為全(quan)面貫(guan)徹黨的(de)教(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)方針,落實(shi)(shi)立德樹人(ren)(ren)根本任務(wu),規范普(pu)(pu)通中(zhong)(zhong)(zhong)小學(xue)招生(sheng)入學(xue)秩序,切實(shi)(shi)維(wei)護教(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)公(gong)平,努力讓(rang)每個孩子都(dou)能(neng)享有公(gong)平而有質(zhi)量的(de)教(jiao)育(yu)(yu)(yu)(yu)(yu)(yu),根據《中(zhong)(zhong)(zhong)華人(ren)(ren)民(min)共(gong)(gong)和國(guo)義務(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)法(fa)》《中(zhong)(zhong)(zhong)華人(ren)(ren)民(min)共(gong)(gong)和國(guo)民(min)辦(ban)教(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)促進法(fa)》《中(zhong)(zhong)(zhong)共(gong)(gong)中(zhong)(zhong)(zhong)央 國(guo)務(wu)院關(guan)于(yu)深(shen)化教(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)教(jiao)學(xue)改革(ge)(ge)全(quan)面提(ti)高(gao)(gao)義務(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)質(zhi)量的(de)意見》《國(guo)務(wu)院辦(ban)公(gong)廳關(guan)于(yu)新時代推進普(pu)(pu)通高(gao)(gao)中(zhong)(zhong)(zhong)育(yu)(yu)(yu)(yu)(yu)(yu)人(ren)(ren)方式改革(ge)(ge)的(de)指(zhi)導(dao)意見》《中(zhong)(zhong)(zhong)共(gong)(gong)中(zhong)(zhong)(zhong)央 國(guo)務(wu)院印發〈深(shen)化新時代教(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)評價改革(ge)(ge)總體方案〉》《廣東省教(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)廳關(guan)于(yu)進一步規范普(pu)(pu)通中(zhong)(zhong)(zhong)小學(xue)招生(sheng)入學(xue)工作的(de)指(zhi)導(dao)意見》《深(shen)圳市(shi)非深(shen)戶籍人(ren)(ren)員子女接受義務(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)管(guan)理(li)辦(ban)法(fa)》《中(zhong)(zhong)(zhong)共(gong)(gong)深(shen)圳市(shi)委 深(shen)圳市(shi)人(ren)(ren)民(min)政(zheng)府(fu)印發〈關(guan)于(yu)推進教(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)高(gao)(gao)質(zhi)量發展的(de)意見〉的(de)通知》等法(fa)律法(fa)規文件精神,現就做(zuo)好我市(shi)2021年普(pu)(pu)通中(zhong)(zhong)(zhong)小學(xue)招生(sheng)入學(xue)工作通知如下:
一、規范義務教育招生行(xing)為
(一)強化屬地責任,落實“兩為主”
1.落實“兩為主(zhu)”職責。各區(qu)(qu)(含新區(qu)(qu)、深汕特別合(he)作區(qu)(qu),下(xia)同(tong))政府要(yao)落實好舉辦(ban)、管理和(he)發(fa)展義(yi)(yi)務教(jiao)(jiao)育的(de)主(zhu)體責任,認真落實國家“兩為主(zhu)”要(yao)求(qiu),進一(yi)步提(ti)高進城(cheng)務工人員隨遷子女在公辦(ban)義(yi)(yi)務教(jiao)(jiao)育學(xue)(xue)校就讀的(de)比(bi)例,增加公辦(ban)學(xue)(xue)位供(gong)給,統(tong)籌公辦(ban)民辦(ban)學(xue)(xue)校招生(sheng)(sheng),切實保(bao)障符(fu)合(he)條件的(de)適齡兒童、少(shao)年接受義(yi)(yi)務教(jiao)(jiao)育的(de)權利。各區(qu)(qu)要(yao)加強組(zu)織領(ling)(ling)導,成立以區(qu)(qu)領(ling)(ling)導為組(zu)長的(de)義(yi)(yi)務教(jiao)(jiao)育招生(sheng)(sheng)工作領(ling)(ling)導小組(zu),定(ding)期(qi)召(zhao)開(kai)招生(sheng)(sheng)工作聯席會議,完善(shan)統(tong)籌協調工作機(ji)制,及時(shi)妥善(shan)處理本區(qu)(qu)義(yi)(yi)務教(jiao)(jiao)育招生(sheng)(sheng)中的(de)熱(re)點難點問題。
