  一、規范義務教育招生行為

  (一)強(qiang)化屬地責任,落實“兩為主”

  1.落(luo)實(shi)(shi)“兩為(wei)(wei)主”職(zhi)責。各(ge)區(qu)(qu)(含新區(qu)(qu)、深汕特別(bie)合作(zuo)(zuo)區(qu)(qu),下同)政(zheng)府要(yao)落(luo)實(shi)(shi)好舉辦、管理(li)和發展義務(wu)教育的(de)主體(ti)責任,認真(zhen)落(luo)實(shi)(shi)國(guo)家“兩為(wei)(wei)主”要(yao)求,進一步提高(gao)進城務(wu)工(gong)(gong)人員隨遷子女在公辦義務(wu)教育學校就讀的(de)比例,增加公辦學位供給,統籌(chou)公辦民辦學校招生,切(qie)實(shi)(shi)保障符合條件的(de)適齡兒童、少年接(jie)受(shou)義務(wu)教育的(de)權利(li)。各(ge)區(qu)(qu)要(yao)加強組(zu)織領導(dao),成立以區(qu)(qu)領導(dao)為(wei)(wei)組(zu)長的(de)義務(wu)教育招生工(gong)(gong)作(zuo)(zuo)領導(dao)小(xiao)組(zu),定(ding)期召開招生工(gong)(gong)作(zuo)(zuo)聯(lian)席會議,完善統籌(chou)協調工(gong)(gong)作(zuo)(zuo)機(ji)制,及時妥善處理(li)本(ben)區(qu)(qu)義務(wu)教育招生中(zhong)的(de)熱點(dian)難點(dian)問題(ti)。

  2.落實(shi)區教(jiao)(jiao)育行政(zheng)部(bu)門(men)招(zhao)(zhao)生(sheng)管理(li)職責。各區教(jiao)(jiao)育行政(zheng)部(bu)門(men)要(yao)切(qie)(qie)實(shi)加(jia)強義務教(jiao)(jiao)育招(zhao)(zhao)生(sheng)工(gong)(gong)作(zuo)(zuo)的(de)組織和(he)(he)管理(li),做好學(xue)位預測,及時(shi)公布學(xue)位供需情況,建立招(zhao)(zhao)生(sheng)預警機制,合(he)理(li)引(yin)導家長預期。要(yao)積極探索研(yan)(yan)制招(zhao)(zhao)生(sheng)電子地圖,便(bian)于實(shi)時(shi)分(fen)析研(yan)(yan)判各學(xue)區學(xue)位供給動態變化情況,方便(bian)學(xue)生(sheng)家長便(bian)捷查詢(xun)各學(xue)校招(zhao)(zhao)生(sheng)范圍及學(xue)位供給信息(xi)。要(yao)科學(xue)制定招(zhao)(zhao)生(sheng)工(gong)(gong)作(zuo)(zuo)方案(an),做好網上招(zhao)(zhao)生(sheng)報名的(de)組織工(gong)(gong)作(zuo)(zuo)。要(yao)簡化入(ru)學(xue)手(shou)續,加(jia)強部(bu)門(men)聯(lian)動,充分(fen)利(li)用現代信息(xi)技(ji)術(shu)手(shou)段實(shi)施(shi)多(duo)(duo)部(bu)門(men)聯(lian)網審核驗證(zheng),共(gong)同做好適(shi)齡兒(er)童、少年的(de)就讀資格驗核工(gong)(gong)作(zuo)(zuo)。要(yao)加(jia)強風險預判,制定完善應(ying)(ying)急(ji)預案(an),健全應(ying)(ying)急(ji)機制,及時(shi)發(fa)現并妥善處(chu)置(zhi)苗頭性、傾(qing)向性問題,快(kuai)速穩妥處(chu)理(li)突發(fa)事件,確保招(zhao)(zhao)生(sheng)入(ru)學(xue)工(gong)(gong)作(zuo)(zuo)平穩有序。要(yao)加(jia)強對招(zhao)(zhao)生(sheng)入(ru)學(xue)工(gong)(gong)作(zuo)(zuo)的(de)監(jian)督檢查,建立完善招(zhao)(zhao)生(sheng)入(ru)學(xue)監(jian)督工(gong)(gong)作(zuo)(zuo)機制。多(duo)(duo)形式(shi)加(jia)強招(zhao)(zhao)生(sheng)入(ru)學(xue)政(zheng)策的(de)宣講和(he)(he)解(jie)讀解(jie)釋工(gong)(gong)作(zuo)(zuo),積極回應(ying)(ying)市民群眾(zhong)關切(qie)(qie)。

