  各地級以上市(shi)人(ren)民(min)政(zheng)府(fu)(fu),各縣(市(shi)、區)人(ren)民(min)政(zheng)府(fu)(fu),省政(zheng)府(fu)(fu)各部門、各直屬機構:

  民(min)辦(ban)教(jiao)育(yu)是教(jiao)育(yu)事業的重(zhong)要組成(cheng)部分,對(dui)促(cu)進(jin)(jin)我省(sheng)教(jiao)育(yu)改(gai)革發(fa)(fa)(fa)展(zhan)(zhan)發(fa)(fa)(fa)揮了(le)(le)重(zhong)要作用,為推動(dong)我省(sheng)經濟社會發(fa)(fa)(fa)展(zhan)(zhan)作出(chu)了(le)(le)重(zhong)要貢(gong)獻(xian)。為深入學習貫(guan)徹習近平總(zong)書(shu)記(ji)重(zhong)要講(jiang)話精(jing)神,鼓勵(li)社會力(li)量興辦(ban)教(jiao)育(yu),促(cu)進(jin)(jin)民(min)辦(ban)教(jiao)育(yu)健康發(fa)(fa)(fa)展(zhan)(zhan),加快建設教(jiao)育(yu)強省(sheng),根據《中華人民(min)共和國(guo)民(min)辦(ban)教(jiao)育(yu)促(cu)進(jin)(jin)法(fa)》《國(guo)務院關(guan)于鼓勵(li)社會力(li)量興辦(ban)教(jiao)育(yu)促(cu)進(jin)(jin)民(min)辦(ban)教(jiao)育(yu)健康發(fa)(fa)(fa)展(zhan)(zhan)的若(ruo)干意見(jian)》(國(guo)發(fa)(fa)(fa)〔2016〕81號(hao)),結合(he)我省(sheng)實際,提出(chu)如下實施意見(jian)。

  一、總體要求

  全面貫(guan)徹黨(dang)的(de)十九(jiu)大精(jing)神(shen),以習近平(ping)(ping)新(xin)時代(dai)中國特色社會主義思想為(wei)指(zhi)導,深(shen)入貫(guan)徹習近平(ping)(ping)總書記重要講話精(jing)神(shen),認(ren)真(zhen)落(luo)實(shi)黨(dang)的(de)教(jiao)育(yu)方(fang)針,堅持(chi)社會主義辦(ban)學(xue)方(fang)向(xiang),培育(yu)和踐行(xing)社會主義核心價(jia)值觀。按照育(yu)人為(wei)本、德(de)育(yu)為(wei)先,分類管(guan)理(li)、公益(yi)導向(xiang),優化環(huan)境、綜合施策,依法管(guan)理(li)、規(gui)范辦(ban)學(xue),鼓勵改(gai)革(ge)、上下(xia)聯(lian)動(dong)的(de)原則,以實(shi)行(xing)分類管(guan)理(li)為(wei)突破口,創新(xin)體(ti)制機制,完善扶持(chi)政策,加強規(gui)范管(guan)理(li),提高(gao)辦(ban)學(xue)質(zhi)量(liang),進(jin)(jin)一步調動(dong)社會力量(liang)興辦(ban)教(jiao)育(yu)的(de)積極性,促(cu)進(jin)(jin)民辦(ban)教(jiao)育(yu)持(chi)續健康(kang)發(fa)展,培養(yang)德(de)智體(ti)美全面發(fa)展的(de)社會主義建(jian)設者和接(jie)班人。

  二、加強黨對民(min)辦學校(xiao)的領(ling)導

  (一)加強民(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)黨的(de)(de)建(jian)設(she)(she)(she)。全(quan)面(mian)加強民(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)黨的(de)(de)政治建(jian)設(she)(she)(she)、思想(xiang)建(jian)設(she)(she)(she)、組(zu)織建(jian)設(she)(she)(she)、作風建(jian)設(she)(she)(she)、紀(ji)律建(jian)設(she)(she)(she),把制度建(jian)設(she)(she)(she)貫穿其(qi)中(zhong),推動(dong)各級各類民(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)黨組(zu)織和(he)黨的(de)(de)工作全(quan)覆(fu)蓋。發揮民(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)黨組(zu)織政治核心作用(yong)、基(ji)層黨組(zu)織的(de)(de)戰斗堡壘作用(yong)和(he)共產黨員的(de)(de)先鋒模范帶(dai)頭作用(yong)。逐步從教育(yu)行政部門和(he)公辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)選派黨務(wu)經驗豐富的(de)(de)在職(zhi)干部擔(dan)任民(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)黨組(zu)織書(shu)記。加強民(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)黨建(jian)工作機構(gou)、隊伍、經費的(de)(de)保障。各地要對(dui)民(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)黨組(zu)織建(jian)設(she)(she)(she)、黨對(dui)民(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)的(de)(de)領導(dao)、黨組(zu)織開展工作等情況定期開展督導(dao)檢查(cha),并作為民(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)年度檢查(cha)的(de)(de)重要內(nei)容(rong)和(he)評選表彰的(de)(de)重要指標。

