  為全(quan)面貫徹黨的(de)(de)(de)教(jiao)育(yu)(yu)方(fang)針,落實(shi)立德樹人(ren)根本(ben)任(ren)務(wu),規(gui)范普通(tong)中(zhong)(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)入學(xue)(xue)秩序,切實(shi)維(wei)護(hu)教(jiao)育(yu)(yu)公平,努力讓每個孩子(zi)(zi)都能享有公平而有質(zhi)量(liang)的(de)(de)(de)教(jiao)育(yu)(yu),根據《中(zhong)(zhong)華人(ren)民共(gong)和國義(yi)務(wu)教(jiao)育(yu)(yu)法(fa)》《中(zhong)(zhong)華人(ren)民共(gong)和國民辦(ban)教(jiao)育(yu)(yu)促進(jin)法(fa)》《中(zhong)(zhong)共(gong)中(zhong)(zhong)央 國務(wu)院關(guan)于深(shen)化教(jiao)育(yu)(yu)教(jiao)學(xue)(xue)改革(ge)(ge)全(quan)面提高義(yi)務(wu)教(jiao)育(yu)(yu)質(zhi)量(liang)的(de)(de)(de)意(yi)見(jian)(jian)》《國務(wu)院辦(ban)公廳關(guan)于新(xin)時(shi)代(dai)(dai)推進(jin)普通(tong)高中(zhong)(zhong)育(yu)(yu)人(ren)方(fang)式(shi)改革(ge)(ge)的(de)(de)(de)指(zhi)導(dao)意(yi)見(jian)(jian)》《中(zhong)(zhong)共(gong)中(zhong)(zhong)央 國務(wu)院印發(fa)(fa)〈深(shen)化新(xin)時(shi)代(dai)(dai)教(jiao)育(yu)(yu)評價改革(ge)(ge)總體方(fang)案〉》《廣(guang)東省教(jiao)育(yu)(yu)廳關(guan)于進(jin)一步規(gui)范普通(tong)中(zhong)(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)入學(xue)(xue)工作(zuo)的(de)(de)(de)指(zhi)導(dao)意(yi)見(jian)(jian)》《深(shen)圳市(shi)非深(shen)戶籍人(ren)員子(zi)(zi)女接受(shou)義(yi)務(wu)教(jiao)育(yu)(yu)管理辦(ban)法(fa)》《中(zhong)(zhong)共(gong)深(shen)圳市(shi)委 深(shen)圳市(shi)人(ren)民政府印發(fa)(fa)〈關(guan)于推進(jin)教(jiao)育(yu)(yu)高質(zhi)量(liang)發(fa)(fa)展的(de)(de)(de)意(yi)見(jian)(jian)〉的(de)(de)(de)通(tong)知》等法(fa)律法(fa)規(gui)文件(jian)精神,現就做好我市(shi)2021年普通(tong)中(zhong)(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)入學(xue)(xue)工作(zuo)通(tong)知如下:

  一、規范義務教育招生行為

  (一)強化屬地責任,落實“兩為主”

  1.落實(shi)“兩為(wei)主(zhu)(zhu)”職責。各區(qu)(含新(xin)區(qu)、深汕(shan)特別合作(zuo)區(qu),下同)政府(fu)要(yao)落實(shi)好舉辦(ban)、管(guan)理和發展義(yi)務教(jiao)(jiao)育(yu)(yu)的(de)(de)主(zhu)(zhu)體(ti)責任,認真落實(shi)國家“兩為(wei)主(zhu)(zhu)”要(yao)求,進(jin)一步提高進(jin)城務工人員隨遷子女在(zai)公(gong)辦(ban)義(yi)務教(jiao)(jiao)育(yu)(yu)學校(xiao)(xiao)就讀(du)的(de)(de)比例,增加(jia)公(gong)辦(ban)學位供給(gei),統籌(chou)公(gong)辦(ban)民(min)辦(ban)學校(xiao)(xiao)招生,切實(shi)保障符合條件的(de)(de)適(shi)齡兒童、少年接受義(yi)務教(jiao)(jiao)育(yu)(yu)的(de)(de)權利(li)。各區(qu)要(yao)加(jia)強組織領(ling)導(dao),成立以區(qu)領(ling)導(dao)為(wei)組長(chang)的(de)(de)義(yi)務教(jiao)(jiao)育(yu)(yu)招生工作(zuo)領(ling)導(dao)小(xiao)組,定期(qi)召開(kai)招生工作(zuo)聯(lian)席會議,完善統籌(chou)協調工作(zuo)機制,及(ji)時妥善處(chu)理本區(qu)義(yi)務教(jiao)(jiao)育(yu)(yu)招生中的(de)(de)熱點(dian)難(nan)點(dian)問題。

