  為貫徹(che)(che)落(luo)實(shi)黨(dang)的(de)十九(jiu)大(da)和(he)十九(jiu)屆二(er)中、三中、四中全會精(jing)神,進一(yi)(yi)步加強教育收費治(zhi)(zhi)理體系(xi)和(he)治(zhi)(zhi)理能力建設,教育部(bu)(bu)、國家(jia)發展改革(ge)委、財政部(bu)(bu)、國家(jia)市場監管(guan)總局、國家(jia)新聞出(chu)版署研(yan)究制定了《關(guan)于進一(yi)(yi)步加強和(he)規范教育收費管(guan)理的(de)意見》,現印發給你們,請(qing)結合實(shi)際貫徹(che)(che)執(zhi)行(xing)。

  各地(di)要(yao)充分(fen)認識到,進一步(bu)加強和規(gui)范教(jiao)(jiao)育收(shou)(shou)費(fei)(fei)管理(li)(li)是(shi)鞏固完善以(yi)政(zheng)府(fu)投入為主、多渠道(dao)籌集(ji)教(jiao)(jiao)育經費(fei)(fei)的體制和非(fei)義務教(jiao)(jiao)育培養成本分(fen)擔(dan)機(ji)制的重(zhong)要(yao)內(nei)容,是(shi)各級治理(li)(li)教(jiao)(jiao)育亂收(shou)(shou)費(fei)(fei)聯席會議辦公(gong)室(shi)的一項重(zhong)要(yao)職責(ze),是(shi)加快推進教(jiao)(jiao)育財務治理(li)(li)體系(xi)和治理(li)(li)能力現代化的重(zhong)要(yao)舉措。要(yao)按照規(gui)定的管理(li)(li)權(quan)限全面落實教(jiao)(jiao)育收(shou)(shou)費(fei)(fei)管理(li)(li)主體責(ze)任(ren),正確(que)處(chu)(chu)理(li)(li)好(hao)政(zheng)府(fu)與(yu)社會、受教(jiao)(jiao)育者的關(guan)系(xi),正確(que)處(chu)(chu)理(li)(li)好(hao)教(jiao)(jiao)育收(shou)(shou)費(fei)(fei)與(yu)財政(zheng)撥款(kuan)、學(xue)生資助的關(guan)系(xi),正確(que)處(chu)(chu)理(li)(li)好(hao)簡(jian)政(zheng)放權(quan)和放管結合、優化服務的關(guan)系(xi),進一步(bu)完善教(jiao)(jiao)育收(shou)(shou)費(fei)(fei)政(zheng)策體系(xi)、制度體系(xi)、監管體系(xi),提升教(jiao)(jiao)育收(shou)(shou)費(fei)(fei)治理(li)(li)能力。

  各地出(chu)臺教(jiao)(jiao)育(yu)收(shou)費政(zheng)策(ce)(ce),要(yao)綜合考慮經濟社(she)會(hui)(hui)發展水平、教(jiao)(jiao)育(yu)培養成(cheng)本(ben)和(he)群眾(zhong)承受能力(li)等因素,認真履(lv)行成(cheng)本(ben)調查(或成(cheng)本(ben)監審,下同)、決策(ce)(ce)聽證、公開公示等有關法定程序,把握好政(zheng)策(ce)(ce)出(chu)臺的時(shi)機和(he)節奏,確(que)保(bao)平穩(wen)有序推(tui)進各項工作。各省教(jiao)(jiao)育(yu)收(shou)費政(zheng)策(ce)(ce)出(chu)臺及(ji)執行情況,要(yao)及(ji)時(shi)報告全國治理(li)教(jiao)(jiao)育(yu)亂收(shou)費聯席會(hui)(hui)議辦(ban)公室。

  各地(di)要(yao)調整(zheng)完善各級治理(li)教(jiao)育(yu)亂收費聯(lian)席(xi)會議制(zhi)度(du),健全工(gong)作機制(zhi),認(ren)真(zhen)履行職責,加大治理(li)力度(du),嚴肅查(cha)處損害(hai)群眾利益的(de)教(jiao)育(yu)亂收費行為(wei)。

關于進一(yi)步加(jia)強和規范教(jiao)育收費管理的意見(jian)

  黨中(zhong)央、國(guo)(guo)務院歷來(lai)高(gao)度重視教(jiao)(jiao)育收(shou)費(fei)(fei)(fei)(fei)管(guan)(guan)理工作,自(zi)全(quan)國(guo)(guo)治理教(jiao)(jiao)育亂收(shou)費(fei)(fei)(fei)(fei)部際聯席會議制度建立以來(lai),在(zai)各(ge)有關部門、地方各(ge)級政府(fu)的(de)(de)共同努力下(xia)(xia),教(jiao)(jiao)育收(shou)費(fei)(fei)(fei)(fei)水(shui)平保持(chi)了基(ji)本穩定,教(jiao)(jiao)育亂收(shou)費(fei)(fei)(fei)(fei)現象得到了有效(xiao)(xiao)遏制。但隨著經濟(ji)社會的(de)(de)發展,教(jiao)(jiao)育收(shou)費(fei)(fei)(fei)(fei)管(guan)(guan)理工作在(zai)體制機制、政策(ce)執行、監督(du)管(guan)(guan)理等(deng)方面仍然存(cun)(cun)在(zai)一些問題,與教(jiao)(jiao)育改革發展的(de)(de)需要(yao)和(he)人(ren)民群(qun)眾的(de)(de)期待仍然存(cun)(cun)在(zai)一定差距。為貫徹落實(shi)《中(zhong)國(guo)(guo)教(jiao)(jiao)育現代(dai)化(hua)2035》《國(guo)(guo)務院辦(ban)公廳(ting)關于(yu)進(jin)一步(bu)調(diao)整優化(hua)結構(gou) 提(ti)高(gao)教(jiao)(jiao)育經費(fei)(fei)(fei)(fei)使用效(xiao)(xiao)益的(de)(de)意見》等(deng)文件精神(shen),進(jin)一步(bu)加強(qiang)和(he)規范教(jiao)(jiao)育收(shou)費(fei)(fei)(fei)(fei)管(guan)(guan)理,現提(ti)出以下(xia)(xia)意見。

