一、規范義務教育招生行為
(一)強化屬(shu)地責任,落實“兩為主(zhu)”
1.落實(shi)“兩(liang)為主”職責。各區(含(han)新區、深(shen)汕特別合(he)作(zuo)區,下同)政府要(yao)(yao)(yao)落實(shi)好舉辦(ban)(ban)、管理和(he)發展義(yi)(yi)務教(jiao)(jiao)育(yu)的(de)(de)主體責任,認真落實(shi)國家(jia)“兩(liang)為主”要(yao)(yao)(yao)求(qiu),進(jin)(jin)一步提高進(jin)(jin)城務工(gong)人(ren)員隨(sui)遷(qian)子女(nv)在公辦(ban)(ban)義(yi)(yi)務教(jiao)(jiao)育(yu)學(xue)(xue)校(xiao)就讀的(de)(de)比例,增加公辦(ban)(ban)學(xue)(xue)位(wei)供(gong)給(gei),統籌公辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)校(xiao)招生,切(qie)實(shi)保(bao)障符合(he)條件(jian)的(de)(de)適(shi)齡兒童(tong)、少年接受義(yi)(yi)務教(jiao)(jiao)育(yu)的(de)(de)權利。各區要(yao)(yao)(yao)加強組織(zhi)領導,成(cheng)立以區領導為組長的(de)(de)義(yi)(yi)務教(jiao)(jiao)育(yu)招生工(gong)作(zuo)領導小組,定期召開招生工(gong)作(zuo)聯席(xi)會議(yi),完善統籌協調工(gong)作(zuo)機制,及時(shi)妥(tuo)善處理本區義(yi)(yi)務教(jiao)(jiao)育(yu)招生中(zhong)的(de)(de)熱點難點問題。
2.落實(shi)區(qu)教育行政(zheng)部(bu)門招(zhao)生(sheng)(sheng)(sheng)管理職責。各區(qu)教育行政(zheng)部(bu)門要(yao)(yao)(yao)切實(shi)加(jia)(jia)(jia)強(qiang)(qiang)(qiang)義(yi)務(wu)教育招(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)的(de)組(zu)織和管理,做好學(xue)位預(yu)(yu)測,及(ji)時公布學(xue)位供需情況,建立招(zhao)生(sheng)(sheng)(sheng)預(yu)(yu)警機制(zhi),合(he)理引導(dao)家長預(yu)(yu)期。要(yao)(yao)(yao)積(ji)極探索研(yan)制(zhi)招(zhao)生(sheng)(sheng)(sheng)電(dian)子地圖,便于實(shi)時分(fen)析研(yan)判各學(xue)區(qu)學(xue)位供給動態變化情況,方便學(xue)生(sheng)(sheng)(sheng)家長便捷(jie)查(cha)(cha)詢(xun)各學(xue)校招(zhao)生(sheng)(sheng)(sheng)范圍及(ji)學(xue)位供給信(xin)息。要(yao)(yao)(yao)科學(xue)制(zhi)定招(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)方案,做好網上招(zhao)生(sheng)(sheng)(sheng)報名的(de)組(zu)織工(gong)(gong)作(zuo)(zuo)。要(yao)(yao)(yao)簡化入(ru)學(xue)手續(xu),加(jia)(jia)(jia)強(qiang)(qiang)(qiang)部(bu)門聯動,充分(fen)利用現代信(xin)息技術手段實(shi)施多部(bu)門聯網審核驗證,共同(tong)做好適齡兒童、少年(nian)的(de)就讀資格驗核工(gong)(gong)作(zuo)(zuo)。要(yao)(yao)(yao)加(jia)(jia)(jia)強(qiang)(qiang)(qiang)風險預(yu)(yu)判,制(zhi)定完善(shan)應急預(yu)(yu)案,健全應急機制(zhi),及(ji)時發(fa)現并妥善(shan)處置苗頭性(xing)、傾向性(xing)問題,快速穩妥處理突發(fa)事件,確保招(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)工(gong)(gong)作(zuo)(zuo)平穩有(you)序。