  3.落實學校(xiao)招(zhao)(zhao)生(sheng)(sheng)職責。各義務教育(yu)階段學校(xiao)要規范招(zhao)(zhao)生(sheng)(sheng)行為,按(an)要求(qiu)公開招(zhao)(zhao)生(sheng)(sheng)計劃、招(zhao)(zhao)生(sheng)(sheng)程序、招(zhao)(zhao)生(sheng)(sheng)結果、咨詢投訴電話等,不得(de)擅自跨片(pian)區招(zhao)(zhao)生(sheng)(sheng),不得(de)擅自接收學生(sheng)(sheng)跨片(pian)區擇校(xiao)就讀。要指導(dao)適齡兒童、少年的家長(chang)按(an)時(shi)申請學位,按(an)要求(qiu)及時(shi)、準確提供就讀信息。

  (二)堅(jian)持(chi)免試(shi)就(jiu)近入學(xue),合理確(que)定招生(sheng)范圍

  1.堅持免(mian)試就近入(ru)學(xue)(xue)(xue)。所有(you)公辦民(min)(min)辦學(xue)(xue)(xue)校都要嚴(yan)格遵(zun)守并全(quan)面落實(shi)義務教(jiao)(jiao)育(yu)免(mian)試入(ru)學(xue)(xue)(xue)規定。嚴(yan)禁公辦民(min)(min)辦學(xue)(xue)(xue)校通過面試、面談、人機(ji)對(dui)話、體驗活動、簡(jian)歷材(cai)料等方式為(wei)依(yi)據的“掐(qia)尖(jian)”招(zhao)生、提(ti)前(qian)招(zhao)生、違規爭搶生源的行(xing)為(wei)。市局直屬學(xue)(xue)(xue)校義務教(jiao)(jiao)育(yu)招(zhao)生工作(zuo)納入(ru)所在區教(jiao)(jiao)育(yu)行(xing)政部門統一管(guan)理。

  2.合(he)理(li)確(que)(que)定(ding)(ding)招(zhao)(zhao)生(sheng)范(fan)(fan)圍(wei)。各(ge)區教(jiao)育(yu)(yu)(yu)(yu)行政部(bu)門(men)要嚴格按照“學(xue)(xue)(xue)校劃(hua)(hua)片招(zhao)(zhao)生(sheng)、生(sheng)源(yuan)就近入(ru)學(xue)(xue)(xue)”的目(mu)標要求,綜合(he)考(kao)慮適齡(ling)學(xue)(xue)(xue)生(sheng)人(ren)數(shu)、學(xue)(xue)(xue)校分布(bu)、學(xue)(xue)(xue)校規模、交通狀況等因素,為每所公辦(ban)義務(wu)教(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校劃(hua)(hua)定(ding)(ding)服(fu)務(wu)片區范(fan)(fan)圍(wei),確(que)(que)保各(ge)片區之間教(jiao)育(yu)(yu)(yu)(yu)資源(yuan)大(da)(da)致均衡(heng)。在(zai)對學(xue)(xue)(xue)校原招(zhao)(zhao)生(sheng)范(fan)(fan)圍(wei)進(jin)行較大(da)(da)調(diao)整時,要充(chong)分聽取(qu)群眾意(yi)見,審(shen)慎(shen)論(lun)證,提前公告。片區確(que)(que)定(ding)(ding)后,應在(zai)一(yi)段時期內(nei)保持相對穩(wen)定(ding)(ding)。民辦(ban)義務(wu)教(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)校不得(de)超出(chu)教(jiao)育(yu)(yu)(yu)(yu)行政部(bu)門(men)核定(ding)(ding)的招(zhao)(zhao)生(sheng)計(ji)劃(hua)(hua)和招(zhao)(zhao)生(sheng)范(fan)(fan)圍(wei)招(zhao)(zhao)生(sheng),在(zai)滿足(zu)本區符合(he)條件(jian)的適齡(ling)兒童、少年(nian)入(ru)學(xue)(xue)(xue)需求后,仍有(you)剩(sheng)余招(zhao)(zhao)生(sheng)計(ji)劃(hua)(hua)的,經學(xue)(xue)(xue)校申請,區教(jiao)育(yu)(yu)(yu)(yu)行政部(bu)門(men)審(shen)核,報市教(jiao)育(yu)(yu)(yu)(yu)局同意(yi),可跨區招(zhao)(zhao)生(sheng)。

