  為(wei)深入貫徹(che)習近平新(xin)(xin)時代(dai)中國(guo)特色社會主義(yi)思想和黨的(de)十九大精神(shen),全(quan)面貫徹(che)黨的(de)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)方(fang)針,落實立德樹人(ren)(ren)根本任務(wu)(wu),進一步(bu)規(gui)范普通(tong)(tong)中小學(xue)招(zhao)生入學(xue)秩序(xu),切實維(wei)護(hu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)公平,努力讓每個孩(hai)子(zi)都能享有公平而有質量的(de)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu),根據《中華人(ren)(ren)民共和國(guo)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)法》《中華人(ren)(ren)民共和國(guo)民辦(ban)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)促進法》和《中共中央 國(guo)務(wu)(wu)院關于深化教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)教(jiao)(jiao)(jiao)學(xue)改(gai)革(ge)全(quan)面提高(gao)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)質量的(de)意(yi)見(jian)(jian)》《國(guo)務(wu)(wu)院辦(ban)公廳(ting)關于新(xin)(xin)時代(dai)推進普通(tong)(tong)高(gao)中育(yu)(yu)(yu)(yu)人(ren)(ren)方(fang)式改(gai)革(ge)的(de)指(zhi)導意(yi)見(jian)(jian)》《廣東省教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)廳(ting)關于進一步(bu)規(gui)范普通(tong)(tong)中小學(xue)招(zhao)生入學(xue)工(gong)作(zuo)的(de)指(zhi)導意(yi)見(jian)(jian)》,以及《深圳市(shi)非深戶籍人(ren)(ren)員(yuan)子(zi)女接受義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)管(guan)理辦(ban)法》《中共深圳市(shi)委 深圳市(shi)人(ren)(ren)民政府印發(fa)(fa)〈關于推進教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)高(gao)質量發(fa)(fa)展的(de)意(yi)見(jian)(jian)〉的(de)通(tong)(tong)知》等法律法規(gui)、文(wen)件精神(shen),現就做好我(wo)市(shi)2020年普通(tong)(tong)中小學(xue)招(zhao)生入學(xue)工(gong)作(zuo)通(tong)(tong)知如下:

  一、規范義務教育(yu)招生行為(wei)

  (一)強化屬地責任,落實 “兩為(wei)主”

  1.落實“兩為(wei)主(zhu)”職(zhi)責。各(ge)區(qu)(qu)(qu)(含新(xin)區(qu)(qu)(qu)、深汕特別合作(zuo)區(qu)(qu)(qu),下同(tong))政府作(zuo)為(wei)發展和管(guan)理義(yi)(yi)務(wu)(wu)教(jiao)(jiao)育的(de)責任主(zhu)體和行為(wei)主(zhu)體,要強化責任意識,認(ren)真落實國家“兩為(wei)主(zhu)”要求,進一步提高進城務(wu)(wu)工(gong)人員隨遷(qian)子女在公辦(ban)義(yi)(yi)務(wu)(wu)教(jiao)(jiao)育學(xue)校就讀的(de)比例,增加公辦(ban)學(xue)位供給,統籌(chou)公辦(ban)民(min)辦(ban)學(xue)校招(zhao)生(sheng)(sheng),切實保(bao)障符(fu)合條件的(de)適齡兒童(tong)、少(shao)年接受義(yi)(yi)務(wu)(wu)教(jiao)(jiao)育的(de)權利(li)。堅決防止(zhi)將政府舉辦(ban)義(yi)(yi)務(wu)(wu)教(jiao)(jiao)育的(de)責任推向市場。各(ge)區(qu)(qu)(qu)要加強組織領(ling)導,成立義(yi)(yi)務(wu)(wu)教(jiao)(jiao)育招(zhao)生(sheng)(sheng)工(gong)作(zuo)領(ling)導小(xiao)組,主(zhu)管(guan)區(qu)(qu)(qu)領(ling)導為(wei)組長,及(ji)時妥善處理本(ben)區(qu)(qu)(qu)義(yi)(yi)務(wu)(wu)教(jiao)(jiao)育招(zhao)生(sheng)(sheng)中的(de)熱點難點問題,定期(qi)召開招(zhao)生(sheng)(sheng)工(gong)作(zuo)聯席會議,完(wan)善統籌(chou)協調工(gong)作(zuo)機制(zhi)。

