為(wei)全(quan)面貫徹黨的教(jiao)(jiao)(jiao)育(yu)(yu)方針,落實立德樹人(ren)根本(ben)任務,規(gui)(gui)范普通(tong)(tong)中小(xiao)(xiao)學(xue)(xue)(xue)招生入學(xue)(xue)(xue)秩序,切實維護教(jiao)(jiao)(jiao)育(yu)(yu)公平(ping),努力讓每個孩子(zi)都能享有公平(ping)而有質(zhi)量(liang)的教(jiao)(jiao)(jiao)育(yu)(yu),根據《中華人(ren)民共(gong)和國義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)法》《中華人(ren)民共(gong)和國民辦(ban)(ban)教(jiao)(jiao)(jiao)育(yu)(yu)促(cu)進法》《中共(gong)中央 國務院(yuan)(yuan)關(guan)于深(shen)化教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)學(xue)(xue)(xue)改(gai)革(ge)(ge)全(quan)面提高(gao)義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)質(zhi)量(liang)的意(yi)(yi)(yi)見(jian)》《國務院(yuan)(yuan)辦(ban)(ban)公廳(ting)關(guan)于新時(shi)代(dai)推(tui)進普通(tong)(tong)高(gao)中育(yu)(yu)人(ren)方式改(gai)革(ge)(ge)的指導意(yi)(yi)(yi)見(jian)》《中共(gong)中央 國務院(yuan)(yuan)印發(fa)〈深(shen)化新時(shi)代(dai)教(jiao)(jiao)(jiao)育(yu)(yu)評價改(gai)革(ge)(ge)總體(ti)方案〉》《廣東省(sheng)教(jiao)(jiao)(jiao)育(yu)(yu)廳(ting)關(guan)于進一步規(gui)(gui)范普通(tong)(tong)中小(xiao)(xiao)學(xue)(xue)(xue)招生入學(xue)(xue)(xue)工作(zuo)的指導意(yi)(yi)(yi)見(jian)》《深(shen)圳(zhen)(zhen)市(shi)非深(shen)戶(hu)籍人(ren)員(yuan)子(zi)女接受(shou)義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)管理辦(ban)(ban)法》《中共(gong)深(shen)圳(zhen)(zhen)市(shi)委 深(shen)圳(zhen)(zhen)市(shi)人(ren)民政府印發(fa)〈關(guan)于推(tui)進教(jiao)(jiao)(jiao)育(yu)(yu)高(gao)質(zhi)量(liang)發(fa)展的意(yi)(yi)(yi)見(jian)〉的通(tong)(tong)知(zhi)》等法律法規(gui)(gui)文件精神,現(xian)就做好我市(shi)2021年普通(tong)(tong)中小(xiao)(xiao)學(xue)(xue)(xue)招生入學(xue)(xue)(xue)工作(zuo)通(tong)(tong)知(zhi)如下:
一、規范義務教育招生行為
(一)強化屬地責任,落(luo)實“兩為主”
1.落(luo)實(shi)“兩為主”職責。各區(含新區、深汕(shan)特(te)別合作(zuo)(zuo)區,下同)政府要落(luo)實(shi)好(hao)舉辦(ban)、管理(li)和發展義務教育(yu)(yu)的主體(ti)責任,認(ren)真落(luo)實(shi)國家“兩為主”要求,進一步提高進城務工人員隨遷(qian)子女在公(gong)辦(ban)義務教育(yu)(yu)學(xue)校就讀(du)的比例,增加(jia)公(gong)辦(ban)學(xue)位(wei)供給(gei),統籌公(gong)辦(ban)民辦(ban)學(xue)校招(zhao)生(sheng)(sheng),切實(shi)保障(zhang)符合條件的適齡兒(er)童、少年接受(shou)義務教育(yu)(yu)的權利。各區要加(jia)強組織領導(dao),成(cheng)立以區領導(dao)為組長的義務教育(yu)(yu)招(zhao)生(sheng)(sheng)工作(zuo)(zuo)領導(dao)小組,定(ding)期召開招(zhao)生(sheng)(sheng)工作(zuo)(zuo)聯(lian)席會(hui)議,完(wan)善統籌協調工作(zuo)(zuo)機制,及時妥善處理(li)本區義務教育(yu)(yu)招(zhao)生(sheng)(sheng)中的熱點(dian)難點(dian)問題。
