深圳(zhen)市教育局關于做好2019年(nian)普通(tong)中小(xiao)學招生入學工作的通(tong)知

各(ge)區(新區)、深汕特(te)別合作(zuo)區教(jiao)育(yu)行政部門,市局直屬各(ge)學校:

  為深(shen)入貫徹黨的(de)十(shi)九大精神,努力讓每個(ge)孩子都能享有公平(ping)而有質量的(de)教(jiao)育(yu),根據《中華人民共(gong)和國義(yi)務教(jiao)育(yu)法(fa)》和《教(jiao)育(yu)部辦(ban)(ban)公廳關于(yu)做好(hao)2019年(nian)(nian)普(pu)通(tong)(tong)中小學(xue)招生入學(xue)工(gong)作(zuo)的(de)通(tong)(tong)知(zhi)》(教(jiao)基廳〔2019〕1號)、《廣東省教(jiao)育(yu)廳轉發(fa)關于(yu)做好(hao)2019年(nian)(nian)普(pu)通(tong)(tong)中小學(xue)招生入學(xue)工(gong)作(zuo)的(de)通(tong)(tong)知(zhi)》(粵(yue)教(jiao)基函〔2019〕70號)及《深(shen)圳市非深(shen)戶籍人員子女接受義(yi)務教(jiao)育(yu)管理辦(ban)(ban)法(fa)》(深(shen)府規〔2018〕3號)要求,現就做好(hao)我市2019年(nian)(nian)度普(pu)通(tong)(tong)中小學(xue)招生入學(xue)工(gong)作(zuo)通(tong)(tong)知(zhi)如下:

   一、嚴格落實義務教育學校招生入學規定

  (一)落(luo)實(shi)(shi)(shi)(shi)區政府(fu)職(zhi)責,實(shi)(shi)(shi)(shi)現(xian)“兩(liang)為(wei)(wei)主(zhu)”。各區(含新區、深汕(shan)合作(zuo)(zuo)區,下同(tong))政府(fu)作(zuo)(zuo)為(wei)(wei)發展和(he)(he)管理義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)的(de)責任(ren)主(zhu)體和(he)(he)行(xing)為(wei)(wei)主(zhu)體,要(yao)(yao)(yao)堅(jian)持按照(zhao)“以流入地政府(fu)為(wei)(wei)主(zhu)、以公(gong)(gong)辦(ban)學(xue)(xue)(xue)校為(wei)(wei)主(zhu)”的(de)要(yao)(yao)(yao)求,增(zeng)加(jia)公(gong)(gong)辦(ban)學(xue)(xue)(xue)位(wei)(wei)供給,統(tong)籌(chou)公(gong)(gong)民辦(ban)學(xue)(xue)(xue)校招(zhao)(zhao)生(sheng)(sheng)(sheng),切實(shi)(shi)(shi)(shi)保(bao)障符(fu)合條件(jian)的(de)適(shi)齡兒童、少(shao)年(nian)接受義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)的(de)權(quan)利。堅(jian)決(jue)防止將政府(fu)舉辦(ban)義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)的(de)責任(ren)推(tui)向市場。各區要(yao)(yao)(yao)加(jia)強組(zu)(zu)織(zhi)領導和(he)(he)統(tong)籌(chou)協(xie)調(diao),成(cheng)立(li)(li)義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)領導小組(zu)(zu),主(zhu)管區領導為(wei)(wei)組(zu)(zu)長,及時(shi)妥善(shan)處理本區義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)中的(de)熱點(dian)(dian)難點(dian)(dian)問題(ti),定(ding)期(qi)召開招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)聯(lian)席(xi)會議,建立(li)(li)長效協(xie)調(diao)工(gong)作(zuo)(zuo)機制。各區教(jiao)(jiao)育(yu)(yu)(yu)行(xing)政部(bu)門(men)要(yao)(yao)(yao)切實(shi)(shi)(shi)(shi)加(jia)強對(dui)義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)的(de)組(zu)(zu)織(zhi)和(he)(he)管理,做(zuo)好(hao)學(xue)(xue)(xue)位(wei)(wei)預測,及時(shi)公(gong)(gong)布學(xue)(xue)(xue)位(wei)(wei)供需情況(kuang),制定(ding)和(he)(he)落(luo)實(shi)(shi)(shi)(shi)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)方案(an)和(he)(he)應(ying)急預案(an),做(zuo)好(hao)網上招(zhao)(zhao)生(sheng)(sheng)(sheng)報名(ming)的(de)組(zu)(zu)織(zhi)工(gong)作(zuo)(zuo),指導所屬學(xue)(xue)(xue)校及時(shi)、妥善(shan)處理招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)中出現(xian)的(de)信訪問題(ti);要(yao)(yao)(yao)加(jia)強與相關部(bu)門(men)的(de)溝通和(he)(he)聯(lian)系,充分利用現(xian)代信息技術手段(duan)實(shi)(shi)(shi)(shi)施多部(bu)門(men)聯(lian)網審核驗證,共同(tong)做(zuo)好(hao)適(shi)齡兒童、少(shao)年(nian)的(de)就讀與免費資(zi)格(ge)驗核工(gong)作(zuo)(zuo);教(jiao)(jiao)育(yu)(yu)(yu)行(xing)政部(bu)門(men)和(he)(he)中小學(xue)(xue)(xue)校要(yao)(yao)(yao)建立(li)(li)招(zhao)(zhao)生(sheng)(sheng)(sheng)監察(cha)機構并公(gong)(gong)布咨詢、監督電話。各義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)階(jie)段(duan)學(xue)(xue)(xue)校要(yao)(yao)(yao)規范招(zhao)(zhao)生(sheng)(sheng)(sheng)程序,指導適(shi)齡兒童、少(shao)年(nian)的(de)家長按時(shi)申(shen)請(qing)學(xue)(xue)(xue)位(wei)(wei),按要(yao)(yao)(yao)求及時(shi)、準(zhun)確提供就讀信息。市局直屬學(xue)(xue)(xue)校義(yi)務教(jiao)(jiao)育(yu)(yu)(yu)階(jie)段(duan)新生(sheng)(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)納入所在區教(jiao)(jiao)育(yu)(yu)(yu)行(xing)政部(bu)門(men)統(tong)一管理。