  一、總體要求

  (一)指導思想

  以習(xi)近平(ping)新(xin)時代(dai)中國特(te)色社會(hui)主(zhu)義思想為(wei)指導,全(quan)面貫徹(che)落(luo)實黨的(de)十(shi)九(jiu)大和(he)十(shi)九(jiu)屆二中、三中、四中全(quan)會(hui)精(jing)神(shen),深入(ru)(ru)貫徹(che)落(luo)實全(quan)國教(jiao)(jiao)育(yu)(yu)大會(hui)精(jing)神(shen),始終堅(jian)持(chi)(chi)把教(jiao)(jiao)育(yu)(yu)事業擺在優先位置,主(zhu)動適應(ying)教(jiao)(jiao)育(yu)(yu)、財(cai)稅(shui)、價格等領域(yu)改革新(xin)要求,鞏固(gu)(gu)完善以政(zheng)府投(tou)入(ru)(ru)為(wei)主(zhu)、多渠(qu)道(dao)籌集教(jiao)(jiao)育(yu)(yu)經費(fei)(fei)體(ti)制(zhi),逐步完善各(ge)級(ji)各(ge)類教(jiao)(jiao)育(yu)(yu)投(tou)入(ru)(ru)機制(zhi)和(he)非(fei)義務教(jiao)(jiao)育(yu)(yu)培養(yang)成(cheng)本(ben)分擔機制(zhi),建(jian)立健全(quan)教(jiao)(jiao)育(yu)(yu)收費(fei)(fei)政(zheng)策(ce)體(ti)系、制(zhi)度體(ti)系、監管體(ti)系,提升教(jiao)(jiao)育(yu)(yu)收費(fei)(fei)治理能力,持(chi)(chi)續鞏固(gu)(gu)教(jiao)(jiao)育(yu)(yu)亂(luan)收費(fei)(fei)治理成(cheng)果(guo),促進教(jiao)(jiao)育(yu)(yu)公平(ping)而有質量(liang)的(de)發展。

  (二)基本原則

  ——堅(jian)持公益屬(shu)(shu)性(xing)、分類管理(li)。堅(jian)持教(jiao)(jiao)(jiao)育的(de)公益性(xing),充分發揮政府(fu)對(dui)教(jiao)(jiao)(jiao)育事業的(de)主導作用。區分義務(wu)教(jiao)(jiao)(jiao)育和非(fei)(fei)義務(wu)教(jiao)(jiao)(jiao)育的(de)不(bu)同階段,區分非(fei)(fei)營利性(xing)和營利性(xing)民辦教(jiao)(jiao)(jiao)育的(de)不(bu)同屬(shu)(shu)性(xing),正確處理(li)政府(fu)與社會(hui)、受教(jiao)(jiao)(jiao)育者(zhe)之間的(de)關系,合理(li)分擔教(jiao)(jiao)(jiao)育培(pei)養成(cheng)本。

  ——堅(jian)持分級審批(pi)、屬地管(guan)理。教(jiao)育領域(yu)行政事業(ye)性收(shou)(shou)(shou)費項目(mu)、標準實(shi)行中央和省(sheng)兩級審批(pi),中央部(bu)門所屬學校收(shou)(shou)(shou)費標準實(shi)行屬地管(guan)理。各省(sheng)、自(zi)治區、直轄市(以下簡稱各省(sheng))按照規定的(de)管(guan)理權(quan)限,科學制定收(shou)(shou)(shou)費政策(ce),加強收(shou)(shou)(shou)費項目(mu)管(guan)理,合理確定收(shou)(shou)(shou)費標準,全面落實(shi)教(jiao)育收(shou)(shou)(shou)費管(guan)理主體(ti)責任(ren)。

  ——堅持問題(ti)導向、改革(ge)創新。不斷健全教(jiao)育收(shou)費(fei)管理體(ti)制,完(wan)善(shan)教(jiao)育收(shou)費(fei)政策,加(jia)強重(zhong)點領域(yu)、重(zhong)點單位的(de)收(shou)費(fei)治理,著(zhu)力解決(jue)與教(jiao)育改革(ge)發展不相(xiang)適應的(de)收(shou)費(fei)體(ti)制機制問題(ti),著(zhu)力解決(jue)群眾(zhong)反映(ying)強烈的(de)收(shou)費(fei)問題(ti)。全面依法(fa)治教(jiao),堅持依法(fa)行政、依法(fa)理財,強化事中事后監(jian)管,將日常監(jian)督與專項監(jian)督相(xiang)結合(he),創新收(shou)費(fei)監(jian)管方式(shi)。

