  為深(shen)入(ru)貫徹習(xi)近平新(xin)時(shi)代(dai)中(zhong)(zhong)(zhong)國特色社會主義(yi)思想和黨的十九大(da)精神(shen),全(quan)面貫徹黨的教(jiao)育(yu)(yu)方(fang)針,落(luo)實(shi)立德(de)樹(shu)人根本任(ren)務(wu),進(jin)一步(bu)規范(fan)普通(tong)(tong)中(zhong)(zhong)(zhong)小學(xue)(xue)(xue)招生(sheng)入(ru)學(xue)(xue)(xue)秩(zhi)序,切實(shi)維護教(jiao)育(yu)(yu)公平,努力讓(rang)每個孩子(zi)(zi)都能享(xiang)有(you)公平而(er)有(you)質量(liang)的教(jiao)育(yu)(yu),根據《中(zhong)(zhong)(zhong)華人民(min)共(gong)(gong)和國義(yi)務(wu)教(jiao)育(yu)(yu)法(fa)》《中(zhong)(zhong)(zhong)華人民(min)共(gong)(gong)和國民(min)辦(ban)(ban)教(jiao)育(yu)(yu)促進(jin)法(fa)》和《中(zhong)(zhong)(zhong)共(gong)(gong)中(zhong)(zhong)(zhong)央 國務(wu)院關于(yu)深(shen)化教(jiao)育(yu)(yu)教(jiao)學(xue)(xue)(xue)改革全(quan)面提高(gao)義(yi)務(wu)教(jiao)育(yu)(yu)質量(liang)的意(yi)見(jian)(jian)》《國務(wu)院辦(ban)(ban)公廳關于(yu)新(xin)時(shi)代(dai)推進(jin)普通(tong)(tong)高(gao)中(zhong)(zhong)(zhong)育(yu)(yu)人方(fang)式改革的指(zhi)導(dao)意(yi)見(jian)(jian)》《廣東(dong)省教(jiao)育(yu)(yu)廳關于(yu)進(jin)一步(bu)規范(fan)普通(tong)(tong)中(zhong)(zhong)(zhong)小學(xue)(xue)(xue)招生(sheng)入(ru)學(xue)(xue)(xue)工作的指(zhi)導(dao)意(yi)見(jian)(jian)》,以及《深(shen)圳市(shi)非深(shen)戶籍人員(yuan)子(zi)(zi)女(nv)接受義(yi)務(wu)教(jiao)育(yu)(yu)管理辦(ban)(ban)法(fa)》《中(zhong)(zhong)(zhong)共(gong)(gong)深(shen)圳市(shi)委 深(shen)圳市(shi)人民(min)政府印發〈關于(yu)推進(jin)教(jiao)育(yu)(yu)高(gao)質量(liang)發展的意(yi)見(jian)(jian)〉的通(tong)(tong)知》等法(fa)律(lv)法(fa)規、文件精神(shen),現就做好我市(shi)2020年普通(tong)(tong)中(zhong)(zhong)(zhong)小學(xue)(xue)(xue)招生(sheng)入(ru)學(xue)(xue)(xue)工作通(tong)(tong)知如下:

  一、規(gui)范義務教(jiao)育招生行(xing)為

  (一)強(qiang)化屬地責(ze)任,落實 “兩為主”

  1.落實“兩為主”職責。各區(qu)(含新區(qu)、深汕特別(bie)合作區(qu),下同)政府(fu)作為發展和管理義(yi)(yi)務教(jiao)育(yu)(yu)(yu)的(de)(de)責任(ren)主體(ti)和行(xing)為主體(ti),要強(qiang)化責任(ren)意識,認(ren)真落實國家(jia)“兩為主”要求,進(jin)一步提高進(jin)城務工(gong)(gong)人員隨遷子(zi)女在(zai)公(gong)辦(ban)義(yi)(yi)務教(jiao)育(yu)(yu)(yu)學校(xiao)就讀的(de)(de)比(bi)例,增加公(gong)辦(ban)學位供給,統籌公(gong)辦(ban)民辦(ban)學校(xiao)招(zhao)(zhao)(zhao)生(sheng),切實保(bao)障符合條件(jian)的(de)(de)適(shi)齡兒童、少年接受義(yi)(yi)務教(jiao)育(yu)(yu)(yu)的(de)(de)權(quan)利。堅決防(fang)止將政府(fu)舉辦(ban)義(yi)(yi)務教(jiao)育(yu)(yu)(yu)的(de)(de)責任(ren)推(tui)向市場。各區(qu)要加強(qiang)組織領導(dao),成立義(yi)(yi)務教(jiao)育(yu)(yu)(yu)招(zhao)(zhao)(zhao)生(sheng)工(gong)(gong)作領導(dao)小組,主管區(qu)領導(dao)為組長,及時妥善處理本區(qu)義(yi)(yi)務教(jiao)育(yu)(yu)(yu)招(zhao)(zhao)(zhao)生(sheng)中(zhong)的(de)(de)熱點(dian)難點(dian)問題,定期(qi)召(zhao)開(kai)招(zhao)(zhao)(zhao)生(sheng)工(gong)(gong)作聯席會(hui)議(yi),完善統籌協調工(gong)(gong)作機(ji)制。

