  為(wei)全面貫(guan)徹黨的(de)(de)(de)教(jiao)(jiao)育(yu)(yu)(yu)方(fang)針,落實(shi)立(li)德樹人根本任務(wu),規范(fan)(fan)普通(tong)中(zhong)(zhong)小學(xue)招生入學(xue)秩序(xu),切(qie)實(shi)維護教(jiao)(jiao)育(yu)(yu)(yu)公(gong)平(ping)(ping),努力讓(rang)每個(ge)孩子(zi)都能享(xiang)有(you)公(gong)平(ping)(ping)而有(you)質量的(de)(de)(de)教(jiao)(jiao)育(yu)(yu)(yu),根據《中(zhong)(zhong)華(hua)人民(min)共(gong)和國(guo)(guo)義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)法(fa)(fa)》《中(zhong)(zhong)華(hua)人民(min)共(gong)和國(guo)(guo)民(min)辦教(jiao)(jiao)育(yu)(yu)(yu)促進(jin)法(fa)(fa)》《中(zhong)(zhong)共(gong)中(zhong)(zhong)央 國(guo)(guo)務(wu)院關(guan)于深化(hua)教(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)學(xue)改革全面提高(gao)義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)質量的(de)(de)(de)意(yi)見(jian)》《國(guo)(guo)務(wu)院辦公(gong)廳(ting)關(guan)于新(xin)時(shi)代(dai)推(tui)進(jin)普通(tong)高(gao)中(zhong)(zhong)育(yu)(yu)(yu)人方(fang)式(shi)改革的(de)(de)(de)指(zhi)導(dao)(dao)意(yi)見(jian)》《中(zhong)(zhong)共(gong)中(zhong)(zhong)央 國(guo)(guo)務(wu)院印(yin)(yin)發〈深化(hua)新(xin)時(shi)代(dai)教(jiao)(jiao)育(yu)(yu)(yu)評(ping)價改革總體方(fang)案(an)〉》《廣東(dong)省教(jiao)(jiao)育(yu)(yu)(yu)廳(ting)關(guan)于進(jin)一步規范(fan)(fan)普通(tong)中(zhong)(zhong)小學(xue)招生入學(xue)工(gong)作(zuo)(zuo)的(de)(de)(de)指(zhi)導(dao)(dao)意(yi)見(jian)》《深圳(zhen)市非(fei)深戶籍(ji)人員子(zi)女接受義務(wu)教(jiao)(jiao)育(yu)(yu)(yu)管理辦法(fa)(fa)》《中(zhong)(zhong)共(gong)深圳(zhen)市委 深圳(zhen)市人民(min)政府(fu)印(yin)(yin)發〈關(guan)于推(tui)進(jin)教(jiao)(jiao)育(yu)(yu)(yu)高(gao)質量發展的(de)(de)(de)意(yi)見(jian)〉的(de)(de)(de)通(tong)知》等法(fa)(fa)律法(fa)(fa)規文件精(jing)神(shen),現就做好我市2021年普通(tong)中(zhong)(zhong)小學(xue)招生入學(xue)工(gong)作(zuo)(zuo)通(tong)知如下:

  一、規范義務教育招生行為

  (一(yi))強(qiang)化屬(shu)地責(ze)任,落實“兩(liang)為主”

  1.落實(shi)(shi)“兩(liang)為主”職責。各區(qu)(qu)(qu)(含新區(qu)(qu)(qu)、深汕特(te)別合作(zuo)(zuo)區(qu)(qu)(qu),下同)政府要落實(shi)(shi)好舉辦(ban)(ban)(ban)、管理和發展義務(wu)(wu)教育(yu)的(de)主體(ti)責任(ren),認真落實(shi)(shi)國(guo)家“兩(liang)為主”要求(qiu),進一(yi)步提高進城務(wu)(wu)工人員(yuan)隨遷子(zi)女(nv)在公辦(ban)(ban)(ban)義務(wu)(wu)教育(yu)學校就讀的(de)比例,增加(jia)公辦(ban)(ban)(ban)學位供給,統(tong)籌公辦(ban)(ban)(ban)民辦(ban)(ban)(ban)學校招生(sheng),切實(shi)(shi)保障符(fu)合條件的(de)適齡(ling)兒童、少年接(jie)受義務(wu)(wu)教育(yu)的(de)權利。各區(qu)(qu)(qu)要加(jia)強組織領導(dao)(dao),成立以區(qu)(qu)(qu)領導(dao)(dao)為組長(chang)的(de)義務(wu)(wu)教育(yu)招生(sheng)工作(zuo)(zuo)領導(dao)(dao)小組,定期召(zhao)開招生(sheng)工作(zuo)(zuo)聯席(xi)會(hui)議(yi),完善(shan)統(tong)籌協調工作(zuo)(zuo)機制,及時妥善(shan)處理本(ben)區(qu)(qu)(qu)義務(wu)(wu)教育(yu)招生(sheng)中的(de)熱(re)點(dian)難點(dian)問題。

