  為深(shen)入貫(guan)徹落實習近(jin)平新時代中(zhong)國特色社會(hui)主義思想和(he)黨(dang)的(de)十九(jiu)大精神,努力讓每(mei)個孩子(zi)都(dou)能享有(you)公(gong)平而有(you)質(zhi)量的(de)教育,根(gen)據《中(zhong)華(hua)人民共和(he)國義務教育法》和(he)《教育部(bu)辦公(gong)廳(ting)關于做(zuo)(zuo)好(hao)(hao)2018年普通(tong)(tong)中(zhong)小(xiao)學招(zhao)(zhao)生(sheng)入學工(gong)作的(de)通(tong)(tong)知(zhi)》(教基廳(ting)〔2018〕5號)、《廣東(dong)省教育廳(ting)轉發(fa)關于做(zuo)(zuo)好(hao)(hao)2018年普通(tong)(tong)中(zhong)小(xiao)學招(zhao)(zhao)生(sheng)入學工(gong)作的(de)通(tong)(tong)知(zhi)》(粵教基函〔2018〕34號)及(ji)《深(shen)圳(zhen)市(shi)非深(shen)戶籍人員子(zi)女接受義務教育管(guan)理辦法》(深(shen)府規〔2018〕3號)要(yao)求(qiu),現就做(zuo)(zuo)好(hao)(hao)我市(shi)2018年度普通(tong)(tong)中(zhong)小(xiao)學招(zhao)(zhao)生(sheng)入學工(gong)作通(tong)(tong)知(zhi)如(ru)下(xia):

  一、統籌制定義務教育招生工作方案

  各區(含新(xin)(xin)區,下同)要(yao)(yao)認真(zhen)貫徹教(jiao)(jiao)(jiao)育(yu)部、省教(jiao)(jiao)(jiao)育(yu)廳印發的(de)(de)(de)(de)關于做好(hao)2018年普通(tong)中小學(xue)招(zhao)生入學(xue)工(gong)(gong)作(zuo)的(de)(de)(de)(de)通(tong)知要(yao)(yao)求,領會(hui)新(xin)(xin)時代對教(jiao)(jiao)(jiao)育(yu)工(gong)(gong)作(zuo)的(de)(de)(de)(de)新(xin)(xin)理(li)念(nian)、新(xin)(xin)要(yao)(yao)求,結合本地(di)實際,制定義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)招(zhao)生工(gong)(gong)作(zuo)方案,將義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)階段民辦學(xue)校(xiao)招(zhao)生入學(xue)工(gong)(gong)作(zuo)納入各區教(jiao)(jiao)(jiao)育(yu)行政(zheng)部門統(tong)一管理(li),統(tong)籌做好(hao)義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)階段公(gong)辦和(he)民辦學(xue)校(xiao)、戶籍學(xue)齡人口和(he)隨遷子女(nv)的(de)(de)(de)(de)招(zhao)生入學(xue)工(gong)(gong)作(zuo),破解存在的(de)(de)(de)(de)熱(re)點(dian)難點(dian)問題,確保(bao)招(zhao)生入學(xue)平穩有序,促進教(jiao)(jiao)(jiao)育(yu)公(gong)平,不(bu)斷提升教(jiao)(jiao)(jiao)育(yu)治(zhi)理(li)水(shui)平。

