為深(shen)入貫徹(che)落實習近平(ping)新時代中(zhong)(zhong)國特(te)色社會主義思(si)想和黨的十(shi)九大精神,努力(li)讓每個孩子(zi)都能享有公平(ping)而有質量的教(jiao)(jiao)育,根據《中(zhong)(zhong)華(hua)人民(min)共和國義務(wu)教(jiao)(jiao)育法》和《教(jiao)(jiao)育部辦公廳(ting)關于(yu)做好(hao)2018年普通(tong)(tong)中(zhong)(zhong)小學招生入學工作的通(tong)(tong)知》(教(jiao)(jiao)基廳(ting)〔2018〕5號)、《廣東省教(jiao)(jiao)育廳(ting)轉(zhuan)發關于(yu)做好(hao)2018年普通(tong)(tong)中(zhong)(zhong)小學招生入學工作的通(tong)(tong)知》(粵教(jiao)(jiao)基函(han)〔2018〕34號)及《深(shen)圳市(shi)非深(shen)戶籍人員子(zi)女接受義務(wu)教(jiao)(jiao)育管理辦法》(深(shen)府規(gui)〔2018〕3號)要求,現就做好(hao)我市(shi)2018年度(du)普通(tong)(tong)中(zhong)(zhong)小學招生入學工作通(tong)(tong)知如下:
一、統籌制定義務教育招生工作方案
各區(qu)(含新(xin)區(qu),下同)要(yao)認真貫徹教(jiao)(jiao)育(yu)(yu)(yu)部(bu)、省教(jiao)(jiao)育(yu)(yu)(yu)廳(ting)印發的(de)關(guan)于做好(hao)2018年普通中小學(xue)(xue)招(zhao)生(sheng)入學(xue)(xue)工(gong)作(zuo)的(de)通知要(yao)求(qiu),領會新(xin)時代對教(jiao)(jiao)育(yu)(yu)(yu)工(gong)作(zuo)的(de)新(xin)理念、新(xin)要(yao)求(qiu),結合本地實際,制定義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)招(zhao)生(sheng)工(gong)作(zuo)方案,將義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)階(jie)段(duan)民辦(ban)(ban)學(xue)(xue)校招(zhao)生(sheng)入學(xue)(xue)工(gong)作(zuo)納入各區(qu)教(jiao)(jiao)育(yu)(yu)(yu)行政部(bu)門統一管理,統籌做好(hao)義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)階(jie)段(duan)公辦(ban)(ban)和(he)(he)民辦(ban)(ban)學(xue)(xue)校、戶籍學(xue)(xue)齡人口和(he)(he)隨遷子女的(de)招(zhao)生(sheng)入學(xue)(xue)工(gong)作(zuo),破解存在的(de)熱點難點問題,確保招(zhao)生(sheng)入學(xue)(xue)平穩有序,促進教(jiao)(jiao)育(yu)(yu)(yu)公平,不斷提升教(jiao)(jiao)育(yu)(yu)(yu)治(zhi)理水平。
二、嚴格執行義務教育免試就近入學要求
(一)堅持免試就(jiu)近(jin)入學(xue)。各義(yi)務教(jiao)育階段(duan)公(gong)辦學(xue)校(xiao)(xiao)要嚴(yan)格實行免試就(jiu)近(jin)入學(xue)制度。各區(qu)(qu)要合(he)理確定(ding)招生(sheng)(sheng)(sheng)(sheng)片區(qu)(qu),根據適齡(ling)兒童人(ren)數、學(xue)校(xiao)(xiao)分布、所(suo)在(zai)社(she)區(qu)(qu)、學(xue)校(xiao)(xiao)規模、交通(tong)狀況等(deng)因素,按(an)照就(jiu)近(jin)入學(xue)的(de)原則,為每所(suo)義(yi)務教(jiao)育學(xue)校(xiao)(xiao)劃(hua)(hua)定(ding)片區(qu)(qu)范圍(wei)。義(yi)務教(jiao)育階段(duan)學(xue)校(xiao)(xiao)應當公(gong)示招生(sheng)(sheng)(sheng)(sheng)政策、招生(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)、招生(sheng)(sheng)(sheng)(sheng)片區(qu)(qu)、招生(sheng)(sheng)(sheng)(sheng)程序、招生(sheng)(sheng)(sheng)(sheng)結果(guo)、新生(sheng)(sheng)(sheng)(sheng)名單、咨詢投(tou)訴電話,不得擅自跨片區(qu)(qu)招生(sheng)(sheng)(sheng)(sheng),不得擅自接收學(xue)生(sheng)(sheng)(sheng)(sheng)跨片區(qu)(qu)擇(ze)校(xiao)(xiao)就(jiu)讀。