  2.落(luo)實區教育行政部(bu)(bu)門招(zhao)(zhao)生(sheng)管(guan)理職責。各(ge)區教育行政部(bu)(bu)門要(yao)切(qie)實加(jia)(jia)強義務(wu)教育招(zhao)(zhao)生(sheng)工(gong)(gong)作(zuo)的(de)組織(zhi)和(he)管(guan)理,做好學位(wei)預測,及時(shi)公布學位(wei)供需情(qing)況,建(jian)立招(zhao)(zhao)生(sheng)預警機制(zhi),合理引導家長(chang)預期(qi)。要(yao)積極探索(suo)研制(zhi)招(zhao)(zhao)生(sheng)電(dian)子地圖,便于(yu)實時(shi)分析研判(pan)各(ge)學區學位(wei)供給動(dong)態變化(hua)情(qing)況,方便學生(sheng)家長(chang)便捷查(cha)(cha)詢各(ge)學校招(zhao)(zhao)生(sheng)范圍及學位(wei)供給信息。要(yao)科學制(zhi)定招(zhao)(zhao)生(sheng)工(gong)(gong)作(zuo)方案,做好網上招(zhao)(zhao)生(sheng)報名的(de)組織(zhi)工(gong)(gong)作(zuo)。要(yao)簡(jian)化(hua)入學手(shou)續,加(jia)(jia)強部(bu)(bu)門聯動(dong),充分利用現代(dai)信息技術(shu)手(shou)段(duan)實施(shi)多部(bu)(bu)門聯網審核(he)驗證,共同做好適齡兒(er)童、少(shao)年的(de)就讀(du)資格驗核(he)工(gong)(gong)作(zuo)。要(yao)加(jia)(jia)強風險預判(pan),制(zhi)定完善應(ying)急預案,健全(quan)應(ying)急機制(zhi),及時(shi)發現并妥善處置苗頭性、傾(qing)向性問題(ti),快速穩妥處理突發事(shi)件,確保招(zhao)(zhao)生(sheng)入學工(gong)(gong)作(zuo)平穩有序。要(yao)加(jia)(jia)強對招(zhao)(zhao)生(sheng)入學工(gong)(gong)作(zuo)的(de)監(jian)(jian)督檢(jian)查(cha)(cha),建(jian)立完善招(zhao)(zhao)生(sheng)入學監(jian)(jian)督工(gong)(gong)作(zuo)機制(zhi)。多形式加(jia)(jia)強招(zhao)(zhao)生(sheng)入學政策的(de)宣講和(he)解讀(du)解釋工(gong)(gong)作(zuo),積極回(hui)應(ying)市民(min)群眾關切(qie)。

  3.落實學(xue)校(xiao)招(zhao)生(sheng)職責。各義務教育階段學(xue)校(xiao)要(yao)規范招(zhao)生(sheng)行(xing)為,按(an)要(yao)求公開招(zhao)生(sheng)計劃、招(zhao)生(sheng)程序、招(zhao)生(sheng)結果、咨詢投訴電(dian)話等(deng),不得(de)擅自跨(kua)片(pian)區招(zhao)生(sheng),不得(de)擅自接收(shou)學(xue)生(sheng)跨(kua)片(pian)區擇校(xiao)就讀(du)。要(yao)指導適齡兒童、少年的(de)家長按(an)時申請(qing)學(xue)位(wei),按(an)要(yao)求及時、準確提供(gong)就讀(du)信息。

