為深(shen)入(ru)(ru)貫徹習近平(ping)(ping)新時代(dai)中國特色(se)社會主義(yi)思想和黨(dang)的(de)十九大精神,全面(mian)(mian)貫徹黨(dang)的(de)教(jiao)育(yu)(yu)方(fang)針,落實(shi)立德樹(shu)人(ren)根本任務(wu),進一(yi)步規(gui)范(fan)普(pu)通(tong)中小學(xue)招生(sheng)入(ru)(ru)學(xue)秩(zhi)序,切實(shi)維護(hu)教(jiao)育(yu)(yu)公(gong)平(ping)(ping),努力讓(rang)每個孩子(zi)都能享有公(gong)平(ping)(ping)而有質(zhi)量(liang)的(de)教(jiao)育(yu)(yu),根據《中華人(ren)民共(gong)和國義(yi)務(wu)教(jiao)育(yu)(yu)法》《中華人(ren)民共(gong)和國民辦(ban)教(jiao)育(yu)(yu)促進法》和《中共(gong)中央 國務(wu)院關(guan)于深(shen)化教(jiao)育(yu)(yu)教(jiao)學(xue)改革全面(mian)(mian)提高義(yi)務(wu)教(jiao)育(yu)(yu)質(zhi)量(liang)的(de)意(yi)見(jian)》《國務(wu)院辦(ban)公(gong)廳關(guan)于新時代(dai)推進普(pu)通(tong)高中育(yu)(yu)人(ren)方(fang)式改革的(de)指導(dao)意(yi)見(jian)》《廣東省教(jiao)育(yu)(yu)廳關(guan)于進一(yi)步規(gui)范(fan)普(pu)通(tong)中小學(xue)招生(sheng)入(ru)(ru)學(xue)工作的(de)指導(dao)意(yi)見(jian)》,以及《深(shen)圳(zhen)(zhen)市非(fei)深(shen)戶(hu)籍人(ren)員子(zi)女接(jie)受義(yi)務(wu)教(jiao)育(yu)(yu)管理辦(ban)法》《中共(gong)深(shen)圳(zhen)(zhen)市委 深(shen)圳(zhen)(zhen)市人(ren)民政府印(yin)發〈關(guan)于推進教(jiao)育(yu)(yu)高質(zhi)量(liang)發展(zhan)的(de)意(yi)見(jian)〉的(de)通(tong)知》等法律法規(gui)、文(wen)件精神,現就做好(hao)我(wo)市2020年普(pu)通(tong)中小學(xue)招生(sheng)入(ru)(ru)學(xue)工作通(tong)知如下:
一、規范義務教育招生行為
(一)強(qiang)化屬地責任(ren),落實 “兩為主”
1.落實“兩為(wei)主(zhu)(zhu)”職責(ze)。各區(qu)(含新區(qu)、深汕特別合(he)作區(qu),下同)政府作為(wei)發展和管(guan)理義(yi)務教(jiao)育(yu)(yu)的責(ze)任(ren)(ren)主(zhu)(zhu)體(ti)和行為(wei)主(zhu)(zhu)體(ti),要強化責(ze)任(ren)(ren)意識(shi),認真(zhen)落實國家“兩為(wei)主(zhu)(zhu)”要求,進(jin)一步提高(gao)進(jin)城務工(gong)人(ren)員隨遷子女(nv)在公(gong)(gong)辦(ban)(ban)義(yi)務教(jiao)育(yu)(yu)學(xue)(xue)校就讀(du)的比例,增(zeng)加公(gong)(gong)辦(ban)(ban)學(xue)(xue)位供給,統籌公(gong)(gong)辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)校招(zhao)(zhao)生(sheng)(sheng),切實保(bao)障符合(he)條件的適齡兒童(tong)、少年接(jie)受義(yi)務教(jiao)育(yu)(yu)的權(quan)利(li)。堅(jian)決防(fang)止將政府舉辦(ban)(ban)義(yi)務教(jiao)育(yu)(yu)的責(ze)任(ren)(ren)推向市場。各區(qu)要加強組(zu)織領導(dao),成立(li)義(yi)務教(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)工(gong)作領導(dao)小組(zu),主(zhu)(zhu)管(guan)區(qu)領導(dao)為(wei)組(zu)長,及時(shi)妥善(shan)處(chu)理本區(qu)義(yi)務教(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)中的熱(re)點(dian)難點(dian)問題,定期召開招(zhao)(zhao)生(sheng)(sheng)工(gong)作聯席(xi)會(hui)議,完善(shan)統籌協調工(gong)作機制。
2.落實義(yi)務(wu)教(jiao)育招(zhao)(zhao)生(sheng)管(guan)理(li)(li)職責(ze)。各(ge)(ge)區(qu)教(jiao)育行(xing)政部(bu)門(men)要切實加(jia)(jia)強對(dui)義(yi)務(wu)教(jiao)育招(zhao)(zhao)生(sheng)工(gong)作(zuo)(zuo)的(de)組織和(he)管(guan)理(li)(li),做好(hao)(hao)學(xue)(xue)(xue)(xue)位(wei)(wei)預(yu)測(ce),及時公(gong)布學(xue)(xue)(xue)(xue)位(wei)(wei)供需(xu)情況,建立招(zhao)(zhao)生(sheng)預(yu)警機(ji)制(zhi)(zhi)(zhi),合(he)理(li)(li)引(yin)導(dao)家長(chang)預(yu)期(qi)。