan)化(hua)(hua)工(gong)作(zuo)納入省政(zheng)(zheng)(zheng)務(wu)(wu)公開考(kao)核(he)(he)和法治廣東建設考(kao)評范(fan)(fan)圍,并提高相關分值,切實(shi)加強對(dui)此(ci)項工(gong)作(zuo)的督(du)促、檢查和考(kao)核(he)(he);適時對(dui)各地(di)考(kao)核(he)(he)制度落實(shi)情(qing)況進行抽查、通(tong)報(bao),確保基層政(zheng)(zheng)(zheng)務(wu)(wu)公開標(biao)準(zhun)化(hua)(hua)規(gui)范(fan)(fan)化(hua)(hua)工(gong)作(zuo)有序推進、取得實(shi)效。