  2.落實區教育(yu)行政部(bu)門招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)管理(li)職責。各(ge)(ge)區教育(yu)行政部(bu)門要(yao)(yao)切實加(jia)強(qiang)(qiang)義務教育(yu)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)的組織(zhi)和管理(li),做(zuo)好學(xue)位預(yu)測,及(ji)時公布學(xue)位供(gong)需情(qing)況,建(jian)立招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)預(yu)警機(ji)制(zhi)(zhi),合理(li)引導(dao)家(jia)長預(yu)期。要(yao)(yao)積極探索研制(zhi)(zhi)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)電子地(di)圖(tu),便(bian)(bian)于實時分析研判(pan)各(ge)(ge)學(xue)區學(xue)位供(gong)給(gei)動(dong)態(tai)變化情(qing)況,方便(bian)(bian)學(xue)生(sheng)(sheng)(sheng)家(jia)長便(bian)(bian)捷查詢各(ge)(ge)學(xue)校(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍及(ji)學(xue)位供(gong)給(gei)信息。要(yao)(yao)科學(xue)制(zhi)(zhi)定(ding)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作(zuo)方案(an),做(zuo)好網上招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)報(bao)名的組織(zhi)工(gong)作(zuo)。要(yao)(yao)簡化入學(xue)手續,加(jia)強(qiang)(qiang)部(bu)門聯(lian)(lian)動(dong),充分利用現(xian)代信息技術手段實施多部(bu)門聯(lian)(lian)網審核(he)驗(yan)證,共同做(zuo)好適齡兒童(tong)、少年的就讀資格驗(yan)核(he)工(gong)作(zuo)。要(yao)(yao)加(jia)強(qiang)(qiang)風險預(yu)判(pan),制(zhi)(zhi)定(ding)完善(shan)(shan)應(ying)急(ji)預(yu)案(an),健全應(ying)急(ji)機(ji)制(zhi)(zhi),及(ji)時發現(xian)并妥善(shan)(shan)處置苗頭性(xing)、傾向性(xing)問題,快速穩妥處理(li)突(tu)發事件(jian),確保招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入學(xue)工(gong)作(zuo)平穩有(you)序。要(yao)(yao)加(jia)強(qiang)(qiang)對(dui)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入學(xue)工(gong)作(zuo)的監(jian)督檢查,建(jian)立完善(shan)(shan)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入學(xue)監(jian)督工(gong)作(zuo)機(ji)制(zhi)(zhi)。多形(xing)式(shi)加(jia)強(qiang)(qiang)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入學(xue)政策的宣(xuan)講和解(jie)(jie)讀解(jie)(jie)釋工(gong)作(zuo),積極回(hui)應(ying)市民(min)群眾關切。

  3.落實(shi)學校(xiao)招(zhao)生(sheng)職(zhi)責。各義(yi)務教育階(jie)段學校(xiao)要(yao)(yao)規(gui)范招(zhao)生(sheng)行為,按(an)(an)(an)要(yao)(yao)求(qiu)公開(kai)招(zhao)生(sheng)計劃、招(zhao)生(sheng)程序(xu)、招(zhao)生(sheng)結果、咨詢投訴電話等,不得(de)擅自(zi)跨片(pian)區招(zhao)生(sheng),不得(de)擅自(zi)接收學生(sheng)跨片(pian)區擇(ze)校(xiao)就讀。要(yao)(yao)指(zhi)導適齡兒(er)童、少年的(de)家長(chang)按(an)(an)(an)時申請學位,按(an)(an)(an)要(yao)(yao)求(qiu)及(ji)時、準確提供就讀信息。

