各區(qu)(新區(qu))、深(shen)汕特別合(he)作區(qu)教育(yu)行(xing)政部門,市(shi)局直屬各學校:
為深(shen)入(ru)貫(guan)徹黨的(de)(de)十九大精神(shen),努力讓每(mei)個孩子都(dou)能享有公(gong)(gong)平(ping)而(er)有質(zhi)量(liang)的(de)(de)教(jiao)(jiao)育,根據(ju)《中(zhong)華(hua)人民共(gong)和(he)國義務(wu)教(jiao)(jiao)育法》和(he)《教(jiao)(jiao)育部辦公(gong)(gong)廳(ting)關(guan)于做好(hao)(hao)2019年(nian)普(pu)(pu)通(tong)中(zhong)小學招(zhao)生(sheng)入(ru)學工作(zuo)(zuo)的(de)(de)通(tong)知》(教(jiao)(jiao)基廳(ting)〔2019〕1號(hao))、《廣東省(sheng)教(jiao)(jiao)育廳(ting)轉發關(guan)于做好(hao)(hao)2019年(nian)普(pu)(pu)通(tong)中(zhong)小學招(zhao)生(sheng)入(ru)學工作(zuo)(zuo)的(de)(de)通(tong)知》(粵教(jiao)(jiao)基函〔2019〕70號(hao))及《深(shen)圳市非深(shen)戶籍人員(yuan)子女接(jie)受義務(wu)教(jiao)(jiao)育管理辦法》(深(shen)府(fu)規〔2018〕3號(hao))要求,現就(jiu)做好(hao)(hao)我市2019年(nian)度(du)普(pu)(pu)通(tong)中(zhong)小學招(zhao)生(sheng)入(ru)學工作(zuo)(zuo)通(tong)知如下:
一、嚴格落實義務教育學校招生入學規定
(一)落實(shi)區(qu)(qu)政(zheng)(zheng)府(fu)職(zhi)責,實(shi)現“兩為(wei)主(zhu)”。各(ge)區(qu)(qu)(含(han)新(xin)區(qu)(qu)、深汕合作(zuo)(zuo)(zuo)(zuo)區(qu)(qu),下同(tong))政(zheng)(zheng)府(fu)作(zuo)(zuo)(zuo)(zuo)為(wei)發展和(he)(he)(he)管理(li)(li)義(yi)(yi)(yi)(yi)務(wu)教(jiao)育(yu)(yu)(yu)的(de)(de)責任主(zhu)體和(he)(he)(he)行為(wei)主(zhu)體,要(yao)(yao)(yao)堅持按(an)照“以(yi)流入地政(zheng)(zheng)府(fu)為(wei)主(zhu)、以(yi)公(gong)(gong)辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao)為(wei)主(zhu)”的(de)(de)要(yao)(yao)(yao)求(qiu),增加公(gong)(gong)辦學(xue)(xue)(xue)位供(gong)給,統籌(chou)公(gong)(gong)民辦學(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),切實(shi)保障符合條(tiao)件的(de)(de)適齡兒(er)(er)童、少(shao)年接受義(yi)(yi)(yi)(yi)務(wu)教(jiao)育(yu)(yu)(yu)的(de)(de)權利(li)。堅決防止(zhi)將政(zheng)(zheng)府(fu)舉辦義(yi)(yi)(yi)(yi)務(wu)教(jiao)育(yu)(yu)(yu)的(de)(de)責任推向市場(chang)。各(ge)區(qu)(qu)要(yao)(yao)(yao)加強組織領導(dao)和(he)(he)(he)統籌(chou)協(xie)調(diao),成(cheng)立(li)義(yi)(yi)(yi)(yi)務(wu)教(jiao)育(yu)(yu)(yu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)(zuo)(zuo)領導(dao)小組,主(zhu)管區(qu)(qu)領導(dao)為(wei)組長,及時妥善處(chu)理(li)(li)本(ben)區(qu)(qu)義(yi)(yi)(yi)(yi)務(wu)教(jiao)育(yu)(yu)(yu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)中(zhong)(zhong)的(de)(de)熱(re)點難點問題,定(ding)期召(zhao)開(kai)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)(zuo)(zuo)聯席會議,建立(li)長效協(xie)調(diao)工作(zuo)(zuo)(zuo)(zuo)機(ji)制(zhi)。各(ge)區(qu)(qu)教(jiao)育(yu)(yu)(yu)行政(zheng)(zheng)部門(men)要(yao)(yao)(yao)切實(shi)加強對(dui)義(yi)(yi)(yi)(yi)務(wu)教(jiao)育(yu)(yu)(yu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)(zuo)(zuo)的(de)(de)組織和(he)(he)(he)管理(li)(li),做好(hao)學(xue)(xue)(xue)位預(yu)測,及時公(gong)(gong)布學(xue)(xue)(xue)位供(gong)需情況,制(zhi)定(ding)和(he)(he)(he)落實(shi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)(zuo)(zuo)方案和(he)(he)(he)應急預(yu)案,做好(hao)網上招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)報名的(de)(de)組