  二、完(wan)善教育收費政策

  (三)堅(jian)持實施(shi)九年義務(wu)(wu)(wu)教(jiao)育制(zhi)度(du)。義務(wu)(wu)(wu)教(jiao)育全面納入(ru)(ru)財政保(bao)障范(fan)(fan)圍(wei),公(gong)辦義務(wu)(wu)(wu)教(jiao)育學(xue)(xue)(xue)(xue)校不收取學(xue)(xue)(xue)(xue)費(fei)(fei)、雜費(fei)(fei)。各地要嚴格(ge)執行義務(wu)(wu)(wu)教(jiao)育法,鞏固(gu)完善城鄉義務(wu)(wu)(wu)教(jiao)育經(jing)費(fei)(fei)保(bao)障機制(zhi),堅(jian)持實行九年義務(wu)(wu)(wu)教(jiao)育制(zhi)度(du),嚴禁隨意擴大免費(fei)(fei)教(jiao)育政策實施(shi)范(fan)(fan)圍(wei)。對民辦義務(wu)(wu)(wu)教(jiao)育學(xue)(xue)(xue)(xue)校學(xue)(xue)(xue)(xue)生(sheng)(sheng)免除學(xue)(xue)(xue)(xue)雜費(fei)(fei)標準(zhun)按照(zhao)生(sheng)(sheng)均公(gong)用經(jing)費(fei)(fei)基準(zhun)定(ding)(ding)額執行;對生(sheng)(sheng)均教(jiao)育培養成本不足部分,應嚴格(ge)落(luo)實非(fei)營利性法定(ding)(ding)要求,合理(li)確定(ding)(ding)收費(fei)(fei)標準(zhun)。嚴禁收取與招(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)掛鉤(gou)的捐資助(zhu)學(xue)(xue)(xue)(xue)款。按照(zhao)國家有關規(gui)定(ding)(ding)招(zhao)收義務(wu)(wu)(wu)教(jiao)育階段學(xue)(xue)(xue)(xue)生(sheng)(sheng)進行文藝(yi)、體(ti)育等專業訓練的學(xue)(xue)(xue)(xue)校或其他社會組(zu)織,收取的學(xue)(xue)(xue)(xue)雜費(fei)(fei)不應包括學(xue)(xue)(xue)(xue)生(sheng)(sheng)完成九年義務(wu)(wu)(wu)教(jiao)育課程按規(gui)定(ding)(ding)免除的學(xue)(xue)(xue)(xue)雜費(fei)(fei)。

  (四)堅持實施非義務教(jiao)育(yu)培(pei)(pei)養(yang)成本(ben)分(fen)擔機制。非義務教(jiao)育(yu)實行(xing)以政府投入(ru)為主、受教(jiao)育(yu)者(zhe)合(he)理(li)分(fen)擔、其他多種渠道籌措經費(fei)的(de)投入(ru)機制。各省應根(gen)據辦(ban)(ban)(ban)學(xue)(xue)(xue)成本(ben)、經濟發(fa)展(zhan)水平(ping)和財(cai)力狀況,落實并動態調整公辦(ban)(ban)(ban)幼(you)兒園(yuan)(yuan)、普通(tong)高(gao)中、中等(deng)職(zhi)業(ye)(ye)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)、高(gao)職(zhi)院校(xiao)(xiao)(xiao)、普通(tong)本(ben)科院校(xiao)(xiao)(xiao)生(sheng)均(jun)財(cai)政撥(bo)款標準或生(sheng)均(jun)公用經費(fei)標準。學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(包(bao)括幼(you)兒園(yuan)(yuan),下同)按照年(nian)生(sheng)均(jun)教(jiao)育(yu)培(pei)(pei)養(yang)成本(ben)的(de)一定比例(li)向受教(jiao)育(yu)者(zhe)收取學(xue)(xue)(xue)費(fei)(保(bao)育(yu)教(jiao)育(yu)費(fei)),綜合(he)考慮實際成本(ben)(扣除(chu)財(cai)政撥(bo)款)等(deng)向住(zhu)(zhu)宿生(sheng)收取住(zhu)(zhu)宿費(fei),家(jia)庭經濟困難學(xue)(xue)(xue)生(sheng)按照國家(jia)有關規定享受減免政策。各省應結合(he)本(ben)地實際,合(he)理(li)確(que)定公辦(ban)(ban)(ban)幼(you)兒園(yuan)(yuan)、普通(tong)高(gao)中、中等(deng)職(zhi)業(ye)(ye)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)費(fei)(保(bao)育(yu)教(jiao)育(yu)費(fei))占(zhan)年(nian)生(sheng)均(jun)教(jiao)育(yu)培(pei)(pei)養(yang)成本(ben)的(de)比例(li)。現階段(duan),公辦(ban)(ban)(ban)高(gao)等(deng)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)費(fei)占(zhan)年(nian)生(sheng)均(jun)教(jiao)育(yu)培(pei)(pei)養(yang)成本(ben)的(de)比例(li)最高(gao)不得(de)超過25%,各地應根(gen)據經濟社會(hui)發(fa)展(zhan)水平(ping)、培(pei)(pei)養(yang)成本(ben)和群眾承受能力等(deng)合(he)理(li)確(que)定。

  軍(jun)隊(dui)舉辦(ban)(ban)的幼(you)兒園(yuan)招(zhao)收(shou)(shou)地方人員子(zi)女,享(xiang)受(shou)(shou)當地人民政府補助的,應按照公辦(ban)(ban)幼(you)兒園(yuan)有(you)(you)關(guan)規定(ding)收(shou)(shou)費;未享(xiang)受(shou)(shou)補助的,由(you)軍(jun)隊(dui)依據國家有(you)(you)關(guan)政策具(ju)體制(zhi)定(ding),合(he)理確定(ding)收(shou)(shou)費標準(zhun)。中(zhong)外合(he)作辦(ban)(ban)學和非全日制(zhi)研(yan)究生教育收(shou)(shou)費政策,由(you)各(ge)省制(zhi)定(ding)。