要積極探索研制(zhi)(zhi)(zhi)招(zhao)(zhao)生(sheng)電子(zi)地圖,便于實時分析研判各(ge)(ge)學(xue)(xue)(xue)(xue)區(qu)學(xue)(xue)(xue)(xue)位(wei)(wei)供給(gei)動(dong)(dong)態變化(hua)(hua)情況,方便學(xue)(xue)(xue)(xue)生(sheng)家長(chang)便捷查(cha)詢(xun)各(ge)(ge)學(xue)(xue)(xue)(xue)校招(zhao)(zhao)生(sheng)范圍及學(xue)(xue)(xue)(xue)位(wei)(wei)供給(gei)信息。要科學(xue)(xue)(xue)(xue)制(zhi)(zhi)(zhi)定招(zhao)(zhao)生(sheng)工(gong)作(zuo)(zuo)方案,做好(hao)(hao)網(wang)上(shang)招(zhao)(zhao)生(sheng)報名的(de)組織工(gong)作(zuo)(zuo),指導(dao)所屬學(xue)(xue)(xue)(xue)校及時、妥(tuo)善處理(li)(li)招(zhao)(zhao)生(sheng)工(gong)作(zuo)(zuo)中(zhong)出(chu)現(xian)的(de)信訪(fang)問(wen)(wen)題(ti)。要簡化(hua)(hua)入學(xue)(xue)(xue)(xue)手續,加(jia)(jia)強部(bu)門(men)聯動(dong)(dong),充(chong)分利用現(xian)代信息技(ji)術手段(duan)實施多部(bu)門(men)聯網(wang)審核(he)驗(yan)(yan)證,共同做好(hao)(hao)適齡兒童(tong)、少年的(de)就(jiu)讀資(zi)格驗(yan)(yan)核(he)工(gong)作(zuo)(zuo)。要加(jia)(jia)強風險(xian)預(yu)判,制(zhi)(zhi)(zhi)定完善應(ying)急(ji)(ji)預(yu)案,健全應(ying)急(ji)(ji)機(ji)制(zhi)(zhi)(zhi),及時發現(xian)并妥(tuo)善處置苗頭性(xing)、傾向性(xing)問(wen)(wen)題(ti),快速穩妥(tuo)處理(li)(li)突發事件(jian),確保招(zhao)(zhao)生(sheng)入學(xue)(xue)(xue)(xue)工(gong)作(zuo)(zuo)平穩有序。要加(jia)(jia)強對(dui)招(zhao)(zhao)生(sheng)入學(xue)(xue)(xue)(xue)工(gong)作(zuo)(zuo)的(de)監督檢(jian)查(cha),建立完善招(zhao)(zhao)生(sheng)入學(xue)(xue)(xue)(xue)監督工(gong)作(zuo)(zuo)機(ji)制(zhi)(zhi)(zhi)。
3.落(luo)實義務教育階段學校(xiao)招生(sheng)(sheng)(sheng)(sheng)職責。各(ge)義務教育階段學校(xiao)要(yao)規范招生(sheng)(sheng)(sheng)(sheng)行為,應(ying)當公(gong)示招生(sheng)(sheng)(sheng)(sheng)政(zheng)策、招生(sheng)(sheng)(sheng)(sheng)計劃、招生(sheng)(sheng)(sheng)(sheng)片(pian)區、招生(sheng)(sheng)(sheng)(sheng)程序(xu)、招生(sheng)(sheng)(sheng)(sheng)結果、咨詢投訴電話(hua),不得擅自跨(kua)(kua)片(pian)區招生(sheng)(sheng)(sheng)(sheng),不得擅自接收學生(sheng)(sheng)(sheng)(sheng)跨(kua)(kua)片(pian)區擇校(xiao)就讀。要(yao)指導適齡(ling)兒童、少年的家(jia)長按(an)時申請學位,按(an)要(yao)求及時、準確(que)提(ti)供就讀信息。
(二)堅持免試就近(jin)入學,合理確定招生范(fan)圍
1.堅持免(mian)試就(jiu)近入(ru)(ru)學(xue)(xue)。所有(you)公辦民辦學(xue)(xue)校都要嚴格遵守并(bing)全面落實義務教育免(mian)試入(ru)(ru)學(xue)(xue)規(gui)定。堅決整治公辦民辦學(xue)(xue)校通過面試、面談、人機對話、體驗(yan)活動、簡歷材料等方(fang)式為依(yi)據的“掐尖”招(zhao)生(sheng)、提前招(zhao)生(sheng)、違規(gui)爭(zheng)搶生(sheng)源的行為。市局直(zhi)屬學(xue)(xue)校義務教育招(zhao)生(sheng)工作納(na)入(ru)(ru)所在區教育行政部門統一管理。
2.合理確(que)(que)定(ding)(ding)(ding)招(zhao)(zhao)(zhao)生(sheng)(sheng)范圍。各區(qu)(qu)(qu)(qu)教育(yu)(yu)行政部門要嚴格按(an)照“學(xue)(xue)(xue)校(xiao)(xiao)(xiao)劃片招(zhao)(zhao)(zhao)生(sheng)(sheng)、生(sheng)(sheng)源(yuan)就近入學(xue)(xue)(xue)”的目標要求,綜合考慮適(shi)齡兒(er)童(tong)、少(shao)年人數、學(xue)(xue)(xue)校(xiao)(xiao)(xiao)分(fen)布、學(xue)(xue)(xue)校(xiao)(xiao)(xiao)規模、交通狀(zhuang)況等因(yin)素,采取單校(xiao)(xiao)(xiao)劃片或多(duo)校(xiao)(xiao)(xiao)劃片等方(fang)式,為每(mei)所公辦義(yi)(yi)務(wu)教育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)劃定(ding)(ding)(ding)服務(wu)片區(qu)(qu)(qu)(qu)范圍,確(que)(que)保各片區(qu)(qu)(qu)(qu)之間教育(yu)(yu)資源(yuan)大致均衡。