  為(wei)全面貫徹(che)黨的(de)(de)教(jiao)育方(fang)針,落實立德樹(shu)人(ren)根(gen)(gen)本任務,規(gui)范(fan)普(pu)通(tong)(tong)(tong)中(zhong)(zhong)小學招生(sheng)入(ru)(ru)學秩序,切實維護教(jiao)育公(gong)平,努(nu)力讓每個孩(hai)子都(dou)能享有(you)公(gong)平而(er)有(you)質(zhi)(zhi)量的(de)(de)教(jiao)育,根(gen)(gen)據《中(zhong)(zhong)華人(ren)民共(gong)和國(guo)(guo)義務教(jiao)育法(fa)》《中(zhong)(zhong)華人(ren)民共(gong)和國(guo)(guo)民辦(ban)教(jiao)育促進法(fa)》《中(zhong)(zhong)共(gong)中(zhong)(zhong)央(yang) 國(guo)(guo)務院關(guan)(guan)于深(shen)(shen)化教(jiao)育教(jiao)學改革全面提高(gao)義務教(jiao)育質(zhi)(zhi)量的(de)(de)意(yi)見》《國(guo)(guo)務院辦(ban)公(gong)廳關(guan)(guan)于新(xin)時(shi)代(dai)推(tui)進普(pu)通(tong)(tong)(tong)高(gao)中(zhong)(zhong)育人(ren)方(fang)式改革的(de)(de)指導意(yi)見》《中(zhong)(zhong)共(gong)中(zhong)(zhong)央(yang) 國(guo)(guo)務院印(yin)發〈深(shen)(shen)化新(xin)時(shi)代(dai)教(jiao)育評價(jia)改革總體方(fang)案〉》《廣(guang)東(dong)省教(jiao)育廳關(guan)(guan)于進一(yi)步(bu)規(gui)范(fan)普(pu)通(tong)(tong)(tong)中(zhong)(zhong)小學招生(sheng)入(ru)(ru)學工(gong)作的(de)(de)指導意(yi)見》《深(shen)(shen)圳市(shi)(shi)非(fei)深(shen)(shen)戶籍人(ren)員(yuan)子女接受義務教(jiao)育管理辦(ban)法(fa)》《中(zhong)(zhong)共(gong)深(shen)(shen)圳市(shi)(shi)委(wei) 深(shen)(shen)圳市(shi)(shi)人(ren)民政府印(yin)發〈關(guan)(guan)于推(tui)進教(jiao)育高(gao)質(zhi)(zhi)量發展的(de)(de)意(yi)見〉的(de)(de)通(tong)(tong)(tong)知》等法(fa)律法(fa)規(gui)文件精神,現(xian)就做好我市(shi)(shi)2021年(nian)普(pu)通(tong)(tong)(tong)中(zhong)(zhong)小學招生(sheng)入(ru)(ru)學工(gong)作通(tong)(tong)(tong)知如下(xia):

  一、規范義務教育招生行為

  (一)強化屬地責任(ren),落實“兩(liang)為主(zhu)”

  1.落(luo)實(shi)“兩為主(zhu)”職(zhi)責(ze)(ze)。各區(qu)(qu)(含新區(qu)(qu)、深汕特(te)別合作(zuo)(zuo)區(qu)(qu),下(xia)同)政(zheng)府要落(luo)實(shi)好舉(ju)辦、管(guan)理和發展義務教(jiao)育(yu)的主(zhu)體責(ze)(ze)任,認真落(luo)實(shi)國家“兩為主(zhu)”要求,進一步提高進城務工人員隨遷(qian)子女在(zai)公辦義務教(jiao)育(yu)學校就讀的比例,增加公辦學位(wei)供給(gei),統籌(chou)公辦民辦學校招(zhao)(zhao)生,切實(shi)保障符合條件(jian)的適齡(ling)兒童、少年(nian)接受義務教(jiao)育(yu)的權利。各區(qu)(qu)要加強組(zu)織(zhi)領導,成立以區(qu)(qu)領導為組(zu)長(chang)的義務教(jiao)育(yu)招(zhao)(zhao)生工作(zuo)(zuo)領導小組(zu),定期(qi)召開招(zhao)(zhao)生工作(zuo)(zuo)聯席會議,完善(shan)統籌(chou)協調工作(zuo)(zuo)機制,及時妥善(shan)處理本區(qu)(qu)義務教(jiao)育(yu)招(zhao)(zhao)生中的熱點難(nan)點問題。