  (三(san))剛(gang)性實施入(ru)學(xue)(xue)政(zheng)策,完善積分入(ru)學(xue)(xue)細(xi)則

  所有公(gong)辦(ban)(ban)民辦(ban)(ban)學校要(yao)嚴(yan)格按照《深圳市非深戶(hu)籍(ji)人(ren)(ren)員(yuan)子女接受(shou)義務教(jiao)育(yu)管理辦(ban)(ban)法(fa)》等文件(jian)規定的入學條件(jian)招(zhao)(zhao)生(sheng)(sheng),不得(de)招(zhao)(zhao)收不符合我市就(jiu)讀條件(jian)的學生(sheng)(sheng)。各區(qu)教(jiao)育(yu)行政部門要(yao)不斷優(you)化積(ji)分(fen)(fen)(fen)入學實施細則,充分(fen)(fen)(fen)體(ti)現(xian)教(jiao)育(yu)公(gong)平,合理設置積(ji)分(fen)(fen)(fen)類別、項目、標準(zhun)和(he)(he)分(fen)(fen)(fen)值,根據積(ji)分(fen)(fen)(fen)情(qing)況和(he)(he)招(zhao)(zhao)生(sheng)(sheng)計劃(hua)安(an)排學位(wei),實施過(guo)程中要(yao)做到積(ji)分(fen)(fen)(fen)標準(zhun)、積(ji)分(fen)(fen)(fen)結果、學位(wei)安(an)排“三(san)公(gong)開”,公(gong)開過(guo)程中應依法(fa)做好(hao)未成年人(ren)(ren)隱私保護(hu)。積(ji)分(fen)(fen)(fen)入學細則要(yao)充分(fen)(fen)(fen)征求轄(xia)區(qu)居民意見,在招(zhao)(zhao)生(sheng)(sheng)工作(zuo)實施前報市教(jiao)育(yu)局備(bei)案。2021年繼(ji)續全面取消各類特長(chang)生(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)。對(dui)烈士、符合條件(jian)的現(xian)役軍(jun)人(ren)(ren)及(ji)復退軍(jun)人(ren)(ren)、消防救援隊伍人(ren)(ren)員(yuan)、公(gong)安(an)英模和(he)(he)因(yin)公(gong)犧牲(sheng)傷殘警察、高層次人(ren)(ren)才等享受(shou)優(you)惠(hui)政策人(ren)(ren)員(yuan)的子女實施教(jiao)育(yu)優(you)待政策,并向社會(hui)公(gong)示。