  二、嚴格執行義務教育免試就近入學要求

  (一)堅持免試(shi)就(jiu)(jiu)近入學(xue)(xue)。各義務教(jiao)育階段(duan)公(gong)辦學(xue)(xue)校(xiao)要(yao)嚴(yan)格實行免試(shi)就(jiu)(jiu)近入學(xue)(xue)制(zhi)度。各區要(yao)合(he)理確定招(zhao)生(sheng)(sheng)(sheng)片(pian)區,根據適(shi)齡兒童(tong)人(ren)數、學(xue)(xue)校(xiao)分布、所(suo)在社區、學(xue)(xue)校(xiao)規模、交通狀況等因素,按照就(jiu)(jiu)近入學(xue)(xue)的原則,為每(mei)所(suo)義務教(jiao)育學(xue)(xue)校(xiao)劃(hua)定片(pian)區范圍。義務教(jiao)育階段(duan)學(xue)(xue)校(xiao)應(ying)當(dang)公(gong)示招(zhao)生(sheng)(sheng)(sheng)政(zheng)策、招(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)、招(zhao)生(sheng)(sheng)(sheng)片(pian)區、招(zhao)生(sheng)(sheng)(sheng)程序、招(zhao)生(sheng)(sheng)(sheng)結(jie)果、新(xin)生(sheng)(sheng)(sheng)名單、咨(zi)詢(xun)投訴(su)電話,不(bu)得擅自跨片(pian)區招(zhao)生(sheng)(sheng)(sheng),不(bu)得擅自接(jie)收學(xue)(xue)生(sheng)(sheng)(sheng)跨片(pian)區擇校(xiao)就(jiu)(jiu)讀。

  (二)堅持教(jiao)育公(gong)平,完(wan)善積(ji)(ji)分(fen)入(ru)學(xue)政策。堅持教(jiao)育公(gong)平,堅持城市(shi)治理(li)要(yao)求,以(yi)居住(zhu)證作為(wei)主要(yao)入(ru)學(xue)依據(ju),各(ge)區(qu)(qu)要(yao)在總結以(yi)往經驗(yan)和做法的基礎上,結合本區(qu)(qu)實(shi)(shi)際,進(jin)一步(bu)優化和完(wan)善積(ji)(ji)分(fen)入(ru)學(xue)實(shi)(shi)施(shi)細則,合理(li)設置(zhi)積(ji)(ji)分(fen)類別、項目、標(biao)準(zhun)和分(fen)值,并根(gen)據(ju)積(ji)(ji)分(fen)情況和招生計劃安(an)排(pai)學(xue)位(wei),實(shi)(shi)施(shi)過(guo)程中要(yao)做到積(ji)(ji)分(fen)標(biao)準(zhun)、積(ji)(ji)分(fen)結果、學(xue)位(wei)安(an)排(pai)“三(san)公(gong)開(kai)”。各(ge)區(qu)(qu)教(jiao)育行(xing)政部門制定的積(ji)(ji)分(fen)入(ru)學(xue)細則要(yao)在招生工作實(shi)(shi)施(shi)前(qian)報市(shi)教(jiao)育局備(bei)案。