織工作(zuo)(zuo)(zuo)(zuo),指(zhi)導(dao)所屬學(xue)(xue)(xue)校(xiao)(xiao)(xiao)及時、妥善處(chu)理(li)(li)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)(zuo)(zuo)中(zhong)(zhong)出現的(de)(de)信訪問題;要(yao)(yao)(yao)加強與(yu)相關部門(men)的(de)(de)溝(gou)通和(he)(he)(he)聯系,充分(fen)利(li)用(yong)現代信息技(ji)術手(shou)段(duan)實(shi)施(shi)多部門(men)聯網審核驗證(zheng),共同(tong)做好(hao)適齡兒(er)(er)童、少(shao)年的(de)(de)就讀與(yu)免費資格驗核工作(zuo)(zuo)(zuo)(zuo);教(jiao)育(yu)(yu)(yu)行政(zheng)(zheng)部門(men)和(he)(he)(he)中(zhong)(zhong)小學(xue)(xue)(xue)校(xiao)(xiao)(xiao)要(yao)(yao)(yao)建立(li)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)監察機(ji)構(gou)并公(gong)(gong)布咨詢、監督電話(hua)。各(ge)義(yi)(yi)(yi)(yi)務(wu)教(jiao)育(yu)(yu)(yu)階(jie)段(duan)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)要(yao)(yao)(yao)規范招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)程序,指(zhi)導(dao)適齡兒(er)(er)童、少(shao)年的(de)(de)家長按(an)時申請學(xue)(xue)(xue)位,按(an)要(yao)(yao)(yao)求(qiu)及時、準(zhun)確提供(gong)就讀信息。市局(ju)直屬學(xue)(xue)(xue)校(xiao)(xiao)(xiao)義(yi)(yi)(yi)(yi)務(wu)教(jiao)育(yu)(yu)(yu)階(jie)段(duan)新(xin)生(sheng)(sheng)(sheng)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)(zuo)(zuo)納入所在區(qu)(qu)教(jiao)育(yu)(yu)(yu)行政(zheng)(zheng)部門(men)統一管理(li)(li)。
(二)落實(shi)控(kong)輟保(bao)學(xue)(xue)(xue)(xue)法(fa)(fa)定職責。各區要(yao)切(qie)(qie)實(shi)履行(xing)(xing)義務教育(yu)控(kong)輟保(bao)學(xue)(xue)(xue)(xue)法(fa)(fa)定職責,做(zuo)(zuo)好(hao)失(shi)學(xue)(xue)(xue)(xue)輟學(xue)(xue)(xue)(xue)適齡(ling)(ling)兒(er)(er)童(tong)情況(kuang)排查,建(jian)立失(shi)學(xue)(xue)(xue)(xue)輟學(xue)(xue)(xue)(xue)適齡(ling)(ling)兒(er)(er)童(tong)、少年工(gong)作(zuo)臺帳,加(jia)強(qiang)學(xue)(xue)(xue)(xue)籍(ji)(ji)管(guan)理(li),按照“人(ren)籍(ji)(ji)一致”原則(ze)及時做(zuo)(zuo)好(hao)學(xue)(xue)(xue)(xue)籍(ji)(ji)建(jian)檔工(gong)作(zuo),市(shi)教育(yu)局將全面監(jian)控(kong)中考報名人(ren)數與上一學(xue)(xue)(xue)(xue)年初二學(xue)(xue)(xue)(xue)業(ye)水平考試人(ren)數的(de)變化,重(zhong)點查處差額(e)較大的(de)區和(he)學(xue)(xue)(xue)(xue)校(xiao),杜絕(jue)以“強(qiang)行(xing)(xing)分流”的(de)做(zuo)(zuo)法(fa)(fa),剝奪符合條件的(de)學(xue)(xue)(xue)(xue)生參加(jia)中考的(de)權利,切(qie)(qie)實(shi)做(zuo)(zuo)好(hao)控(kong)輟保(bao)學(xue)(xue)(xue)(xue)工(gong)作(zuo)。適齡(ling)(ling)兒(er)(er)童(tong)、少年因身體狀況(kuang)需(xu)要(yao)延緩入學(xue)(xue)(xue)(xue)或(huo)者(zhe)休(xiu)學(xue)(xue)(xue)(xue)的(de),其父母或(huo)者(zhe)其他(ta)法(fa)(fa)定監(jian)護人(ren)應(ying)當提出(chu)申(shen)請,報區教育(yu)行(xing)(xing)政部門(men)備案。各區要(yao)認真(zhen)排查并(bing)嚴厲查處社會培訓機構(gou)以“國學(xue)(xue)(xue)(xue)班(ban)(ban)”“讀經班(ban)(ban)”“私塾”等形式替代義務教育(yu)的(de)非法(fa)(fa)辦學(xue)(xue)(xue)(xue)行(xing)(xing)為。父母或(huo)者(zhe)其他(ta)法(fa)(fa)定監(jian)護人(ren)無正(zheng)當理(li)由未送適齡(ling)(ling)兒(er)(er)童(tong)、少年入學(xue)(xue)(xue)(xue)接受(shou)義務教育(yu)或(huo)造成(cheng)輟學(xue)(xue)(xue)(xue),情節嚴重(zhong)或(huo)構(gou)成(cheng)犯(fan)罪的(de),依法(fa)(fa)追(zhui)究法(fa)(fa)律責任(ren)。加(jia)強(qiang)外籍(ji)(ji)人(ren)員(yuan)子(zi)女學(xue)(xue)(xue)(xue)校(xiao)招生管(guan)理(li),不得招收中國籍(ji)(ji)學(xue)(xue)(xue)(xue)生。