  (二)加(jia)強和(he)改進民辦學(xue)(xue)(xue)校(xiao)思(si)(si)想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)。把思(si)(si)想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)納(na)入學(xue)(xue)(xue)校(xiao)事業發展(zhan)(zhan)規劃,把思(si)(si)想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)隊(dui)伍(wu)(wu)建設(she)納(na)入學(xue)(xue)(xue)校(xiao)人(ren)才隊(dui)伍(wu)(wu)培養規劃,切實加(jia)強思(si)(si)想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)理(li)論課和(he)德育課課程、教(jiao)材(cai)、教(jiao)師(shi)隊(dui)伍(wu)(wu)建設(she),全(quan)面提升(sheng)思(si)(si)想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)水平,扎實推(tui)進習近平新(xin)時代(dai)中(zhong)國(guo)特色社會(hui)主(zhu)(zhu)義思(si)(si)想(xiang)(xiang)進教(jiao)材(cai)、進課堂(tang)、進頭腦(nao),不斷增強廣大師(shi)生中(zhong)國(guo)特色社會(hui)主(zhu)(zhu)義道路自(zi)信、理(li)論自(zi)信、制度自(zi)信、文(wen)化自(zi)信。以社會(hui)主(zhu)(zhu)義核心(xin)價(jia)值觀為引(yin)領,切實加(jia)強理(li)想(xiang)(xiang)信念(nian)、愛國(guo)主(zhu)(zhu)義、集體主(zhu)(zhu)義、中(zhong)國(guo)特色社會(hui)主(zhu)(zhu)義教(jiao)育和(he)中(zhong)華優(you)秀傳統文(wen)化、革命傳統文(wen)化、民族團(tuan)結教(jiao)育,引(yin)導學(xue)(xue)(xue)生樹立正(zheng)確的(de)世(shi)界觀、人(ren)生觀、價(jia)值觀。大力(li)開(kai)(kai)展(zhan)(zhan)社會(hui)實踐和(he)志愿服務(wu),積極開(kai)(kai)展(zhan)(zhan)心(xin)理(li)健康教(jiao)育。創新(xin)網絡思(si)(si)想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)教(jiao)育方式,大力(li)弘揚主(zhu)(zhu)旋律、傳播正(zheng)能量(liang)。落實意識(shi)形態(tai)工(gong)(gong)作(zuo)(zuo)責(ze)任制,加(jia)強講(jiang)座、論壇等陣地(di)建設(she)和(he)管理(li),牢牢把握意識(shi)形態(tai)工(gong)(gong)作(zuo)(zuo)的(de)領導權(quan)、話語權(quan)。

  三、實(shi)施分類管理(li)

  (三)落實(shi)分類(lei)(lei)管理政(zheng)策。認真貫徹實(shi)施《中華(hua)人(ren)民(min)(min)(min)(min)共和國(guo)民(min)(min)(min)(min)辦(ban)(ban)(ban)教(jiao)育(yu)促進法》,對(dui)全省民(min)(min)(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校實(shi)行非營(ying)利性和營(ying)利性分類(lei)(lei)管理。新設民(min)(min)(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校,應明(ming)確(que)按非營(ying)利性或(huo)營(ying)利性分類(lei)(lei)審批和登記。2016年11月7日(ri)《全國(guo)人(ren)民(min)(min)(min)(min)代表(biao)大會常務委員會關于修改(gai)〈中華(hua)人(ren)民(min)(min)(min)(min)共和國(guo)民(min)(min)(min)(min)辦(ban)(ban)(ban)教(jiao)育(yu)促進法〉的決(jue)定》公布前經(jing)批準設立的民(min)(min)(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校(以下(xia)稱現有民(min)(min)(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校),應根據省的工(gong)作(zuo)(zuo)部署并(bing)結合(he)當地實(shi)際開展(zhan)分類(lei)(lei)登記。教(jiao)育(yu)、人(ren)力(li)資源社(she)會保障、民(min)(min)(min)(min)政(zheng)、編制、工(gong)商等部門要抓緊完(wan)善民(min)(min)(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校分類(lei)(lei)登記制度(du),細化登記事項及流(liu)程,明(ming)確(que)民(min)(min)(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校變更登記類(lei)(lei)型(xing)的辦(ban)(ban)(ban)法和工(gong)作(zuo)(zuo)規程。

  (四)建(jian)立平穩過渡機制。各地、各有(you)關單(dan)位(wei)(wei)要認真指導(dao)現(xian)有(you)民(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)開展(zhan)財(cai)務(wu)清查、清算和(he)章程修訂(ding)工(gong)(gong)作(zuo),按“一校(xiao)(xiao)(xiao)一策”原則(ze)制定過渡工(gong)(gong)作(zuo)方案,平穩有(you)序(xu)推進分(fen)類(lei)管理。現(xian)有(you)民(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)以2017年8月(yue)31日為(wei)基準日,在完成(cheng)財(cai)務(wu)清查或清算及修改學(xue)(xue)校(xiao)(xiao)(xiao)章程后,按照教(jiao)(jiao)育部(bu)《民(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)分(fen)類(lei)登(deng)記(ji)(ji)實施(shi)細則(ze)》(教(jiao)(jiao)發(fa)(fa)〔2016〕19號)以及省(sheng)的(de)相關規定進行分(fen)類(lei)登(deng)記(ji)(ji);其(qi)中(zhong),選(xuan)擇登(deng)記(ji)(ji)為(wei)營(ying)利性學(xue)(xue)校(xiao)(xiao)(xiao)的(de),應在完成(cheng)明確(que)財(cai)產權(quan)屬(shu)、完善用地手續(xu)、繳納相關稅費、換(huan)發(fa)(fa)辦(ban)(ban)(ban)學(xue)(xue)許可證、辦(ban)(ban)(ban)理民(min)辦(ban)(ban)(ban)非企業單(dan)位(wei)(wei)或事業單(dan)位(wei)(wei)注銷手續(xu)等工(gong)(gong)作(zuo)后,到工(gong)(gong)商部(bu)門登(deng)記(ji)(ji)。含(han)有(you)義(yi)務(wu)教(jiao)(jiao)育階(jie)段多層次辦(ban)(ban)(ban)學(xue)(xue)的(de)現(xian)有(you)民(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao),非義(yi)務(wu)教(jiao)(jiao)育階(jie)段選(xuan)擇營(ying)利性辦(ban)(ban)(ban)學(xue)(xue)的(de),應在財(cai)務(wu)清算后進行資產剝離,并換(huan)發(fa)(fa)辦(ban)(ban)(ban)學(xue)(xue)許可證后,到相應的(de)登(deng)記(ji)(ji)機關登(deng)記(ji)(ji)。