  (三)堅持“屬地管(guan)理(li),以(yi)區(qu)為(wei)主(zhu)”的(de)(de)原則。根(gen)據《義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)法(fa)》的(de)(de)規(gui)定,義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)實(shi)行(xing)(xing)縣(區(qu))政(zheng)(zheng)府為(wei)主(zhu)的(de)(de)管(guan)理(li)體(ti)(ti)制,各(ge)區(qu)政(zheng)(zheng)府作(zuo)(zuo)為(wei)發展(zhan)和(he)(he)(he)管(guan)理(li)義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)的(de)(de)責任主(zhu)體(ti)(ti)和(he)(he)(he)行(xing)(xing)為(wei)主(zhu)體(ti)(ti),要(yao)按(an)(an)照國務(wu)(wu)(wu)(wu)院(yuan)關(guan)于義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)以(yi)流入(ru)地政(zheng)(zheng)府為(wei)主(zhu)、以(yi)公(gong)辦學(xue)(xue)校(xiao)為(wei)主(zhu)的(de)(de)要(yao)求,進一步保障學(xue)(xue)位(wei)供(gong)給(gei)、完善招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)(gong)(gong)(gong)作(zuo)(zuo)機(ji)(ji)制。各(ge)區(qu)要(yao)加(jia)(jia)強組(zu)織領(ling)(ling)導和(he)(he)(he)統(tong)籌協調,成立義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)(gong)(gong)(gong)作(zuo)(zuo)領(ling)(ling)導小(xiao)組(zu),主(zhu)管(guan)區(qu)領(ling)(ling)導為(wei)組(zu)長(chang)(chang),及時(shi)(shi)妥善處理(li)本(ben)區(qu)義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)中的(de)(de)熱點難(nan)點問(wen)(wen)題(ti),定期召(zhao)開招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)(gong)(gong)(gong)作(zuo)(zuo)聯(lian)席(xi)會議,建立長(chang)(chang)效協調工(gong)(gong)(gong)(gong)作(zuo)(zuo)機(ji)(ji)制。各(ge)區(qu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)行(xing)(xing)政(zheng)(zheng)部門要(yao)切實(shi)加(jia)(jia)強對(dui)義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)組(zu)織和(he)(he)(he)管(guan)理(li),做好(hao)(hao)學(xue)(xue)位(wei)預測,及時(shi)(shi)公(gong)布學(xue)(xue)位(wei)供(gong)需情況,制定和(he)(he)(he)落實(shi)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)(gong)(gong)(gong)作(zuo)(zuo)方案和(he)(he)(he)應(ying)急預案,做好(hao)(hao)網上招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)報名的(de)(de)組(zu)織工(gong)(gong)(gong)(gong)作(zuo)(zuo),指導所屬學(xue)(xue)校(xiao)及時(shi)(shi)、妥善處理(li)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)(gong)(gong)(gong)作(zuo)(zuo)中出(chu)現的(de)(de)信(xin)訪維穩問(wen)(wen)題(ti);要(yao)加(jia)(jia)強與相關(guan)部門的(de)(de)溝通和(he)(he)(he)聯(lian)系,充(chong)分利用現代信(xin)息(xi)技術手段實(shi)施多部門聯(lian)網審核(he)驗證,共(gong)同(tong)做好(hao)(hao)適齡(ling)兒(er)(er)童(tong)、少年的(de)(de)就讀與免費資(zi)格驗核(he)工(gong)(gong)(gong)(gong)作(zuo)(zuo);各(ge)區(qu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)行(xing)(xing)政(zheng)(zheng)部門和(he)(he)(he)中小(xiao)學(xue)(xue)校(xiao)要(yao)建立招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)監察機(ji)(ji)構并公(gong)布咨詢(xun)、監督電(dian)話(hua)。各(ge)義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階(jie)段學(xue)(xue)校(xiao)要(yao)規(gui)范招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)程序,指導適齡(ling)兒(er)(er)童(tong)、少年的(de)(de)家長(chang)(chang)按(an)(an)時(shi)(shi)申請(qing)學(xue)(xue)位(wei),按(an)(an)要(yao)求及時(shi)(shi)、準確提(ti)供(gong)就讀信(xin)息(xi)材料,嚴(yan)把新生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)(xue)關(guan)。

  在(zai)就近入學(xue)(xue)(xue)、免(mian)試入學(xue)(xue)(xue)、積(ji)分入學(xue)(xue)(xue)政策前(qian)提下(xia),鼓勵各區(qu)(qu)積(ji)極(ji)(ji)探索學(xue)(xue)(xue)區(qu)(qu)制招生辦法。要(yao)(yao)積(ji)極(ji)(ji)推(tui)進融合教育(yu),依法保障(zhang)能夠(gou)接受普通(tong)教育(yu)的(de)(de)適(shi)齡(ling)殘疾兒童、少年就近就便隨班(ban)(ban)(ban)(ban)就讀。努力推(tui)進義(yi)務教育(yu)優質均衡發展(zhan),嚴(yan)格(ge)按照國(guo)家(jia)規定的(de)(de)班(ban)(ban)(ban)(ban)額(e)(e)標(biao)準招生,嚴(yan)格(ge)控制存在(zai)大(da)(da)班(ban)(ban)(ban)(ban)額(e)(e)、大(da)(da)校額(e)(e)學(xue)(xue)(xue)校的(de)(de)招生計劃。積(ji)極(ji)(ji)采(cai)取措(cuo)施消除大(da)(da)班(ban)(ban)(ban)(ban)額(e)(e),對現存大(da)(da)班(ban)(ban)(ban)(ban)額(e)(e)、大(da)(da)校額(e)(e)學(xue)(xue)(xue)校要(yao)(yao)嚴(yan)控轉學(xue)(xue)(xue)插班(ban)(ban)(ban)(ban),逐步(bu)消化存量(liang),嚴(yan)格(ge)控制增量(liang)。