  (二(er))落(luo)實(shi)控(kong)(kong)(kong)輟(chuo)保學(xue)(xue)(xue)(xue)(xue)法(fa)(fa)(fa)定職責(ze)。各(ge)區(qu)要(yao)切(qie)實(shi)履行義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)控(kong)(kong)(kong)輟(chuo)保學(xue)(xue)(xue)(xue)(xue)法(fa)(fa)(fa)定職責(ze),做(zuo)好(hao)失學(xue)(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)(xue)適(shi)齡(ling)兒(er)童(tong)情(qing)況(kuang)排(pai)查(cha),建立(li)失學(xue)(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)(xue)適(shi)齡(ling)兒(er)童(tong)、少年(nian)工(gong)作臺(tai)帳(zhang),加(jia)強學(xue)(xue)(xue)(xue)(xue)籍(ji)管理(li),按照“人籍(ji)一致(zhi)”原則及時做(zuo)好(hao)學(xue)(xue)(xue)(xue)(xue)籍(ji)建檔工(gong)作,市教(jiao)(jiao)育(yu)(yu)局將(jiang)全面監控(kong)(kong)(kong)中考(kao)報名人數與上一學(xue)(xue)(xue)(xue)(xue)年(nian)初二(er)學(xue)(xue)(xue)(xue)(xue)業(ye)水平考(kao)試人數的(de)(de)(de)變化,重(zhong)點查(cha)處差額較大(da)的(de)(de)(de)區(qu)和學(xue)(xue)(xue)(xue)(xue)校(xiao),杜絕以“強行分流”的(de)(de)(de)做(zuo)法(fa)(fa)(fa),剝(bo)奪符合條件的(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)生(sheng)參(can)加(jia)中考(kao)的(de)(de)(de)權利,切(qie)實(shi)做(zuo)好(hao)控(kong)(kong)(kong)輟(chuo)保學(xue)(xue)(xue)(xue)(xue)工(gong)作。適(shi)齡(ling)兒(er)童(tong)、少年(nian)因身體(ti)狀況(kuang)需(xu)要(yao)延緩入(ru)學(xue)(xue)(xue)(xue)(xue)或(huo)(huo)者休學(xue)(xue)(xue)(xue)(xue)的(de)(de)(de),其(qi)父母(mu)或(huo)(huo)者其(qi)他(ta)法(fa)(fa)(fa)定監護(hu)人應當提出申請,報區(qu)教(jiao)(jiao)育(yu)(yu)行政部門備案。各(ge)區(qu)要(yao)認真排(pai)查(cha)并嚴厲(li)查(cha)處社會培訓機構(gou)以“國學(xue)(xue)(xue)(xue)(xue)班(ban)”“讀經(jing)班(ban)”“私塾(shu)”等形(xing)式替代義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)的(de)(de)(de)非法(fa)(fa)(fa)辦學(xue)(xue)(xue)(xue)(xue)行為。父母(mu)或(huo)(huo)者其(qi)他(ta)法(fa)(fa)(fa)定監護(hu)人無正當理(li)由未送(song)適(shi)齡(ling)兒(er)童(tong)、少年(nian)入(ru)學(xue)(xue)(xue)(xue)(xue)接受(shou)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)或(huo)(huo)造成輟(chuo)學(xue)(xue)(xue)(xue)(xue),情(qing)節嚴重(zhong)或(huo)(huo)構(gou)成犯罪的(de)(de)(de),依法(fa)(fa)(fa)追究法(fa)(fa)(fa)律責(ze)任(ren)。加(jia)強外籍(ji)人員子女學(xue)(xue)(xue)(xue)(xue)校(xiao)招(zhao)生(sheng)管理(li),不(bu)得招(zhao)收中國籍(ji)學(xue)(xue)(xue)(xue)(xue)生(sheng)。