2.落實(shi)區教育(yu)行(xing)政(zheng)(zheng)部(bu)(bu)門(men)(men)招(zhao)(zhao)生(sheng)(sheng)管(guan)理(li)職(zhi)責。各區教育(yu)行(xing)政(zheng)(zheng)部(bu)(bu)門(men)(men)要(yao)(yao)(yao)切(qie)實(shi)加(jia)強義務(wu)教育(yu)招(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)的(de)組織和(he)管(guan)理(li),做(zuo)好(hao)學(xue)(xue)位預(yu)(yu)(yu)測,及(ji)時公布學(xue)(xue)位供(gong)需情(qing)況,建(jian)立招(zhao)(zhao)生(sheng)(sheng)預(yu)(yu)(yu)警(jing)機(ji)制(zhi)(zhi)(zhi)(zhi),合(he)理(li)引導(dao)家(jia)長預(yu)(yu)(yu)期(qi)。要(yao)(yao)(yao)積極探索研制(zhi)(zhi)(zhi)(zhi)招(zhao)(zhao)生(sheng)(sheng)電(dian)子地圖(tu),便于實(shi)時分析研判(pan)各學(xue)(xue)區學(xue)(xue)位供(gong)給(gei)動(dong)態變化(hua)情(qing)況,方(fang)(fang)便學(xue)(xue)生(sheng)(sheng)家(jia)長便捷查詢(xun)各學(xue)(xue)校招(zhao)(zhao)生(sheng)(sheng)范圍及(ji)學(xue)(xue)位供(gong)給(gei)信息。要(yao)(yao)(yao)科學(xue)(xue)制(zhi)(zhi)(zhi)(zhi)定招(zhao)(zhao)生(sheng)(sheng)工(gong)作(zuo)方(fang)(fang)案,做(zuo)好(hao)網上招(zhao)(zhao)生(sheng)(sheng)報名(ming)的(de)組織工(gong)作(zuo)。要(yao)(yao)(yao)簡化(hua)入學(xue)(xue)手續,加(jia)強部(bu)(bu)門(men)(men)聯動(dong),充分利用現(xian)代(dai)信息技術手段(duan)實(shi)施多(duo)部(bu)(bu)門(men)(men)聯網審核驗(yan)證(zheng),共同做(zuo)好(hao)適齡兒童、少(shao)年(nian)的(de)就讀資格驗(yan)核工(gong)作(zuo)。要(yao)(yao)(yao)加(jia)強風險預(yu)(yu)(yu)判(pan),制(zhi)(zhi)(zhi)(zhi)定完(wan)善應急預(yu)(yu)(yu)案,健(jian)全應急機(ji)制(zhi)(zhi)(zhi)(zhi),及(ji)時發(fa)(fa)現(xian)并妥(tuo)善處置苗頭性、傾向(xiang)性問題(ti),快速穩妥(tuo)處理(li)突發(fa)(fa)事件,確(que)保招(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)工(gong)作(zuo)平穩有序(xu)。要(yao)(yao)(yao)加(jia)強對招(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)工(gong)作(zuo)的(de)監(jian)督檢查,建(jian)立完(wan)善招(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)監(jian)督工(gong)作(zuo)機(ji)制(zhi)(zhi)(zhi)(zhi)。多(duo)形式(shi)加(jia)強招(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)政(zheng)(zheng)策的(de)宣講和(he)解(jie)讀解(jie)釋工(gong)作(zuo),積極回(hui)應市民群眾關切(qie)。