  (二)堅持免試就近入學,合理確定招生范圍

  1.堅持免試(shi)就(jiu)近(jin)入學(xue)(xue)。所(suo)有公(gong)辦民(min)辦學(xue)(xue)校都要嚴(yan)格遵守并全面(mian)(mian)落(luo)實(shi)義務(wu)教育(yu)免試(shi)入學(xue)(xue)規(gui)定。嚴(yan)禁公(gong)辦民(min)辦學(xue)(xue)校通過面(mian)(mian)試(shi)、面(mian)(mian)談、人機(ji)對(dui)話、體驗活動、簡(jian)歷材料等方式為依據的(de)“掐尖”招(zhao)(zhao)生(sheng)、提前招(zhao)(zhao)生(sheng)、違規(gui)爭(zheng)搶生(sheng)源的(de)行(xing)為。市局直屬學(xue)(xue)校義務(wu)教育(yu)招(zhao)(zhao)生(sheng)工作(zuo)納入所(suo)在區教育(yu)行(xing)政部門統一管理。

  2.合(he)理確定(ding)招(zhao)(zhao)生(sheng)范(fan)圍。各區教(jiao)育(yu)(yu)行(xing)政(zheng)部(bu)(bu)門要嚴(yan)格按照“學(xue)(xue)校(xiao)(xiao)劃片(pian)(pian)招(zhao)(zhao)生(sheng)、生(sheng)源(yuan)就近入學(xue)(xue)”的(de)(de)目標要求,綜(zong)合(he)考慮(lv)適齡(ling)學(xue)(xue)生(sheng)人數(shu)、學(xue)(xue)校(xiao)(xiao)分(fen)布、學(xue)(xue)校(xiao)(xiao)規模、交通狀況等因(yin)素,為(wei)每所公辦(ban)義務(wu)教(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)劃定(ding)服(fu)務(wu)片(pian)(pian)區范(fan)圍,確保各片(pian)(pian)區之間教(jiao)育(yu)(yu)資源(yuan)大致均衡。在對學(xue)(xue)校(xiao)(xiao)原招(zhao)(zhao)生(sheng)范(fan)圍進行(xing)較(jiao)大調整(zheng)時(shi)(shi),要充分(fen)聽取群眾意(yi)見,審(shen)慎論證,提前公告(gao)。片(pian)(pian)區確定(ding)后,應在一段時(shi)(shi)期內保持(chi)相對穩定(ding)。民辦(ban)義務(wu)教(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)不得超出教(jiao)育(yu)(yu)行(xing)政(zheng)部(bu)(bu)門核定(ding)的(de)(de)招(zhao)(zhao)生(sheng)計(ji)劃和招(zhao)(zhao)生(sheng)范(fan)圍招(zhao)(zhao)生(sheng),在滿足(zu)本區符合(he)條件的(de)(de)適齡(ling)兒童、少年入學(xue)(xue)需求后,仍有剩(sheng)余招(zhao)(zhao)生(sheng)計(ji)劃的(de)(de),經學(xue)(xue)校(xiao)(xiao)申請(qing),區教(jiao)育(yu)(yu)行(xing)政(zheng)部(bu)(bu)門審(shen)核,報市(shi)教(jiao)育(yu)(yu)局同(tong)意(yi),可跨區招(zhao)(zhao)生(sheng)。