要(yao)(yao)(yao)加(jia)(jia)(jia)強(qiang)(qiang)(qiang)對招(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)工(gong)(gong)作(zuo)(zuo)的(de)監(jian)督檢查(cha)(cha),建立完善(shan)招(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)監(jian)督工(gong)(gong)作(zuo)(zuo)機制(zhi)。多形式加(jia)(jia)(jia)強(qiang)(qiang)(qiang)招(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)政(zheng)策的(de)宣講和解讀解釋工(gong)(gong)作(zuo)(zuo),積(ji)極回應市(shi)民群眾關切。
3.落(luo)實學(xue)(xue)(xue)校(xiao)招(zhao)生職責。各義務教(jiao)育階段學(xue)(xue)(xue)校(xiao)要規范招(zhao)生行(xing)為,按(an)要求公開招(zhao)生計劃、招(zhao)生程(cheng)序(xu)、招(zhao)生結果、咨詢投訴電話等,不(bu)得(de)(de)擅自跨(kua)片(pian)區招(zhao)生,不(bu)得(de)(de)擅自接收學(xue)(xue)(xue)生跨(kua)片(pian)區擇校(xiao)就(jiu)讀(du)。要指(zhi)導適(shi)齡兒童、少年的家長按(an)時申(shen)請學(xue)(xue)(xue)位,按(an)要求及時、準確提供就(jiu)讀(du)信息(xi)。
(二)堅持(chi)免試(shi)就近入學,合(he)理確(que)定招(zhao)生范(fan)圍(wei)
1.堅持免(mian)試(shi)就近(jin)入學(xue)。所有公(gong)辦(ban)民辦(ban)學(xue)校(xiao)都要(yao)嚴(yan)格遵守(shou)并(bing)全面落(luo)實義務教育免(mian)試(shi)入學(xue)規定。嚴(yan)禁(jin)公(gong)辦(ban)民辦(ban)學(xue)校(xiao)通過(guo)面試(shi)、面談、人機對(dui)話、體(ti)驗活動(dong)、簡歷材料(liao)等方式(shi)為依據的“掐尖(jian)”招(zhao)(zhao)生(sheng)(sheng)、提(ti)前招(zhao)(zhao)生(sheng)(sheng)、違規爭搶生(sheng)(sheng)源(yuan)的行為。市局直屬學(xue)校(xiao)義務教育招(zhao)(zhao)生(sheng)(sheng)工作納(na)入所在(zai)區教育行政部門統一管理。
2.合理(li)確(que)定(ding)招(zhao)生(sheng)(sheng)范(fan)圍。各(ge)區(qu)(qu)教(jiao)(jiao)育行政部門要嚴格(ge)按照“學(xue)校(xiao)劃(hua)片(pian)招(zhao)生(sheng)(sheng)、生(sheng)(sheng)源(yuan)就(jiu)近入學(xue)”的目標要求,綜合考慮適齡學(xue)生(sheng)(sheng)人數、學(xue)校(xiao)分(fen)布、學(xue)校(xiao)規模、交(jiao)通狀況(kuang)等因素,為每所公(gong)辦義務(wu)(wu)教(jiao)(jiao)育學(xue)校(xiao)劃(hua)定(ding)服務(wu)(wu)片(pian)區(qu)(qu)范(fan)圍,確(que)保(bao)各(ge)片(pian)區(qu)(qu)之間教(jiao)(jiao)育資源(yuan)大致均衡。在(zai)對(dui)學(xue)校(xiao)原招(zhao)生(sheng)(sheng)范(fan)圍進行較大調整(zheng)時(shi),要充分(fen)聽取群眾(zhong)意(yi)見,審(shen)慎(shen)論證,提前(qian)公(gong)告。片(pian)區(qu)(qu)確(que)定(ding)后(hou),應在(zai)一段時(shi)期內(nei)保(bao)持相(xiang)對(dui)穩定(ding)。民辦義務(wu)(wu)教(jiao)(jiao)育學(xue)校(xiao)不得超出教(jiao)(jiao)育行政部門核定(ding)的招(zhao)生(sheng)(sheng)計劃(hua)和招(zhao)生(sheng)(sheng)范(fan)圍招(zhao)生(sheng)(sheng),在(zai)滿足本區(qu)(qu)符合條件的適齡兒童(tong)、少年入學(xue)需求后(hou),仍(reng)有剩余招(zhao)生(sheng)(sheng)計劃(hua)的,經學(xue)校(xiao)申請,區(qu)(qu)教(jiao)(jiao)育行政部門審(shen)核,報市教(jiao)(jiao)育局同(tong)意(yi),可(ke)跨(kua)區(qu)(qu)招(zhao)生(sheng)(sheng)。