  (二)堅持免試就近入學,合理確定招生范圍

  1.堅持免試就(jiu)近入(ru)學(xue)。所有公(gong)辦(ban)民(min)辦(ban)學(xue)校(xiao)都要嚴(yan)格(ge)遵(zun)守并全面(mian)落實義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)免試入(ru)學(xue)規定。嚴(yan)禁公(gong)辦(ban)民(min)辦(ban)學(xue)校(xiao)通過(guo)面(mian)試、面(mian)談、人(ren)機對話、體驗活(huo)動、簡歷材料(liao)等方(fang)式為(wei)依(yi)據的(de)“掐尖(jian)”招(zhao)(zhao)生、提前招(zhao)(zhao)生、違規爭搶(qiang)生源的(de)行為(wei)。市(shi)局直屬學(xue)校(xiao)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)招(zhao)(zhao)生工作納(na)入(ru)所在(zai)區教(jiao)(jiao)育(yu)(yu)(yu)行政部門統一管(guan)理。

  2.合理確(que)定(ding)招(zhao)(zhao)(zhao)生范(fan)(fan)圍(wei)。各區(qu)教(jiao)(jiao)(jiao)(jiao)育(yu)行(xing)(xing)政部門(men)要嚴(yan)格按照“學(xue)(xue)(xue)校(xiao)劃片招(zhao)(zhao)(zhao)生、生源(yuan)就近(jin)入(ru)學(xue)(xue)(xue)”的(de)目標要求,綜(zong)合考(kao)慮適(shi)(shi)齡(ling)學(xue)(xue)(xue)生人(ren)數、學(xue)(xue)(xue)校(xiao)分布、學(xue)(xue)(xue)校(xiao)規模、交通(tong)狀況等因素,為每(mei)所(suo)公辦義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)校(xiao)劃定(ding)服務(wu)片區(qu)范(fan)(fan)圍(wei),確(que)保(bao)各片區(qu)之間教(jiao)(jiao)(jiao)(jiao)育(yu)資源(yuan)大致均衡(heng)。在對(dui)學(xue)(xue)(xue)校(xiao)原招(zhao)(zhao)(zhao)生范(fan)(fan)圍(wei)進行(xing)(xing)較大調整時,要充分聽取(qu)群眾意(yi)見,審(shen)慎論證(zheng),提前公告。片區(qu)確(que)定(ding)后,應在一段時期內保(bao)持相對(dui)穩定(ding)。民辦義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)校(xiao)不得(de)超出教(jiao)(jiao)(jiao)(jiao)育(yu)行(xing)(xing)政部門(men)核(he)定(ding)的(de)招(zhao)(zhao)(zhao)生計劃和招(zhao)(zhao)(zhao)生范(fan)(fan)圍(wei)招(zhao)(zhao)(zhao)生,在滿(man)足本(ben)區(qu)符合條件的(de)適(shi)(shi)齡(ling)兒童(tong)、少年入(ru)學(xue)(xue)(xue)需求后,仍(reng)有剩(sheng)余招(zhao)(zhao)(zhao)生計劃的(de),經學(xue)(xue)(xue)校(xiao)申(shen)請,區(qu)教(jiao)(jiao)(jiao)(jiao)育(yu)行(xing)(xing)政部門(men)審(shen)核(he),報市(shi)教(jiao)(jiao)(jiao)(jiao)育(yu)局(ju)同意(yi),可跨區(qu)招(zhao)(zhao)(zhao)生。