  堅持“屬(shu)(shu)地管(guan)理,以區(qu)為主(zhu)”的原則,市局直(zhi)屬(shu)(shu)學校(xiao)義(yi)務教育階段(duan)新生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)納入所(suo)在區(qu)教育行政(zheng)部(bu)門統一管(guan)理。逐步壓縮特(te)長生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)規模,直(zhi)至(zhi)2020年(nian)前取(qu)消各類特(te)長生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)。2018年(nian),經批準招(zhao)(zhao)收(shou)特(te)長生(sheng)(sheng)的直(zhi)屬(shu)(shu)學校(xiao),就(jiu)近在所(suo)在區(qu)域(yu)內(nei)的小學應屆畢業生(sheng)(sheng)中選拔。

  三、規范義務教育階段民辦學校招生行為

  (一)加強對義務(wu)教(jiao)(jiao)育階(jie)段(duan)民(min)辦學(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)的(de)(de)(de)指導(dao)和管理。各(ge)區教(jiao)(jiao)育行(xing)政部門(men)要根(gen)據學(xue)校(xiao)(xiao)的(de)(de)(de)實際情況核(he)準招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua)(hua)和招(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)(fan)圍(wei)。民(min)辦學(xue)校(xiao)(xiao)應在核(he)定(ding)的(de)(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua)(hua)和范(fan)(fan)圍(wei)內招(zhao)(zhao)(zhao)生(sheng)(sheng),有(you)寄宿條件的(de)(de)(de)民(min)辦初(chu)中學(xue)校(xiao)(xiao)可跨區招(zhao)(zhao)(zhao)生(sheng)(sheng)。義務(wu)教(jiao)(jiao)育階(jie)段(duan)民(min)辦學(xue)校(xiao)(xiao)與公辦學(xue)校(xiao)(xiao)統一招(zhao)(zhao)(zhao)生(sheng)(sheng)平臺,同步招(zhao)(zhao)(zhao)生(sheng)(sheng)。民(min)辦學(xue)校(xiao)(xiao)制定(ding)的(de)(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)方案,報所屬區教(jiao)(jiao)育行(xing)政部門(men)審核(he)后實施。學(xue)校(xiao)(xiao)依法自主招(zhao)(zhao)(zhao)生(sheng)(sheng)的(de)(de)(de)簡(jian)(jian)章(zhang)及(ji)(ji)公告,通過(guo)學(xue)校(xiao)(xiao)網站向社會(hui)公布(bu),同時(shi)向所在區教(jiao)(jiao)育行(xing)政部門(men)備案。民(min)辦學(xue)校(xiao)(xiao)的(de)(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)簡(jian)(jian)章(zhang)公開(kai)(kai)內容應包(bao)括學(xue)校(xiao)(xiao)辦學(xue)情況、招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua)(hua)、招(zhao)(zhao)(zhao)生(sheng)(sheng)程序、面(mian)談(tan)范(fan)(fan)圍(wei)、收費(fei)標準、“三個承諾”(不(bu)提(ti)(ti)前開(kai)(kai)展報名和面(mian)談(tan)等工作(zuo)、不(bu)收取(qu)各(ge)種特制的(de)(de)(de)學(xue)生(sheng)(sheng)個人(ren)簡(jian)(jian)歷及(ji)(ji)各(ge)類獲獎證(zheng)書(shu)、招(zhao)(zhao)(zhao)生(sheng)(sheng)錄取(qu)不(bu)與任何社會(hui)培訓機構(gou)掛鉤)等。民(min)辦中小(xiao)學(xue)不(bu)得提(ti)(ti)前組織面(mian)向幼(you)兒園大(da)班幼(you)兒、小(xiao)學(xue)畢業生(sheng)(sheng)的(de)(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)宣講或變相遴選學(xue)生(sheng)(sheng)。