(三)落實(shi)特(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)發展(zhan)職責(ze)。保障適(shi)齡(ling)(ling)殘疾(ji)(ji)(ji)兒(er)(er)(er)童(tong)、少年(nian)接(jie)受(shou)義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)權(quan)利(li),是各(ge)(ge)區(qu)政府的(de)職責(ze)。原(yuan)則(ze)上全市(shi)各(ge)(ge)區(qu)(新(xin)區(qu))各(ge)(ge)建(jian)設至(zhi)少1所獨立設置的(de)義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)階(jie)(jie)段綜(zong)合(he)性特(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)。應根據區(qu)內特(te)(te)殊(shu)(shu)學(xue)(xue)(xue)(xue)(xue)生數量(liang),因地制宜,實(shi)事求是,合(he)理(li)設置學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)規(gui)(gui)模(mo)(mo)。可采取借址辦學(xue)(xue)(xue)(xue)(xue)等多種方式(shi)先把學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)辦起來,確保2019年(nian)9月開學(xue)(xue)(xue)(xue)(xue)。按照(zhao)“全覆蓋、零拒(ju)絕”的(de)要求,根據適(shi)齡(ling)(ling)殘疾(ji)(ji)(ji)兒(er)(er)(er)童(tong)、少年(nian)的(de)實(shi)際制訂教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)安置方案,通(tong)過普(pu)通(tong)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)就(jiu)讀(du)、特(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)就(jiu)讀(du)、送教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)上門等多種方式(shi),逐(zhu)一做(zuo)好入學(xue)(xue)(xue)(xue)(xue)安置工作。以(yi)融合(he)發展(zhan)為導向,以(yi)普(pu)通(tong)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)為特(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)發展(zhan)主(zhu)陣(zhen)地,優先采用普(pu)通(tong)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)就(jiu)讀(du)的(de)方式(shi),就(jiu)近安排能(neng)接(jie)受(shou)普(pu)通(tong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)適(shi)齡(ling)(ling)殘疾(ji)(ji)(ji)兒(er)(er)(er)童(tong)、少年(nian)就(jiu)讀(du)。招收殘疾(ji)(ji)(ji)兒(er)(er)(er)童(tong)、少年(nian)5人以(yi)上的(de)普(pu)通(tong)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)要按規(gui)(gui)定建(jian)設特(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)資(zi)源教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)室,按標準(zhun)配備專職資(zi)源教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師。努力實(shi)現到2020年(nian),殘疾(ji)(ji)(ji)兒(er)(er)(er)童(tong)、少年(nian)義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)入學(xue)(xue)(xue)(xue)(xue)率達到95%以(yi)上的(de)目標任務(wu)。市(shi)、區(qu)特(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)科(ke)學(xue)(xue)(xue)(xue)(xue)設置招生類(lei)別、學(xue)(xue)(xue)(xue)(xue)段,錯位發展(zhan),協調發展(zhan),形成(cheng)視障教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)、聽障教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)以(yi)市(shi)為主(zhu),智障等其他(ta)類(lei)型(xing)的(de)義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)以(yi)區(qu)為主(zhu)的(de)格局(ju)。市(shi)屬特(te)(te)殊(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)要擴(kuo)大高(gao)中(zhong)階(jie)(jie)段招生規(gui)(gui)模(mo)(mo),讓完成(cheng)義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)且有意愿(yuan)的(de)殘疾(ji)(ji)(ji)學(xue)(xue)(xue)(xue)(xue)生都能(neng)接(jie)受(shou)適(shi)宜的(de)高(gao)中(zhong)階(jie)(jie)段教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)。