3.落實學(xue)(xue)校招(zhao)生(sheng)(sheng)(sheng)職責。各義務教育(yu)階(jie)段學(xue)(xue)校要(yao)規范招(zhao)生(sheng)(sheng)(sheng)行為,按(an)要(yao)求(qiu)公開招(zhao)生(sheng)(sheng)(sheng)計劃、招(zhao)生(sheng)(sheng)(sheng)程序、招(zhao)生(sheng)(sheng)(sheng)結(jie)果、咨詢投訴電話等,不得(de)擅自(zi)跨片區(qu)招(zhao)生(sheng)(sheng)(sheng),不得(de)擅自(zi)接收學(xue)(xue)生(sheng)(sheng)(sheng)跨片區(qu)擇校就讀。要(yao)指導適(shi)齡兒(er)童(tong)、少年的(de)家長按(an)時(shi)申請學(xue)(xue)位,按(an)要(yao)求(qiu)及時(shi)、準確提供就讀信息。
(二)堅持免試就近入學,合理確定招生范圍
1.堅持免(mian)試就近(jin)入(ru)學(xue)(xue)。所(suo)有公辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)都要嚴格遵守并全面落實(shi)義(yi)務(wu)教育免(mian)試入(ru)學(xue)(xue)規定。嚴禁(jin)公辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)通(tong)過面試、面談(tan)、人機(ji)對(dui)話、體驗活動、簡歷(li)材料(liao)等(deng)方式為依據的“掐尖”招生(sheng)、提前招生(sheng)、違規爭搶生(sheng)源(yuan)的行為。市局直屬學(xue)(xue)校(xiao)(xiao)義(yi)務(wu)教育招生(sheng)工作納(na)入(ru)所(suo)在區教育行政部門統一管理。
2.合理(li)確定(ding)招(zhao)生(sheng)(sheng)范(fan)圍。各區(qu)(qu)教育(yu)(yu)(yu)行(xing)(xing)政(zheng)部(bu)門要嚴(yan)格按照“學校劃(hua)片招(zhao)生(sheng)(sheng)、生(sheng)(sheng)源就近入學”的(de)目標要求,綜合考慮(lv)適(shi)齡(ling)(ling)學生(sheng)(sheng)人數、學校分布、學校規模、交通狀況(kuang)等因素(su),為每所(suo)公(gong)辦義務教育(yu)(yu)(yu)學校劃(hua)定(ding)服務片區(qu)(qu)范(fan)圍,確保各片區(qu)(qu)之間(jian)教育(yu)(yu)(yu)資源大致均衡。在(zai)對學校原(yuan)招(zhao)生(sheng)(sheng)范(fan)圍進(jin)行(xing)(xing)較大調整時(shi),要充分聽取群眾(zhong)意見(jian),審慎論證,提(ti)前(qian)公(gong)告(gao)。片區(qu)(qu)確定(ding)后(hou),應在(zai)一(yi)段時(shi)期內保持(chi)相對穩(wen)定(ding)。民辦義務教育(yu)(yu)(yu)學校不得(de)超出教育(yu)(yu)(yu)行(xing)(xing)政(zheng)部(bu)門核定(ding)的(de)招(zhao)生(sheng)(sheng)計(ji)劃(hua)和招(zhao)生(sheng)(sheng)范(fan)圍招(zhao)生(sheng)(sheng),在(zai)滿足本區(qu)(qu)符合條(tiao)件(jian)的(de)適(shi)齡(ling)(ling)兒童、少年入學需(xu)求后(hou),仍有剩(sheng)余招(zhao)生(sheng)(sheng)計(ji)劃(hua)的(de),經(jing)學校申請,區(qu)(qu)教育(yu)(yu)(yu)行(xing)(xing)政(zheng)部(bu)門審核,報市教育(yu)(yu)(yu)局(ju)同意,可跨區(qu)(qu)招(zhao)生(sheng)(sheng)。
(三)剛性實施入學政策,完善積分入學細則
所有公(gong)辦(ban)(ban)民辦(ban)(ban)學(xue)校(xiao)要嚴格按照《深圳市(shi)非深戶籍人(ren)員(yuan)子(zi)女接受義務教育(yu)管理(li)辦(ban)(ban)法》等文件(jian)規定的(de)入(ru)(ru)(ru)學(xue)條(tiao)件(jian)招(zhao)生(sheng),不得招(zhao)收不符合(he)(he)我市(shi)就讀(du)條(tiao)件(jian)的(de)學(xue)生(sheng)。各區(qu)教育(yu)行政部門要不斷(duan)優(you)(you)化積(ji)(ji)(ji)分(fen)入(ru)(ru)(ru)學(xue)實(shi)施細(xi)則,充(chong)分(fen)體(ti)現(xian)教育(yu)公(gong)平,合(he)(he)理(li)設置積(ji)(ji)(ji)分(fen)類別(bie)、項目(mu)、標準和(he)分(fen)值,根據積(ji)(ji)(ji)分(fen)情況和(he)招(zhao)生(sheng)計劃(hua)安(an)排學(xue)位,實(shi)施過(guo)程(cheng)中(zhong)要做到積(ji)(ji)(ji)分(fen)標準、積(ji)(ji)(ji)分(fen)結果、學(xue)位安(an)排“三(san)公(gong)開(kai)”,公(gong)開(kai)過(guo)程(cheng)中(zhong)應依(yi)法做好未成年(nian)人(ren)隱(yin)私(si)保護。