  (五)堅持實(shi)施(shi)民(min)(min)辦(ban)(ban)(ban)教(jiao)育(yu)收(shou)(shou)(shou)費分類(lei)管(guan)(guan)理(li)。按照(zhao)民(min)(min)辦(ban)(ban)(ban)教(jiao)育(yu)促進法有(you)關規(gui)定(ding)(ding),非營(ying)利性(xing)(xing)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)收(shou)(shou)(shou)費的(de)(de)具體辦(ban)(ban)(ban)法,由省(sheng)級(ji)人民(min)(min)政府制定(ding)(ding);營(ying)利性(xing)(xing)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)的(de)(de)收(shou)(shou)(shou)費標(biao)(biao)準(zhun),實(shi)行市場調(diao)節(jie),由學(xue)(xue)(xue)校(xiao)自主決定(ding)(ding)。普惠(hui)性(xing)(xing)民(min)(min)辦(ban)(ban)(ban)幼兒園(yuan)(yuan)收(shou)(shou)(shou)費標(biao)(biao)準(zhun)根據各省(sheng)級(ji)人民(min)(min)政府出臺的(de)(de)普惠(hui)性(xing)(xing)民(min)(min)辦(ban)(ban)(ban)幼兒園(yuan)(yuan)認(ren)定(ding)(ding)管(guan)(guan)理(li)辦(ban)(ban)(ban)法,統籌考慮公辦(ban)(ban)(ban)幼兒園(yuan)(yuan)和普惠(hui)性(xing)(xing)民(min)(min)辦(ban)(ban)(ban)幼兒園(yuan)(yuan)收(shou)(shou)(shou)費水平,結(jie)合(he)經濟(ji)發展水平、群眾承受能力、辦(ban)(ban)(ban)園(yuan)(yuan)成本(ben)和財(cai)政補助水平等因素合(he)理(li)確定(ding)(ding)。各地要加快制定(ding)(ding)并(bing)落實(shi)普惠(hui)性(xing)(xing)民(min)(min)辦(ban)(ban)(ban)幼兒園(yuan)(yuan)財(cai)政補助標(biao)(biao)準(zhun),落實(shi)義務教(jiao)育(yu)階段民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)生均公用經費補助,加強(qiang)收(shou)(shou)(shou)費標(biao)(biao)準(zhun)調(diao)控(kong),堅決防止過高收(shou)(shou)(shou)費。2016年11月7日以(yi)前(qian)(qian)設(she)立的(de)(de)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao),在未完成分類(lei)登(deng)記相關程(cheng)序前(qian)(qian)收(shou)(shou)(shou)費政策按非營(ying)利性(xing)(xing)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)管(guan)(guan)理(li)。

  (六)完善學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)服(fu)(fu)務(wu)(wu)(wu)性(xing)收(shou)費(fei)(fei)(fei)和代(dai)(dai)(dai)(dai)收(shou)費(fei)(fei)(fei)等政策。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)在(zai)完成正常的(de)(de)(de)保(bao)育、教育教學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)任務(wu)(wu)(wu)外,為在(zai)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生提供學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習、生活所(suo)需的(de)(de)(de)相(xiang)(xiang)關(guan)便利服(fu)(fu)務(wu)(wu)(wu),以及(ji)組織開展研學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)旅行、課后(hou)服(fu)(fu)務(wu)(wu)(wu)、社會(hui)實踐等活動(dong),對應(ying)由(you)(you)(you)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生或(huo)(huo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生家長(chang)承擔的(de)(de)(de)部(bu)分,可(ke)根據自愿和非營利原(yuan)則收(shou)取(qu)(qu)服(fu)(fu)務(wu)(wu)(wu)性(xing)費(fei)(fei)(fei)用(yong)。相(xiang)(xiang)關(guan)服(fu)(fu)務(wu)(wu)(wu)由(you)(you)(you)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)之(zhi)外的(de)(de)(de)機構(gou)或(huo)(huo)個人提供的(de)(de)(de),學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)可(ke)代(dai)(dai)(dai)(dai)收(shou)代(dai)(dai)(dai)(dai)付(fu)相(xiang)(xiang)關(guan)費(fei)(fei)(fei)用(yong)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)服(fu)(fu)務(wu)(wu)(wu)性(xing)收(shou)費(fei)(fei)(fei)和代(dai)(dai)(dai)(dai)收(shou)費(fei)(fei)(fei)具體政策,由(you)(you)(you)各省制定(ding)。國家已明令禁止的(de)(de)(de)或(huo)(huo)明確規定(ding)由(you)(you)(you)財政保(bao)障(zhang)的(de)(de)(de)項(xiang)目不(bu)(bu)(bu)得納(na)入服(fu)(fu)務(wu)(wu)(wu)性(xing)收(shou)費(fei)(fei)(fei)和代(dai)(dai)(dai)(dai)收(shou)費(fei)(fei)(fei),學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)不(bu)(bu)(bu)得擅(shan)自設(she)立服(fu)(fu)務(wu)(wu)(wu)性(xing)收(shou)費(fei)(fei)(fei)和代(dai)(dai)(dai)(dai)收(shou)費(fei)(fei)(fei)項(xiang)目,不(bu)(bu)(bu)得在(zai)代(dai)(dai)(dai)(dai)收(shou)費(fei)(fei)(fei)中獲取(qu)(qu)差價,不(bu)(bu)(bu)得強制或(huo)(huo)者暗(an)示學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生及(ji)家長(chang)購(gou)買指定(ding)的(de)(de)(de)教輔軟件或(huo)(huo)資料,不(bu)(bu)(bu)得通過提前開學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)等形式或(huo)(huo)變相(xiang)(xiang)違規補課加(jia)收(shou)相(xiang)(xiang)關(guan)費(fei)(fei)(fei)用(yong)。校(xiao)(xiao)(xiao)內學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生宿(su)(su)舍和社會(hui)力量舉(ju)辦的(de)(de)(de)校(xiao)(xiao)(xiao)外學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生公(gong)寓,均不(bu)(bu)(bu)得強制提供相(xiang)(xiang)關(guan)生活服(fu)(fu)務(wu)(wu)(wu)或(huo)(huo)將服(fu)(fu)務(wu)(wu)(wu)性(xing)收(shou)費(fei)(fei)(fei)與(yu)住宿(su)(su)費(fei)(fei)(fei)捆綁收(shou)取(qu)(qu)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)自主經(jing)營的(de)(de)(de)食堂向自愿就餐的(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生收(shou)取(qu)(qu)伙食費(fei)(fei)(fei),應(ying)堅持(chi)公(gong)益性(xing)原(yuan)則,不(bu)(bu)(bu)得以營利為目的(de)(de)(de)。

