  為(wei)深(shen)(shen)入(ru)(ru)貫徹習近平(ping)(ping)新時代中(zhong)(zhong)國特色社(she)會(hui)主義(yi)(yi)思想和(he)黨的(de)(de)十九大精(jing)神,全(quan)(quan)面貫徹黨的(de)(de)教育(yu)(yu)方針,落(luo)實立德(de)樹人(ren)(ren)根本任務(wu),進(jin)(jin)一(yi)(yi)步規范普通中(zhong)(zhong)小(xiao)學(xue)招生(sheng)入(ru)(ru)學(xue)秩序,切(qie)實維(wei)護教育(yu)(yu)公(gong)(gong)平(ping)(ping),努力讓每個(ge)孩子(zi)都能享有(you)(you)公(gong)(gong)平(ping)(ping)而有(you)(you)質(zhi)量的(de)(de)教育(yu)(yu),根據(ju)《中(zhong)(zhong)華人(ren)(ren)民共和(he)國義(yi)(yi)務(wu)教育(yu)(yu)法(fa)》《中(zhong)(zhong)華人(ren)(ren)民共和(he)國民辦(ban)教育(yu)(yu)促進(jin)(jin)法(fa)》和(he)《中(zhong)(zhong)共中(zhong)(zhong)央 國務(wu)院關(guan)于(yu)深(shen)(shen)化教育(yu)(yu)教學(xue)改革全(quan)(quan)面提高(gao)(gao)義(yi)(yi)務(wu)教育(yu)(yu)質(zhi)量的(de)(de)意(yi)見(jian)》《國務(wu)院辦(ban)公(gong)(gong)廳關(guan)于(yu)新時代推進(jin)(jin)普通高(gao)(gao)中(zhong)(zhong)育(yu)(yu)人(ren)(ren)方式改革的(de)(de)指(zhi)導(dao)意(yi)見(jian)》《廣東(dong)省(sheng)教育(yu)(yu)廳關(guan)于(yu)進(jin)(jin)一(yi)(yi)步規范普通中(zhong)(zhong)小(xiao)學(xue)招生(sheng)入(ru)(ru)學(xue)工(gong)作的(de)(de)指(zhi)導(dao)意(yi)見(jian)》,以及《深(shen)(shen)圳市(shi)非深(shen)(shen)戶籍(ji)人(ren)(ren)員子(zi)女接受(shou)義(yi)(yi)務(wu)教育(yu)(yu)管理辦(ban)法(fa)》《中(zhong)(zhong)共深(shen)(shen)圳市(shi)委 深(shen)(shen)圳市(shi)人(ren)(ren)民政府印發〈關(guan)于(yu)推進(jin)(jin)教育(yu)(yu)高(gao)(gao)質(zhi)量發展的(de)(de)意(yi)見(jian)〉的(de)(de)通知》等法(fa)律(lv)法(fa)規、文件精(jing)神,現就做好我市(shi)2020年普通中(zhong)(zhong)小(xiao)學(xue)招生(sheng)入(ru)(ru)學(xue)工(gong)作通知如下:

  一、規范義(yi)務教育招生(sheng)行為

  (一(yi))強化(hua)屬地責任,落(luo)實(shi) “兩為主”

  1.落實“兩為(wei)(wei)(wei)主(zhu)”職責。各區(qu)(含新區(qu)、深汕特別合作(zuo)區(qu),下同)政府作(zuo)為(wei)(wei)(wei)發展和(he)管理義務(wu)(wu)教育(yu)(yu)的(de)(de)責任主(zhu)體和(he)行為(wei)(wei)(wei)主(zhu)體,要強化(hua)責任意識,認真落實國家“兩為(wei)(wei)(wei)主(zhu)”要求,進一(yi)步提高進城務(wu)(wu)工(gong)人員隨遷子女在公(gong)辦(ban)義務(wu)(wu)教育(yu)(yu)學校就讀(du)的(de)(de)比例,增加公(gong)辦(ban)學位供給,統(tong)籌(chou)(chou)公(gong)辦(ban)民辦(ban)學校招(zhao)生(sheng),切(qie)實保(bao)障符合條件的(de)(de)適齡兒童、少年(nian)接受義務(wu)(wu)教育(yu)(yu)的(de)(de)權(quan)利。堅(jian)決防止將政府舉(ju)辦(ban)義務(wu)(wu)教育(yu)(yu)的(de)(de)責任推(tui)向市場。各區(qu)要加強組織領(ling)導(dao),成立義務(wu)(wu)教育(yu)(yu)招(zhao)生(sheng)工(gong)作(zuo)領(ling)導(dao)小組,主(zhu)管區(qu)領(ling)導(dao)為(wei)(wei)(wei)組長,及時妥(tuo)善處理本區(qu)義務(wu)(wu)教育(yu)(yu)招(zhao)生(sheng)中的(de)(de)熱(re)點難點問題,定期召開招(zhao)生(sheng)工(gong)作(zuo)聯席(xi)會議,完善統(tong)籌(chou)(chou)協(xie)調工(gong)作(zuo)機(ji)制。

