  為深入貫徹習近平(ping)新(xin)時(shi)代中(zhong)(zhong)國(guo)特色社會主(zhu)義思想(xiang)和(he)黨(dang)(dang)的(de)十九(jiu)大精(jing)神,全(quan)面(mian)貫徹黨(dang)(dang)的(de)教(jiao)(jiao)(jiao)(jiao)育(yu)方針,落實立德樹人根(gen)本任務(wu)(wu)(wu),進(jin)一步規(gui)范普(pu)通(tong)中(zhong)(zhong)小(xiao)(xiao)學(xue)招(zhao)生(sheng)入學(xue)秩序,切實維(wei)護教(jiao)(jiao)(jiao)(jiao)育(yu)公(gong)平(ping),努力讓每(mei)個孩子都能享(xiang)有公(gong)平(ping)而有質(zhi)量的(de)教(jiao)(jiao)(jiao)(jiao)育(yu),根(gen)據(ju)《中(zhong)(zhong)華(hua)人民(min)(min)共(gong)和(he)國(guo)義務(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)法(fa)(fa)》《中(zhong)(zhong)華(hua)人民(min)(min)共(gong)和(he)國(guo)民(min)(min)辦教(jiao)(jiao)(jiao)(jiao)育(yu)促進(jin)法(fa)(fa)》和(he)《中(zhong)(zhong)共(gong)中(zhong)(zhong)央 國(guo)務(wu)(wu)(wu)院關(guan)于(yu)(yu)深化教(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)改(gai)革全(quan)面(mian)提高(gao)義務(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)質(zhi)量的(de)意(yi)見(jian)(jian)》《國(guo)務(wu)(wu)(wu)院辦公(gong)廳關(guan)于(yu)(yu)新(xin)時(shi)代推(tui)進(jin)普(pu)通(tong)高(gao)中(zhong)(zhong)育(yu)人方式改(gai)革的(de)指(zhi)導意(yi)見(jian)(jian)》《廣東省教(jiao)(jiao)(jiao)(jiao)育(yu)廳關(guan)于(yu)(yu)進(jin)一步規(gui)范普(pu)通(tong)中(zhong)(zhong)小(xiao)(xiao)學(xue)招(zhao)生(sheng)入學(xue)工(gong)作的(de)指(zhi)導意(yi)見(jian)(jian)》,以及《深圳市非深戶籍人員子女接受義務(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)管理辦法(fa)(fa)》《中(zhong)(zhong)共(gong)深圳市委 深圳市人民(min)(min)政(zheng)府(fu)印發〈關(guan)于(yu)(yu)推(tui)進(jin)教(jiao)(jiao)(jiao)(jiao)育(yu)高(gao)質(zhi)量發展的(de)意(yi)見(jian)(jian)〉的(de)通(tong)知》等法(fa)(fa)律法(fa)(fa)規(gui)、文件精(jing)神,現就做好我市2020年(nian)普(pu)通(tong)中(zhong)(zhong)小(xiao)(xiao)學(xue)招(zhao)生(sheng)入學(xue)工(gong)作通(tong)知如下:

  一、規范義務教育招生行為

  (一)強化屬地責任(ren),落(luo)實 “兩(liang)為主”

  1.落實“兩為(wei)(wei)主(zhu)”職責。各(ge)區(qu)(qu)(含新區(qu)(qu)、深汕特(te)別合作(zuo)區(qu)(qu),下同)政(zheng)府(fu)作(zuo)為(wei)(wei)發(fa)展和管理(li)義務(wu)教(jiao)育(yu)的(de)(de)(de)責任(ren)主(zhu)體和行為(wei)(wei)主(zhu)體,要強化責任(ren)意識,認(ren)真落實國(guo)家“兩為(wei)(wei)主(zhu)”要求(qiu),進(jin)一步提高進(jin)城務(wu)工人員隨遷子(zi)女在公辦(ban)義務(wu)教(jiao)育(yu)學校就讀(du)的(de)(de)(de)比例,增加公辦(ban)學位(wei)供給,統籌(chou)公辦(ban)民辦(ban)學校招(zhao)生,切實保(bao)障符(fu)合條件的(de)(de)(de)適齡(ling)兒(er)童、少年(nian)接受(shou)義務(wu)教(jiao)育(yu)的(de)(de)(de)權利(li)。堅決防止將政(zheng)府(fu)舉辦(ban)義務(wu)教(jiao)育(yu)的(de)(de)(de)責任(ren)推向(xiang)市場。各(ge)區(qu)(qu)要加強組(zu)織領(ling)導,成立義務(wu)教(jiao)育(yu)招(zhao)生工作(zuo)領(ling)導小組(zu),主(zhu)管區(qu)(qu)領(ling)導為(wei)(wei)組(zu)長(chang),及(ji)時(shi)妥善(shan)處(chu)理(li)本區(qu)(qu)義務(wu)教(jiao)育(yu)招(zhao)生中的(de)(de)(de)熱(re)點難點問題,定期召(zhao)開招(zhao)生工作(zuo)聯席會議,完善(shan)統籌(chou)協調工作(zuo)機(ji)制。