(三)剛性實施入(ru)學政(zheng)策(ce),完善(shan)積分入(ru)學細則(ze)
所有公辦(ban)民辦(ban)學(xue)校要(yao)嚴格(ge)按照《深(shen)圳市(shi)非深(shen)戶籍人(ren)員子(zi)女(nv)接受(shou)義務教育(yu)(yu)管(guan)理辦(ban)法》等文件(jian)(jian)規定的(de)入學(xue)條(tiao)件(jian)(jian)招生(sheng)(sheng),不得招收不符(fu)合(he)我市(shi)就讀條(tiao)件(jian)(jian)的(de)學(xue)生(sheng)(sheng)。各(ge)區教育(yu)(yu)行(xing)政部門(men)要(yao)不斷優(you)化積(ji)分(fen)(fen)入學(xue)實施細(xi)則(ze),充分(fen)(fen)體現(xian)教育(yu)(yu)公平(ping),合(he)理設置積(ji)分(fen)(fen)類別、項目、標(biao)準和(he)分(fen)(fen)值,根據積(ji)分(fen)(fen)情況和(he)招生(sheng)(sheng)計劃安排(pai)學(xue)位,實施過(guo)程(cheng)(cheng)中要(yao)做到積(ji)分(fen)(fen)標(biao)準、積(ji)分(fen)(fen)結(jie)果、學(xue)位安排(pai)“三公開(kai)”,公開(kai)過(guo)程(cheng)(cheng)中應依法做好未成年人(ren)隱私保護(hu)。積(ji)分(fen)(fen)入學(xue)細(xi)則(ze)要(yao)充分(fen)(fen)征(zheng)求轄區居民意見,在招生(sheng)(sheng)工作實施前報(bao)市(shi)教育(yu)(yu)局備案。2021年繼續全面取(qu)消(xiao)各(ge)類特長生(sheng)(sheng)招生(sheng)(sheng)。對烈士(shi)、符(fu)合(he)條(tiao)件(jian)(jian)的(de)現(xian)役軍人(ren)及復(fu)退軍人(ren)、消(xiao)防救援(yuan)隊伍人(ren)員、公安英模和(he)因(yin)公犧(xi)牲傷殘警(jing)察、高層次人(ren)才(cai)等享受(shou)優(you)惠(hui)政策(ce)人(ren)員的(de)子(zi)女(nv)實施教育(yu)(yu)優(you)待(dai)政策(ce),并(bing)向社會公示。
(四(si))完善民辦學校招(zhao)生管理
各區(qu)教(jiao)(jiao)育行(xing)(xing)(xing)政(zheng)(zheng)部(bu)門(men)(men)要將民辦義(yi)務(wu)教(jiao)(jiao)育學(xue)(xue)(xue)校(xiao)招生納入統(tong)一(yi)管(guan)(guan)理,全(quan)(quan)面落(luo)實與公(gong)辦學(xue)(xue)(xue)校(xiao)同步招生。民辦義(yi)務(wu)教(jiao)(jiao)育學(xue)(xue)(xue)校(xiao)的(de)(de)招生計(ji)(ji)劃(hua)(hua)和招生方案,要報(bao)主管(guan)(guan)教(jiao)(jiao)育行(xing)(xing)(xing)政(zheng)(zheng)部(bu)門(men)(men)審核。面向全(quan)(quan)區(qu)招生且(qie)報(bao)名(ming)人(ren)數(shu)超過(guo)招生計(ji)(ji)劃(hua)(hua)數(shu)的(de)(de)民辦學(xue)(xue)(xue)校(xiao),全(quan)(quan)部(bu)實行(xing)(xing)(xing)電腦(nao)(nao)(nao)隨機(ji)(ji)搖(yao)號錄(lu)(lu)取(qu)。辦學(xue)(xue)(xue)層次(ci)同時(shi)包括小學(xue)(xue)(xue)和初中的(de)(de)民辦學(xue)(xue)(xue)校(xiao),應首先通過(guo)直(zhi)升(sheng)或電腦(nao)(nao)(nao)隨機(ji)(ji)搖(yao)號方式招收本校(xiao)自愿報(bao)讀初中的(de)(de)小學(xue)(xue)(xue)畢業生,剩余的(de)(de)招生計(ji)(ji)劃(hua)(hua)應公(gong)開報(bao)名(ming),實行(xing)(xing)(xing)電腦(nao)(nao)(nao)隨機(ji)(ji)搖(yao)號錄(lu)(lu)取(qu)。