積(ji)(ji)(ji)分(fen)入(ru)(ru)(ru)學(xue)細(xi)則要充(chong)分(fen)征求轄區(qu)居民意(yi)見,在招(zhao)生(sheng)工(gong)作(zuo)實(shi)施前報市(shi)教育(yu)局(ju)備案。2021年(nian)繼續全面(mian)取消各類特長生(sheng)招(zhao)生(sheng)。對烈(lie)士(shi)、符合(he)(he)條(tiao)件(jian)的(de)現(xian)役(yi)軍人(ren)及(ji)復退軍人(ren)、消防救(jiu)援隊伍人(ren)員(yuan)、公(gong)安(an)英模和(he)因公(gong)犧牲傷殘警察、高層次人(ren)才等享受優(you)(you)惠政策(ce)人(ren)員(yuan)的(de)子(zi)女實(shi)施教育(yu)優(you)(you)待政策(ce),并向社會(hui)公(gong)示。
(四)完善民辦學校招生管理
各區(qu)教(jiao)育行(xing)(xing)(xing)政(zheng)(zheng)部門(men)要(yao)將民(min)(min)辦(ban)(ban)(ban)(ban)義務(wu)教(jiao)育學(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)納入統(tong)一管理(li),全(quan)面(mian)落實(shi)與公辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)同步招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。民(min)(min)辦(ban)(ban)(ban)(ban)義務(wu)教(jiao)育學(xue)(xue)(xue)校(xiao)(xiao)的招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃和(he)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)方(fang)案,要(yao)報(bao)主管教(jiao)育行(xing)(xing)(xing)政(zheng)(zheng)部門(men)審核。面(mian)向全(quan)區(qu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)且報(bao)名人(ren)(ren)數超過(guo)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃數的民(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao),全(quan)部實(shi)行(xing)(xing)(xing)電(dian)(dian)腦(nao)隨(sui)機(ji)(ji)搖號(hao)(hao)錄(lu)取(qu)。辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)層次同時包括小(xiao)學(xue)(xue)(xue)和(he)初(chu)中的民(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao),應首先(xian)通過(guo)直升(sheng)或(huo)電(dian)(dian)腦(nao)隨(sui)機(ji)(ji)搖號(hao)(hao)方(fang)式招(zhao)(zhao)(zhao)收(shou)本校(xiao)(xiao)自愿報(bao)讀初(chu)中的小(xiao)學(xue)(xue)(xue)畢業(ye)生(sheng)(sheng)(sheng),剩余(yu)的招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃應公開(kai)報(bao)名,實(shi)行(xing)(xing)(xing)電(dian)(dian)腦(nao)隨(sui)機(ji)(ji)搖號(hao)(hao)錄(lu)取(qu)。民(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao)電(dian)(dian)腦(nao)隨(sui)機(ji)(ji)搖號(hao)(hao)錄(lu)取(qu)工作由各區(qu)組織實(shi)施,搖號(hao)(hao)過(guo)程(cheng)要(yao)做到全(quan)程(cheng)錄(lu)像,并邀請公證機(ji)(ji)構人(ren)(ren)員、紀檢人(ren)(ren)員、人(ren)(ren)大代(dai)表(biao)、政(zheng)(zheng)協委(wei)員、新聞(wen)媒(mei)體代(dai)表(biao)和(he)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)家長代(dai)表(biao)全(quan)程(cheng)監(jian)督。受政(zheng)(zheng)府委(wei)托承擔義務(wu)教(jiao)育學(xue)(xue)(xue)位任(ren)務(wu)的民(min)(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)(xiao),報(bao)名及(ji)錄(lu)取(qu)辦(ban)(ban)(ban)(ban)法由區(qu)教(jiao)育行(xing)(xing)(xing)政(zheng)(zheng)部門(men)另行(xing)(xing)(xing)確定。