  2.落實義務教育招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)管理職責。各區教育行政部門(men)(men)要(yao)切實加(jia)強(qiang)(qiang)對義務教育招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)的(de)(de)組(zu)織和(he)管理,做好(hao)學位(wei)預(yu)測,及時(shi)公(gong)布學位(wei)供需情況(kuang),建(jian)(jian)立(li)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)預(yu)警機制(zhi),合理引導家長預(yu)期。要(yao)積極探索(suo)研(yan)制(zhi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)電(dian)子地圖,便于實時(shi)分析研(yan)判(pan)各學區學位(wei)供給動態變化情況(kuang),方便學生(sheng)(sheng)家長便捷(jie)查(cha)詢(xun)各學校招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范圍及學位(wei)供給信息(xi)。要(yao)科學制(zhi)定(ding)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)方案(an),做好(hao)網上招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)報(bao)名(ming)的(de)(de)組(zu)織工(gong)作(zuo),指導所屬學校及時(shi)、妥(tuo)(tuo)善處(chu)(chu)理招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)中出現的(de)(de)信訪問題(ti)。要(yao)簡化入(ru)學手(shou)續,加(jia)強(qiang)(qiang)部門(men)(men)聯動,充分利用現代(dai)信息(xi)技術(shu)手(shou)段實施多部門(men)(men)聯網審核驗(yan)證,共同做好(hao)適齡兒童(tong)、少(shao)年的(de)(de)就讀資格驗(yan)核工(gong)作(zuo)。要(yao)加(jia)強(qiang)(qiang)風險預(yu)判(pan),制(zhi)定(ding)完善應(ying)急預(yu)案(an),健全應(ying)急機制(zhi),及時(shi)發現并妥(tuo)(tuo)善處(chu)(chu)置苗頭性、傾向性問題(ti),快速穩妥(tuo)(tuo)處(chu)(chu)理突發事件,確保招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)學工(gong)作(zuo)平(ping)穩有序。要(yao)加(jia)強(qiang)(qiang)對招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)學工(gong)作(zuo)的(de)(de)監督(du)檢(jian)查(cha),建(jian)(jian)立(li)完善招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)學監督(du)工(gong)作(zuo)機制(zhi)。

  3.落實義務教育階(jie)段學(xue)校(xiao)招(zhao)(zhao)生(sheng)職責。各義務教育階(jie)段學(xue)校(xiao)要(yao)規范招(zhao)(zhao)生(sheng)行(xing)為,應當(dang)公示(shi)招(zhao)(zhao)生(sheng)政策、招(zhao)(zhao)生(sheng)計劃、招(zhao)(zhao)生(sheng)片區、招(zhao)(zhao)生(sheng)程序(xu)、招(zhao)(zhao)生(sheng)結果、咨詢投訴電(dian)話,不得擅(shan)自跨(kua)片區招(zhao)(zhao)生(sheng),不得擅(shan)自接收(shou)學(xue)生(sheng)跨(kua)片區擇(ze)校(xiao)就讀。要(yao)指導適齡兒童(tong)、少年的(de)家(jia)長按時(shi)申請(qing)學(xue)位(wei),按要(yao)求及時(shi)、準確提供就讀信息。

  (二)堅持(chi)免(mian)試(shi)就近入學,合理確(que)定招生范圍

  1.堅(jian)持免試就近(jin)入(ru)(ru)學。所(suo)有公辦(ban)民辦(ban)學校(xiao)(xiao)都要嚴格遵守并全面落實義(yi)務(wu)教育免試入(ru)(ru)學規定(ding)。堅(jian)決整治公辦(ban)民辦(ban)學校(xiao)(xiao)通過面試、面談、人機對話、體驗活動、簡歷(li)材(cai)料(liao)等(deng)方式為依據(ju)的“掐(qia)尖”招生、提前招生、違規爭搶(qiang)生源(yuan)的行為。市局(ju)直(zhi)屬學校(xiao)(xiao)義(yi)務(wu)教育招生工作納入(ru)(ru)所(suo)在區(qu)教育行政部(bu)門統一管理(li)。