  (三(san))剛性實(shi)施入(ru)學政策,完(wan)善積分入(ru)學細則

  所有公(gong)辦民(min)辦學(xue)(xue)校要嚴格按照《深圳市(shi)非(fei)深戶籍人(ren)員子女(nv)接受義務教育(yu)(yu)管理(li)辦法》等文件(jian)規(gui)定的(de)入學(xue)(xue)條(tiao)件(jian)招生,不得招收不符(fu)合我市(shi)就讀條(tiao)件(jian)的(de)學(xue)(xue)生。各區教育(yu)(yu)行政(zheng)部門要不斷優化積(ji)分(fen)(fen)入學(xue)(xue)實施(shi)細則,充分(fen)(fen)體現教育(yu)(yu)公(gong)平,合理(li)設置積(ji)分(fen)(fen)類別、項目、標準和分(fen)(fen)值,根據(ju)積(ji)分(fen)(fen)情況和招生計劃安(an)排(pai)學(xue)(xue)位,實施(shi)過程(cheng)中(zhong)要做(zuo)到(dao)積(ji)分(fen)(fen)標準、積(ji)分(fen)(fen)結果、學(xue)(xue)位安(an)排(pai)“三公(gong)開”,公(gong)開過程(cheng)中(zhong)應依法做(zuo)好未成(cheng)年(nian)人(ren)隱私(si)保護(hu)。積(ji)分(fen)(fen)入學(xue)(xue)細則要充分(fen)(fen)征求轄區居民(min)意見,在(zai)招生工作實施(shi)前(qian)報市(shi)教育(yu)(yu)局(ju)備案。2021年(nian)繼續全面取(qu)消各類特長生招生。對烈士(shi)、符(fu)合條(tiao)件(jian)的(de)現役軍(jun)人(ren)及復退軍(jun)人(ren)、消防救援(yuan)隊伍人(ren)員、公(gong)安(an)英模(mo)和因公(gong)犧(xi)牲傷(shang)殘警(jing)察(cha)、高層次人(ren)才(cai)等享受優惠政(zheng)策人(ren)員的(de)子女(nv)實施(shi)教育(yu)(yu)優待政(zheng)策,并(bing)向(xiang)社會(hui)公(gong)示。

  (四(si))完善民辦學校招生管(guan)理

  各區(qu)教(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)部(bu)門(men)(men)要(yao)將民辦義(yi)(yi)務(wu)教(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)納入統(tong)一管理,全面落實(shi)(shi)與公辦學(xue)(xue)校(xiao)(xiao)同步(bu)招(zhao)(zhao)生(sheng)(sheng)(sheng)。民辦義(yi)(yi)務(wu)教(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃和招(zhao)(zhao)生(sheng)(sheng)(sheng)方(fang)案(an),要(yao)報(bao)(bao)主管教(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)部(bu)門(men)(men)審核。面向全區(qu)招(zhao)(zhao)生(sheng)(sheng)(sheng)且報(bao)(bao)名人數(shu)超過招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃數(shu)的(de)民辦學(xue)(xue)校(xiao)(xiao),全部(bu)實(shi)(shi)行(xing)(xing)電(dian)腦隨機(ji)搖號(hao)錄取。辦學(xue)(xue)層(ceng)次同時(shi)包括小(xiao)學(xue)(xue)和初中的(de)民辦學(xue)(xue)校(xiao)(xiao),應(ying)首先通過直升或電(dian)腦隨機(ji)搖號(hao)方(fang)式招(zhao)(zhao)收(shou)本校(xiao)(xiao)自愿報(bao)(bao)讀初中的(de)小(xiao)學(xue)(xue)畢業生(sheng)(sheng)(sheng),剩余的(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃應(ying)公開報(bao)(bao)名,實(shi)(shi)行(xing)(xing)電(dian)腦隨機(ji)搖號(hao)錄取。民辦學(xue)(xue)校(xiao)(xiao)電(dian)腦隨機(ji)搖號(hao)錄取工作由各區(qu)組織實(shi)(shi)施(shi),搖號(hao)過程要(yao)做到全程錄像,并邀(yao)請(qing)公證機(ji)構人員(yuan)、紀(ji)檢人員(yuan)、人大(da)代(dai)(dai)表(biao)、政(zheng)(zheng)協(xie)委員(yuan)、新聞媒體(ti)代(dai)(dai)表(biao)和學(xue)(xue)生(sheng)(sheng)(sheng)家長代(dai)(dai)表(biao)全程監督。受政(zheng)(zheng)府委托承(cheng)擔義(yi)(yi)務(wu)教(jiao)育(yu)學(xue)(xue)位任務(wu)的(de)民辦學(xue)(xue)校(xiao)(xiao),報(bao)(bao)名及(ji)錄取辦法(fa)由區(qu)教(jiao)育(yu)行(xing)(xing)政(zheng)(zheng)部(bu)門(men)(men)另(ling)行(xing)(xing)確定。