  2.落實區教(jiao)育行政(zheng)部(bu)門招生(sheng)(sheng)管(guan)理(li)職責。各(ge)區教(jiao)育行政(zheng)部(bu)門要切(qie)實加(jia)強(qiang)義務(wu)教(jiao)育招生(sheng)(sheng)工(gong)作(zuo)(zuo)的(de)組(zu)織和管(guan)理(li),做(zuo)好(hao)學(xue)(xue)(xue)(xue)(xue)位(wei)預(yu)測,及(ji)時(shi)公布學(xue)(xue)(xue)(xue)(xue)位(wei)供需情況(kuang),建立招生(sheng)(sheng)預(yu)警(jing)機(ji)制(zhi),合理(li)引(yin)導家長預(yu)期(qi)。要積極(ji)(ji)探索研(yan)(yan)制(zhi)招生(sheng)(sheng)電(dian)子地圖,便(bian)(bian)于實時(shi)分析研(yan)(yan)判(pan)各(ge)學(xue)(xue)(xue)(xue)(xue)區學(xue)(xue)(xue)(xue)(xue)位(wei)供給(gei)動態變化(hua)情況(kuang),方便(bian)(bian)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)家長便(bian)(bian)捷(jie)查詢各(ge)學(xue)(xue)(xue)(xue)(xue)校招生(sheng)(sheng)范圍及(ji)學(xue)(xue)(xue)(xue)(xue)位(wei)供給(gei)信(xin)息(xi)。要科學(xue)(xue)(xue)(xue)(xue)制(zhi)定(ding)招生(sheng)(sheng)工(gong)作(zuo)(zuo)方案,做(zuo)好(hao)網上招生(sheng)(sheng)報名(ming)的(de)組(zu)織工(gong)作(zuo)(zuo)。要簡化(hua)入學(xue)(xue)(xue)(xue)(xue)手續,加(jia)強(qiang)部(bu)門聯(lian)動,充分利用(yong)現(xian)代信(xin)息(xi)技(ji)術手段實施多部(bu)門聯(lian)網審核驗證,共同做(zuo)好(hao)適齡兒(er)童、少年的(de)就(jiu)讀資(zi)格驗核工(gong)作(zuo)(zuo)。要加(jia)強(qiang)風險預(yu)判(pan),制(zhi)定(ding)完善(shan)應急(ji)預(yu)案,健全(quan)應急(ji)機(ji)制(zhi),及(ji)時(shi)發現(xian)并妥(tuo)善(shan)處置苗(miao)頭性、傾向(xiang)性問題,快速穩妥(tuo)處理(li)突發事件,確保招生(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)工(gong)作(zuo)(zuo)平穩有(you)序(xu)。要加(jia)強(qiang)對招生(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)工(gong)作(zuo)(zuo)的(de)監督(du)檢查,建立完善(shan)招生(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)監督(du)工(gong)作(zuo)(zuo)機(ji)制(zhi)。多形(xing)式加(jia)強(qiang)招生(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)政(zheng)策(ce)的(de)宣講和解讀解釋工(gong)作(zuo)(zuo),積極(ji)(ji)回(hui)應市(shi)民群(qun)眾關切(qie)。

