各區(qu)(新(xin)區(qu)、深(shen)汕特(te)別合作區(qu))教育行政部門,市(shi)局直屬各學校:

  為深入(ru)貫(guan)徹習近(jin)平(ping)新時代中(zhong)(zhong)(zhong)國(guo)(guo)(guo)特(te)色社會主義(yi)思想和(he)黨的十九大(da)精神(shen),全面(mian)貫(guan)徹黨的教(jiao)育(yu)(yu)方針,落實立(li)德(de)樹(shu)人(ren)(ren)根(gen)本任務(wu),進一(yi)步規范普通中(zhong)(zhong)(zhong)小學招生入(ru)學秩(zhi)序,切(qie)實維護(hu)教(jiao)育(yu)(yu)公平(ping),努力(li)讓每個孩(hai)子(zi)都能享有(you)公平(ping)而有(you)質(zhi)量的教(jiao)育(yu)(yu),根(gen)據(ju)《中(zhong)(zhong)(zhong)華人(ren)(ren)民共和(he)國(guo)(guo)(guo)義(yi)務(wu)教(jiao)育(yu)(yu)法》《中(zhong)(zhong)(zhong)華人(ren)(ren)民共和(he)國(guo)(guo)(guo)民辦(ban)教(jiao)育(yu)(yu)促進法》和(he)《中(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)央 國(guo)(guo)(guo)務(wu)院關于深化教(jiao)育(yu)(yu)教(jiao)學改(gai)(gai)革全面(mian)提高(gao)(gao)義(yi)務(wu)教(jiao)育(yu)(yu)質(zhi)量的意見(jian)》《國(guo)(guo)(guo)務(wu)院辦(ban)公廳關于新時代推進普通高(gao)(gao)中(zhong)(zhong)(zhong)育(yu)(yu)人(ren)(ren)方式(shi)改(gai)(gai)革的指(zhi)導(dao)意見(jian)》《廣(guang)東省教(jiao)育(yu)(yu)廳關于進一(yi)步規范普通中(zhong)(zhong)(zhong)小學招生入(ru)學工作的指(zhi)導(dao)意見(jian)》,以及(ji)《深圳(zhen)(zhen)(zhen)市(shi)(shi)非深戶(hu)籍人(ren)(ren)員子(zi)女接受義(yi)務(wu)教(jiao)育(yu)(yu)管(guan)理(li)辦(ban)法》《中(zhong)(zhong)(zhong)共深圳(zhen)(zhen)(zhen)市(shi)(shi)委 深圳(zhen)(zhen)(zhen)市(shi)(shi)人(ren)(ren)民政府印發〈關于推進教(jiao)育(yu)(yu)高(gao)(gao)質(zhi)量發展的意見(jian)〉的通知(zhi)》等法律法規、文(wen)件精神(shen),現(xian)就(jiu)做好(hao)我市(shi)(shi)2020年普通中(zhong)(zhong)(zhong)小學招生入(ru)學工作通知(zhi)如下:

  一、規范(fan)義(yi)務教育招(zhao)生行為(wei)

  (一)強(qiang)化屬地責任(ren),落實(shi) “兩為主(zhu)”

  1.落(luo)實“兩為(wei)(wei)主(zhu)(zhu)”職責。各區(qu)(qu)(含(han)新(xin)區(qu)(qu)、深汕(shan)特(te)別(bie)合(he)作(zuo)區(qu)(qu),下同)政府(fu)作(zuo)為(wei)(wei)發展和管(guan)理義(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)的(de)責任主(zhu)(zhu)體和行為(wei)(wei)主(zhu)(zhu)體,要(yao)強化責任意(yi)識,認(ren)真落(luo)實國家“兩為(wei)(wei)主(zhu)(zhu)”要(yao)求,進一步提高進城(cheng)務(wu)(wu)(wu)工人員隨遷子女在公(gong)(gong)辦(ban)義(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)學校就讀的(de)比例(li),增(zeng)加(jia)公(gong)(gong)辦(ban)學位供給,統(tong)籌(chou)公(gong)(gong)辦(ban)民辦(ban)學校招生,切實保障符合(he)條件的(de)適齡(ling)兒童、少年接受義(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)的(de)權(quan)利。堅(jian)決防止將政府(fu)舉(ju)辦(ban)義(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)的(de)責任推(tui)向市場。各區(qu)(qu)要(yao)加(jia)強組(zu)(zu)織領導,成立義(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)招生工作(zuo)領導小(xiao)組(zu)(zu),主(zhu)(zhu)管(guan)區(qu)(qu)領導為(wei)(wei)組(zu)(zu)長,及時(shi)妥善(shan)(shan)處理本區(qu)(qu)義(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)招生中的(de)熱點(dian)難點(dian)問題,定期召開招生工作(zuo)聯(lian)席會議,完善(shan)(shan)統(tong)籌(chou)協(xie)調工作(zuo)機制。