民辦學(xue)(xue)(xue)校(xiao)電腦(nao)(nao)(nao)隨機(ji)(ji)搖(yao)號錄(lu)(lu)取(qu)工作由(you)各區(qu)組(zu)織(zhi)實施,搖(yao)號過(guo)程要做到全(quan)(quan)程錄(lu)(lu)像,并邀請(qing)公(gong)證機(ji)(ji)構人(ren)員、紀檢人(ren)員、人(ren)大代(dai)(dai)表(biao)、政(zheng)(zheng)協委員、新聞媒體(ti)代(dai)(dai)表(biao)和學(xue)(xue)(xue)生家(jia)長代(dai)(dai)表(biao)全(quan)(quan)程監督(du)。受政(zheng)(zheng)府委托承擔(dan)義(yi)務(wu)教(jiao)(jiao)育學(xue)(xue)(xue)位(wei)任務(wu)的(de)(de)民辦學(xue)(xue)(xue)校(xiao),報(bao)名(ming)及錄(lu)(lu)取(qu)辦法由(you)區(qu)教(jiao)(jiao)育行(xing)(xing)(xing)政(zheng)(zheng)部(bu)門(men)(men)另行(xing)(xing)(xing)確定。
(五(wu))提高(gao)殘疾兒童(tong)、少年(nian)入學(xue)率(lv),提升(sheng)特殊教育質量
各(ge)區要按國家要求(qiu),確(que)保2021年殘(can)疾(ji)兒童、少(shao)年義(yi)(yi)(yi)務教(jiao)(jiao)育(yu)入學率達到95%以上。按照“全覆蓋(gai)、零(ling)拒絕”的要求(qiu),根據(ju)適齡殘(can)疾(ji)兒童、少(shao)年的實際情(qing)況(kuang),制訂教(jiao)(jiao)育(yu)安置方案,落實“一(yi)人一(yi)案”,通(tong)(tong)過普通(tong)(tong)學校就讀(du)、特殊(shu)教(jiao)(jiao)育(yu)學校就讀(du)、送(song)教(jiao)(jiao)上門等(deng)(deng)多種(zhong)方式,逐一(yi)做好入學安置工作。市(shi)、區特殊(shu)教(jiao)(jiao)育(yu)學校科學設置招(zhao)(zhao)生(sheng)類別、學段,錯(cuo)位發展,協調發展。義(yi)(yi)(yi)務教(jiao)(jiao)育(yu)階(jie)段,視(shi)障教(jiao)(jiao)育(yu)、聽障教(jiao)(jiao)育(yu)主要由市(shi)屬(shu)學校承擔(dan),智障等(deng)(deng)其他(ta)類型的特殊(shu)教(jiao)(jiao)育(yu)主要由區屬(shu)學校承擔(dan)。市(shi)屬(shu)特殊(shu)教(jiao)(jiao)育(yu)學校要擴大高中階(jie)段招(zhao)(zhao)生(sheng)規模,讓完(wan)成義(yi)(yi)(yi)務教(jiao)(jiao)育(yu)的殘(can)疾(ji)學生(sheng)都能接受適宜的高中階(jie)段教(jiao)(jiao)育(yu)。
(六)加(jia)強(qiang)招生(sheng)計劃管理(li),嚴(yan)禁(jin)超標準班(ban)額招生(sheng)
各(ge)區教育(yu)行政(zheng)部門要結合學(xue)(xue)校(xiao)辦(ban)學(xue)(xue)規模(mo)(mo)、辦(ban)學(xue)(xue)條件,科學(xue)(xue)核定、及時公(gong)布公(gong)辦(ban)民辦(ban)學(xue)(xue)校(xiao)招(zhao)生計劃。嚴(yan)格(ge)控制存在超(chao)(chao)標準(zhun)班(ban)(ban)額學(xue)(xue)校(xiao)的(de)招(zhao)生計劃。各(ge)義務(wu)教育(yu)學(xue)(xue)校(xiao)起始(shi)年級嚴(yan)禁超(chao)(chao)標準(zhun)班(ban)(ban)額招(zhao)生,堅決防止產(chan)生新(xin)的(de)超(chao)(chao)標準(zhun)班(ban)(ban)額。嚴(yan)禁超(chao)(chao)核定辦(ban)學(xue)(xue)規模(mo)(mo)和超(chao)(chao)標準(zhun)班(ban)(ban)額的(de)學(xue)(xue)校(xiao)接(jie)收轉(zhuan)學(xue)(xue)插(cha)班(ban)(ban)學(xue)(xue)生。
