為全面(mian)(mian)貫徹黨的(de)(de)教(jiao)(jiao)育(yu)方(fang)(fang)針,落實立德(de)樹人(ren)根本任務(wu)(wu)(wu),規(gui)范普(pu)通中(zhong)(zhong)小學(xue)招(zhao)生(sheng)入(ru)學(xue)秩序,切(qie)實維護教(jiao)(jiao)育(yu)公平(ping),努力讓每(mei)個孩子都(dou)能享有公平(ping)而有質量的(de)(de)教(jiao)(jiao)育(yu),根據《中(zhong)(zhong)華人(ren)民(min)共和(he)國(guo)(guo)義務(wu)(wu)(wu)教(jiao)(jiao)育(yu)法(fa)》《中(zhong)(zhong)華人(ren)民(min)共和(he)國(guo)(guo)民(min)辦教(jiao)(jiao)育(yu)促進法(fa)》《中(zhong)(zhong)共中(zhong)(zhong)央 國(guo)(guo)務(wu)(wu)(wu)院關(guan)于深(shen)(shen)化教(jiao)(jiao)育(yu)教(jiao)(jiao)學(xue)改(gai)革(ge)(ge)全面(mian)(mian)提高(gao)義務(wu)(wu)(wu)教(jiao)(jiao)育(yu)質量的(de)(de)意(yi)見(jian)》《國(guo)(guo)務(wu)(wu)(wu)院辦公廳關(guan)于新時(shi)代推(tui)(tui)進普(pu)通高(gao)中(zhong)(zhong)育(yu)人(ren)方(fang)(fang)式改(gai)革(ge)(ge)的(de)(de)指導意(yi)見(jian)》《中(zhong)(zhong)共中(zhong)(zhong)央 國(guo)(guo)務(wu)(wu)(wu)院印(yin)發〈深(shen)(shen)化新時(shi)代教(jiao)(jiao)育(yu)評價改(gai)革(ge)(ge)總體方(fang)(fang)案〉》《廣東(dong)省教(jiao)(jiao)育(yu)廳關(guan)于進一步規(gui)范普(pu)通中(zhong)(zhong)小學(xue)招(zhao)生(sheng)入(ru)學(xue)工(gong)(gong)作的(de)(de)指導意(yi)見(jian)》《深(shen)(shen)圳(zhen)市(shi)非(fei)深(shen)(shen)戶籍(ji)人(ren)員子女接(jie)受(shou)義務(wu)(wu)(wu)教(jiao)(jiao)育(yu)管理辦法(fa)》《中(zhong)(zhong)共深(shen)(shen)圳(zhen)市(shi)委 深(shen)(shen)圳(zhen)市(shi)人(ren)民(min)政府印(yin)發〈關(guan)于推(tui)(tui)進教(jiao)(jiao)育(yu)高(gao)質量發展的(de)(de)意(yi)見(jian)〉的(de)(de)通知》等法(fa)律法(fa)規(gui)文(wen)件精神,現就(jiu)做好我市(shi)2021年(nian)普(pu)通中(zhong)(zhong)小學(xue)招(zhao)生(sheng)入(ru)學(xue)工(gong)(gong)作通知如(ru)下:
一、規范義務教育招生行為
(一(yi))強化屬地責任,落實“兩為主”
1.落實“兩(liang)為(wei)主”職責(ze)。各(ge)區(qu)(含新區(qu)、深汕特別合作(zuo)區(qu),下同)政府要落實好(hao)舉辦(ban)、管理(li)和發展義(yi)(yi)務(wu)教(jiao)(jiao)育的(de)(de)主體責(ze)任(ren),認真落實國家“兩(liang)為(wei)主”要求,進一步提高(gao)進城務(wu)工人員隨(sui)遷(qian)子女(nv)在公辦(ban)義(yi)(yi)務(wu)教(jiao)(jiao)育學(xue)校(xiao)就讀的(de)(de)比例,增(zeng)加公辦(ban)學(xue)位供給,統籌公辦(ban)民辦(ban)學(xue)校(xiao)招生,切(qie)實保障(zhang)符合條件的(de)(de)適齡兒童、少年接受義(yi)(yi)務(wu)教(jiao)(jiao)育的(de)(de)權利(li)。各(ge)區(qu)要加強組(zu)織領導(dao),成立(li)以區(qu)領導(dao)為(wei)組(zu)長的(de)(de)義(yi)(yi)務(wu)教(jiao)(jiao)育招生工作(zuo)領導(dao)小(xiao)組(zu),定期召(zhao)開招生工作(zuo)聯席會議,完(wan)善統籌協調工作(zuo)機制(zhi),及時妥善處理(li)本區(qu)義(yi)(yi)務(wu)教(jiao)(jiao)育招生中的(de)(de)熱(re)點(dian)難(nan)點(dian)問題。