在(zai)對學(xue)(xue)(xue)校(xiao)(xiao)(xiao)原招(zhao)(zhao)(zhao)生(sheng)(sheng)范圍進行較大調整時,要充分(fen)聽(ting)取群眾意(yi)見,審(shen)慎(shen)論證,提前公告(gao)。片區(qu)(qu)(qu)(qu)確(que)(que)定(ding)(ding)(ding)后,應在(zai)一(yi)段時期內保持相(xiang)對穩定(ding)(ding)(ding)。民(min)辦義(yi)(yi)務(wu)教育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)原則上面向本(ben)區(qu)(qu)(qu)(qu)范圍內招(zhao)(zhao)(zhao)生(sheng)(sheng),在(zai)滿(man)足本(ben)區(qu)(qu)(qu)(qu)符合條(tiao)件的適(shi)齡兒(er)童(tong)、少(shao)年入學(xue)(xue)(xue)需(xu)求后,仍有(you)剩余招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃且有(you)住(zhu)宿條(tiao)件的,經學(xue)(xue)(xue)校(xiao)(xiao)(xiao)申請,區(qu)(qu)(qu)(qu)教育(yu)(yu)行政部門審(shen)核,報市(shi)教育(yu)(yu)局同意(yi),可跨區(qu)(qu)(qu)(qu)招(zhao)(zhao)(zhao)收少(shao)量學(xue)(xue)(xue)生(sheng)(sheng)。民(min)辦義(yi)(yi)務(wu)教育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)應在(zai)教育(yu)(yu)行政部門核定(ding)(ding)(ding)的招(zhao)(zhao)(zhao)生(sheng)(sheng)范圍內招(zhao)(zhao)(zhao)生(sheng)(sheng)。
(三(san))剛性實施(shi)(shi)(shi)入(ru)學(xue)(xue)(xue)政(zheng)策,完善(shan)積(ji)分(fen)(fen)(fen)入(ru)學(xue)(xue)(xue)細(xi)(xi)則。所有公(gong)(gong)辦(ban)民(min)(min)辦(ban)學(xue)(xue)(xue)校要嚴格按照《深圳市非(fei)深戶籍人員子(zi)女(nv)(nv)接受義務教(jiao)育(yu)(yu)(yu)管理辦(ban)法》規定的入(ru)學(xue)(xue)(xue)條件招生。各區教(jiao)育(yu)(yu)(yu)行政(zheng)部門要不斷(duan)優化(hua)和(he)(he)完善(shan)積(ji)分(fen)(fen)(fen)入(ru)學(xue)(xue)(xue)實施(shi)(shi)(shi)細(xi)(xi)則,充分(fen)(fen)(fen)體現教(jiao)育(yu)(yu)(yu)公(gong)(gong)平(ping),合(he)理設置積(ji)分(fen)(fen)(fen)類別(bie)、項目、標(biao)準和(he)(he)分(fen)(fen)(fen)值(zhi),根(gen)據積(ji)分(fen)(fen)(fen)情(qing)況和(he)(he)招生計劃安排(pai)學(xue)(xue)(xue)位,實施(shi)(shi)(shi)過程(cheng)中要做到積(ji)分(fen)(fen)(fen)標(biao)準、積(ji)分(fen)(fen)(fen)結果、學(xue)(xue)(xue)位安排(pai)“三(san)公(gong)(gong)開(kai)”。積(ji)分(fen)(fen)(fen)入(ru)學(xue)(xue)(xue)細(xi)(xi)則要充分(fen)(fen)(fen)征求(qiu)轄區居民(min)(min)意見,在招生工作實施(shi)(shi)(shi)前報市教(jiao)育(yu)(yu)(yu)局備(bei)案。2020年(nian)全(quan)面取消(xiao)(xiao)各類特長生招生。對烈士子(zi)女(nv)(nv)、符合(he)條件的現役軍(jun)人子(zi)女(nv)(nv)及復退軍(jun)人子(zi)女(nv)(nv)、消(xiao)(xiao)防救援隊(dui)伍人員子(zi)女(nv)(nv)、公(gong)(gong)安英模和(he)(he)因公(gong)(gong)犧牲傷殘警察子(zi)女(nv)(nv)、高(gao)層次(ci)人才子(zi)女(nv)(nv)等享受優惠(hui)政(zheng)策人員子(zi)女(nv)(nv)實施(shi)(shi)(shi)教(jiao)育(yu)(yu)(yu)優待政(zheng)策,并向社(she)會公(gong)(gong)示。