(二(er))堅(jian)持教育公平(ping),完善積(ji)(ji)分(fen)入(ru)(ru)學(xue)政(zheng)策。堅(jian)持教育公平(ping),堅(jian)持城(cheng)市(shi)(shi)治理(li)要求(qiu),以居住證作為主要入(ru)(ru)學(xue)依據,各區(qu)(qu)要在總結(jie)以往(wang)經驗和做(zuo)法的基(ji)礎上(shang),結(jie)合(he)本(ben)區(qu)(qu)實際,進一步(bu)優化和完善積(ji)(ji)分(fen)入(ru)(ru)學(xue)實施細(xi)則,合(he)理(li)設置積(ji)(ji)分(fen)類別、項(xiang)目、標(biao)準和分(fen)值,并根據積(ji)(ji)分(fen)情況和招生計劃安排學(xue)位,實施過程中要做(zuo)到積(ji)(ji)分(fen)標(biao)準、積(ji)(ji)分(fen)結(jie)果、學(xue)位安排“三公開”。各區(qu)(qu)教育行政(zheng)部門制定的積(ji)(ji)分(fen)入(ru)(ru)學(xue)細(xi)則要在招生工作實施前報市(shi)(shi)教育局(ju)備案。
(三)堅持“屬(shu)地(di)管理,以區為主”的(de)(de)(de)原(yuan)則。根據《義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)法》的(de)(de)(de)規(gui)定,義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)實(shi)行(xing)(xing)縣(區)政(zheng)府為主的(de)(de)(de)管理體(ti)制(zhi)(zhi),各(ge)區政(zheng)府作(zuo)(zuo)為發展和管理義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)的(de)(de)(de)責(ze)任主體(ti)和行(xing)(xing)為主體(ti),要(yao)(yao)按照(zhao)國務(wu)(wu)院關于義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)以流入地(di)政(zheng)府為主、以公辦學(xue)(xue)校為主的(de)(de)(de)要(yao)(yao)求,進一步保(bao)障學(xue)(xue)位(wei)供(gong)給(gei)、完善(shan)招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)(gong)作(zuo)(zuo)機(ji)制(zhi)(zhi)。各(ge)區要(yao)(yao)加強組織(zhi)(zhi)領(ling)導(dao)和統籌協(xie)調,成立義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)(gong)作(zuo)(zuo)領(ling)導(dao)小組,主管區領(ling)導(dao)為組長,及(ji)時妥(tuo)善(shan)處(chu)(chu)理本區義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)中的(de)(de)(de)熱點(dian)(dian)難點(dian)(dian)問題(ti)(ti),定期召開(kai)招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)(gong)作(zuo)(zuo)聯(lian)(lian)(lian)席會議,建立長效協(xie)調工(gong)(gong)(gong)(gong)作(zuo)(zuo)機(ji)制(zhi)(zhi)。各(ge)區教(jiao)(jiao)(jiao)育(yu)(yu)行(xing)(xing)政(zheng)部門(men)要(yao)(yao)切(qie)實(shi)加強對義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)組織(zhi)(zhi)和管理,做(zuo)好學(xue)(xue)位(wei)預(yu)測,及(ji)時公布學(xue)(xue)位(wei)供(gong)需情況,制(zhi)(zhi)定和落實(shi)招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)(gong)作(zuo)(zuo)方案(an)和應急預(yu)案(an),做(zuo)好網上招(zhao)(zhao)生(sheng)(sheng)報名的(de)(de)(de)組織(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo),指導(dao)所(suo)屬(shu)學(xue)(xue)校及(ji)時、妥(tuo)善(shan)處(chu)(chu)理招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)(