  2.合理確(que)定(ding)(ding)招(zhao)生(sheng)(sheng)范(fan)圍。各區(qu)(qu)教(jiao)(jiao)育(yu)(yu)行政(zheng)部(bu)門要(yao)嚴(yan)格按照(zhao)“學(xue)校(xiao)(xiao)(xiao)(xiao)劃片招(zhao)生(sheng)(sheng)、生(sheng)(sheng)源(yuan)就近(jin)入(ru)學(xue)”的(de)目標要(yao)求,綜(zong)合考(kao)慮適(shi)(shi)齡(ling)兒童、少(shao)年人數、學(xue)校(xiao)(xiao)(xiao)(xiao)分布、學(xue)校(xiao)(xiao)(xiao)(xiao)規模、交通(tong)狀況(kuang)等(deng)因素,采取(qu)單校(xiao)(xiao)(xiao)(xiao)劃片或多校(xiao)(xiao)(xiao)(xiao)劃片等(deng)方式(shi),為每所公辦義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)學(xue)校(xiao)(xiao)(xiao)(xiao)劃定(ding)(ding)服務(wu)(wu)片區(qu)(qu)范(fan)圍,確(que)保各片區(qu)(qu)之間教(jiao)(jiao)育(yu)(yu)資源(yuan)大致均衡。在(zai)對學(xue)校(xiao)(xiao)(xiao)(xiao)原(yuan)(yuan)招(zhao)生(sheng)(sheng)范(fan)圍進行較大調整時,要(yao)充(chong)分聽(ting)取(qu)群眾意見,審(shen)慎論證,提前(qian)公告(gao)。片區(qu)(qu)確(que)定(ding)(ding)后(hou),應在(zai)一(yi)段時期(qi)內保持相對穩(wen)定(ding)(ding)。民辦義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)學(xue)校(xiao)(xiao)(xiao)(xiao)原(yuan)(yuan)則上面向本區(qu)(qu)范(fan)圍內招(zhao)生(sheng)(sheng),在(zai)滿(man)足本區(qu)(qu)符合條件的(de)適(shi)(shi)齡(ling)兒童、少(shao)年入(ru)學(xue)需(xu)求后(hou),仍有剩余招(zhao)生(sheng)(sheng)計劃且(qie)有住宿條件的(de),經學(xue)校(xiao)(xiao)(xiao)(xiao)申請,區(qu)(qu)教(jiao)(jiao)育(yu)(yu)行政(zheng)部(bu)門審(shen)核,報市教(jiao)(jiao)育(yu)(yu)局同意,可跨區(qu)(qu)招(zhao)收少(shao)量學(xue)生(sheng)(sheng)。民辦義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)學(xue)校(xiao)(xiao)(xiao)(xiao)應在(zai)教(jiao)(jiao)育(yu)(yu)行政(zheng)部(bu)門核定(ding)(ding)的(de)招(zhao)生(sheng)(sheng)范(fan)圍內招(zhao)生(sheng)(sheng)。

  (三)剛性實施入學(xue)(xue)政策,完善積(ji)(ji)分(fen)入學(xue)(xue)細(xi)則。所(suo)有公(gong)(gong)辦民辦學(xue)(xue)校要嚴(yan)格按(an)照(zhao)《深圳市(shi)非深戶籍人員子(zi)(zi)女(nv)(nv)接(jie)受(shou)義務教(jiao)育管理辦法》規定的入學(xue)(xue)條件(jian)(jian)招生。各區教(jiao)育行政部門要不斷優化和完善積(ji)(ji)分(fen)入學(xue)(xue)實施細(xi)則,充分(fen)體現(xian)教(jiao)育公(gong)(gong)平,合理設(she)置積(ji)(ji)分(fen)類別、項(xiang)目、標(biao)準和分(fen)值(zhi),根(gen)據積(ji)(ji)分(fen)情況和招生計劃安排學(xue)(xue)位,實施過程中(zhong)要做到積(ji)(ji)分(fen)標(biao)準、積(ji)(ji)分(fen)結果、學(xue)(xue)位安排“三公(gong)(gong)開”。積(ji)(ji)分(fen)入學(xue)(xue)細(xi)則要充分(fen)征求轄區居民意見,在招生工作實施前報市(shi)教(jiao)育局(ju)備(bei)案。2020年全(quan)面取消各類特(te)長(chang)生招生。對烈士子(zi)(zi)女(nv)(nv)、符合條件(jian)(jian)的現(xian)役軍(jun)人子(zi)(zi)女(nv)(nv)及復退軍(jun)人子(zi)(zi)女(nv)(nv)、消防(fang)救援隊伍(wu)人員子(zi)(zi)女(nv)(nv)、公(gong)(gong)安英(ying)模(mo)和因公(gong)(gong)犧牲傷殘警(jing)察子(zi)(zi)女(nv)(nv)、高層(ceng)次人才子(zi)(zi)女(nv)(nv)等享受(shou)優惠政策人員子(zi)(zi)女(nv)(nv)實施教(jiao)育優待政策,并向(xiang)社(she)會(hui)公(gong)(gong)示。