(四)落實隨(sui)遷子(zi)女入(ru)(ru)(ru)(ru)學(xue)(xue)(xue)政(zheng)策(ce),嚴把招生入(ru)(ru)(ru)(ru)學(xue)(xue)(xue)關(guan)。所有義(yi)(yi)務(wu)教(jiao)育階段(duan)公辦學(xue)(xue)(xue)校(xiao)和(he)民辦學(xue)(xue)(xue)校(xiao)不(bu)得招收不(bu)符合就讀(du)條件(jian)的(de)(de)學(xue)(xue)(xue)生入(ru)(ru)(ru)(ru)學(xue)(xue)(xue),要嚴格執(zhi)行《深(shen)(shen)(shen)圳(zhen)市(shi)非深(shen)(shen)(shen)戶籍人員子(zi)女接受(shou)義(yi)(yi)務(wu)教(jiao)育管理辦法》(深(shen)(shen)(shen)府規〔2018〕3號),以(yi)居住證(zheng)(zheng)作為(wei)主要入(ru)(ru)(ru)(ru)學(xue)(xue)(xue)依據(ju),按照(zhao)“兩個滿1年”條件(jian)嚴把招生入(ru)(ru)(ru)(ru)學(xue)(xue)(xue)關(guan),即父母雙(shuang)方或一方持有具有使用功能(neng)的(de)(de)深(shen)(shen)(shen)圳(zhen)經濟特區(qu)居住證(zheng)(zheng),且(qie)在深(shen)(shen)(shen)圳(zhen)居住滿1年、連(lian)續參加社(she)會(hui)保險(xian)(xian)(養(yang)老保險(xian)(xian)和(he)醫療保險(xian)(xian))滿1年。符合就讀(du)條件(jian)在民辦學(xue)(xue)(xue)校(xiao)就讀(du)的(de)(de)學(xue)(xue)(xue)生可享受(shou)義(yi)(yi)務(wu)教(jiao)育學(xue)(xue)(xue)位補貼(tie)。

(六)落實(shi)陽光招(zhao)(zhao)生(sheng)(sheng),完善積(ji)分(fen)入學(xue)(xue)政(zheng)策(ce)。按照“合(he)法(fa)穩定住所,合(he)法(fa)穩定職業(ye)”的(de)政(zheng)策(ce)要求,各區(qu)要不斷優化和(he)(he)完善積(ji)分(fen)入學(xue)(xue)實(shi)施細則,充分(fen)體現教(jiao)育(yu)(yu)(yu)公(gong)(gong)平,合(he)理設置積(ji)分(fen)類(lei)別、項目、標(biao)準和(he)(he)分(fen)值,根據積(ji)分(fen)情況和(he)(he)招(zhao)(zhao)生(sheng)(sheng)計劃安(an)排學(xue)(xue)位,實(shi)施過程中(zhong)要做到積(ji)分(fen)標(biao)準、積(ji)分(fen)結果(guo)、學(xue)(xue)位安(an)排“三(san)公(gong)(gong)開(kai)”。各區(qu)教(jiao)育(yu)(yu)(yu)行政(zheng)部門(men)制定的(de)積(ji)分(fen)入學(xue)(xue)細則要在(zai)招(zhao)(zhao)生(sheng)(sheng)工作實(shi)施前報市教(jiao)育(yu)(yu)(yu)局備案(an)。繼續(xu)壓縮義務教(jiao)育(yu)(yu)(yu)階段(duan)學(xue)(xue)校(xiao)各類(lei)特(te)長生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)規模,縮減特(te)長生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)計劃,至2020年全面取消(xiao)各類(lei)特(te)長生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)。2019年批準招(zhao)(zhao)收特(te)長生(sheng)(sheng)的(de)市局直屬學(xue)(xue)校(xiao),就近在(zai)所在(zai)行政(zheng)區(qu)域內的(de)小學(xue)(xue)應屆(jie)畢業(ye)生(sheng)(sheng)中(zhong)選拔(ba)特(te)長生(sheng)(sheng),錄取結果(guo)需(xu)通過學(xue)(xue)校(xiao)網站向(xiang)社會(hui)公(gong)(gong)示。對烈士(shi)子(zi)女(nv)(nv)、現役軍人(ren)子(zi)女(nv)(nv)、消(xiao)防救援隊伍人(ren)員子(zi)女(nv)(nv)、公(gong)(gong)安(an)英(ying)模和(he)(he)因(yin)公(gong)(gong)犧(xi)牲傷殘警察子(zi)女(nv)(nv)落實(shi)教(jiao)育(yu)(yu)(yu)優待政(zheng)策(ce),對高層次人(ren)才子(zi)女(nv)(nv)落實(shi)教(jiao)育(yu)(yu)(yu)優惠(hui)政(zheng)策(ce),并向(xiang)社會(hui)公(gong)(gong)示。