(四)完(wan)善(shan)民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)校招(zhao)生(sheng)管理(li)。各區教(jiao)育(yu)(yu)行(xing)(xing)政部(bu)門(men)要(yao)將民(min)(min)辦(ban)(ban)義(yi)(yi)務教(jiao)育(yu)(yu)學(xue)(xue)(xue)校招(zhao)生(sheng)納入(ru)統(tong)(tong)一管理(li),與(yu)公(gong)辦(ban)(ban)學(xue)(xue)(xue)校同(tong)步招(zhao)生(sheng)。民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)校的學(xue)(xue)(xue)位(wei)由(you)(you)政府(fu)統(tong)(tong)籌(chou)安排或者政府(fu)直(zhi)(zhi)接向(xiang)民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)校購買學(xue)(xue)(xue)位(wei)的,具體(ti)(ti)辦(ban)(ban)法(fa)由(you)(you)區教(jiao)育(yu)(yu)行(xing)(xing)政部(bu)門(men)確定。要(yao)進(jin)一步加強對民(min)(min)辦(ban)(ban)義(yi)(yi)務教(jiao)育(yu)(yu)學(xue)(xue)(xue)校招(zhao)生(sheng)工(gong)作(zuo)指導和(he)管理(li),統(tong)(tong)一規范(fan)學(xue)(xue)(xue)生(sheng)報(bao)(bao)讀(du)民(min)(min)辦(ban)(ban)義(yi)(yi)務教(jiao)育(yu)(yu)學(xue)(xue)(xue)校的方(fang)法(fa)和(he)途徑。民(min)(min)辦(ban)(ban)義(yi)(yi)務教(jiao)育(yu)(yu)學(xue)(xue)(xue)校的招(zhao)生(sheng)計劃和(he)招(zhao)生(sheng)方(fang)案,要(yao)報(bao)(bao)主管教(jiao)育(yu)(yu)行(xing)(xing)政部(bu)門(men)審核后實(shi)(shi)(shi)(shi)施。2020年對面向(xiang)全(quan)(quan)區招(zhao)生(sheng)且(qie)報(bao)(bao)名人(ren)數(shu)超過招(zhao)生(sheng)計劃數(shu)的民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)校,全(quan)(quan)部(bu)實(shi)(shi)(shi)(shi)行(xing)(xing)電(dian)腦隨(sui)機(ji)搖號(hao)(hao)錄取。辦(ban)(ban)學(xue)(xue)(xue)層次同(tong)時包括小學(xue)(xue)(xue)和(he)初中的民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)校,應首先(xian)通過直(zhi)(zhi)升或電(dian)腦隨(sui)機(ji)搖號(hao)(hao)方(fang)式招(zhao)收本校自愿(yuan)報(bao)(bao)讀(du)初中的小學(xue)(xue)(xue)畢(bi)業生(sheng),剩余的招(zhao)生(sheng)計劃應公(gong)開報(bao)(bao)名,實(shi)(shi)(shi)(shi)行(xing)(xing)電(dian)腦隨(sui)機(ji)搖號(hao)(hao)錄取。民(min)(min)辦(ban)(ban)學(xue)(xue)(xue)校電(dian)腦隨(sui)機(ji)搖號(hao)(hao)錄取的實(shi)(shi)(shi)(shi)施辦(ban)(ban)法(fa)由(you)(you)市教(jiao)育(yu)(yu)局統(tong)(tong)一制定,各區教(jiao)育(yu)(yu)行(xing)(xing)政部(bu)門(men)制定操作(zuo)細則并(bing)組織實(shi)(shi)(shi)(shi)施。電(dian)腦隨(sui)機(ji)錄取工(gong)作(zuo)要(yao)做(zuo)到全(quan)(quan)程錄像,并(bing)邀(yao)請公(gong)證機(ji)構人(ren)員、紀檢人(ren)員、人(ren)大(da)代(dai)表(biao)(biao)、政協委(wei)員、新聞媒體(ti)(ti)代(dai)表(biao)(biao)和(he)學(xue)(xue)(xue)生(sheng)家長代(dai)表(biao)(biao)全(quan)(quan)程監督。
(五)提高殘(can)疾(ji)兒童(tong)少(shao)年(nian)入(ru)(ru)學(xue)(xue)率(lv),提升(sheng)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質量。各(ge)區(qu)要(yao)(yao)按(an)國家(jia)要(yao)(yao)求(qiu),確保2020年(nian)殘(can)疾(ji)兒童(tong)、少(shao)年(nian)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)入(ru)(ru)學(xue)(xue)率(lv)達到95%以(yi)上(shang)(shang)。按(an)照“全覆蓋、零拒絕”的(de)(de)要(yao)(yao)求(qiu),根(gen)據適齡殘(can)疾(ji)兒童(tong)、少(shao)年(nian)的(de)(de)實(shi)際情況,制(zhi)訂教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)安(an)(an)置(zhi)(zhi)方案,落實(shi)“一人一案”,通(tong)過普通(tong)學(xue)(xue)校(xiao)(xiao)就讀(du)、特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)就讀(du)、送教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)上(shang)(shang)門等(deng)多種方式(shi),逐一做好(hao)入(ru)(ru)學(xue)(xue)安(an)(an)置(zhi)(zhi)工作。