  2.落(luo)實(shi)義務教育(yu)(yu)招(zhao)生(sheng)(sheng)(sheng)管理(li)職責。各區教育(yu)(yu)行政(zheng)部門(men)要(yao)切實(shi)加(jia)強(qiang)(qiang)對義務教育(yu)(yu)招(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)的(de)組織(zhi)和管理(li),做好學(xue)(xue)(xue)位預(yu)測,及(ji)時(shi)(shi)公布學(xue)(xue)(xue)位供(gong)需情(qing)況,建立招(zhao)生(sheng)(sheng)(sheng)預(yu)警(jing)機制(zhi)(zhi),合理(li)引導(dao)家(jia)長(chang)預(yu)期。要(yao)積極探索研制(zhi)(zhi)招(zhao)生(sheng)(sheng)(sheng)電(dian)子地圖,便(bian)于實(shi)時(shi)(shi)分析研判各學(xue)(xue)(xue)區學(xue)(xue)(xue)位供(gong)給(gei)動態變(bian)化情(qing)況,方便(bian)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)家(jia)長(chang)便(bian)捷查詢(xun)各學(xue)(xue)(xue)校招(zhao)生(sheng)(sheng)(sheng)范(fan)圍及(ji)學(xue)(xue)(xue)位供(gong)給(gei)信(xin)(xin)息。要(yao)科學(xue)(xue)(xue)制(zhi)(zhi)定招(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)方案,做好網(wang)上招(zhao)生(sheng)(sheng)(sheng)報名的(de)組織(zhi)工(gong)作(zuo)(zuo),指導(dao)所屬學(xue)(xue)(xue)校及(ji)時(shi)(shi)、妥(tuo)(tuo)善處理(li)招(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)中出現的(de)信(xin)(xin)訪(fang)問題(ti)(ti)。要(yao)簡化入(ru)學(xue)(xue)(xue)手續,加(jia)強(qiang)(qiang)部門(men)聯(lian)動,充分利用現代信(xin)(xin)息技術手段實(shi)施多(duo)部門(men)聯(lian)網(wang)審核驗證,共同做好適齡兒童、少年的(de)就讀資格驗核工(gong)作(zuo)(zuo)。要(yao)加(jia)強(qiang)(qiang)風險預(yu)判,制(zhi)(zhi)定完善應急預(yu)案,健全應急機制(zhi)(zhi),及(ji)時(shi)(shi)發現并妥(tuo)(tuo)善處置苗頭性、傾向(xiang)性問題(ti)(ti),快速穩妥(tuo)(tuo)處理(li)突發事件,確保招(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)工(gong)作(zuo)(zuo)平穩有序。要(yao)加(jia)強(qiang)(qiang)對招(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)工(gong)作(zuo)(zuo)的(de)監督(du)檢查,建立完善招(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)(xue)監督(du)工(gong)作(zuo)(zuo)機制(zhi)(zhi)。

  3.落(luo)實義(yi)務教育(yu)階(jie)段(duan)學(xue)校招(zhao)生職責。各義(yi)務教育(yu)階(jie)段(duan)學(xue)校要(yao)(yao)規范招(zhao)生行為,應(ying)當(dang)公示招(zhao)生政策、招(zhao)生計劃、招(zhao)生片(pian)區、招(zhao)生程(cheng)序、招(zhao)生結果、咨詢(xun)投訴電話,不得擅(shan)自(zi)跨片(pian)區招(zhao)生,不得擅(shan)自(zi)接收學(xue)生跨片(pian)區擇校就讀。要(yao)(yao)指導適齡(ling)兒童、少(shao)年的家(jia)長按時申請學(xue)位,按要(yao)(yao)求及時、準(zhun)確提供就讀信息。