  (七)完善在內地(di)(祖(zu)國(guo)大(da)陸(lu))學(xue)習(xi)的(de)港澳臺僑學(xue)生收費(fei)政策。對(dui)于在內地(di)(祖(zu)國(guo)大(da)陸(lu))學(xue)習(xi)的(de)港澳臺地(di)區學(xue)生以(yi)及海(hai)外華(hua)僑學(xue)生,在中小學(xue)校和幼兒園學(xue)習(xi)的(de),按照(zhao)有關規定執行與(yu)(yu)內地(di)(祖(zu)國(guo)大(da)陸(lu))學(xue)生相同(tong)的(de)收費(fei)政策;錄取到內地(di)(祖(zu)國(guo)大(da)陸(lu))普(pu)通高(gao)等(deng)學(xue)校和科(ke)研院所學(xue)習(xi)的(de),按照(zhao)有關規定執行與(yu)(yu)內地(di)(祖(zu)國(guo)大(da)陸(lu))同(tong)類(lei)學(xue)生相同(tong)的(de)收費(fei)標(biao)準。

  (八)完善國際學(xue)生收(shou)(shou)(shou)費(fei)政策(ce)(ce)。在(zai)公辦(ban)中(zhong)小學(xue)、幼兒園就(jiu)讀的(de)國際學(xue)生,收(shou)(shou)(shou)費(fei)政策(ce)(ce)由各省(sheng)制定。外籍人員子女(nv)學(xue)校(xiao)(xiao)收(shou)(shou)(shou)費(fei)政策(ce)(ce),由學(xue)校(xiao)(xiao)自(zi)主制定。高(gao)等(deng)學(xue)校(xiao)(xiao)接收(shou)(shou)(shou)的(de)自(zi)費(fei)來華留學(xue)生收(shou)(shou)(shou)費(fei)標準由學(xue)校(xiao)(xiao)根據當(dang)地經濟社會(hui)發(fa)展水平和培養成本等(deng)因素合理(li)確定,避免引(yin)發(fa)惡性競爭。根據我國政府(fu)與派遣國協議(yi)來華接受教育的(de)學(xue)生,收(shou)(shou)(shou)費(fei)政策(ce)(ce)按照有關(guan)規定執行。

  三、健全教(jiao)育收(shou)費管理制(zhi)度

  (九)建立(li)健(jian)全(quan)教育(yu)(yu)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)標準動態調整(zheng)機制(zhi)。各(ge)地應按(an)照(zhao)規定(ding)的(de)管(guan)理(li)(li)權限和(he)屬地化管(guan)理(li)(li)原則(ze),綜合(he)考慮經(jing)濟社(she)會發展水(shui)平、教育(yu)(yu)培(pei)養成本和(he)群眾承受能力等(deng)因素,合(he)理(li)(li)確(que)定(ding)公辦學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)(保育(yu)(yu)教育(yu)(yu)費(fei)(fei)(fei))、住宿費(fei)(fei)(fei)等(deng)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)標準,建立(li)與撥款、資(zi)助(zhu)水(shui)平等(deng)相(xiang)適應的(de)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)標準動態調整(zheng)機制(zhi)。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)政(zheng)策有變化的(de),應在招生(sheng)(sheng)(sheng)(sheng)簡章(zhang)發布前向社(she)會公示(shi)。鼓勵各(ge)地適應彈性學(xue)(xue)(xue)(xue)(xue)(xue)制(zhi)下(xia)的(de)教學(xue)(xue)(xue)(xue)(xue)(xue)組(zu)織模(mo)式,探索實(shi)行(xing)高等(deng)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)分制(zhi)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)管(guan)理(li)(li)。經(jing)批(pi)準實(shi)行(xing)學(xue)(xue)(xue)(xue)(xue)(xue)分制(zhi)收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao),學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)按(an)學(xue)(xue)(xue)(xue)(xue)(xue)分制(zhi)培(pei)養方案正常完成學(xue)(xue)(xue)(xue)(xue)(xue)業(ye)所繳(jiao)納的(de)學(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)總(zong)額原則(ze)上不(bu)得(de)高于(yu)實(shi)行(xing)學(xue)(xue)(xue)(xue)(xue)(xue)年(nian)制(zhi)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)總(zong)額,加(jia)修其他專業(ye)課(ke)(ke)程(cheng)或(huo)(huo)重修課(ke)(ke)程(cheng),學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)可按(an)所修課(ke)(ke)程(cheng)規定(ding)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)分收(shou)(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)標準收(shou)(shou)(shou)(shou)(shou)(shou)取費(fei)(fei)(fei)用(yong)。學(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)、住宿費(fei)(fei)(fei)的(de)收(shou)(shou)(shou)(shou)(shou)(shou)取實(shi)行(xing)“老生(sheng)(sheng)(sheng)(sheng)老辦法(fa)(fa)、新(xin)生(sheng)(sheng)(sheng)(sheng)新(xin)辦法(fa)(fa)”,按(an)照(zhao)學(xue)(xue)(xue)(xue)(xue)(xue)年(nian)或(huo)(huo)學(xue)(xue)(xue)(xue)(xue)(xue)期收(shou)(shou)(shou)(shou)(shou)(shou)取,不(bu)得(de)跨學(xue)(xue)(xue)(xue)(xue)(xue)年(nian)(學(xue)(xue)(xue)(xue)(xue)(xue)期)預收(shou)(shou)(shou)(shou)(shou)(shou)。學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)如(ru)因故休學(xue)(xue)(xue)(xue)(xue)(xue)、退學(xue)(xue)(xue)(xue)(xue)(xue)、提前結束學(xue)(xue)(xue)(xue)(xue)(xue)業(ye)或(huo)(huo)經(jing)批(pi)準轉(zhuan)學(xue)(xue)(xue)(xue)(xue)(xue),學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)應根(gen)據實(shi)際(ji)學(xue)(xue)(xue)(xue)(xue)(xue)習(xi)時間合(he)理(li)(li)確(que)定(ding)退費(fei)(fei)(fei)額度。各(ge)地要(yao)全(quan)面落實(shi)國家(jia)各(ge)項資(zi)助(zhu)政(zheng)策,幫助(zhu)家(jia)庭經(jing)濟困難學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)解(jie)決(jue)實(shi)際(ji)問題,不(bu)得(de)因學(xue)(xue)(xue)(xue)(xue)(xue)費(fei)(fei)(fei)標準調整(zheng)影響學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)的(de)正常學(xue)(xue)(xue)(xue)(xue)(xue)習(xi)和(he)生(sheng)(sheng)(sheng)(sheng)活。