原則上(shang)(shang)各(ge)區(qu)要(yao)(yao)建設(she)(she)至少(shao)1所獨立設(she)(she)置(zhi)(zhi)的(de)(de)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階(jie)段(duan)綜合性特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)。招收殘(can)疾(ji)學(xue)(xue)生5人以(yi)上(shang)(shang)的(de)(de)普通(tong)學(xue)(xue)校(xiao)(xiao)要(yao)(yao)按(an)規定建設(she)(she)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)資源教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)室,按(an)標準配備專職資源教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師。市(shi)、區(qu)特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)科學(xue)(xue)設(she)(she)置(zhi)(zhi)招生類別、學(xue)(xue)段(duan),錯位發展,協調發展。視障(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)、聽障(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)以(yi)市(shi)為(wei)主,智力障(zhang)礙等(deng)其他(ta)類型(xing)的(de)(de)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)以(yi)區(qu)為(wei)主。市(shi)屬特(te)殊(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)要(yao)(yao)擴大(da)高中階(jie)段(duan)招生規模,讓(rang)完成義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)的(de)(de)殘(can)疾(ji)學(xue)(xue)生都能(neng)接受適宜的(de)(de)高中階(jie)段(duan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)。
(六(liu))加強招生(sheng)計(ji)劃(hua)(hua)管(guan)理,消(xiao)除大(da)班(ban)(ban)(ban)(ban)(ban)額(e)(e)。各區教育(yu)行(xing)政部門要結合學(xue)(xue)(xue)校(xiao)(xiao)辦學(xue)(xue)(xue)規模、辦學(xue)(xue)(xue)條件,科學(xue)(xue)(xue)核定公(gong)辦民辦學(xue)(xue)(xue)校(xiao)(xiao)招生(sheng)計(ji)劃(hua)(hua),于(yu)招生(sheng)工作啟動前1周向社會公(gong)布。嚴格(ge)控制(zhi)存在(zai)大(da)班(ban)(ban)(ban)(ban)(ban)額(e)(e)和大(da)校(xiao)(xiao)額(e)(e)學(xue)(xue)(xue)校(xiao)(xiao)的(de)(de)招生(sheng)計(ji)劃(hua)(hua)。嚴禁超計(ji)劃(hua)(hua)招生(sheng),各義務教育(yu)學(xue)(xue)(xue)校(xiao)(xiao)起始年級嚴格(ge)按照(zhao)標準班(ban)(ban)(ban)(ban)(ban)額(e)(e)招生(sheng),堅決防止產生(sheng)新(xin)的(de)(de)大(da)班(ban)(ban)(ban)(ban)(ban)額(e)(e),確(que)保2020年基本消(xiao)除大(da)班(ban)(ban)(ban)(ban)(ban)額(e)(e)。
(七)落(luo)實(shi)控(kong)輟(chuo)保學(xue)(xue)(xue)(xue)法定職(zhi)責(ze)。各區(qu)教(jiao)(jiao)育(yu)(yu)(yu)行政(zheng)部門和(he)學(xue)(xue)(xue)(xue)校要嚴格落(luo)實(shi)《義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)法》《未成年人保護法》等(deng)法律規定,依(yi)法保障適齡(ling)兒童、少年接受(shou)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)的權(quan)利,要嚴格履行控(kong)輟(chuo)保學(xue)(xue)(xue)(xue)法定職(zhi)責(ze),完善聯控(kong)聯保工(gong)作機(ji)制,落(luo)實(shi)失學(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生(sheng)勸返復學(xue)(xue)(xue)(xue)、登(deng)記(ji)和(he)書(shu)面報告(gao)責(ze)任制度,建(jian)立完善控(kong)輟(chuo)保學(xue)(xue)(xue)(xue)工(gong)作臺(tai)賬,共同做好控(kong)輟(chuo)保學(xue)(xue)(xue)(xue)工(gong)作。