gong)作(zuo)(zuo)中出現的(de)(de)(de)信訪維穩(wen)問題(ti)(ti);要(yao)(yao)加強與(yu)相(xiang)關部門(men)的(de)(de)(de)溝(gou)通和聯(lian)(lian)(lian)系,充(chong)分利用現代信息(xi)技術(shu)手(shou)段實(shi)施(shi)多部門(men)聯(lian)(lian)(lian)網審(shen)核(he)驗證,共同(tong)做(zuo)好適(shi)(shi)齡兒(er)童(tong)、少年的(de)(de)(de)就讀與(yu)免費(fei)資格驗核(he)工(gong)(gong)(gong)(gong)作(zuo)(zuo);各(ge)區教(jiao)(jiao)(jiao)育(yu)(yu)行(xing)(xing)政(zheng)部門(men)和中小學(xue)(xue)校要(yao)(yao)建立招(zhao)(zhao)生(sheng)(sheng)監察機(ji)構并公布咨(zi)詢、監督電話(hua)。各(ge)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)階段學(xue)(xue)校要(yao)(yao)規(gui)范招(zhao)(zhao)生(sheng)(sheng)程序,指導(dao)適(shi)(shi)齡兒(er)童(tong)、少年的(de)(de)(de)家長按時申請學(xue)(xue)位(wei),按要(yao)(yao)求及(ji)時、準確提供(gong)就讀信息(xi)材(cai)料,嚴把新生(sheng)(sheng)入學(xue)(xue)關。
在就近入(ru)學(xue)(xue)、免試入(ru)學(xue)(xue)、積分入(ru)學(xue)(xue)政策前提下,鼓勵各區積極(ji)探索學(xue)(xue)區制(zhi)(zhi)招(zhao)生(sheng)辦(ban)法(fa)。要積極(ji)推進融合教育,依法(fa)保障能夠接受普通(tong)教育的適齡殘疾兒童(tong)、少年就近就便隨(sui)班(ban)就讀。努力推進義(yi)務(wu)教育優質均衡發展,嚴(yan)(yan)格按(an)照國家規定的班(ban)額(e)(e)(e)標準招(zhao)生(sheng),嚴(yan)(yan)格控制(zhi)(zhi)存(cun)在大班(ban)額(e)(e)(e)、大校(xiao)(xiao)額(e)(e)(e)學(xue)(xue)校(xiao)(xiao)的招(zhao)生(sheng)計劃(hua)。積極(ji)采(cai)取措施消除大班(ban)額(e)(e)(e),對現存(cun)大班(ban)額(e)(e)(e)、大校(xiao)(xiao)額(e)(e)(e)學(xue)(xue)校(xiao)(xiao)要嚴(yan)(yan)控轉學(xue)(xue)插班(ban),逐步(bu)消化存(cun)量,嚴(yan)(yan)格控制(zhi)(zhi)增(zeng)量。
堅持“屬(shu)(shu)地管理,以區為主”的原則(ze),市局直(zhi)屬(shu)(shu)學校(xiao)義務教育階段新生招生工(gong)作納入所(suo)在(zai)區教育行政部門(men)統一管理。逐步壓縮特長生招生規(gui)模,直(zhi)至2020年前(qian)取(qu)消(xiao)各類(lei)特長生招生。2018年,經批(pi)準招收特長生的直(zhi)屬(shu)(shu)學校(xiao),就近在(zai)所(suo)在(zai)區域(yu)內的小學應屆(jie)畢業生中(zhong)選拔。
三、規范義務教育階段民辦學校招生行為
(一)加(jia)強對義(yi)務教(jiao)育階段民(min)辦(ban)學(xue)(xue)校(xiao)招(zhao)生(sheng)(sheng)的(de)(de)指(zhi)導和管理。各(ge)(ge)區教(jiao)育行政(zheng)部(bu)門要根(gen)據學(xue)(xue)校(xiao)的(de)(de)實際情況核(he)準(zhun)招(zhao)生(sheng)(sheng)計劃(hua)(hua)和招(zhao)生(sheng)(sheng)范(fan)(fan)圍。民(min)辦(ban)學(xue)(xue)校(xiao)應在核(he)定的(de)(de)招(zhao)生(sheng)(sheng)計劃(hua)(hua)和范(fan)(fan)圍內招(zhao)生(sheng)(sheng),有(you)寄宿條件的(de)(de)民(min)辦(ban)初中學(xue)(xue)校(xiao)可跨區招(zhao)生(sheng)(sheng)。義(yi)務教(jiao)育階段民(min)辦(ban)學(xue)(xue)校(xiao)與(yu)公辦(ban)學(xue)(xue)校(xiao)統(tong)一招(zhao)生(sheng)(sheng)平臺,同步(bu)招(zhao)生(sheng)(sheng)。民(min)辦(ban)學(xue)(xue)校(xiao)制定的(de)(de)招(zhao)生(sheng)(sheng)方案,報所(suo)屬區教(jiao)育行政(zheng)部(bu)門審核(he)后(hou)實施。