  (五)健全退出機制(zhi)(zhi)。捐資(zi)舉辦(ban)(ban)的(de)民辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)終(zhong)止(zhi)時(shi),清(qing)(qing)償(chang)后的(de)剩余(yu)財(cai)產統籌(chou)用于教育等(deng)事業。現有(you)(you)民辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)選擇登記(ji)為非營(ying)(ying)利性民辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)的(de),終(zhong)止(zhi)時(shi),學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)財(cai)產依(yi)(yi)法(fa)清(qing)(qing)償(chang)后有(you)(you)剩余(yu)的(de),應根據(ju)出資(zi)者申(shen)請,綜合(he)考慮2017年8月31日前的(de)出資(zi)、取得(de)合(he)理(li)回(hui)報情況以及辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)效(xiao)益(yi)、繼續(xu)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)時(shi)間長短等(deng)因素,按(an)“一校(xiao)(xiao)(xiao)一策”原則對出資(zi)者進行補償(chang)或獎(jiang)勵(li),其余(yu)財(cai)產繼續(xu)用于其他非營(ying)(ying)利性學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue),具體補償(chang)或獎(jiang)勵(li)辦(ban)(ban)法(fa)由各級教育、人(ren)(ren)力資(zi)源社會保障部門按(an)照審(shen)批權限另(ling)行制(zhi)(zhi)定(ding);選擇登記(ji)為營(ying)(ying)利性民辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)的(de),終(zhong)止(zhi)時(shi),學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)財(cai)產依(yi)(yi)法(fa)清(qing)(qing)償(chang)后有(you)(you)剩余(yu)的(de),依(yi)(yi)照《中華人(ren)(ren)民共和(he)國(guo)公司法(fa)》的(de)有(you)(you)關規定(ding)處理(li)。2016年11月7日后設立的(de)民辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao),終(zhong)止(zhi)時(shi),財(cai)產處置按(an)照有(you)(you)關規定(ding)和(he)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)章(zhang)程處理(li)。

  四(si)、創新辦學體制

  (六)放寬辦(ban)學(xue)(xue)準入條件(jian)。社會力量投入教育(yu),凡法(fa)律法(fa)規沒有禁(jin)止(zhi)以及不(bu)損(sun)害(hai)第三方利(li)益(yi)、社會公共利(li)益(yi)、國家安全的(de)(de)領域,一律不(bu)得(de)進行(xing)限制(zhi)。各(ge)地要制(zhi)定準入負面清單(dan),列出禁(jin)止(zhi)和(he)限制(zhi)的(de)(de)辦(ban)學(xue)(xue)行(xing)為。各(ge)地、各(ge)有關單(dan)位要做(zuo)好民辦(ban)教育(yu)發展(zhan)規劃,重新梳理(li)民辦(ban)學(xue)(xue)校(xiao)(xiao)準入條件(jian)和(he)程序,進一步簡政放權(quan),吸引更多的(de)(de)社會資源進入教育(yu)領域,并優先支持(chi)社會力量舉(ju)辦(ban)民辦(ban)義務(wu)教育(yu)學(xue)(xue)校(xiao)(xiao)和(he)普惠性民辦(ban)幼兒(er)園(yuan),增加學(xue)(xue)位供給。

  (七)探索(suo)多元主體合(he)作(zuo)辦(ban)學(xue)(xue)(xue)。各(ge)地(di)可(ke)探索(suo)依法利用國(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)、集體資(zi)(zi)(zi)產(chan)(chan)(chan)、非(fei)公(gong)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)等,通過(guo)合(he)資(zi)(zi)(zi)、合(he)作(zuo)、參(can)股、租賃等方式(shi)(shi)(shi)與社會力量(liang)聯合(he)辦(ban)學(xue)(xue)(xue)。支持(chi)社會力量(liang)以協議托管等形式(shi)(shi)(shi),在不改變(bian)所有(you)制并明確各(ge)方責權(quan)(quan)利前(qian)提下(xia),參(can)與公(gong)辦(ban)學(xue)(xue)(xue)校辦(ban)學(xue)(xue)(xue)。支持(chi)國(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)依法參(can)與舉辦(ban)非(fei)營利性民辦(ban)學(xue)(xue)(xue)校,鼓勵以國(guo)有(you)建設(she)用地(di)使用權(quan)(quan)作(zuo)價出資(zi)(zi)(zi)或者入股等方式(shi)(shi)(shi)提供土地(di)依法與社會資(zi)(zi)(zi)本(ben)共同舉辦(ban)民辦(ban)學(xue)(xue)(xue)校。國(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監管機構要對民辦(ban)學(xue)(xue)(xue)校中的國(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)加(jia)強監管,防止(zhi)國(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)流失(shi)。

  (八(ba))拓寬辦(ban)(ban)學(xue)(xue)籌融(rong)資(zi)渠道。鼓勵和(he)吸引社會(hui)(hui)資(zi)金(jin)進入教(jiao)育領域舉(ju)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)或投入項目建設(she)。鼓勵各類(lei)社會(hui)(hui)組織和(he)個人對非營(ying)(ying)利性(xing)民(min)(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)給予捐贈(zeng)。鼓勵民(min)(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)設(she)立(li)學(xue)(xue)校(xiao)(xiao)發展基(ji)金(jin)。探索(suo)辦(ban)(ban)理民(min)(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)未來經營(ying)(ying)收入、知識產權質(zhi)押貸款(kuan)業務,提(ti)供銀行貸款(kuan)、信托等多樣化(hua)金(jin)融(rong)服(fu)務。允許(xu)營(ying)(ying)利性(xing)民(min)(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)探索(suo)利用(yong)多層次資(zi)本(ben)市場開展股(gu)權融(rong)資(zi)。