(七(qi))落實(shi)控輟保學法定職責(ze)
各區教育(yu)行政部門和學校要(yao)嚴格(ge)(ge)落實(shi)《中華(hua)人(ren)(ren)民共和國(guo)(guo)義(yi)務(wu)教育(yu)法》《中華(hua)人(ren)(ren)民共和國(guo)(guo)未成年(nian)人(ren)(ren)保(bao)護法》等(deng)法律規定,依法保(bao)障適齡兒(er)童、少年(nian)接受(shou)義(yi)務(wu)教育(yu)的(de)權利,要(yao)嚴格(ge)(ge)履(lv)行控(kong)(kong)輟(chuo)保(bao)學法定職責,完善(shan)聯控(kong)(kong)聯保(bao)工(gong)作(zuo)機制(zhi),落實(shi)失學輟(chuo)學學生勸返復學、登記和書面報告責任制(zhi)度,建立完善(shan)控(kong)(kong)輟(chuo)保(bao)學工(gong)作(zuo)臺帳,共同做好控(kong)(kong)輟(chuo)保(bao)學工(gong)作(zuo)。適齡兒(er)童、少年(nian)因身體狀況確需(xu)延緩入學或者(zhe)休學的(de),其父(fu)母或者(zhe)其他法定監護人(ren)(ren)應當提出申請,由所在區教育(yu)行政部門批準。依法查處(chu)以在家學習、接受(shou)“私塾(shu)”“讀經班”等(deng)培(pei)訓替代國(guo)(guo)家統一(yi)實(shi)施(shi)的(de)義(yi)務(wu)教育(yu)的(de)行為。嚴格(ge)(ge)外籍(ji)人(ren)(ren)員子女學校招生管(guan)理,不得(de)招收中國(guo)(guo)籍(ji)學生。
二、加強普通高中招生管理
(一(yi))剛性執行(xing)高(gao)中(zhong)招(zhao)生(sheng)(sheng)計(ji)劃(hua)。高(gao)中(zhong)學(xue)校(xiao)要(yao)(yao)嚴(yan)格按(an)照(zhao)市教育(yu)(yu)局核定的(de)招(zhao)生(sheng)(sheng)計(ji)劃(hua)進行(xing)招(zhao)生(sheng)(sheng)。招(zhao)生(sheng)(sheng)計(ji)劃(hua)下達(da)后,不再受理(li)調整招(zhao)生(sheng)(sheng)計(ji)劃(hua)的(de)申(shen)請。各級教育(yu)(yu)行(xing)政部門、各高(gao)中(zhong)階段(duan)學(xue)校(xiao)根據招(zhao)生(sheng)(sheng)計(ji)劃(hua)的(de)要(yao)(yao)求(qiu),認真做好招(zhao)生(sheng)(sheng)的(de)各項(xiang)準備工作,確(que)保學(xue)校(xiao)正常(chang)開(kai)學(xue)。民辦(ban)學(xue)校(xiao)招(zhao)生(sheng)(sheng)納入統(tong)一(yi)管理(li),并與公辦(ban)學(xue)校(xiao)同步招(zhao)生(sheng)(sheng)。各校(xiao)招(zhao)生(sheng)(sheng)計(ji)劃(hua)的(de)執行(xing)情況(kuang),將作為學(xue)校(xiao)自主招(zhao)生(sheng)(sheng)計(ji)劃(hua)安排、規范辦(ban)學(xue)、辦(ban)學(xue)水平、辦(ban)學(xue)效(xiao)益(yi)評估以及評先、評優等的(de)主要(yao)(yao)指標。全市公辦(ban)高(gao)中(zhong)學(xue)校(xiao)應按(an)照(zhao)核定辦(ban)學(xue)規模招(zhao)生(sheng)(sheng)。普通(tong)高(gao)中(zhong)未經審批不得面向市外招(zhao)生(sheng)(sheng)。
(二)落實指標(biao)(biao)到(dao)校(xiao)政策。認真落實指標(biao)(biao)到(dao)校(xiao)政策要求(qiu),每所優質普通高中(zhong)學校(xiao)要安排(pai)不低(di)于50%的招(zhao)生名額,主(zhu)要按(an)初中(zhong)學校(xiao)在校(xiao)生數,直接分(fen)配(pei)到(dao)全市(shi)各初中(zhong)學校(xiao)(含民辦),促(cu)進義務教育優質均衡發展。