  2.落實(shi)義務(wu)教育(yu)招(zhao)生(sheng)(sheng)管理(li)職(zhi)責。各(ge)區教育(yu)行(xing)政部(bu)門(men)(men)要切(qie)實(shi)加強對(dui)義務(wu)教育(yu)招(zhao)生(sheng)(sheng)工(gong)(gong)(gong)作(zuo)的(de)(de)組織和管理(li),做(zuo)好(hao)學(xue)(xue)(xue)位預(yu)(yu)測,及時(shi)公布學(xue)(xue)(xue)位供需情(qing)(qing)況(kuang),建(jian)立(li)招(zhao)生(sheng)(sheng)預(yu)(yu)警(jing)機制(zhi),合理(li)引導(dao)家長預(yu)(yu)期。要積極探索(suo)研制(zhi)招(zhao)生(sheng)(sheng)電子地圖,便于實(shi)時(shi)分析研判各(ge)學(xue)(xue)(xue)區學(xue)(xue)(xue)位供給動態變化情(qing)(qing)況(kuang),方便學(xue)(xue)(xue)生(sheng)(sheng)家長便捷查詢(xun)各(ge)學(xue)(xue)(xue)校招(zhao)生(sheng)(sheng)范圍及學(xue)(xue)(xue)位供給信息。要科學(xue)(xue)(xue)制(zhi)定(ding)(ding)招(zhao)生(sheng)(sheng)工(gong)(gong)(gong)作(zuo)方案(an),做(zuo)好(hao)網(wang)上(shang)招(zhao)生(sheng)(sheng)報名的(de)(de)組織工(gong)(gong)(gong)作(zuo),指導(dao)所屬(shu)學(xue)(xue)(xue)校及時(shi)、妥(tuo)善(shan)處(chu)理(li)招(zhao)生(sheng)(sheng)工(gong)(gong)(gong)作(zuo)中出現(xian)的(de)(de)信訪問題。要簡(jian)化入學(xue)(xue)(xue)手(shou)續(xu),加強部(bu)門(men)(men)聯(lian)(lian)動,充分利用現(xian)代信息技術手(shou)段實(shi)施多部(bu)門(men)(men)聯(lian)(lian)網(wang)審核驗證,共同做(zuo)好(hao)適(shi)齡兒童、少年的(de)(de)就讀資格驗核工(gong)(gong)(gong)作(zuo)。要加強風險預(yu)(yu)判,制(zhi)定(ding)(ding)完(wan)善(shan)應急預(yu)(yu)案(an),健(jian)全(quan)應急機制(zhi),及時(shi)發現(xian)并妥(tuo)善(shan)處(chu)置苗頭性、傾向性問題,快速穩妥(tuo)處(chu)理(li)突發事件,確保(bao)招(zhao)生(sheng)(sheng)入學(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)平(ping)穩有序。要加強對(dui)招(zhao)生(sheng)(sheng)入學(xue)(xue)(xue)工(gong)(gong)(gong)作(zuo)的(de)(de)監督檢查,建(jian)立(li)完(wan)善(shan)招(zhao)生(sheng)(sheng)入學(xue)(xue)(xue)監督工(gong)(gong)(gong)作(zuo)機制(zhi)。

  3.落實義務教育(yu)(yu)階段學(xue)校招生(sheng)(sheng)職責(ze)。各義務教育(yu)(yu)階段學(xue)校要規范招生(sheng)(sheng)行(xing)為,應當公(gong)示招生(sheng)(sheng)政策(ce)、招生(sheng)(sheng)計劃(hua)、招生(sheng)(sheng)片(pian)區(qu)、招生(sheng)(sheng)程(cheng)序、招生(sheng)(sheng)結果、咨詢(xun)投訴(su)電話,不得(de)擅(shan)自(zi)跨(kua)片(pian)區(qu)招生(sheng)(sheng),不得(de)擅(shan)自(zi)接(jie)收學(xue)生(sheng)(sheng)跨(kua)片(pian)區(qu)擇校就(jiu)讀。要指導適齡兒童(tong)、少年(nian)的(de)家(jia)長按時申請學(xue)位,按要求及時、準確提供就(jiu)讀信息。

  (二)堅持免試就近入學,合理確(que)定招(zhao)生范圍

  1.堅持免(mian)試就近(jin)入學。所(suo)(suo)有公(gong)辦民(min)辦學校都要嚴格遵守并全面落實義(yi)務教育免(mian)試入學規定。堅決(jue)整治公(gong)辦民(min)辦學校通過(guo)面試、面談(tan)、人機(ji)對話、體驗活動(dong)、簡歷材料等方式為(wei)依據的“掐尖”招生(sheng)、提(ti)前(qian)招生(sheng)、違(wei)規爭搶生(sheng)源的行為(wei)。市局(ju)直屬學校義(yi)務教育招生(sheng)工(gong)作納入所(suo)(suo)在區教育行政(zheng)部門(men)統一管理。