  五、加大政策(ce)支持

  (九)加大財政(zheng)投入(ru)力(li)度(du)(du)。各地級以上(shang)市、縣(市、區)政(zheng)府(fu)要按照(zhao)《中(zhong)華人民(min)共和(he)國預算(suan)法(fa)》《中(zhong)華人民(min)共和(he)國教(jiao)育(yu)(yu)(yu)法(fa)》《中(zhong)華人民(min)共和(he)國民(min)辦(ban)(ban)教(jiao)育(yu)(yu)(yu)促(cu)進法(fa)》等法(fa)律法(fa)規規定(ding),因地制宜,調整(zheng)優化教(jiao)育(yu)(yu)(yu)支出結(jie)構,不斷加大對民(min)辦(ban)(ban)教(jiao)育(yu)(yu)(yu)的(de)扶持(chi)(chi)力(li)度(du)(du)。縣級以上(shang)政(zheng)府(fu)要設立民(min)辦(ban)(ban)教(jiao)育(yu)(yu)(yu)發展(zhan)專項資(zi)金,資(zi)助民(min)辦(ban)(ban)教(jiao)育(yu)(yu)(yu)發展(zhan)。各級財政(zheng)扶持(chi)(chi)民(min)辦(ban)(ban)教(jiao)育(yu)(yu)(yu)發展(zhan)的(de)資(zi)金要納入(ru)預算(suan),并向社(she)(she)會(hui)公開,接(jie)受(shou)審計(ji)和(he)社(she)(she)會(hui)監督(du),提高資(zi)金使用效(xiao)益。

  (十)健全政(zheng)(zheng)府(fu)(fu)扶(fu)持獎勵機(ji)制(zhi)。各地級以上(shang)市(shi)、縣(xian)(市(shi)、區)政(zheng)(zheng)府(fu)(fu)要建立(li)健全政(zheng)(zheng)府(fu)(fu)補貼(tie)(tie)制(zhi)度(du),創(chuang)新財政(zheng)(zheng)補貼(tie)(tie)方式,探索對(dui)民辦(ban)(ban)學(xue)(xue)校給予經費(fei)獎補,明確(que)補貼(tie)(tie)的(de)(de)項目、對(dui)象、標準(zhun)、用(yong)(yong)途(tu);要按(an)不低于公辦(ban)(ban)義務教(jiao)育(yu)(yu)學(xue)(xue)校生均公用(yong)(yong)經費(fei)的(de)(de)標準(zhun)補助(zhu)民辦(ban)(ban)義務教(jiao)育(yu)(yu)學(xue)(xue)校,對(dui)按(an)規定可(ke)繼續向(xiang)學(xue)(xue)生收取學(xue)(xue)費(fei)的(de)(de),須扣除(chu)公用(yong)(yong)經費(fei)補助(zhu)標準(zhun)部分;完善政(zheng)(zheng)府(fu)(fu)購(gou)買服務的(de)(de)標準(zhun)和程(cheng)序,制(zhi)定向(xiang)民辦(ban)(ban)學(xue)(xue)校購(gou)買學(xue)(xue)位、課程(cheng)教(jiao)材、科研成果、職(zhi)業(ye)培(pei)訓、政(zheng)(zheng)策咨詢等(deng)教(jiao)育(yu)(yu)服務的(de)(de)具體辦(ban)(ban)法,建立(li)績效(xiao)評價制(zhi)度(du)。鼓勵各地加(jia)大對(dui)普惠性民辦(ban)(ban)幼(you)兒園的(de)(de)扶(fu)持力度(du)。

  (十一)落實差(cha)別化用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)政(zheng)策。民(min)(min)辦學(xue)(xue)(xue)校(xiao)(xiao)建設用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)按科(ke)教(jiao)用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)管(guan)理,納入土(tu)地(di)(di)(di)(di)(di)利(li)用(yong)(yong)(yong)(yong)總體規(gui)(gui)(gui)(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)、城(cheng)鄉(xiang)規(gui)(gui)(gui)(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)和土(tu)地(di)(di)(di)(di)(di)利(li)用(yong)(yong)(yong)(yong)年(nian)度(du)計劃(hua)(hua)(hua)(hua)(hua)(hua)。各地(di)(di)(di)(di)(di)在(zai)分(fen)配新(xin)增建設用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)指標時要適當(dang)(dang)向民(min)(min)辦學(xue)(xue)(xue)校(xiao)(xiao)傾斜,新(xin)建民(min)(min)辦學(xue)(xue)(xue)校(xiao)(xiao)的(de)教(jiao)育教(jiao)學(xue)(xue)(xue)設施(shi)用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)申(shen)報(bao)新(xin)增建設用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di),符(fu)合(he)土(tu)地(di)(di)(di)(di)(di)利(li)用(yong)(yong)(yong)(yong)總體規(gui)(gui)(gui)(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)和城(cheng)鄉(xiang)規(gui)(gui)(gui)(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)的(de),要在(zai)土(tu)地(di)(di)(di)(di)(di)利(li)用(yong)(yong)(yong)(yong)年(nian)度(du)規(gui)(gui)(gui)(gui)(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)中(zhong)優先(xian)安排(pai)。非營(ying)(ying)利(li)性(xing)民(min)(min)辦學(xue)(xue)(xue)校(xiao)(xiao)供(gong)(gong)地(di)(di)(di)(di)(di)方(fang)式及規(gui)(gui)(gui)(gui)(gui)(gui)費減免享(xiang)受(shou)公辦學(xue)(xue)(xue)校(xiao)(xiao)同(tong)等政(zheng)策,符(fu)合(he)《劃(hua)(hua)(hua)(hua)(hua)(hua)撥(bo)(bo)用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)目錄》的(de)民(min)(min)辦學(xue)(xue)(xue)校(xiao)(xiao)設施(shi)用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di),按劃(hua)(hua)(hua)(hua)(hua)(hua)撥(bo)(bo)方(fang)式供(gong)(gong)地(di)(di)(di)(di)(di),其他(ta)用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)實行有(you)(you)(you)(you)償使用(yong)(yong)(yong)(yong)。營(ying)(ying)利(li)性(xing)民(min)(min)辦學(xue)(xue)(xue)校(xiao)(xiao)按國家相應政(zheng)策供(gong)(gong)給土(tu)地(di)(di)(di)(di)(di),同(tong)一宗用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)有(you)(you)(you)(you)兩(liang)個(ge)或(huo)兩(liang)個(ge)以(yi)(yi)上用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di)申(shen)請(qing)人(ren)的(de),應當(dang)(dang)以(yi)(yi)招標、拍賣或(huo)者掛牌方(fang)式供(gong)(gong)地(di)(di)(di)(di)(di);只有(you)(you)(you)(you)一個(ge)申(shen)請(qing)人(ren)的(de),可以(yi)(yi)協議出(chu)讓方(fang)式供(gong)(gong)地(di)(di)(di)(di)(di)。民(min)(min)辦學(xue)(xue)(xue)校(xiao)(xiao)通過(guo)招標、拍賣、掛牌或(huo)協議出(chu)讓方(fang)式取得的(de)土(tu)地(di)(di)(di)(di)(di),土(tu)地(di)(di)(di)(di)(di)出(chu)讓金(jin)可在(zai)規(gui)(gui)(gui)(gui)(gui)(gui)定期限(xian)內按合(he)同(tong)約定分(fen)期繳納。現有(you)(you)(you)(you)民(min)(min)辦學(xue)(xue)(xue)校(xiao)(xiao)選擇登記為營(ying)(ying)利(li)性(xing)學(xue)(xue)(xue)校(xiao)(xiao)的(de),其通過(guo)劃(hua)(hua)(hua)(hua)(hua)(hua)撥(bo)(bo)方(fang)式取得的(de)用(yong)(yong)(yong)(yong)地(di)(di)(di)(di)(di),應按規(gui)(gui)(gui)(gui)(gui)(gui)定實行有(you)(you)(you)(you)償使用(yong)(yong)(yong)(yong),繳納土(tu)地(di)(di)(di)(di)(di)出(chu)讓金(jin)。土(tu)地(di)(di)(di)(di)(di)使用(yong)(yong)(yong)(yong)權人(ren)申(shen)請(qing)改(gai)變(bian)全部或(huo)者部分(fen)土(tu)地(di)(di)(di)(di)(di)用(yong)(yong)(yong)(yong)途的(de),政(zheng)府應當(dang)(dang)將(jiang)申(shen)請(qing)改(gai)變(bian)用(yong)(yong)(yong)(yong)途的(de)土(tu)地(di)(di)(di)(di)(di)收回(hui),按時價(jia)(jia)定價(jia)(jia),重新(xin)依法(fa)供(gong)(gong)應。