學(xue)(xue)校(xiao)依法自(zi)主招(zhao)生(sheng)(sheng)的(de)(de)簡章及(ji)公告(gao),通過學(xue)(xue)校(xiao)網站向(xiang)社(she)(she)會公布(bu),同時(shi)向(xiang)所(suo)在區教(jiao)育行政(zheng)部(bu)門備案。民(min)辦(ban)學(xue)(xue)校(xiao)的(de)(de)招(zhao)生(sheng)(sheng)簡章公開內容應包括學(xue)(xue)校(xiao)辦(ban)學(xue)(xue)情況、招(zhao)生(sheng)(sheng)計劃(hua)(hua)、招(zhao)生(sheng)(sheng)程序、面(mian)談(tan)范(fan)(fan)圍、收(shou)費標準(zhun)、“三個承諾”(不(bu)(bu)提(ti)前(qian)開展報名和面(mian)談(tan)等工(gong)作、不(bu)(bu)收(shou)取各(ge)(ge)種特制的(de)(de)學(xue)(xue)生(sheng)(sheng)個人簡歷(li)及(ji)各(ge)(ge)類獲獎證(zheng)書(shu)、招(zhao)生(sheng)(sheng)錄取不(bu)(bu)與(yu)任何社(she)(she)會培訓機構(gou)掛鉤)等。民(min)辦(ban)中小學(xue)(xue)不(bu)(bu)得提(ti)前(qian)組織面(mian)向(xiang)幼兒園大班(ban)幼兒、小學(xue)(xue)畢業生(sheng)(sheng)的(de)(de)招(zhao)生(sheng)(sheng)宣講(jiang)或(huo)變相遴選(xuan)學(xue)(xue)生(sheng)(sheng)。
(二)規(gui)范(fan)(fan)義務教(jiao)育(yu)階(jie)段民(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)程(cheng)序(xu)。義務教(jiao)育(yu)階(jie)段民(min)(min)(min)辦(ban)(ban)(ban)(ban)中小學(xue)(xue)(xue)(xue)招(zhao)(zhao)生(sheng)一律禁(jin)止筆(bi)試(shi)(shi)(shi)。各區教(jiao)育(yu)行(xing)(xing)(xing)政(zheng)部(bu)門(men)要規(gui)范(fan)(fan)民(min)(min)(min)辦(ban)(ban)(ban)(ban)中小學(xue)(xue)(xue)(xue)招(zhao)(zhao)生(sheng)面(mian)(mian)(mian)(mian)談(tan)(tan)程(cheng)序(xu)。民(min)(min)(min)辦(ban)(ban)(ban)(ban)中小學(xue)(xue)(xue)(xue)要將(jiang)面(mian)(mian)(mian)(mian)談(tan)(tan)方(fang)(fang)(fang)案(包括面(mian)(mian)(mian)(mian)談(tan)(tan)方(fang)(fang)(fang)式(shi)(shi)(shi)、面(mian)(mian)(mian)(mian)談(tan)(tan)題目(mu)等)密封(feng)并加蓋密封(feng)章封(feng)存后,報所在教(jiao)育(yu)行(xing)(xing)(xing)政(zheng)部(bu)門(men)備查。民(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)僅可組(zu)織(zhi)(zhi)一輪面(mian)(mian)(mian)(mian)談(tan)(tan),嚴禁(jin)組(zu)織(zhi)(zhi)兩(liang)輪及以上(shang)的(de)(de)面(mian)(mian)(mian)(mian)談(tan)(tan)。要規(gui)范(fan)(fan)面(mian)(mian)(mian)(mian)談(tan)(tan)程(cheng)序(xu)和方(fang)(fang)(fang)法,面(mian)(mian)(mian)(mian)談(tan)(tan)應結合本校(xiao)(xiao)(xiao)(xiao)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)理(li)念與辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)特(te)點(dian),通過活動考察(cha)、面(mian)(mian)(mian)(mian)談(tan)(tan)交流(liu)等方(fang)(fang)(fang)式(shi)(shi)(shi),從行(xing)(xing)(xing)為(wei)習(xi)慣、學(xue)(xue)(xue)(xue)習(xi)習(xi)慣、團隊合作、實踐能力(li)、身心素質(zhi)、興趣愛(ai)好、家庭教(jiao)育(yu)等方(fang)(fang)(fang)面(mian)(mian)(mian)(mian),選擇符(fu)合條件的(de)(de)學(xue)(xue)(xue)(xue)生(sheng)。