  (四)完善(shan)民(min)辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)招生(sheng)(sheng)管理。各(ge)區(qu)教(jiao)育(yu)(yu)行(xing)政部(bu)(bu)門(men)要將民(min)辦義(yi)務(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)招生(sheng)(sheng)納入(ru)統一管理,與公(gong)(gong)辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)同(tong)步(bu)招生(sheng)(sheng)。民(min)辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)的(de)學(xue)(xue)(xue)(xue)位由(you)政府統籌安(an)排或者(zhe)政府直接(jie)向民(min)辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)購(gou)買學(xue)(xue)(xue)(xue)位的(de),具體辦法由(you)區(qu)教(jiao)育(yu)(yu)行(xing)政部(bu)(bu)門(men)確定。要進一步(bu)加(jia)強對民(min)辦義(yi)務(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)招生(sheng)(sheng)工作指導和(he)(he)管理,統一規范學(xue)(xue)(xue)(xue)生(sheng)(sheng)報讀民(min)辦義(yi)務(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)的(de)方法和(he)(he)途徑。民(min)辦義(yi)務(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)的(de)招生(sheng)(sheng)計劃和(he)(he)招生(sheng)(sheng)方案,要報主(zhu)管教(jiao)育(yu)(yu)行(xing)政部(bu)(bu)門(men)審核后(hou)實施(shi)。2020年對面(mian)向全(quan)區(qu)招生(sheng)(sheng)且報名人(ren)(ren)數超過招生(sheng)(sheng)計劃數的(de)民(min)辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao),全(quan)部(bu)(bu)實行(xing)電(dian)(dian)腦(nao)隨(sui)機搖(yao)號錄取。辦學(xue)(xue)(xue)(xue)層次(ci)同(tong)時包(bao)括小學(xue)(xue)(xue)(xue)和(he)(he)初(chu)(chu)中(zhong)(zhong)的(de)民(min)辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao),應(ying)首先通過直升或電(dian)(dian)腦(nao)隨(sui)機搖(yao)號方式招收本校(xiao)(xiao)(xiao)自愿(yuan)報讀初(chu)(chu)中(zhong)(zhong)的(de)小學(xue)(xue)(xue)(xue)畢業生(sheng)(sheng),剩余(yu)的(de)招生(sheng)(sheng)計劃應(ying)公(gong)(gong)開報名,實行(xing)電(dian)(dian)腦(nao)隨(sui)機搖(yao)號錄取。民(min)辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)電(dian)(dian)腦(nao)隨(sui)機搖(yao)號錄取的(de)實施(shi)辦法由(you)市教(jiao)育(yu)(yu)局統一制定,各(ge)區(qu)教(jiao)育(yu)(yu)行(xing)政部(bu)(bu)門(men)制定操作細則并(bing)組織實施(shi)。電(dian)(dian)腦(nao)隨(sui)機錄取工作要做到全(quan)程錄像,并(bing)邀(yao)請公(gong)(gong)證(zheng)機構人(ren)(ren)員、紀檢人(ren)(ren)員、人(ren)(ren)大代表(biao)(biao)、政協委員、新聞媒體代表(biao)(biao)和(he)(he)學(xue)(xue)(xue)(xue)生(sheng)(sheng)家長代表(biao)(biao)全(quan)程監督(du)。