(七(qi))落實(shi)教育優質均衡發展要求,消除大班額。各區要合理配置教育資源,增加(jia)學(xue)(xue)位供給(gei),切實(shi)采取措(cuo)施(shi)消除大班額,確保中(zhong)小學(xue)(xue)校起始年級嚴格按照(zhao)國家規定標準(zhun)班額(小學(xue)(xue)45人(ren),初(chu)(chu)中(zhong)50人(ren))招生,堅決防(fang)止產生新的(de)大班額。到2020年基本消除小學(xue)(xue)45人(ren)以上、初(chu)(chu)中(zhong)50人(ren)以上大班額(進城務工人(ren)員隨遷子女占30%以上的(de)學(xue)(xue)校,小學(xue)(xue)不超過50人(ren),初(chu)(chu)中(zhong)不超過55人(ren))。
二、嚴格規范普通高中招生行為
(八)規(gui)(gui)(gui)范(fan)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃管理。科學(xue)(xue)編制高中(zhong)(zhong)階段招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃,合(he)理配置普通(tong)高中(zhong)(zhong)和(he)中(zhong)(zhong)職教育(yu)學(xue)(xue)位資源。公辦普通(tong)高中(zhong)(zhong)要嚴(yan)格(ge)按(an)照(zhao)法定建設規(gui)(gui)(gui)模(mo)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),民(min)辦普通(tong)高中(zhong)(zhong)要嚴(yan)格(ge)按(an)照(zhao)核定規(gui)(gui)(gui)模(mo)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。積極探(tan)索基于初中(zhong)(zhong)學(xue)(xue)業水平考(kao)試成績、結(jie)合(he)綜合(he)表現評(ping)價的高中(zhong)(zhong)階段學(xue)(xue)校考(kao)試招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)錄(lu)取(qu)模(mo)式。所(suo)有高中(zhong)(zhong)學(xue)(xue)校(包括民(min)辦普通(tong)高中(zhong)(zhong))須嚴(yan)格(ge)按(an)照(zhao)規(gui)(gui)(gui)定的招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)范(fan)圍、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)方式進行(xing)統一招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)禁違規(gui)(gui)(gui)爭搶生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)源、“掐尖(jian)”招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)、跨(kua)區域(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)、超計(ji)劃招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)和(he)提前招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)禁招(zhao)(zhao)(zhao)收“掛讀生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)”“擇校生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)”和(he)變相招(zhao)(zhao)(zhao)收“借讀生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)”。嚴(yan)格(ge)控制加分項目及分值,規(gui)(gui)(gui)范(fan)資格(ge)審查制度。
(九)規(gui)范指標生管(guan)理(li)。完善優質(zhi)高中招(zhao)生名額合理(li)分(fen)配(pei)到(dao)初中學校(xiao)(xiao)的(de)招(zhao)生辦法,2019年優質(zhi)高中指標到(dao)校(xiao)(xiao)比例為50%,按初中學校(xiao)(xiao)在校(xiao)(xiao)生數,直接分(fen)配(pei)到(dao)區域(yu)內各初中學校(xiao)(xiao)(含民辦)。

o)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)必須(xu)體現公(gong)(gong)(gong)平、公(gong)(gong)(gong)正、公(gong)(gong)(gong)開的(de)原則。