  3.落實學校(xiao)招生(sheng)(sheng)(sheng)職責。各義(yi)務教育階段學校(xiao)要(yao)規范招生(sheng)(sheng)(sheng)行為,按(an)要(yao)求公(gong)開(kai)招生(sheng)(sheng)(sheng)計劃、招生(sheng)(sheng)(sheng)程序(xu)、招生(sheng)(sheng)(sheng)結果、咨詢投訴電話等,不(bu)得擅(shan)(shan)自跨片區招生(sheng)(sheng)(sheng),不(bu)得擅(shan)(shan)自接收學生(sheng)(sheng)(sheng)跨片區擇校(xiao)就(jiu)讀。要(yao)指導適齡兒童、少年(nian)的家長按(an)時申(shen)請學位,按(an)要(yao)求及時、準確(que)提供就(jiu)讀信息。

  (二)堅持免試就(jiu)近入學,合理確定招生(sheng)范(fan)圍

  1.堅持免試就近(jin)入學(xue)(xue)。所有(you)公辦(ban)民(min)辦(ban)學(xue)(xue)校都要嚴格(ge)遵(zun)守并全面(mian)(mian)落實義(yi)務教育(yu)免試入學(xue)(xue)規定。嚴禁(jin)公辦(ban)民(min)辦(ban)學(xue)(xue)校通過面(mian)(mian)試、面(mian)(mian)談、人(ren)機對話、體(ti)驗(yan)活動、簡歷材料等方式為依據(ju)的“掐(qia)尖”招(zhao)生(sheng)、提(ti)前招(zhao)生(sheng)、違規爭(zheng)搶(qiang)生(sheng)源的行為。市局(ju)直屬學(xue)(xue)校義(yi)務教育(yu)招(zhao)生(sheng)工作納入所在(zai)區教育(yu)行政(zheng)部門統一管理。

  2.合理確定招(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍(wei)。各區(qu)教(jiao)育(yu)行政(zheng)部(bu)(bu)(bu)門要嚴(yan)格(ge)按照“學(xue)(xue)(xue)校(xiao)劃片(pian)(pian)招(zhao)(zhao)生(sheng)(sheng)(sheng)、生(sheng)(sheng)(sheng)源(yuan)就(jiu)近(jin)入學(xue)(xue)(xue)”的(de)(de)(de)目標要求,綜合考慮適(shi)齡(ling)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)人(ren)數、學(xue)(xue)(xue)校(xiao)分布、學(xue)(xue)(xue)校(xiao)規模、交(jiao)通狀(zhuang)況(kuang)等(deng)因(yin)素(su),為每(mei)所公辦義務教(jiao)育(yu)學(xue)(xue)(xue)校(xiao)劃定服務片(pian)(pian)區(qu)范(fan)圍(wei),確保(bao)各片(pian)(pian)區(qu)之間教(jiao)育(yu)資(zi)源(yuan)大致均(jun)衡。在(zai)對(dui)學(xue)(xue)(xue)校(xiao)原招(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍(wei)進行較大調整時,要充分聽(ting)取群眾意見,審(shen)慎(shen)論證,提前公告。片(pian)(pian)區(qu)確定后,應在(zai)一段(duan)時期內保(bao)持相(xiang)對(dui)穩定。民(min)辦義務教(jiao)育(yu)學(xue)(xue)(xue)校(xiao)不得超(chao)出教(jiao)育(yu)行政(zheng)部(bu)(bu)(bu)門核(he)定的(de)(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃和招(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍(wei)招(zhao)(zhao)生(sheng)(sheng)(sheng),在(zai)滿足本(ben)區(qu)符合條件的(de)(de)(de)適(shi)齡(ling)兒童(tong)、少(shao)年入學(xue)(xue)(xue)需求后,仍有剩余招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃的(de)(de)(de),經學(xue)(xue)(xue)校(xiao)申請,區(qu)教(jiao)育(yu)行政(zheng)部(bu)(bu)(bu)門審(shen)核(he),報(bao)市教(jiao)育(yu)局同意,可跨區(qu)招(zhao)(zhao)生(sheng)(sheng)(sheng)。

  (三)剛性(xing)實施(shi)入學政策(ce),完善(shan)積(ji)分入學細則(ze)