  (三(san))落實(shi)特(te)(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)發(fa)(fa)(fa)展職(zhi)責(ze)。保障(zhang)適(shi)齡殘(can)疾(ji)兒(er)童、少年接受(shou)(shou)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)權利,是各區政府的(de)職(zhi)責(ze)。原則上(shang)(shang)全(quan)(quan)市(shi)各區(新(xin)區)各建設至少1所(suo)獨立(li)設置(zhi)的(de)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)階段綜合(he)性特(te)(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)。應根據區內特(te)(te)(te)(te)殊(shu)(shu)(shu)學(xue)(xue)(xue)生數量(liang),因地制(zhi)宜,實(shi)事求(qiu)(qiu)是,合(he)理設置(zhi)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)規模(mo)。可采取(qu)借(jie)址辦學(xue)(xue)(xue)等(deng)(deng)多(duo)種方(fang)(fang)(fang)式先把學(xue)(xue)(xue)校(xiao)(xiao)(xiao)辦起來,確保2019年9月開學(xue)(xue)(xue)。按照“全(quan)(quan)覆(fu)蓋(gai)、零(ling)拒(ju)絕”的(de)要(yao)求(qiu)(qiu),根據適(shi)齡殘(can)疾(ji)兒(er)童、少年的(de)實(shi)際制(zhi)訂教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)安(an)置(zhi)方(fang)(fang)(fang)案,通(tong)過普(pu)通(tong)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)就讀(du)、特(te)(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)就讀(du)、送(song)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)上(shang)(shang)門等(deng)(deng)多(duo)種方(fang)(fang)(fang)式,逐一(yi)做好入學(xue)(xue)(xue)安(an)置(zhi)工作。以(yi)(yi)融合(he)發(fa)(fa)(fa)展為(wei)(wei)導向,以(yi)(yi)普(pu)通(tong)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)為(wei)(wei)特(te)(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)發(fa)(fa)(fa)展主陣(zhen)地,優先采用普(pu)通(tong)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)就讀(du)的(de)方(fang)(fang)(fang)式,就近(jin)安(an)排能接受(shou)(shou)普(pu)通(tong)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)適(shi)齡殘(can)疾(ji)兒(er)童、少年就讀(du)。招收殘(can)疾(ji)兒(er)童、少年5人以(yi)(yi)上(shang)(shang)的(de)普(pu)通(tong)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)要(yao)按規定(ding)建設特(te)(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)資(zi)源(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)室(shi),按標準配備專職(zhi)資(zi)源(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師。努力實(shi)現(xian)到(dao)2020年,殘(can)疾(ji)兒(er)童、少年義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)入學(xue)(xue)(xue)率達到(dao)95%以(yi)(yi)上(shang)(shang)的(de)目標任務(wu)(wu)。市(shi)、區特(te)(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)科(ke)學(xue)(xue)(xue)設置(zhi)招生類別、學(xue)(xue)(xue)段,錯(cuo)位(wei)發(fa)(fa)(fa)展,協(xie)調發(fa)(fa)(fa)展,形成視(shi)障(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)、聽障(zhang)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)以(yi)(yi)市(shi)為(wei)(wei)主,智障(zhang)等(deng)(deng)其他類型的(de)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)以(yi)(yi)區為(wei)(wei)主的(de)格局(ju)。市(shi)屬特(te)(te)(te)(te)殊(shu)(shu)(shu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)要(yao)擴大高中(zhong)階段招生規模(mo),讓完成義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)且有意愿(yuan)的(de)殘(can)疾(ji)學(xue)(xue)(xue)生都能接受(shou)(shou)適(shi)宜的(de)高中(zhong)階段教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)。

  (四)落實隨(sui)遷子(zi)女(nv)入(ru)學政策,嚴把招(zhao)生入(ru)學關。所有(you)義(yi)務教育(yu)階段公辦(ban)(ban)學校和民辦(ban)(ban)學校不得招(zhao)收不符合(he)就讀條件的(de)學生入(ru)學,要嚴格(ge)執(zhi)行《深(shen)圳市非深(shen)戶(hu)籍人員(yuan)子(zi)女(nv)接受義(yi)務教育(yu)管理(li)辦(ban)(ban)法》(深(shen)府規〔2018〕3號),以居住(zhu)證(zheng)作為(wei)主要入(ru)學依據(ju),按照“兩個(ge)滿1年(nian)”條件嚴把招(zhao)生入(ru)學關,即父母(mu)雙(shuang)方或一方持有(you)具有(you)使用功能(neng)的(de)深(shen)圳經(jing)濟特區(qu)居住(zhu)證(zheng),且在(zai)深(shen)圳居住(zhu)滿1年(nian)、連(lian)續參加社會保(bao)險(xian)(xian)(養老保(bao)險(xian)(xian)和醫療保(bao)險(xian)(xian))滿1年(nian)。符合(he)就讀條件在(zai)民辦(ban)(ban)學校就讀的(de)學生可享受義(yi)務教育(yu)學位補(bu)貼(tie)。