  2.落實義務教(jiao)育(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)管理(li)(li)職責。各區教(jiao)育(yu)行政(zheng)部(bu)(bu)門要(yao)切實加(jia)強對(dui)(dui)義務教(jiao)育(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)的組織(zhi)和管理(li)(li),做(zuo)好學(xue)(xue)位(wei)(wei)預(yu)(yu)(yu)測,及(ji)時公布(bu)學(xue)(xue)位(wei)(wei)供需情(qing)(qing)況,建(jian)(jian)立(li)招(zhao)(zhao)生(sheng)(sheng)(sheng)預(yu)(yu)(yu)警機制,合理(li)(li)引導家長(chang)預(yu)(yu)(yu)期。要(yao)積極探索研制招(zhao)(zhao)生(sheng)(sheng)(sheng)電子地圖,便(bian)于(yu)實時分析(xi)研判(pan)各學(xue)(xue)區學(xue)(xue)位(wei)(wei)供給(gei)動(dong)態變化(hua)情(qing)(qing)況,方便(bian)學(xue)(xue)生(sheng)(sheng)(sheng)家長(chang)便(bian)捷查(cha)詢各學(xue)(xue)校招(zhao)(zhao)生(sheng)(sheng)(sheng)范圍(wei)及(ji)學(xue)(xue)位(wei)(wei)供給(gei)信(xin)息。要(yao)科學(xue)(xue)制定(ding)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)方案,做(zuo)好網(wang)上招(zhao)(zhao)生(sheng)(sheng)(sheng)報(bao)名的組織(zhi)工(gong)(gong)作(zuo),指導所屬學(xue)(xue)校及(ji)時、妥善處理(li)(li)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)中出(chu)現(xian)的信(xin)訪問題。要(yao)簡(jian)化(hua)入(ru)學(xue)(xue)手續,加(jia)強部(bu)(bu)門聯(lian)動(dong),充分利用現(xian)代信(xin)息技術手段實施(shi)多部(bu)(bu)門聯(lian)網(wang)審核驗證,共同做(zuo)好適齡兒童、少年的就讀資(zi)格驗核工(gong)(gong)作(zuo)。要(yao)加(jia)強風險預(yu)(yu)(yu)判(pan),制定(ding)完善應(ying)(ying)急預(yu)(yu)(yu)案,健(jian)全應(ying)(ying)急機制,及(ji)時發(fa)現(xian)并妥善處置苗頭性、傾向性問題,快(kuai)速穩(wen)妥處理(li)(li)突發(fa)事件,確(que)保(bao)招(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)工(gong)(gong)作(zuo)平(ping)穩(wen)有(you)序。要(yao)加(jia)強對(dui)(dui)招(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)工(gong)(gong)作(zuo)的監督(du)檢(jian)查(cha),建(jian)(jian)立(li)完善招(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)監督(du)工(gong)(gong)作(zuo)機制。

  3.落實義務教(jiao)育(yu)階段(duan)學校(xiao)招(zhao)生(sheng)(sheng)(sheng)職責(ze)。各義務教(jiao)育(yu)階段(duan)學校(xiao)要(yao)規范招(zhao)生(sheng)(sheng)(sheng)行為,應當公示招(zhao)生(sheng)(sheng)(sheng)政策、招(zhao)生(sheng)(sheng)(sheng)計劃、招(zhao)生(sheng)(sheng)(sheng)片(pian)區、招(zhao)生(sheng)(sheng)(sheng)程序、招(zhao)生(sheng)(sheng)(sheng)結果(guo)、咨詢投訴電話(hua),不得擅(shan)自跨(kua)片(pian)區招(zhao)生(sheng)(sheng)(sheng),不得擅(shan)自接收(shou)學生(sheng)(sheng)(sheng)跨(kua)片(pian)區擇校(xiao)就讀(du)。要(yao)指(zhi)導適齡兒(er)童、少年(nian)的家(jia)長按時(shi)申請學位,按要(yao)求及(ji)時(shi)、準確(que)提供(gong)就讀(du)信(xin)息。