  所(suo)有公(gong)(gong)(gong)辦(ban)民辦(ban)學(xue)(xue)校要嚴格(ge)按照(zhao)《深圳市(shi)非深戶籍人(ren)員子女(nv)接受義務教育(yu)(yu)管理(li)辦(ban)法》等文(wen)件(jian)規定的(de)(de)入(ru)(ru)學(xue)(xue)條(tiao)件(jian)招(zhao)(zhao)生(sheng)(sheng)(sheng),不(bu)(bu)得招(zhao)(zhao)收不(bu)(bu)符合(he)(he)我市(shi)就讀條(tiao)件(jian)的(de)(de)學(xue)(xue)生(sheng)(sheng)(sheng)。各區(qu)(qu)教育(yu)(yu)行(xing)政(zheng)部門要不(bu)(bu)斷優化積(ji)(ji)分(fen)入(ru)(ru)學(xue)(xue)實施(shi)細則,充分(fen)體現教育(yu)(yu)公(gong)(gong)(gong)平,合(he)(he)理(li)設置(zhi)積(ji)(ji)分(fen)類別、項目、標準和(he)(he)分(fen)值,根據積(ji)(ji)分(fen)情況(kuang)和(he)(he)招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃安排學(xue)(xue)位,實施(shi)過程中要做到積(ji)(ji)分(fen)標準、積(ji)(ji)分(fen)結果、學(xue)(xue)位安排“三(san)公(gong)(gong)(gong)開”,公(gong)(gong)(gong)開過程中應依法做好未(wei)成(cheng)年人(ren)隱私保護(hu)。積(ji)(ji)分(fen)入(ru)(ru)學(xue)(xue)細則要充分(fen)征求(qiu)轄區(qu)(qu)居民意見(jian),在(zai)招(zhao)(zhao)生(sheng)(sheng)(sheng)工作實施(shi)前(qian)報市(shi)教育(yu)(yu)局備案。2021年繼(ji)續全(quan)面取消各類特長生(sheng)(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)(sheng)。對烈士、符合(he)(he)條(tiao)件(jian)的(de)(de)現役(yi)軍人(ren)及(ji)復退(tui)軍人(ren)、消防救援(yuan)隊(dui)伍人(ren)員、公(gong)(gong)(gong)安英模和(he)(he)因(yin)公(gong)(gong)(gong)犧(xi)牲(sheng)傷殘(can)警察、高層次(ci)人(ren)才等享受優惠政(zheng)策人(ren)員的(de)(de)子女(nv)實施(shi)教育(yu)(yu)優待政(zheng)策,并向社(she)會公(gong)(gong)(gong)示(shi)。

  (四(si))完善民辦學校招生管理(li)