2.落實區(qu)教(jiao)育(yu)行(xing)政部門(men)招(zhao)(zhao)生(sheng)(sheng)管理(li)(li)職責。各(ge)區(qu)教(jiao)育(yu)行(xing)政部門(men)要(yao)(yao)切實加(jia)(jia)強(qiang)(qiang)義務教(jiao)育(yu)招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)作(zuo)的(de)組織(zhi)和管理(li)(li),做(zuo)(zuo)好(hao)學(xue)(xue)位(wei)預測,及時(shi)公布學(xue)(xue)位(wei)供(gong)需情(qing)況,建(jian)立招(zhao)(zhao)生(sheng)(sheng)預警機制,合(he)理(li)(li)引導家(jia)長(chang)預期(qi)。要(yao)(yao)積極探索研制招(zhao)(zhao)生(sheng)(sheng)電(dian)子地圖,便于實時(shi)分析研判(pan)(pan)各(ge)學(xue)(xue)區(qu)學(xue)(xue)位(wei)供(gong)給動態變(bian)化情(qing)況,方便學(xue)(xue)生(sheng)(sheng)家(jia)長(chang)便捷(jie)查詢各(ge)學(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)范圍及學(xue)(xue)位(wei)供(gong)給信息。要(yao)(yao)科學(xue)(xue)制定招(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)(gong)作(zuo)方案(an),做(zuo)(zuo)好(hao)網上招(zhao)(zhao)生(sheng)(sheng)報(bao)名的(de)組織(zhi)工(gong)(gong)(gong)作(zuo)。要(yao)(yao)簡化入(ru)學(xue)(xue)手(shou)續,加(jia)(jia)強(qiang)(qiang)部門(men)聯動,充分利用(yong)現代信息技術手(shou)段(duan)實施多部門(men)聯網審核驗證,共同做(zuo)(zuo)好(hao)適齡兒童、少(shao)年的(de)就讀資(zi)格驗核工(gong)(gong)(gong)作(zuo)。要(yao)(yao)加(jia)(jia)強(qiang)(qiang)風險(xian)預判(pan)(pan),制定完(wan)善應急預案(an),健全應急機制,及時(shi)發(fa)現并(bing)妥善處置(zhi)苗(miao)頭性、傾向性問題,快速(su)穩(wen)(wen)妥處理(li)(li)突發(fa)事件,確保招(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)工(gong)(gong)(gong)作(zuo)平穩(wen)(wen)有(you)序。要(yao)(yao)加(jia)(jia)強(qiang)(qiang)對招(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)工(gong)(gong)(gong)作(zuo)的(de)監(jian)督檢查,建(jian)立完(wan)善招(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)監(jian)督工(gong)(gong)(gong)作(zuo)機制。多形式加(jia)(jia)強(qiang)(qiang)招(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)政策的(de)宣(xuan)講(jiang)和解讀解釋工(gong)(gong)(gong)作(zuo),積極回應市(shi)民群眾關切。
3.落實學(xue)校招(zhao)生(sheng)(sheng)職責(ze)。各義務教育(yu)階(jie)段學(xue)校要規范招(zhao)生(sheng)(sheng)行為(wei),按要求(qiu)公(gong)開招(zhao)生(sheng)(sheng)計劃、招(zhao)生(sheng)(sheng)程(cheng)序、招(zhao)生(sheng)(sheng)結果、咨詢(xun)投訴電話等,不得擅(shan)自跨片(pian)區招(zhao)生(sheng)(sheng),不得擅(shan)自接收學(xue)生(sheng)(sheng)跨片(pian)區擇校就讀(du)(du)。要指導適(shi)齡兒(er)童、少(shao)年(nian)的家長按時申請學(xue)位,按要求(qiu)及(ji)時、準確提供(gong)就讀(du)(du)信息(xi)。
(二)堅(jian)持免試就(jiu)近入學,合理確定(ding)招生范(fan)圍