適齡(ling)兒童、少年因身體(ti)狀(zhuang)況確(que)需延緩(huan)入學(xue)(xue)(xue)(xue)或者休(xiu)學(xue)(xue)(xue)(xue)的,其(qi)父母或者其(qi)他法定監護人應當提出申請,由所(suo)在(zai)區(qu)教(jiao)(jiao)育(yu)(yu)(yu)行政(zheng)部門批準。依(yi)法查處(chu)以在(zai)家(jia)學(xue)(xue)(xue)(xue)習(xi)、接受(shou)“私塾”“讀經班”等(deng)培訓替代國家(jia)統一實(shi)施的義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)的行為(wei)。嚴格外籍人員子女學(xue)(xue)(xue)(xue)校招生(sheng)管理,不(bu)得招收中國籍學(xue)(xue)(xue)(xue)生(sheng)。
二、加強普通高中招生管理
(一(yi)(yi))剛性執(zhi)行(xing)(xing)高(gao)中招(zhao)生計(ji)(ji)(ji)劃。各區(qu)教育(yu)(yu)行(xing)(xing)政(zheng)部門(men)(men)和高(gao)中學(xue)校(xiao)要提高(gao)政(zheng)治站位,響應(ying)市民對于我市高(gao)中學(xue)位供(gong)需矛(mao)盾關切,嚴格(ge)按照(zhao)教育(yu)(yu)部門(men)(men)下(xia)發的招(zhao)生計(ji)(ji)(ji)劃文(wen)件執(zhi)行(xing)(xing)招(zhao)生計(ji)(ji)(ji)劃和招(zhao)生范(fan)圍,不得隨(sui)意變更招(zhao)生規模。招(zhao)生計(ji)(ji)(ji)劃一(yi)(yi)經下(xia)達(da),原則上(shang)不再受理調整招(zhao)生計(ji)(ji)(ji)劃的申(shen)請,確(que)保(bao)招(zhao)生計(ji)(ji)(ji)劃的嚴肅(su)性。各級(ji)教育(yu)(yu)行(xing)(xing)政(zheng)部門(men)(men)、各高(gao)中階段(duan)學(xue)校(xiao)根據招(zhao)生計(ji)(ji)(ji)劃的要求,認真(zhen)做(zuo)好招(zhao)生的各項準備工(gong)作(zuo),確(que)保(bao)學(xue)校(xiao)正常開學(xue)。民辦(ban)學(xue)校(xiao)招(zhao)生納(na)入統(tong)一(yi)(yi)管理,并(bing)與公(gong)辦(ban)學(xue)校(xiao)同步招(zhao)生。各校(xiao)招(zhao)生計(ji)(ji)(ji)劃的執(zhi)行(xing)(xing)情況,將(jiang)作(zuo)為(wei)學(xue)校(xiao)自主招(zhao)生計(ji)(ji)(ji)劃安(an)排、規范(fan)辦(ban)學(xue)、辦(ban)學(xue)水平、辦(ban)學(xue)效益評(ping)估以及(ji)評(ping)先、評(ping)優等的主要指標。全市公(gong)辦(ban)高(gao)中學(xue)校(xiao)應(ying)堅持滿規模招(zhao)生。2020年全面取消(xiao)直(zhi)升生。
(二)落實指(zhi)標到校政策。認(ren)真落實指(zhi)標到校政策要(yao)求,每所優(you)質普通(tong)高(gao)中(zhong)學(xue)校要(yao)安排不低于50%的招生名額,主要(yao)按初中(zhong)學(xue)校在校生數,直接分配到全(quan)市(shi)各初中(zhong)學(xue)校(含民辦(ban)),促進義務(wu)教育均衡發展和初中(zhong)教育質量全(quan)面(mian)提高(gao)。
(三)統(tong)籌規(gui)范全市(shi)高中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)招生(sheng)工(gong)作(zuo)。根據廣東省教育廳關(guan)于進一步(bu)完善和規(gui)范自(zi)(zi)主(zhu)(zhu)(zhu)招生(sheng)的(de)(de)相關(guan)要(yao)(yao)求,市(shi)教育局全面(mian)統(tong)籌高中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)招生(sheng)工(gong)作(zuo),規(gui)范普(pu)通(tong)高中(zhong)(zhong)學(xue)校開展自(zi)(zi)主(zhu)(zhu)(zhu)招生(sheng)改革(ge)試點,自(zi)(zi)主(zhu)(zhu)(zhu)招生(sheng)比例原則上不超過學(xue)校年度招生(sheng)計劃的(de)(de)10%。自(zi)(zi)主(zhu)(zhu)(zhu)招生(sheng)對象主(zhu)(zhu)(zhu)要(yao)(yao)為(wei)具有創新潛質(zhi)和學(xue)科特長的(de)(de)學(xue)生(sheng)。2020年全市(shi)普(pu)通(tong)高中(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)(zhu)招生(sheng)按照(zhao)市(shi)教育局出臺制定的(de)(de)《深圳市(shi)教育局關(guan)于做好2020年普(pu)通(tong)高中(zhong)(zhong)學(xue)校自(zi)(zi)主(zhu)(zhu)(zhu)招生(sheng)工(gong)作(zuo)的(de)(de)通(tong)知(zhi)》實施。