2.落實區(qu)教(jiao)育(yu)行政部(bu)(bu)門(men)(men)招(zhao)(zhao)生(sheng)(sheng)(sheng)管理(li)職責(ze)。各(ge)區(qu)教(jiao)育(yu)行政部(bu)(bu)門(men)(men)要(yao)切(qie)實加(jia)強義(yi)務教(jiao)育(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)(gong)作的組織和管理(li),做好學(xue)(xue)(xue)(xue)(xue)位預測,及時公(gong)布(bu)學(xue)(xue)(xue)(xue)(xue)位供需情況,建立招(zhao)(zhao)生(sheng)(sheng)(sheng)預警機制,合理(li)引導(dao)家長預期。要(yao)積極探(tan)索研(yan)制招(zhao)(zhao)生(sheng)(sheng)(sheng)電子地圖,便(bian)(bian)于實時分(fen)(fen)析研(yan)判(pan)各(ge)學(xue)(xue)(xue)(xue)(xue)區(qu)學(xue)(xue)(xue)(xue)(xue)位供給動態變化情況,方便(bian)(bian)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)家長便(bian)(bian)捷查(cha)詢各(ge)學(xue)(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)范圍(wei)及學(xue)(xue)(xue)(xue)(xue)位供給信息。要(yao)科(ke)學(xue)(xue)(xue)(xue)(xue)制定招(zhao)(zhao)生(sheng)(sheng)(sheng)工(gong)(gong)(gong)作方案,做好網(wang)上招(zhao)(zhao)生(sheng)(sheng)(sheng)報名的組織工(gong)(gong)(gong)作。要(yao)簡(jian)化入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)手(shou)續,加(jia)強部(bu)(bu)門(men)(men)聯動,充分(fen)(fen)利用現代信息技術(shu)手(shou)段(duan)實施多部(bu)(bu)門(men)(men)聯網(wang)審核(he)驗證,共同做好適齡兒童、少(shao)年的就讀資格驗核(he)工(gong)(gong)(gong)作。要(yao)加(jia)強風險(xian)預判(pan),制定完善(shan)應(ying)(ying)急(ji)預案,健全應(ying)(ying)急(ji)機制,及時發現并妥善(shan)處置苗頭性、傾向性問題,快速穩妥處理(li)突發事件,確保招(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)工(gong)(gong)(gong)作平(ping)穩有(you)序。要(yao)加(jia)強對招(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)工(gong)(gong)(gong)作的監(jian)督檢查(cha),建立完善(shan)招(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)監(jian)督工(gong)(gong)(gong)作機制。多形式加(jia)強招(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)政策的宣講和解讀解釋工(gong)(gong)(gong)作,積極回(hui)應(ying)(ying)市民(min)群(qun)眾關切(qie)。
3.落實學校(xiao)招(zhao)(zhao)生(sheng)(sheng)職責。各義務教育階段(duan)學校(xiao)要(yao)規范(fan)招(zhao)(zhao)生(sheng)(sheng)行為,按(an)要(yao)求(qiu)公開(kai)招(zhao)(zhao)生(sheng)(sheng)計劃、招(zhao)(zhao)生(sheng)(sheng)程序、招(zhao)(zhao)生(sheng)(sheng)結果、咨詢投訴(su)電話(hua)等,不(bu)得(de)擅(shan)自跨片(pian)區招(zhao)(zhao)生(sheng)(sheng),不(bu)得(de)擅(shan)自接收學生(sheng)(sheng)跨片(pian)區擇校(xiao)就(jiu)讀。要(yao)指導適齡兒童、少年的家長按(an)時(shi)申請學位,按(an)要(yao)求(qiu)及時(shi)、準確(que)提供就(jiu)讀信息(xi)。
(二)堅持免試就(jiu)近入學,合理確定招(zhao)生(sheng)范(fan)圍
1.堅持免(mian)試(shi)就近入(ru)學。所(suo)有(you)公辦(ban)(ban)民辦(ban)(ban)學校(xiao)(xiao)都要嚴格遵守(shou)并全面(mian)落(luo)實義(yi)(yi)務教(jiao)育免(mian)試(shi)入(ru)學規(gui)(gui)定。嚴禁公辦(ban)(ban)民辦(ban)(ban)學校(xiao)(xiao)通過面(mian)試(shi)、面(mian)談(tan)、人機對話、體驗活動(dong)、簡(jian)歷材(cai)料等方式為依據的“掐尖”招生(sheng)(sheng)、提前(qian)招生(sheng)(sheng)、違規(gui)(gui)爭搶生(sheng)(sheng)源的行(xing)為。市(shi)局直屬學校(xiao)(xiao)義(yi)(yi)務教(jiao)育招生(sheng)(sheng)工作(zuo)納入(ru)所(suo)在區教(jiao)育行(xing)政(zheng)部門(men)統一管理(li)。