  (三)剛性實施入學政策,完善積分入學細則

  所有公(gong)(gong)辦民辦學校要嚴格按(an)照《深(shen)(shen)圳市(shi)非深(shen)(shen)戶籍人員子女接受(shou)義務教(jiao)育(yu)管理辦法(fa)》等文件(jian)規定的(de)入(ru)學條(tiao)件(jian)招(zhao)(zhao)生(sheng),不(bu)得招(zhao)(zhao)收不(bu)符合我市(shi)就讀條(tiao)件(jian)的(de)學生(sheng)。各區(qu)教(jiao)育(yu)行政部(bu)門要不(bu)斷(duan)優(you)化(hua)積(ji)(ji)(ji)分(fen)(fen)(fen)(fen)入(ru)學實施(shi)細則,充分(fen)(fen)(fen)(fen)體現教(jiao)育(yu)公(gong)(gong)平,合理設(she)置積(ji)(ji)(ji)分(fen)(fen)(fen)(fen)類別、項目、標準(zhun)和分(fen)(fen)(fen)(fen)值,根據積(ji)(ji)(ji)分(fen)(fen)(fen)(fen)情況和招(zhao)(zhao)生(sheng)計(ji)劃安(an)排(pai)學位,實施(shi)過(guo)程(cheng)中(zhong)要做(zuo)到積(ji)(ji)(ji)分(fen)(fen)(fen)(fen)標準(zhun)、積(ji)(ji)(ji)分(fen)(fen)(fen)(fen)結果(guo)、學位安(an)排(pai)“三公(gong)(gong)開(kai)”,公(gong)(gong)開(kai)過(guo)程(cheng)中(zhong)應依法(fa)做(zuo)好未成年人隱(yin)私(si)保護。積(ji)(ji)(ji)分(fen)(fen)(fen)(fen)入(ru)學細則要充分(fen)(fen)(fen)(fen)征(zheng)求轄區(qu)居民意見,在招(zhao)(zhao)生(sheng)工作實施(shi)前報市(shi)教(jiao)育(yu)局備案。2021年繼續全(quan)面取消各類特長生(sheng)招(zhao)(zhao)生(sheng)。對烈士、符合條(tiao)件(jian)的(de)現役軍人及復(fu)退軍人、消防救援隊伍人員、公(gong)(gong)安(an)英模和因公(gong)(gong)犧牲(sheng)傷殘警(jing)察、高層(ceng)次人才等享受(shou)優(you)惠政策人員的(de)子女實施(shi)教(jiao)育(yu)優(you)待政策,并向(xiang)社會(hui)公(gong)(gong)示。

  (四)完善民辦學校招生管理

  各(ge)區(qu)教育(yu)行政(zheng)部(bu)門(men)要將民(min)辦(ban)(ban)(ban)義(yi)務(wu)教育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)納入統一(yi)管理(li),全面(mian)落實(shi)(shi)與公辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)同步招(zhao)(zhao)(zhao)生(sheng)(sheng)。民(min)辦(ban)(ban)(ban)義(yi)務(wu)教育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)的招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)和(he)招(zhao)(zhao)(zhao)生(sheng)(sheng)方(fang)案,要報主管教育(yu)行政(zheng)部(bu)門(men)審核(he)。面(mian)向全區(qu)招(zhao)(zhao)(zhao)生(sheng)(sheng)且(qie)報名人(ren)數(shu)超(chao)過招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)數(shu)的民(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao),全部(bu)實(shi)(shi)行電(dian)腦(nao)隨(sui)機(ji)(ji)搖(yao)號(hao)(hao)(hao)錄(lu)取。辦(ban)(ban)(ban)學(xue)(xue)層次(ci)同時包(bao)括小(xiao)學(xue)(xue)和(he)初中的民(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao),應首先通過直升或電(dian)腦(nao)隨(sui)機(ji)(ji)搖(yao)號(hao)(hao)(hao)方(fang)式招(zhao)(zhao)(zhao)收本校(xiao)(xiao)(xiao)自愿(yuan)報讀初中的小(xiao)學(xue)(xue)畢業生(sheng)(sheng),剩余的招(zhao)(zhao)(zhao)生(sheng)(sheng)計(ji)劃(hua)應公開(kai)報名,實(shi)(shi)行電(dian)腦(nao)隨(sui)機(ji)(ji)搖(yao)號(hao)(hao)(hao)錄(lu)取。民(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)電(dian)腦(nao)隨(sui)機(ji)(ji)搖(yao)號(hao)(hao)(hao)錄(lu)取工作(zuo)由各(ge)區(qu)組織實(shi)(shi)施,搖(yao)號(hao)(hao)(hao)過程(cheng)(cheng)要做到全程(cheng)(cheng)錄(lu)像,并邀請公證機(ji)(ji)構人(ren)員(yuan)、紀檢人(ren)員(yuan)、人(ren)大代表、政(zheng)協委員(yuan)、新聞(wen)媒體代表和(he)學(xue)(xue)生(sheng)(sheng)家(jia)長代表全程(cheng)(cheng)監督(du)。受政(zheng)府委托承(cheng)擔義(yi)務(wu)教育(yu)學(xue)(xue)位任(ren)務(wu)的民(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao),報名及(ji)錄(lu)取辦(ban)(ban)(ban)法由區(qu)教育(yu)行政(zheng)部(bu)門(men)另行確定。