  (二)堅持免(mian)試就(jiu)近入(ru)學,合理(li)確定招生范(fan)圍

  1.堅(jian)持免試就近入(ru)學(xue)(xue)。所有公辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)校(xiao)都(dou)要(yao)嚴格遵守并全面落(luo)實義務(wu)教育免試入(ru)學(xue)(xue)規定。堅(jian)決整治(zhi)公辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)校(xiao)通過面試、面談、人機對話、體驗活動(dong)、簡歷材料等方式(shi)為依(yi)據的“掐(qia)尖”招生(sheng)、提前(qian)招生(sheng)、違(wei)規爭搶(qiang)生(sheng)源的行為。市局直屬學(xue)(xue)校(xiao)義務(wu)教育招生(sheng)工作(zuo)納入(ru)所在區教育行政部門統一(yi)管理。

  2.合理確(que)定(ding)(ding)(ding)招(zhao)生(sheng)(sheng)范圍(wei)(wei)。各(ge)區(qu)(qu)(qu)(qu)教(jiao)育(yu)(yu)(yu)行政(zheng)部門(men)要嚴(yan)格按照“學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)劃(hua)(hua)片(pian)招(zhao)生(sheng)(sheng)、生(sheng)(sheng)源(yuan)就(jiu)近入學(xue)(xue)(xue)(xue)”的目標要求,綜合考慮適齡(ling)兒童、少(shao)(shao)年人數、學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)分(fen)布、學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)規模、交(jiao)通狀況(kuang)等因素,采(cai)取(qu)單校(xiao)(xiao)(xiao)(xiao)劃(hua)(hua)片(pian)或(huo)多校(xiao)(xiao)(xiao)(xiao)劃(hua)(hua)片(pian)等方式,為每所公(gong)辦義務教(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)劃(hua)(hua)定(ding)(ding)(ding)服務片(pian)區(qu)(qu)(qu)(qu)范圍(wei)(wei),確(que)保各(ge)片(pian)區(qu)(qu)(qu)(qu)之間(jian)教(jiao)育(yu)(yu)(yu)資源(yuan)大致(zhi)均衡。在對學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)原招(zhao)生(sheng)(sheng)范圍(wei)(wei)進行較大調整時(shi),要充分(fen)聽取(qu)群(qun)眾意(yi)(yi)見,審慎(shen)論證(zheng),提前公(gong)告(gao)。片(pian)區(qu)(qu)(qu)(qu)確(que)定(ding)(ding)(ding)后,應在一段時(shi)期內保持相(xiang)對穩定(ding)(ding)(ding)。民辦義務教(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)原則上面向本區(qu)(qu)(qu)(qu)范圍(wei)(wei)內招(zhao)生(sheng)(sheng),在滿足本區(qu)(qu)(qu)(qu)符合條(tiao)件(jian)的適齡(ling)兒童、少(shao)(shao)年入學(xue)(xue)(xue)(xue)需求后,仍有剩余招(zhao)生(sheng)(sheng)計劃(hua)(hua)且有住宿條(tiao)件(jian)的,經學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)申請(qing),區(qu)(qu)(qu)(qu)教(jiao)育(yu)(yu)(yu)行政(zheng)部門(men)審核,報市教(jiao)育(yu)(yu)(yu)局同意(yi)(yi),可跨區(qu)(qu)(qu)(qu)招(zhao)收少(shao)(shao)量(liang)學(xue)(xue)(xue)(xue)生(sheng)(sheng)。民辦義務教(jiao)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)應在教(jiao)育(yu)(yu)(yu)行政(zheng)部門(men)核定(ding)(ding)(ding)的招(zhao)生(sheng)(sheng)范圍(wei)(wei)內招(zhao)生(sheng)(sheng)。