  (五(wu))提高(gao)殘疾兒(er)童、少年(nian)入學率,提升特殊教育質量

  各(ge)區要(yao)(yao)按(an)國家要(yao)(yao)求(qiu),確保2021年殘疾兒童(tong)、少(shao)年義(yi)務教(jiao)育(yu)(yu)入學(xue)(xue)率達到95%以上(shang)。按(an)照“全覆蓋、零拒(ju)絕”的要(yao)(yao)求(qiu),根(gen)據適齡殘疾兒童(tong)、少(shao)年的實際情(qing)況(kuang),制訂教(jiao)育(yu)(yu)安(an)置方案,落實“一(yi)人一(yi)案”,通過普通學(xue)(xue)校(xiao)就讀(du)、特(te)(te)殊教(jiao)育(yu)(yu)學(xue)(xue)校(xiao)就讀(du)、送教(jiao)上(shang)門等多種方式,逐一(yi)做好(hao)入學(xue)(xue)安(an)置工作。市(shi)、區特(te)(te)殊教(jiao)育(yu)(yu)學(xue)(xue)校(xiao)科學(xue)(xue)設置招生(sheng)類別、學(xue)(xue)段,錯位發展,協調發展。義(yi)務教(jiao)育(yu)(yu)階段,視(shi)障教(jiao)育(yu)(yu)、聽障教(jiao)育(yu)(yu)主要(yao)(yao)由市(shi)屬(shu)(shu)學(xue)(xue)校(xiao)承擔,智障等其他(ta)類型的特(te)(te)殊教(jiao)育(yu)(yu)主要(yao)(yao)由區屬(shu)(shu)學(xue)(xue)校(xiao)承擔。市(shi)屬(shu)(shu)特(te)(te)殊教(jiao)育(yu)(yu)學(xue)(xue)校(xiao)要(yao)(yao)擴大高(gao)中階段招生(sheng)規模,讓完(wan)成義(yi)務教(jiao)育(yu)(yu)的殘疾學(xue)(xue)生(sheng)都能接受適宜(yi)的高(gao)中階段教(jiao)育(yu)(yu)。

  (六(liu))加強招生(sheng)計劃管理,嚴禁超標準班(ban)額招生(sheng)

  各(ge)區教育行(xing)政部門要結合學(xue)(xue)(xue)(xue)(xue)校(xiao)辦(ban)學(xue)(xue)(xue)(xue)(xue)規模、辦(ban)學(xue)(xue)(xue)(xue)(xue)條件,科學(xue)(xue)(xue)(xue)(xue)核定、及時公(gong)布公(gong)辦(ban)民辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)招(zhao)生(sheng)計劃。嚴格控制(zhi)存(cun)在超(chao)(chao)標(biao)準(zhun)(zhun)班(ban)額(e)(e)學(xue)(xue)(xue)(xue)(xue)校(xiao)的(de)招(zhao)生(sheng)計劃。各(ge)義務教育學(xue)(xue)(xue)(xue)(xue)校(xiao)起始年(nian)級嚴禁超(chao)(chao)標(biao)準(zhun)(zhun)班(ban)額(e)(e)招(zhao)生(sheng),堅決防(fang)止產生(sheng)新(xin)的(de)超(chao)(chao)標(biao)準(zhun)(zhun)班(ban)額(e)(e)。嚴禁超(chao)(chao)核定辦(ban)學(xue)(xue)(xue)(xue)(xue)規模和超(chao)(chao)標(biao)準(zhun)(zhun)班(ban)額(e)(e)的(de)學(xue)(xue)(xue)(xue)(xue)校(xiao)接收轉學(xue)(xue)(xue)(xue)(xue)插班(ban)學(xue)(xue)(xue)(xue)(xue)生(sheng)。