  (二(er))堅持免試就(jiu)近入學(xue),合理確(que)定招生范圍

  1.堅(jian)持免試就近入(ru)學。所(suo)有公(gong)辦(ban)民(min)(min)辦(ban)學校(xiao)(xiao)都要嚴格遵守并全面(mian)落實(shi)義務(wu)教育(yu)免試入(ru)學規定。堅(jian)決整治公(gong)辦(ban)民(min)(min)辦(ban)學校(xiao)(xiao)通過面(mian)試、面(mian)談、人機對話(hua)、體驗活動、簡歷材料(liao)等方式為(wei)依據的“掐尖”招生、提前招生、違規爭搶生源的行為(wei)。市局直(zhi)屬學校(xiao)(xiao)義務(wu)教育(yu)招生工作納(na)入(ru)所(suo)在區教育(yu)行政部門統一管(guan)理。

  2.合(he)理確(que)(que)定招生(sheng)范(fan)(fan)圍(wei)(wei)。各區教(jiao)育行(xing)政(zheng)部門(men)要(yao)嚴格按照“學(xue)(xue)校(xiao)劃(hua)片(pian)(pian)招生(sheng)、生(sheng)源就近入學(xue)(xue)”的(de)目標要(yao)求(qiu),綜合(he)考(kao)慮適(shi)齡兒(er)童(tong)、少(shao)年(nian)人數、學(xue)(xue)校(xiao)分(fen)布、學(xue)(xue)校(xiao)規模、交通狀(zhuang)況等(deng)因素,采取單校(xiao)劃(hua)片(pian)(pian)或(huo)多(duo)校(xiao)劃(hua)片(pian)(pian)等(deng)方式,為(wei)每所公(gong)辦(ban)義務(wu)教(jiao)育學(xue)(xue)校(xiao)劃(hua)定服務(wu)片(pian)(pian)區范(fan)(fan)圍(wei)(wei),確(que)(que)保(bao)各片(pian)(pian)區之間(jian)教(jiao)育資源大致均衡。在(zai)(zai)對(dui)學(xue)(xue)校(xiao)原(yuan)(yuan)招生(sheng)范(fan)(fan)圍(wei)(wei)進(jin)行(xing)較(jiao)大調整時,要(yao)充分(fen)聽(ting)取群眾意見,審(shen)慎論證,提前公(gong)告(gao)。片(pian)(pian)區確(que)(que)定后,應在(zai)(zai)一(yi)段時期內(nei)(nei)保(bao)持相對(dui)穩定。民辦(ban)義務(wu)教(jiao)育學(xue)(xue)校(xiao)原(yuan)(yuan)則上面向本區范(fan)(fan)圍(wei)(wei)內(nei)(nei)招生(sheng),在(zai)(zai)滿足本區符合(he)條件的(de)適(shi)齡兒(er)童(tong)、少(shao)年(nian)入學(xue)(xue)需求(qiu)后,仍有(you)剩余招生(sheng)計劃(hua)且(qie)有(you)住宿(su)條件的(de),經學(xue)(xue)校(xiao)申請(qing),區教(jiao)育行(xing)政(zheng)部門(men)審(shen)核(he),報市教(jiao)育局同(tong)意,可跨區招收少(shao)量學(xue)(xue)生(sheng)。民辦(ban)義務(wu)教(jiao)育學(xue)(xue)校(xiao)應在(zai)(zai)教(jiao)育行(xing)政(zheng)部門(men)核(he)定的(de)招生(sheng)范(fan)(fan)圍(wei)(wei)內(nei)(nei)招生(sheng)。