  (三)剛性實(shi)施入(ru)學(xue)(xue)政(zheng)策,完(wan)善(shan)積(ji)分(fen)入(ru)學(xue)(xue)細則。所(suo)有公(gong)辦民(min)辦學(xue)(xue)校(xiao)要嚴(yan)格按照(zhao)《深圳市非深戶(hu)籍人(ren)員子女(nv)(nv)(nv)接(jie)受義務教育(yu)(yu)管(guan)理(li)辦法》規定的入(ru)學(xue)(xue)條件招生(sheng)。各區(qu)教育(yu)(yu)行(xing)政(zheng)部門要不斷優化(hua)和(he)完(wan)善(shan)積(ji)分(fen)入(ru)學(xue)(xue)實(shi)施細則,充分(fen)體現教育(yu)(yu)公(gong)平(ping),合理(li)設(she)置積(ji)分(fen)類別(bie)、項目、標準和(he)分(fen)值,根據(ju)積(ji)分(fen)情況和(he)招生(sheng)計劃安排學(xue)(xue)位(wei),實(shi)施過程中要做到積(ji)分(fen)標準、積(ji)分(fen)結果、學(xue)(xue)位(wei)安排“三公(gong)開”。積(ji)分(fen)入(ru)學(xue)(xue)細則要充分(fen)征求轄區(qu)居民(min)意見,在(zai)招生(sheng)工作實(shi)施前(qian)報市教育(yu)(yu)局備案。2020年全面取(qu)消各類特長生(sheng)招生(sheng)。對(dui)烈(lie)士子女(nv)(nv)(nv)、符合條件的現役軍人(ren)子女(nv)(nv)(nv)及復退軍人(ren)子女(nv)(nv)(nv)、消防救援隊伍人(ren)員子女(nv)(nv)(nv)、公(gong)安英(ying)模和(he)因(yin)公(gong)犧(xi)牲傷殘警察子女(nv)(nv)(nv)、高層次人(ren)才子女(nv)(nv)(nv)等享(xiang)受優惠政(zheng)策人(ren)員子女(nv)(nv)(nv)實(shi)施教育(yu)(yu)優待政(zheng)策,并向社(she)會公(gong)示。

  (四)完(wan)善民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)管理(li)(li)。各(ge)區教(jiao)(jiao)育(yu)(yu)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)部(bu)門(men)要(yao)將民(min)辦(ban)(ban)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)納入統一(yi)管理(li)(li),與公辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)同(tong)步(bu)招(zhao)(zhao)(zhao)生(sheng)。民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)的(de)(de)學(xue)(xue)位由政(zheng)(zheng)(zheng)府(fu)(fu)統籌(chou)安排或(huo)者政(zheng)(zheng)(zheng)府(fu)(fu)直接向民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)購買學(xue)(xue)位的(de)(de),具體辦(ban)(ban)法由區教(jiao)(jiao)育(yu)(yu)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)部(bu)門(men)確定。要(yao)進一(yi)步(bu)加強對民(min)辦(ban)(ban)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)工作指導和管理(li)(li),統一(yi)規范學(xue)(xue)生(sheng)報讀(du)民(min)辦(ban)(ban)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)的(de)(de)方法和途徑。民(min)辦(ban)(ban)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)的(de)(de)招(zhao)(zhao)(zhao)生(sheng)計(ji)劃和招(zhao)(zhao)(zhao)生(sheng)方案,要(yao)報主管教(jiao)(jiao)育(yu)(yu)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)部(bu)門(men)審核后實施(shi)。2020年對面向全(quan)(quan)區招(zhao)(zhao)(zhao)生(sheng)且(qie)報名(ming)人(ren)數超過招(zhao)(zhao)(zhao)生(sheng)計(ji)劃數的(de)(de)民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao),全(quan)(quan)部(bu)實行(xing)(xing)(xing)電(dian)(dian)腦(nao)(nao)(nao)隨(sui)機(ji)搖號(hao)錄(lu)取。辦(ban)(ban)學(xue)(xue)層次(ci)同(tong)時包括小學(xue)(xue)和初(chu)中的(de)(de)民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao),應(ying)首先通(tong)過直升或(huo)電(dian)(dian)腦(nao)(nao)(nao)隨(sui)機(ji)搖號(hao)方式招(zhao)(zhao)(zhao)收本校(xiao)(xiao)自愿報讀(du)初(chu)中的(de)(de)小學(xue)(xue)畢業生(sheng),剩余的(de)(de)招(zhao)(zhao)(zhao)生(sheng)計(ji)劃應(ying)公開報名(ming),實行(xing)(xing)(xing)電(dian)(dian)腦(nao)(nao)(nao)隨(sui)機(ji)搖號(hao)錄(lu)取。民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)電(dian)(dian)腦(nao)(nao)(nao)隨(sui)機(ji)搖號(hao)錄(lu)取的(de)(de)實施(shi)辦(ban)(ban)法由市教(jiao)(jiao)育(yu)(yu)局統一(yi)制定,各(ge)區教(jiao)(jiao)育(yu)(yu)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)部(bu)門(men)制定操(cao)作細則并(bing)(bing)組織實施(shi)。電(dian)(dian)腦(nao)(nao)(nao)隨(sui)機(ji)錄(lu)取工作要(yao)做到全(quan)(quan)程(cheng)錄(lu)像,并(bing)(bing)邀請公證機(ji)構人(ren)員(yuan)(yuan)、紀檢人(ren)員(yuan)(yuan)、人(ren)大代(dai)(dai)表、政(zheng)(zheng)(zheng)協委員(yuan)(yuan)、新聞(wen)媒體代(dai)(dai)表和學(xue)(xue)生(sheng)家長(chang)代(dai)(dai)表全(quan)(quan)程(cheng)監督。