  (十二)落實稅(shui)(shui)(shui)(shui)費優惠激勵政(zheng)策(ce)。非營(ying)利(li)(li)性(xing)(xing)民辦學(xue)校享受(shou)(shou)與公辦學(xue)校同等的稅(shui)(shui)(shui)(shui)收(shou)優惠政(zheng)策(ce),營(ying)利(li)(li)性(xing)(xing)民辦學(xue)校享受(shou)(shou)國家規定的稅(shui)(shui)(shui)(shui)收(shou)優惠政(zheng)策(ce)。對企業(ye)(ye)支(zhi)持教(jiao)育事(shi)業(ye)(ye)的公益(yi)性(xing)(xing)捐(juan)贈(zeng)支(zhi)出,按照稅(shui)(shui)(shui)(shui)法有關規定,在(zai)年度利(li)(li)潤總(zong)額(e)(e)(e)12%以(yi)內的部(bu)分,準(zhun)(zhun)予在(zai)計算應納稅(shui)(shui)(shui)(shui)所(suo)得額(e)(e)(e)時扣除。超(chao)過(guo)年度利(li)(li)潤總(zong)額(e)(e)(e)12%的部(bu)分,準(zhun)(zhun)予結轉以(yi)后三年內在(zai)計算應納稅(shui)(shui)(shui)(shui)所(suo)得額(e)(e)(e)時扣除。個人(ren)將(jiang)其(qi)所(suo)得通(tong)過(guo)中(zhong)國境內的公益(yi)性(xing)(xing)社(she)會(hui)組(zu)織(zhi)、縣(xian)級以(yi)上政(zheng)府及其(qi)組(zu)成部(bu)門和(he)直屬機構(gou)向教(jiao)育事(shi)業(ye)(ye)的捐(juan)贈(zeng),按規定在(zai)個人(ren)所(suo)得稅(shui)(shui)(shui)(shui)應納稅(shui)(shui)(shui)(shui)所(suo)得額(e)(e)(e)中(zhong)全額(e)(e)(e)扣除。對民辦學(xue)校自用的房產(chan)、土(tu)地,免(mian)征房產(chan)稅(shui)(shui)(shui)(shui)、城(cheng)鎮(zhen)土(tu)地使用稅(shui)(shui)(shui)(shui)。

  (十三)實行(xing)(xing)分(fen)類(lei)收(shou)費(fei)政(zheng)策。按(an)照市(shi)場(chang)化改革(ge)方(fang)向擴大(da)民辦學(xue)(xue)校(xiao)收(shou)費(fei)自主權。義(yi)務(wu)教育階段民辦學(xue)(xue)校(xiao)的收(shou)費(fei),原則上實行(xing)(xing)政(zheng)府定價,視相關(guan)改革(ge)進(jin)程及市(shi)場(chang)競(jing)爭程度(du)適時放開;其余各(ge)級各(ge)類(lei)民辦學(xue)(xue)校(xiao)收(shou)費(fei)實行(xing)(xing)市(shi)場(chang)調節價。民辦學(xue)(xue)校(xiao)可(ke)以按(an)學(xue)(xue)期(qi)或(huo)學(xue)(xue)年收(shou)費(fei),收(shou)費(fei)項(xiang)(xiang)目、標(biao)準和方(fang)式應(ying)在招生報名開始(shi)前不(bu)少于30天向社會公(gong)示,不(bu)得在公(gong)示項(xiang)(xiang)目和標(biao)準之外收(shou)取其他費(fei)用。