  2.落(luo)實義務(wu)教育招(zhao)(zhao)(zhao)生(sheng)(sheng)管理(li)(li)職(zhi)責。各(ge)區(qu)教育行政(zheng)部門要(yao)(yao)切實加(jia)強(qiang)對義務(wu)教育招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作(zuo)的(de)組織(zhi)和管理(li)(li),做(zuo)好學(xue)(xue)位(wei)預(yu)(yu)測(ce),及(ji)(ji)時(shi)(shi)公布學(xue)(xue)位(wei)供需情(qing)況,建立(li)招(zhao)(zhao)(zhao)生(sheng)(sheng)預(yu)(yu)警(jing)機(ji)制,合理(li)(li)引導家長預(yu)(yu)期。要(yao)(yao)積(ji)極(ji)探索研制招(zhao)(zhao)(zhao)生(sheng)(sheng)電子(zi)地(di)圖,便(bian)于實時(shi)(shi)分(fen)析研判(pan)各(ge)學(xue)(xue)區(qu)學(xue)(xue)位(wei)供給(gei)動態變化情(qing)況,方便(bian)學(xue)(xue)生(sheng)(sheng)家長便(bian)捷(jie)查詢各(ge)學(xue)(xue)校招(zhao)(zhao)(zhao)生(sheng)(sheng)范圍及(ji)(ji)學(xue)(xue)位(wei)供給(gei)信息。要(yao)(yao)科學(xue)(xue)制定招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作(zuo)方案,做(zuo)好網(wang)上招(zhao)(zhao)(zhao)生(sheng)(sheng)報名的(de)組織(zhi)工(gong)(gong)作(zuo),指導所屬(shu)學(xue)(xue)校及(ji)(ji)時(shi)(shi)、妥善處理(li)(li)招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)(gong)作(zuo)中出(chu)現(xian)的(de)信訪問題。要(yao)(yao)簡化入(ru)(ru)學(xue)(xue)手續,加(jia)強(qiang)部門聯動,充分(fen)利用現(xian)代信息技(ji)術手段實施多(duo)部門聯網(wang)審核驗證,共同做(zuo)好適齡兒(er)童、少年的(de)就(jiu)讀資格驗核工(gong)(gong)作(zuo)。要(yao)(yao)加(jia)強(qiang)風險預(yu)(yu)判(pan),制定完善應急預(yu)(yu)案,健全應急機(ji)制,及(ji)(ji)時(shi)(shi)發(fa)(fa)現(xian)并妥善處置苗頭性、傾(qing)向性問題,快速(su)穩(wen)妥處理(li)(li)突發(fa)(fa)事件,確保招(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)(xue)工(gong)(gong)作(zuo)平穩(wen)有序(xu)。要(yao)(yao)加(jia)強(qiang)對招(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)(xue)工(gong)(gong)作(zuo)的(de)監(jian)督(du)檢查,建立(li)完善招(zhao)(zhao)(zhao)生(sheng)(sheng)入(ru)(ru)學(xue)(xue)監(jian)督(du)工(gong)(gong)作(zuo)機(ji)制。

  3.落(luo)實義務教(jiao)育階(jie)段學(xue)(xue)校招(zhao)(zhao)(zhao)生(sheng)職責。各義務教(jiao)育階(jie)段學(xue)(xue)校要規(gui)范(fan)招(zhao)(zhao)(zhao)生(sheng)行為(wei),應當公(gong)示招(zhao)(zhao)(zhao)生(sheng)政策、招(zhao)(zhao)(zhao)生(sheng)計劃、招(zhao)(zhao)(zhao)生(sheng)片區、招(zhao)(zhao)(zhao)生(sheng)程序、招(zhao)(zhao)(zhao)生(sheng)結(jie)果、咨詢投(tou)訴(su)電話(hua),不得擅(shan)自(zi)跨(kua)片區招(zhao)(zhao)(zhao)生(sheng),不得擅(shan)自(zi)接收(shou)學(xue)(xue)生(sheng)跨(kua)片區擇校就讀。要指導適齡兒童(tong)、少(shao)年的(de)家長按時(shi)申請學(xue)(xue)位(wei),按要求及時(shi)、準確提供就讀信息。