1.堅持免試(shi)就近入學(xue)。所(suo)有(you)公(gong)辦(ban)(ban)民辦(ban)(ban)學(xue)校都要嚴格遵(zun)守并(bing)全(quan)面落實義(yi)務教育免試(shi)入學(xue)規定。嚴禁(jin)公(gong)辦(ban)(ban)民辦(ban)(ban)學(xue)校通過面試(shi)、面談(tan)、人(ren)機對話、體驗活(huo)動、簡歷材料(liao)等方式為依據(ju)的“掐(qia)尖”招(zhao)生(sheng)、提前招(zhao)生(sheng)、違規爭(zheng)搶生(sheng)源的行為。市局直屬學(xue)校義(yi)務教育招(zhao)生(sheng)工作納(na)入所(suo)在區(qu)教育行政部門統一(yi)管理。
2.合理確定(ding)(ding)招(zhao)(zhao)生(sheng)范(fan)圍。各區(qu)(qu)(qu)教(jiao)(jiao)育(yu)行(xing)政部(bu)(bu)門要嚴格按(an)照“學(xue)校(xiao)劃(hua)片(pian)招(zhao)(zhao)生(sheng)、生(sheng)源(yuan)就近入學(xue)”的(de)(de)目標要求(qiu),綜合考(kao)慮適齡(ling)學(xue)生(sheng)人數(shu)、學(xue)校(xiao)分(fen)布、學(xue)校(xiao)規模、交通(tong)狀況等因素,為(wei)每所公辦(ban)義(yi)務教(jiao)(jiao)育(yu)學(xue)校(xiao)劃(hua)定(ding)(ding)服務片(pian)區(qu)(qu)(qu)范(fan)圍,確保各片(pian)區(qu)(qu)(qu)之間(jian)教(jiao)(jiao)育(yu)資源(yuan)大致均(jun)衡(heng)。在對(dui)學(xue)校(xiao)原招(zhao)(zhao)生(sheng)范(fan)圍進(jin)行(xing)較大調整時(shi),要充分(fen)聽取(qu)群眾(zhong)意見,審慎(shen)論證,提前公告。片(pian)區(qu)(qu)(qu)確定(ding)(ding)后(hou),應在一段(duan)時(shi)期(qi)內保持相對(dui)穩定(ding)(ding)。民辦(ban)義(yi)務教(jiao)(jiao)育(yu)學(xue)校(xiao)不得超出教(jiao)(jiao)育(yu)行(xing)政部(bu)(bu)門核(he)定(ding)(ding)的(de)(de)招(zhao)(zhao)生(sheng)計劃(hua)和招(zhao)(zhao)生(sheng)范(fan)圍招(zhao)(zhao)生(sheng),在滿足本(ben)區(qu)(qu)(qu)符合條件的(de)(de)適齡(ling)兒童、少年入學(xue)需求(qiu)后(hou),仍有剩(sheng)余招(zhao)(zhao)生(sheng)計劃(hua)的(de)(de),經學(xue)校(xiao)申(shen)請(qing),區(qu)(qu)(qu)教(jiao)(jiao)育(yu)行(xing)政部(bu)(bu)門審核(he),報市教(jiao)(jiao)育(yu)局同(tong)意,可跨區(qu)(qu)(qu)招(zhao)(zhao)生(sheng)。
(三)剛性實施入學政策(ce),完善積分入學細(xi)則
所有公(gong)辦民辦學(xue)校要嚴格按照《深圳(zhen)市非(fei)深戶籍人(ren)(ren)員(yuan)子女接(jie)受(shou)義務教育管理(li)辦法》等文(wen)件規定的(de)入學(xue)條件招(zhao)生(sheng)(sheng)(sheng),不得招(zhao)收不符合我市就(jiu)讀條件的(de)學(xue)生(sheng)(sheng)(sheng)。各(ge)區(qu)教育行(xing)政部門(men)要不斷優(you)化積(ji)分(fen)(fen)(fen)(fen)入學(xue)實(shi)施細則(ze),充分(fen)(fen)(fen)(fen)體現教育公(gong)平(ping),合理(li)設置(zhi)積(ji)分(fen)(fen)(fen)(fen)類別、項目、標(biao)準和分(fen)(fen)(fen)(fen)值(zhi),根據積(ji)分(fen)(fen)(fen)(fen)情況和招(zhao)生(sheng)(sheng)(sheng)計劃安排(pai)學(xue)位,實(shi)施過程(cheng)中要做到積(ji)分(fen)(fen)(fen)(fen)標(biao)準、積(ji)分(fen)(fen)(fen)(fen)結果、學(xue)位安排(pai)“三公(gong)開”,公(gong)開過程(cheng)中應依法做好(hao)未成(cheng)年人(ren)(ren)隱私(si)保(bao)護。積(ji)分(fen)(fen)(fen)(fen)入學(xue)細則(ze)要充分(fen)(fen)(fen)(fen)征求(qiu)轄區(qu)居民意見,在招(zhao)生(sheng)(sheng)(sheng)工作實(shi)施前(qian)報市教育局備案。2021年繼續全面取(qu)消各(ge)類特長生(sheng)(sheng)(sheng)招(zhao)生(sheng)(sheng)(sheng)。對(dui)烈士、符合條件的(de)現役軍人(ren)(ren)及復退軍人(ren)(ren)、消防救援隊伍人(ren)(ren)員(yuan)、公(gong)安英(ying)模和因公(gong)犧(xi)牲(sheng)傷殘警察、高層(ceng)次人(ren)(ren)才等享受(shou)優(you)惠政策人(ren)(ren)員(yuan)的(de)子女實(shi)施教育優(you)待政策,并向社會公(gong)示。