民(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)應安排面(mian)(mian)(mian)(mian)談(tan)(tan)全程(cheng)錄音錄像,作為(wei)履(lv)行(xing)(xing)(xing)規(gui)范(fan)(fan)招(zhao)(zhao)生(sheng)的(de)(de)證據。嚴禁(jin)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)利用(yong)面(mian)(mian)(mian)(mian)談(tan)(tan)進行(xing)(xing)(xing)任何形式(shi)(shi)(shi)的(de)(de)學(xue)(xue)(xue)(xue)科知識考試(shi)(shi)(shi)或測(ce)(ce)試(shi)(shi)(shi)。嚴禁(jin)對報讀民(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)的(de)(de)學(xue)(xue)(xue)(xue)生(sheng)家長組(zu)織(zhi)(zhi)任何形式(shi)(shi)(shi)的(de)(de)測(ce)(ce)評、調研等活動。民(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)的(de)(de)面(mian)(mian)(mian)(mian)談(tan)(tan)過程(cheng)應向市和區兩(liang)級(ji)教(jiao)育(yu)行(xing)(xing)(xing)政(zheng)、督導(dao)、監(jian)察(cha)部(bu)門(men)以及學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)家委會代表等公(gong)開,自覺接(jie)受社會監(jian)督。民(min)(min)(min)辦(ban)(ban)(ban)(ban)中小學(xue)(xue)(xue)(xue)舉辦(ban)(ban)(ban)(ban)的(de)(de)“校(xiao)(xiao)(xiao)(xiao)園(yuan)開放日(ri)”向社區學(xue)(xue)(xue)(xue)生(sheng)及其家長展示(shi)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)理(li)念、課(ke)程(cheng)設置、師資水平(ping)、辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)特(te)色時,不(bu)得(de)同時組(zu)織(zhi)(zhi)學(xue)(xue)(xue)(xue)生(sheng)報名,不(bu)得(de)組(zu)織(zhi)(zhi)測(ce)(ce)試(shi)(shi)(shi)或面(mian)(mian)(mian)(mian)談(tan)(tan),不(bu)得(de)收取(qu)學(xue)(xue)(xue)(xue)生(sheng)任何形式(shi)(shi)(shi)的(de)(de)簡歷(包含各類證書)等材料(liao),也不(bu)得(de)留下家長的(de)(de)聯系(xi)方(fang)(fang)(fang)式(shi)(shi)(shi)。
四、加強普通高中招生教育管理
積極探(tan)索(suo)基(ji)于初(chu)中(zhong)(zhong)(zhong)學(xue)業(ye)水平(ping)考(kao)試(shi)成績(ji)、結(jie)合(he)(he)(he)綜(zong)合(he)(he)(he)表(biao)現(xian)評價(jia)的(de)高(gao)中(zhong)(zhong)(zhong)階段學(xue)校(xiao)(xiao)考(kao)試(shi)招(zhao)生(sheng)錄取模式。根據國家有關(guan)規定(ding)嚴(yan)(yan)格控制(zhi)加(jia)分項目和分值,健全考(kao)生(sheng)加(jia)分資(zi)格審核(he)公示制(zhi)度,體育(yu)、藝術和科技類等相關(guan)特長和表(biao)現(xian)記(ji)入學(xue)生(sheng)綜(zong)合(he)(he)(he)表(biao)現(xian)評價(jia)檔案。繼續(xu)推進優(you)質(zhi)高(gao)中(zhong)(zhong)(zhong)指標(biao)(biao)到校(xiao)(xiao)改革,完(wan)(wan)善優(you)質(zhi)高(gao)中(zhong)(zhong)(zhong)招(zhao)生(sheng)名額(e)合(he)(he)(he)理分配到初(chu)中(zhong)(zhong)(zhong)學(xue)校(xiao)(xiao)的(de)招(zhao)生(sheng)辦法,2018年(nian),優(you)質(zhi)高(gao)中(zhong)(zhong)(zhong)指標(biao)(biao)到校(xiao)(xiao)比例為50%。