  (五)提高(gao)(gao)殘(can)疾兒童(tong)少(shao)年(nian)入學(xue)率(lv),提升特殊(shu)教(jiao)(jiao)(jiao)育(yu)(yu)質量。各區(qu)要(yao)按國家要(yao)求(qiu),確保2020年(nian)殘(can)疾兒童(tong)、少(shao)年(nian)義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)入學(xue)率(lv)達到(dao)95%以(yi)(yi)上。按照(zhao)“全覆(fu)蓋、零拒絕”的(de)(de)(de)要(yao)求(qiu),根(gen)據適齡(ling)殘(can)疾兒童(tong)、少(shao)年(nian)的(de)(de)(de)實際情況,制(zhi)訂教(jiao)(jiao)(jiao)育(yu)(yu)安(an)置(zhi)方(fang)案,落實“一人(ren)一案”,通(tong)過普通(tong)學(xue)校就(jiu)讀(du)、特殊(shu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)校就(jiu)讀(du)、送教(jiao)(jiao)(jiao)上門(men)等(deng)(deng)多種方(fang)式(shi),逐一做好入學(xue)安(an)置(zhi)工作(zuo)。原(yuan)則上各區(qu)要(yao)建(jian)(jian)設(she)(she)至少(shao)1所獨立設(she)(she)置(zhi)的(de)(de)(de)義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)階(jie)段綜合性(xing)特殊(shu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)校。招(zhao)收(shou)殘(can)疾學(xue)生(sheng)(sheng)5人(ren)以(yi)(yi)上的(de)(de)(de)普通(tong)學(xue)校要(yao)按規定建(jian)(jian)設(she)(she)特殊(shu)教(jiao)(jiao)(jiao)育(yu)(yu)資源教(jiao)(jiao)(jiao)室,按標(biao)準配備專(zhuan)職資源教(jiao)(jiao)(jiao)師(shi)。市、區(qu)特殊(shu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)校科學(xue)設(she)(she)置(zhi)招(zhao)生(sheng)(sheng)類別(bie)、學(xue)段,錯位(wei)發展,協調發展。視障教(jiao)(jiao)(jiao)育(yu)(yu)、聽障教(jiao)(jiao)(jiao)育(yu)(yu)以(yi)(yi)市為主,智力障礙(ai)等(deng)(deng)其他類型的(de)(de)(de)義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)以(yi)(yi)區(qu)為主。市屬特殊(shu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)校要(yao)擴(kuo)大高(gao)(gao)中(zhong)階(jie)段招(zhao)生(sheng)(sheng)規模(mo),讓完成義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)的(de)(de)(de)殘(can)疾學(xue)生(sheng)(sheng)都能接受適宜的(de)(de)(de)高(gao)(gao)中(zhong)階(jie)段教(jiao)(jiao)(jiao)育(yu)(yu)。

  (六)加強招(zhao)生(sheng)(sheng)計(ji)劃(hua)管理,消除大(da)班(ban)額。各區教育行政部(bu)門(men)要(yao)結合學(xue)(xue)校辦(ban)(ban)學(xue)(xue)規(gui)模、辦(ban)(ban)學(xue)(xue)條件(jian),科(ke)學(xue)(xue)核(he)定(ding)公(gong)辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)校招(zhao)生(sheng)(sheng)計(ji)劃(hua),于招(zhao)生(sheng)(sheng)工作(zuo)啟動前1周(zhou)向社會公(gong)布(bu)。嚴(yan)格控制存在大(da)班(ban)額和大(da)校額學(xue)(xue)校的招(zhao)生(sheng)(sheng)計(ji)劃(hua)。嚴(yan)禁(jin)超(chao)計(ji)劃(hua)招(zhao)生(sheng)(sheng),各義(yi)務教育學(xue)(xue)校起始年級嚴(yan)格按照標(biao)準班(ban)額招(zhao)生(sheng)(sheng),堅決(jue)防(fang)止(zhi)產生(sheng)(sheng)新(xin)的大(da)班(ban)額,確保2020年基本消除大(da)班(ban)額。

  (七)落(luo)(luo)實(shi)控輟(chuo)保(bao)學(xue)(xue)法(fa)(fa)(fa)定職責。各區教(jiao)育(yu)(yu)行政部門(men)和(he)學(xue)(xue)校(xiao)要(yao)嚴(yan)(yan)格落(luo)(luo)實(shi)《義(yi)務教(jiao)育(yu)(yu)法(fa)(fa)(fa)》《未成(cheng)年(nian)人(ren)保(bao)護(hu)法(fa)(fa)(fa)》等法(fa)(fa)(fa)律(lv)規定,依法(fa)(fa)(fa)保(bao)障適(shi)齡兒童、少年(nian)接受(shou)義(yi)務教(jiao)育(yu)(yu)的權利,要(yao)嚴(yan)(yan)格履行控輟(chuo)保(bao)學(xue)(xue)法(fa)(fa)(fa)定職責,完善聯控聯保(bao)工(gong)作(zuo)機制,落(luo)(luo)實(shi)失學(xue)(xue)輟(chuo)學(xue)(xue)學(xue)(xue)生勸返(fan)復學(xue)(xue)、登記和(he)書面報告責任(ren)制度,建立完善控輟(chuo)保(bao)學(xue)(xue)工(gong)作(zuo)臺賬,共同做好控輟(chuo)保(bao)學(xue)(xue)工(gong)作(zuo)。適(shi)齡兒童、少年(nian)因身體狀況確需延緩入(ru)學(xue)(xue)或者休學(xue)(xue)的,其(qi)父(fu)母或者其(qi)他法(fa)(fa)(fa)定監護(hu)人(ren)應當提出申請,由(you)所在區教(jiao)育(yu)(yu)行政部門(men)批(pi)準(zhun)。依法(fa)(fa)(fa)查處以在家(jia)學(xue)(xue)習、接受(shou)“私塾(shu)”“讀經班”等培訓(xun)替代國家(jia)統(tong)一實(shi)施的義(yi)務教(jiao)育(yu)(yu)的行為。嚴(yan)(yan)格外(wai)籍(ji)(ji)人(ren)員子女學(xue)(xue)校(xiao)招生管理,不得招收(shou)中國籍(ji)(ji)學(xue)(xue)生。