(四)完善(shan)民(min)辦學校招生(sheng)管(guan)理(li)
各(ge)區教(jiao)育(yu)行(xing)政(zheng)部(bu)門要將(jiang)民辦(ban)(ban)義(yi)務教(jiao)育(yu)學(xue)校(xiao)招(zhao)(zhao)(zhao)生納入統一管理,全(quan)面(mian)落實(shi)與(yu)公(gong)辦(ban)(ban)學(xue)校(xiao)同步招(zhao)(zhao)(zhao)生。民辦(ban)(ban)義(yi)務教(jiao)育(yu)學(xue)校(xiao)的(de)招(zhao)(zhao)(zhao)生計劃(hua)和招(zhao)(zhao)(zhao)生方(fang)(fang)案,要報(bao)主(zhu)管教(jiao)育(yu)行(xing)政(zheng)部(bu)門審核(he)。面(mian)向全(quan)區招(zhao)(zhao)(zhao)生且報(bao)名人(ren)(ren)數(shu)超過招(zhao)(zhao)(zhao)生計劃(hua)數(shu)的(de)民辦(ban)(ban)學(xue)校(xiao),全(quan)部(bu)實(shi)行(xing)電(dian)(dian)腦(nao)隨機搖(yao)號錄(lu)取(qu)(qu)。辦(ban)(ban)學(xue)層(ceng)次同時包括小學(xue)和初中的(de)民辦(ban)(ban)學(xue)校(xiao),應(ying)首先(xian)通過直(zhi)升或電(dian)(dian)腦(nao)隨機搖(yao)號方(fang)(fang)式招(zhao)(zhao)(zhao)收本校(xiao)自愿報(bao)讀初中的(de)小學(xue)畢業生,剩余的(de)招(zhao)(zhao)(zhao)生計劃(hua)應(ying)公(gong)開報(bao)名,實(shi)行(xing)電(dian)(dian)腦(nao)隨機搖(yao)號錄(lu)取(qu)(qu)。民辦(ban)(ban)學(xue)校(xiao)電(dian)(dian)腦(nao)隨機搖(yao)號錄(lu)取(qu)(qu)工作由各(ge)區組織實(shi)施,搖(yao)號過程(cheng)要做到全(quan)程(cheng)錄(lu)像,并(bing)邀請公(gong)證機構人(ren)(ren)員(yuan)(yuan)、紀檢人(ren)(ren)員(yuan)(yuan)、人(ren)(ren)大代表(biao)、政(zheng)協委(wei)員(yuan)(yuan)、新聞媒體代表(biao)和學(xue)生家長代表(biao)全(quan)程(cheng)監督。受政(zheng)府委(wei)托承(cheng)擔(dan)義(yi)務教(jiao)育(yu)學(xue)位任務的(de)民辦(ban)(ban)學(xue)校(xiao),報(bao)名及錄(lu)取(qu)(qu)辦(ban)(ban)法由區教(jiao)育(yu)行(xing)政(zheng)部(bu)門另行(xing)確定。
(五)提高殘疾兒童、少年(nian)入學率,提升特(te)殊教育質量
各(ge)區(qu)要(yao)按國家要(yao)求(qiu),確保2021年殘疾(ji)兒童、少(shao)年義務(wu)教(jiao)(jiao)(jiao)育入(ru)學(xue)(xue)(xue)率達到95%以上。按照“全覆(fu)蓋、零拒絕”的(de)(de)要(yao)求(qiu),根據適齡(ling)殘疾(ji)兒童、少(shao)年的(de)(de)實(shi)(shi)際(ji)情況,制(zhi)訂教(jiao)(jiao)(jiao)育安(an)置方案,落實(shi)(shi)“一(yi)(yi)人一(yi)(yi)案”,通過普(pu)通學(xue)(xue)(xue)校就讀、特殊(shu)(shu)教(jiao)(jiao)(jiao)育學(xue)(xue)(xue)校就讀、送(song)教(jiao)(jiao)(jiao)上門(men)等(deng)多種(zhong)方式,逐一(yi)(yi)做好(hao)入(ru)學(xue)(xue)(xue)安(an)置工作。