  2.合(he)理確定(ding)(ding)招(zhao)生(sheng)(sheng)范(fan)(fan)圍。各區教(jiao)育行(xing)(xing)(xing)(xing)政(zheng)(zheng)部門要(yao)嚴(yan)格按照(zhao)“學(xue)(xue)(xue)(xue)校(xiao)(xiao)劃片(pian)(pian)(pian)招(zhao)生(sheng)(sheng)、生(sheng)(sheng)源就近(jin)入學(xue)(xue)(xue)(xue)”的目(mu)標(biao)要(yao)求(qiu),綜(zong)合(he)考慮(lv)適(shi)齡兒(er)童、少(shao)年人數、學(xue)(xue)(xue)(xue)校(xiao)(xiao)分布、學(xue)(xue)(xue)(xue)校(xiao)(xiao)規模、交通狀況(kuang)等(deng)因(yin)素,采(cai)取單校(xiao)(xiao)劃片(pian)(pian)(pian)或多校(xiao)(xiao)劃片(pian)(pian)(pian)等(deng)方式,為每所公辦義務(wu)教(jiao)育學(xue)(xue)(xue)(xue)校(xiao)(xiao)劃定(ding)(ding)服務(wu)片(pian)(pian)(pian)區范(fan)(fan)圍,確保各片(pian)(pian)(pian)區之間(jian)教(jiao)育資(zi)源大致均衡。在對學(xue)(xue)(xue)(xue)校(xiao)(xiao)原招(zhao)生(sheng)(sheng)范(fan)(fan)圍進(jin)行(xing)(xing)(xing)(xing)較大調整時,要(yao)充分聽取群(qun)眾(zhong)意見,審慎論證,提前公告。片(pian)(pian)(pian)區確定(ding)(ding)后,應在一段時期內(nei)保持相對穩定(ding)(ding)。民辦義務(wu)教(jiao)育學(xue)(xue)(xue)(xue)校(xiao)(xiao)原則(ze)上面向(xiang)本(ben)區范(fan)(fan)圍內(nei)招(zhao)生(sheng)(sheng),在滿足(zu)本(ben)區符合(he)條件的適(shi)齡兒(er)童、少(shao)年入學(xue)(xue)(xue)(xue)需(xu)求(qiu)后,仍有剩(sheng)余招(zhao)生(sheng)(sheng)計劃且有住宿(su)條件的,經(jing)學(xue)(xue)(xue)(xue)校(xiao)(xiao)申(shen)請(qing),區教(jiao)育行(xing)(xing)(xing)(xing)政(zheng)(zheng)部門審核,報市教(jiao)育局同(tong)意,可跨區招(zhao)收少(shao)量學(xue)(xue)(xue)(xue)生(sheng)(sheng)。民辦義務(wu)教(jiao)育學(xue)(xue)(xue)(xue)校(xiao)(xiao)應在教(jiao)育行(xing)(xing)(xing)(xing)政(zheng)(zheng)部門核定(ding)(ding)的招(zhao)生(sheng)(sheng)范(fan)(fan)圍內(nei)招(zhao)生(sheng)(sheng)。