2.合(he)理(li)確(que)定招(zhao)(zhao)生(sheng)(sheng)范(fan)圍。各區(qu)(qu)(qu)教(jiao)育行(xing)政部門要嚴格(ge)按照“學(xue)校(xiao)(xiao)劃片(pian)招(zhao)(zhao)生(sheng)(sheng)、生(sheng)(sheng)源(yuan)就近(jin)入(ru)學(xue)”的目標要求,綜合(he)考(kao)慮(lv)適齡學(xue)生(sheng)(sheng)人數、學(xue)校(xiao)(xiao)分布、學(xue)校(xiao)(xiao)規(gui)模、交通狀況等因(yin)素,為每所公辦(ban)義(yi)務(wu)教(jiao)育學(xue)校(xiao)(xiao)劃定服務(wu)片(pian)區(qu)(qu)(qu)范(fan)圍,確(que)保各片(pian)區(qu)(qu)(qu)之間教(jiao)育資源(yuan)大(da)致均衡。在對(dui)學(xue)校(xiao)(xiao)原招(zhao)(zhao)生(sheng)(sheng)范(fan)圍進行(xing)較大(da)調整時,要充分聽取群(qun)眾意(yi)見(jian),審(shen)慎論證(zheng),提(ti)前公告。片(pian)區(qu)(qu)(qu)確(que)定后,應在一段時期內保持(chi)相對(dui)穩定。民(min)辦(ban)義(yi)務(wu)教(jiao)育學(xue)校(xiao)(xiao)不得超出教(jiao)育行(xing)政部門核定的招(zhao)(zhao)生(sheng)(sheng)計(ji)劃和招(zhao)(zhao)生(sheng)(sheng)范(fan)圍招(zhao)(zhao)生(sheng)(sheng),在滿足本區(qu)(qu)(qu)符合(he)條件的適齡兒童、少年(nian)入(ru)學(xue)需求后,仍有剩余招(zhao)(zhao)生(sheng)(sheng)計(ji)劃的,經學(xue)校(xiao)(xiao)申請,區(qu)(qu)(qu)教(jiao)育行(xing)政部門審(shen)核,報市教(jiao)育局同意(yi),可(ke)跨區(qu)(qu)(qu)招(zhao)(zhao)生(sheng)(sheng)。
(三)剛(gang)性實施(shi)入學政策(ce),完善積分(fen)入學細則(ze)
所有公(gong)(gong)辦民(min)辦學(xue)校要(yao)嚴格按照(zhao)《深(shen)(shen)圳市非深(shen)(shen)戶籍人(ren)(ren)員(yuan)子女接受(shou)義務教育(yu)管理(li)辦法(fa)》等(deng)文件(jian)規定的入學(xue)條件(jian)招(zhao)(zhao)生(sheng),不(bu)(bu)得招(zhao)(zhao)收不(bu)(bu)符合(he)(he)我市就(jiu)讀條件(jian)的學(xue)生(sheng)。各區教育(yu)行政(zheng)部(bu)門要(yao)不(bu)(bu)斷優(you)化積(ji)(ji)分入學(xue)實施細(xi)則(ze)(ze),充分體現教育(yu)公(gong)(gong)平,合(he)(he)理(li)設(she)置積(ji)(ji)分類(lei)別、項目、標(biao)準(zhun)和(he)分值,根(gen)據(ju)積(ji)(ji)分情況(kuang)和(he)招(zhao)(zhao)生(sheng)計劃安排學(xue)位,實施過(guo)程中要(yao)做到積(ji)(ji)分標(biao)準(zhun)、積(ji)(ji)分結果、學(xue)位安排“三公(gong)(gong)開”,公(gong)(gong)開過(guo)程中應(ying)依法(fa)做好(hao)未成年(nian)人(ren)(ren)隱私(si)保(bao)護。積(ji)(ji)分入學(xue)細(xi)則(ze)(ze)要(yao)充分征求轄(xia)區居民(min)意見,在招(zhao)(zhao)生(sheng)工(gong)作實施前報(bao)市教育(yu)局備案。2021年(nian)繼續全面(mian)取消各類(lei)特(te)長(chang)生(sheng)招(zhao)(zhao)生(sheng)。對(dui)烈(lie)士、符合(he)(he)條件(jian)的現役軍(jun)人(ren)(ren)及復(fu)退軍(jun)人(ren)(ren)、消防(fang)救援隊伍人(ren)(ren)員(yuan)、公(gong)(gong)安英模(mo)和(he)因公(gong)(gong)犧牲傷殘警察、高層次人(ren)(ren)才(cai)等(deng)享受(shou)優(you)惠政(zheng)策(ce)人(ren)(ren)員(yuan)的子女實施教育(yu)優(you)待政(zheng)策(ce),并向(xiang)社會公(gong)(gong)示(shi)。