  各區(qu)(qu)(qu)教(jiao)(jiao)育行(xing)政(zheng)(zheng)部(bu)(bu)門要(yao)將民(min)(min)辦(ban)(ban)(ban)義(yi)務教(jiao)(jiao)育學(xue)(xue)校(xiao)(xiao)招生(sheng)納入統一管(guan)理,全面(mian)(mian)落實(shi)(shi)與(yu)公辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)同步招生(sheng)。民(min)(min)辦(ban)(ban)(ban)義(yi)務教(jiao)(jiao)育學(xue)(xue)校(xiao)(xiao)的(de)(de)招生(sheng)計(ji)(ji)劃和招生(sheng)方案,要(yao)報(bao)(bao)主管(guan)教(jiao)(jiao)育行(xing)政(zheng)(zheng)部(bu)(bu)門審核。面(mian)(mian)向全區(qu)(qu)(qu)招生(sheng)且(qie)報(bao)(bao)名(ming)人(ren)數(shu)超過(guo)招生(sheng)計(ji)(ji)劃數(shu)的(de)(de)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao),全部(bu)(bu)實(shi)(shi)行(xing)電腦(nao)(nao)(nao)隨(sui)機(ji)(ji)搖號(hao)錄(lu)取。辦(ban)(ban)(ban)學(xue)(xue)層次同時包(bao)括小學(xue)(xue)和初(chu)中的(de)(de)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao),應首先(xian)通(tong)過(guo)直升或電腦(nao)(nao)(nao)隨(sui)機(ji)(ji)搖號(hao)方式招收本校(xiao)(xiao)自愿報(bao)(bao)讀初(chu)中的(de)(de)小學(xue)(xue)畢業生(sheng),剩余的(de)(de)招生(sheng)計(ji)(ji)劃應公開報(bao)(bao)名(ming),實(shi)(shi)行(xing)電腦(nao)(nao)(nao)隨(sui)機(ji)(ji)搖號(hao)錄(lu)取。民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)電腦(nao)(nao)(nao)隨(sui)機(ji)(ji)搖號(hao)錄(lu)取工作由各區(qu)(qu)(qu)組(zu)織實(shi)(shi)施,搖號(hao)過(guo)程要(yao)做(zuo)到全程錄(lu)像,并(bing)邀請公證機(ji)(ji)構人(ren)員、紀檢人(ren)員、人(ren)大代(dai)表、政(zheng)(zheng)協委員、新聞媒體代(dai)表和學(xue)(xue)生(sheng)家長代(dai)表全程監督。受(shou)政(zheng)(zheng)府委托承擔(dan)義(yi)務教(jiao)(jiao)育學(xue)(xue)位任(ren)務的(de)(de)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao),報(bao)(bao)名(ming)及錄(lu)取辦(ban)(ban)(ban)法由區(qu)(qu)(qu)教(jiao)(jiao)育行(xing)政(zheng)(zheng)部(bu)(bu)門另行(xing)確定。

  (五)提高殘疾兒童、少年入(ru)學率,提升特殊教育質量

  各區(qu)(qu)要(yao)按國(guo)家要(yao)求,確保2021年殘(can)疾兒童(tong)、少年義務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)入(ru)學(xue)(xue)(xue)(xue)率達到95%以上(shang)。按照“全(quan)覆蓋、零拒(ju)絕”的(de)(de)要(yao)求,根據適齡(ling)殘(can)疾兒童(tong)、少年的(de)(de)實(shi)際(ji)情(qing)況,制訂教(jiao)(jiao)(jiao)育(yu)(yu)安置(zhi)方案(an),落(luo)實(shi)“一(yi)人(ren)一(yi)案(an)”,通(tong)過普通(tong)學(xue)(xue)(xue)(xue)校就讀(du)、特殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校就讀(du)、送教(jiao)(jiao)(jiao)上(shang)門(men)等(deng)多種方式,逐一(yi)做好入(ru)學(xue)(xue)(xue)(xue)安置(zhi)工作。市、區(qu)(qu)特殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校科學(xue)(xue)(xue)(xue)設置(zhi)招生類別、學(xue)(xue)(xue)(xue)段,錯位發(fa)展,協調發(fa)展。義務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)階段,視障(zhang)(zhang)教(jiao)(jiao)(jiao)育(yu)(yu)、聽(ting)障(zhang)(zhang)教(jiao)(jiao)(jiao)育(yu)(yu)主(zhu)要(yao)由市屬學(xue)(xue)(xue)(xue)校承擔,智障(zhang)(zhang)等(deng)其他類型的(de)(de)特殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)主(zhu)要(yao)由區(qu)(qu)屬學(xue)(xue)(xue)(xue)校承擔。市屬特殊(shu)(shu)教(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)校要(yao)擴大(da)高(gao)中階段招生規模,讓完成義務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)的(de)(de)殘(can)疾學(xue)(xue)(xue)(xue)生都能接(jie)受適宜的(de)(de)高(gao)中階段教(jiao)(jiao)(jiao)育(yu)(yu)。