  (三)剛(gang)性(xing)實(shi)施(shi)(shi)入(ru)學(xue)政(zheng)策,完善積(ji)(ji)(ji)(ji)分(fen)(fen)入(ru)學(xue)細則。所有公(gong)辦(ban)(ban)民(min)辦(ban)(ban)學(xue)校要(yao)嚴(yan)格(ge)按(an)照《深(shen)圳市非(fei)深(shen)戶籍(ji)人員(yuan)子(zi)女接受義務教(jiao)育(yu)(yu)管理(li)辦(ban)(ban)法》規定的入(ru)學(xue)條(tiao)(tiao)件(jian)招(zhao)(zhao)生(sheng)。各區教(jiao)育(yu)(yu)行政(zheng)部門要(yao)不斷優化和完善積(ji)(ji)(ji)(ji)分(fen)(fen)入(ru)學(xue)實(shi)施(shi)(shi)細則,充分(fen)(fen)體現(xian)教(jiao)育(yu)(yu)公(gong)平(ping),合(he)理(li)設置積(ji)(ji)(ji)(ji)分(fen)(fen)類(lei)別(bie)、項(xiang)目、標準和分(fen)(fen)值,根據積(ji)(ji)(ji)(ji)分(fen)(fen)情況(kuang)和招(zhao)(zhao)生(sheng)計劃安排(pai)學(xue)位,實(shi)施(shi)(shi)過(guo)程中要(yao)做到積(ji)(ji)(ji)(ji)分(fen)(fen)標準、積(ji)(ji)(ji)(ji)分(fen)(fen)結果、學(xue)位安排(pai)“三公(gong)開”。積(ji)(ji)(ji)(ji)分(fen)(fen)入(ru)學(xue)細則要(yao)充分(fen)(fen)征(zheng)求轄區居民(min)意見(jian),在招(zhao)(zhao)生(sheng)工作實(shi)施(shi)(shi)前(qian)報市教(jiao)育(yu)(yu)局備案。2020年全面取消各類(lei)特(te)長生(sheng)招(zhao)(zhao)生(sheng)。對烈(lie)士子(zi)女、符合(he)條(tiao)(tiao)件(jian)的現(xian)役軍人子(zi)女及(ji)復退軍人子(zi)女、消防救援隊伍人員(yuan)子(zi)女、公(gong)安英模和因(yin)公(gong)犧(xi)牲傷殘警(jing)察(cha)子(zi)女、高層次(ci)人才子(zi)女等享受優惠政(zheng)策人員(yuan)子(zi)女實(shi)施(shi)(shi)教(jiao)育(yu)(yu)優待政(zheng)策,并(bing)向社會公(gong)示。

  (四)完善民(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)管理。各區教育(yu)(yu)行政(zheng)(zheng)部(bu)(bu)(bu)門要(yao)(yao)將(jiang)民(min)辦(ban)義務教育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)納入(ru)統(tong)(tong)一管理,與公(gong)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)同(tong)步招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。民(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)的(de)學(xue)(xue)(xue)位由(you)(you)政(zheng)(zheng)府(fu)統(tong)(tong)籌安排或(huo)者政(zheng)(zheng)府(fu)直接向(xiang)民(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)購(gou)買學(xue)(xue)(xue)位的(de),具體辦(ban)法(fa)(fa)由(you)(you)區教育(yu)(yu)行政(zheng)(zheng)部(bu)(bu)(bu)門確定(ding)。要(yao)(yao)進(jin)一步加強對民(min)辦(ban)義務教育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)作指導和(he)管理,統(tong)(tong)一規范學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)報讀(du)民(min)辦(ban)義務教育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)的(de)方法(fa)(fa)和(he)途徑。民(min)辦(ban)義務教育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)的(de)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃和(he)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方案(an),要(yao)(yao)報主管教育(yu)(yu)行政(zheng)(zheng)部(bu)(bu)(bu)門審核后實(shi)(shi)施(shi)。2020年對面向(xiang)全(quan)(quan)區招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)且報名(ming)人數超過招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃數的(de)民(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao),全(quan)(quan)部(bu)(bu)(bu)實(shi)(shi)行電(dian)(dian)腦(nao)隨(sui)機(ji)搖(yao)(yao)號錄(lu)取。辦(ban)學(xue)(xue)(xue)層次同(tong)時包(bao)括(kuo)小學(xue)(xue)(xue)和(he)初(chu)中(zhong)的(de)民(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao),應首先通過直升或(huo)電(dian)(dian)腦(nao)隨(sui)機(ji)搖(yao)(yao)號方式招(zhao)(zhao)(zhao)(zhao)收本校(xiao)(xiao)自愿(yuan)報讀(du)初(chu)中(zhong)的(de)小學(xue)(xue)(xue)畢業生(sheng)(sheng)(sheng)(sheng),剩余的(de)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃應公(gong)開報名(ming),實(shi)(shi)行電(dian)(dian)腦(nao)隨(sui)機(ji)搖(yao)(yao)號錄(lu)取。民(min)辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)電(dian)(dian)腦(nao)隨(sui)機(ji)搖(yao)(yao)號錄(lu)取的(de)實(shi)(shi)施(shi)辦(ban)法(fa)(fa)由(you)(you)市教育(yu)(yu)局統(tong)(tong)一制定(ding),各區教育(yu)(yu)行政(zheng)(zheng)部(bu)(bu)(bu)門制定(ding)操作細則并組(zu)織實(shi)(shi)施(shi)。電(dian)(dian)腦(nao)隨(sui)機(ji)錄(lu)取工(gong)作要(yao)(yao)做到全(quan)(quan)程(cheng)錄(lu)像,并邀請公(gong)證機(ji)構人員(yuan)(yuan)、紀(ji)檢(jian)人員(yuan)(yuan)、人大代表、政(zheng)(zheng)協委員(yuan)(yuan)、新聞媒體代表和(he)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)家(jia)長代表全(quan)(quan)程(cheng)監督。