  (六)落實(shi)陽光招(zhao)生(sheng)(sheng)(sheng),完善(shan)積(ji)分(fen)入(ru)學政策。按照“合(he)法(fa)穩定(ding)住(zhu)所,合(he)法(fa)穩定(ding)職業”的(de)(de)政策要求,各區要不(bu)斷(duan)優(you)化和(he)(he)完善(shan)積(ji)分(fen)入(ru)學實(shi)施(shi)(shi)(shi)細(xi)則(ze),充分(fen)體現教(jiao)育公平,合(he)理設置(zhi)積(ji)分(fen)類別、項目、標準和(he)(he)分(fen)值,根據積(ji)分(fen)情況和(he)(he)招(zhao)生(sheng)(sheng)(sheng)計劃(hua)安(an)排(pai)學位,實(shi)施(shi)(shi)(shi)過程中要做到積(ji)分(fen)標準、積(ji)分(fen)結(jie)果、學位安(an)排(pai)“三(san)公開”。各區教(jiao)育行(xing)政部(bu)門制定(ding)的(de)(de)積(ji)分(fen)入(ru)學細(xi)則(ze)要在(zai)招(zhao)生(sheng)(sheng)(sheng)工作實(shi)施(shi)(shi)(shi)前報市教(jiao)育局備案(an)。繼(ji)續壓縮義務教(jiao)育階段學校各類特(te)長生(sheng)(sheng)(sheng)招(zhao)生(sheng)(sheng)(sheng)規(gui)模,縮減特(te)長生(sheng)(sheng)(sheng)招(zhao)生(sheng)(sheng)(sheng)計劃(hua),至2020年全面取消各類特(te)長生(sheng)(sheng)(sheng)招(zhao)生(sheng)(sheng)(sheng)。2019年批準招(zhao)收特(te)長生(sheng)(sheng)(sheng)的(de)(de)市局直屬學校,就近在(zai)所在(zai)行(xing)政區域內的(de)(de)小學應屆畢業生(sheng)(sheng)(sheng)中選拔特(te)長生(sheng)(sheng)(sheng),錄取結(jie)果需通過學校網站向社會(hui)公示。對烈士(shi)子女(nv)(nv)、現役(yi)軍人(ren)(ren)子女(nv)(nv)、消防救援隊(dui)伍人(ren)(ren)員子女(nv)(nv)、公安(an)英模和(he)(he)因公犧牲傷殘警察子女(nv)(nv)落實(shi)教(jiao)育優(you)待政策,對高層次(ci)人(ren)(ren)才子女(nv)(nv)落實(shi)教(jiao)育優(you)惠(hui)政策,并向社會(hui)公示。

  (七)落實教育優質(zhi)均衡發展要求,消除大班額。各區(qu)要合理配置(zhi)教育資(zi)源,增加學(xue)(xue)(xue)位供給,切實采取(qu)措(cuo)施(shi)消除大班額,確保中(zhong)小(xiao)(xiao)(xiao)學(xue)(xue)(xue)校(xiao)起(qi)始年級嚴格按(an)照(zhao)國(guo)家(jia)規定標準班額(小(xiao)(xiao)(xiao)學(xue)(xue)(xue)45人(ren)(ren)(ren)(ren),初(chu)中(zhong)50人(ren)(ren)(ren)(ren))招生,堅(jian)決防(fang)止產生新的大班額。到2020年基本消除小(xiao)(xiao)(xiao)學(xue)(xue)(xue)45人(ren)(ren)(ren)(ren)以上、初(chu)中(zhong)50人(ren)(ren)(ren)(ren)以上大班額(進城務工人(ren)(ren)(ren)(ren)員隨遷子女占30%以上的學(xue)(xue)(xue)校(xiao),小(xiao)(xiao)(xiao)學(xue)(xue)(xue)不超過50人(ren)(ren)(ren)(ren),初(chu)中(zhong)不超過55人(ren)(ren)(ren)(ren))。

  二、嚴格規范普通高中招生行為

  (八)規(gui)范招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)管理。科學(xue)(xue)編(bian)制(zhi)高(gao)(gao)中階段招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua),合(he)理配(pei)置普通(tong)高(gao)(gao)中和(he)中職教育學(xue)(xue)位資(zi)源。公辦(ban)普通(tong)高(gao)(gao)中要嚴格(ge)按(an)照法定(ding)建設規(gui)模(mo)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),民(min)辦(ban)普通(tong)高(gao)(gao)中要嚴格(ge)按(an)照核定(ding)規(gui)模(mo)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。積極探索基于初中學(xue)(xue)業水(shui)平考試成績、結(jie)合(he)綜合(he)表現評價的高(gao)(gao)中階段學(xue)(xue)校考試招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)錄(lu)取(qu)模(mo)式。所有高(gao)(gao)中學(xue)(xue)校(包括(kuo)民(min)辦(ban)普通(tong)高(gao)(gao)中)須嚴格(ge)按(an)照規(gui)定(ding)的招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)(hua)、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)時間(jian)、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方式進(jin)行統一招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴禁違規(gui)爭搶生(sheng)(sheng)(sheng)(sheng)源、“掐尖”招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、跨區(qu)域(yu)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、超計劃(hua)(hua)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)和(he)提前招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴禁招(zhao)(zhao)(zhao)(zhao)(zhao)收“掛讀生(sheng)(sheng)(sheng)(sheng)”“擇校生(sheng)(sheng)(sheng)(sheng)”和(he)變相招(zhao)(zhao)(zhao)(zhao)(zhao)收“借讀生(sheng)(sheng)(sheng)(sheng)”。嚴格(ge)控制(zhi)加分項目及分值,規(gui)范資(zi)格(ge)審(shen)查(cha)制(zhi)度。

  (九)規范指標生管理。完善優(you)質高中招生名額合理分配到初(chu)中學(xue)校(xiao)的(de)招生辦法(fa),2019年優(you)質高中指標到校(xiao)比例(li)為50%,按初(chu)中學(xue)校(xiao)在(zai)校(xiao)生數,直接分配到區域內各(ge)初(chu)中學(xue)校(xiao)(含民辦)。