  (六)加強招(zhao)生計(ji)劃管理,嚴禁超標準班額招(zhao)生

  各區教(jiao)育(yu)行(xing)政部(bu)門要結合(he)學(xue)校(xiao)辦(ban)學(xue)規模(mo)、辦(ban)學(xue)條(tiao)件,科學(xue)核定、及時公(gong)(gong)布公(gong)(gong)辦(ban)民辦(ban)學(xue)校(xiao)招生(sheng)(sheng)計(ji)劃。嚴格控制(zhi)存(cun)在超(chao)標(biao)(biao)準班(ban)額(e)學(xue)校(xiao)的招生(sheng)(sheng)計(ji)劃。各義務教(jiao)育(yu)學(xue)校(xiao)起始年級嚴禁(jin)超(chao)標(biao)(biao)準班(ban)額(e)招生(sheng)(sheng),堅決防止(zhi)產生(sheng)(sheng)新(xin)的超(chao)標(biao)(biao)準班(ban)額(e)。嚴禁(jin)超(chao)核定辦(ban)學(xue)規模(mo)和超(chao)標(biao)(biao)準班(ban)額(e)的學(xue)校(xiao)接收(shou)轉學(xue)插班(ban)學(xue)生(sheng)(sheng)。

  (七(qi))落實控(kong)輟保學法(fa)定職責

  各區(qu)教育行政(zheng)部門(men)和(he)學(xue)(xue)(xue)(xue)(xue)校要嚴格落實(shi)(shi)《中(zhong)華人(ren)民共(gong)和(he)國(guo)義(yi)務教育法(fa)》《中(zhong)華人(ren)民共(gong)和(he)國(guo)未成年人(ren)保(bao)護法(fa)》等法(fa)律規定,依法(fa)保(bao)障適齡(ling)兒童、少年接受義(yi)務教育的權利,要嚴格履行控輟(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)法(fa)定職責,完善聯控聯保(bao)工作機(ji)制,落實(shi)(shi)失學(xue)(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)生(sheng)勸返復學(xue)(xue)(xue)(xue)(xue)、登記和(he)書面報告責任制度,建(jian)立(li)完善控輟(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)工作臺帳,共(gong)同做(zuo)好(hao)控輟(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)工作。適齡(ling)兒童、少年因身體狀況確需延緩入學(xue)(xue)(xue)(xue)(xue)或(huo)者休學(xue)(xue)(xue)(xue)(xue)的,其父母(mu)或(huo)者其他法(fa)定監(jian)護人(ren)應當提出申(shen)請(qing),由所(suo)在(zai)區(qu)教育行政(zheng)部門(men)批準(zhun)。依法(fa)查處以在(zai)家學(xue)(xue)(xue)(xue)(xue)習、接受“私塾”“讀經(jing)班”等培訓(xun)替代(dai)國(guo)家統一實(shi)(shi)施的義(yi)務教育的行為。嚴格外籍人(ren)員子女學(xue)(xue)(xue)(xue)(xue)校招生(sheng)管理,不得招收中(zhong)國(guo)籍學(xue)(xue)(xue)(xue)(xue)生(sheng)。

  二、加強普通高中招生管理

  (一)剛(gang)性執(zhi)行(xing)(xing)(xing)高中(zhong)(zhong)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃。高中(zhong)(zhong)學校(xiao)要嚴格按照市(shi)教(jiao)(jiao)育(yu)局核(he)定的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃進行(xing)(xing)(xing)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃下(xia)達后,不再(zai)受理(li)調整招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃的(de)申請。各(ge)級(ji)教(jiao)(jiao)育(yu)行(xing)(xing)(xing)政部門、各(ge)高中(zhong)(zhong)階段(duan)學校(xiao)根據(ju)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃的(de)要求(qiu),認真做(zuo)好招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)的(de)各(ge)項準備工(gong)作,確保學校(xiao)正常開學。民辦(ban)(ban)學校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)納入統一管理(li),并(bing)與公(gong)辦(ban)(ban)學校(xiao)同(tong)步招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。各(ge)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃的(de)執(zhi)行(xing)(xing)(xing)情(qing)況,將作為學校(xiao)自(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)劃安(an)排(pai)、規(gui)范(fan)辦(ban)(ban)學、辦(ban)(ban)學水平、辦(ban)(ban)學效益評估以及評先、評優等的(de)主(zhu)(zhu)要指(zhi)標。全(quan)市(shi)公(gong)辦(ban)(ban)高中(zhong)(zhong)學校(xiao)應按照核(he)定辦(ban)(ban)學規(gui)模招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。普(pu)通(tong)高中(zhong)(zhong)未(wei)經審批不得(de)面向市(shi)外招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。