  (四)完善(shan)民(min)辦(ban)學校招(zhao)生管(guan)理

  各區教(jiao)育(yu)行(xing)(xing)政(zheng)部(bu)(bu)門(men)要將民(min)辦(ban)(ban)義(yi)務(wu)教(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)生(sheng)納入統一管理,全(quan)(quan)(quan)面落實與(yu)公辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)同步招(zhao)生(sheng)。民(min)辦(ban)(ban)義(yi)務(wu)教(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)(xiao)的招(zhao)生(sheng)計(ji)(ji)劃和(he)招(zhao)生(sheng)方(fang)案(an),要報(bao)(bao)主管教(jiao)育(yu)行(xing)(xing)政(zheng)部(bu)(bu)門(men)審核。面向全(quan)(quan)(quan)區招(zhao)生(sheng)且報(bao)(bao)名(ming)人數超過招(zhao)生(sheng)計(ji)(ji)劃數的民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao),全(quan)(quan)(quan)部(bu)(bu)實行(xing)(xing)電腦(nao)(nao)(nao)隨機(ji)搖(yao)號(hao)錄(lu)取(qu)(qu)。辦(ban)(ban)學(xue)(xue)層次同時包括(kuo)小(xiao)學(xue)(xue)和(he)初中的民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao),應(ying)首先通(tong)過直升或(huo)電腦(nao)(nao)(nao)隨機(ji)搖(yao)號(hao)方(fang)式(shi)招(zhao)收本校(xiao)(xiao)(xiao)自愿(yuan)報(bao)(bao)讀初中的小(xiao)學(xue)(xue)畢業(ye)生(sheng),剩(sheng)余的招(zhao)生(sheng)計(ji)(ji)劃應(ying)公開報(bao)(bao)名(ming),實行(xing)(xing)電腦(nao)(nao)(nao)隨機(ji)搖(yao)號(hao)錄(lu)取(qu)(qu)。民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)電腦(nao)(nao)(nao)隨機(ji)搖(yao)號(hao)錄(lu)取(qu)(qu)工作由各區組織實施,搖(yao)號(hao)過程(cheng)要做到全(quan)(quan)(quan)程(cheng)錄(lu)像,并邀請公證機(ji)構人員、紀檢人員、人大代表、政(zheng)協委(wei)員、新(xin)聞媒體代表和(he)學(xue)(xue)生(sheng)家長(chang)代表全(quan)(quan)(quan)程(cheng)監(jian)督。受政(zheng)府委(wei)托承擔義(yi)務(wu)教(jiao)育(yu)學(xue)(xue)位任務(wu)的民(min)辦(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao),報(bao)(bao)名(ming)及錄(lu)取(qu)(qu)辦(ban)(ban)法由區教(jiao)育(yu)行(xing)(xing)政(zheng)部(bu)(bu)門(men)另(ling)行(xing)(xing)確定。

  (五)提高殘疾兒童、少年入學率(lv),提升(sheng)特殊教育(yu)質量(liang)

  各(ge)區要按國家要求,確保2021年(nian)殘(can)疾(ji)兒(er)童(tong)、少年(nian)義務教(jiao)(jiao)育(yu)入學率(lv)達到95%以(yi)上。按照“全覆蓋、零拒絕”的(de)(de)要求,根據適齡(ling)殘(can)疾(ji)兒(er)童(tong)、少年(nian)的(de)(de)實際情況,制訂教(jiao)(jiao)育(yu)安置方案,落(luo)實“一(yi)人一(yi)案”,通過普通學校(xiao)就讀、特殊教(jiao)(jiao)育(yu)學校(xiao)就讀、送教(jiao)(jiao)上門(men)等多種方式,逐一(yi)做好入學安置工(gong)作。市、區特殊教(jiao)(jiao)育(yu)學校(xiao)科學設置招(zhao)(zhao)生類(lei)別、學段(duan),錯(cuo)位發展(zhan),協調發展(zhan)。義務教(jiao)(jiao)育(yu)階段(duan),視障教(jiao)(jiao)育(yu)、聽(ting)障教(jiao)(jiao)育(yu)主要由市屬(shu)學校(xiao)承擔,智障等其他類(lei)型的(de)(de)特殊教(jiao)(jiao)育(yu)主要由區屬(shu)學校(xiao)承擔。市屬(shu)特殊教(jiao)(jiao)育(yu)學校(xiao)要擴大高中(zhong)(zhong)階段(duan)招(zhao)(zhao)生規模,讓完成義務教(jiao)(jiao)育(yu)的(de)(de)殘(can)疾(ji)學生都(dou)能接受適宜的(de)(de)高中(zhong)(zhong)階段(duan)教(jiao)(jiao)育(yu)。

  (六(liu))加強招(zhao)生(sheng)計劃管理,嚴禁超(chao)標準班額招(zhao)生(sheng)