  (三(san))剛性實(shi)(shi)施(shi)入學(xue)政(zheng)(zheng)策,完善(shan)積(ji)(ji)分(fen)(fen)入學(xue)細(xi)則。所有公辦(ban)民辦(ban)學(xue)校要(yao)(yao)嚴格按照《深(shen)圳(zhen)市(shi)非(fei)深(shen)戶籍人(ren)員(yuan)子(zi)(zi)女(nv)接受義務教(jiao)育(yu)(yu)(yu)管(guan)理(li)辦(ban)法》規定(ding)的入學(xue)條件招生。各(ge)區教(jiao)育(yu)(yu)(yu)行政(zheng)(zheng)部門要(yao)(yao)不斷優(you)化和完善(shan)積(ji)(ji)分(fen)(fen)入學(xue)實(shi)(shi)施(shi)細(xi)則,充分(fen)(fen)體現教(jiao)育(yu)(yu)(yu)公平,合(he)理(li)設置積(ji)(ji)分(fen)(fen)類別(bie)、項(xiang)目、標(biao)準和分(fen)(fen)值,根據積(ji)(ji)分(fen)(fen)情況和招生計劃安(an)(an)排(pai)學(xue)位(wei)(wei),實(shi)(shi)施(shi)過程中要(yao)(yao)做到積(ji)(ji)分(fen)(fen)標(biao)準、積(ji)(ji)分(fen)(fen)結果(guo)、學(xue)位(wei)(wei)安(an)(an)排(pai)“三(san)公開”。積(ji)(ji)分(fen)(fen)入學(xue)細(xi)則要(yao)(yao)充分(fen)(fen)征求轄區居民意見,在招生工(gong)作實(shi)(shi)施(shi)前報市(shi)教(jiao)育(yu)(yu)(yu)局備(bei)案。2020年全面取消各(ge)類特長生招生。對烈士(shi)子(zi)(zi)女(nv)、符合(he)條件的現役軍人(ren)子(zi)(zi)女(nv)及(ji)復(fu)退軍人(ren)子(zi)(zi)女(nv)、消防救援隊伍人(ren)員(yuan)子(zi)(zi)女(nv)、公安(an)(an)英(ying)模和因公犧牲傷(shang)殘警察子(zi)(zi)女(nv)、高層次人(ren)才子(zi)(zi)女(nv)等享受優(you)惠(hui)政(zheng)(zheng)策人(ren)員(yuan)子(zi)(zi)女(nv)實(shi)(shi)施(shi)教(jiao)育(yu)(yu)(yu)優(you)待政(zheng)(zheng)策,并向(xiang)社會公示(shi)。

  (四)完善民(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)管(guan)理(li)。各(ge)區(qu)教(jiao)育(yu)(yu)行(xing)(xing)政部(bu)門(men)要將民(min)辦(ban)(ban)(ban)(ban)義(yi)務(wu)教(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)納入統(tong)(tong)一(yi)(yi)管(guan)理(li),與公辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)同步招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)。民(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)的(de)(de)(de)(de)學(xue)(xue)位由政府統(tong)(tong)籌安排或者政府直接向(xiang)民(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)購買學(xue)(xue)位的(de)(de)(de)(de),具(ju)體(ti)辦(ban)(ban)(ban)(ban)法(fa)(fa)由區(qu)教(jiao)育(yu)(yu)行(xing)(xing)政部(bu)門(men)確定。要進一(yi)(yi)步加(jia)強對(dui)民(min)辦(ban)(ban)(ban)(ban)義(yi)務(wu)教(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)工作指導和(he)管(guan)理(li),統(tong)(tong)一(yi)(yi)規范學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)報讀(du)民(min)辦(ban)(ban)(ban)(ban)義(yi)務(wu)教(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)的(de)(de)(de)(de)方法(fa)(fa)和(he)途(tu)徑。民(min)辦(ban)(ban)(ban)(ban)義(yi)務(wu)教(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)的(de)(de)(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃和(he)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)方案,要報主管(guan)教(jiao)育(yu)(yu)行(xing)(xing)政部(bu)門(men)審核后(hou)實施(shi)。2020年對(dui)面向(xiang)全區(qu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)且(qie)報名人數(shu)超過(guo)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃數(shu)的(de)(de)(de)(de)民(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao),全部(bu)實行(xing)(xing)電(dian)腦(nao)(nao)隨(sui)(sui)機搖(yao)號(hao)錄(lu)取(qu)。辦(ban)(ban)(ban)(ban)學(xue)(xue)層次同時包括小學(xue)(xue)和(he)初中(zhong)的(de)(de)(de)(de)民(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao),應首(shou)先通過(guo)直升或電(dian)腦(nao)(nao)隨(sui)(sui)機搖(yao)號(hao)方式招(zhao)(zhao)收本校(xiao)(xiao)自愿報讀(du)初中(zhong)的(de)(de)(de)(de)小學(xue)(xue)畢業(ye)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng),剩(sheng)余的(de)(de)(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)劃應公開報名,實行(xing)(xing)電(dian)腦(nao)(nao)隨(sui)(sui)機搖(yao)號(hao)錄(lu)取(qu)。民(min)辦(ban)(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)電(dian)腦(nao)(nao)隨(sui)(sui)機搖(yao)號(hao)錄(lu)取(qu)的(de)(de)(de)(de)實施(shi)辦(ban)(ban)(ban)(ban)法(fa)(fa)由市(shi)教(jiao)育(yu)(yu)局(ju)統(tong)(tong)一(yi)(yi)制(zhi)定,各(ge)區(qu)教(jiao)育(yu)(yu)行(xing)(xing)政部(bu)門(men)制(zhi)定操作細則并(bing)組織實施(shi)。電(dian)腦(nao)(nao)隨(sui)(sui)機錄(lu)取(qu)工作要做到全程錄(lu)像(xiang),并(bing)邀請公證(zheng)機構人員、紀檢人員、人大(da)代表(biao)、政協委員、新聞媒體(ti)代表(biao)和(he)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)家長代表(biao)全程監督。