  (二)規(gui)范義務教(jiao)育(yu)階段(duan)民(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)招(zhao)生(sheng)程(cheng)(cheng)序。義務教(jiao)育(yu)階段(duan)民(min)(min)(min)辦(ban)(ban)(ban)(ban)中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)一(yi)律禁(jin)(jin)(jin)止筆試(shi)。各區(qu)教(jiao)育(yu)行政部(bu)(bu)門(men)要(yao)規(gui)范民(min)(min)(min)辦(ban)(ban)(ban)(ban)中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)面(mian)(mian)(mian)(mian)(mian)(mian)談(tan)(tan)程(cheng)(cheng)序。民(min)(min)(min)辦(ban)(ban)(ban)(ban)中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)要(yao)將面(mian)(mian)(mian)(mian)(mian)(mian)談(tan)(tan)方(fang)(fang)案(包括面(mian)(mian)(mian)(mian)(mian)(mian)談(tan)(tan)方(fang)(fang)式(shi)(shi)、面(mian)(mian)(mian)(mian)(mian)(mian)談(tan)(tan)題目等(deng))密封(feng)(feng)并(bing)加蓋密封(feng)(feng)章封(feng)(feng)存后(hou),報(bao)所在教(jiao)育(yu)行政部(bu)(bu)門(men)備查。民(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)僅可組織(zhi)(zhi)一(yi)輪(lun)面(mian)(mian)(mian)(mian)(mian)(mian)談(tan)(tan),嚴(yan)禁(jin)(jin)(jin)組織(zhi)(zhi)兩輪(lun)及以(yi)上的(de)(de)(de)(de)面(mian)(mian)(mian)(mian)(mian)(mian)談(tan)(tan)。要(yao)規(gui)范面(mian)(mian)(mian)(mian)(mian)(mian)談(tan)(tan)程(cheng)(cheng)序和方(fang)(fang)法,面(mian)(mian)(mian)(mian)(mian)(mian)談(tan)(tan)應結(jie)合(he)(he)本校(xiao)(xiao)(xiao)(xiao)(xiao)辦(ban)(ban)(ban)(ban)學(xue)(xue)理(li)(li)念(nian)與辦(ban)(ban)(ban)(ban)學(xue)(xue)特點,通過(guo)活動考察、面(mian)(mian)(mian)(mian)(mian)(mian)談(tan)(tan)交流等(deng)方(fang)(fang)式(shi)(shi),從行為習慣、學(xue)(xue)習習慣、團隊合(he)(he)作、實踐(jian)能力(li)、身心素質、興趣愛(ai)好(hao)、家庭(ting)教(jiao)育(yu)等(deng)方(fang)(fang)面(mian)(mian)(mian)(mian)(mian)(mian),選擇(ze)符合(he)(he)條件的(de)(de)(de)(de)學(xue)(xue)生(sheng)。民(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)應安排(pai)面(mian)(mian)(mian)(mian)(mian)(mian)談(tan)(tan)全程(cheng)(cheng)錄音(yin)錄像(xiang),作為履行規(gui)范招(zhao)生(sheng)的(de)(de)(de)(de)證據。嚴(yan)禁(jin)(jin)(jin)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)利用(yong)面(mian)(mian)(mian)(mian)(mian)(mian)談(tan)(tan)進行任(ren)何(he)形式(shi)(shi)的(de)(de)(de)(de)學(xue)(xue)科知識考試(shi)或測(ce)試(shi)。嚴(yan)禁(jin)(jin)(jin)對報(bao)讀民(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)的(de)(de)(de)(de)學(xue)(xue)生(sheng)家長組織(zhi)(zhi)任(ren)何(he)形式(shi)(shi)的(de)(de)(de)(de)測(ce)評、調研(yan)等(deng)活動。民(min)(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)的(de)(de)(de)(de)面(mian)(mian)(mian)(mian)(mian)(mian)談(tan)(tan)過(guo)程(cheng)(cheng)應向市和區(qu)兩級教(jiao)育(yu)行政、督導、監察部(bu)(bu)門(men)以(yi)及學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)家委會(hui)代表等(deng)公開,自覺接受社會(hui)監督。民(min)(min)(min)辦(ban)(ban)(ban)(ban)中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)舉(ju)辦(ban)(ban)(ban)(ban)的(de)(de)(de)(de)“校(xiao)(xiao)(xiao)(xiao)(xiao)園開放日(ri)”向社區(qu)學(xue)(xue)生(sheng)及其家長展示學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)辦(ban)(ban)(ban)(ban)學(xue)(xue)理(li)(li)念(nian)、課程(cheng)(cheng)設置、師(shi)資水平、辦(ban)(ban)(ban)(ban)學(xue)(xue)特色時(shi),不(bu)(bu)得(de)同時(shi)組織(zhi)(zhi)學(xue)(xue)生(sheng)報(bao)名,不(bu)(bu)得(de)組織(zhi)(zhi)測(ce)試(shi)或面(mian)(mian)(mian)(mian)(mian)(mian)談(tan)(tan),不(bu)(bu)得(de)收取學(xue)(xue)生(sheng)任(ren)何(he)形式(shi)(shi)的(de)(de)(de)(de)簡歷(包含(han)各類證書)等(deng)材料,也不(bu)(bu)得(de)留下家長的(de)(de)(de)(de)聯(lian)系方(fang)(fang)式(shi)(shi)。