市(shi)、區(qu)特殊(shu)(shu)教(jiao)(jiao)(jiao)育學(xue)(xue)(xue)校科學(xue)(xue)(xue)設置招(zhao)生(sheng)類別、學(xue)(xue)(xue)段(duan),錯位發展,協調發展。義務(wu)教(jiao)(jiao)(jiao)育階(jie)(jie)段(duan),視(shi)障教(jiao)(jiao)(jiao)育、聽障教(jiao)(jiao)(jiao)育主要(yao)由市(shi)屬學(xue)(xue)(xue)校承擔(dan),智障等(deng)其(qi)他類型的(de)(de)特殊(shu)(shu)教(jiao)(jiao)(jiao)育主要(yao)由區(qu)屬學(xue)(xue)(xue)校承擔(dan)。市(shi)屬特殊(shu)(shu)教(jiao)(jiao)(jiao)育學(xue)(xue)(xue)校要(yao)擴大(da)高(gao)中(zhong)階(jie)(jie)段(duan)招(zhao)生(sheng)規(gui)模,讓完成(cheng)義務(wu)教(jiao)(jiao)(jiao)育的(de)(de)殘疾(ji)學(xue)(xue)(xue)生(sheng)都(dou)能接受適宜的(de)(de)高(gao)中(zhong)階(jie)(jie)段(duan)教(jiao)(jiao)(jiao)育。
(六)加強招(zhao)生計(ji)劃管理,嚴禁(jin)超標準班(ban)額招(zhao)生
各區教育行政部門要結合(he)學校(xiao)(xiao)辦(ban)(ban)(ban)學規模、辦(ban)(ban)(ban)學條件,科學核定、及時公布公辦(ban)(ban)(ban)民辦(ban)(ban)(ban)學校(xiao)(xiao)招(zhao)生(sheng)(sheng)(sheng)計(ji)劃。嚴(yan)格控制存在超(chao)標準(zhun)班(ban)(ban)額(e)(e)學校(xiao)(xiao)的招(zhao)生(sheng)(sheng)(sheng)計(ji)劃。各義(yi)務教育學校(xiao)(xiao)起始年(nian)級嚴(yan)禁超(chao)標準(zhun)班(ban)(ban)額(e)(e)招(zhao)生(sheng)(sheng)(sheng),堅決(jue)防止產生(sheng)(sheng)(sheng)新的超(chao)標準(zhun)班(ban)(ban)額(e)(e)。嚴(yan)禁超(chao)核定辦(ban)(ban)(ban)學規模和超(chao)標準(zhun)班(ban)(ban)額(e)(e)的學校(xiao)(xiao)接收轉(zhuan)學插班(ban)(ban)學生(sheng)(sheng)(sheng)。
(七)落實(shi)控輟(chuo)保學法定職(zhi)責
各區教育行政(zheng)部門和(he)學(xue)(xue)校(xiao)要嚴(yan)(yan)格落實《中華(hua)(hua)人民共(gong)和(he)國(guo)義(yi)務(wu)教育法(fa)》《中華(hua)(hua)人民共(gong)和(he)國(guo)未成年人保(bao)護(hu)法(fa)》等法(fa)律規定,依法(fa)保(bao)障(zhang)適(shi)齡兒童(tong)、少年接(jie)受(shou)義(yi)務(wu)教育的(de)(de)權利,要嚴(yan)(yan)格履(lv)行控(kong)(kong)輟保(bao)學(xue)(xue)法(fa)定職責(ze),完(wan)善聯控(kong)(kong)聯保(bao)工(gong)(gong)作(zuo)機制,落實失學(xue)(xue)輟學(xue)(xue)學(xue)(xue)生勸返復(fu)學(xue)(xue)、登記和(he)書(shu)面報(bao)告責(ze)任(ren)制度,建立完(wan)善控(kong)(kong)輟保(bao)學(xue)(xue)工(gong)(gong)作(zuo)臺帳(zhang),共(gong)同(tong)做好(hao)控(kong)(kong)輟保(bao)學(xue)(xue)工(gong)(gong)作(zuo)。適(shi)齡兒童(tong)、少年因身體狀況確需延緩入學(xue)(xue)或(huo)(huo)者(zhe)休學(xue)(xue)的(de)(de),其(qi)父母或(huo)(huo)者(zhe)其(qi)他法(fa)定監護(hu)人應當提(ti)出申請,由(you)所(suo)在區教育行政(zheng)部門批準。依法(fa)查處(chu)以在家學(xue)(xue)習、接(jie)受(shou)“私塾”“讀經(jing)班(ban)”等培訓(xun)替代國(guo)家統一實施的(de)(de)義(yi)務(wu)教育的(de)(de)行為。嚴(yan)(yan)格外籍人員子(zi)女(nv)學(xue)(xue)校(xiao)招(zhao)生管理,不得招(zhao)收中國(guo)籍學(xue)(xue)生。
二、加強普通高中招生管理