(十(shi)一)規范特(te)(te)長生(sheng)(sheng)招(zhao)(zhao)(zhao)生(sheng)(sheng)管(guan)(guan)理。為(wei)全面落實(shi)國家(jia)、省、市有(you)(you)關高(gao)中(zhong)教(jiao)育(yu)發(fa)展的相關意見和要求(qiu)(qiu)(qiu),我(wo)市堅持“規模嚴控、質量(liang)至上”的原則(ze),緊緊圍繞特(te)(te)色(se)團(tuan)隊建設主線,鼓勵高(gao)中(zhong)教(jiao)育(yu)多樣(yang)化、特(te)(te)色(se)化發(fa)展。我(wo)市將繼續實(shi)行高(gao)中(zhong)特(te)(te)長生(sheng)(sheng)招(zhao)(zhao)(zhao)生(sheng)(sheng)政策,具備招(zhao)(zhao)(zhao)收特(te)(te)長生(sheng)(sheng)條件的高(gao)中(zhong)學校應在資源(yuan)配置、招(zhao)(zhao)(zhao)生(sheng)(sheng)項目、課程(cheng)建設、績效(xiao)評價、風險(xian)管(guan)(guan)控等(deng)方(fang)面做好工(gong)作方(fang)案(an)(具體(ti)招(zhao)(zhao)(zhao)生(sheng)(sheng)方(fang)案(an)由(you)市教(jiao)育(yu)局德育(yu)與體(ti)育(yu)衛生(sheng)(sheng)藝術教(jiao)育(yu)處制定并下達),確保特(te)(te)長生(sheng)(sheng)招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)作有(you)(you)序、規范、公平、陽光、有(you)(you)效(xiao),杜絕對(dui)學校特(te)(te)色(se)發(fa)展作用不大的做法出現,避免(mian)“求(qiu)(qiu)(qiu)大求(qiu)(qiu)(qiu)全”。
(十(shi)二(er))規(gui)范(fan)實(shi)驗(yan)班(ban)(ban)、試(shi)點班(ban)(ban)管理。普通(tong)高(gao)(gao)中(zhong)(zhong)舉(ju)辦的各類(lei)(lei)實(shi)驗(yan)班(ban)(ban)、試(shi)點班(ban)(ban),要報(bao)省(sheng)級(ji)教(jiao)育(yu)行政(zheng)部門登記備(bei)案(an),要嚴格控(kong)制(zhi)規(gui)模(mo),健全科(ke)學(xue)公(gong)(gong)開(kai)公(gong)(gong)正(zheng)的選拔機制(zhi),加強跟蹤(zong)研(yan)究(jiu)和(he)階(jie)段性評估。各區(qu)(qu)(qu)教(jiao)育(yu)行政(zheng)部門和(he)市局(ju)直(zhi)屬高(gao)(gao)中(zhong)(zhong)要認真開(kai)展公(gong)(gong)、民辦普通(tong)高(gao)(gao)中(zhong)(zhong)舉(ju)辦各類(lei)(lei)實(shi)驗(yan)班(ban)(ban)、試(shi)點班(ban)(ban)登記造冊(ce)工(gong)作,填寫好《XX區(qu)(qu)(qu)(市局(ju)直(zhi)屬學(xue)校)普通(tong)高(gao)(gao)中(zhong)(zhong)實(shi)驗(yan)班(ban)(ban)、試(shi)點班(ban)(ban)統(tong)計表》(見(jian)附(fu)件(jian)5),于4月30日前由各區(qu)(qu)(qu)教(jiao)育(yu)行政(zheng)部門負責分公(gong)(gong)、民辦普通(tong)高(gao)(gao)中(zhong)(zhong)兩類(lei)(lei),將加蓋公(gong)(gong)章的“XX區(qu)(qu)(qu)(市局(ju)直(zhi)屬學(xue)校)普通(tong)高(gao)(gao)中(zhong)(zhong)實(shi)驗(yan)班(ban)(ban)、試(shi)點班(ban)(ban)統(tong)計表”(掃(sao)描版(ban))通(tong)過電(dian)子郵件(jian)方式分別報(bao)市教(jiao)育(yu)局(ju)基礎教(jiao)育(yu)處和(he)社(she)會力(li)量辦學(xue)管理處備(bei)案(an)(相關聯系人和(he)郵箱地址詳見(jian)附(fu)件(jian)5)。
(十三)規范中(zhong)考(kao)(kao)組(zu)織(zhi)(zhi)管(guan)(guan)理(li)(li)。中(zhong)考(kao)(kao)組(zu)織(zhi)(zhi)管(guan)(guan)理(li)(li)工(gong)作(zuo)實(shi)(shi)行(xing)各區(qu)(qu)(qu)(市屬學校按屬地劃到區(qu)(qu)(qu))負(fu)責制(zhi),中(zhong)考(kao)(kao)考(kao)(kao)點(dian)實(shi)(shi)行(xing)分級管(guan)(guan)理(li)(li)和(he)主考(kao)(kao)負(fu)責制(zhi)。各區(qu)(qu)(qu)教(jiao)育行(xing)政部門、各考(kao)(kao)點(dian)要成立中(zhong)考(kao)(kao)工(gong)作(zuo)領導小組(zu),建(jian)立責任(ren)追究制(zhi),落實(shi)(shi)“誰主管(guan)(guan)、誰負(fu)責”制(zhi)度,簽(qian)訂工(gong)作(zuo)責任(ren)書(shu),確保責任(ren)落實(shi)(shi)到崗到人。各考(kao)(kao)點(dian)要對照《廣東省國(guo)家教(jiao)育考(kao)(kao)試標準(zhun)化考(kao)(kao)點(dian)管(guan)(guan)理(li)(li)辦法(試行(xing))》,切實(shi)(shi)加(jia)(jia)(jia)強(qiang)(qiang)考(kao)(kao)點(dian)硬件(jian)軟件(jian)建(jian)設,實(shi)(shi)現電子監控和(he)“網上巡考(kao)(kao)”。