  (二(er))堅持免試就近入(ru)學,合理確定招生范圍

  1.堅持免試(shi)就(jiu)近入(ru)(ru)學(xue)(xue)(xue)。所(suo)有(you)公(gong)辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)(xue)校都要嚴格遵守并全面(mian)落實(shi)義務教(jiao)育(yu)免試(shi)入(ru)(ru)學(xue)(xue)(xue)規定。堅決整治公(gong)辦(ban)(ban)民辦(ban)(ban)學(xue)(xue)(xue)校通過面(mian)試(shi)、面(mian)談、人機對話、體驗活動、簡歷材料等方式為依據的“掐尖”招生、提(ti)前招生、違規爭(zheng)搶生源的行(xing)為。市局(ju)直屬學(xue)(xue)(xue)校義務教(jiao)育(yu)招生工作納入(ru)(ru)所(suo)在區教(jiao)育(yu)行(xing)政部(bu)門統一管理。

  2.合理(li)確(que)定(ding)(ding)招(zhao)(zhao)生(sheng)范圍(wei)(wei)(wei)。各(ge)區(qu)(qu)教育(yu)(yu)(yu)行政部門(men)要(yao)嚴格按照“學(xue)校(xiao)(xiao)(xiao)劃(hua)片(pian)(pian)招(zhao)(zhao)生(sheng)、生(sheng)源(yuan)就(jiu)近入(ru)學(xue)”的(de)(de)目標要(yao)求,綜合考慮(lv)適齡兒(er)童(tong)、少年(nian)人數、學(xue)校(xiao)(xiao)(xiao)分布、學(xue)校(xiao)(xiao)(xiao)規模、交通狀(zhuang)況(kuang)等因(yin)素,采取單校(xiao)(xiao)(xiao)劃(hua)片(pian)(pian)或多校(xiao)(xiao)(xiao)劃(hua)片(pian)(pian)等方式(shi),為每所公辦(ban)義(yi)務(wu)教育(yu)(yu)(yu)學(xue)校(xiao)(xiao)(xiao)劃(hua)定(ding)(ding)服務(wu)片(pian)(pian)區(qu)(qu)范圍(wei)(wei)(wei),確(que)保(bao)各(ge)片(pian)(pian)區(qu)(qu)之間教育(yu)(yu)(yu)資源(yuan)大致均(jun)衡(heng)。在(zai)對學(xue)校(xiao)(xiao)(xiao)原(yuan)招(zhao)(zhao)生(sheng)范圍(wei)(wei)(wei)進行較大調整時(shi),要(yao)充分聽(ting)取群眾意見,審慎論(lun)證,提前公告。片(pian)(pian)區(qu)(qu)確(que)定(ding)(ding)后,應在(zai)一(yi)段時(shi)期(qi)內(nei)保(bao)持相對穩定(ding)(ding)。民(min)(min)辦(ban)義(yi)務(wu)教育(yu)(yu)(yu)學(xue)校(xiao)(xiao)(xiao)原(yuan)則上面向本(ben)區(qu)(qu)范圍(wei)(wei)(wei)內(nei)招(zhao)(zhao)生(sheng),在(zai)滿足本(ben)區(qu)(qu)符合條(tiao)件(jian)的(de)(de)適齡兒(er)童(tong)、少年(nian)入(ru)學(xue)需求后,仍有剩余招(zhao)(zhao)生(sheng)計劃(hua)且有住宿條(tiao)件(jian)的(de)(de),經學(xue)校(xiao)(xiao)(xiao)申請,區(qu)(qu)教育(yu)(yu)(yu)行政部門(men)審核,報市教育(yu)(yu)(yu)局(ju)同意,可跨區(qu)(qu)招(zhao)(zhao)收少量學(xue)生(sheng)。民(min)(min)辦(ban)義(yi)務(wu)教育(yu)(yu)(yu)學(xue)校(xiao)(xiao)(xiao)應在(zai)教育(yu)(yu)(yu)行政部門(men)核定(ding)(ding)的(de)(de)招(zhao)(zhao)生(sheng)范圍(wei)(wei)(wei)內(nei)招(zhao)(zhao)生(sheng)。