(四)完善民辦學校招生管理(li)
各區(qu)教(jiao)育行(xing)政(zheng)部(bu)(bu)門(men)要(yao)將民(min)(min)辦(ban)(ban)(ban)義務(wu)教(jiao)育學(xue)校(xiao)招(zhao)生(sheng)(sheng)(sheng)納入統(tong)一管(guan)(guan)理(li),全(quan)(quan)(quan)面落(luo)實與公(gong)辦(ban)(ban)(ban)學(xue)校(xiao)同步(bu)招(zhao)生(sheng)(sheng)(sheng)。民(min)(min)辦(ban)(ban)(ban)義務(wu)教(jiao)育學(xue)校(xiao)的(de)(de)招(zhao)生(sheng)(sheng)(sheng)計(ji)劃和招(zhao)生(sheng)(sheng)(sheng)方(fang)案,要(yao)報(bao)主管(guan)(guan)教(jiao)育行(xing)政(zheng)部(bu)(bu)門(men)審核。面向(xiang)全(quan)(quan)(quan)區(qu)招(zhao)生(sheng)(sheng)(sheng)且(qie)報(bao)名人(ren)數超過(guo)招(zhao)生(sheng)(sheng)(sheng)計(ji)劃數的(de)(de)民(min)(min)辦(ban)(ban)(ban)學(xue)校(xiao),全(quan)(quan)(quan)部(bu)(bu)實行(xing)電腦隨(sui)機(ji)搖(yao)號(hao)錄(lu)取。辦(ban)(ban)(ban)學(xue)層次(ci)同時包括小(xiao)學(xue)和初中(zhong)(zhong)的(de)(de)民(min)(min)辦(ban)(ban)(ban)學(xue)校(xiao),應(ying)首(shou)先通過(guo)直(zhi)升或電腦隨(sui)機(ji)搖(yao)號(hao)方(fang)式招(zhao)收本校(xiao)自愿報(bao)讀(du)初中(zhong)(zhong)的(de)(de)小(xiao)學(xue)畢業(ye)生(sheng)(sheng)(sheng),剩余的(de)(de)招(zhao)生(sheng)(sheng)(sheng)計(ji)劃應(ying)公(gong)開報(bao)名,實行(xing)電腦隨(sui)機(ji)搖(yao)號(hao)錄(lu)取。民(min)(min)辦(ban)(ban)(ban)學(xue)校(xiao)電腦隨(sui)機(ji)搖(yao)號(hao)錄(lu)取工作(zuo)由(you)各區(qu)組織實施,搖(yao)號(hao)過(guo)程要(yao)做到全(quan)(quan)(quan)程錄(lu)像(xiang),并邀(yao)請公(gong)證機(ji)構人(ren)員(yuan)、紀(ji)檢人(ren)員(yuan)、人(ren)大代(dai)表、政(zheng)協委(wei)員(yuan)、新聞媒體代(dai)表和學(xue)生(sheng)(sheng)(sheng)家長代(dai)表全(quan)(quan)(quan)程監督。受政(zheng)府委(wei)托(tuo)承擔義務(wu)教(jiao)育學(xue)位任務(wu)的(de)(de)民(min)(min)辦(ban)(ban)(ban)學(xue)校(xiao),報(bao)名及錄(lu)取辦(ban)(ban)(ban)法由(you)區(qu)教(jiao)育行(xing)政(zheng)部(bu)(bu)門(men)另行(xing)確定(ding)。
(五)提高(gao)殘疾兒童、少年入學率,提升特殊(shu)教育質量
各區(qu)要(yao)按國家要(yao)求(qiu),確保2021年(nian)殘疾兒童(tong)、少年(nian)義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)入學率(lv)達到95%以上。按照“全覆蓋、零拒(ju)絕(jue)”的要(yao)求(qiu),根據適(shi)齡殘疾兒童(tong)、少年(nian)的實際情(qing)況,制訂教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)安置方(fang)案,落實“一(yi)(yi)人一(yi)(yi)案”,通過普通學校(xiao)(xiao)(xiao)就(jiu)(jiu)讀(du)、特殊(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)學校(xiao)(xiao)(xiao)就(jiu)(jiu)讀(du)、送(song)教(jiao)(jiao)(jiao)上門等(deng)多種(zhong)方(fang)式,逐一(yi)(yi)做好入學安置工作。