  (五)提高殘疾兒童少年入學率,提升特殊教育質量。各區要按國家要求,確保2020年殘疾兒童、少年義務教育入學率達到95%以上。按照“全覆蓋、零拒絕”的要求,根據適齡殘疾兒童、少年的實際情況,制訂教育安置方案,落實“一人一案”,通過普通學校就讀、特殊教育學校就讀、送教上門等多種方式,逐一做好入學安置工作。原則上各區要建設至少1所獨立設置的義務教育階段綜合性特殊教育學校。招收殘疾學生5人以上的普通學校要按規定建設特殊教育資源教室,按標準配備專職資源教師。市、區特殊教育學校科學設置招生類別、學段,錯位發展,協調發展。視力障礙教育、聽力障礙教育以市為主,智力障礙等其他類型的義務教(jiao)育(yu)以區為(wei)主(zhu)。市(shi)屬特殊教(jiao)育(yu)學(xue)校要擴大高(gao)中(zhong)階段(duan)(duan)招生規模(mo),讓完成(cheng)義務教(jiao)育(yu)的殘疾學(xue)生都能接受適宜的高(gao)中(zhong)階段(duan)(duan)教(jiao)育(yu)。

  (六)加(jia)強(qiang)招(zhao)(zhao)生計(ji)劃管(guan)理,消除大班額(e)(e)(e)。各區教育行政部(bu)門(men)要結(jie)合學(xue)校(xiao)辦(ban)(ban)學(xue)規模、辦(ban)(ban)學(xue)條件,科學(xue)核定(ding)公辦(ban)(ban)民辦(ban)(ban)學(xue)校(xiao)招(zhao)(zhao)生計(ji)劃,于招(zhao)(zhao)生工作啟動(dong)前1周(zhou)向(xiang)社會公布。嚴格(ge)(ge)控制存在大班額(e)(e)(e)和大校(xiao)額(e)(e)(e)學(xue)校(xiao)的(de)招(zhao)(zhao)生計(ji)劃。嚴禁超計(ji)劃招(zhao)(zhao)生,各義務教育學(xue)校(xiao)起始年級嚴格(ge)(ge)按照標準(zhun)班額(e)(e)(e)招(zhao)(zhao)生,堅決防止產生新(xin)的(de)大班額(e)(e)(e),確保2020年基本(ben)消除大班額(e)(e)(e)。