(五)提高殘疾兒童、少年入學率,提升特殊教育質量
各(ge)區(qu)要(yao)(yao)按國家要(yao)(yao)求,確(que)保2021年殘(can)疾(ji)兒童、少年義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)入(ru)學(xue)(xue)率達到95%以上。按照“全覆蓋、零拒絕(jue)”的(de)(de)要(yao)(yao)求,根據適(shi)齡殘(can)疾(ji)兒童、少年的(de)(de)實際情況,制(zhi)訂教(jiao)(jiao)(jiao)(jiao)育(yu)安置方案,落實“一(yi)人一(yi)案”,通(tong)過普(pu)通(tong)學(xue)(xue)校(xiao)(xiao)就(jiu)讀、特(te)殊教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)就(jiu)讀、送教(jiao)(jiao)(jiao)(jiao)上門等(deng)多種方式(shi),逐一(yi)做(zuo)好入(ru)學(xue)(xue)安置工作。市(shi)、區(qu)特(te)殊教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)科學(xue)(xue)設置招生(sheng)類別、學(xue)(xue)段,錯位發展,協調發展。義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)階(jie)段,視障(zhang)教(jiao)(jiao)(jiao)(jiao)育(yu)、聽(ting)障(zhang)教(jiao)(jiao)(jiao)(jiao)育(yu)主(zhu)要(yao)(yao)由市(shi)屬學(xue)(xue)校(xiao)(xiao)承(cheng)擔(dan),智障(zhang)等(deng)其他類型(xing)的(de)(de)特(te)殊教(jiao)(jiao)(jiao)(jiao)育(yu)主(zhu)要(yao)(yao)由區(qu)屬學(xue)(xue)校(xiao)(xiao)承(cheng)擔(dan)。市(shi)屬特(te)殊教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)要(yao)(yao)擴(kuo)大高中(zhong)階(jie)段招生(sheng)規模,讓(rang)完(wan)成義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)的(de)(de)殘(can)疾(ji)學(xue)(xue)生(sheng)都能接受適(shi)宜的(de)(de)高中(zhong)階(jie)段教(jiao)(jiao)(jiao)(jiao)育(yu)。
(六)加強招生計劃管理,嚴禁超標準班額招生
各區教(jiao)育行政(zheng)部(bu)門要(yao)結(jie)合學(xue)(xue)(xue)校(xiao)辦(ban)學(xue)(xue)(xue)規模(mo)、辦(ban)學(xue)(xue)(xue)條(tiao)件,科學(xue)(xue)(xue)核定(ding)、及時(shi)公布公辦(ban)民辦(ban)學(xue)(xue)(xue)校(xiao)招(zhao)生(sheng)(sheng)計劃。嚴(yan)格(ge)控制(zhi)存在超標(biao)準(zhun)(zhun)班額(e)(e)學(xue)(xue)(xue)校(xiao)的(de)(de)招(zhao)生(sheng)(sheng)計劃。各義務教(jiao)育學(xue)(xue)(xue)校(xiao)起始(shi)年級嚴(yan)禁(jin)超標(biao)準(zhun)(zhun)班額(e)(e)招(zhao)生(sheng)(sheng),堅決防止(zhi)產生(sheng)(sheng)新的(de)(de)超標(biao)準(zhun)(zhun)班額(e)(e)。嚴(yan)禁(jin)超核定(ding)辦(ban)學(xue)(xue)(xue)規模(mo)和超標(biao)準(zhun)(zhun)班額(e)(e)的(de)(de)學(xue)(xue)(xue)校(xiao)接(jie)收轉學(xue)(xue)(xue)插班學(xue)(xue)(xue)生(sheng)(sheng)。