  (三)剛性(xing)實(shi)施(shi)入(ru)學政(zheng)策(ce)(ce),完善積(ji)分(fen)入(ru)學細則(ze)(ze)。所有公(gong)辦民辦學校要嚴格按照《深(shen)圳市非深(shen)戶(hu)籍人(ren)(ren)員(yuan)子(zi)女(nv)(nv)接受(shou)義務教育管(guan)理辦法》規定的入(ru)學條件招(zhao)(zhao)生(sheng)(sheng)(sheng)。各(ge)(ge)區教育行政(zheng)部門要不斷優化(hua)和完善積(ji)分(fen)入(ru)學實(shi)施(shi)細則(ze)(ze),充(chong)分(fen)體現(xian)教育公(gong)平(ping),合(he)理設置積(ji)分(fen)類別、項(xiang)目、標準和分(fen)值,根據(ju)積(ji)分(fen)情(qing)況和招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃安排學位,實(shi)施(shi)過程中要做到積(ji)分(fen)標準、積(ji)分(fen)結果、學位安排“三公(gong)開(kai)”。積(ji)分(fen)入(ru)學細則(ze)(ze)要充(chong)分(fen)征求轄區居民意見(jian),在招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)作實(shi)施(shi)前報市教育局備案(an)。2020年全(quan)面(mian)取消各(ge)(ge)類特長生(sheng)(sheng)(sheng)招(zhao)(zhao)生(sheng)(sheng)(sheng)。對烈士子(zi)女(nv)(nv)、符合(he)條件的現(xian)役軍(jun)(jun)人(ren)(ren)子(zi)女(nv)(nv)及復退軍(jun)(jun)人(ren)(ren)子(zi)女(nv)(nv)、消防救援隊(dui)伍人(ren)(ren)員(yuan)子(zi)女(nv)(nv)、公(gong)安英模和因公(gong)犧牲傷殘警(jing)察子(zi)女(nv)(nv)、高層次(ci)人(ren)(ren)才子(zi)女(nv)(nv)等享受(shou)優惠政(zheng)策(ce)(ce)人(ren)(ren)員(yuan)子(zi)女(nv)(nv)實(shi)施(shi)教育優待(dai)政(zheng)策(ce)(ce),并向社(she)會(hui)公(gong)示。

  (四)完善民(min)(min)辦(ban)(ban)學(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)管理。各(ge)區教(jiao)育(yu)(yu)行(xing)政部(bu)(bu)門(men)(men)要(yao)(yao)將民(min)(min)辦(ban)(ban)義(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)學(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)納入統(tong)(tong)一(yi)管理,與公辦(ban)(ban)學(xue)校(xiao)同步(bu)招(zhao)(zhao)(zhao)生(sheng)(sheng)。民(min)(min)辦(ban)(ban)學(xue)校(xiao)的(de)(de)(de)學(xue)位(wei)由政府(fu)統(tong)(tong)籌安排或者政府(fu)直(zhi)(zhi)接(jie)向民(min)(min)辦(ban)(ban)學(xue)校(xiao)購買(mai)學(xue)位(wei)的(de)(de)(de),具體辦(ban)(ban)法由區教(jiao)育(yu)(yu)行(xing)政部(bu)(bu)門(men)(men)確定(ding)(ding)。要(yao)(yao)進一(yi)步(bu)加強對民(min)(min)辦(ban)(ban)義(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)學(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)工作(zuo)指導和(he)管理,統(tong)(tong)一(yi)規(gui)范學(xue)生(sheng)(sheng)報(bao)讀(du)民(min)(min)辦(ban)(ban)義(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)學(xue)校(xiao)的(de)(de)(de)方(fang)法和(he)途(tu)徑(jing)。民(min)(min)辦(ban)(ban)義(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)學(xue)校(xiao)的(de)(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃和(he)招(zhao)(zhao)(zhao)生(sheng)(sheng)方(fang)案,要(yao)(yao)報(bao)主管教(jiao)育(yu)(yu)行(xing)政部(bu)(bu)門(men)(men)審(shen)核(he)后實(shi)施。2020年對面向全(quan)區招(zhao)(zhao)(zhao)生(sheng)(sheng)且報(bao)名人數超過招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃數的(de)(de)(de)民(min)(min)辦(ban)(ban)學(xue)校(xiao),全(quan)部(bu)(bu)實(shi)行(xing)電(dian)腦(nao)隨(sui)機搖號(hao)(hao)錄取(qu)。辦(ban)(ban)學(xue)層(ceng)次同時(shi)包(bao)括小(xiao)學(xue)和(he)初中的(de)(de)(de)民(min)(min)辦(ban)(ban)學(xue)校(xiao),應(ying)首先通過直(zhi)(zhi)升(sheng)或電(dian)腦(nao)隨(sui)機搖號(hao)(hao)方(fang)式招(zhao)(zhao)(zhao)收(shou)本校(xiao)自愿報(bao)讀(du)初中的(de)(de)(de)小(xiao)學(xue)畢業生(sheng)(sheng),剩(sheng)余(yu)的(de)(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃應(ying)公開報(bao)名,實(shi)行(xing)電(dian)腦(nao)隨(sui)機搖號(hao)(hao)錄取(qu)。民(min)(min)辦(ban)(ban)學(xue)校(xiao)電(dian)腦(nao)隨(sui)機搖號(hao)(hao)錄取(qu)的(de)(de)(de)實(shi)施辦(ban)(ban)法由市教(jiao)育(yu)(yu)局統(tong)(tong)一(yi)制(zhi)定(ding)(ding),各(ge)區教(jiao)育(yu)(yu)行(xing)政部(bu)(bu)門(men)(men)制(zhi)定(ding)(ding)操作(zuo)細則并組織實(shi)施。電(dian)腦(nao)隨(sui)機錄取(qu)工作(zuo)要(yao)(yao)做到全(quan)程錄像,并邀請公證(zheng)機構人員、紀(ji)檢人員、人大(da)代表、政協委員、新聞媒體代表和(he)學(xue)生(sheng)(sheng)家長代表全(quan)程監督。