(一)剛性執行(xing)(xing)(xing)高中招(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)。高中學(xue)(xue)(xue)校(xiao)要嚴(yan)格按照(zhao)市(shi)教(jiao)育局(ju)核(he)定(ding)的(de)(de)招(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)進行(xing)(xing)(xing)招(zhao)生(sheng)(sheng)(sheng)(sheng)。招(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)下達(da)后,不(bu)(bu)再(zai)受理(li)調整招(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)的(de)(de)申(shen)請。各(ge)級教(jiao)育行(xing)(xing)(xing)政部門、各(ge)高中階段學(xue)(xue)(xue)校(xiao)根據招(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)的(de)(de)要求,認真(zhen)做(zuo)好招(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)(de)各(ge)項準備工作(zuo),確保學(xue)(xue)(xue)校(xiao)正常開學(xue)(xue)(xue)。民辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)招(zhao)生(sheng)(sheng)(sheng)(sheng)納入統(tong)一管理(li),并與公辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)校(xiao)同步(bu)招(zhao)生(sheng)(sheng)(sheng)(sheng)。各(ge)校(xiao)招(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)的(de)(de)執行(xing)(xing)(xing)情況,將(jiang)作(zuo)為(wei)學(xue)(xue)(xue)校(xiao)自(zi)主招(zhao)生(sheng)(sheng)(sheng)(sheng)計劃(hua)安排、規(gui)范辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)、辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)水平、辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)效(xiao)益評估以及(ji)評先、評優等的(de)(de)主要指標。全市(shi)公辦(ban)(ban)(ban)(ban)高中學(xue)(xue)(xue)校(xiao)應按照(zhao)核(he)定(ding)辦(ban)(ban)(ban)(ban)學(xue)(xue)(xue)規(gui)模(mo)招(zhao)生(sheng)(sheng)(sheng)(sheng)。普(pu)通高中未經(jing)審批不(bu)(bu)得面(mian)向市(shi)外招(zhao)生(sheng)(sheng)(sheng)(sheng)。
(二)落(luo)實(shi)指(zhi)標到(dao)校(xiao)政策(ce)。認真落(luo)實(shi)指(zhi)標到(dao)校(xiao)政策(ce)要求,每所(suo)優(you)質普通高中學(xue)校(xiao)要安排不低(di)于(yu)50%的招生名額,主要按初(chu)中學(xue)校(xiao)在校(xiao)生數,直(zhi)接分配(pei)到(dao)全(quan)市各(ge)初(chu)中學(xue)校(xiao)(含民辦),促進(jin)義務教育優(you)質均(jun)衡發展(zhan)。
(三)統籌規范全市(shi)(shi)高中(zhong)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)招生工(gong)作。根據廣東(dong)省教(jiao)育(yu)(yu)廳關(guan)于進(jin)一(yi)步完(wan)善和規范自(zi)(zi)(zi)主(zhu)(zhu)(zhu)招生的(de)(de)相關(guan)要(yao)求(qiu),市(shi)(shi)教(jiao)育(yu)(yu)局(ju)全面統籌高中(zhong)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)招生工(gong)作,進(jin)一(yi)步優(you)化(hua)我市(shi)(shi)普通(tong)(tong)高中(zhong)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)招生布點,引導普通(tong)(tong)高中(zhong)學(xue)校(xiao)科學(xue)合(he)理定(ding)位和分(fen)層(ceng)分(fen)類(lei)發展(zhan)。