  (十)加(jia)(jia)強教(jiao)育培(pei)(pei)(pei)養(yang)成(cheng)(cheng)(cheng)本(ben)調查(cha)。適時修訂完善《高等學校(xiao)教(jiao)育培(pei)(pei)(pei)養(yang)成(cheng)(cheng)(cheng)本(ben)監審辦(ban)法(試(shi)行(xing))》,組織做好高等學校(xiao)年(nian)生(sheng)均(jun)教(jiao)育培(pei)(pei)(pei)養(yang)成(cheng)(cheng)(cheng)本(ben)監審工作。各省按照(zhao)定價(jia)權限根據價(jia)格(ge)法、《政府(fu)制定價(jia)格(ge)成(cheng)(cheng)(cheng)本(ben)監審辦(ban)法》等,結合(he)本(ben)地實際,主動(dong)開展幼兒園、普通(tong)高中、中等職(zhi)業學校(xiao)教(jiao)育培(pei)(pei)(pei)養(yang)成(cheng)(cheng)(cheng)本(ben)調查(cha)工作,規(gui)范教(jiao)育培(pei)(pei)(pei)養(yang)成(cheng)(cheng)(cheng)本(ben)調查(cha)行(xing)為。各級(ji)各類學校(xiao)應當加(jia)(jia)強成(cheng)(cheng)(cheng)本(ben)核算,完整準確記(ji)錄并(bing)核算教(jiao)育培(pei)(pei)(pei)養(yang)成(cheng)(cheng)(cheng)本(ben)。

  (十一)規(gui)范教(jiao)(jiao)育(yu)收(shou)費(fei)決(jue)(jue)策聽證(zheng)(zheng)制(zhi)(zhi)度。各地要嚴格按(an)照國家規(gui)定的(de)權(quan)限和程序制(zhi)(zhi)定或調整政(zheng)府舉辦的(de)各級各類學(xue)校學(xue)費(fei)等(deng)收(shou)費(fei)標(biao)準,納入定價聽證(zheng)(zheng)目錄并實(shi)行聽證(zheng)(zheng),充分征求社會有(you)關方(fang)面(mian)意見,確保教(jiao)(jiao)育(yu)收(shou)費(fei)決(jue)(jue)策的(de)民主性(xing)、科學(xue)性(xing)和透明(ming)度。降(jiang)低教(jiao)(jiao)育(yu)收(shou)費(fei)標(biao)準,或教(jiao)(jiao)育(yu)收(shou)費(fei)標(biao)準調整涉及面(mian)較小的(de),聽證(zheng)(zheng)會可采(cai)取(qu)簡易程序。制(zhi)(zhi)定其他的(de)教(jiao)(jiao)育(yu)收(shou)費(fei)標(biao)準,認為有(you)必(bi)要的(de),也可以實(shi)行聽證(zheng)(zheng)。

  (十二)嚴格執(zhi)行(xing)教育收(shou)費(fei)(fei)(fei)(fei)(fei)公(gong)(gong)(gong)(gong)示(shi)制度(du)。各(ge)(ge)地要(yao)嚴格執(zhi)行(xing)教育收(shou)費(fei)(fei)(fei)(fei)(fei)公(gong)(gong)(gong)(gong)示(shi)制度(du),未(wei)經公(gong)(gong)(gong)(gong)示(shi)不得(de)收(shou)費(fei)(fei)(fei)(fei)(fei)。各(ge)(ge)級各(ge)(ge)類學(xue)校(xiao)應建立健(jian)全(quan)規范(fan)化的(de)收(shou)費(fei)(fei)(fei)(fei)(fei)公(gong)(gong)(gong)(gong)示(shi)動(dong)態管(guan)理制度(du),主動(dong)接受社(she)會(hui)監督。應將(jiang)收(shou)費(fei)(fei)(fei)(fei)(fei)項(xiang)目和標(biao)準在校(xiao)內醒目位置向學(xue)生(sheng)公(gong)(gong)(gong)(gong)示(shi),在招(zhao)生(sheng)簡章(zhang)和入學(xue)通(tong)知書(shu)中注明。義(yi)務教育階段民辦(ban)學(xue)校(xiao)收(shou)費(fei)(fei)(fei)(fei)(fei)標(biao)準應和學(xue)校(xiao)獲(huo)得(de)的(de)生(sheng)均公(gong)(gong)(gong)(gong)用(yong)經費(fei)(fei)(fei)(fei)(fei)補助一并公(gong)(gong)(gong)(gong)示(shi)。對按規定(ding)應當公(gong)(gong)(gong)(gong)示(shi)而未(wei)公(gong)(gong)(gong)(gong)示(shi)的(de)收(shou)費(fei)(fei)(fei)(fei)(fei),或公(gong)(gong)(gong)(gong)示(shi)內容(rong)與規定(ding)政(zheng)策(ce)不符(fu)的(de)收(shou)費(fei)(fei)(fei)(fei)(fei),學(xue)生(sheng)有權(quan)拒絕(jue)繳納。收(shou)費(fei)(fei)(fei)(fei)(fei)政(zheng)策(ce)變動(dong)時(shi),學(xue)校(xiao)要(yao)及時(shi)更新公(gong)(gong)(gong)(gong)示(shi)內容(rong),確保公(gong)(gong)(gong)(gong)示(shi)內容(rong)合法、有效(xiao)。各(ge)(ge)地要(yao)嚴格執(zhi)行(xing)教育收(shou)費(fei)(fei)(fei)(fei)(fei)等行(xing)政(zheng)事業性收(shou)費(fei)(fei)(fei)(fei)(fei)目錄清單,不得(de)擅(shan)自增加收(shou)費(fei)(fei)(fei)(fei)(fei)項(xiang)目、擴大收(shou)費(fei)(fei)(fei)(fei)(fei)范(fan)圍。