  (五)提高殘疾兒童少年入學率,提升特殊教育質量。各區要按國家要求,確保2020年殘疾兒童、少年義務教育入學率達到95%以上。按照“全覆蓋、零拒絕”的要求,根據適齡殘疾兒童、少年的實際情況,制訂教育安置方案,落實“一人一案”,通過普通學校就讀、特殊教育學校就讀、送教上門等多種方式,逐一做好入學安置工作。原則上各區要建設至少1所獨立設置的義務教育階段綜合性特殊教育學校。招收殘疾學生5人以上的普通學校要按規定建設特殊教育資源教室,按標準配備專職資源教師。市、區特殊教育學校科學設置招生類別、學段,錯位發展,協調發展。視力障礙教育、聽力障礙教育以市為主,智力(li)障礙等其他類型的(de)義務教(jiao)育(yu)以區為主。市屬特殊教(jiao)育(yu)學(xue)校要擴(kuo)大高中(zhong)階段(duan)招生(sheng)規模,讓完成義務教(jiao)育(yu)的(de)殘(can)疾(ji)學(xue)生(sheng)都能接受適宜(yi)的(de)高中(zhong)階段(duan)教(jiao)育(yu)。

  (六(liu))加強招(zhao)(zhao)生(sheng)計劃管理,消除(chu)大班(ban)(ban)額(e)(e)。各區(qu)教(jiao)育行政部門(men)要結合學(xue)校辦(ban)(ban)學(xue)規(gui)模、辦(ban)(ban)學(xue)條件,科學(xue)核定公辦(ban)(ban)民辦(ban)(ban)學(xue)校招(zhao)(zhao)生(sheng)計劃,于招(zhao)(zhao)生(sheng)工作啟動(dong)前1周向社會公布(bu)。嚴(yan)格(ge)控制存在(zai)大班(ban)(ban)額(e)(e)和(he)大校額(e)(e)學(xue)校的招(zhao)(zhao)生(sheng)計劃。嚴(yan)禁(jin)超計劃招(zhao)(zhao)生(sheng),各義務(wu)教(jiao)育學(xue)校起始(shi)年級(ji)嚴(yan)格(ge)按(an)照標準班(ban)(ban)額(e)(e)招(zhao)(zhao)生(sheng),堅(jian)決防止產生(sheng)新(xin)的大班(ban)(ban)額(e)(e),確(que)保2020年基(ji)本消除(chu)大班(ban)(ban)額(e)(e)。