(四)規(gui)范學(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)行為(wei)。積極探索基(ji)于初中(zhong)學(xue)業水平考(kao)試成績、結合綜合素質表現評(ping)價的(de)高(gao)(gao)中(zhong)階段學(xue)校(xiao)考(kao)試招(zhao)(zhao)生(sheng)(sheng)(sheng)錄取模式(shi)。所有(you)高(gao)(gao)中(zhong)學(xue)校(xiao)(含民辦普通高(gao)(gao)中(zhong))需嚴(yan)(yan)格按照規(gui)定的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)范圍、招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)、招(zhao)(zhao)生(sheng)(sheng)(sheng)時間、招(zhao)(zhao)生(sheng)(sheng)(sheng)方式(shi)進(jin)行統一招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)(yan)禁違規(gui)爭(zheng)搶(qiang)生(sheng)(sheng)(sheng)源(yuan)、“掐(qia)尖”招(zhao)(zhao)生(sheng)(sheng)(sheng)、跨市招(zhao)(zhao)生(sheng)(sheng)(sheng)、超計(ji)(ji)劃(hua)招(zhao)(zhao)生(sheng)(sheng)(sheng)和(he)提前招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)(yan)禁招(zhao)(zhao)收(shou)(shou)“掛讀(du)生(sheng)(sheng)(sheng)”、“擇校(xiao)生(sheng)(sheng)(sheng)”和(he)變相(xiang)招(zhao)(zhao)收(shou)(shou)“借讀(du)生(sheng)(sheng)(sheng)”。嚴(yan)(yan)格控制加分(fen)項目及分(fen)值,規(gui)范資格審查制度。
三、加強新生入學管理
(一)加(jia)強學生(sheng)分班(ban)(ban)(ban)(ban)(ban)管理(li)。各(ge)義(yi)(yi)務教育階(jie)段學校要(yao)實(shi)行均衡編班(ban)(ban)(ban)(ban)(ban),嚴(yan)禁(jin)舉辦重點班(ban)(ban)(ban)(ban)(ban),包括(kuo)以特長班(ban)(ban)(ban)(ban)(ban)、特色班(ban)(ban)(ban)(ban)(ban)、快慢班(ban)(ban)(ban)(ban)(ban)、尖子班(ban)(ban)(ban)(ban)(ban)、興趣班(ban)(ban)(ban)(ban)(ban)和“奧賽(sai)”班(ban)(ban)(ban)(ban)(ban)、實(shi)驗班(ban)(ban)(ban)(ban)(ban)、國際班(ban)(ban)(ban)(ban)(ban)等名(ming)義(yi)(yi)的(de)變相(xiang)重點班(ban)(ban)(ban)(ban)(ban)。普通高(gao)中(zhong)學校要(yao)根據普通高(gao)中(zhong)課(ke)程(cheng)方案(an)和學生(sheng)選課(ke)情況,合理(li)排課(ke)編班(ban)(ban)(ban)(ban)(ban),科學制訂選課(ke)走(zou)班(ban)(ban)(ban)(ban)(ban)指南(nan)和課(ke)程(cheng)實(shi)施方案(an),確保課(ke)程(cheng)之間(jian)、年(nian)級之間(jian)的(de)均衡性和學科學習的(de)連貫(guan)性。
(二)嚴格規(gui)范學(xue)(xue)籍(ji)(ji)(ji)(ji)管(guan)理。學(xue)(xue)校(xiao)(xiao)(xiao)應當從學(xue)(xue)生(sheng)入學(xue)(xue)之日起(qi)1個(ge)月內為學(xue)(xue)生(sheng)建(jian)立學(xue)(xue)籍(ji)(ji)(ji)(ji)檔(dang)案,其(qi)中,殘疾程度較(jiao)重(zhong)、無(wu)法進入學(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)習的(de)(de)學(xue)(xue)生(sheng),由承擔送教(jiao)上門(men)的(de)(de)學(xue)(xue)校(xiao)(xiao)(xiao)建(jian)立學(xue)(xue)籍(ji)(ji)(ji)(ji)。學(xue)(xue)校(xiao)(xiao)(xiao)要嚴格落(luo)實學(xue)(xue)籍(ji)(ji)(ji)(ji)管(guan)理“一人(ren)一籍(ji)(ji)(ji)(ji),籍(ji)(ji)(ji)(ji)隨人(ren)走”的(de)(de)要求,不得(de)以虛(xu)假信(xin)息建(jian)立學(xue)(xue)生(sheng)學(xue)(xue)籍(ji)(ji)(ji)(ji),不得(de)重(zhong)復建(jian)立學(xue)(xue)生(sheng)學(xue)(xue)籍(ji)(ji)(ji)(ji),不得(de)擅自(zi)刪除學(xue)(xue)生(sheng)電子學(xue)(xue)籍(ji)(ji)(ji)(ji)信(xin)息。