  (五)提高殘疾兒童、少年入學率,提升特殊教育質量

  各區(qu)要按國家要求,確保2021年殘疾兒童(tong)、少年義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)入學(xue)(xue)率達(da)到(dao)95%以上。按照“全(quan)覆蓋、零拒(ju)絕”的(de)(de)要求,根(gen)據適齡殘疾兒童(tong)、少年的(de)(de)實(shi)際情(qing)況,制訂教(jiao)(jiao)育(yu)(yu)(yu)(yu)安(an)置(zhi)方(fang)案,落實(shi)“一人一案”,通過普通學(xue)(xue)校(xiao)就讀、特(te)殊教(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)就讀、送(song)教(jiao)(jiao)上門等多種方(fang)式,逐一做(zuo)好入學(xue)(xue)安(an)置(zhi)工作。市(shi)、區(qu)特(te)殊教(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)科學(xue)(xue)設置(zhi)招生(sheng)類(lei)別、學(xue)(xue)段(duan),錯位發(fa)(fa)展(zhan),協(xie)調發(fa)(fa)展(zhan)。義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)階段(duan),視障教(jiao)(jiao)育(yu)(yu)(yu)(yu)、聽障教(jiao)(jiao)育(yu)(yu)(yu)(yu)主要由市(shi)屬(shu)(shu)學(xue)(xue)校(xiao)承擔(dan),智障等其(qi)他類(lei)型的(de)(de)特(te)殊教(jiao)(jiao)育(yu)(yu)(yu)(yu)主要由區(qu)屬(shu)(shu)學(xue)(xue)校(xiao)承擔(dan)。市(shi)屬(shu)(shu)特(te)殊教(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)校(xiao)要擴大高(gao)中(zhong)階段(duan)招生(sheng)規模,讓(rang)完(wan)成義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)殘疾學(xue)(xue)生(sheng)都(dou)能(neng)接受適宜的(de)(de)高(gao)中(zhong)階段(duan)教(jiao)(jiao)育(yu)(yu)(yu)(yu)。

  (六)加強招生計劃管理,嚴禁超標準班額招生

  各區教育(yu)行(xing)政部門要結(jie)合學校辦(ban)學規模(mo)、辦(ban)學條件,科學核(he)定、及時公(gong)布(bu)公(gong)辦(ban)民辦(ban)學校招生計劃。嚴格控制存在超(chao)(chao)標(biao)(biao)準(zhun)(zhun)班額(e)學校的招生計劃。各義務教育(yu)學校起始年級嚴禁超(chao)(chao)標(biao)(biao)準(zhun)(zhun)班額(e)招生,堅(jian)決防(fang)止(zhi)產生新的超(chao)(chao)標(biao)(biao)準(zhun)(zhun)班額(e)。嚴禁超(chao)(chao)核(he)定辦(ban)學規模(mo)和超(chao)(chao)標(biao)(biao)準(zhun)(zhun)班額(e)的學校接(jie)收轉(zhuan)學插班學生。