  (七)落(luo)實控(kong)輟保(bao)(bao)(bao)學(xue)(xue)(xue)法(fa)定(ding)職責。各區教(jiao)(jiao)育(yu)行政部門(men)和學(xue)(xue)(xue)校要(yao)嚴格(ge)落(luo)實《義(yi)務教(jiao)(jiao)育(yu)法(fa)》《未成年人保(bao)(bao)(bao)護法(fa)》等(deng)法(fa)律規定(ding),依(yi)法(fa)保(bao)(bao)(bao)障(zhang)適(shi)齡(ling)兒(er)童(tong)、少(shao)年接(jie)受義(yi)務教(jiao)(jiao)育(yu)的(de)(de)權(quan)利(li),要(yao)嚴格(ge)履行控(kong)輟保(bao)(bao)(bao)學(xue)(xue)(xue)法(fa)定(ding)職責,完善聯控(kong)聯保(bao)(bao)(bao)工作(zuo)機(ji)制,落(luo)實失學(xue)(xue)(xue)輟學(xue)(xue)(xue)學(xue)(xue)(xue)生(sheng)勸返復學(xue)(xue)(xue)、登記和書面報告(gao)責任制度,建(jian)立完善控(kong)輟保(bao)(bao)(bao)學(xue)(xue)(xue)工作(zuo)臺賬,共(gong)同(tong)做好(hao)控(kong)輟保(bao)(bao)(bao)學(xue)(xue)(xue)工作(zuo)。適(shi)齡(ling)兒(er)童(tong)、少(shao)年因身體(ti)狀況(kuang)確需延緩入學(xue)(xue)(xue)或者(zhe)休學(xue)(xue)(xue)的(de)(de),其父(fu)母或者(zhe)其他法(fa)定(ding)監護人應當提出(chu)申請,由所(suo)在(zai)區教(jiao)(jiao)育(yu)行政部門(men)批準。依(yi)法(fa)查處以在(zai)家(jia)學(xue)(xue)(xue)習、接(jie)受“私塾”“讀經(jing)班”等(deng)培訓替(ti)代國家(jia)統一實施的(de)(de)義(yi)務教(jiao)(jiao)育(yu)的(de)(de)行為。嚴格(ge)外籍人員子女學(xue)(xue)(xue)校招生(sheng)管(guan)理,不得(de)招收(shou)中國籍學(xue)(xue)(xue)生(sheng)。

  二、加強普通高(gao)中(zhong)招生管理

  (一)剛性執(zhi)(zhi)行(xing)高(gao)(gao)中招生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)。各(ge)區教(jiao)育(yu)行(xing)政(zheng)部(bu)門和高(gao)(gao)中學校(xiao)(xiao)要提高(gao)(gao)政(zheng)治站位(wei),響應(ying)市民對于我(wo)市高(gao)(gao)中學位(wei)供(gong)需矛盾關切,嚴格(ge)按照教(jiao)育(yu)部(bu)門下(xia)發的(de)(de)招生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)文件執(zhi)(zhi)行(xing)招生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)和招生(sheng)(sheng)(sheng)(sheng)范圍,不(bu)(bu)得隨意變更(geng)招生(sheng)(sheng)(sheng)(sheng)規模(mo)。招生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)一經下(xia)達(da),原則上不(bu)(bu)再(zai)受(shou)理調整(zheng)招生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)的(de)(de)申請,確(que)保(bao)招生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)的(de)(de)嚴肅(su)性。各(ge)級教(jiao)育(yu)行(xing)政(zheng)部(bu)門、各(ge)高(gao)(gao)中階段學校(xiao)(xiao)根據招生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)的(de)(de)要求,認真做好(hao)招生(sheng)(sheng)(sheng)(sheng)的(de)(de)各(ge)項準備工作(zuo),確(que)保(bao)學校(xiao)(xiao)正常(chang)開學。民辦(ban)學校(xiao)(xiao)招生(sheng)(sheng)(sheng)(sheng)納入統(tong)一管理,并與(yu)公辦(ban)學校(xiao)(xiao)同步招生(sheng)(sheng)(sheng)(sheng)。各(ge)校(xiao)(xiao)招生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)的(de)(de)執(zhi)(zhi)行(xing)情(qing)況,將作(zuo)為(wei)學校(xiao)(xiao)自(zi)主招生(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)安(an)排、規范辦(ban)學、辦(ban)學水平(ping)、辦(ban)學效(xiao)益評估以及(ji)評先、評優等的(de)(de)主要指標(biao)。全市公辦(ban)高(gao)(gao)中學校(xiao)(xiao)應(ying)堅持滿規模(mo)招生(sheng)(sheng)(sheng)(sheng)。2020年全面(mian)取消直升(sheng)生(sheng)(sheng)(sheng)(sheng)。

  (二(er))落實(shi)指標到(dao)(dao)校(xiao)(xiao)(xiao)政策。認真落實(shi)指標到(dao)(dao)校(xiao)(xiao)(xiao)政策要(yao)求,每所優質普(pu)通(tong)高中(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)(xiao)要(yao)安排不低(di)于50%的招生名額(e),主要(yao)按初中(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)(xiao)在校(xiao)(xiao)(xiao)生數,直接(jie)分(fen)配到(dao)(dao)全市各初中(zhong)(zhong)學(xue)(xue)校(xiao)(xiao)(xiao)(含(han)民辦),促進義務教(jiao)(jiao)育均衡發展和初中(zhong)(zhong)教(jiao)(jiao)育質量全面提(ti)高。