  四、加強普通高中招生教育管理

  積極探索基(ji)于(yu)初(chu)中(zhong)(zhong)學(xue)業水平考(kao)試(shi)(shi)成績、結合(he)綜合(he)表(biao)(biao)現(xian)評價的(de)高(gao)(gao)(gao)中(zhong)(zhong)階段(duan)學(xue)校(xiao)考(kao)試(shi)(shi)招(zhao)(zhao)(zhao)生(sheng)(sheng)錄取模式。根(gen)據(ju)國家(jia)有關(guan)規(gui)定嚴(yan)格控制加分項(xiang)目和(he)分值,健全考(kao)生(sheng)(sheng)加分資格審核公示(shi)制度,體育(yu)、藝術和(he)科(ke)技(ji)類等相關(guan)特(te)長和(he)表(biao)(biao)現(xian)記入學(xue)生(sheng)(sheng)綜合(he)表(biao)(biao)現(xian)評價檔案(an)。繼續推進(jin)優質高(gao)(gao)(gao)中(zhong)(zhong)指標(biao)到校(xiao)改革,完(wan)(wan)善優質高(gao)(gao)(gao)中(zhong)(zhong)招(zhao)(zhao)(zhao)生(sheng)(sheng)名額合(he)理分配(pei)到初(chu)中(zhong)(zhong)學(xue)校(xiao)的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)辦(ban)法,2018年,優質高(gao)(gao)(gao)中(zhong)(zhong)指標(biao)到校(xiao)比(bi)例(li)為(wei)(wei)50%。依法規(gui)范(fan)民辦(ban)普(pu)通(tong)高(gao)(gao)(gao)中(zhong)(zhong)招(zhao)(zhao)(zhao)生(sheng)(sheng)行為(wei)(wei),根(gen)據(ju)核定的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃和(he)確定的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)圍加強監管,并與公辦(ban)學(xue)校(xiao)同(tong)步(bu)招(zhao)(zhao)(zhao)生(sheng)(sheng)。嚴(yan)禁(jin)(jin)擅自提前(qian)招(zhao)(zhao)(zhao)生(sheng)(sheng),嚴(yan)禁(jin)(jin)違規(gui)跨市招(zhao)(zhao)(zhao)生(sheng)(sheng),嚴(yan)禁(jin)(jin)招(zhao)(zhao)(zhao)生(sheng)(sheng)亂收費(fei)和(he)有償招(zhao)(zhao)(zhao)生(sheng)(sheng),維護正常(chang)的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)秩(zhi)序。做好(hao)進(jin)城務(wu)工(gong)人(ren)員隨遷子(zi)(zi)女接受(shou)義務(wu)教(jiao)育(yu)后(hou)在(zai)我市參加升學(xue)考(kao)試(shi)(shi)工(gong)作(zuo),完(wan)(wan)善學(xue)位建設(she)機制,合(he)理配(pei)置教(jiao)育(yu)資源,通(tong)過信息(xi)技(ji)術手段(duan)方便隨遷子(zi)(zi)女報(bao)考(kao),保(bao)障隨遷子(zi)(zi)女公平享(xiang)受(shou)教(jiao)育(yu)權利和(he)升學(xue)機會