(三)統籌規(gui)范(fan)全(quan)市(shi)(shi)(shi)高(gao)(gao)中(zhong)自(zi)主(zhu)(zhu)招生工作。根據(ju)廣東(dong)省教育(yu)廳關于進(jin)一步(bu)完善和(he)規(gui)范(fan)自(zi)主(zhu)(zhu)招生的(de)(de)相關要求,市(shi)(shi)(shi)教育(yu)局全(quan)面統籌高(gao)(gao)中(zhong)自(zi)主(zhu)(zhu)招生工作,進(jin)一步(bu)優(you)化我(wo)市(shi)(shi)(shi)普通(tong)高(gao)(gao)中(zhong)自(zi)主(zhu)(zhu)招生布點,引(yin)導(dao)普通(tong)高(gao)(gao)中(zhong)學(xue)校科學(xue)合理定位和(he)分(fen)層分(fen)類發展。自(zi)主(zhu)(zhu)招生對象(xiang)主(zhu)(zhu)要為具有創新潛質和(he)學(xue)科特長的(de)(de)學(xue)生。2021年(nian)全(quan)市(shi)(shi)(shi)普通(tong)高(gao)(gao)中(zhong)自(zi)主(zhu)(zhu)招生按照(zhao)市(shi)(shi)(shi)教育(yu)局出臺的(de)(de)《深(shen)圳市(shi)(shi)(shi)教育(yu)局關于做好(hao)2021年(nian)普通(tong)高(gao)(gao)中(zhong)學(xue)校自(zi)主(zhu)(zhu)招生工作的(de)(de)通(tong)知》實施。
(四(si))規范(fan)學(xue)校招(zhao)(zhao)生(sheng)(sheng)(sheng)行為。積極探索(suo)基于(yu)初中學(xue)業水平考(kao)試(shi)成績、結合綜合素質表現(xian)評價的高中階(jie)段學(xue)校考(kao)試(shi)招(zhao)(zhao)生(sheng)(sheng)(sheng)錄取模式(shi)。所有高中學(xue)校(含(han)民辦(ban)普(pu)通高中)需嚴(yan)格按(an)照規定的招(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍(wei)、招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)生(sheng)(sheng)(sheng)時間、招(zhao)(zhao)生(sheng)(sheng)(sheng)方式(shi)進行統(tong)一招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)禁違規爭(zheng)搶生(sheng)(sheng)(sheng)源、跨審批區域招(zhao)(zhao)生(sheng)(sheng)(sheng)、超計劃招(zhao)(zhao)生(sheng)(sheng)(sheng)和(he)提前招(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)禁招(zhao)(zhao)收“掛讀生(sheng)(sheng)(sheng)”和(he)“擇校生(sheng)(sheng)(sheng)”。
三、加強新生入學管理
(一)規范學(xue)生分班(ban)管理。各義(yi)務教育階(jie)段學(xue)校要(yao)實(shi)(shi)行(xing)均衡(heng)編班(ban),嚴禁舉辦重點(dian)班(ban),包括以(yi)特長班(ban)、快慢班(ban)、尖子班(ban)、興趣班(ban)和(he)(he)“奧賽”班(ban)、國際班(ban)等名義(yi)的變(bian)相重點(dian)班(ban)。普(pu)(pu)通高中(zhong)學(xue)校要(yao)根據普(pu)(pu)通高中(zhong)課(ke)程方(fang)案和(he)(he)學(xue)生選(xuan)課(ke)情況(kuang),合理排課(ke)編班(ban),科(ke)學(xue)制訂選(xuan)課(ke)走(zou)班(ban)指南和(he)(he)課(ke)程實(shi)(shi)施方(fang)案。