  (五)提高殘疾兒童少年入學率,提升特殊教育質量。各區要按國家要求,確保2020年殘疾兒童、少年義務教育入學率達到95%以上。按照“全覆蓋、零拒絕”的要求,根據適齡殘疾兒童、少年的實際情況,制訂教育安置方案,落實“一人一案”,通過普通學校就讀、特殊教育學校就讀、送教上門等多種方式,逐一做好入學安置工作。原則上各區要建設至少1所獨立設置的義務教育階段綜合性特殊教育學校。招收殘疾學生5人以上的普通學校要按規定建設特殊教育資源教室,按標準配備專職資源教師。市、區特殊教育學校科學設置招生類別、學段,錯位發展,協調發展。視力障礙教育、聽力障礙教育以市為主,智力障礙等其他(ta)類型(xing)的(de)義務教育以區為主。市屬特殊教育學校要擴大(da)高中階段招(zhao)生規模,讓完成義務教育的(de)殘疾學生都能接受(shou)適宜的(de)高中階段教育。

  (六)加強招(zhao)生(sheng)(sheng)(sheng)計(ji)劃管理(li),消(xiao)除大班額(e)(e)(e)。各(ge)區教(jiao)育行政部(bu)門(men)要結合學校辦學規模、辦學條(tiao)件,科學核(he)定公(gong)辦民(min)辦學校招(zhao)生(sheng)(sheng)(sheng)計(ji)劃,于招(zhao)生(sheng)(sheng)(sheng)工作啟(qi)動前1周(zhou)向社(she)會公(gong)布。嚴格(ge)控(kong)制存在大班額(e)(e)(e)和大校額(e)(e)(e)學校的招(zhao)生(sheng)(sheng)(sheng)計(ji)劃。嚴禁(jin)超計(ji)劃招(zhao)生(sheng)(sheng)(sheng),各(ge)義(yi)務(wu)教(jiao)育學校起始年級嚴格(ge)按照標準班額(e)(e)(e)招(zhao)生(sheng)(sheng)(sheng),堅(jian)決(jue)防止產(chan)生(sheng)(sheng)(sheng)新(xin)的大班額(e)(e)(e),確保2020年基(ji)本消(xiao)除大班額(e)(e)(e)。

  (七(qi))落(luo)實控輟保(bao)(bao)(bao)(bao)學(xue)(xue)(xue)法(fa)定職(zhi)責。各區(qu)教(jiao)育(yu)行(xing)政部門和(he)學(xue)(xue)(xue)校要(yao)嚴格落(luo)實《義務教(jiao)育(yu)法(fa)》《未成(cheng)年(nian)(nian)人保(bao)(bao)(bao)(bao)護法(fa)》等法(fa)律(lv)規定,依法(fa)保(bao)(bao)(bao)(bao)障適(shi)齡兒童、少(shao)年(nian)(nian)接(jie)受義務教(jiao)育(yu)的權利,要(yao)嚴格履行(xing)控輟保(bao)(bao)(bao)(bao)學(xue)(xue)(xue)法(fa)定職(zhi)責,完(wan)善聯(lian)(lian)控聯(lian)(lian)保(bao)(bao)(bao)(bao)工作機制(zhi)(zhi),落(luo)實失學(xue)(xue)(xue)輟學(xue)(xue)(xue)學(xue)(xue)(xue)生勸返復學(xue)(xue)(xue)、登記和(he)書(shu)面報告責任制(zhi)(zhi)度,建立(li)完(wan)善控輟保(bao)(bao)(bao)(bao)學(xue)(xue)(xue)工作臺賬,共同做好控輟保(bao)(bao)(bao)(bao)學(xue)(xue)(xue)工作。適(shi)齡兒童、少(shao)年(nian)(nian)因身體狀(zhuang)況確需延緩入學(xue)(xue)(xue)或者休學(xue)(xue)(xue)的,其(qi)父母(mu)或者其(qi)他法(fa)定監護人應(ying)當提出(chu)申請,由所在區(qu)教(jiao)育(yu)行(xing)政部門批準。依法(fa)查(cha)處以在家學(xue)(xue)(xue)習、接(jie)受“私塾”“讀經班”等培(pei)訓(xun)替代國(guo)家統一(yi)實施的義務教(jiao)育(yu)的行(xing)為。嚴格外籍人員子(zi)女學(xue)(xue)(xue)校招生管理,不得招收中國(guo)籍學(xue)(xue)(xue)生。