  (二)落(luo)實指(zhi)標到(dao)校政策。認真落(luo)實指(zhi)標到(dao)校政策要求,每所優(you)質(zhi)普通高(gao)中(zhong)學校要安排不低(di)于50%的招生名額(e),主(zhu)要按初中(zhong)學校在(zai)校生數,直接分配到(dao)全市各初中(zhong)學校(含民辦),促進義務教育優(you)質(zhi)均衡(heng)發展(zhan)。

  (三)統籌規(gui)范全(quan)(quan)市高(gao)中(zhong)自(zi)主招(zhao)生(sheng)(sheng)工作(zuo)。根(gen)據廣東省教育(yu)(yu)廳關于進一(yi)步完善和(he)規(gui)范自(zi)主招(zhao)生(sheng)(sheng)的(de)相關要求,市教育(yu)(yu)局(ju)全(quan)(quan)面統籌高(gao)中(zhong)自(zi)主招(zhao)生(sheng)(sheng)工作(zuo),進一(yi)步優(you)化我市普(pu)(pu)(pu)通(tong)高(gao)中(zhong)自(zi)主招(zhao)生(sheng)(sheng)布點,引導(dao)普(pu)(pu)(pu)通(tong)高(gao)中(zhong)學校科(ke)學合理(li)定位和(he)分層分類發(fa)展。自(zi)主招(zhao)生(sheng)(sheng)對象主要為(wei)具有(you)創新潛(qian)質和(he)學科(ke)特(te)長的(de)學生(sheng)(sheng)。2021年全(quan)(quan)市普(pu)(pu)(pu)通(tong)高(gao)中(zhong)自(zi)主招(zhao)生(sheng)(sheng)按照市教育(yu)(yu)局(ju)出(chu)臺的(de)《深圳市教育(yu)(yu)局(ju)關于做好2021年普(pu)(pu)(pu)通(tong)高(gao)中(zhong)學校自(zi)主招(zhao)生(sheng)(sheng)工作(zuo)的(de)通(tong)知》實施(shi)。

  (四)規范學校(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)行(xing)為。積極探(tan)索基于初中學業(ye)水(shui)平考(kao)(kao)試成績、結合綜合素質表現(xian)評價的(de)高中階(jie)段學校(xiao)(xiao)考(kao)(kao)試招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)錄取模式。所有高中學校(xiao)(xiao)(含民辦普通高中)需嚴格按(an)照規定的(de)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方式進行(xing)統一招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴禁(jin)(jin)違規爭搶生(sheng)(sheng)(sheng)(sheng)源、跨審(shen)批區(qu)域招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)、超計劃招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)和提前招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng),嚴禁(jin)(jin)招(zhao)(zhao)(zhao)(zhao)收“掛讀(du)生(sheng)(sheng)(sheng)(sheng)”和“擇校(xiao)(xiao)生(sheng)(sheng)(sheng)(sheng)”。