市、區(qu)特殊(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)學校(xiao)(xiao)(xiao)科學設(she)置招(zhao)生類別(bie)、學段(duan),錯位發展,協調發展。義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)階段(duan),視(shi)障教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)、聽障教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)主要(yao)由市屬(shu)學校(xiao)(xiao)(xiao)承擔(dan),智障等(deng)其(qi)他類型的特殊(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)主要(yao)由區(qu)屬(shu)學校(xiao)(xiao)(xiao)承擔(dan)。市屬(shu)特殊(shu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)學校(xiao)(xiao)(xiao)要(yao)擴大高(gao)中階段(duan)招(zhao)生規模(mo),讓完成義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)的殘疾學生都能(neng)接受適(shi)宜的高(gao)中階段(duan)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)。
(六)加強招生(sheng)計劃管理,嚴(yan)禁(jin)超標準班額招生(sheng)
各區教(jiao)育(yu)行政部(bu)門要結(jie)合學(xue)(xue)(xue)校(xiao)(xiao)(xiao)辦(ban)學(xue)(xue)(xue)規模、辦(ban)學(xue)(xue)(xue)條件(jian),科(ke)學(xue)(xue)(xue)核定(ding)、及時公布(bu)公辦(ban)民辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)生(sheng)(sheng)(sheng)計(ji)劃。嚴格控制存(cun)在(zai)超(chao)標(biao)準班(ban)額學(xue)(xue)(xue)校(xiao)(xiao)(xiao)的招(zhao)生(sheng)(sheng)(sheng)計(ji)劃。各義務教(jiao)育(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)起始年(nian)級嚴禁(jin)超(chao)標(biao)準班(ban)額招(zhao)生(sheng)(sheng)(sheng),堅決防止產生(sheng)(sheng)(sheng)新的超(chao)標(biao)準班(ban)額。嚴禁(jin)超(chao)核定(ding)辦(ban)學(xue)(xue)(xue)規模和(he)超(chao)標(biao)準班(ban)額的學(xue)(xue)(xue)校(xiao)(xiao)(xiao)接收轉學(xue)(xue)(xue)插班(ban)學(xue)(xue)(xue)生(sheng)(sheng)(sheng)。
(七)落(luo)實控(kong)輟保學法(fa)定職(zhi)責(ze)
各區教(jiao)(jiao)育(yu)(yu)行政部門和學(xue)(xue)(xue)(xue)(xue)校(xiao)要(yao)嚴格(ge)(ge)落(luo)實《中華人民共和國(guo)(guo)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)法》《中華人民共和國(guo)(guo)未(wei)成年人保(bao)護(hu)法》等(deng)法律規定(ding)(ding),依(yi)法保(bao)障適齡兒(er)童(tong)(tong)、少(shao)年接(jie)受義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)的(de)權利,要(yao)嚴格(ge)(ge)履行控(kong)輟(chuo)(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)法定(ding)(ding)職(zhi)責,完(wan)善(shan)聯控(kong)聯保(bao)工作機制(zhi),落(luo)實失學(xue)(xue)(xue)(xue)(xue)輟(chuo)(chuo)學(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)生勸(quan)返(fan)復學(xue)(xue)(xue)(xue)(xue)、登(deng)記(ji)和書面報告責任制(zhi)度,建立完(wan)善(shan)控(kong)輟(chuo)(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)工作臺帳,共同做好控(kong)輟(chuo)(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)工作。