  六、健全管理(li)制(zhi)度

  (十四)完(wan)善(shan)學(xue)校(xiao)(xiao)(xiao)(xiao)法(fa)人(ren)治理(li)(li)(li)(li)。完(wan)善(shan)民辦(ban)學(xue)校(xiao)(xiao)(xiao)(xiao)章(zhang)(zhang)程管(guan)理(li)(li)(li)(li),切實發揮章(zhang)(zhang)程在辦(ban)學(xue)治校(xiao)(xiao)(xiao)(xiao)中(zhong)(zhong)的(de)作(zuo)用。健全(quan)董(dong)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(理(li)(li)(li)(li)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui))、監事(shi)(shi)(會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui))制(zhi)度(du),依法(fa)落實董(dong)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(理(li)(li)(li)(li)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui))、監事(shi)(shi)(會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui))職權,保障董(dong)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(理(li)(li)(li)(li)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui))和(he)監事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)成(cheng)員(yuan)(yuan)(yuan)依法(fa)按(an)章(zhang)(zhang)參(can)與(yu)辦(ban)學(xue)和(he)管(guan)理(li)(li)(li)(li)。監事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)中(zhong)(zhong)應當(dang)有黨(dang)(dang)組(zu)織(zhi)領(ling)導班子(zi)(zi)成(cheng)員(yuan)(yuan)(yuan)。學(xue)校(xiao)(xiao)(xiao)(xiao)的(de)決(jue)策(ce)、行(xing)(xing)政(zheng)(zheng)(zheng)、監督機構成(cheng)員(yuan)(yuan)(yuan)和(he)人(ren)事(shi)(shi)、財務等關(guan)鍵(jian)管(guan)理(li)(li)(li)(li)崗(gang)位應當(dang)實行(xing)(xing)親屬回(hui)避制(zhi)度(du)。積極推進“雙(shuang)向進入(ru)(ru)、交叉任(ren)職”,學(xue)校(xiao)(xiao)(xiao)(xiao)黨(dang)(dang)組(zu)織(zhi)領(ling)導班子(zi)(zi)成(cheng)員(yuan)(yuan)(yuan)通(tong)過(guo)(guo)法(fa)定(ding)(ding)程序(xu)進入(ru)(ru)學(xue)校(xiao)(xiao)(xiao)(xiao)決(jue)策(ce)機構和(he)行(xing)(xing)政(zheng)(zheng)(zheng)管(guan)理(li)(li)(li)(li)機構,黨(dang)(dang)員(yuan)(yuan)(yuan)校(xiao)(xiao)(xiao)(xiao)長、副校(xiao)(xiao)(xiao)(xiao)長等行(xing)(xing)政(zheng)(zheng)(zheng)班子(zi)(zi)成(cheng)員(yuan)(yuan)(yuan)可按(an)照有關(guan)規(gui)定(ding)(ding)進入(ru)(ru)黨(dang)(dang)組(zu)織(zhi)領(ling)導班子(zi)(zi),黨(dang)(dang)委書記應通(tong)過(guo)(guo)法(fa)定(ding)(ding)程序(xu)進入(ru)(ru)學(xue)校(xiao)(xiao)(xiao)(xiao)董(dong)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(理(li)(li)(li)(li)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)),并兼任(ren)行(xing)(xing)政(zheng)(zheng)(zheng)領(ling)導班子(zi)(zi)成(cheng)員(yuan)(yuan)(yuan)。學(xue)校(xiao)(xiao)(xiao)(xiao)黨(dang)(dang)組(zu)織(zhi)要參(can)與(yu)重大(da)問題決(jue)策(ce),并與(yu)學(xue)校(xiao)(xiao)(xiao)(xiao)董(dong)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(理(li)(li)(li)(li)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui))和(he)監事(shi)(shi)(會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui))建(jian)立溝通(tong)協(xie)商(shang)、與(yu)行(xing)(xing)政(zheng)(zheng)(zheng)領(ling)導班子(zi)(zi)建(jian)立聯席(xi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)議等制(zhi)度(du)。落實教職工代表進入(ru)(ru)董(dong)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(理(li)(li)(li)(li)事(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui))、監事(shi)(shi)(會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui))的(de)規(gui)定(ding)(ding),保障教職工參(can)與(yu)民主管(guan)理(li)(li)(li)(li)和(he)監督的(de)權利。

  (十五)保(bao)障受教(jiao)(jiao)(jiao)育者(zhe)(zhe)權(quan)(quan)益。依法保(bao)障學(xue)(xue)(xue)(xue)(xue)生的(de)(de)(de)受教(jiao)(jiao)(jiao)育權(quan)(quan)、教(jiao)(jiao)(jiao)育選擇(ze)權(quan)(quan)以及(ji)對學(xue)(xue)(xue)(xue)(xue)校(xiao)辦(ban)學(xue)(xue)(xue)(xue)(xue)管(guan)理的(de)(de)(de)知(zhi)情(qing)權(quan)(quan)、參與權(quan)(quan)。民(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)的(de)(de)(de)受教(jiao)(jiao)(jiao)育者(zhe)(zhe)在升學(xue)(xue)(xue)(xue)(xue)、就業、社會(hui)優待、接受資(zi)助(zhu)以及(ji)評選表彰等(deng)(deng)方(fang)面(mian)享有同(tong)級同(tong)類公辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)受教(jiao)(jiao)(jiao)育者(zhe)(zhe)的(de)(de)(de)同(tong)等(deng)(deng)權(quan)(quan)利(li)。民(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)應落實從學(xue)(xue)(xue)(xue)(xue)費收入中(zhong)提(ti)取不(bu)少(shao)于5%的(de)(de)(de)資(zi)金(jin)用于獎勵和資(zi)助(zhu)學(xue)(xue)(xue)(xue)(xue)生的(de)(de)(de)規定。鼓(gu)勵企事(shi)業單位、社會(hui)組織和個人面(mian)向(xiang)民(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)設立獎助(zhu)學(xue)(xue)(xue)(xue)(xue)金(jin)。