  (三(san))統籌(chou)規范(fan)全市(shi)高(gao)中自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)工作。根據廣東省教(jiao)(jiao)育廳(ting)關于進一步完善和規范(fan)自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)的相關要求,市(shi)教(jiao)(jiao)育局(ju)全面統籌(chou)高(gao)中自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)工作,規范(fan)普通高(gao)中學(xue)校開展自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)改革(ge)試點(dian),自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)比例原則上不(bu)超過學(xue)校年(nian)度招(zhao)(zhao)生(sheng)(sheng)計劃的10%。自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)對(dui)象主(zhu)(zhu)要為具有創(chuang)新潛(qian)質(zhi)和學(xue)科特(te)長的學(xue)生(sheng)(sheng)。2020年(nian)全市(shi)普通高(gao)中自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)按照市(shi)教(jiao)(jiao)育局(ju)出臺(tai)制定的《深圳市(shi)教(jiao)(jiao)育局(ju)關于做好2020年(nian)普通高(gao)中學(xue)校自(zi)主(zhu)(zhu)招(zhao)(zhao)生(sheng)(sheng)工作的通知》實施。

  (四)規(gui)范學(xue)(xue)校(xiao)招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)行(xing)為。積極探索基于(yu)初中(zhong)學(xue)(xue)業水平考試成績、結合綜合素(su)質表現評價的高(gao)中(zhong)階段學(xue)(xue)校(xiao)考試招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)錄取模式。所有高(gao)中(zhong)學(xue)(xue)校(xiao)(含民辦(ban)普(pu)通高(gao)中(zhong))需(xu)嚴(yan)格按(an)照規(gui)定的招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)范圍、招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)計(ji)(ji)劃、招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)時(shi)間(jian)、招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)方式進行(xing)統一招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)禁(jin)違(wei)規(gui)爭搶生(sheng)(sheng)(sheng)(sheng)(sheng)源、“掐尖”招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、跨市招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)、超計(ji)(ji)劃招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng)和提(ti)前招(zhao)生(sheng)(sheng)(sheng)(sheng)(sheng),嚴(yan)禁(jin)招(zhao)收“掛讀(du)(du)生(sheng)(sheng)(sheng)(sheng)(sheng)”、“擇校(xiao)生(sheng)(sheng)(sheng)(sheng)(sheng)”和變相招(zhao)收“借讀(du)(du)生(sheng)(sheng)(sheng)(sheng)(sheng)”。嚴(yan)格控制(zhi)加分項目及(ji)分值(zhi),規(gui)范資格審查制(zhi)度。

  三、加強(qiang)新(xin)生(sheng)入學管理

  (一)加強(qiang)學(xue)(xue)生(sheng)分班(ban)(ban)管理。各義務教育階段學(xue)(xue)校要(yao)實(shi)行均衡(heng)編班(ban)(ban),嚴(yan)禁舉(ju)辦重點班(ban)(ban),包括(kuo)以(yi)特(te)長班(ban)(ban)、特(te)色班(ban)(ban)、快慢班(ban)(ban)、尖子班(ban)(ban)、興(xing)趣(qu)班(ban)(ban)和(he)“奧(ao)賽”班(ban)(ban)、實(shi)驗班(ban)(ban)、國際(ji)班(ban)(ban)等名義的變(bian)相重點班(ban)(ban)。普(pu)通高中學(xue)(xue)校要(yao)根據普(pu)通高中課(ke)(ke)程方(fang)案(an)和(he)學(xue)(xue)生(sheng)選課(ke)(ke)情(qing)況(kuang),合理排課(ke)(ke)編班(ban)(ban),科學(xue)(xue)制(zhi)訂選課(ke)(ke)走(zou)班(ban)(ban)指(zhi)南(nan)和(he)課(ke)(ke)程實(shi)施方(fang)案(an),確保課(ke)(ke)程之(zhi)(zhi)間、年級之(zhi)(zhi)間的均衡(heng)性和(he)學(xue)(xue)科學(xue)(xue)習的連貫性。