(七)落實控輟保學法定職責
各區教(jiao)育行政部門(men)和(he)(he)學(xue)(xue)校要(yao)嚴(yan)格(ge)落(luo)實(shi)《中(zhong)華(hua)人(ren)民共(gong)和(he)(he)國義(yi)務教(jiao)育法(fa)》《中(zhong)華(hua)人(ren)民共(gong)和(he)(he)國未成年(nian)人(ren)保護法(fa)》等法(fa)律規定(ding),依(yi)法(fa)保障適齡兒(er)(er)童、少(shao)年(nian)接(jie)受義(yi)務教(jiao)育的(de)(de)(de)權利(li),要(yao)嚴(yan)格(ge)履行控(kong)輟(chuo)保學(xue)(xue)法(fa)定(ding)職(zhi)責(ze),完(wan)善(shan)聯控(kong)聯保工作機制,落(luo)實(shi)失學(xue)(xue)輟(chuo)學(xue)(xue)學(xue)(xue)生(sheng)勸返復學(xue)(xue)、登(deng)記和(he)(he)書(shu)面(mian)報告責(ze)任(ren)制度,建立(li)完(wan)善(shan)控(kong)輟(chuo)保學(xue)(xue)工作臺帳,共(gong)同做好控(kong)輟(chuo)保學(xue)(xue)工作。適齡兒(er)(er)童、少(shao)年(nian)因身體狀況確需(xu)延緩入學(xue)(xue)或者(zhe)休(xiu)學(xue)(xue)的(de)(de)(de),其(qi)父母或者(zhe)其(qi)他法(fa)定(ding)監護人(ren)應當提(ti)出申請(qing),由(you)所在(zai)區教(jiao)育行政部門(men)批準。依(yi)法(fa)查處(chu)以在(zai)家(jia)學(xue)(xue)習(xi)、接(jie)受“私(si)塾(shu)”“讀經班(ban)”等培(pei)訓(xun)替代國家(jia)統一實(shi)施的(de)(de)(de)義(yi)務教(jiao)育的(de)(de)(de)行為(wei)。嚴(yan)格(ge)外籍(ji)人(ren)員(yuan)子女(nv)學(xue)(xue)校招生(sheng)管理,不得招收中(zhong)國籍(ji)學(xue)(xue)生(sheng)。
二、加(jia)強普通高中招生(sheng)管理
(一)剛性執行高中招生計劃。高中(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)校要嚴格按照(zhao)市教(jiao)(jiao)育(yu)局核定(ding)的(de)招(zhao)生(sheng)(sheng)(sheng)計劃(hua)進(jin)行招(zhao)生(sheng)(sheng)(sheng)。招(zhao)生(sheng)(sheng)(sheng)計劃(hua)下達后,不再受理調整招(zhao)生(sheng)(sheng)(sheng)計劃(hua)的(de)申(shen)請。各級教(jiao)(jiao)育(yu)行政(zheng)部門、各高中(zhong)(zhong)階段學(xue)(xue)(xue)(xue)(xue)(xue)校根據招(zhao)生(sheng)(sheng)(sheng)計劃(hua)的(de)要求,認真做(zuo)好招(zhao)生(sheng)(sheng)(sheng)的(de)各項準備工作,確保學(xue)(xue)(xue)(xue)(xue)(xue)校正常開學(xue)(xue)(xue)(xue)(xue)(xue)。民辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校招(zhao)生(sheng)(sheng)(sheng)納入統一管理,并(bing)與(yu)公辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)校同步招(zhao)生(sheng)(sheng)(sheng)。各校招(zhao)生(sheng)(sheng)(sheng)計劃(hua)的(de)執行情況,將作為學(xue)(xue)(xue)(xue)(xue)(xue)校自主(zhu)招(zhao)生(sheng)(sheng)(sheng)計劃(hua)安排、規范辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)、辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)水平、辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)效益評(ping)估以及(ji)評(ping)先、評(ping)優等(deng)的(de)主(zhu)要指標。全市公辦(ban)(ban)高中(zhong)(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)校應按照(zhao)核定(ding)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)規模招(zhao)生(sheng)(sheng)(sheng)。普通高中(zhong)(zhong)未經(jing)審批不得面向市外招(zhao)生(sheng)(sheng)(sheng)。