  (五)提高殘疾兒童少年入學率,提升特殊教育質量。各區要按國家要求,確保2020年殘疾兒童、少年義務教育入學率達到95%以上。按照“全覆蓋、零拒絕”的要求,根據適齡殘疾兒童、少年的實際情況,制訂教育安置方案,落實“一人一案”,通過普通學校就讀、特殊教育學校就讀、送教上門等多種方式,逐一做好入學安置工作。原則上各區要建設至少1所獨立設置的義務教育階段綜合性特殊教育學校。招收殘疾學生5人以上的普通學校要按規定建設特殊教育資源教室,按標準配備專職資源教師。市、區特殊教育學校科學設置招生類別、學段,錯位發展,協調發展。視力障礙教育、聽力障礙教育以市為主,智力障礙等(deng)其他類(lei)型的(de)義務(wu)教育(yu)以(yi)區為主。市屬特殊教育(yu)學(xue)校要擴(kuo)大高中(zhong)階段招生規(gui)模(mo),讓完成(cheng)義務(wu)教育(yu)的(de)殘疾學(xue)生都能接(jie)受適宜的(de)高中(zhong)階段教育(yu)。

  (六)加強招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)管理,消除大(da)(da)(da)班(ban)額(e)。各(ge)區(qu)教育(yu)行政部門要結合學(xue)校(xiao)(xiao)(xiao)辦(ban)學(xue)規模、辦(ban)學(xue)條件,科學(xue)核定(ding)公辦(ban)民辦(ban)學(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua),于招(zhao)(zhao)生(sheng)工作啟(qi)動(dong)前1周向社會公布。嚴(yan)(yan)格控制存在(zai)大(da)(da)(da)班(ban)額(e)和大(da)(da)(da)校(xiao)(xiao)(xiao)額(e)學(xue)校(xiao)(xiao)(xiao)的(de)招(zhao)(zhao)生(sheng)計(ji)(ji)劃(hua)。嚴(yan)(yan)禁超計(ji)(ji)劃(hua)招(zhao)(zhao)生(sheng),各(ge)義務教育(yu)學(xue)校(xiao)(xiao)(xiao)起(qi)始年級(ji)嚴(yan)(yan)格按照標準班(ban)額(e)招(zhao)(zhao)生(sheng),堅決防止產(chan)生(sheng)新的(de)大(da)(da)(da)班(ban)額(e),確(que)保2020年基本消除大(da)(da)(da)班(ban)額(e)。

  (七)落(luo)(luo)實(shi)(shi)控輟保(bao)(bao)(bao)學(xue)(xue)法(fa)定(ding)(ding)職責(ze)。各區教(jiao)育(yu)(yu)行政(zheng)部(bu)門和(he)學(xue)(xue)校要嚴格(ge)落(luo)(luo)實(shi)(shi)《義(yi)(yi)務(wu)教(jiao)育(yu)(yu)法(fa)》《未成年(nian)人(ren)(ren)保(bao)(bao)(bao)護法(fa)》等(deng)法(fa)律規(gui)定(ding)(ding),依(yi)法(fa)保(bao)(bao)(bao)障適齡兒童(tong)、少(shao)年(nian)接受義(yi)(yi)務(wu)教(jiao)育(yu)(yu)的(de)權利,要嚴格(ge)履行控輟保(bao)(bao)(bao)學(xue)(xue)法(fa)定(ding)(ding)職責(ze),完善(shan)聯控聯保(bao)(bao)(bao)工(gong)作(zuo)機(ji)制,落(luo)(luo)實(shi)(shi)失學(xue)(xue)輟學(xue)(xue)學(xue)(xue)生(sheng)(sheng)勸返(fan)復學(xue)(xue)、登(deng)記和(he)書面報告責(ze)任制度,建立(li)完善(shan)控輟保(bao)(bao)(bao)學(xue)(xue)工(gong)作(zuo)臺賬,共同做好控輟保(bao)(bao)(bao)學(xue)(xue)工(gong)作(zuo)。適齡兒童(tong)、少(shao)年(nian)因(yin)身體狀況確需延緩入(ru)學(xue)(xue)或(huo)者休學(xue)(xue)的(de),其(qi)父母或(huo)者其(qi)他法(fa)定(ding)(ding)監護人(ren)(ren)應當提出申請,由所(suo)在(zai)區教(jiao)育(yu)(yu)行政(zheng)部(bu)門批準。依(yi)法(fa)查處(chu)以在(zai)家(jia)學(xue)(xue)習(xi)、接受“私塾”“讀經班(ban)”等(deng)培訓替代國家(jia)統一(yi)實(shi)(shi)施的(de)義(yi)(yi)務(wu)教(jiao)育(yu)(yu)的(de)行為。嚴格(ge)外籍(ji)人(ren)(ren)員子女學(xue)(xue)校招生(sheng)(sheng)管(guan)理(li),不得招收中國籍(ji)學(xue)(xue)生(sheng)(sheng)。