  (十)規范自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)、直(zhi)(zhi)(zhi)升(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)管理。進一(yi)(yi)步完(wan)善和(he)規范自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),公(gong)辦普(pu)通(tong)(tong)(tong)高(gao)中(zhong)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)比例不得(de)超(chao)過學(xue)校年(nian)(nian)度招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)的10%。未完(wan)成(cheng)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)的民辦普(pu)通(tong)(tong)(tong)高(gao)中(zhong),可(ke)(ke)(ke)申請自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。經(jing)(jing)審批(pi)(pi)可(ke)(ke)(ke)以(yi)開(kai)展自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的高(gao)中(zhong)學(xue)校須(xu)(xu)提前主(zhu)(zhu)(zhu)動(dong)公(gong)開(kai)經(jing)(jing)市(shi)教(jiao)育局備案(an)(an)的自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)方案(an)(an)(含招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)范圍、計(ji)劃(hua)、標準、辦法和(he)程(cheng)序等);公(gong)辦普(pu)通(tong)(tong)(tong)高(gao)中(zhong)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)校須(xu)(xu)在(zai)中(zhong)考(kao)(kao)結(jie)(jie)(jie)束后、中(zhong)考(kao)(kao)成(cheng)績放榜(bang)前,嚴(yan)格按照(zhao)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)辦法和(he)程(cheng)序組織自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),并主(zhu)(zhu)(zhu)動(dong)公(gong)開(kai)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的各環節和(he)錄(lu)取(qu)結(jie)(jie)(jie)果(guo)。民辦普(pu)通(tong)(tong)(tong)高(gao)中(zhong)應在(zai)完(wan)成(cheng)劃(hua)線(xian)錄(lu)取(qu)結(jie)(jie)(jie)束后一(yi)(yi)周內(nei)安排學(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)報(bao)到(dao)注冊,逾期未報(bao)到(dao)的學(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)視為主(zhu)(zhu)(zhu)動(dong)放棄錄(lu)取(qu)資(zi)格,相關計(ji)劃(hua)可(ke)(ke)(ke)轉(zhuan)為自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)。民辦普(pu)通(tong)(tong)(tong)高(gao)中(zhong)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)不得(de)招(zhao)(zhao)(zhao)收被其它(ta)學(xue)校錄(lu)取(qu)的學(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),不得(de)錄(lu)取(qu)未在(zai)我市(shi)參加中(zhong)考(kao)(kao)的學(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。2019年(nian)(nian)經(jing)(jing)批(pi)(pi)準自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)的高(gao)中(zhong)學(xue)校,錄(lu)取(qu)結(jie)(jie)(jie)果(guo)需通(tong)(tong)(tong)過學(xue)校網(wang)站向(xiang)社會公(gong)示。建立自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)培養跟蹤機制,須(xu)(xu)每(mei)年(nian)(nian)3月份向(xiang)市(shi)教(jiao)育局報(bao)送上一(yi)(yi)年(nian)(nian)自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)學(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)評(ping)估報(bao)告。對自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)培養工作(zuo)成(cheng)效差,出現弄(nong)虛作(zuo)假行為的學(xue)校,市(shi)教(jiao)育局將取(qu)消(xiao)其自(zi)(zi)(zi)(zi)(zi)(zi)主(zhu)(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)資(zi)格并通(tong)(tong)(tong)報(bao)批(pi)(pi)評(ping)。2019年(nian)(nian)直(zhi)(zhi)(zhi)升(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)比例不超(chao)過5%,2020年(nian)(nian)全面取(qu)消(xiao)直(zhi)(zhi)(zhi)升(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。直(zhi)(zhi)(zhi)升(sheng)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)必(bi)須(xu)(xu)體現公(gong)平(ping)、公(gong)正、公(gong)開(kai)的原則。

  (十一)規(gui)范特長(chang)生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)管(guan)理。為全(quan)面(mian)落(luo)實(shi)(shi)國(guo)家、省、市(shi)有關(guan)高(gao)(gao)中(zhong)(zhong)教育(yu)(yu)(yu)(yu)(yu)發(fa)(fa)展的相關(guan)意見和(he)要求(qiu),我市(shi)堅持(chi)“規(gui)模嚴控(kong)(kong)、質量至上(shang)”的原則(ze),緊緊圍繞特色(se)(se)團隊建設主線,鼓勵高(gao)(gao)中(zhong)(zhong)教育(yu)(yu)(yu)(yu)(yu)多樣化(hua)、特色(se)(se)化(hua)發(fa)(fa)展。我市(shi)將繼(ji)續實(shi)(shi)行高(gao)(gao)中(zhong)(zhong)特長(chang)生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)政(zheng)策(ce),具備招(zhao)(zhao)收特長(chang)生(sheng)(sheng)條(tiao)件的高(gao)(gao)中(zhong)(zhong)學校應(ying)在資(zi)源配置、招(zhao)(zhao)生(sheng)(sheng)項(xiang)目、課程建設、績效評價、風險管(guan)控(kong)(kong)等方面(mian)做好工作(zuo)方案(具體招(zhao)(zhao)生(sheng)(sheng)方案由市(shi)教育(yu)(yu)(yu)(yu)(yu)局德育(yu)(yu)(yu)(yu)(yu)與(yu)體育(yu)(yu)(yu)(yu)(yu)衛生(sheng)(sheng)藝(yi)術教育(yu)(yu)(yu)(yu)(yu)處制定并下達),確保特長(chang)生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)工作(zuo)有序、規(gui)范、公(gong)平、陽光、有效,杜絕(jue)對學校特色(se)(se)發(fa)(fa)展作(zuo)用不大(da)的做法出現(xian),避免(mian)“求(qiu)大(da)求(qiu)全(quan)”。