適齡兒(er)童(tong)(tong)、少(shao)年因身體(ti)狀(zhuang)況確(que)需延(yan)緩(huan)入學(xue)(xue)(xue)(xue)(xue)或者休學(xue)(xue)(xue)(xue)(xue)的(de),其父母或者其他法定(ding)(ding)監(jian)護(hu)人應當提出(chu)申(shen)請,由所在(zai)區教(jiao)(jiao)育(yu)(yu)行政部門批準。依(yi)法查處以在(zai)家(jia)學(xue)(xue)(xue)(xue)(xue)習、接(jie)受“私塾”“讀經班”等(deng)培訓替代國(guo)(guo)家(jia)統(tong)一實施的(de)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)的(de)行為。嚴格(ge)(ge)外(wai)籍(ji)人員子(zi)女學(xue)(xue)(xue)(xue)(xue)校(xiao)招(zhao)生管(guan)理,不得招(zhao)收(shou)中國(guo)(guo)籍(ji)學(xue)(xue)(xue)(xue)(xue)生。
二、加強普通高中招生管理
(一(yi))剛性執(zhi)行高中招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃。高中學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)要嚴格按(an)照(zhao)市(shi)教(jiao)育局核定(ding)的(de)(de)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃進行招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃下達后,不再受(shou)理(li)(li)調整招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃的(de)(de)申請(qing)。各(ge)級教(jiao)育行政部(bu)門(men)、各(ge)高中階段學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)根據招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃的(de)(de)要求,認真做好招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)(de)各(ge)項準備(bei)工作(zuo),確保學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)正常開學(xue)(xue)(xue)(xue)(xue)。民辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)納入(ru)統(tong)一(yi)管理(li)(li),并(bing)與公辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)同步招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。各(ge)校(xiao)(xiao)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃的(de)(de)執(zhi)行情(qing)況,將(jiang)作(zuo)為學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)自主招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃安排、規范辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)、辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)水平、辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)效益(yi)評估(gu)以及評先、評優等的(de)(de)主要指標。全市(shi)公辦(ban)(ban)高中學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)應按(an)照(zhao)核定(ding)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)規模招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。普通(tong)高中未經審批不得面(mian)向市(shi)外招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。