  二(er)、加強普通高(gao)中招生管理

  (一)剛性(xing)執(zhi)(zhi)行高(gao)中(zhong)(zhong)(zhong)招(zhao)(zhao)生(sheng)計(ji)(ji)(ji)(ji)劃(hua)。各區教育(yu)行政部(bu)門(men)和(he)高(gao)中(zhong)(zhong)(zhong)學校(xiao)(xiao)(xiao)(xiao)要提高(gao)政治站(zhan)位,響應市(shi)民對于我市(shi)高(gao)中(zhong)(zhong)(zhong)學位供(gong)需矛盾關切,嚴格按照(zhao)教育(yu)部(bu)門(men)下發的(de)(de)(de)招(zhao)(zhao)生(sheng)計(ji)(ji)(ji)(ji)劃(hua)文(wen)件執(zhi)(zhi)行招(zhao)(zhao)生(sheng)計(ji)(ji)(ji)(ji)劃(hua)和(he)招(zhao)(zhao)生(sheng)范圍,不得隨(sui)意(yi)變更招(zhao)(zhao)生(sheng)規模。招(zhao)(zhao)生(sheng)計(ji)(ji)(ji)(ji)劃(hua)一經下達,原則上不再(zai)受理(li)調(diao)整(zheng)招(zhao)(zhao)生(sheng)計(ji)(ji)(ji)(ji)劃(hua)的(de)(de)(de)申請(qing),確(que)保招(zhao)(zhao)生(sheng)計(ji)(ji)(ji)(ji)劃(hua)的(de)(de)(de)嚴肅性(xing)。各級教育(yu)行政部(bu)門(men)、各高(gao)中(zhong)(zhong)(zhong)階段(duan)學校(xiao)(xiao)(xiao)(xiao)根據招(zhao)(zhao)生(sheng)計(ji)(ji)(ji)(ji)劃(hua)的(de)(de)(de)要求,認真(zhen)做好招(zhao)(zhao)生(sheng)的(de)(de)(de)各項(xiang)準備工作,確(que)保學校(xiao)(xiao)(xiao)(xiao)正常開學。民辦學校(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)納入統一管理(li),并與(yu)公辦學校(xiao)(xiao)(xiao)(xiao)同步招(zhao)(zhao)生(sheng)。各校(xiao)(xiao)(xiao)(xiao)招(zhao)(zhao)生(sheng)計(ji)(ji)(ji)(ji)劃(hua)的(de)(de)(de)執(zhi)(zhi)行情(qing)況,將作為學校(xiao)(xiao)(xiao)(xiao)自(zi)主招(zhao)(zhao)生(sheng)計(ji)(ji)(ji)(ji)劃(hua)安(an)排、規范辦學、辦學水平、辦學效益評(ping)估以(yi)及評(ping)先、評(ping)優(you)等的(de)(de)(de)主要指標。全(quan)市(shi)公辦高(gao)中(zhong)(zhong)(zhong)學校(xiao)(xiao)(xiao)(xiao)應堅持滿(man)規模招(zhao)(zhao)生(sheng)。2020年全(quan)面取消直升生(sheng)。

  (二)落實指標(biao)到校政策(ce)。認真落實指標(biao)到校政策(ce)要求,每所優質普通高中(zhong)(zhong)學校要安排不(bu)低于(yu)50%的(de)招生(sheng)名額,主要按初中(zhong)(zhong)學校在校生(sheng)數,直接(jie)分(fen)配到全市各初中(zhong)(zhong)學校(含民辦(ban)),促進義務教(jiao)育均衡發展和(he)初中(zhong)(zhong)教(jiao)育質量全面提高。