  三、加強新生入學管理

  (一(yi))規范學(xue)生分班(ban)(ban)管理。各(ge)義務教育(yu)階段學(xue)校要實行(xing)均衡編班(ban)(ban),嚴禁舉(ju)辦(ban)重點班(ban)(ban),包括以特長班(ban)(ban)、快(kuai)慢班(ban)(ban)、尖子班(ban)(ban)、興趣班(ban)(ban)和“奧(ao)賽”班(ban)(ban)、國際班(ban)(ban)等(deng)名義的(de)變(bian)相重點班(ban)(ban)。普通(tong)高(gao)中學(xue)校要根據普通(tong)高(gao)中課(ke)(ke)程方案(an)和學(xue)生選課(ke)(ke)情況,合理排課(ke)(ke)編班(ban)(ban),科學(xue)制訂選課(ke)(ke)走班(ban)(ban)指南和課(ke)(ke)程實施方案(an)。

  (二)嚴格規范(fan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管(guan)理(li)(li)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)應當(dang)從學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)之日起(qi)1個月內(nei)為學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)檔案(an),其中,殘(can)疾程(cheng)度較重、無法進(jin)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習(xi)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生,由承擔送(song)教(jiao)上門的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)要(yao)嚴格落實學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管(guan)理(li)(li)“一人一籍(ji)(ji),籍(ji)(ji)隨人走”的(de)要(yao)求,不(bu)(bu)(bu)得(de)以虛(xu)假信息(xi)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)(bu)(bu)得(de)重復(fu)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)(bu)(bu)得(de)擅自刪除學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生電子學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)信息(xi)。未經義務教(jiao)育招生平臺報(bao)名錄取的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生不(bu)(bu)(bu)予建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。對于未經學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)批準,不(bu)(bu)(bu)按學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)規定期限到校(xiao)辦理(li)(li)注冊者,不(bu)(bu)(bu)予建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。各(ge)區(qu)教(jiao)育行政部門要(yao)加強對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)工作(zuo)的(de)核查(cha),及時查(cha)處(chu)和糾(jiu)正學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)建(jian)檔過程(cheng)中的(de)不(bu)(bu)(bu)規范(fan)行為,嚴禁“人籍(ji)(ji)分離(li)”。

  四、建立考核和問責雙機制,確保招生工作全面落地

  市(shi)、區教(jiao)(jiao)(jiao)育(yu)督(du)導部(bu)門(men)要(yao)將中(zhong)小(xiao)學(xue)(xue)招(zhao)生(sheng)入學(xue)(xue)工作(zuo)納入責(ze)任督(du)學(xue)(xue)日常督(du)導范圍,嚴肅(su)查處(chu)違反教(jiao)(jiao)(jiao)育(yu)部(bu)“十(shi)項(xiang)嚴禁”紀律(lv)要(yao)求(qiu)和(he)省教(jiao)(jiao)(jiao)育(yu)廳“六項(xiang)規(gui)(gui)定”等違反招(zhao)生(sheng)政(zheng)策(ce)和(he)紀律(lv)以及(ji)擾亂中(zhong)小(xiao)學(xue)(xue)入學(xue)(xue)招(zhao)生(sheng)秩序的(de)行(xing)為。對違規(gui)(gui)操作(zuo),查有實(shi)據,造成不良影響(xiang)的(de)單位和(he)個(ge)人實(shi)行(xing)問(wen)責(ze)。對于未(wei)落(luo)實(shi)《中(zhong)共中(zhong)央 國(guo)務(wu)院(yuan)關于深化教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)(xue)改革(ge)全(quan)面提高義務(wu)教(jiao)(jiao)(jiao)育(yu)質量的(de)意見》中(zhong)義務(wu)教(jiao)(jiao)(jiao)育(yu)招(zhao)生(sheng)入學(xue)(xue)規(gui)(gui)定要(yao)求(qiu),或者出現轄區內義務(wu)教(jiao)(jiao)(jiao)育(yu)階(jie)段(duan)學(xue)(xue)校(xiao)違規(gui)(gui)考試招(zhao)生(sheng)行(xing)為的(de),視同(tong)為落(luo)實(shi)中(zhong)央和(he)國(guo)家重(zhong)大政(zheng)策(ce)不力,納入政(zheng)府履行(xing)教(jiao)(jiao)(jiao)育(yu)職責(ze)評(ping)價(jia)。