  五、加強宣傳引導

  堅持陽光招(zhao)生(sheng),加強宣(xuan)傳(chuan)(chuan)(chuan)引導(dao)。市、區教育(yu)(yu)部(bu)門(men)要(yao)編印(yin)宣(xuan)傳(chuan)(chuan)(chuan)手冊和宣(xuan)傳(chuan)(chuan)(chuan)畫報等(deng)資料,多渠道(dao)多形式開展(zhan)招(zhao)生(sheng)宣(xuan)傳(chuan)(chuan)(chuan)工作(zuo)。各(ge)區要(yao)召開新聞通氣會(hui)(hui),解讀本區義(yi)務教育(yu)(yu)招(zhao)生(sheng)積分入(ru)學(xue)細則(ze),要(yao)在門(men)戶網(wang)站(zhan)、官方(fang)微(wei)博、官方(fang)微(wei)信等(deng)媒(mei)介宣(xuan)傳(chuan)(chuan)(chuan)。要(yao)組(zu)織(zhi)召開幼兒園、小學(xue)家長會(hui)(hui)議,積極主(zhu)動宣(xuan)傳(chuan)(chuan)(chuan),要(yao)聯(lian)系社(she)區工作(zuo)站(zhan)協助宣(xuan)傳(chuan)(chuan)(chuan),切(qie)實做好(hao)招(zhao)生(sheng)宣(xuan)傳(chuan)(chuan)(chuan)工作(zuo)。對群(qun)眾關注的教育(yu)(yu)熱點難點重點問題(ti),各(ge)區教育(yu)(yu)行政部(bu)門(men)要(yao)摸(mo)清摸(mo)準,及時做好(hao)針對性(xing)的宣(xuan)傳(chuan)(chuan)(chuan)解釋工作(zuo)。