  (十二)規(gui)范實(shi)(shi)驗(yan)(yan)(yan)班(ban)(ban)(ban)、試點班(ban)(ban)(ban)管(guan)理。普(pu)通(tong)(tong)高(gao)(gao)(gao)中(zhong)(zhong)舉(ju)辦(ban)的(de)各類(lei)實(shi)(shi)驗(yan)(yan)(yan)班(ban)(ban)(ban)、試點班(ban)(ban)(ban),要報省級(ji)教育行(xing)政(zheng)部門(men)登記(ji)備(bei)案,要嚴格(ge)控制規(gui)模,健(jian)全科學(xue)公(gong)開公(gong)正的(de)選(xuan)拔機制,加強跟蹤研究(jiu)和階段性(xing)評估。各區(qu)教育行(xing)政(zheng)部門(men)和市(shi)局(ju)直(zhi)屬高(gao)(gao)(gao)中(zhong)(zhong)要認(ren)真開展公(gong)、民(min)辦(ban)普(pu)通(tong)(tong)高(gao)(gao)(gao)中(zhong)(zhong)舉(ju)辦(ban)各類(lei)實(shi)(shi)驗(yan)(yan)(yan)班(ban)(ban)(ban)、試點班(ban)(ban)(ban)登記(ji)造冊(ce)工作,填寫好《XX區(qu)(市(shi)局(ju)直(zhi)屬學(xue)校)普(pu)通(tong)(tong)高(gao)(gao)(gao)中(zhong)(zhong)實(shi)(shi)驗(yan)(yan)(yan)班(ban)(ban)(ban)、試點班(ban)(ban)(ban)統(tong)計(ji)(ji)表》(見附件5),于4月30日前由各區(qu)教育行(xing)政(zheng)部門(men)負責分(fen)(fen)公(gong)、民(min)辦(ban)普(pu)通(tong)(tong)高(gao)(gao)(gao)中(zhong)(zhong)兩類(lei),將加蓋公(gong)章的(de)“XX區(qu)(市(shi)局(ju)直(zhi)屬學(xue)校)普(pu)通(tong)(tong)高(gao)(gao)(gao)中(zhong)(zhong)實(shi)(shi)驗(yan)(yan)(yan)班(ban)(ban)(ban)、試點班(ban)(ban)(ban)統(tong)計(ji)(ji)表”(掃描(miao)版)通(tong)(tong)過電子(zi)郵(you)(you)件方(fang)式分(fen)(fen)別報市(shi)教育局(ju)基礎(chu)教育處(chu)和社會力(li)量辦(ban)學(xue)管(guan)理處(chu)備(bei)案(相(xiang)關聯系人(ren)和郵(you)(you)箱(xiang)地址詳見附件5)。

  (十三(san))規范(fan)中考(kao)(kao)(kao)(kao)(kao)(kao)組織(zhi)管(guan)(guan)(guan)理(li)(li)(li)。中考(kao)(kao)(kao)(kao)(kao)(kao)組織(zhi)管(guan)(guan)(guan)理(li)(li)(li)工(gong)作(zuo)實(shi)行(xing)各(ge)(ge)區(市屬學校(xiao)按屬地劃到區)負(fu)責(ze)制(zhi),中考(kao)(kao)(kao)(kao)(kao)(kao)考(kao)(kao)(kao)(kao)(kao)(kao)點(dian)實(shi)行(xing)分級管(guan)(guan)(guan)理(li)(li)(li)和主考(kao)(kao)(kao)(kao)(kao)(kao)負(fu)責(ze)制(zhi)。各(ge)(ge)區教育行(xing)政部門、各(ge)(ge)考(kao)(kao)(kao)(kao)(kao)(kao)點(dian)要(yao)成立(li)(li)中考(kao)(kao)(kao)(kao)(kao)(kao)工(gong)作(zuo)領(ling)導小(xiao)組,建(jian)立(li)(li)責(ze)任追究制(zhi),落實(shi)“誰主管(guan)(guan)(guan)、誰負(fu)責(ze)”制(zhi)度,簽(qian)訂工(gong)作(zuo)責(ze)任書(shu),確(que)保(bao)責(ze)任落實(shi)到崗到人(ren)。各(ge)(ge)考(kao)(kao)(kao)(kao)(kao)(kao)點(dian)要(yao)對(dui)照《廣東省國(guo)家教育考(kao)(kao)(kao)(kao)(kao)(kao)試標(biao)準(zhun)化考(kao)(kao)(kao)(kao)(kao)(kao)點(dian)管(guan)(guan)(guan)理(li)(li)(li)辦法(試行(xing))》,切實(shi)加強考(kao)(kao)(kao)(kao)(kao)(kao)點(dian)硬件軟(ruan)件建(jian)設,實(shi)現電子(zi)監(jian)控和“網上巡考(kao)(kao)(kao)(kao)(kao)(kao)”。各(ge)(ge)區要(yao)按全市統(tong)一要(yao)求和布置,加強對(dui)本區中考(kao)(kao)(kao)(kao)(kao)(kao)保(bao)密(mi)、考(kao)(kao)(kao)(kao)(kao)(kao)試工(gong)作(zuo)人(ren)員隊(dui)伍的培訓,加強對(dui)本區中考(kao)(kao)(kao)(kao)(kao)(kao)保(bao)密(mi)、考(kao)(kao)(kao)(kao)(kao)(kao)務(wu)、考(kao)(kao)(kao)(kao)(kao)(kao)點(dian)的管(guan)(guan)(guan)理(li)(li)(li)和監(jian)督,2019年5月(yue)底前對(dui)本區考(kao)(kao)(kao)(kao)(kao)(kao)點(dian)軟(ruan)硬件設施(shi)(尤其(qi)是(shi)英語聽說(shuo)設備)和考(kao)(kao)(kao)(kao)(kao)(kao)務(wu)工(gong)作(zuo)準(zhun)備情(qing)況進行(xing)檢查驗收,切實(shi)排除各(ge)(ge)類(lei)風(feng)險隱患,確(que)保(bao)考(kao)(kao)(kao)(kao)(kao)(kao)務(wu)組織(zhi)管(guan)(guan)(guan)理(li)(li)(li)工(gong)作(zuo)安全有序。