  (七)落實控(kong)(kong)輟(chuo)保學(xue)(xue)法(fa)(fa)定職(zhi)責。各區(qu)教育行政部門(men)和(he)學(xue)(xue)校要(yao)嚴(yan)格落實《義務教育法(fa)(fa)》《未成(cheng)年人(ren)保護(hu)法(fa)(fa)》等法(fa)(fa)律規定,依法(fa)(fa)保障適(shi)(shi)齡兒童(tong)、少年接(jie)受義務教育的(de)(de)權利,要(yao)嚴(yan)格履行控(kong)(kong)輟(chuo)保學(xue)(xue)法(fa)(fa)定職(zhi)責,完善(shan)聯控(kong)(kong)聯保工作(zuo)機制(zhi),落實失(shi)學(xue)(xue)輟(chuo)學(xue)(xue)學(xue)(xue)生(sheng)勸返復學(xue)(xue)、登記(ji)和(he)書面報告責任制(zhi)度,建立(li)完善(shan)控(kong)(kong)輟(chuo)保學(xue)(xue)工作(zuo)臺賬,共同做好控(kong)(kong)輟(chuo)保學(xue)(xue)工作(zuo)。適(shi)(shi)齡兒童(tong)、少年因(yin)身體狀況(kuang)確(que)需延緩(huan)入(ru)學(xue)(xue)或(huo)者休學(xue)(xue)的(de)(de),其父母或(huo)者其他法(fa)(fa)定監護(hu)人(ren)應(ying)當提出申請,由所在(zai)區(qu)教育行政部門(men)批準。依法(fa)(fa)查處以(yi)在(zai)家(jia)(jia)學(xue)(xue)習、接(jie)受“私塾(shu)”“讀(du)經(jing)班(ban)”等培(pei)訓替代國(guo)(guo)家(jia)(jia)統一實施的(de)(de)義務教育的(de)(de)行為。嚴(yan)格外籍(ji)人(ren)員子(zi)女(nv)學(xue)(xue)校招生(sheng)管理,不得招收中(zhong)國(guo)(guo)籍(ji)學(xue)(xue)生(sheng)。

  二(er)、加(jia)強普通(tong)高中招生管理

  (一(yi))剛(gang)性(xing)(xing)執(zhi)行(xing)高(gao)(gao)中招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)。各(ge)(ge)區教(jiao)(jiao)育(yu)行(xing)政部(bu)門和高(gao)(gao)中學(xue)(xue)(xue)(xue)校(xiao)要(yao)提高(gao)(gao)政治站(zhan)位(wei),響(xiang)應(ying)市(shi)民對(dui)于我市(shi)高(gao)(gao)中學(xue)(xue)(xue)(xue)位(wei)供需矛盾關切,嚴格(ge)按照教(jiao)(jiao)育(yu)部(bu)門下(xia)發的(de)(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)文件執(zhi)行(xing)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)和招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范(fan)圍,不得隨意變更(geng)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)規模。招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)一(yi)經下(xia)達,原則上不再(zai)受理(li)調整招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)的(de)(de)(de)申請,確保(bao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)的(de)(de)(de)嚴肅性(xing)(xing)。各(ge)(ge)級教(jiao)(jiao)育(yu)行(xing)政部(bu)門、各(ge)(ge)高(gao)(gao)中階段學(xue)(xue)(xue)(xue)校(xiao)根據招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)的(de)(de)(de)要(yao)求(qiu),認真做(zuo)好招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)的(de)(de)(de)各(ge)(ge)項準(zhun)備工(gong)作(zuo),確保(bao)學(xue)(xue)(xue)(xue)校(xiao)正常(chang)開學(xue)(xue)(xue)(xue)。民辦(ban)學(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)納(na)入統一(yi)管(guan)理(li),并與公(gong)辦(ban)學(xue)(xue)(xue)(xue)校(xiao)同步招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。各(ge)(ge)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)的(de)(de)(de)執(zhi)行(xing)情況,將作(zuo)為學(xue)(xue)(xue)(xue)校(xiao)自(zi)主(zhu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計(ji)(ji)(ji)(ji)劃(hua)(hua)安排、規范(fan)辦(ban)學(xue)(xue)(xue)(xue)、辦(ban)學(xue)(xue)(xue)(xue)水平、辦(ban)學(xue)(xue)(xue)(xue)效(xiao)益評估以及評先、評優等的(de)(de)(de)主(zhu)要(yao)指標。全(quan)市(shi)公(gong)辦(ban)高(gao)(gao)中學(xue)(xue)(xue)(xue)校(xiao)應(ying)堅(jian)持滿規模招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。2020年全(quan)面(mian)取(qu)消直升生(sheng)(sheng)(sheng)。

  (二(er))落(luo)實指標到校(xiao)(xiao)政策(ce)。認(ren)真落(luo)實指標到校(xiao)(xiao)政策(ce)要(yao)求,每所優質普通高(gao)中(zhong)學校(xiao)(xiao)要(yao)安(an)排不(bu)低(di)于50%的招(zhao)生名(ming)額,主要(yao)按(an)初中(zhong)學校(xiao)(xiao)在校(xiao)(xiao)生數,直接(jie)分配到全市(shi)各初中(zhong)學校(xiao)(xiao)(含民辦),促(cu)進義務(wu)教育(yu)均衡發展(zhan)和初中(zhong)教育(yu)質量全面提高(gao)。