(二)嚴格規(gui)范學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)管理(li)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)應當從學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)之(zhi)日起1個(ge)月(yue)內為學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)檔案,其中,殘(can)疾(ji)程度較(jiao)重、無(wu)法進(jin)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng),由承擔(dan)送教(jiao)(jiao)上門的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)要(yao)嚴格落實學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)管理(li)“一(yi)人(ren)一(yi)籍(ji),籍(ji)隨人(ren)走”的(de)要(yao)求,不(bu)得以虛假信息建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji),不(bu)得重復建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji),不(bu)得擅自刪除學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)電子學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)信息。未經(jing)義(yi)務教(jiao)(jiao)育招(zhao)生(sheng)(sheng)平(ping)臺報名錄取的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)不(bu)予(yu)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)。對(dui)于(yu)未經(jing)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)批(pi)準,不(bu)按學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)規(gui)定期限到校(xiao)辦(ban)理(li)注冊者,不(bu)予(yu)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)。各區教(jiao)(jiao)育行政部門要(yao)加強對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)工作的(de)核查(cha),及(ji)時查(cha)處(chu)和糾正學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)建(jian)檔過(guo)程中的(de)不(bu)規(gui)范行為,嚴禁“人(ren)籍(ji)分離”。
四、建立考核和問責雙機制,確保招生工作全面落地
市、區(qu)教(jiao)(jiao)育(yu)(yu)督(du)導部(bu)門要將中(zhong)小學(xue)(xue)招生入(ru)(ru)(ru)學(xue)(xue)工作納入(ru)(ru)(ru)責(ze)任督(du)學(xue)(xue)日常督(du)導范圍,嚴肅查處違(wei)(wei)(wei)反教(jiao)(jiao)育(yu)(yu)部(bu)“十項嚴禁”紀律(lv)要求和省教(jiao)(jiao)育(yu)(yu)廳“六項規(gui)定”等違(wei)(wei)(wei)反招生政(zheng)策和紀律(lv)以及擾(rao)亂中(zhong)小學(xue)(xue)入(ru)(ru)(ru)學(xue)(xue)招生秩序的行為(wei)。對(dui)違(wei)(wei)(wei)規(gui)操作,查有(you)實(shi)據,造成不良(liang)影響的單位和個人(ren)實(shi)行問責(ze)。對(dui)于(yu)未落實(shi)《中(zhong)共(gong)中(zhong)央 國務院關于(yu)深化教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學(xue)(xue)改革(ge)全面(mian)提(ti)高義(yi)(yi)(yi)務教(jiao)(jiao)育(yu)(yu)質量(liang)的意見》中(zhong)義(yi)(yi)(yi)務教(jiao)(jiao)育(yu)(yu)招生入(ru)(ru)(ru)學(xue)(xue)規(gui)定要求,或(huo)者出現轄(xia)區(qu)內義(yi)(yi)(yi)務教(jiao)(jiao)育(yu)(yu)階段(duan)學(xue)(xue)校違(wei)(wei)(wei)規(gui)考試(shi)招生行為(wei)的,視同為(wei)落實(shi)中(zhong)央和國家重大(da)政(zheng)策不力,納入(ru)(ru)(ru)政(zheng)府履行教(jiao)(jiao)育(yu)(yu)職責(ze)評(ping)價。