  各(ge)區教育(yu)行政(zheng)部門要(yao)結合學(xue)(xue)校(xiao)辦學(xue)(xue)規模(mo)、辦學(xue)(xue)條件,科(ke)學(xue)(xue)核定(ding)、及時(shi)公(gong)布公(gong)辦民(min)辦學(xue)(xue)校(xiao)招(zhao)生(sheng)計劃。嚴(yan)格控制存(cun)在超(chao)標(biao)(biao)(biao)準(zhun)班(ban)額(e)學(xue)(xue)校(xiao)的(de)(de)招(zhao)生(sheng)計劃。各(ge)義(yi)務(wu)教育(yu)學(xue)(xue)校(xiao)起始年級嚴(yan)禁超(chao)標(biao)(biao)(biao)準(zhun)班(ban)額(e)招(zhao)生(sheng),堅(jian)決(jue)防止產生(sheng)新的(de)(de)超(chao)標(biao)(biao)(biao)準(zhun)班(ban)額(e)。嚴(yan)禁超(chao)核定(ding)辦學(xue)(xue)規模(mo)和超(chao)標(biao)(biao)(biao)準(zhun)班(ban)額(e)的(de)(de)學(xue)(xue)校(xiao)接收轉學(xue)(xue)插(cha)班(ban)學(xue)(xue)生(sheng)。

  (七)落實控輟保學法定職責

  各區教(jiao)育(yu)(yu)行政部(bu)門和(he)學(xue)(xue)(xue)校(xiao)要嚴(yan)格落實(shi)《中(zhong)(zhong)華(hua)人(ren)民共(gong)和(he)國(guo)義(yi)務(wu)教(jiao)育(yu)(yu)法(fa)》《中(zhong)(zhong)華(hua)人(ren)民共(gong)和(he)國(guo)未成年(nian)人(ren)保(bao)(bao)護法(fa)》等法(fa)律規(gui)定(ding),依(yi)法(fa)保(bao)(bao)障適齡兒童、少年(nian)接(jie)受義(yi)務(wu)教(jiao)育(yu)(yu)的(de)(de)權(quan)利,要嚴(yan)格履行控輟(chuo)保(bao)(bao)學(xue)(xue)(xue)法(fa)定(ding)職責,完(wan)善聯(lian)控聯(lian)保(bao)(bao)工作(zuo)機(ji)制,落實(shi)失(shi)學(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)學(xue)(xue)(xue)生(sheng)勸返復學(xue)(xue)(xue)、登(deng)記和(he)書面報告責任制度,建立完(wan)善控輟(chuo)保(bao)(bao)學(xue)(xue)(xue)工作(zuo)臺帳,共(gong)同做好(hao)控輟(chuo)保(bao)(bao)學(xue)(xue)(xue)工作(zuo)。適齡兒童、少年(nian)因身體狀況確需延緩(huan)入學(xue)(xue)(xue)或(huo)者休學(xue)(xue)(xue)的(de)(de),其(qi)父母(mu)或(huo)者其(qi)他法(fa)定(ding)監護人(ren)應當提出申請(qing),由所在(zai)區教(jiao)育(yu)(yu)行政部(bu)門批(pi)準。依(yi)法(fa)查處(chu)以在(zai)家學(xue)(xue)(xue)習、接(jie)受“私塾”“讀(du)經班”等培訓替代國(guo)家統一(yi)實(shi)施的(de)(de)義(yi)務(wu)教(jiao)育(yu)(yu)的(de)(de)行為(wei)。嚴(yan)格外籍(ji)人(ren)員子女學(xue)(xue)(xue)校(xiao)招生(sheng)管理,不得招收中(zhong)(zhong)國(guo)籍(ji)學(xue)(xue)(xue)生(sheng)。