  二、加(jia)強(qiang)普通高中招(zhao)生管(guan)理

  (一(yi)(yi)(yi))剛性(xing)執(zhi)行(xing)高(gao)中(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃。各區教育(yu)(yu)行(xing)政(zheng)部(bu)門和高(gao)中(zhong)學(xue)(xue)校(xiao)(xiao)(xiao)要提高(gao)政(zheng)治(zhi)站位(wei),響應市民對于我市高(gao)中(zhong)學(xue)(xue)位(wei)供需矛盾關切,嚴(yan)格按(an)照教育(yu)(yu)部(bu)門下發的招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃文件執(zhi)行(xing)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃和招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)范圍(wei),不得隨(sui)意變更招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)規(gui)模。招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃一(yi)(yi)(yi)經下達,原則上不再受理調整招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃的申請,確保招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃的嚴(yan)肅性(xing)。各級教育(yu)(yu)行(xing)政(zheng)部(bu)門、各高(gao)中(zhong)階段學(xue)(xue)校(xiao)(xiao)(xiao)根據招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃的要求,認(ren)真做好(hao)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)的各項準備工(gong)作,確保學(xue)(xue)校(xiao)(xiao)(xiao)正(zheng)常開學(xue)(xue)。民辦(ban)學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)納入統一(yi)(yi)(yi)管理,并與公辦(ban)學(xue)(xue)校(xiao)(xiao)(xiao)同步招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)。各校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃的執(zhi)行(xing)情況,將作為學(xue)(xue)校(xiao)(xiao)(xiao)自主招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)計(ji)(ji)(ji)劃安(an)排、規(gui)范辦(ban)學(xue)(xue)、辦(ban)學(xue)(xue)水(shui)平、辦(ban)學(xue)(xue)效益評估以及評先、評優等的主要指標(biao)。全市公辦(ban)高(gao)中(zhong)學(xue)(xue)校(xiao)(xiao)(xiao)應堅持滿規(gui)模招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)。2020年全面取消直升生(sheng)。

  (二)落實指標(biao)到(dao)校(xiao)政策。認真落實指標(biao)到(dao)校(xiao)政策要求,每(mei)所優質普(pu)通高(gao)中學(xue)校(xiao)要安(an)排不低于50%的招生名(ming)額,主(zhu)要按初(chu)中學(xue)校(xiao)在校(xiao)生數,直接(jie)分配到(dao)全市(shi)各初(chu)中學(xue)校(xiao)(含民辦),促進義務教(jiao)育均衡發展(zhan)和初(chu)中教(jiao)育質量全面提高(gao)。

  (三)統(tong)(tong)籌規(gui)(gui)范(fan)全(quan)(quan)市(shi)高中(zhong)自主招(zhao)(zhao)(zhao)生(sheng)(sheng)工作(zuo)(zuo)。根據廣東(dong)省教育廳關于(yu)進一步完善(shan)和規(gui)(gui)范(fan)自主招(zhao)(zhao)(zhao)生(sheng)(sheng)的(de)(de)相關要求,市(shi)教育局(ju)全(quan)(quan)面統(tong)(tong)籌高中(zhong)自主招(zhao)(zhao)(zhao)生(sheng)(sheng)工作(zuo)(zuo),規(gui)(gui)范(fan)普通(tong)(tong)高中(zhong)學(xue)校(xiao)開展自主招(zhao)(zhao)(zhao)生(sheng)(sheng)改革試(shi)點,自主招(zhao)(zhao)(zhao)生(sheng)(sheng)比例原則上(shang)不超過學(xue)校(xiao)年度招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃的(de)(de)10%。自主招(zhao)(zhao)(zhao)生(sheng)(sheng)對(dui)象(xiang)主要為(wei)具(ju)有創新潛質和學(xue)科特(te)長的(de)(de)學(xue)生(sheng)(sheng)。2020年全(quan)(quan)市(shi)普通(tong)(tong)高中(zhong)自主招(zhao)(zhao)(zhao)生(sheng)(sheng)按(an)照(zhao)市(shi)教育局(ju)出臺制(zhi)定的(de)(de)《深圳市(shi)教育局(ju)關于(yu)做好2020年普通(tong)(tong)高中(zhong)學(xue)校(xiao)自主招(zhao)(zhao)(zhao)生(sheng)(sheng)工作(zuo)(zuo)的(de)(de)通(tong)(tong)知》實施(shi)。