依法規范民辦普(pu)通高(gao)中(zhong)(zhong)(zhong)招(zhao)生(sheng)行為,根據核(he)定(ding)的(de)招(zhao)生(sheng)計(ji)劃和確(que)定(ding)的(de)招(zhao)生(sheng)范圍加(jia)強(qiang)監管,并與公辦學(xue)校(xiao)(xiao)同(tong)步招(zhao)生(sheng)。嚴(yan)(yan)禁擅自提前招(zhao)生(sheng),嚴(yan)(yan)禁違規跨市招(zhao)生(sheng),嚴(yan)(yan)禁招(zhao)生(sheng)亂收費和有償招(zhao)生(sheng),維護正常的(de)招(zhao)生(sheng)秩序(xu)。做好進城務工人員隨遷(qian)子(zi)(zi)女接受義務教(jiao)育(yu)后在我市參(can)加(jia)升(sheng)學(xue)考(kao)試(shi)工作,完(wan)(wan)善學(xue)位建設機制(zhi),合(he)(he)(he)理配置教(jiao)育(yu)資(zi)源,通過(guo)信息技術手段方(fang)便隨遷(qian)子(zi)(zi)女報(bao)考(kao),保障隨遷(qian)子(zi)(zi)女公平(ping)享(xiang)受教(jiao)育(yu)權利和升(sheng)學(xue)機會
五、加強宣傳引導
堅持陽光招(zhao)(zhao)(zhao)生(sheng),加強宣(xuan)(xuan)傳(chuan)(chuan)引導。市、區(qu)(qu)教育(yu)部門(men)(men)要(yao)(yao)編印(yin)宣(xuan)(xuan)傳(chuan)(chuan)手冊和宣(xuan)(xuan)傳(chuan)(chuan)畫報等(deng)資料,多渠道多形式開展招(zhao)(zhao)(zhao)生(sheng)宣(xuan)(xuan)傳(chuan)(chuan)工作。各區(qu)(qu)要(yao)(yao)召開新聞通氣會,解(jie)讀本區(qu)(qu)義務教育(yu)招(zhao)(zhao)(zhao)生(sheng)積分入學(xue)細則,要(yao)(yao)在門(men)(men)戶網(wang)站、官方微(wei)博、官方微(wei)信等(deng)媒介宣(xuan)(xuan)傳(chuan)(chuan)。要(yao)(yao)組(zu)織(zhi)召開幼兒園、小學(xue)家(jia)長會議,積極主動宣(xuan)(xuan)傳(chuan)(chuan),要(yao)(yao)聯系社區(qu)(qu)工作站協(xie)助宣(xuan)(xuan)傳(chuan)(chuan),切(qie)實做(zuo)好招(zhao)(zhao)(zhao)生(sheng)宣(xuan)(xuan)傳(chuan)(chuan)工作。對(dui)群眾關注的(de)教育(yu)熱點(dian)難點(dian)重(zhong)點(dian)問題,各區(qu)(qu)教育(yu)行政(zheng)部門(men)(men)要(yao)(yao)摸清摸準,及時做(zuo)好針對(dui)性的(de)宣(xuan)(xuan)傳(chuan)(chuan)解(jie)釋工作。
六、加強監督檢查
(一)嚴(yan)格(ge)落實教(jiao)育(yu)部(bu)“十(shi)項嚴(yan)禁(jin)”紀律要求。嚴(yan)禁(jin)無計(ji)劃(hua)、超計(ji)劃(hua)組(zu)(zu)(zu)織(zhi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)結(jie)束后(hou),學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)不(bu)得(de)(de)擅自招(zhao)(zhao)(zhao)(zhao)收(shou)(shou)已被(bei)其他學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)錄取的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng);嚴(yan)禁(jin)自行組(zu)(zu)(zu)織(zhi)或與(yu)(yu)社會(hui)培(pei)訓機構(gou)聯合(he)組(zu)(zu)(zu)織(zhi)以(yi)(yi)選拔生(sheng)(sheng)源(yuan)(yuan)為目(mu)的(de)(de)的(de)(de)各(ge)類(lei)考(kao)試,或采用社會(hui)培(pei)訓機構(gou)自行組(zu)(zu)(zu)織(zhi)的(de)(de)各(ge)類(lei)考(kao)試結(jie)果;嚴(yan)禁(jin)提前組(zu)(zu)(zu)織(zhi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),變相(xiang)“掐尖”選生(sheng)(sheng)源(yuan)(yuan);嚴(yan)禁(jin)公辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