  (七(qi))落實控輟(chuo)保學法定職責

  各區教(jiao)(jiao)育(yu)行政(zheng)部(bu)門(men)和(he)學(xue)(xue)(xue)(xue)校(xiao)要嚴格(ge)落實(shi)《中(zhong)(zhong)(zhong)華人(ren)(ren)民共(gong)(gong)和(he)國義(yi)務教(jiao)(jiao)育(yu)法(fa)(fa)(fa)》《中(zhong)(zhong)(zhong)華人(ren)(ren)民共(gong)(gong)和(he)國未成年(nian)(nian)人(ren)(ren)保(bao)護法(fa)(fa)(fa)》等(deng)法(fa)(fa)(fa)律(lv)規定(ding),依法(fa)(fa)(fa)保(bao)障(zhang)適(shi)齡(ling)兒(er)童、少年(nian)(nian)接受義(yi)務教(jiao)(jiao)育(yu)的(de)權利,要嚴格(ge)履行控(kong)(kong)輟(chuo)保(bao)學(xue)(xue)(xue)(xue)法(fa)(fa)(fa)定(ding)職(zhi)責,完善聯(lian)控(kong)(kong)聯(lian)保(bao)工作(zuo)機制,落實(shi)失學(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生勸返復學(xue)(xue)(xue)(xue)、登記(ji)和(he)書面(mian)報告責任制度(du),建(jian)立完善控(kong)(kong)輟(chuo)保(bao)學(xue)(xue)(xue)(xue)工作(zuo)臺帳(zhang),共(gong)(gong)同做好控(kong)(kong)輟(chuo)保(bao)學(xue)(xue)(xue)(xue)工作(zuo)。適(shi)齡(ling)兒(er)童、少年(nian)(nian)因身體狀況確需延緩入學(xue)(xue)(xue)(xue)或(huo)者(zhe)休(xiu)學(xue)(xue)(xue)(xue)的(de),其(qi)父(fu)母或(huo)者(zhe)其(qi)他(ta)法(fa)(fa)(fa)定(ding)監(jian)護人(ren)(ren)應當提出申(shen)請,由(you)所在區教(jiao)(jiao)育(yu)行政(zheng)部(bu)門(men)批準。依法(fa)(fa)(fa)查(cha)處(chu)以在家(jia)學(xue)(xue)(xue)(xue)習(xi)、接受“私塾”“讀經(jing)班”等(deng)培訓替代國家(jia)統一(yi)實(shi)施的(de)義(yi)務教(jiao)(jiao)育(yu)的(de)行為。嚴格(ge)外籍人(ren)(ren)員(yuan)子(zi)女學(xue)(xue)(xue)(xue)校(xiao)招(zhao)生管理(li),不(bu)得招(zhao)收(shou)中(zhong)(zhong)(zhong)國籍學(xue)(xue)(xue)(xue)生。

  二、加強普通高中招生管理

  (一(yi))剛性執行高中招(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)。高中學(xue)校(xiao)要(yao)嚴格按照市教(jiao)育局(ju)核(he)定的(de)(de)招(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)進行招(zhao)生(sheng)(sheng)(sheng)。招(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)下達后,不再受(shou)理(li)調整招(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)的(de)(de)申請(qing)。各級教(jiao)育行政部(bu)門、各高中階段學(xue)校(xiao)根據招(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)的(de)(de)要(yao)求,認真做好招(zhao)生(sheng)(sheng)(sheng)的(de)(de)各項(xiang)準(zhun)備工作,確保學(xue)校(xiao)正常開學(xue)。民辦(ban)學(xue)校(xiao)招(zhao)生(sheng)(sheng)(sheng)納入統一(yi)管理(li),并與公(gong)辦(ban)學(xue)校(xiao)同步招(zhao)生(sheng)(sheng)(sheng)。各校(xiao)招(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)的(de)(de)執行情況,將作為學(xue)校(xiao)自主招(zhao)生(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)(hua)安排、規范辦(ban)學(xue)、辦(ban)學(xue)水平(ping)、辦(ban)學(xue)效(xiao)益評估以及評先(xian)、評優(you)等的(de)(de)主要(yao)指標。全市公(gong)辦(ban)高中學(xue)校(xiao)應按照核(he)定辦(ban)學(xue)規模(mo)招(zhao)生(sheng)(sheng)(sheng)。普(pu)通(tong)高中未(wei)經(jing)審批不得(de)面(mian)向市外招(zhao)生(sheng)(sheng)(sheng)。

  (二)落實指標到(dao)(dao)校(xiao)政策。認真落實指標到(dao)(dao)校(xiao)政策要求,每所優(you)質普通高中(zhong)學校(xiao)要安(an)排不低于50%的招(zhao)生(sheng)名額,主(zhu)要按初(chu)中(zhong)學校(xiao)在校(xiao)生(sheng)數,直接分配(pei)到(dao)(dao)全市各(ge)初(chu)中(zhong)學校(xiao)(含(han)民辦(ban)),促進(jin)義(yi)務教育優(you)質均衡發展。