  二、加強普通高中招生管理

  (一(yi))剛性執行(xing)高(gao)中(zhong)(zhong)招(zhao)生(sheng)計(ji)劃(hua)(hua)。高(gao)中(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)要嚴格按照市(shi)教育(yu)局核定(ding)的(de)(de)招(zhao)生(sheng)計(ji)劃(hua)(hua)進行(xing)招(zhao)生(sheng)。招(zhao)生(sheng)計(ji)劃(hua)(hua)下達后,不再(zai)受(shou)理調整(zheng)招(zhao)生(sheng)計(ji)劃(hua)(hua)的(de)(de)申請。各級教育(yu)行(xing)政(zheng)部門、各高(gao)中(zhong)(zhong)階段(duan)學(xue)(xue)校(xiao)(xiao)根據招(zhao)生(sheng)計(ji)劃(hua)(hua)的(de)(de)要求,認真做好招(zhao)生(sheng)的(de)(de)各項準備工作,確(que)保學(xue)(xue)校(xiao)(xiao)正常開學(xue)(xue)。民辦(ban)學(xue)(xue)校(xiao)(xiao)招(zhao)生(sheng)納(na)入統一(yi)管理,并與公辦(ban)學(xue)(xue)校(xiao)(xiao)同(tong)步招(zhao)生(sheng)。各校(xiao)(xiao)招(zhao)生(sheng)計(ji)劃(hua)(hua)的(de)(de)執行(xing)情況,將(jiang)作為學(xue)(xue)校(xiao)(xiao)自主(zhu)招(zhao)生(sheng)計(ji)劃(hua)(hua)安排、規范辦(ban)學(xue)(xue)、辦(ban)學(xue)(xue)水平、辦(ban)學(xue)(xue)效益評估(gu)以及評先(xian)、評優等的(de)(de)主(zhu)要指標。全(quan)市(shi)公辦(ban)高(gao)中(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)應按照核定(ding)辦(ban)學(xue)(xue)規模招(zhao)生(sheng)。普通高(gao)中(zhong)(zhong)未(wei)經審批不得面向市(shi)外招(zhao)生(sheng)。

  (二)落實指(zhi)標到(dao)校(xiao)(xiao)政策(ce)。認(ren)真落實指(zhi)標到(dao)校(xiao)(xiao)政策(ce)要(yao)(yao)求,每所優質普通高中學校(xiao)(xiao)要(yao)(yao)安(an)排(pai)不(bu)低(di)于50%的招(zhao)生名額,主要(yao)(yao)按(an)初中學校(xiao)(xiao)在校(xiao)(xiao)生數,直(zhi)接分配到(dao)全市各(ge)初中學校(xiao)(xiao)(含民辦),促進義務教育(yu)優質均(jun)衡發展。

  (三)統籌規(gui)范全(quan)(quan)市高(gao)(gao)(gao)(gao)中(zhong)自(zi)(zi)主招(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)。根據(ju)廣(guang)東省教(jiao)育(yu)(yu)廳關(guan)(guan)于進(jin)一(yi)步完善(shan)和規(gui)范自(zi)(zi)主招(zhao)生(sheng)(sheng)(sheng)的相關(guan)(guan)要求,市教(jiao)育(yu)(yu)局全(quan)(quan)面統籌高(gao)(gao)(gao)(gao)中(zhong)自(zi)(zi)主招(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo),進(jin)一(yi)步優化(hua)我市普(pu)通(tong)(tong)高(gao)(gao)(gao)(gao)中(zhong)自(zi)(zi)主招(zhao)生(sheng)(sheng)(sheng)布點,引導(dao)普(pu)通(tong)(tong)高(gao)(gao)(gao)(gao)中(zhong)學(xue)校(xiao)科學(xue)合理定位和分層分類發(fa)展。自(zi)(zi)主招(zhao)生(sheng)(sheng)(sheng)對象(xiang)主要為具有(you)創新潛(qian)質(zhi)和學(xue)科特長的學(xue)生(sheng)(sheng)(sheng)。2021年(nian)全(quan)(quan)市普(pu)通(tong)(tong)高(gao)(gao)(gao)(gao)中(zhong)自(zi)(zi)主招(zhao)生(sheng)(sheng)(sheng)按(an)照市教(jiao)育(yu)(yu)局出臺的《深圳市教(jiao)育(yu)(yu)局關(guan)(guan)于做好(hao)2021年(nian)普(pu)通(tong)(tong)高(gao)(gao)(gao)(gao)中(zhong)學(xue)校(xiao)自(zi)(zi)主招(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)(zuo)的通(tong)(tong)知(zhi)》實施。

  (四(si))規范(fan)學(xue)校(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)行為。積極探(tan)索基(ji)于初中學(xue)業水平考試(shi)成績、結(jie)合綜合素質表現(xian)評價的(de)高中階段學(xue)校(xiao)考試(shi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)錄取模式(shi)。所有高中學(xue)校(xiao)(含民辦普通高中)需嚴(yan)格按(an)照規定的(de)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)圍、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua)、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)時間、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)方式(shi)進(jin)行統一(yi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),嚴(yan)禁違規爭搶(qiang)生(sheng)(sheng)源、跨審批區域招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)、超計劃(hua)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)和提前(qian)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),嚴(yan)禁招(zhao)(zhao)(zhao)(zhao)收“掛讀生(sheng)(sheng)”和“擇校(xiao)生(sheng)(sheng)”。