  (七)落實控輟保學法定職責

  各(ge)區教(jiao)育(yu)(yu)行(xing)(xing)政部門(men)和(he)學(xue)(xue)(xue)(xue)校要嚴格(ge)(ge)落實《中華人(ren)(ren)民共和(he)國義務教(jiao)育(yu)(yu)法》《中華人(ren)(ren)民共和(he)國未(wei)成年人(ren)(ren)保(bao)(bao)護法》等(deng)法律規定,依法保(bao)(bao)障(zhang)適齡(ling)兒(er)童(tong)、少年接受(shou)義務教(jiao)育(yu)(yu)的(de)權利,要嚴格(ge)(ge)履行(xing)(xing)控(kong)輟保(bao)(bao)學(xue)(xue)(xue)(xue)法定職責,完善(shan)聯(lian)控(kong)聯(lian)保(bao)(bao)工(gong)作(zuo)(zuo)機制,落實失學(xue)(xue)(xue)(xue)輟學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生勸返復學(xue)(xue)(xue)(xue)、登(deng)記和(he)書面(mian)報(bao)告責任制度,建立完善(shan)控(kong)輟保(bao)(bao)學(xue)(xue)(xue)(xue)工(gong)作(zuo)(zuo)臺帳,共同做好控(kong)輟保(bao)(bao)學(xue)(xue)(xue)(xue)工(gong)作(zuo)(zuo)。適齡(ling)兒(er)童(tong)、少年因身體(ti)狀況確需延(yan)緩入(ru)學(xue)(xue)(xue)(xue)或者(zhe)休學(xue)(xue)(xue)(xue)的(de),其父(fu)母或者(zhe)其他法定監護人(ren)(ren)應當提出申(shen)請,由所(suo)在(zai)區教(jiao)育(yu)(yu)行(xing)(xing)政部門(men)批準。依法查處以在(zai)家學(xue)(xue)(xue)(xue)習、接受(shou)“私塾”“讀(du)經(jing)班”等(deng)培訓替代國家統一實施的(de)義務教(jiao)育(yu)(yu)的(de)行(xing)(xing)為。嚴格(ge)(ge)外籍人(ren)(ren)員子女學(xue)(xue)(xue)(xue)校招生管理,不得(de)招收(shou)中國籍學(xue)(xue)(xue)(xue)生。

  二、加強普(pu)通(tong)高中招生管理

  (一)剛性執行高中招生計劃。高(gao)中(zhong)學(xue)(xue)(xue)校(xiao)要(yao)嚴格按照(zhao)市教育(yu)局(ju)核定的(de)(de)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃進(jin)行(xing)(xing)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃下達后,不再受理調(diao)整招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃的(de)(de)申請。各(ge)(ge)(ge)級教育(yu)行(xing)(xing)政(zheng)部門、各(ge)(ge)(ge)高(gao)中(zhong)階段(duan)學(xue)(xue)(xue)校(xiao)根(gen)據招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃的(de)(de)要(yao)求,認真做好(hao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)(de)各(ge)(ge)(ge)項準備工作,確(que)保學(xue)(xue)(xue)校(xiao)正常開學(xue)(xue)(xue)。民辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)納入統一管理,并(bing)與公辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)同步(bu)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。各(ge)(ge)(ge)校(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃的(de)(de)執(zhi)行(xing)(xing)情(qing)況,將(jiang)作為學(xue)(xue)(xue)校(xiao)自主招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃安排(pai)、規范辦(ban)(ban)(ban)學(xue)(xue)(xue)、辦(ban)(ban)(ban)學(xue)(xue)(xue)水平、辦(ban)(ban)(ban)學(xue)(xue)(xue)效益評估以及評先(xian)、評優等的(de)(de)主要(yao)指標(biao)。全市公辦(ban)(ban)(ban)高(gao)中(zhong)學(xue)(xue)(xue)校(xiao)應按照(zhao)核定辦(ban)(ban)(ban)學(xue)(xue)(xue)規模(mo)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。普(pu)通高(gao)中(zhong)未經審批不得面向市外招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。