  三、嚴格執行“十項嚴禁”紀律要求

  嚴(yan)(yan)(yan)禁(jin)無計劃、超計劃組織(zhi)招生(sheng),招生(sheng)結(jie)束(shu)后(hou),學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)不(bu)(bu)(bu)得擅(shan)自(zi)招收(shou)已被其(qi)他學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)錄取(qu)(qu)的(de)(de)(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)生(sheng);嚴(yan)(yan)(yan)禁(jin)自(zi)行組織(zhi)或(huo)與社會培訓(xun)機(ji)(ji)構聯合組織(zhi)以選拔(ba)生(sheng)源(yuan)為(wei)目的(de)(de)(de)(de)(de)的(de)(de)(de)(de)(de)各(ge)類(lei)考(kao)試,或(huo)采(cai)用社會培訓(xun)機(ji)(ji)構自(zi)行組織(zhi)的(de)(de)(de)(de)(de)各(ge)類(lei)考(kao)試結(jie)果; 嚴(yan)(yan)(yan)禁(jin)提前組織(zhi)招生(sheng),變相(xiang)(xiang)“掐尖(jian)”選生(sheng)源(yuan);嚴(yan)(yan)(yan)禁(jin)公(gong)辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)與民辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)混合招生(sheng)、混合編(bian)班(ban);嚴(yan)(yan)(yan)禁(jin)以高(gao)(gao)額物質(zhi)獎勵、虛假(jia)宣傳等(deng)不(bu)(bu)(bu)正(zheng)當手(shou)段(duan)招攬生(sheng)源(yuan);嚴(yan)(yan)(yan)禁(jin)任何學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)收(shou)取(qu)(qu)或(huo)變相(xiang)(xiang)收(shou)取(qu)(qu)與入(ru)學(xue)(xue)(xue)(xue)(xue)掛鉤(gou)的(de)(de)(de)(de)(de)“捐資助(zhu)學(xue)(xue)(xue)(xue)(xue)款(kuan)”;嚴(yan)(yan)(yan)禁(jin)義務教育(yu)階段(duan)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)以各(ge)類(lei)競賽(sai)證書、學(xue)(xue)(xue)(xue)(xue)科競賽(sai)成績(ji)(ji)或(huo)考(kao)級證明等(deng)作為(wei)招生(sheng)依據;嚴(yan)(yan)(yan)禁(jin)義務教育(yu)階段(duan)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)設立任何名(ming)義的(de)(de)(de)(de)(de)重點班(ban)、快慢班(ban);嚴(yan)(yan)(yan)禁(jin)初高(gao)(gao)中(zhong)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)對學(xue)(xue)(xue)(xue)(xue)生(sheng)進行中(zhong)高(gao)(gao)考(kao)成績(ji)(ji)排(pai)名(ming)、宣傳中(zhong)高(gao)(gao)考(kao)狀元和升學(xue)(xue)(xue)(xue)(xue)率,教育(yu)行政(zheng)部門也不(bu)(bu)(bu)得對學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)中(zhong)高(gao)(gao)考(kao)情(qing)況進行排(pai)名(ming),以及向學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)提供非本校(xiao)(xiao)(xiao)(xiao)的(de)(de)(de)(de)(de)中(zhong)高(gao)(gao)考(kao)成績(ji)(ji)數據;嚴(yan)(yan)(yan)禁(jin)出現人籍分離(li)、空掛學(xue)(xue)(xue)(xue)(xue)籍、學(xue)(xue)(xue)(xue)(xue)籍造(zao)假(jia)等(deng)現象(xiang),不(bu)(bu)(bu)得為(wei)違規跨(kua)區域招收(shou)的(de)(de)(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)生(sheng)和違規轉學(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)生(sheng)辦(ban)理學(xue)(xue)(xue)(xue)(xue)籍轉接。