(二)落實指標到校政策。認真落實指標到校(xiao)政(zheng)策(ce)要求,每所優質普通(tong)高中(zhong)學(xue)校(xiao)要安(an)排不低于(yu)50%的招生(sheng)名額,主要按(an)初(chu)中(zhong)學(xue)校(xiao)在校(xiao)生(sheng)數,直接(jie)分配到全市(shi)各初(chu)中(zhong)學(xue)校(xiao)(含民辦),促進義務教育優質均(jun)衡發展。
(三)統籌規范全市高中自主招生工作。根據廣東省教(jiao)育(yu)廳關(guan)于進(jin)一步完善(shan)和規范(fan)自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)的(de)(de)相關(guan)要(yao)求,市(shi)教(jiao)育(yu)局(ju)(ju)全面(mian)統籌高中自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)工作,進(jin)一步優(you)化我市(shi)普通高中自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)布點,引導普通高中學校(xiao)科學合理定(ding)位和分(fen)層分(fen)類發(fa)展。自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)對(dui)象主(zhu)(zhu)要(yao)為具有(you)創(chuang)新潛質和學科特長(chang)的(de)(de)學生(sheng)。2021年(nian)全市(shi)普通高中自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)按照市(shi)教(jiao)育(yu)局(ju)(ju)出臺的(de)(de)《深圳市(shi)教(jiao)育(yu)局(ju)(ju)關(guan)于做(zuo)好2021年(nian)普通高中學校(xiao)自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)工作的(de)(de)通知》實施(shi)。
(四)規范學校招生行為。積極探索基于初中學業水平考試(shi)成績、結合綜合素質表現評(ping)價的(de)(de)高中階段學校考試(shi)招(zhao)(zhao)生(sheng)錄取模式(shi)(shi)。所有高中學校(含民辦普通高中)需嚴(yan)(yan)格按照規(gui)定的(de)(de)招(zhao)(zhao)生(sheng)范(fan)圍、招(zhao)(zhao)生(sheng)計劃、招(zhao)(zhao)生(sheng)時間、招(zhao)(zhao)生(sheng)方(fang)式(shi)(shi)進行統一招(zhao)(zhao)生(sheng),嚴(yan)(yan)禁違規(gui)爭搶生(sheng)源(yuan)、跨(kua)審批區(qu)域招(zhao)(zhao)生(sheng)、超(chao)計劃招(zhao)(zhao)生(sheng)和(he)提前招(zhao)(zhao)生(sheng),嚴(yan)(yan)禁招(zhao)(zhao)收“掛(gua)讀生(sheng)”和(he)“擇校生(sheng)”。
三、加強新生入(ru)學管(guan)理
(一)規范學生分班管理。各義(yi)務教育階段學(xue)(xue)校要實行均衡編班(ban)(ban)(ban),嚴(yan)禁(jin)舉辦重(zhong)點班(ban)(ban)(ban),包括(kuo)以特(te)長班(ban)(ban)(ban)、快慢班(ban)(ban)(ban)、尖子班(ban)(ban)(ban)、興趣班(ban)(ban)(ban)和“奧賽”班(ban)(ban)(ban)、國際班(ban)(ban)(ban)等名義(yi)的變相重(zhong)點班(ban)(ban)(ban)。普(pu)通高中學(xue)(xue)校要根據普(pu)通高中課(ke)程(cheng)(cheng)方案(an)和學(xue)(xue)生選課(ke)情況,合理排(pai)課(ke)編班(ban)(ban)(ban),科(ke)學(xue)(xue)制訂選課(ke)走班(ban)(ban)(ban)指南和課(ke)程(cheng)(cheng)實施方案(an)。