  (三)統(tong)籌規范全市(shi)高(gao)(gao)中(zhong)(zhong)(zhong)自主(zhu)招(zhao)(zhao)(zhao)(zhao)生工(gong)作。根據(ju)廣東(dong)省(sheng)教(jiao)育(yu)廳關(guan)于(yu)進一步完善和(he)規范自主(zhu)招(zhao)(zhao)(zhao)(zhao)生的(de)相關(guan)要(yao)求,市(shi)教(jiao)育(yu)局(ju)全面統(tong)籌高(gao)(gao)中(zhong)(zhong)(zhong)自主(zhu)招(zhao)(zhao)(zhao)(zhao)生工(gong)作,進一步優化我市(shi)普通(tong)高(gao)(gao)中(zhong)(zhong)(zhong)自主(zhu)招(zhao)(zhao)(zhao)(zhao)生布點,引導普通(tong)高(gao)(gao)中(zhong)(zhong)(zhong)學(xue)校(xiao)科(ke)學(xue)合理定位和(he)分層分類發展。自主(zhu)招(zhao)(zhao)(zhao)(zhao)生對象(xiang)主(zhu)要(yao)為具有創新潛質和(he)學(xue)科(ke)特(te)長的(de)學(xue)生。2021年(nian)全市(shi)普通(tong)高(gao)(gao)中(zhong)(zhong)(zhong)自主(zhu)招(zhao)(zhao)(zhao)(zhao)生按照市(shi)教(jiao)育(yu)局(ju)出臺(tai)的(de)《深(shen)圳(zhen)市(shi)教(jiao)育(yu)局(ju)關(guan)于(yu)做(zuo)好2021年(nian)普通(tong)高(gao)(gao)中(zhong)(zhong)(zhong)學(xue)校(xiao)自主(zhu)招(zhao)(zhao)(zhao)(zhao)生工(gong)作的(de)通(tong)知》實施。

  (四)規(gui)范學(xue)校(xiao)(xiao)招(zhao)(zhao)生行為(wei)。積極探索(suo)基于初中(zhong)(zhong)學(xue)業水平考試成(cheng)績、結合綜合素質(zhi)表現評價的高(gao)中(zhong)(zhong)階段學(xue)校(xiao)(xiao)考試招(zhao)(zhao)生錄取模式(shi)。所有高(gao)中(zhong)(zhong)學(xue)校(xiao)(xiao)(含民辦(ban)普通高(gao)中(zhong)(zhong))需嚴(yan)格按(an)照規(gui)定(ding)的招(zhao)(zhao)生范圍、招(zhao)(zhao)生計(ji)(ji)劃、招(zhao)(zhao)生時(shi)間、招(zhao)(zhao)生方式(shi)進行統一招(zhao)(zhao)生,嚴(yan)禁(jin)違規(gui)爭搶生源、跨審批區域招(zhao)(zhao)生、超計(ji)(ji)劃招(zhao)(zhao)生和(he)(he)提前招(zhao)(zhao)生,嚴(yan)禁(jin)招(zhao)(zhao)收“掛(gua)讀生”和(he)(he)“擇(ze)校(xiao)(xiao)生”。

  三、加強新生入學管理

  (一(yi))規范學(xue)生分班(ban)(ban)管理。各(ge)義務教育(yu)階段(duan)學(xue)校要實(shi)行均衡編(bian)班(ban)(ban),嚴(yan)禁舉辦重(zhong)點班(ban)(ban),包括以特長班(ban)(ban)、快(kuai)慢班(ban)(ban)、尖(jian)子班(ban)(ban)、興趣班(ban)(ban)和(he)“奧賽”班(ban)(ban)、國際班(ban)(ban)等名義的變相重(zhong)點班(ban)(ban)。普通(tong)高(gao)中學(xue)校要根據普通(tong)高(gao)中課(ke)程方案和(he)學(xue)生選(xuan)課(ke)情況,合(he)理排課(ke)編(bian)班(ban)(ban),科學(xue)制(zhi)訂選(xuan)課(ke)走班(ban)(ban)指(zhi)南和(he)課(ke)程實(shi)施方案。