  (四)規范學(xue)校(xiao)(xiao)招生(sheng)行為(wei)。積極探索基于初中學(xue)業(ye)水平考(kao)試成績、結合綜合素(su)質表現評價(jia)的高(gao)中階(jie)段學(xue)校(xiao)(xiao)考(kao)試招生(sheng)錄取模式(shi)。所有高(gao)中學(xue)校(xiao)(xiao)(含民辦普通(tong)高(gao)中)需嚴(yan)格(ge)按(an)照規定的招生(sheng)范圍、招生(sheng)計劃、招生(sheng)時間、招生(sheng)方式(shi)進行統一(yi)招生(sheng),嚴(yan)禁(jin)違規爭(zheng)搶生(sheng)源、“掐尖”招生(sheng)、跨(kua)市招生(sheng)、超計劃招生(sheng)和(he)提前招生(sheng),嚴(yan)禁(jin)招收“掛讀生(sheng)”、“擇校(xiao)(xiao)生(sheng)”和(he)變相招收“借(jie)讀生(sheng)”。嚴(yan)格(ge)控(kong)制(zhi)加分(fen)項目及分(fen)值,規范資格(ge)審查制(zhi)度。

  三、加強新生(sheng)入(ru)學管(guan)理

  (一)加(jia)強學(xue)(xue)生分班(ban)(ban)(ban)管理(li)。各義務教育(yu)階段(duan)學(xue)(xue)校要實(shi)行均(jun)衡(heng)編(bian)(bian)班(ban)(ban)(ban),嚴(yan)禁舉辦重(zhong)點班(ban)(ban)(ban),包括(kuo)以(yi)特長班(ban)(ban)(ban)、特色(se)班(ban)(ban)(ban)、快慢班(ban)(ban)(ban)、尖子(zi)班(ban)(ban)(ban)、興趣班(ban)(ban)(ban)和(he)(he)“奧賽(sai)”班(ban)(ban)(ban)、實(shi)驗(yan)班(ban)(ban)(ban)、國際班(ban)(ban)(ban)等(deng)名義的(de)變(bian)相重(zhong)點班(ban)(ban)(ban)。普通高(gao)中學(xue)(xue)校要根據普通高(gao)中課(ke)(ke)程(cheng)方案和(he)(he)學(xue)(xue)生選課(ke)(ke)情況,合(he)理(li)排課(ke)(ke)編(bian)(bian)班(ban)(ban)(ban),科(ke)學(xue)(xue)制訂選課(ke)(ke)走班(ban)(ban)(ban)指南和(he)(he)課(ke)(ke)程(cheng)實(shi)施(shi)方案,確保課(ke)(ke)程(cheng)之(zhi)間、年(nian)級(ji)之(zhi)間的(de)均(jun)衡(heng)性(xing)和(he)(he)學(xue)(xue)科(ke)學(xue)(xue)習的(de)連(lian)貫性(xing)。

  (二(er))嚴格(ge)規(gui)范學(xue)(xue)(xue)(xue)籍(ji)管理。學(xue)(xue)(xue)(xue)校(xiao)應當從學(xue)(xue)(xue)(xue)生入學(xue)(xue)(xue)(xue)之(zhi)日起1個月內為(wei)學(xue)(xue)(xue)(xue)生建立(li)(li)(li)學(xue)(xue)(xue)(xue)籍(ji)檔案,其中,殘疾程度較(jiao)重、無法進入學(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)習的(de)(de)學(xue)(xue)(xue)(xue)生,由承(cheng)擔送教上門的(de)(de)學(xue)(xue)(xue)(xue)校(xiao)建立(li)(li)(li)學(xue)(xue)(xue)(xue)籍(ji)。學(xue)(xue)(xue)(xue)校(xiao)要嚴格(ge)落實學(xue)(xue)(xue)(xue)籍(ji)管理“一人一籍(ji),籍(ji)隨人走”的(de)(de)要求,不(bu)(bu)(bu)得以虛(xu)假信(xin)息建立(li)(li)(li)學(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)籍(ji),不(bu)(bu)(bu)得重復(fu)建立(li)(li)(li)學(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)籍(ji),不(bu)(bu)(bu)得擅自刪除學(xue)(xue)(xue)(xue)生電子(zi)學(xue)(xue)(xue)(xue)籍(ji)信(xin)息。未經(jing)義務(wu)教育招生平(ping)臺(tai)報(bao)名錄取的(de)(de)學(xue)(xue)(xue)(xue)生不(bu)(bu)(bu)予(yu)建立(li)(li)(li)學(xue)(xue)(xue)(xue)籍(ji)。對于未經(jing)學(xue)(xue)(xue)(xue)校(xiao)批準,不(bu)(bu)(bu)按學(xue)(xue)(xue)(xue)校(xiao)規(gui)定(ding)期限到校(xiao)辦理注冊者,不(bu)(bu)(bu)予(yu)以建立(li)(li)(li)學(xue)(xue)(xue)(xue)籍(ji)。各區教育行政主管部(bu)門要加強(qiang)對學(xue)(xue)(xue)(xue)籍(ji)工作的(de)(de)核查,及時查處和糾(jiu)正學(xue)(xue)(xue)(xue)籍(ji)建檔過程中的(de)(de)不(bu)(bu)(bu)規(gui)范行為(wei),嚴禁“人籍(ji)分離”、“雙重學(xue)(xue)(xue)(xue)籍(ji)”等(deng)情況(kuang)出現。