  (十三)加強(qiang)教(jiao)(jiao)(jiao)(jiao)育收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)支管(guan)理(li)。公(gong)辦(ban)(ban)普(pu)通高中和中等職(zhi)業學(xue)校(xiao)(xiao)學(xue)費(fei)(fei)(fei)(fei)(fei)、住宿(su)(su)費(fei)(fei)(fei)(fei)(fei),公(gong)辦(ban)(ban)高等學(xue)校(xiao)(xiao)學(xue)費(fei)(fei)(fei)(fei)(fei)、住宿(su)(su)費(fei)(fei)(fei)(fei)(fei)、委托培養費(fei)(fei)(fei)(fei)(fei)、函(han)大電大夜大及短期培訓費(fei)(fei)(fei)(fei)(fei)等收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)(ru),作為事(shi)業收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)(ru),按照(zhao)“收(shou)(shou)(shou)(shou)(shou)支兩條線”要(yao)求,納入(ru)(ru)(ru)(ru)(ru)(ru)財政(zheng)(zheng)專戶管(guan)理(li)。公(gong)辦(ban)(ban)幼兒(er)園收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)(ru)管(guan)理(li)按現行規(gui)定執(zhi)行。服(fu)務(wu)性(xing)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)(ru)由學(xue)校(xiao)(xiao)按規(gui)定列支;代(dai)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)(ru)由學(xue)校(xiao)(xiao)全部(bu)(bu)轉交提供(gong)服(fu)務(wu)的(de)單位(wei),不(bu)得計入(ru)(ru)(ru)(ru)(ru)(ru)學(xue)校(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)(ru)。學(xue)校(xiao)(xiao)要(yao)將教(jiao)(jiao)(jiao)(jiao)育收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)支全部(bu)(bu)納入(ru)(ru)(ru)(ru)(ru)(ru)部(bu)(bu)門預算(suan)(suan)管(guan)理(li),加大資金(jin)(jin)(jin)統(tong)籌(chou)(chou)力(li)度(du);教(jiao)(jiao)(jiao)(jiao)育收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)安排(pai)的(de)相(xiang)關支出按規(gui)定納入(ru)(ru)(ru)(ru)(ru)(ru)項目(mu)庫規(gui)范管(guan)理(li)。結合教(jiao)(jiao)(jiao)(jiao)育收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)等其他(ta)收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)(ru)情(qing)況,統(tong)籌(chou)(chou)安排(pai)財政(zheng)(zheng)撥款(kuan)預算(suan)(suan),更好(hao)發揮財政(zheng)(zheng)資金(jin)(jin)(jin)使(shi)用(yong)(yong)(yong)效(xiao)益。各地不(bu)得將學(xue)校(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)(ru)用(yong)(yong)(yong)于平衡預算(suan)(suan),不(bu)得以(yi)任(ren)何形(xing)式擠占、截留(liu)、平調、挪用(yong)(yong)(yong)學(xue)校(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)資金(jin)(jin)(jin)。民辦(ban)(ban)學(xue)校(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)收(shou)(shou)(shou)(shou)(shou)入(ru)(ru)(ru)(ru)(ru)(ru)應全部(bu)(bu)繳入(ru)(ru)(ru)(ru)(ru)(ru)經(jing)教(jiao)(jiao)(jiao)(jiao)育行政(zheng)(zheng)部(bu)(bu)門備案的(de)學(xue)校(xiao)(xiao)銀行賬戶,統(tong)一(yi)管(guan)理(li),主(zhu)要(yao)用(yong)(yong)(yong)于教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)學(xue)活動、改善辦(ban)(ban)學(xue)條件(jian)和保障教(jiao)(jiao)(jiao)(jiao)職(zhi)工待遇并(bing)依據(ju)(ju)有(you)關法律法規(gui)提取(qu)發展基金(jin)(jin)(jin)。學(xue)校(xiao)(xiao)收(shou)(shou)(shou)(shou)(shou)取(qu)行政(zheng)(zheng)事(shi)業性(xing)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)時要(yao)按照(zhao)財務(wu)隸屬關系使(shi)用(yong)(yong)(yong)財政(zheng)(zheng)部(bu)(bu)門印(監)制的(de)財政(zheng)(zheng)票(piao)據(ju)(ju),在收(shou)(shou)(shou)(shou)(shou)取(qu)服(fu)務(wu)性(xing)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)時應使(shi)用(yong)(yong)(yong)相(xiang)應的(de)稅務(wu)發票(piao),代(dai)收(shou)(shou)(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)時應使(shi)用(yong)(yong)(yong)資金(jin)(jin)(jin)往(wang)來結算(suan)(suan)票(piao)據(ju)(ju)。