(二(er))落實指(zhi)標到校政策(ce)。認(ren)真落實指(zhi)標到校政策(ce)要(yao)求(qiu),每所優質(zhi)普通高中(zhong)學(xue)(xue)校要(yao)安排不低(di)于50%的招生名(ming)額,主要(yao)按(an)初(chu)中(zhong)學(xue)(xue)校在校生數(shu),直(zhi)接分配到全市各(ge)初(chu)中(zhong)學(xue)(xue)校(含民(min)辦),促進義務教育優質(zhi)均衡發展。
(三)統籌規(gui)范(fan)全(quan)市(shi)高中自(zi)主(zhu)招生(sheng)(sheng)工作(zuo)。根據廣東省教育廳關于(yu)進(jin)(jin)一(yi)步(bu)完善和規(gui)范(fan)自(zi)主(zhu)招生(sheng)(sheng)的相(xiang)關要求,市(shi)教育局全(quan)面統籌高中自(zi)主(zhu)招生(sheng)(sheng)工作(zuo),進(jin)(jin)一(yi)步(bu)優化我市(shi)普通(tong)高中自(zi)主(zhu)招生(sheng)(sheng)布點(dian),引導(dao)普通(tong)高中學校科學合理(li)定(ding)位和分(fen)層分(fen)類(lei)發展。自(zi)主(zhu)招生(sheng)(sheng)對象(xiang)主(zhu)要為(wei)具有創新潛質和學科特(te)長(chang)的學生(sheng)(sheng)。2021年(nian)全(quan)市(shi)普通(tong)高中自(zi)主(zhu)招生(sheng)(sheng)按照市(shi)教育局出臺的《深(shen)圳市(shi)教育局關于(yu)做(zuo)好2021年(nian)普通(tong)高中學校自(zi)主(zhu)招生(sheng)(sheng)工作(zuo)的通(tong)知》實施(shi)。
(四)規范(fan)學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)行為(wei)。積(ji)極探索(suo)基于(yu)初中(zhong)學(xue)(xue)業水平(ping)考試(shi)成績、結合(he)綜合(he)素質(zhi)表現(xian)評價的高中(zhong)階段學(xue)(xue)校(xiao)(xiao)(xiao)考試(shi)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)錄取(qu)模式。所有(you)高中(zhong)學(xue)(xue)校(xiao)(xiao)(xiao)(含民辦普通高中(zhong))需嚴格按照規定的招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)范(fan)圍、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)時間(jian)、招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)方(fang)式進行統(tong)一(yi)招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),嚴禁違規爭搶生(sheng)(sheng)源(yuan)、跨審批區(qu)域招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)、超(chao)計劃招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)和提前招(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng),嚴禁招(zhao)(zhao)(zhao)(zhao)(zhao)收“掛讀生(sheng)(sheng)”和“擇校(xiao)(xiao)(xiao)生(sheng)(sheng)”。
三、加強新生入學管理
(一)規范(fan)學(xue)(xue)生(sheng)分(fen)班(ban)(ban)管理(li)。各義(yi)務教育(yu)階段學(xue)(xue)校(xiao)要實行均衡編(bian)班(ban)(ban),嚴禁舉辦重點班(ban)(ban),包(bao)括以特(te)長班(ban)(ban)、快(kuai)慢班(ban)(ban)、尖子班(ban)(ban)、興趣(qu)班(ban)(ban)和(he)“奧賽”班(ban)(ban)、國際班(ban)(ban)等(deng)名義(yi)的(de)變相重點班(ban)(ban)。普(pu)通高中學(xue)(xue)校(xiao)要根(gen)據普(pu)通高中課程(cheng)方(fang)案和(he)學(xue)(xue)生(sheng)選(xuan)課情(qing)況(kuang),合理(li)排課編(bian)班(ban)(ban),科學(xue)(xue)制訂選(xuan)課走班(ban)(ban)指南和(he)課程(cheng)實施(shi)方(fang)案。