  (三(san))統籌規范全市(shi)(shi)(shi)高(gao)(gao)(gao)(gao)中(zhong)(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)工作。根據廣東省教(jiao)育(yu)廳關于進(jin)一步完善(shan)和規范自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)的相關要(yao)求,市(shi)(shi)(shi)教(jiao)育(yu)局(ju)全面(mian)統籌高(gao)(gao)(gao)(gao)中(zhong)(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)工作,規范普通(tong)高(gao)(gao)(gao)(gao)中(zhong)(zhong)(zhong)學(xue)校開展自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)改革試點,自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)比例原則上不超過學(xue)校年度(du)招(zhao)(zhao)生(sheng)計劃的10%。自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)對(dui)象主(zhu)(zhu)要(yao)為具有創(chuang)新潛質和學(xue)科特長的學(xue)生(sheng)。2020年全市(shi)(shi)(shi)普通(tong)高(gao)(gao)(gao)(gao)中(zhong)(zhong)(zhong)自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)按照市(shi)(shi)(shi)教(jiao)育(yu)局(ju)出臺制定的《深(shen)圳(zhen)市(shi)(shi)(shi)教(jiao)育(yu)局(ju)關于做好2020年普通(tong)高(gao)(gao)(gao)(gao)中(zhong)(zhong)(zhong)學(xue)校自(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)工作的通(tong)知》實施(shi)。

  (四(si))規(gui)(gui)(gui)(gui)范(fan)學(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)行(xing)(xing)為。積極探索基于初中學(xue)業水平考試成績(ji)、結(jie)合綜合素質表現評價的高(gao)中階(jie)段學(xue)校(xiao)(xiao)考試招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)錄(lu)取模式。所有高(gao)中學(xue)校(xiao)(xiao)(含民(min)辦普通高(gao)中)需嚴(yan)(yan)格按照(zhao)規(gui)(gui)(gui)(gui)定的招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)時間、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)方(fang)式進行(xing)(xing)統一招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)(yan)禁違規(gui)(gui)(gui)(gui)爭搶生(sheng)(sheng)(sheng)源、“掐(qia)尖”招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、跨市招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、超(chao)計劃招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)和(he)(he)提前招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)(yan)禁招(zhao)(zhao)(zhao)收“掛讀生(sheng)(sheng)(sheng)”、“擇校(xiao)(xiao)生(sheng)(sheng)(sheng)”和(he)(he)變相(xiang)招(zhao)(zhao)(zhao)收“借讀生(sheng)(sheng)(sheng)”。嚴(yan)(yan)格控制加分項目及分值(zhi),規(gui)(gui)(gui)(gui)范(fan)資(zi)格審查制度。

  三(san)、加強新(xin)生(sheng)入(ru)學管(guan)理

  (一)加強學(xue)(xue)生(sheng)分班(ban)(ban)(ban)管(guan)理(li)。各義務教育階段(duan)學(xue)(xue)校(xiao)要實(shi)行(xing)均衡編(bian)(bian)班(ban)(ban)(ban),嚴禁(jin)舉(ju)辦(ban)重點班(ban)(ban)(ban),包括以(yi)特(te)長班(ban)(ban)(ban)、特(te)色班(ban)(ban)(ban)、快慢班(ban)(ban)(ban)、尖子(zi)班(ban)(ban)(ban)、興(xing)趣班(ban)(ban)(ban)和“奧(ao)賽”班(ban)(ban)(ban)、實(shi)驗(yan)班(ban)(ban)(ban)、國際班(ban)(ban)(ban)等名義的變相重點班(ban)(ban)(ban)。普(pu)通高中(zhong)(zhong)學(xue)(xue)校(xiao)要根據普(pu)通高中(zhong)(zhong)課程(cheng)方案和學(xue)(xue)生(sheng)選課情況,合理(li)排課編(bian)(bian)班(ban)(ban)(ban),科(ke)(ke)學(xue)(xue)制訂選課走班(ban)(ban)(ban)指南和課程(cheng)實(shi)施方案,確保課程(cheng)之(zhi)間、年級之(zhi)間的均衡性和學(xue)(xue)科(ke)(ke)學(xue)(xue)習的連(lian)貫性。