  (三)統籌(chou)規范(fan)(fan)全(quan)(quan)市(shi)(shi)高(gao)(gao)中(zhong)(zhong)(zhong)自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)工(gong)作(zuo)。根(gen)據廣東省教育(yu)廳關于進一步完善和(he)規范(fan)(fan)自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)的(de)(de)相關要(yao)求,市(shi)(shi)教育(yu)局全(quan)(quan)面統籌(chou)高(gao)(gao)中(zhong)(zhong)(zhong)自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)工(gong)作(zuo),規范(fan)(fan)普(pu)通(tong)(tong)高(gao)(gao)中(zhong)(zhong)(zhong)學(xue)校開(kai)展(zhan)自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)改(gai)革試點,自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)比例原則上(shang)不超過(guo)學(xue)校年(nian)(nian)度招(zhao)(zhao)(zhao)生(sheng)計(ji)劃的(de)(de)10%。自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)對(dui)象主(zhu)(zhu)要(yao)為具(ju)有創新潛質和(he)學(xue)科(ke)特長的(de)(de)學(xue)生(sheng)。2020年(nian)(nian)全(quan)(quan)市(shi)(shi)普(pu)通(tong)(tong)高(gao)(gao)中(zhong)(zhong)(zhong)自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)按照(zhao)市(shi)(shi)教育(yu)局出臺制定的(de)(de)《深圳市(shi)(shi)教育(yu)局關于做好(hao)2020年(nian)(nian)普(pu)通(tong)(tong)高(gao)(gao)中(zhong)(zhong)(zhong)學(xue)校自(zi)(zi)(zi)主(zhu)(zhu)招(zhao)(zhao)(zhao)生(sheng)工(gong)作(zuo)的(de)(de)通(tong)(tong)知》實施。

  (四)規范(fan)學校招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)行為。積極(ji)探索基于(yu)初中(zhong)(zhong)學業(ye)水平考試成績、結合綜(zong)合素質表現評價的(de)(de)高中(zhong)(zhong)階(jie)段(duan)學校考試招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)錄取模式(shi)。所有高中(zhong)(zhong)學校(含(han)民辦普通高中(zhong)(zhong))需嚴(yan)格按(an)照規定(ding)的(de)(de)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)圍、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)時(shi)間、招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)方(fang)式(shi)進行統一招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),嚴(yan)禁違規爭搶生(sheng)(sheng)源、“掐(qia)尖”招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)、跨(kua)市招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)、超計劃招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)和提前招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),嚴(yan)禁招(zhao)(zhao)(zhao)(zhao)收(shou)“掛讀(du)生(sheng)(sheng)”、“擇校生(sheng)(sheng)”和變相招(zhao)(zhao)(zhao)(zhao)收(shou)“借讀(du)生(sheng)(sheng)”。嚴(yan)格控(kong)制加(jia)分項目及分值,規范(fan)資格審(shen)查(cha)制度(du)。

  三、加強新生入學管理(li)

  (一)加(jia)強(qiang)學(xue)生(sheng)分班(ban)管理(li)(li)。各義務教育階段學(xue)校(xiao)要(yao)實行均衡(heng)編(bian)班(ban),嚴(yan)禁舉辦重點班(ban),包括以特長班(ban)、特色班(ban)、快慢(man)班(ban)、尖子班(ban)、興趣班(ban)和(he)(he)“奧賽”班(ban)、實驗(yan)班(ban)、國際班(ban)等名義的(de)變相重點班(ban)。普通(tong)高(gao)中學(xue)校(xiao)要(yao)根據普通(tong)高(gao)中課程方案(an)和(he)(he)學(xue)生(sheng)選課情況,合理(li)(li)排課編(bian)班(ban),科學(xue)制訂選課走班(ban)指南和(he)(he)課程實施方案(an),確(que)保課程之(zhi)間、年級之(zhi)間的(de)均衡(heng)性(xing)和(he)(he)學(xue)科學(xue)習(xi)的(de)連貫性(xing)。