  二、加強普通高中招生管理

  (一(yi))剛(gang)性執(zhi)行(xing)高(gao)(gao)(gao)中(zhong)(zhong)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃。各(ge)(ge)區教(jiao)育行(xing)政(zheng)部(bu)門(men)和高(gao)(gao)(gao)中(zhong)(zhong)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)要(yao)提高(gao)(gao)(gao)政(zheng)治(zhi)站位,響應市民對于我市高(gao)(gao)(gao)中(zhong)(zhong)學(xue)(xue)(xue)(xue)位供需矛盾關切,嚴(yan)(yan)格按照教(jiao)育部(bu)門(men)下(xia)發的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃文件(jian)執(zhi)行(xing)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃和招(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍,不得隨意(yi)變更招(zhao)(zhao)生(sheng)(sheng)(sheng)規模(mo)。招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃一(yi)經下(xia)達,原則上不再受理調整招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃的(de)申(shen)請,確保招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃的(de)嚴(yan)(yan)肅性。各(ge)(ge)級(ji)教(jiao)育行(xing)政(zheng)部(bu)門(men)、各(ge)(ge)高(gao)(gao)(gao)中(zhong)(zhong)階段學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)根據(ju)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃的(de)要(yao)求,認真做好(hao)招(zhao)(zhao)生(sheng)(sheng)(sheng)的(de)各(ge)(ge)項準備(bei)工(gong)作(zuo),確保學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)正常開學(xue)(xue)(xue)(xue)。民辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)納入(ru)統一(yi)管理,并與(yu)公(gong)(gong)辦學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)同步(bu)招(zhao)(zhao)生(sheng)(sheng)(sheng)。各(ge)(ge)校(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃的(de)執(zhi)行(xing)情(qing)況,將(jiang)作(zuo)為學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)自主招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃安排(pai)、規范(fan)辦學(xue)(xue)(xue)(xue)、辦學(xue)(xue)(xue)(xue)水(shui)平、辦學(xue)(xue)(xue)(xue)效益評(ping)估以(yi)及評(ping)先、評(ping)優等的(de)主要(yao)指標。全(quan)市公(gong)(gong)辦高(gao)(gao)(gao)中(zhong)(zhong)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)應堅持滿(man)規模(mo)招(zhao)(zhao)生(sheng)(sheng)(sheng)。2020年全(quan)面取消直(zhi)升生(sheng)(sheng)(sheng)。

  (二)落實指標(biao)到校(xiao)(xiao)政策。認真落實指標(biao)到校(xiao)(xiao)政策要(yao)求,每(mei)所優(you)質普(pu)通(tong)高中(zhong)學校(xiao)(xiao)要(yao)安(an)排不(bu)低于50%的招生(sheng)名額,主要(yao)按初中(zhong)學校(xiao)(xiao)在校(xiao)(xiao)生(sheng)數(shu),直接分配(pei)到全市各初中(zhong)學校(xiao)(xiao)(含民辦),促進義務教育均(jun)衡發展和初中(zhong)教育質量全面提高。

  (三)統籌(chou)規范(fan)全(quan)市(shi)(shi)高(gao)中自(zi)主(zhu)(zhu)招(zhao)生(sheng)工作。根(gen)據廣東省教(jiao)育廳關(guan)于進一步完善(shan)和規范(fan)自(zi)主(zhu)(zhu)招(zhao)生(sheng)的相關(guan)要求,市(shi)(shi)教(jiao)育局(ju)全(quan)面統籌(chou)高(gao)中自(zi)主(zhu)(zhu)招(zhao)生(sheng)工作,規范(fan)普通(tong)高(gao)中學校開展自(zi)主(zhu)(zhu)招(zhao)生(sheng)改(gai)革試點,自(zi)主(zhu)(zhu)招(zhao)生(sheng)比例原(yuan)則上不(bu)超(chao)過學校年(nian)度招(zhao)生(sheng)計劃的10%。自(zi)主(zhu)(zhu)招(zhao)生(sheng)對象(xiang)主(zhu)(zhu)要為具(ju)有創(chuang)新(xin)潛質和學科特長的學生(sheng)。2020年(nian)全(quan)市(shi)(shi)普通(tong)高(gao)中自(zi)主(zhu)(zhu)招(zhao)生(sheng)按照市(shi)(shi)教(jiao)育局(ju)出臺(tai)制定的《深圳市(shi)(shi)教(jiao)育局(ju)關(guan)于做(zuo)好2020年(nian)普通(tong)高(gao)中學校自(zi)主(zhu)(zhu)招(zhao)生(sheng)工作的通(tong)知》實施(shi)。