各區(qu)(qu)(qu)要按全市統(tong)一要求和(he)布置,加(jia)(jia)(jia)強(qiang)(qiang)對本(ben)區(qu)(qu)(qu)中(zhong)考(kao)(kao)保密(mi)、考(kao)(kao)試工(gong)作(zuo)人員(yuan)隊(dui)伍的(de)(de)培訓,加(jia)(jia)(jia)強(qiang)(qiang)對本(ben)區(qu)(qu)(qu)中(zhong)考(kao)(kao)保密(mi)、考(kao)(kao)務(wu)、考(kao)(kao)點(dian)的(de)(de)管(guan)(guan)理(li)(li)和(he)監督,2019年5月底前對本(ben)區(qu)(qu)(qu)考(kao)(kao)點(dian)軟硬件(jian)設施(尤其(qi)是(shi)英語聽說設備)和(he)考(kao)(kao)務(wu)工(gong)作(zuo)準(zhun)備情況(kuang)進(jin)行(xing)檢查驗收(shou),切實(shi)(shi)排除各類風險隱患,確保考(kao)(kao)務(wu)組(zu)織(zhi)(zhi)管(guan)(guan)理(li)(li)工(gong)作(zuo)安全有序。
三、嚴格執行“十項嚴禁”紀律要求
嚴(yan)(yan)禁(jin)(jin)(jin)(jin)無(wu)計劃、超(chao)計劃組(zu)織(zhi)招(zhao)(zhao)生(sheng)(sheng),招(zhao)(zhao)生(sheng)(sheng)結束后,學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)不得擅(shan)自招(zhao)(zhao)收(shou)已(yi)被其他(ta)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)錄(lu)取(qu)的(de)(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng);嚴(yan)(yan)禁(jin)(jin)(jin)(jin)自行(xing)(xing)組(zu)織(zhi)或與社會(hui)培(pei)訓機構聯合(he)組(zu)織(zhi)以選(xuan)拔生(sheng)(sheng)源(yuan)為目的(de)(de)的(de)(de)各類考(kao)(kao)試,或采用社會(hui)培(pei)訓機構自行(xing)(xing)組(zu)織(zhi)的(de)(de)各類考(kao)(kao)試結果; 嚴(yan)(yan)禁(jin)(jin)(jin)(jin)提前組(zu)織(zhi)招(zhao)(zhao)生(sheng)(sheng),變相“掐尖”選(xuan)生(sheng)(sheng)源(yuan);嚴(yan)(yan)禁(jin)(jin)(jin)(jin)公辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)與民辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)混合(he)招(zhao)(zhao)生(sheng)(sheng)、混合(he)編(bian)班(ban)(ban);嚴(yan)(yan)禁(jin)(jin)(jin)(jin)以高(gao)額物(wu)質(zhi)獎勵(li)、虛假(jia)宣傳(chuan)等(deng)(deng)不正當手(shou)段(duan)招(zhao)(zhao)攬生(sheng)(sheng)源(yuan);嚴(yan)(yan)禁(jin)(jin)(jin)(jin)任(ren)何(he)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)收(shou)取(qu)或變相收(shou)取(qu)與入學(xue)(xue)(xue)(xue)掛(gua)鉤(gou)的(de)(de)“捐資助學(xue)(xue)(xue)(xue)款”;嚴(yan)(yan)禁(jin)(jin)(jin)(jin)義務(wu)教(jiao)(jiao)育(yu)階(jie)段(duan)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)以各類競(jing)賽(sai)證(zheng)書、學(xue)(xue)(xue)(xue)科(ke)競(jing)賽(sai)成(cheng)績(ji)或考(kao)(kao)級證(zheng)明等(deng)(deng)作(zuo)為招(zhao)(zhao)生(sheng)(sheng)依據;嚴(yan)(yan)禁(jin)(jin)(jin)(jin)義務(wu)教(jiao)(jiao)育(yu)階(jie)段(duan)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)設立任(ren)何(he)名義的(de)(de)重點班(ban)(ban)、快慢班(ban)(ban);嚴(yan)(yan)禁(jin)(jin)(jin)(jin)初高(gao)中(zhong)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)對學(xue)(xue)(xue)(xue)生(sheng)(sheng)進行(xing)(xing)中(zhong)高(gao)考(kao)(kao)成(cheng)績(ji)排名、宣傳(chuan)中(zhong)高(gao)考(kao)(kao)狀元和升學(xue)(xue)(xue)(xue)率,教(jiao)(jiao)育(yu)行(xing)(xing)政部門也不得對學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)中(zhong)高(gao)考(kao)(kao)情況(kuang)進行(xing)(xing)排名,以及向學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)提供非本(ben)校(xiao)(xiao)(xiao)的(de)(de)中(zhong)高(gao)考(kao)(kao)成(cheng)績(ji)數據;嚴(yan)(yan)禁(jin)(jin)(jin)(jin)出(chu)現人籍分(fen)離、空掛(gua)學(xue)(xue)(xue)(xue)籍、學(xue)(xue)(xue)(xue)籍造假(jia)等(deng)(deng)現象,不得為違規跨區域(yu)招(zhao)(zhao)收(shou)的(de)(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)和違規轉學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生(sheng)(sheng)辦(ban)理學(xue)(xue)(xue)(xue)籍轉接。