  (十六(liu))保障教(jiao)職(zhi)(zhi)(zhi)工(gong)權益(yi)。依法保障和落實民(min)(min)(min)辦(ban)(ban)(ban)學(xue)校(xiao)教(jiao)師職(zhi)(zhi)(zhi)稱評定、科(ke)研立項等方面享有(you)與(yu)公辦(ban)(ban)(ban)學(xue)校(xiao)教(jiao)師同(tong)等權利(li)。建(jian)立健(jian)全政府(fu)、學(xue)校(xiao)、個人合理分擔的民(min)(min)(min)辦(ban)(ban)(ban)學(xue)校(xiao)教(jiao)職(zhi)(zhi)(zhi)工(gong)社會保障機制,保障教(jiao)職(zhi)(zhi)(zhi)工(gong)的社會保險待遇(yu)。民(min)(min)(min)辦(ban)(ban)(ban)學(xue)校(xiao)應當與(yu)教(jiao)職(zhi)(zhi)(zhi)工(gong)簽訂合同(tong),按時足額發(fa)放(fang)教(jiao)職(zhi)(zhi)(zhi)工(gong)的薪酬,依法繳(jiao)納社會保險費和足額繳(jiao)存(cun)住房公積(ji)金。支(zhi)持(chi)有(you)條件的地區發(fa)放(fang)民(min)(min)(min)辦(ban)(ban)(ban)學(xue)校(xiao)教(jiao)師從(cong)教(jiao)津(jin)貼。鼓勵民(min)(min)(min)辦(ban)(ban)(ban)學(xue)校(xiao)為教(jiao)職(zhi)(zhi)(zhi)工(gong)建(jian)立年金等補充養老保險,提高教(jiao)師退休待遇(yu)。

  (十七)保(bao)障舉(ju)辦者(zhe)權益。保(bao)障民(min)辦學校的(de)舉(ju)辦者(zhe)或其代表依照政策(ce)法規和學校章程規定(ding)的(de)權限及程序(xu)參與辦學和管(guan)理(li)。保(bao)障舉(ju)辦者(zhe)依法按章選擇(ze)登記類(lei)型、日(ri)常運營管(guan)理(li)、重大事項變更、獲取勞(lao)動報酬、獲得補償或獎勵等權利。

  (十八)健全(quan)資(zi)產財(cai)務管(guan)理制度(du)。民辦學(xue)(xue)校(xiao)應(ying)(ying)落實(shi)年度(du)預算、決(jue)算報告(gao)報備(bei)制度(du),將舉辦者出資(zi)、政府補助(zhu)、收(shou)費、受贈、辦學(xue)(xue)積累等各類資(zi)產分類登記入賬,每個(ge)會計(ji)年度(du)開展(zhan)資(zi)產清查,并(bing)(bing)將清查結(jie)果向社會公布(bu)。建立健全(quan)民辦學(xue)(xue)校(xiao)第三方審(shen)計(ji)制度(du)、信(xin)息公開制度(du)和違規失信(xin)懲戒機(ji)制。民辦學(xue)(xue)校(xiao)收(shou)取的(de)費用應(ying)(ying)當主(zhu)要用于教育教學(xue)(xue)活動(dong)、改善辦學(xue)(xue)條件和保障教職工待遇;應(ying)(ying)當全(quan)部納入學(xue)(xue)校(xiao)財(cai)務專戶,并(bing)(bing)按(an)照有關規定向受教育者出具相應(ying)(ying)票據。

  (十九)完善風(feng)險(xian)(xian)防(fang)(fang)范(fan)機制(zhi)(zhi)(zhi)。各地級以上市、縣(市、區)政(zheng)府及民辦學(xue)校(xiao)要建立完善風(feng)險(xian)(xian)防(fang)(fang)范(fan)和應急處置機制(zhi)(zhi)(zhi),制(zhi)(zhi)(zhi)定(ding)預案(an),重點防(fang)(fang)范(fan)和化解因經(jing)營管理不善、重大變更及終止(zhi)辦學(xue)引(yin)發的(de)風(feng)險(xian)(xian)。探索(suo)建立民辦學(xue)校(xiao)聯合保險(xian)(xian)制(zhi)(zhi)(zhi)度。各地和各民辦學(xue)校(xiao)要落(luo)實安全(quan)管理責(ze)任(ren)(ren)和安全(quan)工(gong)(gong)作(zuo)(zuo)專項(xiang)經(jing)費,按照有關規定(ding)購買校(xiao)方(fang)責(ze)任(ren)(ren)、校(xiao)車承運(yun)人責(ze)任(ren)(ren)等(deng)保險(xian)(xian)。民辦學(xue)校(xiao)的(de)法定(ding)代(dai)表人要履行(xing)學(xue)校(xiao)安全(quan)管理和穩定(ding)工(gong)(gong)作(zuo)(zuo)第一責(ze)任(ren)(ren)人的(de)職(zhi)責(ze),組織落(luo)實好人防(fang)(fang)、物防(fang)(fang)、技防(fang)(fang)建設(she)和矛盾糾紛排查化解等(deng)工(gong)(gong)作(zuo)(zuo),確保校(xiao)園安全(quan)穩定(ding)。

  七、提高教育質(zhi)量

  (二十)提升(sheng)教(jiao)(jiao)(jiao)師(shi)隊(dui)伍水平。教(jiao)(jiao)(jiao)育(yu)、人(ren)力資源社(she)會保障(zhang)(zhang)部門要將民(min)辦(ban)學校(xiao)教(jiao)(jiao)(jiao)師(shi)與公辦(ban)學校(xiao)教(jiao)(jiao)(jiao)師(shi)納(na)入同系列(lie)、同要求、同待遇的(de)師(shi)資培訓(xun)計(ji)劃,民(min)辦(ban)學校(xiao)要在(zai)經費和時間上予以(yi)保障(zhang)(zhang)。民(min)辦(ban)學校(xiao)要重視中青年教(jiao)(jiao)(jiao)師(shi)隊(dui)伍建設,加(jia)大對教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學研究的(de)支持力度。支持符合(he)條件的(de)高層(ceng)次人(ren)才到民(min)辦(ban)學校(xiao)任教(jiao)(jiao)(jiao)。完善公辦(ban)、民(min)辦(ban)學校(xiao)教(jiao)(jiao)(jiao)師(shi)合(he)理(li)流動機(ji)制,鼓(gu)勵公辦(ban)學校(xiao)選派優(you)秀教(jiao)(jiao)(jiao)師(shi)到有(you)需要的(de)民(min)辦(ban)學校(xiao)幫教(jiao)(jiao)(jiao)扶教(jiao)(jiao)(jiao)。