  (四)規范(fan)學校(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)行為。積極探索基于初中(zhong)(zhong)學業(ye)水平(ping)考(kao)試成(cheng)績、結合綜合素質表(biao)現(xian)評價(jia)的高中(zhong)(zhong)階(jie)段學校(xiao)(xiao)考(kao)試招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)錄取模式。所有高中(zhong)(zhong)學校(xiao)(xiao)(含民辦(ban)普通高中(zhong)(zhong))需嚴(yan)格(ge)按(an)照(zhao)規定的招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范(fan)圍(wei)、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)方式進(jin)行統一招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)禁違規爭搶(qiang)生(sheng)(sheng)(sheng)(sheng)(sheng)源、“掐尖”招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、跨市(shi)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、超計(ji)劃(hua)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)和(he)提前招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)禁招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)收“掛讀(du)生(sheng)(sheng)(sheng)(sheng)(sheng)”、“擇(ze)校(xiao)(xiao)生(sheng)(sheng)(sheng)(sheng)(sheng)”和(he)變(bian)相(xiang)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)收“借讀(du)生(sheng)(sheng)(sheng)(sheng)(sheng)”。嚴(yan)格(ge)控制(zhi)加分(fen)項目及分(fen)值,規范(fan)資(zi)格(ge)審查制(zhi)度。

  三、加強新生入學管理

  (一)加強學(xue)(xue)(xue)生分(fen)班(ban)(ban)(ban)(ban)(ban)(ban)管理。各義務教育(yu)階段學(xue)(xue)(xue)校要(yao)實行均衡編班(ban)(ban)(ban)(ban)(ban)(ban),嚴(yan)禁舉(ju)辦重(zhong)點班(ban)(ban)(ban)(ban)(ban)(ban),包(bao)括(kuo)以特長班(ban)(ban)(ban)(ban)(ban)(ban)、特色(se)班(ban)(ban)(ban)(ban)(ban)(ban)、快慢班(ban)(ban)(ban)(ban)(ban)(ban)、尖(jian)子班(ban)(ban)(ban)(ban)(ban)(ban)、興趣班(ban)(ban)(ban)(ban)(ban)(ban)和“奧賽”班(ban)(ban)(ban)(ban)(ban)(ban)、實驗(yan)班(ban)(ban)(ban)(ban)(ban)(ban)、國際班(ban)(ban)(ban)(ban)(ban)(ban)等名(ming)義的(de)(de)變(bian)相(xiang)重(zhong)點班(ban)(ban)(ban)(ban)(ban)(ban)。普通高中學(xue)(xue)(xue)校要(yao)根據普通高中課(ke)(ke)程方案和學(xue)(xue)(xue)生選課(ke)(ke)情況,合理排課(ke)(ke)編班(ban)(ban)(ban)(ban)(ban)(ban),科學(xue)(xue)(xue)制(zhi)訂選課(ke)(ke)走(zou)班(ban)(ban)(ban)(ban)(ban)(ban)指南(nan)和課(ke)(ke)程實施(shi)方案,確保課(ke)(ke)程之(zhi)間(jian)、年級之(zhi)間(jian)的(de)(de)均衡性和學(xue)(xue)(xue)科學(xue)(xue)(xue)習的(de)(de)連貫性。