(二)嚴格規范學籍管理。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)應當從(cong)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)之日起(qi)1個月內為學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)檔案,其中(zhong),殘疾程度較重、無法進入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)習的(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng),由承(cheng)擔送教(jiao)上門的(de)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)要嚴(yan)格落實學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)管理“一人(ren)一籍(ji)(ji)(ji)(ji),籍(ji)(ji)(ji)(ji)隨人(ren)走”的(de)要求,不(bu)(bu)得(de)以虛(xu)假信息建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji),不(bu)(bu)得(de)重復建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji),不(bu)(bu)得(de)擅自刪除學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)電(dian)子學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)信息。未經義務教(jiao)育招(zhao)生(sheng)(sheng)(sheng)平臺報名(ming)錄取的(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)不(bu)(bu)予(yu)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)。對(dui)于未經學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)批準,不(bu)(bu)按學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)規定期限到校(xiao)辦理注冊(ce)者,不(bu)(bu)予(yu)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)。各區教(jiao)育行政部(bu)門要加強對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)工作的(de)核查(cha),及時查(cha)處和糾正(zheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)建(jian)檔過程中(zhong)的(de)不(bu)(bu)規范行為,嚴(yan)禁“人(ren)籍(ji)(ji)(ji)(ji)分離”。
四、建立考核和(he)問責(ze)雙機制,確(que)保招生工作全面落(luo)地
市、區教育(yu)(yu)(yu)督(du)(du)導(dao)(dao)部門要(yao)將中(zhong)小(xiao)(xiao)學(xue)招(zhao)生(sheng)入(ru)(ru)學(xue)工作(zuo)納入(ru)(ru)責(ze)(ze)任(ren)督(du)(du)學(xue)日常督(du)(du)導(dao)(dao)范(fan)圍(wei),嚴肅查處違反(fan)教育(yu)(yu)(yu)部“十(shi)項嚴禁(jin)”紀(ji)律(lv)要(yao)求(qiu)和(he)省教育(yu)(yu)(yu)廳“六項規(gui)(gui)定”等違反(fan)招(zhao)生(sheng)政策和(he)紀(ji)律(lv)以(yi)及擾亂(luan)中(zhong)小(xiao)(xiao)學(xue)入(ru)(ru)學(xue)招(zhao)生(sheng)秩序的(de)行(xing)(xing)(xing)為(wei)(wei)。對(dui)違規(gui)(gui)操作(zuo),查有實(shi)據,造(zao)成不良(liang)影響的(de)單位和(he)個人實(shi)行(xing)(xing)(xing)問責(ze)(ze)。對(dui)于未落實(shi)《中(zhong)共(gong)中(zhong)央 國(guo)務院關于深化教育(yu)(yu)(yu)教學(xue)改革全(quan)面提高義務教育(yu)(yu)(yu)質量的(de)意見》中(zhong)義務教育(yu)(yu)(yu)招(zhao)生(sheng)入(ru)(ru)學(xue)規(gui)(gui)定要(yao)求(qiu),或(huo)者出現轄區內義務教育(yu)(yu)(yu)階段學(xue)校(xiao)違規(gui)(gui)考試招(zhao)生(sheng)行(xing)(xing)(xing)為(wei)(wei)的(de),視同為(wei)(wei)落實(shi)中(zhong)央和(he)國(guo)家重大政策不力,納入(ru)(ru)政府(fu)履行(xing)(xing)(xing)教育(yu)(yu)(yu)職責(ze)(ze)評價(jia)。