四、嚴格執紀問責,營造良好氛圍
各級教(jiao)育(yu)(yu)(yu)(yu)行(xing)政(zheng)部(bu)門要(yao)(yao)(yao)健全違(wei)規(gui)招(zhao)(zhao)(zhao)生查(cha)(cha)處(chu)和(he)(he)責(ze)任(ren)追(zhui)究機制,暢通(tong)舉報和(he)(he)申(shen)訴受理渠道,主動(dong)接受社會監督。招(zhao)(zhao)(zhao)生結束(shu)后,按照隸屬(shu)關(guan)(guan)系(xi),教(jiao)育(yu)(yu)(yu)(yu)行(xing)政(zheng)部(bu)門要(yao)(yao)(yao)組織開展逐(zhu)校排查(cha)(cha)工(gong)作(zuo)(zuo),重(zhong)點排查(cha)(cha)曾經發(fa)生違(wei)規(gui)招(zhao)(zhao)(zhao)生的(de)(de)(de)學(xue)(xue)校,及時糾正(zheng)和(he)(he)嚴(yan)肅查(cha)(cha)處(chu)各種違(wei)規(gui)違(wei)紀招(zhao)(zhao)(zhao)生行(xing)為。對于造(zao)成不(bu)良影響或嚴(yan)重(zhong)后果的(de)(de)(de)學(xue)(xue)校,視(shi)情節(jie)輕重(zhong)給(gei)予約談、通(tong)報批評、追(zhui)究相關(guan)(guan)人(ren)員責(ze)任(ren)、依(yi)照有(you)關(guan)(guan)規(gui)定(ding)給(gei)予減少(shao)下一(yi)年(nian)(nian)度招(zhao)(zhao)(zhao)生計劃、停止當年(nian)(nian)招(zhao)(zhao)(zhao)生直至吊銷辦學(xue)(xue)許(xu)可證等處(chu)罰(fa)。市、區教(jiao)育(yu)(yu)(yu)(yu)督導部(bu)門要(yao)(yao)(yao)將(jiang)中小學(xue)(xue)招(zhao)(zhao)(zhao)生入(ru)學(xue)(xue)工(gong)作(zuo)(zuo)納入(ru)責(ze)任(ren)督學(xue)(xue)日常(chang)督導范圍。對于造(zao)成惡劣社會影響的(de)(de)(de)違(wei)規(gui)招(zhao)(zhao)(zhao)生行(xing)為,相關(guan)(guan)部(bu)門將(jiang)依(yi)照有(you)關(guan)(guan)規(gui)定(ding)嚴(yan)肅查(cha)(cha)處(chu)追(zhui)責(ze)。各區教(jiao)育(yu)(yu)(yu)(yu)行(xing)政(zheng)部(bu)門要(yao)(yao)(yao)與新聞(wen)宣(xuan)(xuan)(xuan)傳部(bu)門和(he)(he)有(you)關(guan)(guan)單(dan)位通(tong)力合作(zuo)(zuo),充分、深入(ru)、細致(zhi)解讀積分入(ru)學(xue)(xue)政(zheng)策,多渠道多形式開展招(zhao)(zhao)(zhao)生宣(xuan)(xuan)(xuan)傳工(gong)作(zuo)(zuo)。要(yao)(yao)(yao)組織召開幼兒園(yuan)、小學(xue)(xue)家長(chang)(chang)會議,積極主動(dong)宣(xuan)(xuan)(xuan)傳,要(yao)(yao)(yao)聯系(xi)社區工(gong)作(zuo)(zuo)站協助宣(xuan)(xuan)(xuan)傳。加(jia)強輿論(lun)宣(xuan)(xuan)(xuan)傳引導,及時回應群眾關(guan)(guan)注的(de)(de)(de)教(jiao)育(yu)(yu)(yu)(yu)熱點難(nan)點重(zhong)點問(wen)題。引導廣(guang)大家長(chang)(chang)充分認識就近入(ru)學(xue)(xue)對于學(xue)(xue)生健康成長(chang)(chang)的(de)(de)(de)價值和(he)(he)意義,樹(shu)立科學(xue)(xue)教(jiao)育(yu)(yu)(yu)(yu)觀念,把培(pei)養孩(hai)子的(de)(de)(de)好思想、好品行(xing)、好習慣作(zuo)(zuo)為家庭教(jiao)育(yu)(yu)(yu)(yu)的(de)(de)(de)首要(yao)(yao)(yao)任(ren)務,理性幫助孩(hai)子確定(ding)成長(chang)(chang)目(mu)標,克服唯分數(shu)、唯升學(xue)(xue)的(de)(de)(de)功(gong)利化傾向,避免盲目(mu)跟風(feng)擇校。
各區教育(yu)行政(zheng)部門須(xu)于4月30日(ri)前將(jiang)本區的義務教育(yu)招(zhao)(zhao)生入(ru)學(xue)工作(zuo)指導意見報市教育(yu)局(ju)(ju)備案。招(zhao)(zhao)生工作(zuo)結(jie)束后,各區要(yao)及時對中(zhong)小(xiao)學(xue)招(zhao)(zhao)生入(ru)學(xue)工作(zuo)情況(kuang)進行總結(jie),形成書面總結(jie)材料(liao)于9月2日(ri)前報市教育(yu)局(ju)(ju)基礎(chu)教育(yu)處(chu)。