  (二(er))嚴格(ge)規范學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)管(guan)理(li)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)應當從學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)之日起1個月內為(wei)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)檔(dang)(dang)案,其中,殘疾程(cheng)度較重(zhong)、無法進入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)習的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng),由承(cheng)擔送教上門的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)要(yao)嚴格(ge)落實學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)管(guan)理(li)“一人(ren)一籍(ji)(ji)(ji)(ji)(ji),籍(ji)(ji)(ji)(ji)(ji)隨人(ren)走”的(de)(de)要(yao)求(qiu),不(bu)得以虛假(jia)信息(xi)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji),不(bu)得重(zhong)復(fu)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji),不(bu)得擅自刪除學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)電子(zi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)信息(xi)。未經義務教育招生(sheng)(sheng)平(ping)臺報名錄(lu)取(qu)的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)不(bu)予(yu)建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)。對于未經學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)批準,不(bu)按(an)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)規定期限到校(xiao)(xiao)辦理(li)注冊(ce)者(zhe),不(bu)予(yu)以建(jian)立(li)(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)。各區教育行(xing)(xing)政主(zhu)管(guan)部門要(yao)加強對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)工作的(de)(de)核(he)查,及(ji)時查處和糾正學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)建(jian)檔(dang)(dang)過程(cheng)中的(de)(de)不(bu)規范行(xing)(xing)為(wei),嚴禁“人(ren)籍(ji)(ji)(ji)(ji)(ji)分離”、“雙重(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)”等情(qing)況出現。

  (三(san))加強(qiang)課(ke)(ke)程(cheng)教材(cai)(cai)管理(li)。各區(qu)教育(yu)行政部(bu)門要加強(qiang)對(dui)教材(cai)(cai)使(shi)(shi)用情況的檢查,嚴(yan)格遵照《中(zhong)共中(zhong)央 國(guo)務院關于深化(hua)教育(yu)教學改革(ge)全(quan)面提高義務教育(yu)質量的意見》和《中(zhong)小學教材(cai)(cai)管理(li)辦法(fa)》要求,不得以地(di)方課(ke)(ke)程(cheng)教材(cai)(cai)、校本(ben)課(ke)(ke)程(cheng)教材(cai)(cai)等替代國(guo)家課(ke)(ke)程(cheng)教材(cai)(cai)。義務教育(yu)學校不得引進境外課(ke)(ke)程(cheng)、使(shi)(shi)用境外教材(cai)(cai)、使(shi)(shi)用未經審定(ding)教材(cai)(cai)。普(pu)通高中(zhong)選用境外教材(cai)(cai),按照國(guo)家有(you)關政策執行。

  四、建立(li)考核和問(wen)責雙機制,確保招生工作全(quan)面(mian)落地

  市(shi)、區(qu)教(jiao)(jiao)育(yu)督導部門要(yao)將中(zhong)(zhong)小(xiao)學(xue)(xue)(xue)招生入(ru)學(xue)(xue)(xue)工作納入(ru)責(ze)任督學(xue)(xue)(xue)日常督導范圍,嚴肅查處違反教(jiao)(jiao)育(yu)部“十項(xiang)嚴禁(jin)”紀律(lv)要(yao)求和省教(jiao)(jiao)育(yu)廳(ting)“六項(xiang)規(gui)定”等違反招生政策(ce)和紀律(lv)以及(ji)擾亂中(zhong)(zhong)小(xiao)學(xue)(xue)(xue)入(ru)學(xue)(xue)(xue)招生秩序的行為。對(dui)違規(gui)操作,查有實據,造成重(zhong)大(da)(da)輿情,引(yin)發社(she)會不(bu)穩定,造成不(bu)良影響的單(dan)位和個人實行問責(ze)。對(dui)于(yu)未落實《中(zhong)(zhong)共中(zhong)(zhong)央(yang) 國(guo)務院關于(yu)深化教(jiao)(jiao)育(yu)教(jiao)(jiao)學(xue)(xue)(xue)改革全面提高義(yi)務教(jiao)(jiao)育(yu)質量的意見》中(zhong)(zhong)義(yi)務教(jiao)(jiao)育(yu)招生入(ru)學(xue)(xue)(xue)規(gui)定要(yao)求,或(huo)者出現轄區(qu)內義(yi)務教(jiao)(jiao)育(yu)階段學(xue)(xue)(xue)校違規(gui)考試招生行為的,視同為落實中(zhong)(zhong)央(yang)和國(guo)家重(zhong)大(da)(da)政策(ce)不(bu)力,納入(ru)政府履行教(jiao)(jiao)育(yu)職(zhi)責(ze)評價。