  (三)加(jia)強(qiang)課(ke)(ke)程(cheng)(cheng)教(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)(cai)管(guan)理(li)。各區教(jiao)(jiao)(jiao)育(yu)(yu)行政(zheng)部門要(yao)加(jia)強(qiang)對(dui)教(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)(cai)使(shi)用(yong)情況的檢查,嚴(yan)格遵照《中(zhong)共(gong)中(zhong)央 國(guo)(guo)務(wu)院(yuan)關(guan)于深化教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學改革全(quan)面(mian)提高義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)質量(liang)的意見》和《中(zhong)小學教(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)(cai)管(guan)理(li)辦(ban)法(fa)》要(yao)求,不得以地(di)方課(ke)(ke)程(cheng)(cheng)教(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)(cai)、校本課(ke)(ke)程(cheng)(cheng)教(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)(cai)等替代(dai)國(guo)(guo)家課(ke)(ke)程(cheng)(cheng)教(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)(cai)。義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)學校不得引進(jin)境外(wai)課(ke)(ke)程(cheng)(cheng)、使(shi)用(yong)境外(wai)教(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)(cai)、使(shi)用(yong)未(wei)經審定教(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)(cai)。普通高中(zhong)選用(yong)境外(wai)教(jiao)(jiao)(jiao)材(cai)(cai)(cai)(cai)(cai),按照國(guo)(guo)家有關(guan)政(zheng)策執(zhi)行。

  四、建立(li)考核(he)和(he)問責(ze)雙機制,確(que)保(bao)招生工作(zuo)全(quan)面落地(di)

  市(shi)、區教(jiao)(jiao)(jiao)(jiao)育(yu)督(du)導部門要將中(zhong)(zhong)小(xiao)學(xue)招生(sheng)(sheng)入(ru)學(xue)工作納入(ru)責任督(du)學(xue)日常督(du)導范(fan)圍,嚴肅查處違(wei)反教(jiao)(jiao)(jiao)(jiao)育(yu)部“十項(xiang)嚴禁(jin)”紀律要求和省教(jiao)(jiao)(jiao)(jiao)育(yu)廳(ting)“六項(xiang)規定(ding)(ding)”等違(wei)反招生(sheng)(sheng)政(zheng)策和紀律以及擾亂中(zhong)(zhong)小(xiao)學(xue)入(ru)學(xue)招生(sheng)(sheng)秩序(xu)的(de)行(xing)為。對違(wei)規操(cao)作,查有(you)實(shi)據,造(zao)成重大輿(yu)情,引發(fa)社會不穩定(ding)(ding),造(zao)成不良影響的(de)單位和個(ge)人(ren)實(shi)行(xing)問責。對于未落實(shi)《中(zhong)(zhong)共中(zhong)(zhong)央 國(guo)務(wu)院關于深化教(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)改革全面提高義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)質量(liang)的(de)意見》中(zhong)(zhong)義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)招生(sheng)(sheng)入(ru)學(xue)規定(ding)(ding)要求,或者出(chu)現轄區內義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)階段學(xue)校違(wei)規考試招生(sheng)(sheng)行(xing)為的(de),視同(tong)為落實(shi)中(zhong)(zhong)央和國(guo)家重大政(zheng)策不力,納入(ru)政(zheng)府履(lv)行(xing)教(jiao)(jiao)(jiao)(jiao)育(yu)職責評價。