自(zi)(zi)(zi)主(zhu)(zhu)(zhu)招生對(dui)象(xiang)主(zhu)(zhu)(zhu)要(yao)為具有創新(xin)潛質和學(xue)科特(te)長的(de)(de)學(xue)生。2021年全市(shi)(shi)普通(tong)(tong)高中(zhong)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)招生按照市(shi)(shi)教(jiao)育(yu)(yu)局(ju)出臺的(de)(de)《深圳(zhen)市(shi)(shi)教(jiao)育(yu)(yu)局(ju)關(guan)于做好(hao)2021年普通(tong)(tong)高中(zhong)學(xue)校(xiao)自(zi)(zi)(zi)主(zhu)(zhu)(zhu)招生工(gong)作的(de)(de)通(tong)(tong)知》實(shi)施。
(四)規范(fan)(fan)學(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)行為。積極探索基(ji)于(yu)初中(zhong)(zhong)學(xue)業水平(ping)考(kao)試(shi)成績(ji)、結合綜合素質表(biao)現評價的高(gao)中(zhong)(zhong)階段學(xue)校(xiao)(xiao)考(kao)試(shi)招(zhao)(zhao)生(sheng)(sheng)(sheng)錄取模式。所(suo)有高(gao)中(zhong)(zhong)學(xue)校(xiao)(xiao)(含民辦普(pu)通高(gao)中(zhong)(zhong))需嚴格按照規定的招(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)(fan)圍、招(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)劃、招(zhao)(zhao)生(sheng)(sheng)(sheng)時間、招(zhao)(zhao)生(sheng)(sheng)(sheng)方(fang)式進行統(tong)一招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴禁違(wei)規爭搶生(sheng)(sheng)(sheng)源、跨審(shen)批區(qu)域招(zhao)(zhao)生(sheng)(sheng)(sheng)、超計(ji)劃招(zhao)(zhao)生(sheng)(sheng)(sheng)和(he)提前招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴禁招(zhao)(zhao)收“掛讀生(sheng)(sheng)(sheng)”和(he)“擇校(xiao)(xiao)生(sheng)(sheng)(sheng)”。
三、加強新生入學管理
(一)規范學(xue)生分班(ban)(ban)管理。各義(yi)務教育階(jie)段學(xue)校(xiao)要(yao)實(shi)行均衡編班(ban)(ban),嚴禁(jin)舉辦重點班(ban)(ban),包(bao)括以特長(chang)班(ban)(ban)、快慢班(ban)(ban)、尖子班(ban)(ban)、興趣班(ban)(ban)和(he)“奧賽(sai)”班(ban)(ban)、國際(ji)班(ban)(ban)等(deng)名(ming)義(yi)的變相重點班(ban)(ban)。普通(tong)高中學(xue)校(xiao)要(yao)根據普通(tong)高中課程方案和(he)學(xue)生選課情(qing)況,合理排課編班(ban)(ban),科學(xue)制訂(ding)選課走(zou)班(ban)(ban)指(zhi)南(nan)和(he)課程實(shi)施方案。
(二)嚴(yan)格規范(fan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理(li)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)應(ying)當從學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)之日起1個月內(nei)為學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)檔案,其中(zhong),殘疾程度較重、無法進(jin)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng),由承擔送教(jiao)(jiao)(jiao)上(shang)門(men)