  六、加強監督檢查

  (一(yi))嚴(yan)(yan)(yan)格(ge)落(luo)實教(jiao)育(yu)部(bu)“十項(xiang)嚴(yan)(yan)(yan)禁”紀律要求。嚴(yan)(yan)(yan)禁無計劃、超計劃組織招(zhao)生(sheng)(sheng)(sheng)(sheng),招(zhao)生(sheng)(sheng)(sheng)(sheng)結束后,學(xue)(xue)(xue)校(xiao)不得擅(shan)自(zi)(zi)招(zhao)收(shou)已(yi)被其他學(xue)(xue)(xue)校(xiao)錄取(qu)的學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng);嚴(yan)(yan)(yan)禁自(zi)(zi)行組織或(huo)(huo)(huo)與社會培訓(xun)機構聯合組織以(yi)選拔生(sheng)(sheng)(sheng)(sheng)源(yuan)(yuan)為(wei)目(mu)的的各(ge)(ge)類(lei)考(kao)(kao)(kao)試(shi),或(huo)(huo)(huo)采用社會培訓(xun)機構自(zi)(zi)行組織的各(ge)(ge)類(lei)考(kao)(kao)(kao)試(shi)結果(guo);嚴(yan)(yan)(yan)禁提前組織招(zhao)生(sheng)(sheng)(sheng)(sheng),變(bian)相(xiang)“掐(qia)尖”選生(sheng)(sheng)(sheng)(sheng)源(yuan)(yuan);嚴(yan)(yan)(yan)禁公辦學(xue)(xue)(xue)校(xiao)與民辦學(xue)(xue)(xue)校(xiao)混(hun)(hun)合招(zhao)生(sheng)(sheng)(sheng)(sheng)、混(hun)(hun)合編班(ban);嚴(yan)(yan)(yan)禁以(yi)高(gao)額物質(zhi)獎勵、虛假宣傳等不正當(dang)手段(duan)招(zhao)攬生(sheng)(sheng)(sheng)(sheng)源(yuan)(yuan);嚴(yan)(yan)(yan)禁任何學(xue)(xue)(xue)校(xiao)收(shou)取(qu)或(huo)(huo)(huo)變(bian)相(xiang)收(shou)取(qu)與入(ru)學(xue)(xue)(xue)掛鉤的“捐(juan)資助學(xue)(xue)(xue)款(kuan)”;嚴(yan)(yan)(yan)禁義務(wu)教(jiao)育(yu)階段(duan)學(xue)(xue)(xue)校(xiao)以(yi)各(ge)(ge)類(lei)競賽證書、學(xue)(xue)(xue)科(ke)競賽成績或(huo)(huo)(huo)考(kao)(kao)(kao)級證明等作為(wei)招(zhao)生(sheng)(sheng)(sheng)(sheng)依據;嚴(yan)(yan)(yan)禁義務(wu)教(jiao)育(yu)階段(duan)學(xue)(xue)(xue)校(xiao)設立任何名義的重點班(ban)、快慢班(ban);嚴(yan)(yan)(yan)禁初高(gao)中(zhong)(zhong)學(xue)(xue)(xue)校(xiao)對(dui)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)進(jin)行中(zhong)(zhong)高(gao)考(kao)(kao)(kao)成績排(pai)名、宣傳中(zhong)(zhong)高(gao)考(kao)(kao)(kao)狀元和(he)升學(xue)(xue)(xue)率(lv),教(jiao)育(yu)行政部(bu)門也不得對(dui)學(xue)(xue)(xue)校(xiao)中(zhong)(zhong)高(gao)考(kao)(kao)(kao)情(qing)況進(jin)行排(pai)名,以(yi)及向(xiang)學(xue)(xue)(xue)校(xiao)提供非(fei)本校(xiao)的中(zhong)(zhong)高(gao)考(kao)(kao)(kao)成績數據;嚴(yan)(yan)(yan)禁出現人(ren)籍(ji)分離、空掛學(xue)(xue)(xue)籍(ji)、學(xue)(xue)(xue)籍(ji)造(zao)假等現象,不得為(wei)違規跨區域招(zhao)收(shou)的學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)和(he)違規轉(zhuan)學(xue)(xue)(xue)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)辦理學(xue)(xue)(xue)籍(ji)轉(zhuan)接。

  (二)全面(mian)強化監督(du)問(wen)責(ze)。各區(qu)要完善違(wei)(wei)紀舉報(bao)和申訴(su)受理機制,嚴肅(su)查(cha)(cha)處違(wei)(wei)規(gui)(gui)(gui)違(wei)(wei)紀行(xing)為。對(dui)于造成不良影(ying)響或嚴重(zhong)后果(guo)的學(xue)(xue)校(xiao),視情節輕重(zhong)給予約談(tan)、通報(bao)批評、追究(jiu)相關人員責(ze)任等處罰。對(dui)于民辦學(xue)(xue)校(xiao),還可依照(zhao)有關規(gui)(gui)(gui)定給予減少下一年(nian)(nian)度招(zhao)生計劃(hua)、停止(zhi)當(dang)年(nian)(nian)招(zhao)生直至吊銷辦學(xue)(xue)許可證的處罰。市(shi)教(jiao)育部門將于2018年(nian)(nian)秋季開學(xue)(xue)后兩周內,開展義(yi)務教(jiao)育招(zhao)生工作專項(xiang)檢查(cha)(cha),對(dui)存在(zai)嚴重(zhong)違(wei)(wei)規(gui)(gui)(gui)招(zhao)生行(xing)為的學(xue)(xue)校(xiao)要予以通報(bao)。