  (二)落實指標到校政策。認(ren)真落(luo)實指(zhi)標到校(xiao)政策(ce)要(yao)求,每所(suo)優質普通高中(zhong)學校(xiao)要(yao)安排(pai)不低于50%的(de)招生(sheng)名額,主要(yao)按初(chu)中(zhong)學校(xiao)在校(xiao)生(sheng)數,直接分配到全市各初(chu)中(zhong)學校(xiao)(含民辦),促(cu)進義(yi)務教育(yu)優質均衡發展。

  (三)統籌規范全市高中自主招生工作。根(gen)據廣(guang)東省教育(yu)廳關于(yu)進(jin)一步完善和(he)規范(fan)自(zi)(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生的相(xiang)關要(yao)求,市教育(yu)局(ju)全面統籌高中(zhong)自(zi)(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生工(gong)作(zuo)(zuo),進(jin)一步優化我市普通高中(zhong)自(zi)(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生布(bu)點(dian),引(yin)導普通高中(zhong)學(xue)校科學(xue)合理定位和(he)分(fen)層分(fen)類(lei)發(fa)展。自(zi)(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生對(dui)象主(zhu)(zhu)要(yao)為(wei)具有創(chuang)新(xin)潛質和(he)學(xue)科特長(chang)的學(xue)生。2021年(nian)全市普通高中(zhong)自(zi)(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生按照市教育(yu)局(ju)出(chu)臺的《深圳市教育(yu)局(ju)關于(yu)做好2021年(nian)普通高中(zhong)學(xue)校自(zi)(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生工(gong)作(zuo)(zuo)的通知》實施。

  (四)規范學校招生行為。積極探索基(ji)于初中(zhong)學業水平考試成績(ji)、結合(he)綜合(he)素質表現評價的高(gao)中(zhong)階段學校(xiao)考試招(zhao)(zhao)生(sheng)(sheng)(sheng)錄(lu)取模式(shi)(shi)。所有高(gao)中(zhong)學校(xiao)(含民辦(ban)普(pu)通高(gao)中(zhong))需嚴格(ge)按照(zhao)規定的招(zhao)(zhao)生(sheng)(sheng)(sheng)范圍、招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)、招(zhao)(zhao)生(sheng)(sheng)(sheng)時間、招(zhao)(zhao)生(sheng)(sheng)(sheng)方式(shi)(shi)進(jin)行統一招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴禁(jin)(jin)違規爭搶生(sheng)(sheng)(sheng)源、跨審批區(qu)域招(zhao)(zhao)生(sheng)(sheng)(sheng)、超(chao)計(ji)劃(hua)(hua)招(zhao)(zhao)生(sheng)(sheng)(sheng)和提(ti)前招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴禁(jin)(jin)招(zhao)(zhao)收“掛讀生(sheng)(sheng)(sheng)”和“擇校(xiao)生(sheng)(sheng)(sheng)”。