  (二)嚴(yan)(yan)格規(gui)范學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理(li)。學(xue)(xue)(xue)(xue)校(xiao)(xiao)應當從學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)(xue)之(zhi)日起(qi)1個(ge)月(yue)內(nei)為學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)建(jian)(jian)(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)檔(dang)案,其中,殘(can)疾(ji)程(cheng)度較(jiao)重(zhong)、無法進入學(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)習(xi)的(de)(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng),由(you)承擔送教(jiao)上(shang)門(men)的(de)(de)學(xue)(xue)(xue)(xue)校(xiao)(xiao)建(jian)(jian)(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)校(xiao)(xiao)要(yao)嚴(yan)(yan)格落實(shi)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理(li)“一人一籍(ji)(ji)(ji),籍(ji)(ji)(ji)隨(sui)人走”的(de)(de)要(yao)求(qiu),不得(de)以虛假(jia)信息建(jian)(jian)(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不得(de)重(zhong)復建(jian)(jian)(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不得(de)擅自刪除學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)電子學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)信息。未(wei)經義務教(jiao)育(yu)招(zhao)生(sheng)(sheng)(sheng)平(ping)臺報名錄(lu)取的(de)(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)不予建(jian)(jian)(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。對于未(wei)經學(xue)(xue)(xue)(xue)校(xiao)(xiao)批準(zhun),不按(an)學(xue)(xue)(xue)(xue)校(xiao)(xiao)規(gui)定期限到校(xiao)(xiao)辦(ban)理(li)注冊者,不予以建(jian)(jian)(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。各區教(jiao)育(yu)行政主管部門(men)要(yao)加強(qiang)對學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)工作的(de)(de)核(he)查(cha),及時查(cha)處和糾正學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)建(jian)(jian)(jian)(jian)(jian)檔(dang)過(guo)程(cheng)中的(de)(de)不規(gui)范行為,嚴(yan)(yan)禁“人籍(ji)(ji)(ji)分離”、“雙(shuang)重(zhong)學(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)”等情況出現。

  (三)加強(qiang)課(ke)程教(jiao)材(cai)(cai)管理。各區教(jiao)育(yu)(yu)行政(zheng)部(bu)門要加強(qiang)對教(jiao)材(cai)(cai)使(shi)(shi)用(yong)(yong)情況(kuang)的檢查,嚴格遵照《中共(gong)中央(yang) 國(guo)(guo)務院(yuan)關于深(shen)化教(jiao)育(yu)(yu)教(jiao)學(xue)改革全面提高(gao)義務教(jiao)育(yu)(yu)質量(liang)的意見》和《中小(xiao)學(xue)教(jiao)材(cai)(cai)管理辦法》要求,不得以地方課(ke)程教(jiao)材(cai)(cai)、校本課(ke)程教(jiao)材(cai)(cai)等替代國(guo)(guo)家(jia)課(ke)程教(jiao)材(cai)(cai)。義務教(jiao)育(yu)(yu)學(xue)校不得引進境(jing)外(wai)課(ke)程、使(shi)(shi)用(yong)(yong)境(jing)外(wai)教(jiao)材(cai)(cai)、使(shi)(shi)用(yong)(yong)未經審定(ding)教(jiao)材(cai)(cai)。普通高(gao)中選用(yong)(yong)境(jing)外(wai)教(jiao)材(cai)(cai),按照國(guo)(guo)家(jia)有關政(zheng)策執行。

  四、建立考核和問責雙機制,確保招生工作全面落地

  市、區教(jiao)育督(du)導部門要將中小學(xue)(xue)(xue)招(zhao)生(sheng)入(ru)學(xue)(xue)(xue)工作納入(ru)責(ze)任督(du)學(xue)(xue)(xue)日常督(du)導范圍,嚴肅查(cha)處違(wei)反教(jiao)育部“十項嚴禁”紀(ji)律(lv)要求(qiu)和(he)(he)省教(jiao)育廳“六項規(gui)定”等違(wei)反招(zhao)生(sheng)政(zheng)策和(he)(he)紀(ji)律(lv)以及擾(rao)亂中小學(xue)(xue)(xue)入(ru)學(xue)(xue)(xue)招(zhao)生(sheng)秩序的(de)行(xing)為。對違(wei)規(gui)操(cao)作,查(cha)有實(shi)據,造(zao)成重(zhong)大輿情,引(yin)發社會(hui)不(bu)(bu)穩定,造(zao)成不(bu)(bu)良影響的(de)單位(wei)和(he)(he)個人實(shi)行(xing)問責(ze)。對于(yu)(yu)未(wei)落實(shi)《中共(gong)中央 國務院關于(yu)(yu)深(shen)化(hua)教(jiao)育教(jiao)學(xue)(xue)(xue)改革(ge)全面提高(gao)義(yi)務教(jiao)育質(zhi)量的(de)意見》中義(yi)務教(jiao)育招(zhao)生(sheng)入(ru)學(xue)(xue)(xue)規(gui)定要求(qiu),或者出(chu)現轄區內(nei)義(yi)務教(jiao)育階段(duan)學(xue)(xue)(xue)校違(wei)規(gui)考試招(zhao)生(sheng)行(xing)為的(de),視(shi)同(tong)為落實(shi)中央和(he)(he)國家(jia)重(zhong)大政(zheng)策不(bu)(bu)力,納入(ru)政(zheng)府(fu)履(lv)行(xing)教(jiao)育職責(ze)評價(jia)。