  (二)嚴格(ge)規范學(xue)(xue)籍(ji)(ji)管理(li)。學(xue)(xue)校(xiao)應當從學(xue)(xue)生(sheng)(sheng)入(ru)學(xue)(xue)之日起1個月內(nei)為(wei)學(xue)(xue)生(sheng)(sheng)建立(li)學(xue)(xue)籍(ji)(ji)檔案,其中(zhong),殘疾程度較重、無法(fa)進入(ru)學(xue)(xue)校(xiao)學(xue)(xue)習的(de)(de)(de)學(xue)(xue)生(sheng)(sheng),由承擔(dan)送教(jiao)(jiao)上門的(de)(de)(de)學(xue)(xue)校(xiao)建立(li)學(xue)(xue)籍(ji)(ji)。學(xue)(xue)校(xiao)要嚴格(ge)落實(shi)學(xue)(xue)籍(ji)(ji)管理(li)“一人(ren)一籍(ji)(ji),籍(ji)(ji)隨人(ren)走(zou)”的(de)(de)(de)要求,不(bu)得以虛假信息建立(li)學(xue)(xue)生(sheng)(sheng)學(xue)(xue)籍(ji)(ji),不(bu)得重復建立(li)學(xue)(xue)生(sheng)(sheng)學(xue)(xue)籍(ji)(ji),不(bu)得擅(shan)自刪(shan)除(chu)學(xue)(xue)生(sheng)(sheng)電子學(xue)(xue)籍(ji)(ji)信息。未(wei)經義(yi)務教(jiao)(jiao)育招生(sheng)(sheng)平臺報名錄取的(de)(de)(de)學(xue)(xue)生(sheng)(sheng)不(bu)予建立(li)學(xue)(xue)籍(ji)(ji)。對于未(wei)經學(xue)(xue)校(xiao)批(pi)準,不(bu)按學(xue)(xue)校(xiao)規定(ding)期限到校(xiao)辦理(li)注冊者,不(bu)予建立(li)學(xue)(xue)籍(ji)(ji)。各區教(jiao)(jiao)育行政部門要加強(qiang)對學(xue)(xue)籍(ji)(ji)工(gong)作的(de)(de)(de)核查,及時查處和糾正學(xue)(xue)籍(ji)(ji)建檔過(guo)程中(zhong)的(de)(de)(de)不(bu)規范行為(wei),嚴禁“人(ren)籍(ji)(ji)分離”。

  四、建立考核和問責雙機制,確保招生工作全面落地

  市(shi)、區(qu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)督(du)導(dao)部(bu)門要將(jiang)中(zhong)(zhong)小(xiao)(xiao)學招(zhao)(zhao)生(sheng)(sheng)入學工(gong)作納入責(ze)任(ren)督(du)學日常(chang)督(du)導(dao)范圍(wei),嚴(yan)肅查處違反教(jiao)(jiao)(jiao)育(yu)(yu)(yu)部(bu)“十項嚴(yan)禁”紀律要求和(he)省教(jiao)(jiao)(jiao)育(yu)(yu)(yu)廳“六(liu)項規定(ding)”等違反招(zhao)(zhao)生(sheng)(sheng)政(zheng)策(ce)和(he)紀律以(yi)及(ji)擾(rao)亂中(zhong)(zhong)小(xiao)(xiao)學入學招(zhao)(zhao)生(sheng)(sheng)秩序(xu)的行為。對違規操作,查有實(shi)據,造成不良影響的單位(wei)和(he)個人實(shi)行問責(ze)。對于未落實(shi)《中(zhong)(zhong)共中(zhong)(zhong)央 國務(wu)院關(guan)于深化教(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)學改(gai)革全面(mian)提高義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)質量的意見(jian)》中(zhong)(zhong)義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)入學規定(ding)要求,或者出現轄區(qu)內(nei)義(yi)務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)階段學校違規考試(shi)招(zhao)(zhao)生(sheng)(sheng)行為的,視同為落實(shi)中(zhong)(zhong)央和(he)國家重大政(zheng)策(ce)不力,納入政(zheng)府履(lv)行教(jiao)(jiao)(jiao)育(yu)(yu)(yu)職(zhi)責(ze)評價。