  四、嚴格執紀問責,營造良好氛圍

  各(ge)(ge)級教(jiao)(jiao)育(yu)(yu)行(xing)政部(bu)門(men)要健(jian)全違(wei)規(gui)招(zhao)(zhao)生(sheng)(sheng)查處和責(ze)(ze)任追究(jiu)機(ji)制,暢通舉(ju)報(bao)和申訴受理渠(qu)道(dao),主動接受社(she)會(hui)監(jian)督(du)(du)。招(zhao)(zhao)生(sheng)(sheng)結束后(hou),按照隸屬(shu)關(guan)(guan)(guan)系,教(jiao)(jiao)育(yu)(yu)行(xing)政部(bu)門(men)要組織開展逐校(xiao)排(pai)(pai)查工作(zuo)(zuo),重點(dian)排(pai)(pai)查曾(ceng)經發(fa)生(sheng)(sheng)違(wei)規(gui)招(zhao)(zhao)生(sheng)(sheng)的(de)學(xue)(xue)(xue)校(xiao),及時(shi)糾(jiu)正和嚴肅查處各(ge)(ge)種違(wei)規(gui)違(wei)紀招(zhao)(zhao)生(sheng)(sheng)行(xing)為(wei)(wei)。對于(yu)(yu)造(zao)成(cheng)(cheng)不(bu)良影響或嚴重后(hou)果的(de)學(xue)(xue)(xue)校(xiao),視情(qing)節輕重給予約談、通報(bao)批(pi)評(ping)、追究(jiu)相關(guan)(guan)(guan)人員責(ze)(ze)任、依(yi)(yi)照有(you)關(guan)(guan)(guan)規(gui)定(ding)(ding)給予減少下一年度招(zhao)(zhao)生(sheng)(sheng)計(ji)劃、停止當年招(zhao)(zhao)生(sheng)(sheng)直至吊銷辦學(xue)(xue)(xue)許可證等處罰(fa)。市、區教(jiao)(jiao)育(yu)(yu)督(du)(du)導部(bu)門(men)要將中小學(xue)(xue)(xue)招(zhao)(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)工作(zuo)(zuo)納(na)入(ru)(ru)責(ze)(ze)任督(du)(du)學(xue)(xue)(xue)日(ri)常督(du)(du)導范圍。對于(yu)(yu)造(zao)成(cheng)(cheng)惡劣社(she)會(hui)影響的(de)違(wei)規(gui)招(zhao)(zhao)生(sheng)(sheng)行(xing)為(wei)(wei),相關(guan)(guan)(guan)部(bu)門(men)將依(yi)(yi)照有(you)關(guan)(guan)(guan)規(gui)定(ding)(ding)嚴肅查處追責(ze)(ze)。各(ge)(ge)區教(jiao)(jiao)育(yu)(yu)行(xing)政部(bu)門(men)要與新(xin)聞宣傳(chuan)部(bu)門(men)和有(you)關(guan)(guan)(guan)單位通力(li)合作(zuo)(zuo),充分、深入(ru)(ru)、細致(zhi)解讀積分入(ru)(ru)學(xue)(xue)(xue)政策(ce),多渠(qu)道(dao)多形式開展招(zhao)(zhao)生(sheng)(sheng)宣傳(chuan)工作(zuo)(zuo)。要組織召開幼兒園、小學(xue)(xue)(xue)家(jia)長(chang)會(hui)議,積極(ji)主動宣傳(chuan),要聯系社(she)區工作(zuo)(zuo)站協(xie)助宣傳(chuan)。加強輿(yu)論宣傳(chuan)引(yin)導,及時(shi)回應群眾關(guan)(guan)(guan)注的(de)教(jiao)(jiao)育(yu)(yu)熱點(dian)難點(dian)重點(dian)問(wen)題。引(yin)導廣大家(jia)長(chang)充分認識就近入(ru)(ru)學(xue)(xue)(xue)對于(yu)(yu)學(xue)(xue)(xue)生(sheng)(sheng)健(jian)康成(cheng)(cheng)長(chang)的(de)價值和意義,樹立科學(xue)(xue)(xue)教(jiao)(jiao)育(yu)(yu)觀念,把培養孩子(zi)的(de)好思想(xiang)、好品行(xing)、好習(xi)慣作(zuo)(zuo)為(wei)(wei)家(jia)庭教(jiao)(jiao)育(yu)(yu)的(de)首要任務,理性幫助孩子(zi)確定(ding)(ding)成(cheng)(cheng)長(chang)目標,克服唯分數、唯升學(xue)(xue)(xue)的(de)功利化傾向,避免盲目跟風(feng)擇(ze)校(xiao)。

  各(ge)區(qu)教育(yu)(yu)行(xing)政部門須于4月30日前將本(ben)區(qu)的(de)義務教育(yu)(yu)招(zhao)生入學工(gong)作指導意見報市(shi)教育(yu)(yu)局備案。招(zhao)生工(gong)作結束后,各(ge)區(qu)要及時對中小學招(zhao)生入學工(gong)作情況進行(xing)總結,形(xing)成書面總結材(cai)料于9月2日前報市(shi)教育(yu)(yu)局基礎教育(yu)(yu)處(chu)。