  (二(er))嚴格規范(fan)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)管(guan)理。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)應當從(cong)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)之日起1個月(yue)內為(wei)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)建(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)檔案(an),其中(zhong),殘(can)疾程度較重(zhong)、無法(fa)進入學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng),由承擔送教上門(men)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)建(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)要嚴格落實學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)管(guan)理“一人一籍(ji)(ji)(ji)(ji)(ji),籍(ji)(ji)(ji)(ji)(ji)隨人走”的(de)要求,不(bu)(bu)得(de)以虛假(jia)信息建(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji),不(bu)(bu)得(de)重(zhong)復建(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji),不(bu)(bu)得(de)擅自刪除學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)電子(zi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)信息。未(wei)(wei)經義務教育(yu)招(zhao)生(sheng)(sheng)(sheng)平臺報(bao)名(ming)錄取的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)不(bu)(bu)予(yu)建(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)。對于未(wei)(wei)經學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)批(pi)準,不(bu)(bu)按學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)規定期(qi)限到校(xiao)辦理注(zhu)冊(ce)者,不(bu)(bu)予(yu)以建(jian)(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)。各區教育(yu)行政主管(guan)部門(men)要加強對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)工作的(de)核查,及(ji)時查處和糾正(zheng)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)建(jian)(jian)(jian)檔過(guo)程中(zhong)的(de)不(bu)(bu)規范(fan)行為(wei),嚴禁“人籍(ji)(ji)(ji)(ji)(ji)分離”、“雙重(zhong)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)(ji)(ji)(ji)”等情況出現。

  (三)加強(qiang)(qiang)課(ke)(ke)程(cheng)教(jiao)(jiao)(jiao)材(cai)管理。各(ge)區教(jiao)(jiao)(jiao)育(yu)(yu)行政部門(men)要加強(qiang)(qiang)對教(jiao)(jiao)(jiao)材(cai)使(shi)用情(qing)況的檢查,嚴(yan)格遵照《中共中央 國務(wu)院關于深化教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學改革全面提(ti)高義務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)質量的意(yi)見(jian)》和(he)《中小(xiao)學教(jiao)(jiao)(jiao)材(cai)管理辦法》要求,不得(de)以地方課(ke)(ke)程(cheng)教(jiao)(jiao)(jiao)材(cai)、校本課(ke)(ke)程(cheng)教(jiao)(jiao)(jiao)材(cai)等替代國家(jia)(jia)課(ke)(ke)程(cheng)教(jiao)(jiao)(jiao)材(cai)。義務(wu)教(jiao)(jiao)(jiao)育(yu)(yu)學校不得(de)引進境外(wai)課(ke)(ke)程(cheng)、使(shi)用境外(wai)教(jiao)(jiao)(jiao)材(cai)、使(shi)用未經審定教(jiao)(jiao)(jiao)材(cai)。普通高中選用境外(wai)教(jiao)(jiao)(jiao)材(cai),按(an)照國家(jia)(jia)有關政策(ce)執行。

  四、建立考核和(he)問責雙機制(zhi),確(que)保招(zhao)生工作全面落地(di)

  市(shi)、區教(jiao)育(yu)督導部(bu)門(men)要將(jiang)中小(xiao)學(xue)(xue)(xue)(xue)招生(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)工作(zuo)納入(ru)(ru)責任(ren)督學(xue)(xue)(xue)(xue)日常(chang)督導范圍,嚴(yan)肅(su)查處(chu)違反教(jiao)育(yu)部(bu)“十項嚴(yan)禁”紀(ji)律(lv)要求(qiu)和(he)省教(jiao)育(yu)廳(ting)“六(liu)項規(gui)定”等違反招生(sheng)政策和(he)紀(ji)律(lv)以及擾(rao)亂中小(xiao)學(xue)(xue)(xue)(xue)入(ru)(ru)學(xue)(xue)(xue)(xue)招生(sheng)秩序的(de)行(xing)為(wei)。對違規(gui)操作(zuo),查有實(shi)據,造成重(zhong)大輿(yu)情,引發社會不穩定,造成不良影響的(de)單位和(he)個人(ren)實(shi)行(xing)問責。對于未落(luo)實(shi)《中共中央(yang) 國務院關于深化教(jiao)育(yu)教(jiao)學(xue)(xue)(xue)(xue)改革全面提高義(yi)務教(jiao)育(yu)質量的(de)意見》中義(yi)務教(jiao)育(yu)招生(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)規(gui)定要求(qiu),或者出現轄區內義(yi)務教(jiao)育(yu)階段學(xue)(xue)(xue)(xue)校違規(gui)考試招生(sheng)行(xing)為(wei)的(de),視同為(wei)落(luo)實(shi)中央(yang)和(he)國家重(zhong)大政策不力(li),納入(ru)(ru)政府履行(xing)教(jiao)育(yu)職責評價。