未經義務(wu)教(jiao)育招生(sheng)平臺報名錄(lu)取(qu)的(de)(de)學(xue)(xue)生(sheng)不予建(jian)立學(xue)(xue)籍(ji)(ji)(ji)(ji)。對(dui)于未經學(xue)(xue)校(xiao)(xiao)(xiao)批準(zhun),不按學(xue)(xue)校(xiao)(xiao)(xiao)規(gui)定期限到校(xiao)(xiao)(xiao)辦理注冊者(zhe),不予以建(jian)立學(xue)(xue)籍(ji)(ji)(ji)(ji)。各區教(jiao)育行(xing)政(zheng)主管(guan)部門(men)要加強對(dui)學(xue)(xue)籍(ji)(ji)(ji)(ji)工作(zuo)的(de)(de)核查,及(ji)時(shi)查處和糾正學(xue)(xue)籍(ji)(ji)(ji)(ji)建(jian)檔(dang)過程中的(de)(de)不規(gui)范行(xing)為,嚴禁“人(ren)籍(ji)(ji)(ji)(ji)分離”、“雙重(zhong)學(xue)(xue)籍(ji)(ji)(ji)(ji)”等情況出現。
(三)加(jia)強課程教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)管理。各區(qu)教(jiao)(jiao)(jiao)(jiao)育(yu)行(xing)政部門要加(jia)強對教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)使(shi)用情(qing)況的檢查,嚴格遵照《中共中央(yang) 國(guo)務院關于深化教(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)學改革全面提高義(yi)(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)質(zhi)量的意見(jian)》和《中小學教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)管理辦法(fa)》要求,不得(de)以地方(fang)課程教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)、校本課程教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)等替代國(guo)家(jia)課程教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)。義(yi)(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)學校不得(de)引進(jin)境外(wai)課程、使(shi)用境外(wai)教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)、使(shi)用未經(jing)審定教(jiao)(jiao)(jiao)(jiao)材(cai)(cai)。普通(tong)高中選用境外(wai)教(jiao)(jiao)(jiao)(jiao)材(cai)(cai),按照國(guo)家(jia)有關政策執行(xing)。
四、建立考核和問責雙機制,確保招生工作全面落地
市、區教(jiao)(jiao)育(yu)(yu)(yu)督(du)導(dao)部(bu)門要(yao)(yao)將中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)(xue)招(zhao)(zhao)生(sheng)入(ru)學(xue)(xue)(xue)工作(zuo)納入(ru)責任督(du)學(xue)(xue)(xue)日常督(du)導(dao)范圍,嚴肅(su)查處違(wei)反教(jiao)(jiao)育(yu)(yu)(yu)部(bu)“十項嚴禁”紀律要(yao)(yao)求和省教(jiao)(jiao)育(yu)(yu)(yu)廳“六項規(gui)定(ding)”等(deng)違(wei)反招(zhao)(zhao)生(sheng)政策和紀律以及擾亂中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)(xue)入(ru)學(xue)(xue)(xue)招(zhao)(zhao)生(sheng)秩序(xu)的行為。對違(wei)規(gui)操作(zuo),查有實(shi)(shi)據,造成重大輿情(qing),引(yin)發(fa)社會不(bu)穩定(ding),造成不(bu)良影響的單位和個(ge)人實(shi)(shi)行問責。對于未落(luo)實(shi)(shi)《中(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)央 國務院關于深化(hua)教(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)學(xue)(xue)(xue)改革全(quan)面提高義務教(jiao)(jiao)育(yu)(yu)(yu)質量的意見》中(zhong)(zhong)(zhong)義務教(jiao)(jiao)育(yu)(yu)(yu)招(zhao)(zhao)生(sheng)入(ru)學(xue)(xue)(xue)規(gui)定(ding)要(yao)(yao)求,或者出現轄區內義務教(jiao)(jiao)育(yu)(yu)(yu)階段學(xue)(xue)(xue)校(xiao)違(wei)規(gui)考(kao)試招(zhao)(zhao)生(sheng)行為的,視(shi)同為落(luo)實(shi)(shi)中(zhong)(zhong)(zhong)央和國家重大政策不(bu)力,納入(ru)政府(fu)履行教(jiao)(jiao)育(yu)(yu)(yu)職責評價。