  (二)嚴(yan)格規(gui)范學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管理。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)應當(dang)從(cong)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)之日(ri)起1個月內為(wei)(wei)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)檔案,其中,殘疾程度較重、無(wu)法(fa)進入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)習的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng),由承擔送教(jiao)上(shang)門的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)要嚴(yan)格落實學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管理“一(yi)人(ren)(ren)一(yi)籍(ji)(ji),籍(ji)(ji)隨人(ren)(ren)走”的(de)(de)要求(qiu),不(bu)(bu)得以(yi)虛假(jia)信(xin)息(xi)建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)(bu)得重復建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)(bu)得擅自刪除學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)電(dian)子(zi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)信(xin)息(xi)。未(wei)經(jing)義(yi)務教(jiao)育招生(sheng)(sheng)平(ping)臺報名(ming)錄取(qu)的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)不(bu)(bu)予建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。對(dui)于未(wei)經(jing)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)批準,不(bu)(bu)按學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)規(gui)定期限(xian)到校(xiao)(xiao)(xiao)(xiao)辦理注冊者,不(bu)(bu)予以(yi)建立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。各區(qu)教(jiao)育行(xing)政(zheng)主(zhu)管部門要加強對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)工作的(de)(de)核查,及時查處和糾正學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)建檔過程中的(de)(de)不(bu)(bu)規(gui)范行(xing)為(wei)(wei),嚴(yan)禁“人(ren)(ren)籍(ji)(ji)分(fen)離(li)”、“雙重學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)”等情況出現(xian)。

  (三)加(jia)強課程(cheng)教(jiao)(jiao)材(cai)(cai)管理。各(ge)區(qu)教(jiao)(jiao)育(yu)行政部門要(yao)加(jia)強對(dui)教(jiao)(jiao)材(cai)(cai)使(shi)用情況(kuang)的檢查(cha),嚴格遵照(zhao)《中共中央(yang) 國務(wu)院關于深化(hua)教(jiao)(jiao)育(yu)教(jiao)(jiao)學(xue)(xue)改革全面提高(gao)義務(wu)教(jiao)(jiao)育(yu)質量的意見》和《中小學(xue)(xue)教(jiao)(jiao)材(cai)(cai)管理辦法》要(yao)求,不得以(yi)地方(fang)課程(cheng)教(jiao)(jiao)材(cai)(cai)、校本課程(cheng)教(jiao)(jiao)材(cai)(cai)等(deng)替代(dai)國家課程(cheng)教(jiao)(jiao)材(cai)(cai)。義務(wu)教(jiao)(jiao)育(yu)學(xue)(xue)校不得引進境外(wai)課程(cheng)、使(shi)用境外(wai)教(jiao)(jiao)材(cai)(cai)、使(shi)用未經審定(ding)教(jiao)(jiao)材(cai)(cai)。普通(tong)高(gao)中選用境外(wai)教(jiao)(jiao)材(cai)(cai),按照(zhao)國家有關政策(ce)執行。

  四、建立考(kao)核和(he)問(wen)責(ze)雙機制,確保(bao)招(zhao)生工(gong)作全面(mian)落地

  市、區(qu)教(jiao)(jiao)育(yu)(yu)督導部(bu)門要(yao)將中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)招(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)工作納入(ru)責任(ren)督學(xue)(xue)日(ri)常督導范圍,嚴(yan)肅查(cha)處違反(fan)教(jiao)(jiao)育(yu)(yu)部(bu)“十項嚴(yan)禁(jin)”紀律要(yao)求和(he)省教(jiao)(jiao)育(yu)(yu)廳“六項規(gui)定”等違反(fan)招(zhao)(zhao)生(sheng)(sheng)政(zheng)(zheng)策和(he)紀律以及擾亂中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)入(ru)學(xue)(xue)招(zhao)(zhao)生(sheng)(sheng)秩(zhi)序的行(xing)為(wei)。對違規(gui)操作,查(cha)有實據,造(zao)成重(zhong)大輿情,引發(fa)社會不(bu)穩定,造(zao)成不(bu)良(liang)影響的單位和(he)個人實行(xing)問(wen)責。對于未落實《中(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)央 國務院關(guan)于深化教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學(xue)(xue)改革(ge)全面提(ti)高義務教(jiao)(jiao)育(yu)(yu)質量(liang)的意見》中(zhong)(zhong)(zhong)義務教(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)入(ru)學(xue)(xue)規(gui)定要(yao)求,或者(zhe)出現轄區(qu)內義務教(jiao)(jiao)育(yu)(yu)階段學(xue)(xue)校違規(gui)考試招(zhao)(zhao)生(sheng)(sheng)行(xing)為(wei)的,視同為(wei)落實中(zhong)(zhong)(zhong)央和(he)國家重(zhong)大政(zheng)(zheng)策不(bu)力,納入(ru)政(zheng)(zheng)府履行(xing)教(jiao)(jiao)育(yu)(yu)職責評(ping)價。