  四、加強教育收(shou)費治理

  (十四)落(luo)實教(jiao)(jiao)(jiao)育(yu)(yu)(yu)收(shou)(shou)費(fei)(fei)監(jian)(jian)管(guan)責任。教(jiao)(jiao)(jiao)育(yu)(yu)(yu)收(shou)(shou)費(fei)(fei)堅持“誰審批(pi)、誰負責”的(de)原則(ze)。治(zhi)理教(jiao)(jiao)(jiao)育(yu)(yu)(yu)亂收(shou)(shou)費(fei)(fei)聯席會議成員單位按照各(ge)(ge)自職責,將教(jiao)(jiao)(jiao)育(yu)(yu)(yu)收(shou)(shou)費(fei)(fei)納入目錄管(guan)理,適時動態調整(zheng)并及時向社會公布,依(yi)法(fa)對相關(guan)收(shou)(shou)費(fei)(fei)項目和收(shou)(shou)費(fei)(fei)標(biao)準(zhun)(zhun)的(de)執行情況(kuang)實施監(jian)(jian)督(du);加強教(jiao)(jiao)(jiao)育(yu)(yu)(yu)收(shou)(shou)費(fei)(fei)成本調查,建(jian)立健全收(shou)(shou)費(fei)(fei)標(biao)準(zhun)(zhun)動態調整(zheng)機(ji)制;加強教(jiao)(jiao)(jiao)育(yu)(yu)(yu)領域的(de)收(shou)(shou)費(fei)(fei)監(jian)(jian)督(du)檢查,依(yi)法(fa)查處違(wei)法(fa)違(wei)規(gui)收(shou)(shou)費(fei)(fei)行為;加強教(jiao)(jiao)(jiao)材(cai)、教(jiao)(jiao)(jiao)輔材(cai)料價(jia)格管(guan)理;指導各(ge)(ge)級各(ge)(ge)類學校(xiao)落(luo)實教(jiao)(jiao)(jiao)育(yu)(yu)(yu)收(shou)(shou)費(fei)(fei)政策,規(gui)范(fan)收(shou)(shou)費(fei)(fei)行為。各(ge)(ge)級各(ge)(ge)類學校(xiao)要嚴格執行規(gui)定的(de)收(shou)(shou)費(fei)(fei)范(fan)圍(wei)、收(shou)(shou)費(fei)(fei)項目、收(shou)(shou)費(fei)(fei)標(biao)準(zhun)(zhun)和收(shou)(shou)費(fei)(fei)方式,建(jian)立健全學校(xiao)收(shou)(shou)費(fei)(fei)管(guan)理制度。

  (十五)完善(shan)教育收(shou)(shou)(shou)費(fei)(fei)(fei)治理(li)工(gong)(gong)作(zuo)機制(zhi)。各(ge)地要高度重視教育收(shou)(shou)(shou)費(fei)(fei)(fei)管(guan)理(li)工(gong)(gong)作(zuo),建立(li)健(jian)全領(ling)導體(ti)制(zhi)和工(gong)(gong)作(zuo)機制(zhi),堅持系(xi)統推進教育收(shou)(shou)(shou)費(fei)(fei)(fei)管(guan)理(li)工(gong)(gong)作(zuo)。各(ge)地治理(li)教育亂收(shou)(shou)(shou)費(fei)(fei)(fei)聯席會議成(cheng)員單位要統籌協調,完善(shan)定期(qi)會商、信息發布(bu)機制(zhi),形(xing)成(cheng)責(ze)任明確、協作(zuo)聯動、互相促進的收(shou)(shou)(shou)費(fei)(fei)(fei)管(guan)理(li)工(gong)(gong)作(zuo)格局,加(jia)強重點領(ling)域教育收(shou)(shou)(shou)費(fei)(fei)(fei)治理(li)。要把教育收(shou)(shou)(shou)費(fei)(fei)(fei)管(guan)理(li)納入教育督導范圍(wei)。探索建立(li)學(xue)(xue)校收(shou)(shou)(shou)費(fei)(fei)(fei)專項審計(ji)制(zhi)度,重點加(jia)強對非(fei)營(ying)利(li)性(xing)民辦(ban)學(xue)(xue)校的審計(ji),嚴(yan)禁非(fei)營(ying)利(li)性(xing)民辦(ban)學(xue)(xue)校舉辦(ban)者和非(fei)營(ying)利(li)性(xing)中外合作(zuo)辦(ban)學(xue)(xue)者通(tong)過(guo)各(ge)種方式從學(xue)(xue)費(fei)(fei)(fei)收(shou)(shou)(shou)入等辦(ban)學(xue)(xue)收(shou)(shou)(shou)益中取得(de)收(shou)(shou)(shou)益、分配(pei)辦(ban)學(xue)(xue)結余(yu)(剩余(yu)財產)或(huo)通(tong)過(guo)關聯交易、關聯方轉移辦(ban)學(xue)(xue)收(shou)(shou)(shou)益等行為。

  (十六(liu))加大(da)違規(gui)收(shou)(shou)費行為的查處力度。各地要加強(qiang)對(dui)教(jiao)育收(shou)(shou)費的日常監督(du)和定期檢(jian)查,建(jian)立完善(shan)教(jiao)育收(shou)(shou)費風(feng)險預警、信訪受理(li)、督(du)查督(du)辦(ban)、公開(kai)通報及約談機(ji)制,對(dui)發現的違規(gui)收(shou)(shou)費問題要嚴(yan)肅處理(li)。建(jian)立健(jian)全(quan)問責機(ji)制,對(dui)收(shou)(shou)費管(guan)理(li)主體責任(ren)(ren)不落實(shi)、措施不到位,損(sun)壞群(qun)眾切身(shen)利益,造(zao)成惡劣社會影響的單位和相關責任(ren)(ren)人要嚴(yan)肅問責。對(dui)民辦(ban)學校違規(gui)亂收(shou)(shou)費造(zao)成惡劣影響的,依法(fa)依規(gui)扣減招生計劃、財政扶持資(zi)金等(deng),直至(zhi)撤銷、吊銷辦(ban)學許可證。

  (十七)加強(qiang)教(jiao)育(yu)收(shou)費治理基礎能力(li)建(jian)設(she)。貫徹落實(shi)《全(quan)國教(jiao)育(yu)系統財務(wu)(wu)管理干部培(pei)(pei)訓實(shi)施(shi)方案》,組織(zhi)開展教(jiao)育(yu)收(shou)費管理培(pei)(pei)訓,提高教(jiao)育(yu)收(shou)費治理能力(li)和水(shui)(shui)平(ping)。各地(di)要充分利用現代(dai)信息技術,探索建(jian)立教(jiao)育(yu)收(shou)費年度(du)統計報告制(zhi)度(du),加強(qiang)教(jiao)育(yu)收(shou)費管理,進一步強(qiang)化服務(wu)(wu)意識,提高服務(wu)(wu)能力(li)和水(shui)(shui)平(ping)。

  各(ge)級科研(yan)院所、黨(dang)校等(deng)教育收費管(guan)理參(can)照本意見(jian)執行,各(ge)級教育部門所屬事(shi)業單(dan)位收費管(guan)理政策另行制(zhi)定。