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)要嚴(yan)格落實學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)管理(li)“一人一籍(ji)(ji)(ji),籍(ji)(ji)(ji)隨人走”的(de)要求(qiu),不(bu)(bu)得(de)以虛(xu)假信(xin)(xin)息(xi)建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)(bu)得(de)重復建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji),不(bu)(bu)得(de)擅自刪除學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)電子學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)信(xin)(xin)息(xi)。未經義務教(jiao)(jiao)(jiao)育(yu)招生(sheng)平臺報名(ming)錄(lu)取的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)不(bu)(bu)予建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。對(dui)于未經學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)批準,不(bu)(bu)按學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)規定(ding)期限到校(xiao)(xiao)(xiao)辦理(li)注冊者,不(bu)(bu)予建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)。各區教(jiao)(jiao)(jiao)育(yu)行政(zheng)部門(men)要加(jia)強對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)工作的(de)核查,及時查處和(he)糾正學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)建檔過程中(zhong)的(de)不(bu)(bu)規范(fan)行為,嚴(yan)禁“人籍(ji)(ji)(ji)分離”。
四、建立考核和問責雙機制,確保招生工作全面落地
市、區教(jiao)(jiao)(jiao)育(yu)(yu)督導(dao)部門要(yao)將(jiang)中(zhong)(zhong)(zhong)小學(xue)招(zhao)(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)工作納(na)(na)入(ru)(ru)責任督學(xue)日常督導(dao)范(fan)圍,嚴肅(su)查處違(wei)反教(jiao)(jiao)(jiao)育(yu)(yu)部“十項嚴禁”紀律要(yao)求和省(sheng)教(jiao)(jiao)(jiao)育(yu)(yu)廳(ting)“六項規(gui)定”等違(wei)反招(zhao)(zhao)生(sheng)(sheng)政(zheng)策和紀律以及擾亂中(zhong)(zhong)(zhong)小學(xue)入(ru)(ru)學(xue)招(zhao)(zhao)生(sheng)(sheng)秩序的行(xing)為。對(dui)違(wei)規(gui)操作,查有實據,造成不良影響的單位和個人實行(xing)問責。對(dui)于未落實《中(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)央 國(guo)務院關于深化教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學(xue)改革(ge)全面提高義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)質量(liang)的意(yi)見》中(zhong)(zhong)(zhong)義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)規(gui)定要(yao)求,或者出現(xian)轄區內義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)階段(duan)學(xue)校(xiao)違(wei)規(gui)考試招(zhao)(zhao)生(sheng)(sheng)行(xing)為的,視同為落實中(zhong)(zhong)(zhong)央和國(guo)家重大政(zheng)策不力,納(na)(na)入(ru)(ru)政(zheng)府履行(xing)教(jiao)(jiao)(jiao)育(yu)(yu)職責評(ping)價(jia)。