  (二十一)提(ti)高人(ren)才(cai)培養質(zhi)量(liang)。積極引(yin)導民(min)辦(ban)學(xue)(xue)(xue)校服務(wu)社會需求,明確發(fa)展定(ding)位(wei),創新辦(ban)學(xue)(xue)(xue)模式,分(fen)類分(fen)層發(fa)展。支(zhi)持民(min)辦(ban)學(xue)(xue)(xue)校更(geng)新辦(ban)學(xue)(xue)(xue)理(li)念,深(shen)化教(jiao)育教(jiao)學(xue)(xue)(xue)改(gai)革(ge),加(jia)強內涵建(jian)設,培育學(xue)(xue)(xue)校特色,提(ti)高辦(ban)學(xue)(xue)(xue)質(zhi)量(liang)。從事學(xue)(xue)(xue)歷教(jiao)育的民(min)辦(ban)學(xue)(xue)(xue)校,應當(dang)建(jian)立教(jiao)育教(jiao)學(xue)(xue)(xue)質(zhi)量(liang)保障體系,按照(zhao)國家課(ke)(ke)程標準和學(xue)(xue)(xue)校人(ren)才(cai)培養方案,開齊開足(zu)課(ke)(ke)程,不(bu)得隨意增減課(ke)(ke)程、課(ke)(ke)時和學(xue)(xue)(xue)分(fen)。支(zhi)持民(min)辦(ban)高等(deng)學(xue)(xue)(xue)校參加(jia)專業認證(zheng)和國際認證(zheng)。推進管辦(ban)評分(fen)離,建(jian)立民(min)辦(ban)學(xue)(xue)(xue)校第(di)三方質(zhi)量(liang)認證(zheng)和評估制度,實現人(ren)才(cai)培養質(zhi)量(liang)的常態監測與定(ding)期(qi)評估有(you)機結合,推動人(ren)才(cai)培養質(zhi)量(liang)不(bu)斷(duan)提(ti)升。

  八、提升(sheng)管理服務(wu)水平

  (二十二)強化(hua)部門(men)(men)協(xie)調。建(jian)立(li)由省(sheng)教育(yu)(yu)廳(ting)牽頭,省(sheng)編辦(ban)(ban)、發展改革委(wei)、公安(an)廳(ting)、民政(zheng)廳(ting)、財政(zheng)廳(ting)、人(ren)力資源社會(hui)保障廳(ting)、國(guo)土資源廳(ting)、住房(fang)城鄉建(jian)設(she)廳(ting)、審計廳(ting)、國(guo)資委(wei)、地稅局、工商局、金融辦(ban)(ban)和省(sheng)國(guo)稅局、人(ren)民銀(yin)行廣(guang)(guang)州分行、廣(guang)(guang)東(dong)銀(yin)監局、廣(guang)(guang)東(dong)證監局、廣(guang)(guang)東(dong)保監局等部門(men)(men)參(can)加(jia)的(de)部門(men)(men)間工作聯席(xi)會(hui)議制度(du),協(xie)調解決民辦(ban)(ban)教育(yu)(yu)發展中遇到的(de)困難和問題。各地要參(can)照省(sheng)的(de)做法建(jian)立(li)相應的(de)工作機制。把(ba)鼓勵支持社會(hui)力量興(xing)辦(ban)(ban)教育(yu)(yu)情況,作為各地級以上市、縣(市、區)政(zheng)府改進公共服務(wu)方式考核(he)和履行教育(yu)(yu)職責評價的(de)重要內容。

  (二十三)加(jia)強(qiang)管理(li)服(fu)務(wu)。加(jia)強(qiang)民(min)辦教(jiao)(jiao)(jiao)(jiao)育管理(li)機構建(jian)設,減少民(min)辦教(jiao)(jiao)(jiao)(jiao)育的(de)(de)事前(qian)審批,加(jia)強(qiang)事中(zhong)事后監管,加(jia)強(qiang)各監管部門之間的(de)(de)協同配合,提(ti)高監管能力和服(fu)務(wu)水平。建(jian)立民(min)辦教(jiao)(jiao)(jiao)(jiao)育管理(li)信息系統,推(tui)動(dong)管理(li)事項網(wang)上并聯辦理(li),提(ti)高服(fu)務(wu)效(xiao)率。認真落實(shi)《中(zhong)華人民(min)共和國(guo)民(min)辦教(jiao)(jiao)(jiao)(jiao)育促(cu)進(jin)法》有關(guan)對(dui)民(min)辦教(jiao)(jiao)(jiao)(jiao)育發展(zhan)做(zuo)出(chu)突出(chu)貢獻(xian)的(de)(de)集體和個人開展(zhan)表彰獎勵的(de)(de)規(gui)定。積極發揮各級民(min)辦教(jiao)(jiao)(jiao)(jiao)育協會等行業(ye)組織(zhi)在承接政(zheng)府購買(mai)服(fu)務(wu)、促(cu)進(jin)行業(ye)自律、推(tui)動(dong)交流(liu)合作(zuo)等方(fang)面(mian)的(de)(de)重要作(zuo)用。做(zuo)好民(min)辦教(jiao)(jiao)(jiao)(jiao)育涉(she)外活動(dong)的(de)(de)管理(li)與服(fu)務(wu)。民(min)辦高校的(de)(de)涉(she)外論(lun)壇講(jiang)座、外籍教(jiao)(jiao)(jiao)(jiao)師聘任(ren)、引進(jin)教(jiao)(jiao)(jiao)(jiao)材選用等,要嚴格執行涉(she)外管理(li)的(de)(de)有關(guan)規(gui)定。支持民(min)辦教(jiao)(jiao)(jiao)(jiao)育研(yan)究(jiu)平臺(tai)和高水平研(yan)究(jiu)團(tuan)隊建(jian)設,推(tui)動(dong)研(yan)究(jiu)成果轉化應用。