)與(yu)(yu)民辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)混合(he)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)、混合(he)編班;嚴(yan)禁(jin)以(yi)(yi)高(gao)(gao)額(e)物質獎勵、虛假宣(xuan)傳(chuan)等(deng)不(bu)正(zheng)當手段招(zhao)(zhao)(zhao)(zhao)攬生(sheng)(sheng)源(yuan)(yuan);嚴(yan)禁(jin)任(ren)何學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)收(shou)(shou)取或變相(xiang)收(shou)(shou)取與(yu)(yu)入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)掛鉤的(de)(de)“捐資助學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)款”;嚴(yan)禁(jin)義(yi)務教(jiao)育(yu)階段學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)以(yi)(yi)各(ge)類(lei)競(jing)賽(sai)證書、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)科競(jing)賽(sai)成績(ji)或考(kao)級證明等(deng)作為招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)依據;嚴(yan)禁(jin)義(yi)務教(jiao)育(yu)階段學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)設立(li)任(ren)何名(ming)義(yi)的(de)(de)重(zhong)點(dian)班、快慢班;嚴(yan)禁(jin)初高(gao)(gao)中(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)進行中(zhong)高(gao)(gao)考(kao)成績(ji)排名(ming)、宣(xuan)傳(chuan)中(zhong)高(gao)(gao)考(kao)狀(zhuang)元和升(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)率,教(jiao)育(yu)行政(zheng)部(bu)門也不(bu)得(de)(de)對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)中(zhong)高(gao)(gao)考(kao)情況進行排名(ming),以(yi)(yi)及向學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)提供非(fei)本(ben)校(xiao)的(de)(de)中(zhong)高(gao)(gao)考(kao)成績(ji)數據;嚴(yan)禁(jin)出(chu)現人籍(ji)(ji)(ji)分離、空掛學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)造假等(deng)現象,不(bu)得(de)(de)為違(wei)規(gui)跨區域招(zhao)(zhao)(zhao)(zhao)收(shou)(shou)的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)和違(wei)規(gui)轉學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)辦理學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)轉接。
(二(er))全(quan)面強化監(jian)督問責。各區(qu)要完善違(wei)紀(ji)舉報(bao)和申(shen)訴受理機制,嚴(yan)肅查(cha)處(chu)違(wei)規(gui)違(wei)紀(ji)行(xing)(xing)為(wei)。對(dui)于造成不(bu)良影響(xiang)或(huo)嚴(yan)重后果的學(xue)校,視情節輕重給予約談、通報(bao)批(pi)評、追究相關(guan)人員責任等處(chu)罰(fa)。對(dui)于民辦學(xue)校,還可依照有關(guan)規(gui)定給予減少下一(yi)年度招(zhao)生計劃、停止當年招(zhao)生直至吊銷辦學(xue)許可證(zheng)的處(chu)罰(fa)。市教育(yu)部門(men)將于2018年秋季開學(xue)后兩周內,開展義務教育(yu)招(zhao)生工作專(zhuan)項檢查(cha),對(dui)存在嚴(yan)重違(wei)規(gui)招(zhao)生行(xing)(xing)為(wei)的學(xue)校要予以通報(bao)。