  三(san)、加強新生入學管理

  (一)規范學生分班管理。各義務(wu)教育(yu)階段學(xue)校要實(shi)(shi)行均衡(heng)編班(ban)(ban)(ban),嚴(yan)禁舉(ju)辦重點(dian)班(ban)(ban)(ban),包括以(yi)特長班(ban)(ban)(ban)、快慢班(ban)(ban)(ban)、尖子班(ban)(ban)(ban)、興趣(qu)班(ban)(ban)(ban)和“奧(ao)賽”班(ban)(ban)(ban)、國際班(ban)(ban)(ban)等名義的變相重點(dian)班(ban)(ban)(ban)。普通(tong)高中學(xue)校要根(gen)據(ju)普通(tong)高中課(ke)(ke)程方(fang)(fang)案(an)和學(xue)生選(xuan)課(ke)(ke)情況(kuang),合理排課(ke)(ke)編班(ban)(ban)(ban),科(ke)學(xue)制訂選(xuan)課(ke)(ke)走班(ban)(ban)(ban)指南和課(ke)(ke)程實(shi)(shi)施方(fang)(fang)案(an)。

  (二)嚴格規范學籍管理。學(xue)(xue)(xue)(xue)(xue)(xue)校應當從學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)(xue)之日起1個月內為(wei)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)建立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)檔案,其中,殘(can)疾程度較重、無法進(jin)入學(xue)(xue)(xue)(xue)(xue)(xue)校學(xue)(xue)(xue)(xue)(xue)(xue)習的(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng),由承擔(dan)送教上門(men)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)校建立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)校要(yao)嚴(yan)格落(luo)實學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)管理“一人(ren)一籍(ji),籍(ji)隨(sui)人(ren)走”的(de)要(yao)求,不(bu)得以(yi)虛假(jia)信息(xi)建立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji),不(bu)得重復(fu)建立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji),不(bu)得擅自刪(shan)除學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)電子學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)信息(xi)。未經(jing)義務教育招生(sheng)(sheng)平臺(tai)報名錄(lu)取(qu)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)不(bu)予(yu)建立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)。對于未經(jing)學(xue)(xue)(xue)(xue)(xue)(xue)校批準,不(bu)按(an)學(xue)(xue)(xue)(xue)(xue)(xue)校規(gui)定期限到校辦(ban)理注冊者(zhe),不(bu)予(yu)建立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)。各區(qu)教育行政部(bu)門(men)要(yao)加(jia)強對學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)工作(zuo)的(de)核查(cha),及時查(cha)處和糾正學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)建檔過程中的(de)不(bu)規(gui)范行為(wei),嚴(yan)禁“人(ren)籍(ji)分離”。

  四、建立考(kao)核和(he)問責雙機制,確保招生工作全面(mian)落地

  市、區(qu)教(jiao)(jiao)(jiao)育(yu)督導部門要將中小學(xue)招(zhao)(zhao)(zhao)生入(ru)學(xue)工作納入(ru)責(ze)任督學(xue)日常督導范圍,嚴肅查(cha)處違反教(jiao)(jiao)(jiao)育(yu)部“十項嚴禁”紀律要求和(he)省教(jiao)(jiao)(jiao)育(yu)廳(ting)“六(liu)項規定”等違反招(zhao)(zhao)(zhao)生政(zheng)策和(he)紀律以及擾(rao)亂中小學(xue)入(ru)學(xue)招(zhao)(zhao)(zhao)生秩序(xu)的(de)行為。對(dui)違規操作,查(cha)有實(shi)據,造成不(bu)良影響的(de)單(dan)位和(he)個人實(shi)行問責(ze)。對(dui)于(yu)未落(luo)實(shi)《中共中央 國務院關于(yu)深化(hua)教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)改革全面提高義務教(jiao)(jiao)(jiao)育(yu)質量的(de)意(yi)見》中義務教(jiao)(jiao)(jiao)育(yu)招(zhao)(zhao)(zhao)生入(ru)學(xue)規定要求,或者出現(xian)轄區(qu)內義務教(jiao)(jiao)(jiao)育(yu)階段學(xue)校違規考(kao)試招(zhao)(zhao)(zhao)生行為的(de),視(shi)同為落(luo)實(shi)中央和(he)國家重(zhong)大(da)政(zheng)策不(bu)力,納入(ru)政(zheng)府履行教(jiao)(jiao)(jiao)育(yu)職(zhi)責(ze)評價。