(二(er))嚴格(ge)規(gui)范學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管理。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校應當從學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)之(zhi)日起(qi)1個月內為(wei)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)檔(dang)案,其中,殘疾程(cheng)度(du)較(jiao)重(zhong)、無法(fa)進(jin)入(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)習的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生,由(you)承擔送教(jiao)上(shang)門的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校要嚴格(ge)落實學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)管理“一人一籍(ji)(ji),籍(ji)(ji)隨人走”的(de)要求(qiu),不(bu)得(de)(de)以虛假信息(xi)建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)得(de)(de)重(zhong)復建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji),不(bu)得(de)(de)擅自刪除學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生電(dian)子學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)信息(xi)。未經義務教(jiao)育招生平臺報(bao)名(ming)錄取的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)生不(bu)予建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。對(dui)于(yu)未經學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校批準,不(bu)按(an)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)校規(gui)定期限到校辦理注冊(ce)者,不(bu)予建(jian)(jian)立(li)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)。各區(qu)教(jiao)育行政部門要加強對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)工(gong)作的(de)核查,及時查處和(he)糾正學(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)建(jian)(jian)檔(dang)過程(cheng)中的(de)不(bu)規(gui)范行為(wei),嚴禁“人籍(ji)(ji)分(fen)離”。
四、建立考核和問責雙機制,確保招生工作全面落地
市(shi)、區教育(yu)(yu)督(du)導(dao)部門要將中(zhong)小學(xue)(xue)招(zhao)生(sheng)入(ru)(ru)學(xue)(xue)工作納(na)入(ru)(ru)責(ze)(ze)任督(du)學(xue)(xue)日(ri)常督(du)導(dao)范圍,嚴肅查處(chu)違(wei)反教育(yu)(yu)部“十項嚴禁”紀律要求(qiu)和(he)省(sheng)教育(yu)(yu)廳“六項規(gui)定”等違(wei)反招(zhao)生(sheng)政(zheng)策和(he)紀律以及擾亂中(zhong)小學(xue)(xue)入(ru)(ru)學(xue)(xue)招(zhao)生(sheng)秩序的行為(wei)。對違(wei)規(gui)操(cao)作,查有實據,造成不良(liang)影響的單位(wei)和(he)個人實行問責(ze)(ze)。對于未(wei)落(luo)實《中(zhong)共中(zhong)央(yang)(yang) 國務(wu)院關于深化教育(yu)(yu)教學(xue)(xue)改革全面提(ti)高義務(wu)教育(yu)(yu)質(zhi)量的意(yi)見》中(zhong)義務(wu)教育(yu)(yu)招(zhao)生(sheng)入(ru)(ru)學(xue)(xue)規(gui)定要求(qiu),或(huo)者出(chu)現轄區內(nei)義務(wu)教育(yu)(yu)階段(duan)學(xue)(xue)校違(wei)規(gui)考試招(zhao)生(sheng)行為(wei)的,視同為(wei)落(luo)實中(zhong)央(yang)(yang)和(he)國家重(zhong)大(da)政(zheng)策不力,納(na)入(ru)(ru)政(zheng)府履行教育(yu)(yu)職責(ze)(ze)評價。