  三、加強新生入學管理

  (一)規范學(xue)(xue)生分班(ban)(ban)(ban)管(guan)理。各義務教育階段學(xue)(xue)校要實行均衡編班(ban)(ban)(ban),嚴禁舉辦(ban)重點班(ban)(ban)(ban),包括以特長(chang)班(ban)(ban)(ban)、快慢班(ban)(ban)(ban)、尖子(zi)班(ban)(ban)(ban)、興趣(qu)班(ban)(ban)(ban)和(he)“奧賽”班(ban)(ban)(ban)、國際(ji)班(ban)(ban)(ban)等名義的變相重點班(ban)(ban)(ban)。普通高中學(xue)(xue)校要根據普通高中課程方案和(he)學(xue)(xue)生選課情況,合理排課編班(ban)(ban)(ban),科學(xue)(xue)制訂選課走班(ban)(ban)(ban)指南和(he)課程實施方案。

  (二(er))嚴格規范學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管理。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)應當從學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)(xue)之日起1個月內為(wei)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)檔案,其中,殘疾(ji)程(cheng)度較重、無(wu)法(fa)進入學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)習的(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng),由(you)承擔送教(jiao)上(shang)門的(de)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)要嚴格落(luo)實(shi)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管理“一(yi)人一(yi)籍(ji)(ji),籍(ji)(ji)隨人走”的(de)要求,不(bu)得(de)以虛(xu)假信息建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)得(de)重復建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)得(de)擅自刪除學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)電子(zi)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)信息。未(wei)經義務教(jiao)育(yu)招生(sheng)(sheng)平臺報名錄取的(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)不(bu)予建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。對于未(wei)經學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)批(pi)準,不(bu)按(an)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)規定期限到校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)辦理注(zhu)冊者,不(bu)予建(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。各(ge)區教(jiao)育(yu)行(xing)政部門要加強(qiang)對學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)工作的(de)核查,及(ji)時查處和糾正學(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)建(jian)檔過程(cheng)中的(de)不(bu)規范行(xing)為(wei),嚴禁(jin)“人籍(ji)(ji)分離”。

  四、建立考核和問責雙機制,確保招生工作全面落地

  市(shi)、區(qu)教(jiao)育(yu)(yu)督(du)導部門(men)要將中(zhong)小學(xue)招生(sheng)(sheng)入(ru)學(xue)工作(zuo)納(na)入(ru)責(ze)任督(du)學(xue)日常督(du)導范(fan)圍(wei),嚴肅(su)查處(chu)違反(fan)教(jiao)育(yu)(yu)部“十項(xiang)嚴禁”紀(ji)律要求和(he)省教(jiao)育(yu)(yu)廳“六項(xiang)規(gui)定”等違反(fan)招生(sheng)(sheng)政策和(he)紀(ji)律以及擾亂中(zhong)小學(xue)入(ru)學(xue)招生(sheng)(sheng)秩序的行(xing)為(wei)。對違規(gui)操作(zuo),查有實(shi)據,造成不良影(ying)響的單位(wei)和(he)個人實(shi)行(xing)問責(ze)。對于未落(luo)實(shi)《中(zhong)共中(zhong)央 國(guo)務院關(guan)于深化教(jiao)育(yu)(yu)教(jiao)學(xue)改革全面提高(gao)義(yi)(yi)(yi)務教(jiao)育(yu)(yu)質量的意見》中(zhong)義(yi)(yi)(yi)務教(jiao)育(yu)(yu)招生(sheng)(sheng)入(ru)學(xue)規(gui)定要求,或(huo)者(zhe)出現轄(xia)區(qu)內義(yi)(yi)(yi)務教(jiao)育(yu)(yu)階段學(xue)校違規(gui)考(kao)試招生(sheng)(sheng)行(xing)為(wei)的,視同為(wei)落(luo)實(shi)中(zhong)央和(he)國(guo)家重大(da)政策不力,納(na)入(ru)政府履行(xing)教(jiao)育(yu)(yu)職(zhi)責(ze)評價。
